The St. Louis Urban Fishing program celebrates 50 years of stocking lakes in St. Louis City and County with a variety of fish

By Charlotte Beard When most people think of fishing, they may think of driving out to rural areas. However, the Missouri Department of Conservation (MDC) in collaboration with the partnership of lakes in urban areas has been making it possible for many Missouri citizens to fish close to home since 1969 by stocking the lakes with a variety of fish.

The initiative is part of the St. Louis Urban Fishing program. MDC has chosen seven of its 17 partnering lakes in St. Louis to celebrate its 50th anniversary of the program starting April 27 through June 8. Jan-

uary-Wabash Park Lake in Ferguson located at 501 N. Florissant Rd, is one of the seven lakes that will host a free festival Saturday, June 8. Fountain Lake in Bellefontaine Park and Carp and Island Lakes in Suson Park are two of the other county locations where festivals will be held on May 4. All festivals will take place 8 am to 12 pm.

MDC will stock additional fish for the festivals with the hope that the events be abundantly enjoyable for attendees. The limited number of available fishing poles at the festivals will primarily be used for participation

in fishing instructions. Festival attendees are encouraged to bring their own fishing equipment and bait. All attendees are required to bring a fishing permit except ages 15 and younger and ages 65 and older.

“St. Louis Urban Fishing program is the oldest and one of the largest in the country,” shared Kevin Meneau, Fisheries Management Biologist for MDC. “It was one of six original pilot programs back in 1969 that the U.S. Bureau of Sport Fisheries decided See ‘FISHING’ page 2

to (attempt) starting to bring close-tohome fishing opportunities to folks in larger urban areas. They recognized that sometimes in highly urban areas there’s not very good fishing unless you drive long distances. The idea was to try having some good quality fishing right in people’s backyards.”

St. Louis was a natural fit for the program.

“They brought wild fish from northern states like South Dakota, Minnesota and Wisconsin and trucked them to these major metro areas and stocked them in urban parks,” Meneau said. “In St. Louis they were stocked in Willmore, Carondelet, Forest Park and O’Fallon. They did survey work for (approximately) three years to see if anyone was taking advantage of the program. At the end of those three years they found that 80 percent of all the fishing that took place in those metro areas took place in St. Louis. So, it was (very) clear folks in St. Louis were ready for the Urban Fishing

program. That started our 50-year love affair with the St. Louis Urban Fishing program.”

As part of the program, MDC stocks the lakes year-round with fish appropriate for the season’s climate.

“In the past we found several of the lakes weren’t built for fishing,” stated Meneau.

“They were built as aesthetic amenities to the parks. So, they weren’t very hospitable (for fishing). We decided to make them a better habitat for fish by improving the lakes by deepening them. We spent over $2 million in the late 90s and early 2000s to drain the lakes, deepen them and put better fish habitat in them and provide better access for anglers that have limited mobility.

One of the side benefits of improving that habitat was that fish would survive yearround. Fish like crappie, bass, and blue gill could reproduce naturally; those fish reserve are in the urban fishing lakes now where they weren’t before.”

The program not only stocks lakes for the usage of urban anglers but periodically MDC hosts high school fishing tournaments as part of the program at urban fishing lakes. Currently the Fish St. Louis Cup tournament is taking place through the end of May. Meneau also shared that there are plans to host training at several of the partnering lakes to teach kids to fish throughout the year.

“St. Louisans can be proud that we have the oldest and one of the largest programs in the entire country, still going strong and still providing good fishing for folks in St. Louis right in their own backyard,” stated Meneau. “There are 17 lakes in St. Louis City and County for folks to go use – part of the Urban Fishing program. We strongly encourage them to do that.”

COMMUNITY VOICES Waking up to the opioid epidemic

By Angela Clabon Opioid abuse has gained local, regional and national attention in recent years. As a chief executive officer of a health center and a member of this community I have been on the forefront of writing and speaking out about the impact heroin and other opioids are having on our communities.

Did you know deaths from heroin increased by more than 200 percent from 2010 to 2015? According to the National Council on Alcoholism and Drug Abuse (NCADA) St. Louis set a new record for opioid-related deaths in 2017 due to the rise of heroin and fentanyl use. In our communities the addiction looks a bit differently; it’s heroin, lean, Percocet and other pain killers. Users are a wide range of ages from as young as pre-teens to seniors.

The drug of choice in some cases is prescribed. All of this leads to a road of stealing and robbing to obtain the drugs when the prescription is no longer available.

My staff is impacted nearly every day by heroin and other opioid addictions in some way shape or form and it’s difficult for them. You may have a scenario of a registration clerk who can’t complete the process because the patient is high and cannot stay alert. The patient is asked if they would like to enter a program to help them with the addiction.

At CareSTL Health, we have a medication-assisted treatment (MAT) program that combines behavioral therapy and medications to treat substance use disorders. The patient will tell us yes, but you look around and they have left the build-

ing. The staff is stuck between a rock and a hard place because the person cannot be held down and you have to complete the paperwork process. More importantly, the patient has to be ready to get clean and sober and that’s a tough journey. Then there are occurrences of those patients who fight to get clean only to relapse and overdose.

The staff is once again affected by the loss because they work very closely with the patients to help them succeed. They see the individual fighting to overcome the addiction. The cycle is a vicious one.

I have experienced it on a personal level. Last year, I had a close family member to die from an overdose. The family is in further shambles because now we’re figuring out who is going to take care of the kids and of course what about the money to bury your loved one. Now you have a family in complete disarray. Everyone is in need of counseling.

As the CEO of CareSTL Health and an advocate for my community, I am committed to continuing to push people to help us help you! Because this is now being called an epidemic there’s funding and resources for opioid addiction. Get over the fact that when it was perceived to be only your community affected no one cared. Let’s get this funding! I am urging you to become the voice and advocate for your local health center and advocate for policies and grants to help your communities. Wake up and stay woke. Advocacy means spreading the word and spearheading efforts to get funding for programs in your neighborhoods.

Get to know your local committee person, alderperson and business owners.

Secondly in August, we will sponsor a walk Aug. 31 in Forest Park to bring awareness to this epidemic. Register to walk and spread the word. You can register by calling 314-367-5820 ext. 2292. This walk will be free to the public.

Finally, vote and encourage others to do so. Pick up and drop off individuals at the polls if necessary. We must be proactive members of our communities. Please feel free to reach out to me to share your thoughts or to be a volunteer at the walk.

Normandy’s CASA Cares collects items for residents affected by Hurricane Michael Last October, Hurricane Michael wreaked havoc on the southeast U.S., displacing residents and demolishing homes and neighborhoods.

Hundreds of miles away, Normandy High School students saw the wreckage on television and wondered, “What if I woke up and everything I had was gone?”

It was at this time, these students were looking for a service learning project.

The students are a part of the district’s alternative education program, the Center for Academic and Social Advancement or CASA. Students in the CASA program are catching up on credits to graduate or have fared better in a non-traditional classroom environment.

Northwest Views: Why should you attend conferences?

By Valeda Keys As a community leader, you should always want to be more, and definitely want to sharpen your skills. I had a chance to attend a conference in Las Vegas this month in regards to breast health, my passion. I met new people and I learned so much.

The only thing I didn’t like was the hotel. I stayed in Paris Las Vegas. It was too much smoke. Some may say why bother with the time and expense when I can Google, read blogs, YouTube and listen to podcasts.

Here are some reasons to attend conferences and seminars: • Sharpen The Saw – A dull axe won’t cut as properly as a sharp one. Sharpen those skills. Bring back ideals and information to your community. Be all you can be. Gil Silberman once said, “A mind is a terrible thing to waste.”

• Network – Connect with new people. Share your

resources. Vice Versa. You could be sitting next to your mentor or new client. Tell your story, you may be the next keynote speaker. Pass out your business cards and flyers for your next event.

• Get Out Of Your Comfort Zone – Sometimes we can be so comfortable in our own space and don’t realize it. We need to be uncomfortable sometimes.

• Invest In Yourself – We have a tendency of investing in everybody else. We need to invest in ourselves more. When you’ve purchased the conference ticket and attend the conference; guess what, you’ve invested in self. Buy that ticket, research, prepare early and plan to be in the number.

• Have Fun – Sometimes we get too busy and not have fun. Stop it! Have fun! Have fun! While attending conferences, decide that you will make in-

tentional fun. Add personal fun to business.

• Focus – Conferences help you regain your focus.

We want to stay focus not drained.

City of Creve Coeur receives top financial budget and reporting awards For the 27th consecutive year, the city of Creve Coeur has received the Distinguished Budget Presentation Award presented by the Government Finance Officers Association of the United States and Canada (GFOA). The city has also received the Certificate of Achievement for Excellence in Financial Reporting (CAFR) for the 26th straight year, as well as the Outstanding Achievement in Popular Annual Financial Reporting (PAFR) award for the 13th consecutive year.

These three awards are the highest recognitions in the area of governmental accounting and financial reporting given by the GFOA. The Distinguished Budget Presentation award is based on nationally recognized guidelines that are designed to evaluate how well the city’s budget also serves as a policy document, a financial plan, an operations guide and a communications device.

To earn the CAFR award, the city’s CAFR was reviewed by an impartial panel of judges to ensure that

it met the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate users to read it. The PAFR award is a condensed version of the CAFR and is judged on reader appeal, understandability, distribution method, creativity and overall quality.

“These recognitions speak to the city’s commitment to not only being good stewards of city financial resources, but also communicating this information in a manner consistent with the highest professional standards and transparency,” said Mark Perkins, City Administrator. “I thank Director of Finance Lori Obermoeller and the Finance Department staff for their commitment and diligence.”

The city also maintains a Triple-A (AAA) Bond Rating by S&P Global rat-

ings, the highest bond rating available. Creve Coeur is one of only a handful of cities in Missouri to receive this rating.

Missouri gave green light to women voting 100 years ago April 5 was the 100th anniversary of a groundbreaking law passed by the Missouri Legislature in 1919, the Presidential Suffrage Bill.

In the months prior to the passage of the 19th Amendment to the U.S. Constitution, the Missouri

Women Suffrage Association worked tirelessly toward enactment of legislation in Missouri which would enable women to vote for president and vice-president.

The Presidential Suffrage Bill (Bill #1) was the first bill introduced in the new state capitol. It would allow the women of Missouri to vote for President and Vice-President in the 1920 election.

The bill was passed by the 50th General Assembly; and on April 5, 1919, in the presence of members of the Missouri Women

Suffrage Association, Governor Frederick D. Gardner signed the bill.

This month, both the Missouri Senate and the Missouri House of Representatives have issued Proclamations honoring this historic event.

The Missouri Women Suffrage Association became the League of Women Voters of Missouri, an organization which one hundred years later continues its mission to educate and empower voters.

The ruby-throated hummingbird, the tiniest bird to nest in the Show-Me State, is a harbinger of spring.

The Missouri Department of Conservation urges the public to learn more about these long-distance fliers as they begin to arrive during their spring migration.

Seven students from the STEAM Academy in the Ferguson-Florissant School District will compete in the National History Day (NHD) State Competition to be held at the University of Missouri-Columbia on April 27. The STEAM Academy is the first school in the FFSD to compete and qualify for the state competition.

“Our students had such an amazing time in this competition and are thrilled to advance in the state competition,” said social studies teacher and NHD coach Wendy Blanton. “I couldn’t be more proud of our team. We’re looking forward to competing again next year.”

The students were tasked with demonstrating their knowledge in topics such as “The Tragedy of Julius Caesar’s Assassination” and “Nazi Art Looting in World War II” through specific categories including performance, exhibit, and

The competition was held at the STEAM Academy on Jan. 23, with a panel of judges including Dr. Peter Acsay, a professor at the University of Missouri - St. Louis and coordinator of the St. Louis Region for NHD. “I learned so much about our topic,” said Irene Kidd, an eighth grader at the STEAM Academy.

“Even though there was a lot of work that went into it, I really loved working on my script with my group. It was fun to write and also fun to perform.”

Ingredients: 2 (8 oz) packages of refrigerated crescent rolls 1 cup non-fat plain greek yogurt 1 (8 ounce) package cream cheese, softened 1 teaspoon dried dill weed ¼ teaspoon garlic powder

Directions: Preheat oven to 350 degrees. Spray cookie sheet or jellyroll pan with non-stick cooking spray.

Pat crescent roll dough into the pan. Pierce with fork.

Bake for 10 minutes, cool completely.

In a medium sized mixing bowl, combine greek yogurt, cream cheese, dill weed, garlic powder, and ranch seasoning mix. Spread this mixture on top of the cooled crust. Arrange vegetables on top of the yogurt/cream cheese mixture. Sprinkle grated cheddar cheese on top.

Cover and chill. Once chilled, cut into squares and serve.

Born and raised in South St. Louis, Steve Bryan is now based in Anaheim, California, and has been allowed access to movie and television sets to see actors and directors at work. Though his writing has taken him far from St. Louis, Steve is, at heart, still the same wide-eyed kid who spent countless hours watching classic movies at neighborhood theaters.

n 1977, a time when “social media” meant students passing notes in class, “Star Wars” opened on May 25, just in time for Memorial Day weekend. Theater owners and bookers had no idea who George Lucas was and why they should show his film. Word spread rather quickly over the summer, though, and it became a major hit, much to the surprise of 20th Century Fox and other studios.

R2-D2 and C-3PO even had their footprints memorialized in cement at Grauman’s Chinese Theater.

Times certainly have changed as the anticipation for “Avengers: Endgame” is reaching a fever pitch. After AMC Entertainment released a press release on advance ticket sales, their stock price went up. According to USA Today, the demand has been so high that AMC’s website crashed while Fandango customers faced long delays while purchasing tickets.

It’s safe to say that the 22nd film in the Marvel Cinematic Universe (MCU) is going to

make a lot of money. It represents a lot of careful planning and execution with characters that most moviegoers weren’t familiar with a decade ago. Marvel Studios president Kevin Feige has been an excellent guardian of the Marvel brand, promising a lot more over the next five years after “Endgame.”

Five years ago, “Saturday Night Live” poked fun at the MCU in a sketch that said the studio could release just about anything and make it successful.

On the printed page, the “Guardians of the Galaxy” had a cult following among comic book fans. The success of the 2014 big screen adaptation surprised a lot of people; the 2017 sequel was equally popular. “Ant-Man” was another lesser-known hero, but his big screen adventures have been well-received to say the least.

“The Fantastic Four,” Marvel’s first family of superheroes, hasn’t fared as well, though. In 1994, Roger Corman produced a legendary, unreleased version of the characters on a budget of

one million dollars. “Fantastic Four” movies released in 2005, 2007 and 2015 by Fox were rather disappointing, though. After Disney’s acquisition of Fox assets, however, the characters may become a part of the MCU. Feige has a solid understanding and appreciation of Marvel’s characters, something that was sometimes lacking at other studios. Ang Lee’s “Hulk” really went off the rails, taking the powerful green hero into uncharted territory. Universal released the film in 2003 and, after failing to produce a sequel, the character rights revered back to

Marvel. Bruce Banner and his green alter ego are now part of the MCU, but Universal still has distribution rights to the character. That means Universal would be involved on any solo “Hulk” film.

Fans may need superpowers to get a seat on opening weekend.

Some enterprising ticket holders are even selling prime opening night seats on eBay. Patience is virtue and a Sunday afternoon or evening screening seems like the more prudent option. “Avengers: Endgame” is going to rule the box office for quite a while.

Take it apart and stick pieces of it in your trunk, back seat and glove box then fasten the rest to the roof. If there are leftover parts, call Uber and wedge them into the passenger seat and bribe the driver with a hefty tip and a dozen Krispy Kreme donuts.

I made the mistake of arranging an item to be delivered. Days later I got a call from the transport company.

“Hello. I’m calling to arrange a time to drop off your chair. We’ll be in your neighborhood between Monday and Friday. Will that work?”

“Yes, I’ll be here next week.”

“No, I meant next month.”

“Wait…what?”

“Can we schedule a day you’ll be home if this works out for us?”

“How about Tuesday?”

“Tuesday’s no good. That’s when Subway has two-for-one day.”

“I’m confused. How does that not allow you to deliver?”

“Mrs. Moore, you’re not going to be one of those difficult customers are you?”

“No. Sorry.”

“Good. How does Thursday work for you?”

“Actually, I have a hair appointment then.”

“See if you can change it. Hair will come back. I can’t promise we will.”

“Fine. I’ll change it. What time?”

“Sometime in the early morning or mid-afternoon or evening.”
