Ameren Missouri continues its massive infrastructure upgrade in St. Charles County with a new $12.6 million substation

By Brett Auten Earlier this year, Ameren Missouri announced its largest energy infrastructure upgrade plan in the company’s 100-year history.

The Smart Energy Plan, which includes 2,000 infrastructure projects, is projected to improve reliability for customers and communities throughout Missouri over the next five years. As part of the Smart Energy Plan, the Research Park Substation Project is said to increase energy service reliability for nearly 40 commercial and industrial customers in St. Charles County. The $12.6 million substation will go in-service in late

June. Ameren officials say that residential customers in the zip codes of 63368, 63304 and 63301 will also experience greater reliability in the county.

Ross Smith, of St. Charles, Supervisor, Distribution Services for Ameren Missouri, said that as communities grow and economic development increases, substations are built to meet greater energy demands.

Residential customers in the area will also experience greater reliability.

“The communities in this area - St. Charles County, Dardene Prairie, O’Fallon, Weldon Springs - they have commercial and industrial growth going on,” Smith said. “This substation is going to keep the

existing customers with reliable service and serve the new customers that are moving in.”

Ameren, the state’s largest electric provider, is also boring under Highway 64/40 to connect the new Research Park Substation with the existing Weldon Springs Substation. The underground and existing overhead lines will provide two supplies of energy to the substation allowing for added reliability.

In April, switchgear was set into place at the new Research Park Substation site.

Upgrades to the existing overhead line include new smart technology that will help reduce power outages and more quickly restore power in the event of a service interruption and new poles and wire will better withstand severe weather and high winds.

Smith said that Ameren is incorporating distribution automation technology in the operation, which could help reduce operational costs.

“The equipment out on the system serving the customer can sense problems, switch away from the problems and restore cus-

tomers without a serviceman ever having to be dispatched to deal with the issue.”

Officials are counting on the new smart grid sensors, switches and self-healing equipment will more rapidly detect and isolate outages and reduce the number of outages and speeding power restoration when service interruptions occur and a stronger, more secure energy backbone will better withstand severe weather.

Along with all of the smarter, automated equipment, 12,000 new utility poles for storm hardening, many fortified with composite materials, are designed to better withstand severe weather.

Expanded income maximums make more families eligible to receive WIC assistance U.S. Department of Agriculture (USDA) research notes that the Women, Infants and Children Program (WIC) has played a vital role in improving the lives of mothers and their children. Studies confirm that WIC participation results in fewer low-birth weight babies, fewer infant deaths, more regular medical care and reduced health care costs.

The Division of Health Services provides WIC services in St. Charles County, offering supplemental food packages, nutrition education, breastfeeding support and health screening for eligible pregnant women, breastfeeding and postpartum women, infants, and children up to age five. To allow more families the opportunity to participate in this beneficial program, income maximums for eligible participants have been expanded for the coming year and are effective through March 31, 2020.

“By expanding the income eligibility maximums, more families can receive the help they desire,” says Obirek. “Families that weren’t previously eligible to join WIC may be able to do so now because of these extensions.”

St. Charles County Ambulance District receives 2019 EMS Patient Safety First Award The Center for Patient Safety recognized the St. Charles County Ambulance District (SCCAD) for the EMS Patient Safety First Award.

CPS Executive Director Alex Christgen said district leaders have shown dedication and resilience by taking proactive steps to improve SCCAD’s patient safety culture, and the employees have shown spirited dedication in advancing the safe care of their patients. The EMS Patient Safety Award was presented to SCCAD during the East Central Region Clinical Save Banquet on April 18.

“Only one Emergency Medical Service provider in the United States is selected annually to receive this prestigious award,” Christgen said, “and I am pleased that St. Charles County Ambulance District has been selected. Their achievements are significant and deserving of this recognition.”

The award was given as part of EMS Week, which took place May 19-25. Last year’s recipient was Lee County Florida Public Safety EMS. This is the second year the award has been given.

Lee Varner, director of patient safety at CPS, noted, “EMS is a high-consequence industry where organizations will be successful through a commitment to continuous improvement and effective adaption to change.”

SCCAD has developed and implemented several new practices that, Varner said, demonstrate the district’s proven leadership in the EMS field. Those practices include: • Adopting a “just” culture to encourage recognition and reporting of near misses and medical errors so lessons can be learned from mistakes.

Streets of St. Charles announces line-up for the 2019 Beale Street Concert Series Streets of St. Charles has set the stage for the 2019 season of its popular Beale Street Concert Series, presented in partnership with Y98 and the Greater St. Charles Convention and Visitors Bureau. Skate, ride and play the night away this summer for free at the Youth Activity Park in Dardenne Prairie. The park stays open until midnight every third Friday thru September, so bring your skateboard, scooter, BMX bike and your friends to join in the fun.

Youth and adults can enjoy extreme sports under the stars on this state-of-the art 33,000-square-foot skate/ bike course on June 21, July 19, Aug. 16 and Sept. 20. The concrete course is equipped with nighttime lighting, has beginner, intermediate and advanced bowls, a street course, a snake run and is the largest outdoor skate park in Missouri. Inspiration Corner: How to rebound after a poor performance review

A friend of mine was recently upset after he received a poor performance review at work. He felt the feedback from his boss was unfair and immediately tried to defend himself. His boss perceived him as argumentative and not willing to accept responsibility. In the end he was moved to a different area. This fresh start; however, is not having the effect his boss intended.

My friend feels he has been treated unjustly and is therefore angry. He also worries he will be fired for making the same “mistakes” that produced the poor review in the first place. This causes him to sleep less, to harbor thoughts about retaliating and to despair; all of which impede future performance.

Much of his anxiety is grounded in the labels his former boss gave to him. He wears these words like a badge of dishonor and repeats them frequently when he talks to friends. He cannot see that the more he reinforces the labels, the more they become etched into his identity. Rather than focusing on ways to correct poor performance and ensure the “mistakes” don’t happen again, he continues to deflect fault, as if proving his boss wrong will somehow fix the situation.

This vicious vortex of foreboding feelings is ruining his career.

There is often chaos when misperceptions persist between employers and employees. Yes, sometimes bosses really are bullies and sometimes employees really are lazy, but that is not always the case. Yes, bosses can bridge many gaps with empathy and employees can make a concerted effort to do the work they are hired to do, but an important first step is for everyone involved to make an honest self-assessment and to remember that both parties are working towards

a common goal.

This requires work for both parties, but good leaders know that if their employees are not successful, neither are they. Leaders should also show their employees what success looks like so they have something to work towards, and when delivering difficult feedback they should reinforce positive things the employee has done to prove they are valued. If a boss sees his employee struggling after difficult feedback, it would benefit the team for him or her to sit down and try to resolve the tension with care and compassion.

No one likes to be told they stink!

It takes courage and resilience to rebound after a poor performance review. Bosses usually want to see employees improve and employees usually want to improve, but both can get sucked into a vortex of negative emotions that make positive change challenging. We must set aside the denigrating thoughts that form in our minds, take responsibility to change perceptions about ourselves and others by displaying integrity, and choose to do what is right and good in the workplace. In the end, no one chooses adversity, but we are all responsible for how we respond to it.

St. Charles County Executive asks council to ban Kratom St. Charles County Executive Steve Ehlmann askd the County Council on May 13 to consider passing an ordinance that would ban the drug Kratom and related substances in St. Charles County. Kratom, an herb, affects the same opioid brain receptors as morphine and appears to have properties that expose users to the risks of addiction, abuse and dependence, studies show.

Advocates say the herb offers relief from pain, depression and anxiety. But the U.S. Food and Drug Administration (FDA) has issued a warning to consumers not to use Kratom because of the dangerous risks mentioned above.

“In St. Charles County, we don’t think a warning is enough,” Ehlmann says. “Dr. Mary Case, St. Charles County’s Chief Medical Examiner, told me Kratom has played a role in at least nine deaths since the end of 2017. While this is certainly a global issue that is being addressed by the Drug Enforcement Administration (DEA), FDA and individual states, including Missouri, it’s hitting home. Local governmental bodies can speed up the process of making this drug illegal by taking a stand now. That is why I am urging the council to move forward and ban this substance in St. Charles County.”

States that have banned the sale and use of Kratom are Alabama, Arkansas, Indiana, Wisconsin, Rhode Island and Vermont. There is pending legislation in New York, New Jersey, Arizona, Mississippi and Georgia, and other states are conducting studies regarding its use.

In Missouri, Rep. Phil Christofanelli, (R–105) has introduced a truth-in-labeling bill which creates new provisions related to the sale of Kratom and would ban the sale to anyone under the age of 18. That bill is still being discussed in the House.

An existing St. Charles County ordinance (Section 375.280 of the Ordinances of St. Charles County, Missouri) bans the sale or use of illegal smoking products containing synthetic cannabinoids. The proposed ordinance adds Kratom and the psychoactive compounds mitragynine and 7-hydroxymitragnine to the list of banned substances. It states that Kratom has no FDA-approved uses, has been linked to a rare strain of salmonella, and is tied to at least 1,807 calls to poison control centers in the U.S. More than half those calls involving serious medical outcomes, including 11 deaths.

“Banning the sale, possession and use of Kratom is necessary to protect the citizens of St. Charles County,” Ehlmann says.

Moody’s upgrades city of St. Peters’ bond rating The city of St. Peters has learned Moody’s Investors Services is upgrading the city’s bond rating to the highest rating the city has ever achieved.

The city’s general obligation bond rating has gone from Aa2 to Aa1 and this means the city is now among the best-rated cities in the state of Missouri in achieving this outstanding financial rating. This prestigious upgrade means city taxpayers will be paying less to borrow money to fund future city projects.

“We are very pleased to achieve this outstanding rating that places the city of St. Peters among the top-rated organizations.

This rating is independent verification of the city’s commitment to sound fiscal planning, sound fiscal policy, and sound fiscal results,” said St. Peters Mayor Len Pagano.

“It’s a real vote of confidence for how we manage our great city and reflects the team effort between staff and elected officials in planning the city’s future, protecting our property values, keeping the city viable for years to come and enhancing our quality of life,” he added.

‘Thank you, Miss Howard, for saving my life’ Teachers play an important role in students’ lives every day.

They teach them about world history, show them how to solve that difficult math problem, and prepare them for their dream job when they grow up.

They impact a student’s life in countless ways and in some cases, like Castlio Elementary teacher Kaitlin Howard, they might actually save a student’s life one day.

Howard had just brought her kindergarten class in from recess for snack time on April 15.

“I was at my desk when Henry Lilienthal walked up and pointed to his throat,” said Howard.

She proceeded to ask Henry questions to figure out if he was choking. After a couple of quick head nods, Henry was able to communicate that he couldn’t talk or breathe. Howard immediately jumped into action and performed the Heimlich Maneuver on Henry.

“I did it maybe five or six times and then watermelon came flying out of his mouth,” shared Howard.

Henry shared his own perspective of the situation.

“I felt kind of bad and sad and I walked up to Miss Howard.

She pushed on my tummy and then it was alright.”

These situations can be scary, especially for a five-year-old student like Henry, but Howard remained calm and made sure Henry did as well.

“I had CPR training before, but part of it was just instinct,”

said Howard. “There is not a moment to waste in that situation.”

Once the incident was resolved, Howard made sure that Henry was immediately examined by the school nurse and that his parents were notified of the situation.

“Our school prides itself on being a caring and compassionate community,” said Principal Tim Scholle. “Kaitlin fits right in. She saw an issue and didn’t fail to act. She knew what she had to do to do. It just speaks to the quality of teachers we have here at Castlio.”

Howard was grateful that she was able to help her student in trouble.

“I think it’s important as an educator that you’re not only teaching your kids every day,

but you’re keeping them safe,” said Howard.

Henry and his family were so appreciative of the teacher’s heroic act that they surprised her with flowers and a note later that week. Henry even drew her a picture of him and his watermelon. At the top, he wrote, “thank you, Miss Howard, for saving my life.”

Both Miss Howard and Henry showed incredible bravery that day and now the Castlio student can continue doing what he loves - playing with his Avengers action figures, dressing up as Spiderman for Halloween, and simply enjoying life as a kindergartener. Before, Howard was just a great teacher to Henry, but now, she’s a real-life superhero.

Discovery Ridge Elementary students meet adopted calf Twenty-three students from Discovery Ridge Elementary got a taste of farm life as winners of the 2019 Adopt-A-Cow field trip contest. The contest marked the year-end culmination of the student’s participation in the Adopt-A-Cow program. Students adopted a newborn calf from a local dairy farm in Breese, Illinois last fall and have been tracking her growth for the last eight months.

The program, developed by St. Louis District Dairy Council, aims to put students in touch with what happens on the farm. Over 1,600 classrooms and nearly 40,000 students receive monthly emails from their farmer, along with photos and videos of their growing calf.

“Our goal is to show students how their food is grown. When it comes to agriculture, many students, especially those in urban areas, are disconnected. Adopt-A-Cow helps to close that gap by bringing the farm experience directly into the classroom,” notes Dairy Council Nutrition Educator Amanda Marsh Discovery Ridge Elementary students adopt-

South Middle celebrates principal’s award In a surprise presentation during sixth-grade lunch, Fort Zumwalt South Middle School Principal Dr. Buddy Entwistle was recognized by his peers. The St. Louis Association of Secondary School Principals (ASSP) sent a surprise squad to the school and awarded Entwistle a check for a scholarship for the student of his choice and the honor of being named the area’s 2019 Exemplary New Principal of the Year.

Entwistle, a graduate of the Fort Zumwalt School District, took over as the building’s head principal in July of 2018. The ASSP also recognized Entwistle at a special awards event May 2.

They were awarded a trip to the farm to meet Oreo in person after submitting a video showing how their calf and farmer have become part of the classroom this school year. The video showcased students having fun while learning about cows and creating a STEM project by designing a home for Oreo.

The second grade students took their field trip to the farm last month. While on-site, they learned how farmers take care of their cows and the land around them. Farmer Henrichs gave students an up-close look at his herd, barn, feeding areas and milking parlor. And they got their long-awaited opportunity to meet their classmate, Oreo, face to face.

For many students, the tour marked the first time they have set foot on a farm.

“This real life experience of farming can help students understand how food is grown and the hard work farmers do every day to feed millions of people,” notes Marsh.

Wentzville School District had six students win first place medals at the Missouri State High School Activities Association (MSHSAA) Track and Field Championships held last week.

• Liberty High School senior Nolan Bone won first place in the Class 4 State Championship held at Washington High School in the Pole Vault, with a personal record of 15’9”.

• Holt High School freshman Allen Bublitz won first place in the Class 5 State Championship held at Battle High School in the Para Shot Put with a throw of 6’.

• Liberty freshmen Allison Kruger, Adrienne Rockette, Karlie Wooten and Megan Venturella won first place in Class 4 in the 4x800 Meter Relay with a time of 9:32.60, earning the first state championship in track and field. *Nolan won his event later in the day and he made history as the first male state track and field champion for his school.

Rascals at the top of their league The defending West Division champion River City Rascals play in the Frontier League with home games at the friendly confines of the CarShield Field in O’Fallon.

Just about a month into the 2019 campaign and the River City club is firing on all cylinders.

At this point they are tied for the top position with the Freedom from Florence, Kentucky.

This past weekend, they took the series against the Windy City Thunderbolts who are near the top in the east division.

On Friday, pitcher Dalton Roach (3-0) threw eight solid innings, allowing two runs on five hits with no walks and twelve strikeouts, at one point retiring 14 consecutive hitters winning 4-2.

Saturday the team dropped a tough one as the home team Thunderbolts was victorious 4-3.

In the finale of the series, Alex Winkelman (22) allowed just three hits over his seven innings of work, walking three and striking out seven.

Yeison Medina pitched a scoreless eighth, and Jackson Sigman picked up his seventh save after a 1-2-3 ninth to close out the game with a 3-0 win.

To help make your meals more nutritious, consider these ideas to choose, store and enjoy warm-weather fruits and veggies: Corn: Straight from the cob, sweet corn is packed with fiber and antioxidants and can be grilled, boiled or even microwaved. Try tossing it with a small amount of light mayonnaise, lime juice, smoked paprika and cayenne pepper for a simple version of Mexican Street Corn.

‘Yeggs’ is a comic series about Robert and Bill, two rabbits who have opened their own egg franchise in the Midwest (St. Louis area). We follow their day to day lives, watching as they go about the hectic task of preparing for their one big day every year. Along the way they have adventures filled with fun, comic doings and pathos.

What is?

I go out on Facebook and Instagram and realize my life is nothing but a big pile of suck.

Why? Because everyone’s having a great time out there.

How do you know? (Man, you guys ask a lot of dopey personal questions!)

Because all my friends are posting images of Caribbean cruises, trips to Europe, surfing in Hawaii or hiking Mt. Everest and getting tons of likes for them. Me, I mainly post pictures of the latest dead thing my cat dropped on my porch and get unfriended. Although, I did have one exciting event the other day; I posted a photo of me in the parking lot at Walmart. I found a front row spot. It was a red letter day. Beat that Mt. Everest summiters!

I realize that my life has no zest, no sparkle and absolutely nothing to make my friends green-eyed with envy. Instead of getting likes, I’m racking up sad, crying emoji faces. Just as I was about to withdraw myself from social media and crawl into a hole for the remainder of my dull, uninteresting life I was rescued. A bright beam shone. It was my husband. He turned on the bedroom light and said, “Get out of bed and do something, like Mrs. Pilkinson. She’s in the Bahamas windsurfing. It’s 10:30 a.m. and you haven’t even broke wind yet.”

“Bahamas? Mrs. Pilkinson?” I thought.

“Hmph! She’s always trying to one up me.”

I reached for my phone and checked her FB. Sure enough there she was grinning like a fool on a tooth-whitening ad while jumping an eight-foot wave and receiving 85 likes!

“Hmmm?” I thought as I glanced out the

window and saw her next door in her robe and fuzzy slippers filling her birdfeeder. That’s when it hit me? Fraud! She’s using that new Fake-cation app. The one where you can paste your face on the Eiffel Tower all from the comfort of your living room while lounging in your underpants watching The Bachelor hand out a rose.

I posted a picture of me rowing myself on a gondola in Venice. I immediately got 45 likes.

Things were looking up.

Tomorrow I’ll take a selfie of me holding my cat and stick it on the edge of Everest.
