-An email from President Kopp was released to university employees stating that all revenue accounts had been swept, leaving only $5,000 in those accounts. In total, 122 accounts were impacted and $5,985,168.86 was put into a holding account. In addition, Kopp initiated a hiring freeze.

THE PARTHENON Marshall University president Stephen J. Kopp took a step back today on budget conservation measures he implemented without warning Tuesday, April 9, including a sweep of all departmental revenue accounts and a freeze on non-essential hiring. “It was not the right way to do it,” Kopp said. He apologized for not consulting deans, faculty or the Board of Governors before moving nearly $6 million from individual departments to a centralized fund. “Quite honestly, it was a mistake, and it was something I regret that we did. We should not have done things that way,” Kopp said. “We should have consulted with the departments and so on. Obviously, retrospectively, it was the wrong move and I deeply apologize for it.” The apology comes after students took to social media last week condemning the lack of transparency in Kopp’s decision. Deans also took opposition to the move during a deans’ meeting Thursday, April 11. Charles Sumerville, dean of the College of Science, said he felt a “complete lack of trust” following Kopp’s decision.

President Kopp sits down with The Parthenon, Wednesday, to speak out about the recent account sweeps and the financial state of the university. Kopp insists the decision was not made out of a lack of trust, but instead out of the need to better manage the university’s finances going into the future. “This was not an expression of distrust,” Kopp said. “I have absolute confidence in our deans and our chairs. They have done a great job.” Kopp said Marshall’s state appropriations for the next fiscal year have yet to be determined in the state legislature, but he expects a $5 million reduction in state appropriations for Fiscal Years
2013 and 2014 and does not expect the reductions to end there. The Marshall University Board of Governors is introducing new proposed budget parameters today that would direct institutional revenue into central institutional funds rather than departmental funds. The proposal will be read at the Board of Governors meeting Thursday at 11 a.m. in the Shawkey Dining Room of the Memorial Student Center.
Faculty will then have the opportunity to ask questions, motions or statements limited to five minutes. Faculty members must sign-up to speak on a first-come basis before the meeting. Motions may be made and seconded during this time, but will be voted upon by the general faculty through an e-vote following the meeting. Larsen said the meeting will be broadcast live through Livestream for those who cannot attend the meeting. Due to a large conference on campus, the meeting will be at the Newman Center, which has a limited seating capacity. “The meeting is mainly a faculty meeting,” Larsen said. “The seating is very limited—the capacity is just over 100. We are not even going to be able to get faculty members in there. It would probably be best for students not to come, not that they aren’t interested.”
A Facebook event is encouraging students to meet outside the Newman Center at 11:45 a.m. to support the faculty during “the financial battle.” Pamela Mulder, psychology professor, said she would like to see students support their faculty if they feel they are in agreement. “All of us are in the same big boat,” Mulder said. “I think students should learn more about what they are planning to do and ask to have some input.” Mulder said she hopes faculty will have a chance to support or dismiss a vote of no confidence. “I think the biggest thing for us right now is we came in on Tuesday morning and all of a sudden the whole world had been turned upside-down,” Mulder said. “The revenue sweep got thrown at us at the last minute. That is when the trust issue and confidence issue came.”

Emergency faculty meeting called in wake of account sweeps By TAYLOR STUCK
THE PARTHENON An emergency general faculty meeting has been called for Friday. The meeting begins at noon and lasts until 2 p.m. in the Catholic Newman Center, located across the street from Corbly Hall on Fifth Avenue. The meeting is in response to “budget conservation measures” announced by Marshall University President Stephen J. Kopp, Tuesday, April 9. The two measures include a sweep of all revenue funds and a hiring freeze of all non-critical personnel. According the Faculty Senate Chair Eldon Larsen, an emergency meeting is highly unusual. “I don’t remember this ever happening before in the 14 years I’ve been here,” Larsen said. The meeting will begin with presentations by Kopp, Provost Gayle Ormiston and Chief Financial Officer Mary Ellen Heuton.
