Ameren Missouri launched its new state-wide smart meter program in St. Charles County where upgraded meters will improve efficiency

By Brett Auten St. Charles County is the ideal location for Ameren Missouri to launch its new state-wide smart meter program. Those were the thoughts of Ameren’s Jeff Esserman last week as the first of 1.2 million new smart meters coming to Missouri was installed in St. Charles.

gram with the very first residential installation at a St. Charles Habitat for Humanity home.

“The infrastructure of the customer base is so diverse,” Esserman, the director of Ameren Missouri’s Smart Meter Program Strategy and Implementation, said. “You have suburban homes, small pockets of (apartments), rural territories, and business and industry. It really gives us the op-

portunity to deploy the technology and a great place to start the initiative.”

The project will begin in full force this week and will be completed in three-tofour months. Customers will get a notification beforehand and all Ameren Missouri installers will be obeying COVID-19 protocol. The installation process is brief, lasting See ‘ENERGY’ page 2

“We are going to make this as convenient as possible,” Esserman said. “There will be safe, social distancing and non-intrusive.”

Twenty years ago, Ameren Missouri installed automated meter reading meters for all its customers, but those have come to the end of their rope. The Smart Energy Plan includes provisions for upgrading the energy network and to build the next generation energy delivery system.

The goal of the smart meter is to help homeowners save energy and cash by giving them better insight on how they use energy throughout the day. With the new meters, you will be able to monitor usage and make decisions about how to use energy more

efficiently.

Along with the new technology, Ameren will be rolling out cheaper rates for usage during off peak hours. The next generation of smart meters work through two-way communication between the meter and a network. That gives the customer improved reliability, faster outage response, and the ability to evaluate and manage energy usage online or through a mobile app.

Ameren Missouri has plans to expand to St. Louis City and other regions in the state once it finishes here.

“Our plan creates a smarter, stronger and more integrated system that offers more energy options while enabling more control for our customers,” Esserman added.

The St. Charles County Parks and Recreation Department is hosting two new programs during the months of July, August and October. “Senior Bike Rides” is geared toward guests 55 years and older and “Ride the Centennial” for participants 15 years and up.

Park Rangers will guide the way while making a few stops to talk about the highlights in each park. Riders must have their own bike, wear a helmet and be prepared to follow social distancing guidelines while participating in the following programs: Senior Bike Rides 10 a.m. – 12 p.m., Thursday, July 9 and Aug. 6 Klondike Park, 4600 Highway 94 S., Augusta Calling all riders 55 years and older! Join in on a two-hour casual bike tour of scenic Klondike Park, nestled in the heart of Missouri Historic Wine Country. Create fragrant, handmade soaps with St. Charles County Parks Adults and children can make their own beautifully handcrafted soaps in a safe and sanitized environment at the St. Charles County Heritage Museum in St. Peters. Experienced staff will teach the step-by-step procedures of making soap from scratch at the Hands-On Heritage: Soap Making workshop from 11 a.m. to 3 p.m., Saturday, July 11, inside the museum, located at 1630 Heritage Landing.

Infused with herbs and other natural ingredients, participants learn how to combine fats and lye water to produce a strong cleaning soap similar to what pioneer families on the frontier used in the 1800s. At the end of the event, each participant takes home their own bar of scented homemade soap; additional soaps may be purchased.

The parks department is taking every precautionary measure to keep guests safe while participating in the program. The following social distancing guidelines will be required: • Each participant’s temperature will be taken before entering the museum.

• Participants will be separated into work stations so they are at least six feet apart.

New mail-in ballot, absentee voting provisions for 2020 elections in St. Charles County, statewide As the St. Charles County Election Authority prepares for the Aug. 4 and Nov. 3, elections, new mail-in and absentee voting measures passed by the Missouri legislature provide additional options for voters during the COVID-19 pandemic.

The signing of Senate Bill 631 allows Missouri voters to cast ballots by mail with a notarized ballot envelope, and for those in at-risk categories for contracting COVID-19 or who have already contracted the illness to vote by absentee ballot without notarization.

“Everyone who is registered to vote should have the opportunity to do so safely and securely,” says St. Charles County Director of Elections Kurt Bahr. “We hope these added measures encourage a high voter turnout, whether citizens vote in person, by mail or absentee.”

Mail-in voting According to the Missouri Secretary of State website, all registered voters are eligible to vote by mail. St. Charles County voters may request a mail-in ballot in person at the Election Authority, located at 397 Turner Blvd. in St. Peters, or by completing the application at sccmo.org/ElectionAuthority.

Polling place precautions As was protocol during the June election, for the August and November elections, St. Charles County polling places will provide hand sanitizer for voters. Styluses used for voters to sign in will be sanitized after each use and voting booths will be spaced to accommodate social distancing. Voters are encouraged to wear face masks while at their polling place.

Judge tables will be equipped with Plexiglas shields and spaced for social distancing. Disinfectant wipes, masks and gloves will be provided for each election judge. Pending CDC guidelines at the time of the election, social distancing posters and floor markers may also be in place.

The last day to register to vote in the Aug. 4 election is Wednesday, July 8. The last day to register to vote in the Nov. 3 General Election is Oct. 7.

Dierbergs Markets raises more than $160,000 for Operation Food Search Dierbergs Markets recently donated a total of $160,198 to Operation Food Search (OFS), a nonprofit hunger relief organization. All proceeds will benefit OFS’s COVID-19 emergency response and its Operation Backpack program that provides weekend food assistance to children throughout the school year.

When COVID-19 started impacting the area, Dierbergs Markets held an in-store register campaign where customers could make donations when checking out at the stores. The two-month long campaign raised $60,198.

Seeing that the need was continuing to grow, Dierbergs also created a Virtual Pantry where customers could donate online or in stores by selecting either a $5 or $10 virtual bag of groceries.

Along with community partners Anheuser Busch,

Krey Distributing, Murphy Company, PayneCrest, Technology Partners, and Rossman School, the campaign raised $100,000. The campaign will use these donations to purchase groceries using Dierbergs’ buying power then shipped directly to OFS for distribution, leveraging Dierbergs’ wholesale supply chain.

“COVID-19 disrupted all of our lives, and with so many people suddenly out of work and kids out of school, the number of people who needed food assistance grew substantially overnight,” says VP & Secretary of Dierbergs Markets, Laura Dierberg Padousis. “We knew there was a way to help, so with some of our key business partners and generous customers, we raised $160,198 that will feed so many people in our community.”

Heritage Landing Street repair project is underway The St. Charles County Highway Department is scheduled to repair and replace concrete slabs in the Heritage Landing subdivision through Nov. 25. This construction, the largest neighborhood concrete slab street repair project in the department’s history, will occur along portions of Gettysburg Landing, Hudson Landing and connecting side streets.

“These roadways are 40 years old,” explains Craig Tajkowski, County Engineer. “The concrete is deteriorating and becoming difficult and costly to repair. Rather than replacing portions of the pavement over the course of several years, the work will be completed in five phases over five months. This approach will save time and money for taxpayers and result in smoother streets that require less maintenance.”

To complete the project in the shortest time possible, portions of Gettysburg Landing and Hudson Landing will be converted to one-way traffic while various sections of roads are closed for repairs. Highway Department staff will be available in the area throughout each workweek to address any questions and concerns from residents. Side streets will remain open at all times during construction. Additionally, message boards and signage will be in place to direct residents and motorists around the closed sections of roads.

“We greatly appreciate the patience and cooperation of Heritage Landing’s residents and believe they will be extremely pleased with the final results,” Tajkowski adds.

Construction schedule and details Dates are approximate and all work is dependent on weather conditions.

• Phase I: July 6–Aug. 3 Work will take place on the odd-numbered side of Gettysburg Landing, starting at Fort Sumter Way and ending at Congress Way. Traffic will be moved to the lanes traveling toward Heritage Crossing while lanes traveling away from Heritage Crossing are repaired.

• Phase II: Aug. 3–31 Work will shift to the even-numbered side of Gettysburg Landing, starting at Congress Way and ending at Fort Sumter Way. All traffic will be moved to Phase I pavement while lanes traveling toward Heritage Crossing are repaired.

These streets will remain open to two-way traffic, but motorists will be required to yield to oncoming traffic in areas where new concrete slabs are being replaced. Cones and barricades will be used to mark areas under construction.

Recycle that bicycle in Lake Saint Louis The Lake Saint Louis Police Department is partnering with St. Louis BicycleWorks and the Lake Saint Louis Farmers and Artists Market to take those old bicycles off your hands.

The bike drive will take place on July 18 from 8 a.m. until noon at the Lake Saint Louis Farmers and Artists Market. The market is located at The Meadows at Lake Saint Louis shopping center at Meadows Circle Drive (near Highway 40 and Lake Saint Louis Blvd.)

A member of the police department’s bike patrol unit will be on hand to assist BicycleWorks with the collection of bicycles of any style and in any condition. In addition, bicycle parts will be accepted.

While medical experts initially questioned the benefit of masks at the onset of the COVID-19 pandemic, St.

Charles County Executive Steve Ehlmann says that since the CDC began recommending usage, the county’s Depart-

ment of Public Health has encouraged the use of masks.

“When it comes to masks, I have faith that the citizens of St. Charles County will do the right thing without government coercion,” Ehlmann said when learning that St. Louis City and St. Louis County are mandating the use of masks.

Ehlmann added, “I will continue to do everything I can to remind our citizens that, along with the freedom to decide, they have a responsibility to protect the health of others by wearing a mask.”

This approach is consistent with earlier decisions by the county executive. When other jurisdictions mandated the closure of businesses they deemed “nonessential,” Ehlmann chose to order residents to frequent only businesses they deemed essential. After they did that, nonessential businesses in St. Charles County closed voluntarily at the same rate they closed in other jurisdictions where government ordered them to.

When St. Charles County followed the governor’s plan to reopen in early May, Ehlmann again expressed faith that his constituents would be responsible with their new-found freedom, and local businesses would not open until they had done everything they could to ensure the safety of customers.

That is what happened, and coronavirus case continued to decline throughout May. Ehlmann pointed out that the growth of cases in the region began changing in April, when St. Charles, Jefferson

and Franklin counties began flattening the curve while cases continued to increase elsewhere. That trend continued while the nature of the pandemic changed in June. While cases are up, deaths are down.

The number of cases in the 20 to 40 age group has nearly tripled and Ehlmann stressed this age group most needs reminding about the need for a mask.

“It is proven that wearing a mask helps stop the spread,” he says, “and that message has been repeated over and over

again throughout the world.

It’s time for everyone to step up and take personal responsibility.”

Public Health Department Director Demetrius Cianci-Chapman emphasized it is more important than ever for everyone to get on board with wearing a mask.

“We are seeing a resurgence in some parts of the country, including in Missouri,” Cianci-Chapman says, “but it’s not too late to turn it around if everyone is cautious and mindful of others.”

Francis Howell buses earn Total Fleet Excellence Award The Missouri State Highway Patrol is responsible for conducting annual safety inspections of all school buses across the state. Representatives of the MSHP Motor Vehicle Inspection Section were in Francis Howell on June 17 and 18 to inspect the 191 buses in the FHSD transportation fleet. After a thorough inspection of all systems from bumper to bumper, 189 buses met all required standards for an initial passage rate of 99 percent. Two buses had minor issues that were repaired quickly, and every FHSD bus passed the final inspection.

These results mean the district has earned the Patrol’s Total Fleet Excellence Award, obtaining an approval rating of 90 percent or higher with no buses placed out-of-service. FHSD buses are now eligible to display the Total Fleet Excellence sticker in the lower corner of the first window on the passenger-entry side of the bus.

“The entire transportation team pulled together to facilitate a terrific system that allowed for a smooth and efficient day,” said Director of Transportation Jen Simpson. “I especially want to thank our Fleet Manager, Paul Scheibe, and our mechanics for a job well done. They spent countless hours inspecting, repairing and re-inspecting every vehicle.”

FHSD transports approximately 12,000 students every school day to 23 schools and programs over a 150 square mile area.

The district took transportation in-house for the 2019-20 school year after using First Student for contracted bus service for almost 20 years.

Photo courtesy Francis Howell School District The Francis Howell School District has earned the Missouri State Highway Patrol’s Total Fleet Excellence Award, obtaining an approval rating of 90 percent or higher with no buses placed out-of-service.

One of the objectives was to increase the safety of students with newer and well-maintained buses, and that goal was achieved. In 2019, the First Student buses used to transport FHSD students had an 87.8 percent approval rating with 15 defective buses and five buses out of service.

The Francis Howell bus fleet has many new features and safety upgrades, including a new digital radio system (and more dispatchers) to improve communication. Every bus has a minimum of three cameras for increased safety and security, and 50 buses are equipped with stop-arm cameras to capture images of any vehicle that passes a stopped bus. The majority of the fleet is now fueled by gas instead of diesel, meaning the fleet is quieter, more fuel-efficient, cheaper to operate, and much easier to start in cold weather.

Fort Zumwalt breaks ground on county’s first center committed to teachers’ professional development Work has begun on the construction of a first-of-its-kind facility in St. Charles County. Thanks to voter support of Prop 3, a no-tax-increase bond issue in 2018, Fort Zumwalt School District is constructing a 24,600-square-foot facility dedicated to the continuing education of the district’s teachers and staff.

Located just west of North High School on Tom Ginnever Boulevard in O’Fallon, the facility will feature a large meeting space for lectures, meetings and presentations. The space can also be easily divided into smaller meeting centers to host multiple training sessions and learning opportunities. The building will house the offices of the district’s Curriculum and Instruction Department, responsible for all programs from early childhood through high school, which includes curriculum development and curric-

ulum writing as well as for all teacher training.

“The strides that you have seen Fort Zumwalt make in student achievement and, in particular, in our state report card, are the direct result of the work our teachers have put in writing and implementing curriculum,” FZSD Superintendent Dr. Bernie DuBray says. “Their

commitment to learning new ways to teach has had a powerful impact on our students’ growth across the district. It’s exciting to think that, by July of next year, we will be able to support these efforts in this facility. We appreciate our communities continued support of our schools.”

Lutheran High School honors inductee LHS recently announced that Aaron Hill, Class of 2009, has been named the St. Charles County Male Athlete of the Year as a senior. He was a highly decorated three-sport athlete in his high school career, Hill attended the University of Minnesota, earning a football scholarship and being named to the Academic All-Big 10 Team, the NCAA Division I All-Academic All-American Team, and Team Defensive Captain in his senior season.

When he graduated from the University of Minnesota, Hill attained both a bachelor of science and masters of education in applied kinesiology and exercise science.

At 6’ 1”, he played a short time in the National Football league as a linebacker before becoming the Assistant Strength and Conditioning Coach at Vanderbilt University (2015-2019).

After his time at Vanderbilt, Hill joined the San Francisco 49’ers as Assistant Strength and Conditioning Coach.

Guernsey, 27, has played seven professional indoor soccer seasons with two seasons with the Tulsa Revolution (PASL and MASL) from 2013-15, three seasons with the Cedar Rapids Rampage (MASL) from 2015-18 and two seasons with the Baltimore Blast (MASL) from 2018-20. He has also played two seasons of outdoor soccer with the Cedar Rapids Rampage United (PLA).

He has compiled 31 goals and 19 assists in 113 career regular season games. His postseason experience include having appeared in two playoff games with Cedar Rapids during the 2017-18 season and four playoff games with Baltimore during the 2018-19 season.

Biggerstaff, who most recently worked with the baseball and men’s soccer programs at Lindenwood and has been on the athletic training staff since 1997 with his induction into the National Athletic Trainers’ Association Hall of Fame in 2010.

The National Athletic Trainers Association recognized him in 2001 as a Most Distinguished Athletic Trainer with his objective of developing the Athletic Training Education Program that he guided to full accreditation in 2003. A special award received was the National Athletic Trainers Service Award in 2017.

Ingredients: 10 wooden skewers water 2 medium zucchinis, cut into large chunks 2 medium bell peppers (any color),

cut nto large chunks 2 red onions, cut into large chunks 1 cup cherry tomatoes 10-12 ounces cooked shrimp, peeled,

olive oil

sea salt, to taste 1 lemon, juice only

Directions: In bowl, soak skewer sticks in water at least 10 minutes to prevent burning on grill). Preheat grill to medium-high heat.

Build skewers by alternating zucchinis, bell peppers, onions, tomatoes and shrimp, pushing ingredients closely together on each skewer. Brush each with olive oil and sprinkle with sea salt, to taste.

Cook skewers about 9 minutes, rotating every 3 minutes until veggies and shrimp are seared but not overcooked. Remove and place on large platter.

Drizzle with lemon juice and serve.

With theaters closed, streaming services fill the gap

Born and raised in South St. Louis, Steve Bryan is now based in Anaheim, California, and has been allowed access to movie and television sets to see actors and directors at work. Though his writing has taken him far from St. Louis, Steve is, at heart, still the same wide-eyed kid who spent countless hours watching classic movies at neighborhood theaters.

For the last few weeks, theater chains such as AMC and Regal Cinemas were on track to reopen in mid-July.

However, concerns over the increased number of COVID-19 cases and new government restrictions prompted theater owners to change their plans. The delayed openings of Christopher Nolan’s “Tenet,” Disney’s highly anticipated “Mulan” and “Wonder Woman 1984” factored into their decisions. Broadway shows also have been cancelled for the rest of the year.

Over the past few months, though, streaming services filled the void created by a lack of theatrical releases. The Walt Disney Studios made a bold move by acquiring the rights to a movie version of the hit Broadway show “Hamilton.” Streaming on Disney+ beginning July 3, Lin-Manuel Miranda’s take on the story of Alexander Hamilton became a Broadway sensation. The movie version is a recording of an actual theatrical performance.

Debuting in 2019, Disney+ draws upon decades of content from the Walt Disney archives as well as the Marvel Studios and Pixar divisions. For $6.99 per month, films such as “Avatar,” “Frozen II” and a wide variety of live-action movies from the Disney vaults can

Moore On Life Just when I think I’m all grown up and in charge the world starts treating me like a kid again.

I went to the grocery store and saw there are little taped X’s at the checkout telling me where I must stand. I do as I am instructed and stay very still. I feel I mustn’t move an inch either way out of my space or I’ll be in big trouble…maybe even get a time out.

Back in kindergarten we had spaces we weren’t supposed to move out of either. They were little carpet squares. We’d drag them from our cubbies and set them around our teacher. We were to stay put inside the square. Anyone breaking the rule was quickly ratted out by another student.

I was all in on being part of the secret police, which was sure to earn some praise from the teacher. Suddenly I saw sassy-mouthed Jenny Womack edging out of her square. My arm shot up like a Pop-Tart from a toaster. “Mrs. Thompkins, Mrs. Thompkins, Jenny’s out of her square!”

The teacher reprimanded Jenny with a warning.

I felt good inside and stuck my tongue out at her sideways so she could see and the teacher couldn’t.

After my minute of triumph, Mrs. Thompkins shot me the dreaded stink eye.

“Cindy, can you pay more attention to story time and less time monitoring everyone else’s behavior?

And keep that tongue in your mouth or you’ll get a time out!”

That pretty much ruined my aspirations for law enforcement.

So besides being told where to stand, I’m con-

stantly advised to wash my hands-like a toddler. The radio blares reminders; the TV is always harping about it and signs are posted everywhere pestering us about our hygiene practices. I only wish they had this much nagging back in kindergarten when Jenny Womack had her finger up her nose and then got to pass out her birthday cookies.

The list goes on: keep your hands to yourself; don’t touch your face or nose; keep a good distance from strangers; and no, you can’t go out and play…ever!

I guess this is our life today; a throwback to childhood.

I finally made my way up to the cashier and let the clerk know that the lady behind me had moved off of her X three times.

I was banished to the storage room for 15 minutes. Who knew the grocery store had a time out?
