Spring marks the arrival of the 57th celebration of the Valley of Flowers Festival.

This Florissant family-oriented event, the North County’s “first festival of spring,” features a variety of attractions, highlighted by the Grand Parade and by the crowning of Florissant’s Queen and her court.

Activities during the three-day festivities will appeal to all ages. At the James J. Eagan Center fair-goers will find a flower and plant sale, culturally diverse performances, a vendor/craft fair, a pretty baby photo contest, and children’s activities. Carnival games and rides are featured at the Duchesne Home Association Fairgrounds (formerly called the Knights of Columbus Fairgrounds). Rounding out the fun, at Koch Park baseball games on Friday, at rue St. Francois on Saturday the classic car show,

Keep wildlife wild this spring

As Missourians begin to head outdoors during the long-awaited spring season, they may encounter a variety of newborn animals. Though the young wildlife can pull on the heartstrings, and oftentimes appears to be abandoned, that’s usually not the case.

The Missouri Department of Conservation (MDC) reminds residents to avoid interfering with newborn or young animals as it can do more harm than good.

“Young animals are rarely orphaned,” said MDC State Wildlife Veterinarian Sherri Russell. “If the young is left alone, the parent will usually return. Parents are normally out searching for food and cannot constantly attend to their offspring.”

Russell added that baby birds are a common newborn people want to help.

“If you see a chick on the ground hopping around and it has feathers, leave it alone and bring pets inside because it is a fledgling and the parents are nearby keeping an eye on it,” she said. “Fledglings can spend up to 10 days hopping on the ground while learning

to fly. If you find one that is featherless, you can return it to the nesting area if possible, as it probably fell out of the nest.”

Dogs catching baby rabbits and lawn mowers running over nests are other common issues.

“Rabbits seldom survive in captivity and can actually die of fright from being handled,” Russell said. “Even if the animal is injured, return it to the nest because the mother will most likely return.”

Despite what many think, wild mothers do not abandon their young because of a human scent, and most newborn animals do not survive in captivity.

“While people have good intentions, the care and rehabilitation of wild animals requires special training, knowledge, facilities – and permits,” she explained. “Without such care, wild animals will remain in poor health and could eventually die. And it is illegal to possess many wild animals without a valid state or federal permit.”

come dangerous as they mature, and can also carry parasites, disease, and can damage property.

“Native wildlife can carry mites, ticks, lice, fleas, flukes, roundworms, tapeworms, rabies, distemper, tuberculosis, respiratory diseases, and skin diseases,” Russell said.

“Some of these can be transmitted to humans.”

Although tempting to take them into homes, the best help people can offer wild animals is to leave them alone.

COMMUNITY VOICES A season of change in the Ferguson-Florissant School District

By Dr. Joseph S. Davis I always look forward to setting my clock ahead one hour during daylight savings because it means that spring is on the horizon. Trees and flowers that lost their leaves over the winter begin to bud and grow new leaves again. Birds begin to migrate back from warmer areas, and we get to enjoy longer days.

The spring season is full of transformations, and it’s a phenomenal time of renewal. During these times of renewal, I am challenged to reflect on the wonderful growth that the Ferguson-Florissant School District has achieved while planning for even greater growth ahead.

I’m so proud of all the efforts of innovative teaching and learning in our school district. Innovative, deep, project-based learning based in real world experiences are all powerful opportunities for students to acquire a meaningful, high quality education.

With the Missouri Department of Elementary and Secondary Education’s release of the Annual Performance Report (APR) people across our community, the St. Louis area, and the state are taking notice of what we’re doing. We have not arrived, there’s much more work to do, but we are heading in the right direction.

Over the past four years, the district has hovered near the 70 percent mark. Finally, we are seeing results from the hard work of students and staff across the district. Our APR for 2018 is 92.1 percent or 110.5 of 120 points possible. I am so pleased that all

of our high schools earned full points for graduation rate. For 2018 we had an 87.5 percent four-year graduation rate. This is our highest graduation rate since the Missouri School Improvement Program began. Now that we have achieved this score, our goal moving forward is 100 percent on our APR, and it’s closer than ever.

We want to prepare all students for success in college and life. They may not choose to attend college, but we want them prepared for success if they do. As the lead teacher, there is nothing more rewarding than seeing kids who develop a love for learning. Connecting learning to the real world, while allowing students to develop critical thinking skills through real-world problems, will set them up for success in life. I have often said it is important that we not only educate children but that we educate them well.

As FFSD moves forward with new and exciting restructuring changes for the 2019-20 school year we will be able to do just that. FFSD will provide a new, state of the art STEAM Academy for high school students. FFSD also will have a brand-new Innovation School in Cool Valley that will allow students to learn through their interests and through internships. Our work in the high schools and with the STEAM and the Innovation School addresses one of the bookends of our student experience. The other bookend is expanding Early Education access to our families of our youngest students. As an educational leader, it is my

intent to continue providing and supporting innovative learning opportunities for all our students from Parents as Teachers to graduation.

We are on the precipice of greatness.

Over the past couple of years, while serving as superintendent, I have had many people express urgency for the need for change while others have asked that we slow down. Our students deserve a high-quality education now. We are moving in the right direction. We can do this together, one district united, as we press onward to excellence for the future of our students and the future of our community.

Dr. Joseph S. Davis began serving the Ferguson-Florissant School District as Superintendent on July 1, 2015. Prior to that he served as Superintendent of Washington County schools in North Carolina and Deputy Chief of Schools for Chicago Public Schools. Dr. Davis has over 24 years of experience in education starting as a bus driver before teaching middle and high school mathematics and serving as Assistant Principal and Principal at the elementary, middle, and high school levels. Dr. Davis and his family live in Ferguson and also serves as an adjunct professor at Washington University in St. Louis.

Florissant’s electronic recycle event a success Florissant’s electronic recycle event was once again an overwhelming success. An overflow of people came to the event to recycle electronic devices which included TVs, computer equipment, stereos and household appliances.

The event was held April 6 in St. Ferdinand Park at the rear parking lot. Midwest Recycling Center staffed the event with their employees and provided the necessary equipment which helped make this event another success.

Casa Juarez Mexican Town celebrates Cinco de Mayo with Second Annual Maryland Heights Parade Cinco de Mayo, translated, is the Fifth of May, but its meaning is so much more significant. It is the celebration of Mexico’s history and culture, and that is exactly what Maryland Heights plans to do on May 4. The Second Annual Cinco de Mayo parade and celebration starts at Aquaport at 10 a.m.

The parade route will venture down Ameling Road to McKelvey Road to Dorsett Road and ending at Casa Juarez Mexican Town. The celebration continues there with plenty of entertainment for the whole family including a petting zoo, balloon artist and much more from 11 a.m.

– 1 p.m. A DJ will begin at 12 p.m. until 4 p.m. and a Latin Band will perform from 4 – 8 p.m.

This celebration focuses on family and community, so gather your family and friends and be a part of Maryland Heights history. Parking is recommended at the old Bally’s location on Dorsett. Columbia Bottom Conservation Area celebrates International Migratory Bird Everything needs its special day, including migratory birds. May 11 has been officially designated as International Migratory Bird Day. It celebrates bird migration in America, and is also observed in Canada, the United States, Mexico, Central and South America, and the Caribbean.

The Missouri Department of Conservation (MDC) is getting a week head start on the celebration at its Columbia Bottom Conservation Area in Spanish Lake.

Columbia Bottom will hold a special International Migratory Bird Day event May 5 from noon – 4 p.m. The area is an important stopover point for migrating birds of all sorts, so it’s a special place to celebrate these amazing feats of mass movement. Fun and educational activities from multiple partners will help visitors discover why Columbia Bottom is so important for migratory birds, as well as ways they can help, too.

The focus of International Migratory Bird Day this year is a solution to plastic pollution. The St. Louis County Department of Health will help enlighten visitors to proper plastic waste disposal and plastic bag usage with their giant ball of plastic bags.

See a live bird up close courtesy of Treehouse Wildlife Center, and the St. Louis Zoo will have bird experts on hand to answer anything avian.

The St. Louis Audubon and Webster Groves Nature Study Societies will bring their expertise to the event as well.

Educational tables will feature interactive stations to help visitors learn about bird songs, nests and eggs and even feeding birds. Binoculars and bird guides will be available to encourage participants to try their hand at birdwatching for themselves. MDC staff will also discuss the science behind how waterfowl hunting regulations are set, and how revenue from hunting licenses helps fund bird conservation efforts. A special kids activity includes simulated mist netting and tagging toy birds and record data, just like adult biologists do.

The special International Migratory Bird Day event at Columbia Bottom is free and open to all ages, with no reservations necessary. MDC invites everyone to marvel for themselves at the wonders of migrating birds.

Columbia Bottom Conservation Area is located at 801 Strodtman Road in north St. Louis County.

Ports and terminals in STL Region still tops in efficiency

The latest data from the U.S. Army Corps of Engineers (USACE) reveals the St. Louis Regional Ports held onto the top ranking as the most efficient inland port district in the nation in terms of tons moved per river mile during 2017, the most recent year for which final numbers are available.

The St. Louis region’s barge industry handled 472,400 tons per mile. That was 1.6 times the efficiency of the Port of Pittsburgh, Pennsylvania, which ranked number two with 286,000 tons per mile. The port of Huntington-Tristate, West Virginia, ranked a distant number three, moving 95,930 tons per river mile.

Adding to the impressive showing for the St. Louis region’s ports is the number of port facilities/river terminals within the system. The 70mile long St. Louis regional port system had the second highest concentration of port facilities per mile of all inland ports, with a port facility per mile ratio of 2.36, falling just a little below Pittsburgh’s 3.14. However, within the 15-mile stretch of St. Louis’ port system known as the Ag Coast of America, the port facility per mile ratio soars to 5.13, far higher than all other inland ports.

Those efficiencies translate into an increasingly higher share of all freight tonnage along the section of the Mississippi River from Minneapolis, Minnesota, to the Ohio River near Cairo, Illinois, being captured by the St. Louis region’s ports and river terminals. According to the USACE, the 70-mile St. Louis regional port system represents only 8 percent of this 855-mile section of the river, yet carried 39 percent of the 2016 freight.

“These latest numbers go beyond reinforcing a key stretch of our port system as the Ag Coast of America; they underscore the St. Louis region’s critical role in the nation’s freight network,” said Mary Lamie, Executive Director of the St. Louis Regional Freightway. “Continuing investments in the St. Louis region’s ports and river terminals have created a highly competitive shipper and carrier market featuring greater efficiencies and lower costs. We have every reason to believe the positive trends will continue, given the excess capacity at river terminals and high concentrations of barges; exceptional intermodal connectivity; and the region’s unrivaled location in America’s heartland, providing the northernmost ice-free and lock-free access on the Mississippi River.”

The Missouri Department of Conservation (MDC) is offering its annual cost-share grants to assist government entities and nonprofit groups with the management, improvement and conservation of trees and forests on public land. The Tree Resource Improvement and Maintenance (TRIM) cost-share grants can help communities fund tree inventories, removal or pruning of hazardous trees, tree planting, and the training of volunteers and city/county employees to best care for community forests.

The Grand Parade on Sunday, May 5, the highpoint of the weekend, leads to the crowning of the Valley of Flowers Queen and Court at the Duchesne Home Association Pavilion (formerly called the Knights of Columbus Pavilion). The parade with more than 100 units features mobile units departing from the James J. Eagan Center at 1:45 p.m. Decorated vehicles and floats proceed west on Parker Road to New Florissant Road where thewalking units and the marching bands merge with them. The parade travels south on

New Florissant, turns west on rue St. Francois past the official review stands, then left on St. Ferdinand to Washington Street and concludes at the Duchesne Home Association Fairgrounds.

The parade theme is the “Florissant Valley Fire Protection District’s 100th Anniversary,” so decorations on floats and units reflect this theme. The parade ends at the Duchesne Home Association Fairgrounds where the winning parade units and their sponsors, and the Pretty Baby Photo Contest winners receive their awards. At 4 p.m., Florissant Mayor Thomas Schneider crowns the 2019 Valley of Flowers Queen and Court.

Please arrive early to get good seats along the parade route for one of the largest and most colorful spring parades in the St. Louis Metropolitan area; then come to the Knights of Columbus Pavilion for the award and crowning ceremonies. Valley of Flowers Festival is on May 3, 4, and 5 with the theme “Valley of Flowers Celebrates the Florissant Valley Fire Protection District’s 100th Anniversary.”

The Valley of Flowers Committee has selected Cooper as the Junior Parade Marshall. Cooper, who has battled Neuroblastoma since October of 2017, is completing his treatments. Cooper a fun-going son, brother, nephew, and grandson has kept the fighting spirit and still manages to be himself. Cooper, recently honored as an honorary firefighter, will wear his

own firefighter’s gear.

The 2019 Parade Marshalls are the Florissant Valley Fire Protection District’s current fire chief and the six living chiefs who have retired. Jason M. Hoevelmannthe current chief was hired on March 1, 2000 and promoted to Chief in February, 2019.

During the weekend the Knights will serve their delicious barbecue ribs, pork steaks, chicken strips, brats, hot dogs, and hamburgers. Please do not park on the local shopping center lots. There is ample parking in the field on St. Charles Street or at St. Ferdinand Park and walk the path to the festival.

To maintain a family-friendly and neighborhood atmosphere, the festival committee will once again require that anyone under the age of 18 must be accompanied by an adult. Other short-term changes allow for better crowd management and traffic flow in and around the festival grounds. The plan includes temporary traffic regulations to prevent festival traffic from interfering with local businesses including the no parking policy at Florissant Meadows Shopping Center and Dierbergs, a well-enforced dress code and increased overall security. Also this year there will be a new layout for rides and ticket booths. There will be standalone, self-service ticket kiosks. Finally, all ticket booths will be equipped with credit card machines for added convenience.

Gardeners of Florissant Plant Sale The local Gardeners of Florissant, a not-for-profit organization, will sponsor the festival plant sale. The organization is committed to protect and to beautify

Available for purchase at reasonable prices they will have a huge selection of flowering plants, (both garden and indoor), vegetables, and herbs. The plant sale will also have several raffles for valuable garden related prizes.

The Gardeners of Florissant plant sale will be held in the ice rink pavilion at the James J. Eagan Center beginning at noon until 9 p.m. on Friday, May 3. It will then continue Saturday, May 4, 9 a.m. to 6 p.m.

Along the way, many of the activities of the Festival will be highlighted as well as some of the historic homes located throughout Old Town Florissant.

Old Town Partners Car Show On Saturday, May 4, from 8 a.m. until 3 p.m., Florissant Old Town Partners will host the ever-popular car show which is set against the backdrop of the historic business district of Old Town Florissant along rue St. Francois. The open-class show will feature about 150 cars from St. Pierre Street to Lafayette Street. Through traffic will be closed and only cars in the show will be allowed admittance before 8 a.m. until shortly after the end of the show at 3 p.m. Enjoy the cars and take time to visit the retail shops in Old Town.

SSD Board of Education hires superintendent At its meeting on April 9, the Special School District (SSD) Board of Education unanimously approved hiring Elizabeth A. Keenan, Ph.D,. as SSD superintendent. Keenan will begin her job at SSD on July 1.

Keenan will replace current SSD Superintendent Donald L. Bohannon, Ed.D., who is retiring after 32 years with the district, the last five years as superintendent.

Keenan, 47, began her career in education as a special education teacher. She also served as a school principal before joining a school district in a suburb of Minneapolis/Saint Paul, Minnesota, as Director of Special Services followed by Director of Curriculum and Instruction. In 2011, Keenan joined Saint Paul (Minnesota) Public Schools as Assistant Superintendent of the Office of Specialized Services.

Currently, Keenan holds the position of Chief Officer of the Office of Diverse Learners and Health and Wellness for Chicago Public Schools.

In her position, Keenan focuses on supporting students with special needs to ensure they are prepared for post-secondary success. With a total enrollment of more than 360,000 students, Chicago Public Schools is the third largest district in the United States and provides special education services to nearly 51,000 students in 515 district

schools and 150 charter schools. In her role, she oversees a budget of $1 billion.

Keenan said her immediate goals will be to work closely with the board of education on its priorities for the district, and to get to know district staff and other stakeholders.

With a background in special education, the superintendent position at SSD offered a unique opportunity, she said.

“Special education is near and dear to my heart,” Keenan said. “While I ultimately wanted to serve as a school district superintendent, I didn’t want to lose that piece.”

Keenan holds a doctorate in Leadership Studies from Marian University in Fond du Lac, Wisconsin. She also earned a specialist’s degree, a master’s degree in special education and a bachelor’s degree in elementary education.

Keenan will earn $245,000 per year for the first year of a three-year contract.

Special School District of St. Louis County (SSD) provides special education services to all students with disabilities in St. Louis County – about 23,000 this school year. The district also operates two technical high schools with a combined enrollment of more than 1,600 students that provide a wide range of career and technical education opportunities to area high school students.

Hazelwood West High School senior accepted into 22 universities Decisions, decisions.

Hazelwood West High School senior Gracemary Nganga is like many of her peers this time of year, as she weighs her options and chooses where to attend college.

What sets Nganga apart, though, is the fact her decision might be a little tougher.

How could it not be when you have 22 schools from which to choose?

Throughout the course of her senior year, Nganga has received acceptance letters from almost two dozen different schools.

“I just really wanted options when it came to school and to make sure I could compare things like aid, support, resources, and I applied to a variety of different schools,” she said.

The names of the schools are as impressive as the number itself, including: Stanford, Yale, Washington University, Notre Dame, Emory, Oxford College of Emory, USC, Duke, Spelman College, Xavier in Louisiana, Franklin and Marshall, Pomona, Claremont McKenna, Hamilton, Swarthmore, Bowdoin, Grinnell, Saint Louis University, UMKC, Mizzou, DePaul, and UMSL. Keep in mind that list doesn’t include the schools for which Nganga was put on the wait list, among those were Dartmouth and Vanderbilt.

Nganga admits she has narrowed her list down to five schools, and she’ll visit some of her top choices in April before making a final decision May 1.

“Obviously the academics at all of these schools are amazing,” she said. “I’d be surrounded by brilliant students and professors who have done so

much in their fields, so now it’s about finding the community and finding where I belong.”

It seems Nganga would be a natural fit at any of the 22 schools, having excelled throughout her academic career in the Hazelwood School District since emigrating from Kenya with her family before the second grade.

She is the true definition of a student leader, having started the African American Cultural Association at West High School, along with two separate student clubs focused on social justice and awareness.

A tough decision, yes, but one that Nganga has worked hard to earn, and one she hopes will motivate other students at West High School.

“It was a lot to take in because it’s very surreal,” she said. “It’s something you dream about and just having that goal of being accepted into top universities, and for me to actually get there and be accepted and have them want me there, it’s a dream come true.”

‘Cobra Kai’ Season 2 sees the return of Miyagi-Do Karate

Born and raised in South St. Louis, Steve Bryan is now based in Anaheim, California, and has been allowed access to movie and television sets to see actors and directors at work. Though his writing has taken him far from St. Louis, Steve is, at heart, still the same wide-eyed kid who spent countless hours watching classic movies at neighborhood theaters.

To stream or not to stream is the real question these days. Cable and satellite providers keep raising rates without necessarily improving the quality and quantity of their content. The urge to cut the cord has been growing since 2009, a time when the Federal Communications Commission (FCC) mandated that television stations switch from analog to digital broadcasts. With just an inexpensive antenna, viewers have access to a nice assortment of free, digital-quality programming.

Streaming, therefore, has become a popular alternative/supplement to what cable has to offer, especially when these services carry original content. Netflix, for instance, has been the home to some Marvel television shows featuring lesser-known characters like Iron Fist and Luke Cage, a hero better known as Power Man. Hulu also got a piece of the action with “Marvel’s Runaways,” a series about six teenagers who discover their parents are villains.

YouTube, home to a plethora of video content, tapped into 1980’s nostalgia with “Cobra Kai,” a reboot of the classic “Karate Kid” franchise. The streaming service ordered the first

‘Yeggs’ is a comic series about Robert and Bill, two rabbits who have opened their own egg franchise in the Midwest (St. Louis area). We follow their day to day lives, watching as they go about the hectic task of preparing for their one big day every year. Along the way they have adventures filled with fun, comic doings and pathos.

My feet have claimed defeat.

Face it, it’s been a long winter and they have been marinating in wool socks and thermal insulated boots without seeing sunlight or a breeze of fresh air for lo these past frigid months.

They didn’t even surface when the groundhog came out to predict an early spring. I wasn’t taking any chances of fluky animal prognostications. So they stayed burrowed hibernating inside their nubby slippers and sweaty shoe dens until a few warm days actually rolled around. Only with the promise of flip-flop season arriving was it time to take a look.

Sweet mother of Bigfoot! I had toenails like bear claws; heels so rough they could sand the finish off a fine piece of furniture with one swipe and toe beards that needed more trimming and pruning than the prickly rose bushes in the backyard.

I needed help stat. I knew it would be weeks before I could squeeze in an appointment at the local posh foot spa; after all, ‘tis the season for foot care. They would never think of bumping someone out or try to squeeze an extra person in…unless there were dire circumstances.

I called for an appointment and was told they had an opening for the third Saturday in May at midnight.

“That’s the soonest I can get in?” I thought. I hesitated and contemplated it for a nano-second too long. Before I could respond and give my information someone had already nabbed it and scheduled it online.

Curses! Foiled by some tech-savvy millennial!

But desperate times call for desperate measures or should I say dire measures. While still on the line, I took a picture of my feet and sent it to the

And that’s how it’s done. Those millennials don’t have anything on the tricks of this tech-savvy baby boomer.
