Community banks have great success at getting small businesses enrolled in the Paycheck Protection Program

By Brett Auten During the recent economic downturn, small businesses dotted throughout St. Charles County were struggling to hold things together.

Due to lifestyle changes and government restrictions during – and continuing – through the COVID-19 pandemic, the future of some small businesses are like a goldfish gasping for air.

Some comfort came earlier this year in the

form of the Paycheck Protection Program (PPP) that provided small businesses with funds to pay up to 24 weeks of payroll costs including benefits. Those funds could also be used to pay interest on mortgages, rent and utilities.

In the program’s first weeks, the country’s larger banks were criticized for slow processing and accused of favoritism toward their larger customers. But smaller banks continued to put in overtime.

A community bank with 85 years’ worth of

heritage on its dossier, Peoples Savings Bank is one such approved lender for the Paycheck Protection Program.

“A lot of people knew about the loans so it was all-hands-on-deck for us,” Jordan Lampkin, assistant vice president and loan officer at Peoples Savings Bank, said. “It was a very fast-paced, volatile experience. Everyone was extremely anxious during that first round.”

“Our numbers are small business, with an average of 10 employees,” Lampkin said.

“We really went after helping the mom and pop stores.”

“It is always important to have a relationship with your banker,” Michelle Ruediger, a People’s Credit Analyst, said. “You never know when a community bank can help you through tough times or get you the answers you need.”

Last week, the Small Business Administra-

tion announced that it will begin forgiving loans granted to small-business owners under the Paycheck Protection Program.

The government expects to approve and pay forgiveness requests by late this week or early next, a Treasury spokesperson said.

The applications are generally expected to be approved quickly, with the exception of loans above $2 million that will get added scrutiny.

Since it launched an online portal for loan forgiveness in early August, the Small Business Administration has received more than 96,000 applications from businesses seeking to have their loans forgiven – but none had yet been approved.

Peoples Savings Bank was established in 1935 in Rhineland and has locations in Hermann, Rhineland, New Florence, Mont-

gomery City, New Haven, New Melle, and WingHaven.

Nationally, while there has been brighter skies as some small businesses have bounced back, others are sweating it out. According to a late August survey by the National Federation of Independent Business, one in five small businesses said they would have to close shop if conditions don’t improve in six months. And 84 percent of PPP borrowers it surveyed said they have now used the entirety of loans they received earlier, and 44-percent said they would apply or reapply for a second PPP loan if one becomes available. According to Yelp Inc., as of Aug. 31, 163,735 U.S. businesses on its review website have closed since March 1, a 23 percent increase from July 10. Some 60 percent of those businesses have closed permanently.

These volunteer events are perfect for organizations seeking to give back to the community and individuals needing to fulfill community service hours.

Park staff and members of Gateway Off-Road Cyclists (GORC) will lead the projects and show volunteers how to build and maintain sustainable natural-surfaced trails as they assist in extending the county’s 62-mile trail system. Participants should bring a pair of gloves, sturdy boots, and safety glasses.

Safely dispose unused prescription drugs for free at National Rx Take Back Event Do you have any expired or unneeded prescription medications in your home? You can safely dispose of them free of charge, no questions asked, at the National Rx Take Back Event.

The event is from 10 a.m. to 2 p.m. Oct. 24 at the St. Peters Justice Center. The Justice Center is located at 1020 Grand Teton Drive, at the corner of Suemandy Drive near Mid Rivers Mall. Police cannot accept any medications before or after the event, so make sure to drop off your prescription drugs between 10 a.m. and 2 p.m.

All prescription medications will be accepted with no questions asked. To remain anonymous, remove identifying information from container labels before disposal. Tightly seal caps on liquid products, such as cough syrup.

The program is only for prescription drugs; no over-thecounter medications will be accepted. Intravenous solutions, injectables and needles, and illegal substances such as marijuana or methamphetamine are not part of this program.

This free event is open to the public and sponsored by the St. Peters Police Department and the U.S. Department of Justice Drug Enforcement Agency.

The St. Peters Police Department participates in this event because unused prescription medications are a risk to public health and safety, and are a potential source of illegal use.

Safely disposing unused medications eliminates the possibility of the drugs falling into the wrong hands and causing harm.

Kathryn Linnemann Branch Library closed for repairs On May 17, during a heavy rainstorm, ten inches of water breached the Kathryn Linnemann Branch Library in St. Charles. As a result, flooring, furniture, and shelving suffered extensive damage. When repairs began, crews uncovered structural damage to the walls, floors, and foundation that were unrelated to the flood. The library engaged an engineer to assess the situation and provide recommendations for keeping the branch structurally sound. Based on those findings, the building and grounds are now undergoing extensive renovations to make the area safe for visitors again. The library facilities team is working to coordinate construction and create a timeline for reopening.

While the Kathryn Linnemann Branch is under repair, the library has created partnerships with area schools that will allow the community to continue using library materials and services.

Library Director Jason Kuhl explains, “Our school-library partnerships provide increased access to library materials in locations that are convenient to nearby neighborhoods and available during the hours that customers need them most.”

Duchesne High School Library-Computer Center The library has adopted the Duchesne High School Library-Computer Center as a temporary curbside service option for Kathryn Linnemann customers. The center, located directly across the street

from the Kathryn Linnemann Branch, will serve as a temporary library location for materials returns and curbside services. Customers can place items on hold online and pick them up without leaving their vehicles during these hours of operation: Monday through Thursday, 4 - 8 p.m.; Saturday 11 a.m. - 5 p.m. and Sunday 1 - 5 p.m.

Orchard Farm Branch A new St. Charles City-County Library branch located inside of Orchard Farm Elementary School is now available for curbside services and materials returns. Customers can place holds online and pick them up during hours that students are not at school: Tuesdays and Thursdays, 4 – 8 p.m. and Sundays, 1 – 5 p.m. The library has plans to offer a collection of materials for browsing and checkout, access to public computers, printing services, and classes for all ages at this new location in the future.

In addition to curbside services at these nearby locations, Kathryn Linnemann Branch customers can also utilize any other St. Charles City-County Library branch to browse a collection of books, music, and movies, as well as access public computers, and find in-person staff assistance.

Pet foster families needed: COVID-19 increases demand for loving homes COVID-19 has not only had an effect on human lives, but on our four-legged friends as well. At the St. Charles County Pet Adoption Center in St. Peters, making adjustments for the pandemic has resulted in some positive news.

“Because of COVID, we’re doing things differently,” explains Katie Willis, Director of the St. Charles County Department of Public Health’s Division of Humane Services. “We follow social distancing guidelines for the pets in our care, and that means we have less space in our kennels. Pet fostering is needed to accommodate that change, and we’ve found that expanding this program is creating better outcomes for pet adoptions.”

Willis said pet fostering allows staff to learn more about the needs and habits of animals up for adoption from their foster families. The foster parents can determine which pets are good with children, how they get along with other animals, if they are active or more reserved and more — all information that is beneficial to someone looking for a pet.

The COVID-19 pandemic has gener-

ated a growth in the facility’s already robust pet foster program, and St. Charles County seeks additional families interested in joining this valuable volunteer program. With an increased number of foster families, the Division of Humane Services can care for more animals than what otherwise would be limited by the capacity of the shelter.

“We have always had great volunteer support for our pet foster program,” Willis says, “but with families spending more time at home during COVID-19, there has been increased interest in helping animals. What’s great about fostering is that shy or scared dogs or cats, who typically may not thrive in the shelter environment, are able to spend quality time with their foster parents. In the quiet comfort of a family home, these animals can show off their special traits, learn social and behavioral clues and develop into the perfect pet for someone who may not have noticed them otherwise.”

The growth in the foster program has led to a few “failures” this year, and that thrills Humane Services staff. When a

foster pet creates a special bond and the family chooses to adopt that dog or cat, it creates a scenario affectionately termed a Foster Fail. Foster families have been able spend more time interacting with their animals due to the pandemic, and more of them have chosen to welcome their foster pets into their forever homes. This has resulted in nearly 100 foster fails in St. Charles County this year.

In a typical year, the division places approximately 700 animals with foster parents, but already this year, nearly 1,000 dogs, cats, birds, reptiles and livestock have spent time in foster homes thanks to more volunteers. Whether the animal needs time to grow or a few weeks to recover, foster parents prepare animals for their future adoptive families and offer some one-on-one TLC. St. Charles County helps those families by providing food and care supplies, veterinary treatment, most medications, 24-hour support and other items.

– George Michael I watched the woman in the seat next to me scroll through images on her phone. Pants. Blouses. Purses. Her eyes were transfixed. The models in the images had perfectly coifed hair and lips that whispered, “Don’t you want me, baby?” And the truth is, we do. We want all of it. And we will gladly plunk down our hard-earned dollars to get it.

But what exactly is it that we want?

We had just finished a mile and a half hike, and I wanted to record our efforts for posterity. I lifted my camera phone and pointed it at my friend. She promptly put on a pair of sunglasses.

I said, “Hey, I can’t see your face.”

She said, “That’s the point. I’m not wearing any makeup.”

“C’mon.” I said. “Take them off. I want to remember this moment.” But she refused.

I was perplexed. Why was she concerned about her appearance? She has a flawless complexion. I couldn’t help but wonder why many of us feel inferior without cosmetics.

One of the perks of working at home during the pandemic has been my make-up free lifestyle. I love it! No poking myself in the eye with mascara or eyeliner. No oily foundation on my fingers. No make-up removal routine at the end of the day. In fact, so pleased have I been about this perk that I considered never wearing makeup again. That is, until a co-worker asked me on a recent video conference if I “had a black eye.”

I was stunned. Are the circles under my eyes really that prominent? Suddenly, I questioned my whole peaceful narrative over one innocuous

When did our worth become so dependent on our presentability? Why does our hair or lack of hair dictate our desirability? How does our body mass index specify our personal reliability? Aren’t we all people who have innate value? Sometimes it feels like the entire media world is selling something by telling us we are “less than” or “need more of ” something. It’s almost as if we have a “satisfaction index” that is foundering, and they want us to believe they can fix us.

But can they?

We are more depressed, more anxious and less financially stable than any previous generation in America. Suicide is one of the largest killers of people. “Pretty” doesn’t make us happy any more than money, status or power. Maybe its time to stop looking for satisfaction in the things people want us to buy and start building better relationships with people instead.

Mae West once famously said, “A man is more interested in a woman who is interested in him than one who has great legs.”

St. Charles County emergency communications professional selected for Public Safety Trainer of the Year Award Brian Garms, Training and Quality Assurance Officer for the St. Charles County Emergency Communications Department, was selected for the 2020 Trainer of the Year Award by NICE Public Safety.

Garms was honored as part of NICE’s annual Public Safety Answering Point (PSAP)’s Finest Awards. Winners are selected by a panel of volunteer judges from the public safety community who evaluated nominees based on accomplishments, skills, knowledge and dedication. Recipients will be recognized on a date to be determined in a special virtual awards presentation on NICE’s social media.

“I am grateful to be part of a department and public safety community that recognizes the care and effort involved with our profession,” Garms says.

“It’s a reflection of the support I receive from the department as a whole and the teamwork it takes to ensure dispatchers, first responders and citizens can connect safely in emergencies.”

Garms started working with St. Charles County in January 2014 as a fire and EMS dispatcher before switching to his role as Training and Quality Assurance Officer in 2018.

His duties include planning and teaching police, fire and EMS Dispatch Academies;

training new hires; coordinating continuing education; and updating evaluation methods, presentations and training manuals. Garms assists with policy and procedure development and organizing training related to software updates.

In addition to instructor and quality assurance certifications, Garms is certified as an Emergency Number Professional (ENP) and in the Center Manager Certification Program (CMCP).

“Brian is certainly an asset to our department and the dispatch field,” says Jeff Smith, Director of St. Charles County Emergency Communications.

“This recognition showcases his dedication to his work and to sharing his expertise with others.”

Emergency Communications provides dispatching services for all fire and EMS agencies within St. Charles County, the St. Charles County Police Department, and the St. Charles County Sheriff ’s Department, and serves the community as one of six dispatching centers and 911 answering points located in the county.

Earlier in 2020, Emergency Communications was awarded Public Safety Communications Accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA). It is only the third

City of O’Fallon launches Small Business Resiliency and Retention Fund for businesses impacted by COVID-19 The city of O’Fallon is now offering grants for small businesses located within the city limits that are adversely affected by the COVID-19 pandemic. These funds are available as part of the U.S. Department of Housing & Urban Development’s Community Development Block Grant portion of the Coronavirus Aid, Relief, and Economic Security (CARES) Act federal stimulus package. The funds are available to O’Fallon’s small businesses with seven to 50 employees.

The city’s Public Assistance Office will offer financial support in the form

of a grant for qualified small businesses that are working to prepare for, prevent and/or respond to COVID-19. The program is intended as an infusion of funds to assist businesses in remaining in operation and retaining employees by providing funding for certain essential expenses.

“We know this year has presented our local businesses with unprecedented challenges, and our businesses have done an amazing job of continuing to make modifications and deal with the situation presented by COVID-19,” said Bill Hennessy, Mayor. “By offering

this program, we hope that we can give our businesses a boost and help them continue to fight through these next few months and protect the jobs that keep our residents working.”

The program will offer up to $10,000 to a qualifying small business applicant to help cover such business expenses including, but not limited to, employee wages, inventory costs, vendor and utility bills, and rent/mortgage. The relief is targeted specifically to help small businesses with a physical commercial location within the City. Funds cannot be used if business interruption

insurance or other federal COVID assistance programs have been accepted and/or used for the requested purpose.

Applications will be accepted until Oct. 16, at which point, the city’s review process will begin. Applications will be scored based on a matrix, and funds will be awarded accordingly. If funds remain available after the initial round of funding, a second round of applications may be considered. Lincoln Elementary recipient of 2020 National Blue Ribbon Schools award by U.S. Dept. of Education Lincoln Elementary in the City of St. Charles School District has been recognized as a 2020 National Blue Ribbon Schools award winner by the U.S. Department of Education. The announcement was made Sept. 24 by U.S. Secretary of Education Betsy DeVos in a ceremony that was live streamed on the Department’s social media pages.

This is the first time a school from the City of St. Charles School District has been named as a National Blue Ribbon Schools award winner.

“It’s truly a great honor to have Lincoln Elementary awarded the 2020 National Blue Ribbon,” said Dr. Jason Se-

frit, Superintendent of Schools for the City of St. Charles School District. “The Lincoln staff have done an outstanding job for a long time now and it’s great to see them earn the recognition they deserve.”

Schools can be nominated for the National Blue Ribbon Schools award in one of two categories: exemplary high performance school and exemplary improving school. Lincoln was nominated as an exemplary high performance school.

“Being awarded the 2020 National Blue Ribbon means a great deal to our school community,” Williams said. “Be-

ing selected in the area of exemplary high performance means we are in the top 15 percent of the country. Everything we do is to set our students up for success and to be recognized with this award is affirming and a great compliment to our team.”

Lincoln Elementary is just one of seven schools in the state of Missouri that was awarded the National Blue Ribbon Schools award. In total, 367 schools across the country earned this distinction. To honor these schools, the 2020 National Blue Ribbon Schools Award Ceremony will be held virtually Nov. 12 and 13.

The Wentzville School District officially opened the doors to Journey Elementary School, the district’s 13th elementary school, with a socially-distanced ribbon cutting ceremony on Aug. 19. The new building is nearly 105,000 square feet and it is one of the largest elementary schools built in the history of the WSD. The WSD has been the fastest growing school district in Missouri for the past two decades and now has over 17,300 students. During that same time period, the district has built 12 new schools and a new transportation facility.

Journey Elementary welcomed students for the first time on Aug. 24. The school is located at 2000 Interstate Drive in Wentzville and has 625 students enrolled both in person and virtually. It was built with funds from Proposition E, which was passed by WSD voters in April, 2018.

The WSD has saved over $1.3 million by utilizing the same blueprint for its elementary buildings since 2005.

“That doesn’t mean we aren’t tweaking things with each new school,” said Superintendent Dr. Curtis Cain. “When designing Journey, we considered all of our other elementary schools and incorporated the best qualities while also including the latest design features to enhance student learning.”

Lincoln Elementary went through an evaluation process that started back in February when they were nominated for the National Blue Ribbon award.

While the process has been long, receiving the award is validation of how special a school Lincoln Elementary is to the St. Charles community.

“Lincoln is a special place and the amount of love, care and belief that our staff has for each student is special,” Williams said. “You can feel it when you enter the building, you can see it in our students’ and staff behavior and you can see it in our results.”

The Wentzville Community Historical Society will be hosting its Third Annual Cemetery Tour from 1 p.m. to 4 p.m. at the Linn and South Linn Cemeteries.

Members of the Historical Society will portray and tell the stories of ten people buried in the cemeteries. In addition, there will be a few “dowsing” stations to see if you can locate a hidden object.

Tickets are $10 and can be purchased at Ellbee’s and Ehll’s Western Auto. Tickets will also be available the day of the event at the cemetery. Children under 15 are free.

Get ready for some indoor soccer The Major Arena Soccer League (MASL) has provided an October update on the status of soccer for the St. Louis Ambush who play in the Major Arena Soccer League with home games at the Family Arena in St. Charles.

The current COVID-19 pandemic has caused unprecedented difficulties and interruptions for nearly every professional sports league, and the MASL is no exception. As the calendar begins to turn towards the fall and the expected start of MASL activities, Commissioner Joshua Schaub has provided an update on the status of the 20202021 season.

“We have seen a desire from our member teams, and especially our fans, for a return of arena soccer this season. In that spirit, we are working hard to put together plans for teams to play and to award the Ron Newman Cup in the spring.”

Currently, the Monterrey Flash and Soles de Sonora have applied and been granted a sabbatical for the 2020-2021 season. All remaining teams have expressed a desire to play, although it is unclear if some teams will be forced to sit out due to factors outside of their control. However, the league’s priority will be ensuring the safety of fans, players, and staff at all venues. Secondly, the league has to adhere to the many different guidelines and recommendations of the municipalities in which the teams play.

The MASL is currently looking at several options, with the target of playing as soon as Dec. 31. That date, the teams who participate and the format of the upcoming season are all subject to change as discussions continue. The league continues to work with all teams on a blueprint for play while keeping in mind various contingency plans to follow any changes in local and regional regulations.

They are still in negotiations to decide what arena they will play so that will be determined shortly. They currently have several players in line to take the field that have experience in the AFL and NFL that are ready to compete when life settles down.

Beef Meatballs with Garlic and Herbs

Fill in the blank squares in the grid, making sure that every row, column and 3-by-3 box includes all the digits 1 through 9.

Prep time: 15 minutes | Cook time: 25 minutes | Servings: 4 Ingredients: Beef Meatballs: Oil 1 pound ground beef 1 cup fresh white breadcrumbs 3 cloves garlic, crushed 1 egg, lightly beaten 3 tablespoons milk 1 1/2 teaspoons Worcestershire sauce 1 teaspoon dried mixed herbs, such as parsley, thyme and oregano salt, to taste pepper, to taste

Directions: To make beef meatballs:

Preheat oven to 425 F. Lightly oil deep baking dish or skillet.

Mix beef, breadcrumbs, garlic, egg, milk, Worcestershire sauce, mixed herbs and salt and pepper, to taste, then shape into eight meatballs and place in prepared baking dish.

Tomato Sauce: Oil 1 onion, finely chopped 2 cloves garlic, sliced 1 can (14 ounces) chopped tomatoes, in juice 1 1/2-2 cups vegetable stock 1 tablespoon tomato paste 1 teaspoon sugar 1 bay leaf salt, to taste pepper, to taste To Serve: 1/3 cup freshly grated Parmesan cheese 1/2 cup roughly chopped parsley leaves

To make tomato sauce: In heavy saucepan over low heat, heat dash of oil and add onion and garlic. Cook until onion is soft, about 10 minutes. Add tomatoes, stock, tomato paste, sugar, bay leaf and salt and pepper, to taste.

Simmer 10 minutes to allow flavors to mingle and liquid to reduce. Remove from heat, cool about 5 minutes and

remove bay leaf. In food processor, process until sauce is smooth.

Pour sauce over meatballs and bake 25 minutes, turning meatballs after 15 minutes.

Serve hot sprinkled with Parmesan cheese and chopped parsley.

fter watching the first of three scheduled presidential debates, it seems that real life can be stranger than fiction. That chaotic political clash between Donald Trump and Joe Biden also made me think of the films where campaigning and voting were the main themes. Some were played strictly for laughs while others dealt with more serious themes.

Defective voting machines set the stage for the political satire “Man of the People.” Robin Williams plays Tom Dobbs, the host of a news program who decides to run for president. He makes quite an impression on the campaign trail with his sharp wit but has little hope of winning. Laura Linney plays Eleanor Green, an employee at the voting machine manufacturer who discovers a technical flaw that will declare Dobbs the winner.

In 2008’s “Swing Vote,” Kevin Costner plays Bud Johnson, an unmotivated man with little or no interest in politics or voting. His daughter Molly (Madeline Carroll), on the other hand, is a go-getter who decides to vote in her father’s place when he doesn’t go to the polls. Molly is not completely successful and, through some strange circumstances,

‘Yeggs’ is a comic series about Robert and Bill, two rabbits who have opened their own egg franchise in the Midwest (St. Louis area). We follow their day to day lives, watching as they go about the hectic task of preparing for their one big day every year. Along the way they have adventures filled with fun, comic doings and pathos.

Moore On Life The big match was about to begin. We sat down in front of the television. Of course when a rivalry of this magnitude is about to begin things must be done in specific order.

First we needed to get the sitting area arranged by fluffing up our pillows and…oops!

No! First, we go to the bathroom.

There are certain steps that need to be taken because when a big TV event is about to begin you don’t want to move from your seat or you just might miss out on something important.

We then warmed up our pizza (the official food of competitive matches) and filled our drinks to the brim then scooched up into our favorite chairs. We wrapped up in our warm blankies and got the cats settled in to their lounging positions (meaning, no change, they’d been in those same positions all day.) However, we did check to make sure they were still breathing. You never know with cats.

Finally, the program we had been preparing for began. The kickoff took place, the team favored to win took off running, but soon the underdog ran interference and brought him down with a swift kick to the knees. It was apparent there were some highly illegal plays taking place. The underdog got in a few good punches, but was quickly sacked by the opposition who gave him a ferocious head butt.

In no time, the referee blew the whistle; he waved; he stomped; he threw a tantrum and shouted and tried to bring back order. At one point, it

looked like the ref might even throw a few whacks of his own, but it was all to no avail. His commands were completely ignored. The competition was out of hand.

It continued on with plenty of fumbling, incomplete plays followed by a knockout here and there.

After a while we were totally exhausted and running out of breath trying to keep up with the maddening pace.

“Wow, this presidential debate is getting ferocious,” I said to my husband. “How about we watch something a little tamer?”

“You mean something more civilized with body blows, brute force jolts, bone-cracking collisions along with assorted bashes, thwacks, thumps, wallops and whomps?”

We switched it over to a relaxing game of football.
