oliticians will have their hands out again as residents return to the polls this November. Proposition 1 on this year’s ballot asks a simple question: Are you willing to pay more taxes? However the facts about this question seem to be less simple.

On face value the proposed tax increase associated with Proposition 1 would raise funds to be used for transportation expenses. Residents in most cities have sincere concerns about the condition of their roads and the costs associated with building, repairing and maintaining them.

To those concerned motorists, this tax increase may look acceptable. After scratching the surface and looking past the face value, voters will see that only 40 percent of the funds will be allocated to the local city, 40 percent of the funds will be given to UTA, and 20 percent of the funds will be given to the specific county where the proposition passes.

Voters will not have the option to accept the local portion of the proposed tax, without accepting the UTA portion of the tax as well as the county portion of the tax. This means for every 10 million dollars the city receives to spend on roads, the residents of the city have to pay $25 million in additional sales tax.

“I think it’s much more appropriate for each entity to make a case separately for why they need a tax increase and what they are going to do with the money,” West Jordan Councilman Ben Southworth said.

Voters may be in favor of fixing local roads, but not in providing funds to UTA or the county – or vice versa – according to Southworth, who also believes that each entity and lobbyists recognized it’s easier to make a case to pass a tax increase when everything is lumped together.

“The entities may have very legitimate needs, but don’t hold one hostage to another,” Southworth said. “I don’t support the initiative at all and will be voting against it. That’s not an indictment on any of the entities; it’s an indictment on the process.”

Higher Taxes on Ballot - How Will You Vote?

By Rachel Hall put the proposition on the ballot, and nearly all the city officials in Salt Lake County have shown support for the proposition in one way or another. However, Proposition 1 on the November ballot will give voters the opportunity to choose to support or not support the sales tax increase geared towards providing more funding for transportation, including UTA. The proposed 0.25 percent tax increase was approved to be placed on the ballot after the state legislature passed HB362 that allowed for the proposition to be voted on – this same bill also approved a 5 cent per gallon gas tax to go into effect on Jan. 1, 2016.

If the average family uses 20 gallons of gas per week, the increased cost of fuel next year will take an additional $52 per year out of their budget. Consumers should also prepare for this tax to increase other products; it would make sense that if Smith’s trucks are paying more at the pump, then consumers will be paying more for their groceries. This increase to the gas tax is already approved and will take effect no matter the outcome of Proposition 1.

Proposition 1 affects the county as a whole, so we reached out to some politicians throughout the county. When the Journals asked Cottonwood Heights Mayor Cullimore about the impact the proposition would have on residents in his city, he said, “We are thrilled that we are getting 40 percent. It was a negotiated split.

This is how politics is done – it’s compromise.

What matters is we came to a compromise that everyone agreed upon.”

The split funding would result in families having to pay $2.50 for every $1.00 of city revenue received.

“I think there are some people concerned about UTA getting some of the funds. 60 percent of the funds are going to cities and counties to take care of local roads. 40 percent is going to UTA, but those [funds] are also going to specifically be going to the bus service in our communities,” Cullimore said.

However, there is nothing in the bill that would require the UTA to spend the funds in the local city or county.

“We’ve been falling behind for years.

Once you fall behind, you can almost never catch up,” Sandy City Mayor Dolan said.

“The growth is going to happen. Without this revenue stream, it will become more difficult [to complete projects]. The federal funds have dried up. We can’t expect to see much coming out of Washington.”

Press conferences have been held around the valley to inform voters of the specifics of Proposition 1, but elected officials are only allowed to give a personal opinion on the measure as an individual and not acting as a representative of the public. UTA is also required to offer education to the public and not push for approving or denying the tax increase.

“It’s really not our job to advocate for or against the tax increase. What we do, and what we have been doing, is listening to local elected leaders and civic leaders as they ask questions about how money can be spent to improve transit services in their communities,” UTA Spokesman Remi Barron said. “It’s up to them to tell us what they’re looking for. We try to provide the service after they tell us the kinds of service that they need.”

“We get funding from different sources.

We currently do get money through the sales tax. This [proposition] is just an increase. We also get federal funding though federal grants and then some state funding through programs the state has. We also get fare box revenue,” Barron said. “The yearly budget varies from year to year based off of the amount of sales tax collected.”

The needs of each community are unique, and that is why not every mayor has personally spoken up in favor of the tax increase. South Jordan Mayor Alvord will personally be voting against the measure because of the “UTA component” and the “one size fits all nature.”

“This is a pedal to the medal spending approach for transportation. In other words, every city has to spend more on their transportation spending regardless of their history of spending,” Alvord told the City Journals.

cities in the county that have had adequate transportation spending; they cannot reduce their spending with this new revenue. They have to find creative places to put the money.”

South Jordan has implemented priority based budgeting, which requires all of the initiatives and all of the programs of the city to be ranked according to priority. City staff and the city council both rank projects to set the priority.

“That’s the way we would anticipate funding roads in the future. If we need to place a higher priority on maintenance, for example, we could simply give that a higher score and fund maintenance,” Alvord said. “We would have to live within a budget more carefully [if Proposition 1 does not pass].”

“Until the streets are paved in gold, we could always spend more. I don’t say that to sound flippant; literally, in Washington D.C. for example, they had granite on their curbing,” Alvord said. “I’m trying to illustrate the point without this money, South Jordan would have to look at our priorities and decide if we wanted to allocate more money to our roads.”

Holladay Mayor Dahle, on the other hand, will individually vote in favor of the tax increase.

He feels appropriately funding the needs of the community is the responsible thing to do, and will save money down the road.

“It comes down to being a responsible steward of your assets. It’s irresponsible to let them continue to go downhill when you can maintain them for pennies on the dollar,” Dahle said. “This is a really, really important issue.

The citizens can decide if it’s something they think is worth funding.”

Advocacy groups, such as the Utah Taxpayers Association, spoke up suggesting that the potential tax increase should have been placed on next year’s ballot when more voters are likely to offer their opinion during the presidential election.

“I think taxpayers have a lot to think about.

An Artist Out of Obscurity

D

utch painter Johannes Vermeer is world-renowned. But before that distinction, he was just a working artist, a man who died in debt and was barely recognized in his lifetime. Such a man is local painter Evan Terry, Jr. Terry was born in Brigham City, Utah in a hospital for WWII amputees. His parents, Evan, Sr. and Joan Call, were people of faith and hard work. They owned a beautiful red brick, Queen Anne-style mansion in the Avenues. Terry grew up in that mansion and had a boyhood full of adventure. His brother Richard Terry remembers float-walking in Terry’s arms as they played man on the moon, taping bugs to Frisbees to test if they could afterwards walk straight, and how Terry would sneak into a small, 3-foot high crawlspace below that family mansion to shoot his guns at a dirt wall target.

Vermeer was also born to hard working parents. His father Reijnier Janszoon was a middle-class worker of silk and owned an inn, which was a considerable financial burden and became Vermeer’s obligation after his father’s

death. Vermeer had 15 children, and so, like Terry, his family and work obligations limited the time he was able to dedicate to his art.

Terry’s father Evan, Sr. served in the Army during World War II and was awarded a bronze star medal. Because of his father, Terry chose to enter the service after earning a BFA degree in drawing and painting from the University of Utah. It wasn’t until 2005, thirty years after studying under Alvin Gittins, V. Douglas Snow and Earl Jones, that Terry had the time to begin his consuming study of Vermeer’s work. “I chose Vermeer because I love his subject matter, color, style and the period,” Terry said. After he painted a few of Vermeer’s works, Terry realized it would be possible to complete the 37 paintings attributed to Vermeer, and so he began that task.

Terry didn’t have access to Vermeer’s original works, so using only photographs, he painted those representations. “My intent was never to make exact copies of Vermeer, but rather to use my own methods of painting to create a fairly accurate copy with a focus

on principles of color, light and shadow, and emotional depth.” Terry went on to say, “Because I felt these focal points were the weakest areas of my earlier paintings, this study became very personal to me.”

The precision of linear perspective in Vermeer’s paintings led people to believe that he used a camera obscura, a small device with a hole in one side, which lets light in and allows an image to be reproduced, highly accurately, onto paper. Vermeer would then paint his originals from that reproduced image. “In my study of Vermeer’s works, I had to learn to see better, perhaps similar to the way Vermeer used a camera obscura to help him see more clearly,” Terry said.

Perhaps one of the most impressive and surprising factors in Terry’s completion of Vermeer’s works was that he did so almost entirely in dim light and cramped space. Terry’s home basement serves as his studio, and with a mere 200-square feet and a ceiling as low as 5’6”, it was not ideal. Without natural light, Terry would occasionally have to rework or

touch up his paintings after seeing them for the first time outside his basement. But despite the natural lack of it, light, and Terry’s use of it, is one of his artistic fortes.

It took Terry nine years to complete Vermeer’s 37 paintings, and in celebration of that completion, a private reception was held at F. Weixler Co. gallery on Saturday Aug. 29.

All 37 paintings were on display, and friends and family of Terry came to support him and appreciate the work of almost a decade.

The event was paired beautifully with the music of Johan Svendsen, Fritz Kreisler and John Williams, some of Terry’s favorites.

Bonnie Terry, associate concertmaster of the San Antonio Symphony, an artistic genius in her own right, and daughter of Terry, played the violin, accompanied by Denise Farrington, during the evening.

After the private reception, Terry’s work continued to be displayed at F.Weixler Co. and was part of the Salt Lake City Gallery Stroll, an occurrence at galleries across Salt Lake which gives the public a chance to meet artists and browse art free of charge.

When asked what Terry would do with the 37 paintings after the Gallery Stroll, he chuckled and said, “I guess they will go back down to the basement.” It’s strange to think that nine years of brilliance will remain unseen, perhaps like Vermeer’s works, for centuries after his death.

Yet the beauty of art is not confined by time, and in the words of Natalie Emonin, Terry’s youngest daughter, “My Dad is a true artist. He’s only ever painted for an intense love and passion for the art. Even though he worked two jobs up until retirement, he still found time to develop his craft and create inspiring beauty in a dark, old, cement-walled basement. I’m truly amazed that my Dad was able, from humble darkness and obscurity, to paint such warmth and elegantly graceful works of art.”

man said. “We have to understand there is a need – this is one way to fill the need.”

Americans for Prosperity State Director Evelyn Everton released a statement expressing regret that the potential sales tax has landed on the November ballot.

“We are disappointed to hear that county commissions would even consider allowing a sales tax hike to move forward. As responsible legislators, county officials should be working to protect their constituents from harmful legislation like the ‘local sales tax option.’ If approved, the new tax would increase the price of nearly everything that families need,” Everton wrote.

The sales tax rate would increase to 7.1 percent if approved, compared to the current 6.85 percent in most Salt Lake County areas – equivalent to one cent more for every $4 spent.

“Even worse? Almost half the funding would go to the wasteful Utah Transit Authority — where it’s common practice to use taxpayer dollars to award massive executive bonuses. Utahns are already adjusting their budgets for the new gas and property tax hikes.

Allowing a vote on a bill to hike the sales tax, just wouldn’t be fair,” Everton wrote.

Everton’s remarks obviously illustrate the alleged mismanagement of the UTA in the past.

spending, low rider base, and gross amount of money being spent on executive bonuses.

The proposition is about more than what it would cost voters now if passed, but what it could cost voters in the future if it does not pass.

“If we don’t receive the additional revenue – projects will have to wait,” Eyre said. “It costs about one dollar to repair a road and it costs about ten dollars to replace it.”

“There’s a baseline of what you have to spend to maintain transportation,” Dahle said.

“It does stop the bleeding from what we have to pull [from the general fund] to maintain the roads [if Proposition 1 passes].

Some politicians have argued that citizens should accept this tax because it is a good compromise; it raises the money that is needed for the roads. It will allow the cities to maintain the roads at a lower cost than replacing them in the future.

However, when the City Journals reached out to residents, many thought that it sounded like politicians were handcuffing the maintenance of roads to the executive bonuses of the UTA. Many city residents were disgusted to find out that they were not given the option to raise funds for the roads without being forced to raise money for UTA. Many residents showed faith in their local politicians and city staff, but doubted the financial feasibility and management of the UTA.

Picnic Blankets Fill School Lawns

P

utting an emphasis on the beginning of the school year is why former principal Connie Buckner introduced a school picnic around 2007 at Grant Elementary.

“I wanted to celebrate the start of the school year and have it be a positive experience,” she said. “So often you see them at the end of the year, but I wanted everyone to be excited that the new year was beginning.”

In 2010, Buckner became principal at McMillan and brought the beginning of the year picnic with her.

“Because I like what we were doing at Grant, I decided to start the tradition at McMillan,” she said.

These fun, annual picnics have continued at the two Murray School District elementaries.

At Grant Elementary, about 100 families joined students, bringing picnics and spreading their blankets on the school grounds Sept. 4.

“It’s a chance for parents to be part of what goes on with their students’ school day,” Principal Matt Nelson said. “I go

out there and see everyone reconnecting.

I follow up with new parents to make sure things are going OK with them, eat some Little Caesars pizza and have fun.”

Nelson said that although there aren’t any structured activities or games, it is a community-building experience.

“I see new families introducing themselves, getting to know established parents.

It’s all pretty casual, but with 33 percent of our students being from out of district, it’s important that we give this chance at the beginning of the school year,” he said.

Secretary Jamie Bailey said it’s something students look forward to.

“It’s become such a tradition that students look forward to welcome back week and having the picnic lunch with their friends and family,” she said.

At McMillan, about 250 families came to the school picnic, Principal Joy Sanford said.

Students and their families can choose from eating a school-provided bologna and cheese sandwich, a hamburger cooked on the grill or bringing their own picnic,

“Our PTA is fantastic, and events like today is a great success in bringing the McMillan community together,” she said.

“Plus, the barbecue burgers are really good.”

Both schools enroll about 400 students.

Hillcrest Junior High to Receive iPads

H

illcrest Junior High’s English-as-a-second-language teacher Bruce Eschler wanted his students to have opportunities to have access to technology and be able to work more efficiently on assignments.

So, he applied and received a 100% for Kids grant for $2,800 for seven iPads dedicated to ESL students.

“ESL program typically has less access to technology, so these will be dedicated to those students for individual learning or small groups,” Eschler said. “This way, the instructor can be working with other students and another group can be engaged on the iPads. It will be helpful for both newcomers as well as those who have been in the program a long time.”

Hillcrest’s ESL student population ranges from 10 to 20, but at the end of the school year, there were about 12 students in the class.

Eschler said that the state has a language acquisition program they provide called “Imagine Learning,” which will help these students learn language skills such as basic and academic language, key components of reading, listening comprehension, grammar and speaking.

The iPads also can be used for writing with the “Utah Compose” web-based writing program that will give students writing prompts, graphic organizers, instant feedback and tutorials.

There will also be phonics, a bilingual dictionary and other language tools available for students.

“We’ve had a great diversity of English learners in class from South Korea to the Middle East to Somalia to Central and South America, but they all are picking up language quickly and want consistent quality learning,” he said.

Liz White, the 100% for Kids Foundation director, said that the iPads are the most funded item.

“We see the value in them and how they are utilized in the classroom,” she said. “Specifically with Hillcrest, the teacher presented the need well and showed the value for these students. We hope to get them started with providing technology to improve their education.”

Since forming in 2002, the 100% for Kids Foundation has funded more than $4 million in grants throughout Utah to all 40 of Utah’s school districts, specifically trying to reach students in the classroom and school level.

Eschler has been an ESL teacher at Hillcrest for 11 years, and after applying for the award in March, he received word that it was granted at the end of the school year. However, Eschler won’t be around to introduce the students to the new iPads this fall, as he accepted an administrative intern position with Corner Canyon High School in Draper.

“These students are always in great need of help from the leaders in our community and businesses,” he said. “They are dedicated to succeeding, so they are so appreciative of the support.”

Is Frugal the New Sexy?

By Joani Taylor Several money-saving blogs I’m familiar with are pushing frugal as the “new sexy,” going so far as to admit that finding a bargain is a high and deals must be purchased now, without thought, or will never be available again.

While I’m personally excited to see more people striving to achieve a secure financial future, my hope is that, like all extremes, these deal-finding bloggers aren’t missing the mark and actually creating unnecessary, and even impulsive, spending habits. Living and saving money takes practice, time and most of all commitment, and can’t be achieved in a day. It takes work, is time consuming and often requires long-term sacrifice.

With that being said, putting a few simple techniques into play could save you hundreds and even thousands of dollars yearly. Here are a

couple of un-extreme ideas to help get you started on your frugal journey.

Cut back on eating out: An article on Fox News reports that Americans are actually spending more on eating out than they are at the grocery store. What’s even more interesting, the article sites that younger generations are more apt to habitually eat out than their baby boomer parents, stating that they use eating out as a time to socialize and connect. This left me scratching my head, as it’s rare I see this generation eating out without looking at their phones for at least half of the meal. #socialconnecting Hashtags and sarcasm aside, considering that the average price of a single meal at a “nothing exciting” restaurant comes in at around $12, and the price of dinner for two at a midrange restaurant is as much as $45, forgoing eating out a couple of times could easily cover an entire weeks’ worth of groceries for a family of two or three, or even four if you are a frugal shopper. Throw in packing a lunch to work in lieu of your burger and fries and you’ll save another $3-$5 a day. That could add up to $1,700 a year, not to mention the additional

health benefits.

Wait to buy: Wait at least 48 hours before deciding to buy anything over a certain price point: mine is $50. During that time, ask yourself some questions: Do I need this right now? The keyword is now. If the answer is no, start watching for a better price, and challenge yourself to find one.

Chances are, when you do, you’ll wonder why you wanted the item in the first place.

How will you pay for it? Are you going to give up something to have it? Do you have space for it? Is the item going to create debt? If you’re going into debt for an item, you could end up paying double or more for it. Is it worth that?

Once the 48-hour waiting period is over, you may find that the object desired really isn’t worth the price, or you may have forgotten about it altogether.

Emergency Call Center Reports Performance, Upgrades to City

o keep Murray residents safe, 911 operators have to be prepared for anything. At a recent committee meeting, the Murray City Council learned what emergency operators do to be ready when called, and what they’re doing to improve.

The Valley Emergency Communications Center, or VECC, handles most of the emergency calls in the Salt Lake Valley, excluding Salt Lake City and Sandy. The VECC covers 643 square miles and about 860,000 residents. In Murray alone, this translates to nearly 50,000 emergency calls per year, as reported by John Morgan of the VECC. Call centers such as the VECC

By Scott Bartlett are referred to as a Public Safety Answering Point, or PSAP. The VECC is a primary PSAP, and it routes calls to six secondary PSAPs throughout the valley.

“You never know what is going to be on the other end of the phone when you answer it,” said Morgan. To train its employees, the VECC puts new hires through 400 hours of training over their first three months, at a cost of $50,000.

That training includes an alphabet soup of certifications – EMD (Emergency Medical Dispatch), CPR, POST (Peace Officer Standards and Training), and BCI (Criminal Identification) are just a few.

hours of training are required, and another 240 hours are needed to become a fire dispatcher.

With an annual turnover rate of 18 percent – about 23 of its 128 employees – the VECC’s cost of training is a big part of its budget. Most PSAPs have a turnover rate of about 20 percent. To reduce the VECC’s turnover rate to its current level, Morgan has both increased wages and been more selective about who he hires. Starting wages are about $15 per hour, and job applicants are tested with worst-case scenarios to see if they can handle the pressures of the job.

To help its operators handle that pressure, the VECC is currently searching for a new Computer Aided Dispatch, or CAD, system. Morgan has narrowed the hunt to two potential providers and will use $1.4 million in Salt Lake County funds to purchase and implement the new system.

According to Morgan, the current CAD system was not designed to be used in an all-in-one center such as the VECC. The new system will help operators better handle all calls, whatever

the emergency.

For its part, Murray funds the center based on the volume of calls coming from the city. The VECC also receives 911 tax funds charged on every mobile phone and landline, as well as various grants.

Another challenge the VECC faces is answering calls it shouldn’t have to handle. The proliferation of cell phones means that multiple calls come in for the same emergency, which operators then have to reconcile. Also, non-emergency calls get in the way of true emergencies. The VECC may partner with Murray in the near future to help educate the public on what they can do to help reduce unnecessary calls and make sure the VECC’s resources are spent on true emergencies.

The VECC’s mission is to be prepared no matter what is happening on the other end of the line. Through training, system improvements and public education, Morgan is looking to make sure his staff is ready for whatever emergency they face.

With recent reports in the news about the raging wildfires in the western U.S., our Murray City Fire Department (MCFD) was able to aid with the Rapid Fire and Tepee Springs wildfire in Idaho by sending some of our firefighting equipment and three of our firefighters - Jeff Puls, Zach Hansen and Shiloh Neale. They were gone on a twoweek deployment and just recently safely returned home, extremely tired, but excited they were able to be part of the bigger picture in helping fight some of the nation’s current wildfires.

Currently we are facing one of the driest and most explosive wildfire seasons on record. In 2013, it was determined that the MCFD needed to be in a position to help others when in need by training their employees in wildland firefighting and getting the department and some of their equipment certified to help. Murray City submitted an application for certification with the Department of National Resources and after a long process, the department and two of the fire department vehicles were certified - an ambulance and the Aux, which is a four wheel drive pickup equipped with firehose and pump specifically designed to fight forest fires.

Wildland firefighting is very different than urban firefighting. Firefighters can spend up to 16 hours a day working on steep hillsides and carrying heavy loads of equipment over extremely rough terrain.

Most nights or rest periods are spent in tents pitched close to the area of the burn.

Keeping the needs of Murray City’s residents in the forefront, it was determined that the ambulance was needed in the city, so three firefighters and the Aux were sent to Idaho. Deploying manpower resources to wildland fires is a win-win for

equipment and personnel hours. Any extra money goes back to that department.

Last year at the Legislature, there were bills pertaining to wildland fires and in the next session, there are already Left to right: Shiloh Neale, proposals about who will cover Jeff Puls and Zach Hansen the suppression costs and efforts to prevent and mitigate wildland fires. We will definitely be watching how these policies and other legislation will affect our city.

Message from the Council Once again, it is an election year in Murray. This year there are three City Council seats up for election.

For the 2015 election, Murray City, like other Cities around the state, opted to go with 100% vote by mail.

This was done in hopes of increasing voter turnout.

Every vote makes a difference, as evidenced by some very close primary elections this year. Some seats have been won by less than 10 votes, so your vote really does make a difference.

Because Vote by Mail may be new to some of our citizens, we are going to include some important dates.

Ballots will be mailed out October 6th and need to be mailed back by October 30th. You will still be able to vote at a voting location on November 3, Election Day. If an election is too close to call on November 3rd, it is possible that final results will not be made official until November 17.

Please take the time to look at your ballot, and fill it out. Then just drop it in the mail, and you will have cast your vote. You may opt to deposit your ballot into the Salt Lake County Official Ballot Drop Box that is located on the curb next to the post office on Arlington Avenue. Receiving your ballot by mail will also give you time to learn about issues, and the Candidates. If you have questions, contact the Murray City Recorders office, or call one of your elected officials, and they will be happy to help.

MURRAY CITY GENERAL PLAN In October last year, Murray City began the process of updating the General Plan. The General Plan is a document outlining the long range goals and plans of the community for land uses such as housing, transportation, open space, commercial development and many others. Since then, city staff has been working with a consultant to develop the plan with as much input from the public as possible. In addition to two previous open houses, a third public open house has been scheduled for Wednesday, Oct. 21, from 6 – 8 p.m. at Cottonwood High School in the Media Center. We hope to have as many people as possible come by to learn about the plan, the process and to give input about these important issues.

Carnivals Bring Fun for Longview, Liberty Families

T

he start of the school year can mean getting up early after sleeping in all summer, scrambling to find pencils and making sure the dog didn’t eat the first homework assignment.

At Longview and Liberty Elementaries, it also means an opportunity to have fun as they hold their annual carnivals.

Longview’s Family Fun Night Carnival is slated for three hours, beginning at 4:30 p.m. on Monday, Sept. 14 at the school grounds.

“This is a community event for families, where everyone can come together and do something fun when sometimes, we’re all just catching up with the start of the school year,” Parent-Teacher Association president Jen Madsen said.

The carnival will feature an inflatable bounce house, inflatable water slide, a train for young children, face painting, a dunk tank and other activities and games with prizes. There also will be food to purchase.

Students can purchase tickets or wristbands for the activities at the carnival.

“It’s just been a great, well-attended event that everyone seems to really enjoy,” Madsen said.

“This amazing carnival has been going for more than 25 years, and we hope to have it live on for many more years,” said Ashley Dunkelberger, Liberty’s PTA carnival co-coordinator with Lori Metcalf.

This year’s carnival will offer an inflatable slide and obstacle course, train rides and a dunk tank where teachers and administrators have agreed to be dunked. There will be some carnival games and activities, such as a Coke bottle ring toss, bowling, Plinko, a fishing pond, a cake walk, a toilet paper toss and face painting. “Brooke the Balloon Girl” will be making balloon creations and walking on stilts at the beginning of the carnival, and each hour on the hour, beginning at 5 p.m., a candy cannon will launch candy for all of the kids.

Students can use carnival punch cards to play on any of these, or they may purchase a wristband for $10 to get unlimited access all night. Wristbands are available the week before for $8. Punch cards are available at $5 for 20 punches, and all games are two punches each.

Last year, with rain during the carnival, they made $1,500 in profit but hope to double that this year, she said. Murray High “Second Generation” ArtsFest Involves More Students

fter originating and overseeing a decade of the 11-year-old Murray High ArtsFest, organizer and Spanish teacher Audra Kasparian turned the reins this year over to committee member Anna Lewis, who introduced a few changes for the 12th annual event, including having students organize several booths and be more involved in the arts festival.

“The arts show became more collaborative and we looked at all the different aspects involved in it,” Lewis said. “We had students in charge of almost every booth. They demonstrated responsibility in planning their activities, showing up, interacting with participants as they ran the booth and breaking it down. It’s exhausting, but the students love it and want it and care to showcase and perform their talent and see what their peers are doing.”

Lewis split the duties along with Parent-Teacher Association ArtsFest coordinator Becky Powell, with Lewis working with students and Powell coordinating outside vendors, including artists and food vendors.

Other changes to the annual art show that was held May 22 included moving the wood-working students and their masterpieces to the center of the art show area to highlight their talent, Lewis said. They replaced the area where fine arts — ceramics, drawings, paintings — were, and that discipline was moved

Also new were booths offering quilt tying and painting a mosaic mural for the community, and the inclusion of the citywide storytelling festival.

The storytelling festival, coordinated by Murray City cultural arts director Mary Ann Kirk, included about 30 local finalists and four professional storytellers who took the stage.

Finalists were selected to participate in the city festival from about 900 participants who took part in storytelling workshops at schools, Murray Library and senior centers.

Some other booths included trying the pottery wheel, tying survival bracelets, creating tie-dyed shirts, learning computer games, learning how to Hula, having a caricature drawn, learning how to curl your hair, making jewelry, participating in the drive-a-nail contest and many other activities. There was also a 5K fun run and many performers — singers, instrumentalists, dancers — taking the stage.

Students could participate for fun or take the “Quest at the Fest” challenge where, after completing an activity, they could get their card stamped at the booth. There were prizes for as little as two stamps to the grand prize for 12 stamps.

“I’ve never tried this before, but it’s really fun,” she said. “It’s a fun day being outside with everyone.”

Student body sophomore chair Shalese Evertsen said that the Murray (High) Association of Girls, or MAG group, wanted to have a creative booth but also give back to the community. When their adviser suggested something with material, since they had some available, it seemed a natural conclusion to make a few quilts for Primary Children’s Medical Center, she said.

Cassidy Waite, who has attended the ArtsFest for the past few years even though she’s a student at Liberty Elementary, said she comes to support the arts, the school and have fun with her mom, little sister Camryn, and friends.

“I just love it; it’s so much fun,” she said as she was getting on props for her picture to be taken in a photo booth with her friend, Hailey Heyborne.

“I love art and like to do pottery with my aunts,” Hailey said. “There’s something here that everyone loves.”

Tenth grader Alayna Graham had her portrait drawn by artist Clinton Whiting.

“They looked so awesome, I decided to have mine drawn,” she said. “I plan to show it to my mom. She’ll love it.”

Whiting’s six-year-old son, Abe, was spray-painting on a mural that will be given to charity.

“I love the wide variety of experiences that bring people together to see different art and to have fun trying new things,” Visual Art Institute art instructor Kristin Sumbot said.

“This is a great opportunity for the community and the school to come together for this experience in the arts.”

Community education ceramics teacher Jeremy Wright introduced students and community members to three pottery wheels, where students tried to make pots and vases.

“This gives students a greater appreciation of art and they are much more aware of the art in our community,” he said.

Former organizer Kasparian said that the new tradition, or “second generation” of the ArtsFest, was a success.

“Students are more inspired, more involved and it’s a great end-of-the-year celebration for students to see their achievements being admired by their peers in a relaxed, community setting,” she said. “Everyone here shines and can offer their talents.”

Murray High Students Speak Up About Anti-Bullying, Suicide

By Julie Slama “Bullying doesn’t happen without people who act like it’s okay,” is the theme of Murray High School’s writing contest for students.

It’s also a message to students that they need to speak up about the issue, said school social worker Heather Preece.

With the writing contest, students may enter a typed 250-word entry, which may range from a poem to an essay, showing sincerity, creativity and commitment on the topic of anti-bullying and suicide.

Grammar also will be a criteria for judging, Preece said. Winners will be announced in October.

“We chose a writing contest for several reasons,” Preece said. “First, it was a purposeful activity to support our school’s emphasis on literacy. Second, we felt like it would be inviting and accessible for all students, including students who aren’t particularly vocal. And, third, students can express themselves in unlimitedly creative ways through writing.”

suicide prevention have been important topics at Murray High, the faculty and staff try to teach things about the issues in different ways throughout the school year.

“This year, we wanted to start from day one, letting students know that we are serious about these topics, that bullying is not tolerated at our school, and that we all play a role in bullying and suicide prevention. We hope that students have felt welcome, wanted, needed and supported,” she said.

It also ties into an “extreme” assembly the school will host Sept. 23. At the assembly, professional skateboarders, BMX bikers and skaters will not only show off their skills, but they will translate their talents to teaching students ways to prevent bullying and how to be an ally to those who are targeted.

The writing contest, which may become an annual event, is designed to empower students to speak up, hence the name of the contest, Preece said.

“We have posters throughout the school, which say, ‘Bullying doesn’t happen without people who act like it’s okay.’

We want our students to speak up and tell an adult when a friend is feeling bullied or when a friend is hurting themselves or feeling suicidal. Murray students are generally really great at this, and I believe that several lives have been saved by them speaking up. I want them to know that I appreciate and support them, and that they have more power and influence than they know,” she said.

The writing entries will be judged by the school’s social work team and the English department. There will be a top winner chosen in each grade level and several honorable mentions. Top entries will receive prizes such as Papermate Flair pen sets and iTunes gift cards, and their entries may be posted in the school display cases.

“We hope everyone who enters will be inspired, through their writing, to speak up throughout the school year,” Preece said.

Murray Spartan’s Girls Tennis

t’s just weeks into their season, and already the Murray High School girls tennis team is showing promise that head coach Crystal Spackman hasn’t seen in the past few years. The team’s only loss came against rival Olympus High School during their first regional match on August 25.

“We are really coming together as a team this year,” Coach Spackman said. “Our team bonding is excellent.”

Through team dinners, team sleepovers and other bonding activities, the team of young, new players is building relationships and thoroughly molding as a team – something that many of the girls attribute to their early success on the courts.

“This season is going good, it’s been awesome,” freshman Amelia Kessler said. “When we are better together, we win better and we communicate and work better as a unit.”

The group of 24 girls is largely comprised of sophomores and juniors, with only six freshmen and three seniors rounding out the team.

“Having a solid group of sophomores and juniors has helped to blend the team and encouraged them to compete against each other to become better,” Coach Spackman said.

“She worked really hard – I mean really hard,” Coach Spackman said, when talking about Laver. “Her first year she was on the varsity team, but the next year new girls came in and she wasn’t. But she has worked so hard to get herself back up in the top.”

Laver and her doubles partner, Abby Mitchel – commonly known together as “The Abbys” - have had some fantastic matches.

With players like Laver and other nationally-ranked players and state-title holders heading the team, Coach Spackman feels the leadership of the group this year is outstanding.

Senior Savannah Frank, a state-title holder in number-three singles, and sophomore Sidnee Lavati, a nationally-ranked player, both represented Murray High School in the 2014 4A State Championships last year, where they clenched a third place win for the Spartans.

Coach Spackman attributes much of the team’s success this year, and in years past, to the Murray community. For the first time in Murray tennis history, the Spartans have their own courts to play on.

Last year, Coach Spackman completed a capstone project for her administration degree at Southern Utah University. For her project, she took on the monumental task of garnering funds and development assistance to build MHS their very own tennis courts.

“I looked at the school and I looked at the needs - and I needed tennis courts,” Coach Spackman said.

With building funding from Murray resident and friend Kathleen Sorenson, Coach Spackman wrote up a grant to present to the city. The Sorenson’s funded $250,000 toward the project, which was matched by the school district and approved by the board, for a grand total of $500,000. Murray City provided professional lighting for the courts, and finally

the Spartans had their own place to play and practice.

“It’s a community effort and these are community courts. We don’t lock them up and they are available for the community to use,” Coach Spackman said.

The Spartans broke in their new courts with a home match against longtime rival Skyline High School on Tuesday, Sept. 5. The state tournament will be held Thursday, Oct. 8 and Saturday, Oct. 10 at Liberty Park, 600 East 900 South in Salt Lake City.

World War II Veteran Receives National Award

“I’m not a hero.”

Those were the first words from a World War II veteran when asked about being honored on a national level. And, he’s not just any World War II veteran: Francom might have just saved a plane of men.

Still, when asked what this honor means, he said, “I don’t know if it’s worth a story or not … There are no big stories I can tell. I could fib a lot, but I’m not going to.”

While on a plane during wartime that seemed doomed, Francom said that he heard a voice say, “Do not bail out!,” when the pilot, at high altitude, gave opposite directions. But the engine took hold. The plane made it to an outpost for gas.

“But we just about crashed,” Francom said. “Fortunately, someone was looking after us.”

Francom said that he’s not a hero because he didn’t actually fight. This, however, meant nothing to the Utah Honor Flight Board, who

surprised Francom in June with a telegraph that the Village III resident was selected to visit the nation’s capital. The Honor Flight Network, which encompasses the board, arranges for senior veterans in particular to visit memorials of the wars and places where they fought. Since an estimated 640 World War II veterans die each day, perhaps the visits are all the more important.

Francom’s plane experience happened after he was unexpectedly sent to Alaska for the war. He said that he doesn’t know why.

Before the call, he was scheduled for the Pacific, where brutal battles like those at Okinawa were found. Francom was sent to Virginia after basic training, which started just one year after he volunteered for the Army Air Corp at 17 years old. Decades later, humility might be one of Francom’s best strengths.

“It’s a real honor,” Francom said. “But I have no idea why I was chosen for the flight.”

Junk in the Trunk

T

runks are super useful. If you’re an elephant, they’re a necessity. If you want to change a tire, hide Christmas gifts or transport a body, trunks are invaluable. But I don’t understand the connection between trunks and Halloween. Why is trunk-or-treating a thing?

In the U.S., trick-or-treating started after WWII when children went door to door begging for food on Thanksgiving (not joking).

Then they continued begging through Christmas, New Years, Valentine’s Day, Easter, and so on, so I guess someone decided to create a national begging celebration on Halloween.

This mass candy solicitation certainly worked for me for many years. Part of the thrill of trick-or-treating was leaving the familiar neighborhoods, searching for the families handing out full-size Butterfingers. We’d come home with pillowcases full of candy, after walking miles and miles through Murray.

Now, in our heavily-sanitized society, parents want to make sure their kids won’t be handed anything with sugar or gluten, or have to interact with neighbors they’ve never met—so trunk-or-treating was introduced.

I know some churches feel trunk-or-treating (Halloween tailgating) is a way to watch

over kids while keeping demonic costumes to a minimum. In fact, kids are often encouraged to dress as Bible characters.

(Side note: If I was forced to dress as a woman from the Bible, I’d be Jael and I’d carry Sisera’s head with a nail shoved through his temple. But that’s just me. The Book of Revelations also has some pretty messed-up oddities. My daughters could easily have passed for the Four Horsemen of the Apocalypse on any given day.)

Anyway. Part of growing up is being terrified all the time. Kids have so little control over

their lives and, unfortunately, they learn early on that life can be scary and unpredictable.

As kids on Halloween, we got super scared, but we also knew that, deep down, we truly were safe. Visiting haunted houses made us feel brave. In our minds, going from house to house, asking strangers for candy, was akin to walking down a dark alley in New York City.

There was always one house on the block you were afraid to visit because it had strobe lights, shrieking screams, ghoulish laughter when you rang the bell and an unidentifiable zombie handing out treats with his bloody

Even scarier was the house where the neighborhood witch resided. Lights turned off.

No jack o’ lantern. You knew she was sitting in the dark, staring out her window, ready to cast spells on children who came to her door.

Additionally, my mom had me paranoid about eating any unwrapped candy, convinced my friend’s mom had dipped the open jawbreaker in bleach several times before handing it to me.

But really? How many people did you know that found a razor blade in their apple or received temporary tattoos laced with acid?

On Nov. 1, when we woke up with piles of candy, stomachaches and Halloween makeup smeared on our pillows, we also felt we had survived something frightening—and imagined ourselves a little bit braver as we faced our lives.

But trunk-or-treating is not remotely scary, unless your trunk is part of a 1950s Cadillac hearse, complete with creaky coffin and a driver named Lurch. Maybe instead of meeting in church parking lots, we can stay in our homes and hand out candy as kids go doorto-door. I think that idea might just catch on.

The NEW Hillcrest Junior High School An excellent example of a unique school and city partnership is our newly constructed, beautiful Hillcrest Junior High School, located just east of the old HJH building off of State Street. • We are looking forward to the completion of our new district complex on 3rd West and Vine Street in the very near future. I believe that consolidating all of the support services of the district in one location will be very beneficial.

We have much to be proud of. Our students are scoring well on the SAGE testing, our school grades assigned by the legislature are impressive, our district improvement plan is nearing completion, and a feeling of accomplishment and pride is felt in all of our schools.

I love being a part of this fabulous school district and community.

Working together we can provide the kind of education that will prepare our students for whatever lies ahead. Thanks to your wonderful support the future looks very bright!

A Message from Dr. Hirase: I would like to take an opportunity to welcome our students, staff and parents back to school as we begin a new year. I recently read a quote that stated, “And suddenly you know…It’s time to start something new and trust the magic of beginnings.”

As we begin the year, a number of changes have taken place that will have an impact on the education we provide for our students for many years to come. As it is with human nature, we often focus our attentions on those things that we can see, so it might follow that I would highlight the new Hillcrest Jr. High School or perhaps our new district facilities as a metaphor for the progress and direction our district is taking in pursuit of high quality education for our children.

However, as I reflect on the power of the words found in the quote, I recognize that our children’s futures lay within the “magic of beginnings.”

For every one of our students, the new school year is a beginning, with the Superintendent Steven Hirase magic occurring in the capable hands of our classroom teachers, support staff, and administrators as they provide them with the tools that they need to be successful in their life and career goals.

Sometimes the magic happens as a teacher is providing a lesson in which the child understands a concept for the first time, or perhaps it occurs by a kind word of encouragement by a school secretary or lunch lady. I am grateful for an outstanding staff who are dedicated to the success of each one of our students.

I encourage all that read this message to become a part of the magic through involvement and support of the schools as we begin this new school year.
