October is known as Red October around St. Louis, but it also marks the time of year in which some community partners use the Halloween season to host costume parties for charitable causes.

Some St. Louis attractions, such as the St. Zoo and Butterfly House undergo temporary transformations for this hallowed time of year. Elaborate home decorations for Halloween have also grown in popularity.

Some of the greatest transformations can also be found in neighborhoods such as in Florissant where the Manhal house sits at 2 Roan Circle. The house is festively decorated every year.

“We started with a couple strings of lights on the bushes,” stated David Manhal who independently decorates the home. “Every year we just kept adding on.”

Manhal, along with his wife Kathy and

daughter Laureen, have lived at the address since 1982. He shared that it takes him an average of 12 hours to complete the transformation over the course of two days. He has been decorating the house since they moved to Roan Circle.

When asked why he invests the time Manhal shared, “We’re known as the decorators up here in the neighborhood. Many times, our Christmas display is placed in the top three in Florissant. And we’re known for the house being decorated for Halloween. For St. Patrick’s (Day)—we put up a little bit.”

Manhal shares that because he likes to do something new each year for Halloween, he may spend an average of $45 to $50 annually on decorations.

“Each year you add on a little bit more,” stated Manhal. “It’s really not that expensive.”

Manhal also states that parents like the decorations because it does not carry a “super scary theme.”

Staying safe this Halloween Scary or not, the city of Florissant offers the following safety tips for Halloween:

CHILDREN SHOULD: • Cross streets only at corners.

• Never cross between parked cars.

• Carry a flashlight or glow stick.

• Walk facing oncoming traffic if there is no sidewalk.

• Be aware of motor vehicles that may be turning into or backing out of driveways.

• Never go into a stranger’s house.

PARENTS SHOULD: • Know the route their children will be taking.

• Make sure children are accompanied by an adult.

• Set limits on when children should return home.

• Consider purchasing Halloween treats other than candy. Stickers, erasers, crayons, pencils and sealed packages of raisins and dried fruits are good choices.

• Make sure trick-or-treaters will be safe when visiting your home. Remove lawn decorations and sprinklers, toys and bicycles or anything that might obstruct your walkway. Provide a well-lit outside entrance to your home. Keep family pets away from trick-or-treaters.

• Explain to children the difference between tricks and vandalism.

• Children should carry a flashlight to easily see and be seen.

• Instruct children NOT to eat treats until they return home and parents have had a chance to inspect those treats.

• Trick-or-treat bags should not be too large; they can obscure vision or cause a child to trip.

• Costumes should have reflective strips.

• Costumes, masks, beards and wigs should be flame resistant.

HALLOWEEN HAZARDS

• Costumes should be light, bright and clearly visible to motorists.

• Make-up is safer than a mask, which can obscure vision.

• Avoid oversize and high-heeled shoes that can cause a child to trip.

• The child’s name, address and phone number should be placed on trick-or-treat bags in case of an accident or lost child.

Welcomed changes coming to I-270 North Corridor Some years ago, I was invited to be a part of MODOT’s first Community Advisory Group to make recommendations on MODOT’s plans to make improvements on I-270 North Corridor. We met a number of times and the conclusion was that there was not enough money available to make the number of changes that were needed. Therefore, based upon the discussions and information available at that time, it seemed very doubtful that changes would ever be made due to funds not being available.

This was very disappointing, because we all agreed that major changes were needed; however, we simply thought it would never happen. However, just a few weeks ago, I was invited to meet with MODOT’s Communication Coordinator I-270 Design Build Project, Nina Thompson. During this meeting, she informed me that MODOT had $200 million dol-

lars and that it is now ready to make some of the improvements needed in the North Corridor. I was really surprised and very pleased that something is finally going to be done on this project.

I recommended several improvements that could be made to improve the traffic problems in this area and could make a difference in the traffic flow. For example, I suggested that another lane along the highway would be helpful and improvement in the exits that now tend to result in traffic jams especially during the rush hours. Without doubt there are other changes that could be made to improve the traffic flow, safety, and frustration while traveling this highway during certain times of the day.

As many of you probably know as you travel this highway, some individuals speed many miles above the speed limit, make traffic lane changes in a reckless

manner, etc. in their effort to get home or to their destination.

Mrs. Thompson asked me about the sacrifices that might be necessary during the construction period. Of course, there would be some dissatisfaction during this time, but the benefits would be far greater in the long run.

We currently have dissatisfaction and frustration now and the improvements would definitely be welcomed.

Florissant’s 22nd Annual Fall Festival brings out thousands of fairgoers under perfect fall weather Bright sunny skies and mild temperatures brought out thousands of fairgoers at the 22nd Annual Fall Festival on Oct. 13, which once again was the best one ever. A special thanks to co-chairs of the Fall Festival Committee Karen Goodwin and Diana Weidinger and the rest of the committee members, the many volunteers including Old Town Partners, the Missouri Arts Council, St. Ferdinand Shrine and the Regional Arts Commission, our Parks and Recreation and Theatre Departments, Public Works and Police for everything they did to make the Fall Festival unforgettable.

Tens of thousands of people spent their day on rue St. Francois enjoying an array of arts and crafts booths, food and beverage booths and plenty of entertainment.

The fourth annual Florissant Police Car Show at the Knights Grounds was very popular. All area service and veterans’ groups participated.

Beautiful weather provided the backdrop for thousands of happy patrons who enjoyed Florissant’s 22nd annual Old Town Fall Festival. Dozens of vendors provided plenty of food, beverages, crafts and music which kept fairgoers entertained throughout the six hours of activities.

The 22nd Annual Click Heating & Cooling Chili Cook-Off was won by Councilman Joe Eagan and in second place Mayor Tim Lowery won with his famous chili recipe called the “Taste of the Future.” Thank you to Lora Click and to Click Heating & Cooling for hosting another successful chili cook-off. Congratulations to everyone who entered the contest and thanks again

to everyone who tasted and judged the entries.

Bob Kuban’s Brass Band performed in front of a huge crowd, putting on two great shows during the afternoon. Other performers included Cookie the Clown, solo musician Dan Sprout, Kraig Kalkenbrenner, Story Teller, North County Big Band, Dennis Schilligo, Bucket List, the Retro Band, DK Dance Productions, After Hours Community Band, the Florissant Men of Harmony and others.

The annual festival featured more than 150 booths as well as a wine garden, free children’s activities, a graffiti wall, the Fido Follies dog show, free child identification kits, a petting zoo and an antiques and treasures sale.

Sacred Heart Church, which celebrated its own 153rd anniversary in Old Town, held its own annual Oktoberfest just down the street from the Fall Festival, with carnival rides and booths for all ages to enjoy.

Boys & Girls Clubs of Greater St. Louis Celebrates Opening of Teen Center of Excellence The community came together to celebrate the opening of the Boys & Girls Clubs of Greater St. Louis Teen Center of Excellence in Ferguson. The $12.4 million center is one of the first in the county and will serve all teens ages 12-18, giving them a safe and prolific place to go each day after school and during the summer.

Friends and supporters from the across the region witnessed the groundbreaking ceremony last September. In search of a solution to the problems facing too many metro area children, Boys & Girls Clubs of Greater St. Louis was encouraged by civic leaders to expand services in neighborhoods with extreme scarcity of quality youth programming which led to the building of a Teen Center. The 26,856 square-foot facility is strategically located on West Florissant Avenue surrounded by four school districts and houses a nutrition education center, outdoor garden, gymnasium, intellectual commons, theater, green and drama room, fitness zone, gaming room, music and art studio, innovation center and office space. BGCSTL projects serving more than 1,500 teens annually.

BGCSTL president, Dr. Flint Fowler says of the opening, “This is certainly a proud moment in the history of the Boys & Girls Clubs of Greater St. Louis. Teens deserve a safe place to grow and learn, exercise their creativity, explore their interests, and build meaningful relationships with peers and caring adults. Imagine how wonderful it would be if every community expressed this level of support for children. We are also excited to be a part of the wave of development along West Florissant including the Urban League of Metropolitan St. Louis’s Empowerment Center and Plaza, the street scape project, Mercy Health Clinic and development of the Maline Greenway.”

Research indicates that teens can thrive in spaces structured around responsibility, belonging, and leadership modeling. Caring, trained adults are necessary to help teens build their assets and promote responsible decision-making skills. Data also shows that they want a space that provides respite from the pressures of school, family responsibilities or the danger of the streets; a place where they can have positive interac-

tions with peers, meet new friends and take advantage of informal relationships with adults who assist them in their area of interest. The club works with teens as they learn to think critically, use their voice in healthy ways, and discover who they are and how their purpose intersects with their world. It is through this work that hope thrives. Teens want hope – and the Boys & Girls Clubs of Greater St. Louis offers hope and opportunity.

Programming will include an emphasis on health and wellness (i.e. yoga, healthy habits, open gym), education and workforce development (i.e. college tours, ACT/SAT prep, tutoring, job readiness, internships and summer employment), STEAM (i.e. visual and performing arts, coding, app creation, robotics) and, leadership and civic engagement (i.e., community service, character programs, advocacy training).

A Night For Life at the Touhill was a star-studded performance in honor of Michael McDonald in his hometown of Ferguson. This show, a year in the making, was led by Brian Owens, another local artist who recently collaborated with McDonald on Owen’s album, “Soul of Ferguson.”

The major reason for this event was to shine a light on, and provide support for, some powerful efforts impacting the next generation in our community and recognize some of those heroes.

LifeArts is one of the groups that helps facilitate mentorship of the younger generation in the arts, and the stage was frequented by various young artists performing dance, rap and vocals. The evening started with a powerful video highlighting a young man’s journey and how his involvement in the arts has helped him beat the odds. Learn more at: lifeartsinc.org/1000strong.

McDonald’s music has a world renowned signature sound with his unique style of blue-eyed soul.

Truly part of the soundtrack of our lives, songs like “Sweet Freedom,” “Minute by Minute,” “Yah Mo B There,” with an encore of “What’s Goin On,” and “Takin It To The Streets” were the perfect set list for an evening which was part Motown review, part gospel revival and part mission statement.

Kenny Loggins, Chaka Kahn, Patti Labelle, the Doobie Brothers were among many who sent video messages of congratulations, as did friends from his first band (at age 12) “Mike and the Majestyks,” who later joined him on stage. There was a literal arsenal of musicians and singers on stage including another local source of pride, Miss Kennedy Holmes from the TV show “The Voice.”

People who live in and around Ferguson know just how inaccurately this town has sometimes been portrayed and this was a beautiful celebration of the real Ferguson community while helping make its future even brighter.

The 2019 Florissant Veterans’ Day Parade will be held on Nov. 10 The 2019 Florissant Veterans’ Parade will be held on Nov. 10 beginning at 1 p.m.

Parade participants will assemble and start the parade at Bangert Park and precede North on Florissant Road and then turn left on St. Francois and end the parade at the VFW where the ceremony will take place to honor the 2019 Veteran of the Year.

Tony Colombo from FM News Talk 97.1 will be the emcee. The Guest Speaker will be Carl A. Hargus. Carl served in the United States Army retiring from active duty in 1980. His last assignment was a Sergeant Major and Career Counselor Supervisor for HQ III Corps and Fort Hood, Texas. Sergeant Major Hargus was awarded numerous decorations including the Purple Heart, The Bronze Star, Meritorious Service Medal, Combat Infantryman’s Badge, Vietnam Service Medal with 12 campaign stars and many more. After retiring from the military, Carl served as a Veterans Service Officer with the Missouri Veterans Commission, retiring as Director of the Service Officer program in July 2002.

Lewis G. Bouwman II has been named the

2019 Veteran of Year. He entered active duty in January of 1994 and was stationed at Fort Campbell in Kentucky. He was assigned to the 101st Airborne Division as an Infantryman with the 327th Infantry Regiment. He completed Air Assault School and Jungle Warfare School at Fort Sherman in Panama where he earned an Expert Infantry Badge.

In 1997 he became a reserve with the National Guard as a Military Police Officer and a Drill Instructor with the 95th Division. In December of 1999 he was hired by the St. Louis County Police Department where he is currently an investigator with the St. Louis County Special Response Unit and is also a member of the Crisis Negotiation Team.

He was deployed in 2007 to Afghanistan for Operation Enduring Freedom. He was a Squad Leader and Convoy Commander with over 200 combat missions. He has received numerous awards including Army Commendation Medals and the Combat Action Badge. He retired from military service in 2010.

This event was the suggestion of Norman Sirna, a member of the Veterans’ Commission.

American Cancer Society needs more volunteer drivers to transport cancer patients to treatment The American Cancer Society is in need of more volunteer drivers to support the Road To Recovery program, which provides cancer patients with free rides to treatment. This year, more than 35,400 residents of Missouri will be diagnosed with cancer, and for some getting to treatments can be their biggest roadblock. A successful transportation assistance program can be a tremendous, potentially life-saving asset to the community. That’s why volunteering for the American Cancer Society’s Road To Recovery program is so important.

Last year, the Road to Recovery program in the St. Louis Metro area provided more than 13,000 rides to residents.

The American Cancer Society currently has nearly 10,000 Road To Recovery drivers nationally, but the need for drivers is greater than the number of volunteers. Volunteer drivers are needed to help give cancer patients a much-needed ride. The organization screens and trains all volunteer drivers, and coordinates the rides for patients. Volunteer drivers donate their time and can provide as many rides as they want.

All drivers must have: • A current, valid driver’s license • A good driving record • Access to a safe and reliable vehicle • Regular desktop, laptop, or tablet computer access • Proof of car insurance The American Cancer Society stands shoulder to shoulder with cancer patients and those supporting them, focused on improving patient access to quality care, including transportation.

Hazelwood superintendent recognized by city of Florissant, local legislators The Hazelwood School District Board of Education hosted a reception for Superintendent Dr. Nettie Collins-Hart on Sept. 24 to recognize her being named National Superintendent of the Year.

The reception, held at the HSD Administration Building, was attended by local legislators, community leaders, and district staff.

Florissant Mayor Tim Lowery recognized Dr. Collins-Hart with a proclamation celebrating her achievement, and State Rep. Tommie Pierson, Jr. led

a group of local legislators in commending the superintendent as well.

Dr. Collins-Hart was named National Superintendent of the Year by the National Association of School Superintendents (NASS) in August and recently traveled to Washington, D.C. to be recognized at the NASS “IgnitED: Spark Change for Students” Federal Advocacy Conference.

Dr. Collins-Hart is in her fourth year as superintendent of the Hazelwood School District and has spent more than 40 years in education.

Special School District of St. Louis County earns its second Missouri Quality Award The Midwest Excellence Institute has recognized Special School District of St. Louis County as a recipient of the Missouri Quality Award (MQA) for 2019.

The Missouri Quality Award program, modeled after the Malcolm Baldrige National Quality Award, offers a thorough and objective educational process through which an organization can learn and apply quality implementation techniques and assessment methods. The District received its first MQA in 2015.

The district submitted a lengthy MQA application to the Institute in the spring, which was followed by a site team visit in September. During the visit, team members had opportunities to speak with SSD staff at many sites throughout St. Louis County to learn more about the SSD’s continuous improvement efforts.

In addition to the award, the district also will receive the site team’s feedback report, which will outline areas in which the team feels the district is doing well and areas in which the district has opportunities for improvement.

Superintendent Elizabeth Keenan said continuous improvement is a way of life at SSD. “This award belongs to all of our staff for their commitment to continuously improving so that students are successful,” Keenan said.

SSD provides special education services for all St. Louis County students with disabilities, as well as career technical education at SSD’s two technical high schools for area high school students.

Northwest Views: Simple steps can go a long way to solving problems in the home

By Christie Derbin Raise your hand if you’ve ever been frustrated with your child’s behavior. Ever had a long-running disagreement with your spouse, felt irritated with how things are going at work, or exasperated with yourself about not meeting a personal goal?

These are all examples of problems that require changes in behavior to overcome. Mental healthcare professionals like those on our team at Every Child’s Hope see issues like this every day and our goal is always the same: Provide tools that can be life-changing.

In our child protective casework, we use an approach called Signs of Safety, which was developed in Western Australia by Andrew Turnell and Steve Edwards. This model is being used throughout the state of Missouri as a basis for foster care case management. The approach is a very straightforward way to identify issues and create clear, concise steps to take to solve problems. It recently struck me that the steps are applicable to almost any personal challenge.

And it’s incredibly simple.

We begin by asking, “What are we worried about?”

This is where we identify the problem and really clarify what we want to change. It’s helpful to make sure we understand exactly what we’re working on. It also feels good to put a parameter around what’s bothering us

instead of letting it color other areas of our lives.

Next, we ask, “What’s working well?” I think this is the most fun step because it allows us to look at strengths and build upon them. For most problems in our lives, there are times when we have been able to deal with it. We think about those times and look at what we did that worked. What are the indicators that you know how to work toward a positive outcome? We talk about success that’s already there.

Finally, we ask, “What needs to happen?” This is where we make plans to build on our successes. We might need to look at things that need to be put into place to avoid creating negative situations, set steps if we feel ourselves slipping, think about how to get back on track if we do. It’s all about planning for good outcomes.

The secret to the effectiveness of these three steps is that they’re realistic. We’re not just looking at a problem and telling people what they should do. We’re working together to see what strengths they’ve already got. We’re acknowledging that life isn’t perfect, but we can take incremental steps to make it better.

These three steps could be used by adults tackling large issues and taught to children to help them manage their own anxieties.

The city of Creve Coeur held a ceremonial ribbon cutting to celebrate the opening of the newly constructed Creve Coeur Police Station on Oct. 7.

Mayor Barry Glantz and Chief Glenn Eidman spoke briefly at the beginning of the ceremony, thanking the community for their support.

“I would like to thank the citizens of Creve Coeur for putting their trust and confidence in their city government by approving a bond issue in 2016, and thereby making this state-of-the-

art facility possible,” said Mayor Glantz.

Helen Casteel, in-district liaison for Senator Jill Schupp, presented a Senate resolution to Mayor Glantz during the ceremony, recognizing this milestone in Creve Coeur history. s in November 2016, this $10.7 million bond project first broke ground in February 2018.

The Creve Coeur Police Department officially moved into the new building during late August when construction was substantially completed.

When parents practice this and teach them to their children, they are teaching kids to problem-solve and to think through dilemmas and worries.

They’re implemented daily by case workers at Every Child’s Hope who are helping create safe, secure situations that benefit children, their families, and the community in which we live.

Soccer team at Lindenwood blanks the Panthers The Lindenwood University women’s soccer team defeated the Drury Panthers by a final score of 2-0 recently at Hunter Stadium in St. Charles.

With the win, the Lions improved their record to 6-7-1 overall and 5-6-1 against GLVC opponents.

Lindenwood carried the pace of play from the opening whistle as the Lions had three shots in the first six minutes of play and 13 total in the first half, six of which were on goal. The Lions held the Panthers to three shots, and just one shot on goal.

The scoring got started in the 19th minute when Katie Juhlin took a pass from Maria Salm and chipped it over the Panthers goalkeeper.

Just eight minutes later, the Lions would double their lead as Kaleigh Kastberg nodded home a header off a corner kick from Alaina White.

Megan Swanson and the Lindenwood defense protected the two goal lead for the remainder of the match, helping secure the victory.

Directions: In large saucepan over high heat, stir cocoa powder, cornstarch, chocolate milk and salt to incorporate dry ingredients into milk. Cook until mixture starts to boil then reduce heat to simmer until mixture starts to thicken, about 3-5 minutes.

In large bowl, using whisk, beat egg, slowly drizzling hot chocolate mixture into bowl, whisking continuously. Fold in chopped chocolate and stir until

chocolate has completely melted.

Pour pudding mixture into glass baking dish. Place piece of parchment paper on top of surface of pudding. Chill in refrigerator three hours, or overnight.

To prepare “dirt,” place chocolate vanilla sandwich cookies in large re-sealable

bag. Using rolling pin, crush cookies into crumbs.

When ready to serve, sprinkle cookie crumbs over pudding and place gummy worms on cookie crumb layer, making sure to “bury” parts of gummy worm ends as if worms are coming out of dirt.

Disney ups the ante in the streaming wars

Though his writing has taken him far from St. Louis, Steve is, at heart, still the same wide-eyed kid who spent countless hours watching classic movies at neighborhood theaters.

wenty years ago, Marc Randolph and Reed Hastings founded Netflix, a startup company that redefined home entertainment. At the time, VHS (Video Home System) tapes were still being rented and sold, but DVD’s were becoming more and more popular thanks to their compact size and quality. Randolph and Hastings created a business model where rented movies were received and returned by mail, eliminating the need to rush to the video store to avoid a late fee.

Netflix also became a pioneer in streaming movies online and creating content for their platform, in particular shows based on Marvel Comics characters. “Stranger Things,” an original Netflix offering, has a tremendous following and the series creators reportedly signed a deal to create more shows. The company has built up billions in debt to build a library of content, however, but their stock price currently hovers around $270 per share.

Netflix has been the king of streaming, but the landscape has shifted. The Walt Disney Company will soon offer Disney+, a streaming service with competitive pricing and decades of family entertainment. Over

‘Yeggs’ is a comic series about Robert and Bill, two rabbits who have opened their own egg franchise in the Midwest (St. Louis area). We follow their day to day lives, watching as they go about the hectic task of preparing for their one big day every year. Along the way they have adventures filled with fun, comic doings and pathos.

We ladies can’t go to the store and randomly pick up a bottle of something labeled, Stuff To Clean Hair: ingredients - soap.

There’s just no such thing.

I don’t know why, but we’ve got to have fragrances, serums, vitamins and strange exotic extracts derived from the husks of green coconuts and siphoned from the milk of Himalayan mountain yaks to be legit.

I have a bottle of hair scrub in my shower. It contains sea minerals. Why I need rocks from the bottom of the ocean to cleanse my mop beats me. I suppose the early cave ladies used gravel and rubbed it vigorously into their heads. And while they may have achieved a thorough cleansing it also left their hair looking like they had stuck their fingers into light sockets. But since light sockets or mirrors hadn’t yet been invented they didn’t give a stone about their appearance.

Sea kelp is a weird ingredient.

While putzing around in the ocean on a family vacation, I once covered my head with sea kelp and ran after my kids. Although it made their hair stand up on end it did nothing significant for mine, but I did get a shrill whistle and a lengthy timeout from the lifeguard.

My shampoo also contains algae. Algae bloom kills sea animals. Why would I want to put something on my follicles that murders manatees?

Beats me.

My conditioner has some unusual additives like avocado oil; and not from just any cheapo, corner market avocados either.

The label insists I know they were procured from South Africa. I suppose my shoddy, two-for-a-dollar guacamole-makers would wreak irreparable havoc on my tender follicles. I didn’t even know you could get oil from an avocado. How is it drained? Does anyone even know where the dipstick is located?

The conditioner also contains shea butter. Now we’re talking. Anything that contains butter has got to be good.

Maybe so, but, when they start adding bacon extract then I know they’re really onto something essential.

Scary hairy
