A new drug prevention curriculum for students is rolled out by the St. Charles County Police Department By Brett Auten A brand new drug prevention curriculum was launched locally by the St. Charles County Police Department when students returned from holiday break The program, called S.T.A.R.T. (Substance Tobacco Alcohol Resistance Training), was rolled out in districts across the county. S.T.A.R.T. is a comprehensive curriculum, uniquely designed to address social, legal and emerging issues and trends critical to the development of elementary students from a local, state and federal perspective. Over nine classes, students at both public and private schools will learn, discuss and engage over an array of topics including self-awareness, tobacco, alcohol, marijuana, pills, powders, inhalants, bullying and cyberbullying, peer pressure and citizenship. Each class is led by a SCCPD Bureau of Administrative Services Community Education Division officer, who are also certified instructors with multiple years of elementary school instructional experience. Each class session will introduce new content using various strategies such as interactive learning, lecture, writing prompts, group exercises and peer-led discussion. Students were issued materials and will have guest appearances throughout the program’s run. At the end of the academic year, students will demonstrate what they’ve gleaned from the program through personal narratives

and essays, and an achievement ceremony will also be held. St. Charles County Chief of Police David Todd describes the new program as being much more flexible than the D.A.R.E. program, which was established in California in 1983.

“We wanted a program that we had control over and that also emphasized the lesson not the program,” Todd said. “All of my Community Education officers were on board. The schools were supportive and as far as funding, it was something that we had

control over and could develop the lessons and change them as we need to or for the school. If the school wants something particular for their school, we can adapt that because it’s our program. We share different school districts with other police departments, some of which who still use the D.A.R.E. program. At the end of the day, we’re getting the point across to the children and we want children safe.” Chad Thorpe, a 20-year police officer veteran, was teaching a lesson that focused on alcohol last week at Immaculate Conception School in Dardenne Prairie. “It really gets their brains going when we talk about something, like what’s blood alcohol content, or how long that it stays in the system,” Thorpe said. “They always have a ton of questions and we try to answer every one. I’m not going to pretend to know everything. But if I don’t know the answer, I go and find it or I task one of the kids to go and find out. Next week’s lesson is on marijuana and I’m sure they’re going to have lots of questions about that because in some states it’s legal. So, we’re just going to give them the facts.” Bella Gambaro was one of the fifth grade students who was in attendance. “We learned how alcohol effects other people when you drink and how it can hurt your brain and your body, especially after See START page 2
