11th Judicial Circuit Treatment Court in St. Charles County marked 20 years of success in helping those with substance use disorders avoid prison By Brett Auten For two decades, the St. Charles County Treatment Court has been changing lives, and the community, for the better. Last month, the 11th Judicial Circuit Treatment Court celebrated 20 years of providing a critical component of criminal justice reform. This judicially-supervised program is designed to help individuals with substance use disorders stay in the community while they get necessary treatment and continue to support their families.
Since the treatment court began in August 2000, the program has successfully graduated 1,628 individuals with 11 more scheduled to graduate at the end of this month. The recidivism rate is just six percent and 40 babies have been born drug-free to participants in the program. Also, participants have performed 155,608 hours of community service since its inception. St. Charles County Treatment Court is a tough, rigorous program that has evolved over the years. “The perception of treatment court has
changed tremendously, even within the law enforcement community,” Julie Seymore, the Treatment Court Administrator for St. Charles County, said. “It is a hard program and most would rather go to prison. They say it’s either too hard and they are not in the right place or they are just not ready to give it up.” The criteria to stay in the program is filled with accountabilities.
