By Brett Auten The City of St. Charles School District has a little pep in its step following last month’s general municipal elections. Voters in the district overwhelmingly approved Proposition KIDS, a no tax rate increase bond issue that allowed the City of St. Charles School District to borrow $47 million to fund capital projects. Capital projects include building renovations, repairs, technology costs and other building upgrades with no money used for employee compensation or salary increase. The flagship of Proposition KIDS, which won in the April 4 election with a vote tally of 3,792-to-1,296 (74.5-percent), is the construction of an Early Childhood Center that will house 200 additional spaces for students to enroll in the district and relieve the burden on the elementary schools currently housing pre-kindergarten programs. Currently, full-day early childhood education is offered at Harris and Blackhurst Elementary with the other four elementary schools offering only half-day. Chris Bennett, the Communications Co-
