The St. Charles’ German Sister City Chapter is championing the arrival of its sister city, Ludwigsburg, Germany, and its zither club, with three concerts.

The first will be on Aug. 26 at the Immanuel Lutheran Church in Washington that includes a free dinner at 5 p.m., prior to the concert kicking off at 7 p.m. On Aug. 27, the group will be at the Harmonie Verein (also known as the American Legion Post 262 and Grand Army of the Republic Hall) in Augusta. Food

trucks arrive at 5:30 p.m. with the concert at 6 p.m. The finale comes on Aug. 29 at the Foundry Art Centre in St. Charles at 6:30 p.m.

The zither is a jangly-sounding, stringed instrument consisting of many strings stretched across a thin, flat body. Zithers are played by strumming or plucking the strings, either with the fingers or a pick. The zither is also known for its sound in the Academy Award-winning movie, “The Third Man.” It remains in use by a relatively small number of contemporary musicians but the Ludwigsburg group brings film music into life, taking listeners back to the 1960s along with an apropos, “Summer, Sun and Sausages.”

The St. Charles Chapter is welcoming and housing 19 members of the Ludwigsburg Zither club, that is celebrating its 100 anniversary. Currently, the zither club has 35 active players, with a total club membership of 100.

This tour to America brings sixteen zithers, one guitar, a dulcimer, and the conductor. The concerts are free, open to all while a free-will donation would be appreciated.

The St. Charles Sister City Program was incorporated in 1994. Ludwigsburg, Germany is comparable in size to St. Charles and located near a larger city, Stuttgart, which is a Sister City to St. Louis, and also across the See ‘GERMANY’ page 2

Joe Daues has been the heart and soul of the chapter, serving 17 years as president before passing the reigns over to Mary Johnson. The Sister City relationship between St. Charles and Ludwigsburg are one of the longest sustaining in the country.

The St. Charles Sister City Program has shepherded an estimated 2,000 students (from St. Charles High, St. Charles West, Orchard Farm, and St. Charles Lutheran) between the two cities since the mid-1990s. It has about 100 in-active and 40-50 active members, according to Daues.

The group has managed to be all self-funded, paying for the visits through donations and fundraising. What the St. Charles Chapter could really use is a younger version of Daues.

The chapter has yet to see many of those who have benefited from it, return to the favor.

“We have opened the eyes of a lot of students to the world,” Daues said. “We could use them to come back to help. It’s looking dark. We could use young ideas, young blood, in order to do things differently. We would love to do something like a firefighter exchange or a nurse exchange.”

Francis Howell School District gears up for a busy school year

By Dr. Mary Hendricks-Harris It’s been a busy summer in Francis Howell. We’ve just wrapped up our biggest summer school program ever, with 3,750 students participating in 14 different programs across the district. We’ve also welcomed back almost 17,000 students when the new school year started on Aug. 8.

There are a couple of big changes for this school year, with the biggest being bus transportation. It’s been more than 20 years since our buses said “Francis Howell” on the side, and we’re excited about the transition to in-house transportation. We’re also confident that the change will not cost more money but will improve safety and customer service.

Student enrollment at both Fairmount

and Warren Elementary is over capacity, so the district has implemented “soft boundary” changes this year that will allow students to stay in their current elementary school until they finish. These soft boundary changes will also affect Central, John Weldon and Independence Elementary attendance areas. You can find more information and new attendance area maps on the district website.

The District Facilities Committee will be using the new Comprehensive Facilities Master Plan to create a framework of facilities development for existing and potentially new schools in the district. The intent is to take this plan to our stakeholders soon to get their input. The average building in FHSD is now more

FEMA offers grants to flood victims

Busch Shooting Range offers effective wingshooting class Aug. 27

The Federal Emergency Management Agency (FEMA) is responding at the request of the state to assist renters and homeowners in assist homeowners and renters for those who have been affected by the recent flooding.

FEMA is a United States Department of homeland security, whose mission is to help people before, during and after disasters.

This response is a grant that homeowners and renters can apply for. These grants are to help with temporary rental assistance, basic home repairs and other needs not covered by insurance (i.e. replacing personal property that was damaged or destroyed).

There are a few specifications for individuals to qualify: the grant must be for their primary household, they must be residents of St. Charles, Lincoln or Pike County and it is only for damages that occurred from flooding and severe storms between April 29 and July 5.

FEMA has already received an influx of requests.

In St. Charles county alone, FEMA has approved $900,024 in grants to 216 households. State wide FEMA has supplied 316 million dollars in grants helping 800 households.

Those who have damages and serious needs can call FEMA directly at 800-621-3362 between 7a.m. to 10 p.m. every day or visit DisasterAssistance. gov.

The Missouri Department of Conservation (MDC) has a new regulation that now requires hunters to use non-toxic ammunition while hunting for doves and other game species on many conservation areas. The U.S. Fish and Wildlife Service requires the use of non-toxic ammo on waterfowl hunting areas as well.

To help migratory and upland bird hunters improve their hunting skills using non-toxic ammunition, MDC is offering an effective wingshooting class Aug. 27 from 5 – 9 p.m. It will be held at the August A. Busch Shooting Range and Outdoor Education Center in Defiance.

This basic program includes an introduction to wingshooting fundamentals, non-toxic ammo selection for hunting, shotgun patterning, and distance estimation.

Participants will have the chance to practice shooting skills and technique. MDC will provide firearms, ammunition, and safety equipment at no charge. Participants can also bring and use their own shotgun and choke approved for use with nontoxic ammunition.

The effective wingshooting class is free; however, advanced online registration is required at https://tinyurl.com/yyl7wc97. The class is open to ages 11 and up, however participants under 16 must be accompanied by an adult.

After the flood

Life is never boring in a river town. While most of us enjoy a trip to the riverside to throw a baited hook into the swirling deep, others rely on the water. To them, the river is something more than a source of recreation; it is their life. As men who work on barges can attest, the tension of navigating shallow waters can be treacherous, but those who live in tandem with streams know too well what it means to content with a flood.

Floods rob us of our sense of security. One moment we are safe on a sturdy bank, content to splash our toes in resplendent water. The next, we can’t grasp our footing as the swell of the angry flow threatens to suck us in.

When a home or business owner learns the levee near their abode has breached, their emotions crest faster than the water. As they race to save their possessions they know material things rank lower the lives of loved ones, but they still mourn when the river takes it all.

What some people don’t know is that land near rivers – often called “bottomland” – is some of the best soil a

If your O’Fallon-based nonprofit is looking for a unique fundraiser, the city of O’Fallon has a few openings for 501c3 organizations to create holiday scenes to be displayed as part of the annual Celebration of Lights in Fort Zumwalt Park.

Participating organizations must commit to maintaining their display, help staff the gates two-to-three nights, and be present at their display during the Old-Fashioned Holiday Stroll for pedestrians on Dec. 9 and 10 (no vehicles will be allowed on these nights). In return, the organizations will be compensated for their time working the gate and have a sign displaying the group’s name at the site.

O’Fallon’s 2019 Celebration of Lights will open at 6 p.m. on Nov. 29 (the day after Thanksgiving) and continue nightly through Dec. 29, except for Christmas, Dec. 25.

farmer can wish for. The loam is a rich mixture of clay, sand and silt that has been deposited by floods over the years. While farmers don’t necessarily like floods and the mess they create, there is no arguing that they grow some of their best crops after the waters recede.

I walked down Elm Point Road after the levee broke earlier this summer. My dogs stepped onto the misplaced beach and I took note of the floating john boat that was tied to a nearby tree. Several boys rode by on bikes with fishing poles while I considered the waves crashing over the white line that was supposed to direct cars, not marine transportation. I had never looked at water and thought it unholy, but the sight of those ruined fields broke my heart.

When the water receded a few weeks later, I realized it was possible for life to go back to normal. Still, the ground was different. Not only had the flood left behind a fresh layer of silt, it was now teeming with life. The waters that caused my heart to ache also facilitated the

birth of a myriad of wonderful creatures, not the least of which included an abundance of joyful amphibians.

We will always encounter “floods” in life, be they familial, employment related or actual water invading our homes. How we respond to them is important. It is right to grieve what was, but don’t overlook the sprigs of new growth. Also, invest in seeds so you may weep with joy when you reap a bountiful harvest. Eagle Scout builds Little Free Library in Wentzville at The Child Center, Inc. The Child Center, Inc. in Wentzville now has a Little Free Library, thanks to resident Rylan Hillyer, who made this endeavor his Eagle Scout Service Project.

Rylan is a senior at Timberland High School and has been in the Boy Scouts for 12 years.

Since he was in first grade, he has made it his goal to obtain the rank of Eagle Scout. To become an Eagle Scout you have to earn a minimum of 21 badges and do a community service project. After seeing Little Free Libraries in other communities, he thought it would be nice to bring one to Wentzville.

“Research shows that if kids read 20 minutes a day they will score 90 percent better on standardized tests and increase their vocabulary by 1,800,000 words per year! Having a Free Little Library located at The Child Center is a nice way to support the kids that are coming to the Center and a way for me to give back to my community and hopefully make it a better place,”

The Wentzville School District Board of Education has approved the hiring of Richard Angevine as Chief Financial Officer for the 2019-20 school year, replacing Pam Frazier who has taken a new position in the Webster Groves School District.

Angevine holds a Bachelor of Science in Business Administration and a Master’s in Business Administration from Southern Illinois University – Edwardsville. He is a Certified Public Accountant and currently serves as the Chief Financial Officer for a regional law firm. Previously, he has worked in financial roles for Anheuser-Busch, SeaWorld and the Missouri Botanical Garden. He has also worked as an adjunct instructor for 21 years at Maryville University where he teaches advanced undergraduate and MBA accounting courses and helps students prepare for the CPA exam. Angevine is a member of multiple professional organizations, including the Missouri Society of CPAs and Financial Executives International and in 2014 he was nominated for St. Louis CFO of the Year.

Liberty High School senior Aminhan Lobster was named the State Governor of Missouri Girls State at this summer’s conference, held at the University of Central Missouri in Warrensburg from June 24-30. As governor, Lobster will be the Girls State “official head of state,” and participate in various Missouri Girls State activities – including presiding over all of next year’s sessions.

This is the second consecutive year that a Liberty High School student was elected as Missouri Girls or Boys State governor; last year Albert Edney was elected State Governor at Missouri Boys State. Girls and Boys State participants are selected based on their leadership abilities, interest in government, service to others and academics, so her election by these citizens of Girls State 2019 was quite a compliment.

This isn’t the first time Lobster has been elected to a position such as this. She was selected as the Missouri-Arkansas (MoArk) Key Club Division 5 Lieutenant Governor for the 2018-19 school year. For Key Club, Lobster is the key communications

and public relations person, responsible for sharing news, correspondence, and promoting events. Lobster is interested in studying English and anthropology after graduation, and hopes to pursue a career in law.

Jackie Dunn, Missouri Girls State Legislative Coordinator and American Legion Auxiliary member, said, “From day one, Aminhan’s enthusiasm and leadership were very apparent.

She quickly had the support of citizens who worked hard and campaigned for her wholeheartedly.”

After her inauguration on the penultimate session of the week, she presided over the closing morning assembly. Her duties will include addressing the American Legion Auxiliary Convention in July in St. Louis County, and she will be asked to participate in St. Louis Metro briefings in 2020, preparing next session’s delegates with information. At Missouri Girls State 2020, Governor Lobster will preside over the entire week’s session, serve as chair of all assemblies, and fulfill any other responsibilities as directed.

Cuivre River Electric Cooperative officially breaks ground for new headquarters facility

Construction on the new Cuivre River Electric Cooperative headquarters facility officially kicked off with a groundbreaking ceremony held on June 26 at the co-op’s current headquarters, 1112 E. Cherry Street in Troy. The new building is being constructed on the same site, to be situated on what is currently the employee parking lot.

“It was important to the board that our headquarters remain in Troy,” General Manager/CEO Doug Tracy said. “And building on our current site rather than buying land somewhere else is a cost savings, which is also something that the board is mindful of; making sure we continue to be good stewards of our members’ money,” he said.

Following an extensive evaluation of the co-op’s current facility in Troy by Cooperative Building Solutions (CBS), the board reviewed the study’s results, which concluded that the existing building would need a great deal of updating, to accommodate both growing functionality needs as well as correcting safety concerns.

“Alleviating chronic issues related to an aging structure would have meant a good number of costly repairs,” Tracy said. “The building is close to reaching the end of its useful life, and in this case, it is actually more cost-efficient to construct a new building than to keep ‘band-aiding’ the existing one,” he said. “Providing a safe environment for members and employees is of the utmost importance.”

Approved by the board in August 2018, the $19 million project will not impact members’ rates in any way, Tracy said, nor will it affect the capital credits that CREC returns to members annually.

“Like any co-op asset, such as new electric poles or a transformer, the building is a long-lasting investment,” he said. “Because we serve a growing dynamic area, one of the benefits is revenue from that growth, which can offset some of the co-op’s financing needs. And with a new, more energy efficient building, we’ll gain some savings in functional expenses.”

CREC is the largest and fastest growing co-op in the state, and with that growth comes the need for additional equipment, along with space for it, according to Tracy.

“Simply put, we are running out of room in our existing facility,” he said.

Construction of the building is expected to last 17-18 months, with an anticipated move-in date sometime in the fall of 2020.

CREC is committed to keeping members informed of progress.

“Any changes to accessing our current headquarters during construction will be communicated,” Tracy said. “We want to ensure that members can still stop by the building to sign up, pay a bill or talk with someone about their service/account if they need to.”

Stanley Cup winners get new facility to practice in Maryland Heights The Centene Community Ice Center (CCIC) is located at 750 Casino Center Drive (near Hollywood Casino) with the 277,000 square feet facility featuring four ice rinks for all ice sports, a strength and conditioning center and skills development areas.

The center includes spaces for public skating, training and special events for athletes of all abilities. The facility will be the official practice home of the 2018/2019 Stanley Cup Winner St. Louis Blues National Hockey League team.

In addition to the hockey development facilities, an event center with 2,500 seats will support local university and other ice sport programs. A covered outdoor rink will offer an inviting atmosphere for the general public to skate in the winter months and enjoy community events like concerts, festivals, and markets in the warmer months.

The facility’s community grand opening celebration is set for Sept. 7 from 10 a.m. to 11:30 p.m. The ribbon cutting ceremony will begin at 11 a.m. followed by an entire day and evening of activities.

Ingredients 16 ounces rotini pasta 6 mini sweet peppers, sliced 3 mandarin oranges, peeled and segmented 3 green onions, sliced 2 cups baby spinach, chopped 1/2 cup matchstick carrots 1/2 cup sesame ginger dressing 1/4 cup chow mein noodles

1 kiwi, peeled and sliced 1/2 cup steamed edamame Directions: Cook pasta according to package directions.

Drain and rinse with cool water.

In large bowl, mix pasta, peppers, oranges, green onions, spinach, carrots and dressing. Toss to coat well. Top with chow mein noodles.

The DCU has enjoyed great success with the solo “Wonder Woman” and “Aquaman” films, so this franchise actor is on track to help make “The Batman” a hit.

Crossword: Back to School

‘Yeggs’ is a comic series about Robert and Bill, two rabbits who have opened their own egg franchise in the Midwest (St. Louis area). We follow their day to day lives, watching as they go about the hectic task of preparing for their one big day every year. Along the way they have adventures filled with fun, comic doings and pathos.

Moore On Life It says on the calendar that as a world we must come together and devote our time, energy and resources to pay homage to the most worthy and deserving in our society. Of course, it’s International Cat Day. “Hey kitties,” I yell at my two fur wads.

“It’s International Cat Day!” The skinny one awoke from its hourly slumber and said, (Yes, my cats can talk; can’t they all?) “Will there be a big parade where all of the dogs on earth bow and toss bouquets of catnip as we go by on our golden tufted thrones?”

“No,” I say, “But you did get a big mention in Wikipedia.”

The fat one lifted his head up from licking himself and balked in disgust then said, “Hmmph.

When it’s rightly deemed Intergalactic Cat Day, give me a nudge otherwise rub my underbelly and bring me more kibble. Oh, and do make sure it’s fishy-flavored kibble and that there are no leftover beef-flavored ones lingering about because, not only is it International Cat Day, it’s also Thursday – salmon day.”

Years ago when I saved these abandoned strays, I thought I’d be bringing in two grateful orphans whose remaining days would be spent repaying their rescuer with undying gratitude. Not so much.

I carried the sassy beasts into their new home.

They took a brief look around then turned to me and said, “It’s sufficient for our needs. You may stay, but only on trial basis. Keep the noise to a minimum and make sure breakfast is served

promptly at eight… with a smile.”

From then on it’s been like walking on egg shells. I always have to watch my words.

“Here babies, I brought you some nice leftover prime rib in a doggy bag.”

“A doggy-what?!” the fat one cried, “I’d rather slurp up the hairball I just hacked on the carpet!”

Then there was the time I tried to teach them to stop scratching on the furniture. I just completed their training and said, “Good boys. I guess you really can teach old dogs new tricks.”

They both hissed at me then clawed up my new throw pillows.

“That does it!” I yelled. “You’re both in the doghouse!”

My husband’s favorite recliner turned into a pile of shredded bird-nesting material.

I would have stopped them, but I had to run to the store. It was Thursday – salmon day.
