1.1 purpose of the plan The purpose of this plan is to develop and revitalise the THINKING SOUTH precinct to: - provide more affordable housing - enable resilient future growth - develop better connections between areas of distinct character - integrate and improve public transportation services - create a precinct of diversity - deliver a thriving, livable urban environment - make a city for people Inspired and influenced by Jan Gehl’s “first life, then spaces, then buildings” and Jane Jacobs’ “cities [are] for every-
body...they are created by everybody”.

2.2 boundaries The precinct is bounded by the Yarra River in the north, Albert Road in the South, Montague street and Ferrars Street in the West and St Kilda Road in the East. There are three distinct districts in the precinct.

With a large proportion of the demographics born in a country outside of Australia, there is an opportunity to utilise the multicultural aspect of the precint in future planning and design. The top three industries are professional, scientific and technical services; financial and insurance services; accommodation and food services.
The top three occupations are professionals; managers; clerical and administrative workers. The number of those working in these services can be correlated back to the population age percentage within the 25 - 44 age bracket.
3.3 economics and employment The City of Port Phillip’s Gross Regional Product is estimated at $11.68 billion, representing approximately 3.5% of Victoria’s overall Gross State Product. There are 86,196 local jobs and 18,309 local businesses (NEIR, 2014). There are a total of 65,131 employed residents and the largest industry is in professionals, scientific and technical services providing 22% of employment (compared to the VIctorian average of 8%.

3.4 housing density
There is potential to increase housing density within the precint and in particular, in the western and southern locations. Housing development could be in the form of more affordable housing in these areas where prices are relatively high.

4. connectivity, access and movement

4.1 road network There are two prominent roads that run through the site; the Westgate Freeway and Kings Way. They have potential to be developed and revitalised to increase pedestriansed spaces. Clarendon Street runs north to south and is a key corridor between the Melbourne CBD in the north and Albert Park in the south.

4.2 public transport network The precinct is currently well connected by public transport, however due to its infrequency in the south west, a majority of commuters use a privatised vehicle (green)
instead of public transport (blue) and walking (orange) to get around (see map on the left). Note. white areas detonate no data available.

issues and opportunities - public transport enhancement To encourage public transportation usage, potential solutions could include turning existing bus routes into light rail routes
to service the south west and implementing new train stations to increase its catchment (see map on the left where or-
ange is the existing 400m train catchment and pink is potential catchment).

4.3 bicycle network There is a lack of a cohesive bicycle network in the precinct. There is potential to develop this existing network further to ensure there is connectivity within and beyond the site.

4.4 key connections Key connections to main activity nodes present future opportunities to redevelop and further enhance spines within the site.

5. built form and character

5.1 natural system The precinct is surrounded by natural waterways and green space, presenting opportunities to be a centralised space where visitors to those natural spaces stop over.
There are also opportunities to create green corridors within the site to connect surrounding ecological spaces (see bottom left images).

5.2 land use There are distinct areas of divided functional use. which could be better integrated to create better mixed use within the land.

5.3 landmarks The site lacks prominent landmarks in the south (with and exception of the South Melbourne Market). There are significant amounts of place markers in the Southbank area of the site where there is a well established arts and entertainment character. There is potential to link this character to the southern area of the precinct.

5.4 heritage Areas in grey and the two large roads (see map on the left) are edge areas which have potential to be developed to link the existing heritage protected area in South Melbourne and the arts precinct in Southbank.

5.5 social infrastructure There is not one area for a specific community hub. There is potential to create a larger community facility within the precinct to provide an outdoor and indoor meet space for the community there. An integrated community feel for all ages and occupations could be established.

5.6 character Better connectivity and linkage between the arts, commerce/leisure, and heritage aspects of the site to create a new character which is unique to this precinct. (see photo on the left)
