Parks and Rec Recognizes Dedicated Volunteers

25th Annual Emergency Management Conference On April 25, Gov. Jay Nixon addressed the 25th annual Emergency Management Conference, hosted by the State Emergency Management Agency (SEMA), in St. Charles to thank Missouri first responders and emergency managers for their work helping communities prepare for and respond to natural disasters. The Governor discussed the need to reverse dramatic cuts to public safety and homeland security funding in the budget passed by the Missouri Senate earlier this week.

The conference brought together hundreds of emergency responders, planners and volunteer agency representatives, who partner to respond to emergencies and natural disasters and protect Missourians. SEMA’s mission is to assist local communities protect lives and property when disasters threaten public safety in Missouri. SEMA is also responsible for the State Emergency Operations Plan, which coordinates the actions of Missouri state government departments and agencies during emergencies. SEMA is a division of the Missouri Department of Public Safety.

O’Fallon’s Kid-Friendly Public Works Fair These members of the Astronomical Society of Eastern Missouri (ASEM) - Jim Twellman, John Sgouros, Chuck Simms and Amy White, were among the many volunteers who received Outstanding Service Awards.

The St. Charles County Parks and Recreation Department recognized exceptional volunteers with an appreciation celebration held at the Lodge at Quail Ridge Park on Thursday, April 25, as part of National Volunteer Week. During the celebration, it was announced that in 2012, there were 539 volunteers who contributed nearly 3,800 hours of donated time to the St. Charles County regional parks system.

Parks Director Bettie Yahn-Kramer began the program by expressing her heartfelt gratitude to the volunteers and recognized the volunteer program that continues to grow. “Volunteering your time and talent is truly a gift,” said Parks Director Bettie Yahn-Kramer. “Our volunteers continue to make significant contributions to the growth of our regional parks system, and I am grateful for all their hard work and commitment to the St. Charles County Parks and Recreation Department.”

St. Charles County Executive Steve Ehlmann followed up with an additional welcome and thank you to the many volunteers in attendance.

Volunteers from several organizations were recognized individually with Outstanding Service Awards that were presented to them by St. Charles County Parks staff. The volunteers recognized were from the Astronomical Society of Eastern Missouri (ASEM), Barat Academy, Confluence Chapter of the Missouri Master Naturalists, Gateway Off-Road Cyclist, United Federation of Dirt, St. Louis Area Mountain Bikers, St. Charles County Disc Golf Club, the 11th Mississippi Volunteer Infantry Regiment and the Living History Company.

Volunteers of all ages and abilities assist the Parks Department with a variety of tasks throughout the year. These dedicated volunteers helped to beautify and manage our natural resources, as well as assist with demonstrations, re-enactments and interpretations at our Towne Park homestead and the County Heritage Museum, and much more!

Annually, more and more volunteers are signing up to help the St. Charles County Parks Department continue to build a legacy. Anyone who is interested in volunteering should contact 636.949.7535, or go online to www.stccparks. org for more information about opportunities.

For kids, the best thing about O’Fallon’s annual Public Works Fair is the chance to sit in the driver’s seat of some of the City’s big equipment, such as a street sweeper, paint striper, recycling truck, snow plow, backhoe and other machinery.

Kids will get that chance at the 8th Annual Public Work Fair, which will be held from 10am – 2pm on Wednesday, May 22. The fair will be held in the west ballpark parking lot at Tom Ginnever Avenue and T.R. Hughes Boulevard, O’Fallon. Admission, parking and activities are free. American Red Cross Collects Generation Donation for Tornado Victims The American Red Cross stopped by for a special visit to Assisted Living at The Meadowlands to collect a donation of two hundred and eight dollars for the Hazelwood Tornado victims. Residents of the Meadowlands have started donating money immediately after the horrifying tornado in Joplin, Missouri.

The contributions are collected from various bingo and poker games shared between the residents. After each game, every resident has donated a small amount; quarters, dollars, nickels and dimes. The residents play bingo and poker three times a week not only to participate in a fun group activity, but to comprise donations to the American Red Cross. Since November of 2012, Meadowlands has been collecting money at every game to reach their successful goal of nearly three hundred dollars.

The American Red Cross exists to provide compassionate care to those in need. Their network of generous donors, volunteers and employees share a mission of preventing and relieving suffering, here at home and around the world.

City of St. Charles South Fifth Street Roadway Improvements Vee-Jay Cement Contracting Co. Inc. will be providing the improvements which began on April 15. The estimated completion date is October 15.

This project consists of intersection improvements, widening, the addition of turn lanes and pavement replacement on South Fifth Street and South River Road. The project limits range from Interstate 70 to South Main Street along South Fifth Street and South River Road. The project will also include drainage improvements and the realignment of the intersection for South Fifth Street and South River Road. A turn lane will be added to Veterans Memorial and the ramps to Interstate

Run for the Wall Motorcyclists for Twenty-Fifth Anniversary Run On May 20, up to 500 motorcyclists from around the country are expected to arrive in Wentzville when Wentzville’s VFW Post 5327 on Highway Z again serves as overnight host for the annual Run for the Wall event. This year is the group’s twentyfifth anniversary run to honor and remember U.S. POW and MIA servicemen. The group will begin its trip in southern California on May 15 and end at the Vietnam Veterans Memorial Wall in Washington, D.C. on May 24.

According to Roger Ingram, the Missouri coordinator for the run, Wentzville is the only city in this year’s run that has been a part of the run for the full 25 years. Wentzville is the sixth stop on the Run for the Wall schedule, and area residents are encouraged to come out and line up along the entrance route to welcome the riders to our community. The Run for the Wall motorcyclists are expected to begin arriving in Wentzville somewhere between 4 - 5pm.

There will be phases of lane closures on South Fifth Street and South River Road as well as Veterans Memorial Parkway. The intersection of South Main Street and South River Road is scheduled to be reconstructed which will reduce the width of the driving lanes and travel speed. Drivers should use caution within the project limits.

According to the Run for the Wall coordinators, the riders will exit east-bound Interstate 70 at the Wentzville Parkway exit, then travel north to Pearce Boulevard and go east on Pearce to Linn Avenue. At Linn they will cut over to Church Street and continue along Church Street to Highway Z, then go south on Highway Z to Wentzville’s VFW Hall, located at 1414 Highway Z. As in years past, the Wentzville Fire District plans to station two ladder trucks near the VFW Hall to hoist a large American flag over Highway Z. Approximately between 5:00 and 5:30 p.m., there will be a brief welcoming ceremony held at the VFW Hall to recognize the sobering purpose of this annual motorcycle run and to welcome its riders.

The ceremony is open to the public and will be attended by Wentzville Mayor Nick Guccione, Police Chief Lisa Harrison, the Veterans of Foreign Wars state commander, and other city and civic leaders.

The next morning, May 21, at about 7:45am, the Run for the Wall riders will hold a brief ceremony at the Vietnam Memorial in Wentzville. The Wentzville memorial was the first Vietnam memorial erected in the United States, and is located at 209 West Pearce Boulevard, near Fireman’s Park and the Wentzville Fire Department station. During the Tuesday morning ceremony, the Fire District has arranged to have a color guard place a wreath at the base of the memorial, according to Wentzville Fire District spokesperson Michael Scott.

Because of the nature of the ride and the number of participants, all times are tentative.

$2M in St. Peters Pavement Repairs Portrait of a Nation Divided The City of St. Peters is poised to make $1,949,000 in repairs in 2013 during its annual Pavement Management Program. Projects include asphalt overlay, concrete slab replacements, curb repairs, joint and crack repairs and sidewalk maintenance.

Street repairs in St. Peters are determined by the Pavement Surface Evaluation and Rating System (PASER), developed by the University of Wisconsin. Using this system, the City of St. Peters rates each street’s condition on a scale of 1-10, with 10 being the highestpossible rating. These ratings are entered into a database, and the lowest-rated streets receive the highest priority for maintenance.

St. Peters has about 195 lane miles (37%) constructed of asphalt and another 333 lane miles (63%) constructed of concrete.

Asphalt street repairs range from sealing cracks with a rubberized asphalt material, patching potholes with asphalt material, to completely paving over the street with asphalt. Damaged curbs are replaced first during asphalt overlay projects. A two-inch layer of asphalt is removed using a milling process before the new surface is put down.

Concrete streets consist of a series of concrete slabs. Concrete slabs have an average service life of 35 years. During that time normal vehicle travel and freeze/thaw cycles can cause cracking and joint failure. Concrete street maintenance can involve sealing cracks and worn joints with a rubberized asphalt material, patching potholes with asphalt, or completely replacing concrete slabs.

Similar to the process for concrete street repairs, the City of St. Peters regularly inspects and repairs sidewalks.

The 2013 Pavement Management Program budget is broken down like this: $200,000 for concrete slab replacement; $300,000 for curb repairs; $1,110,000 for asphalt overlay; $30,000 for joint repair; $139,000 for joint and crack sealing; and $170,000 for sidewalk infill and repair.

SCC to Host Cougar Car Show on May 19 St. Charles Community College will host the inaugural SCC Cougar Car Show from 9am - 4pm Sunday, May 19, in SCC’s Red Lot. There will be displays of classic cars, drift cars, specialty cars and more.

Kids Can Win Bike in Coloring Contest May 19 through the 25 is EMS appreciation week. The Lincoln County Ambulance District will be having a coloring contest for kids. The prizes will be a boys and girls bike and helmet. Each child who submits a picture will have a ticket to be placed in the drawing, which will be on Friday, May 25.

Lincoln County R III to Continue Summer Lunch Program The Lincoln County R-III School District will continue the Seamless Summer Lunch program this summer. In 2012, in response to a growing Free and Reduced population, the R-III District was able to participate in a free summer lunch program funded through the National School Lunch Program. The Seamless Summer Meal program provides nutritiously balanced lunches throughout the summer months to any child up to the age of 18 for free, regardless of income.

Beginning May 28, the R-III District will serve lunches through the Seamless Summer Meal program at Main Street Elementary School from 11am - 12:30pm. Lunches will be delivered to the following locations: Hawk Point Elementary at 10:45am, Boone and Lincoln at 11:15am, Ninth Grade Center at 11:45am and Cuivre Park Elementary at 12:15pm.

The R-III District will deliver lunches to these areas for 10 days.

Service will be stopped if participation is low after 10 days of service. The program will run through Friday, August 9 and follow the District office calendar. Lunches will not be served on the following days: July 4, July 12, July 19 and July 26. In 2012, the Seamless Summer Lunch Program served approximately 16,000 lunches.

FBLA State Winners Members of the Elsberry Future Business Leaders of America (FBLA) Chapter attended the 2013 Missouri FBLA Leadership Conference held on April 21, 22, and 23 in Columbia, Missouri.

Winning recognition at the state conference were Kimberly Croxville, 3rd place in Spreadsheet Applications and Anne Heintzelman and Braden Spratt, 5th place in Business Presentation. Other delegates representing Elsberry at the state competitive leadership conference were: Jacob Sabella-Cyber Security (11th place) and as a team member with Mason Cameron, and Ethan Miller Elsberry High School FBLA students placing at state competition were: Kimmie in Network Design (10th place). AlexCroxville, Braden Spratt and Anne Heintzelman andrea Hogarth, Lexie Parker, Sheyana Curtis, Bo Young and Brendan O’Driscoll also participated at the state level. Judy Gomel is the local chapter adviser and accompanied the students to the conference.

Future Business Leaders of America-Phi Beta Lambda, Inc. is a national organization that serves over 225,000 high school, college, and professional members. Missouri FBLA is a state association of FBLA-PBL with 15,442 members in 403 chapters across the state, the second largest chapter in the nation. The FBLA-PBL mission is to bring business and education together in a positive development programs. Over 3,000 members and advisers representing 403 chapters throughout the state met to elect state officers, transact business of the state chapter, participate in leadership and career workshops, and compete in the state leadership awards program.

Shining Stars in FCCLA On April 9, five Troy Middle School (FCCLA) Family Career and Community Leaders of America members competed at the Missouri FCCLA STAR Events Competition. STAR Events (Students Taking Action for Recognition) are part of a national FCCLA program that allows members to develop public speaking and leadership skills that address issues in areas related to family and consumer sciences education. Middle school students compete against students ranging from grades six through nine.

Katelyn Schieffer received a silver medal for her project, Nutrition and Wellness.

Ashleigh Thomas and Shayla Wilson-Kaplan received a silver medal for their Chapter Showcase Display project. Chapter Showcase Display is a team event that recognizes chapters that can illustrated in a display and 15 minute oral presentation how they developed and implemented a well-balanced program of work that promotes FCCLA, Family and Consumer Sciences Education and community involvement.

Alyssa Mobley and Brooke Pfeiffer received the second highest score on their Chapter Showcase Manual project giving them a “gold medal” and the opportunity to advance to the national STAR Events competition which will be held at the National FCCLA Leadership Conference in Nashville, Tennessee.

Chapter Showcase Manual is a team event that recognizes chapters that can illustrated in a display and 15 minute oral presentation how they developed and implement a well-balanced program of work that promotes FCCLA, Family and Consumer Sciences Education and community involvement.

Fire District 1 Needs Space to House Trucks According to Lincoln county Fire District 1, in some rural areas annual insurance rate are increasing from $350 to $1,800. Insurance companies explain the rate hikes are necessary because rural homeowners are more than five road miles from a fire station and therefore have no fire protection. The District anticipates that about 500 of the 35,000 District 1 homeowners will be affected.

In 2004, the Insurance Services Office (ISO) assigned a “Fire Protection Class” 7 rating to District 1 rural areas. ISO ratings are based on water supply, fire apparatus, equipment, stations, manpower and much more. In 2010 the ISO lowered the rating for rural areas (homes more than five road miles away from a station) to Class

10. Critics speculate that the change is due to the fact that the ISO was bought by several insurance agencies who want to assign the highest level of risk and charge higher premiums.

Lincoln County Fire District 1 pointed out that the “five mile rule” does not exist in the National Fire Protection Association standards. Despite this, District 1 has attempted to alleviate the situation by providing written automatic and mutual aid agreements drafted with other fire districts so that the Class 7 rating would apply if a home is within 5 miles of any fire station, not just the District 1 station. This event provided community members with a safe and secure resource to shred their confidential personal and business documents. In exchange for shredding the documents, Peoples Bank requested a donation be made to the Bread for Life Food Pantry.

Outstanding Achievement Award from National Cancer Institute The National Cancer Institute (NCI) has recognized Timothy Pluard, MD, an assistant professor of medicine at Washington University School of Medicine, as a top enroller of cancer patients in clinical trials.

2013 Missouri Scholars Academy

Optimist Club Essay Winner The St. Charles Optimist Club announced this year’s Essay Winner on Saturday, April 27. Ms. Mickie Plummer, senior at St. Charles High School, wrote the winning essay on the topic “How Can I Help My Friends Realize Their Value.” The second place winner was Katie Witlock, and the third place winner was Serena Daily, both students at St. Charles High School. Students from local middle schools and high schools were invited to submit entries. Three students from Holt High School and three students from Timberland High School have been selected to participate in the Missouri Scholars Academy (MSA), a three week residential program to be held June 9th through the 29th on the campus of the University of Missouri-Columbia. Holt students Katherine Balfany, Kari Leigh Brinkley, and Tyler Doering along with Timberland students Jack Greer, Jessica Song, and Savannah Summerlin are among 330 high school juniors from across Missouri selected for the program.

Founded in 1985, the Missouri Scholars Academy (MSA) celebrates its 29th season this year. The goals of the Academy are to help gifted students achieve their full potential and motivate them to use their abilities to attain high standards of achievement, to encourage local schools to improve and expand gifted education programs, and to assist in providing the state with experienced faculty and specialized curriculum for such students. The 2013 Academy is supported in part by funds provided by the University of Missouri, by MSA alumni and friends, by Missouri corporations, and by a Student Activity Fee. All of the Wentzville students participating in MSA also received a partial scholarship from the Wentzville School District Foundation.

Every public and private high school in the state is allowed to nominate at least one student for the Academy. Academically, students represent the top one-half of one percent of the state’s sophomore class. No grades or credits are awarded through the program, but students attending MSA are exposed to a wide range of activities as well as to intensive instruction in their chosen area of specialization. The faculty is composed of outstanding teachers from high schools throughout the state. Guest speakers, performers, discussions, and career education will be combined with extracurricular and social activities to round out the curriculum.

Almost 10,000 Missouri high school students and teachers will have participated in MSA since its inception.

Francis Howell High School Senior Shelby Steingraeber is the 2013 Missouri State Champion in Radio and Broadcasting. The 62nd Missouri State Speech and Debate competition took place April 19-20 at the University of Missouri-Columbia. Shelby then went on to compete April 24-27 as a State Finalist at the High School International DECA Career Development Conference held April 24 - 27 in Anaheim, California. The competition included High School students from across the United States, Canada, Mexico, Guam and Germany. Over 200 students competed in the category of Sports and Entertainment Marketing. Shelby placed in the Top10 and will be honored for her accomplishments at a luncheon with the Governor of Missouri. Shelby is the current Miss Missouri Outstanding Teen and will be attending the University of Arkansas in the fall double-majoring in political science and broadcast journalism.

The Fort Zumwalt School District was presented with the Clean Air Award from Missouri Propane Education and Research Council (MO-PERC) at the April 15th Board of Education meeting. “Iron Man 3”

Producing the third installment of a popular film franchise can be a daunting task.

Look, for example, at Superman III, an adventure that featured the great Richard Pryor in an almost thankless comedic role.

Back to the Future III also struggled to keep the franchise on track, but no sequel could ever hope to match the original.

Director Shane Black narrowly dodges that same quality bullet with Iron Man 3, the latest entry from Marvel Studios. Black Iron Man 3 photos courtesy of Marvel Studios packs his film with too many characters and plotlines, but the talented cast does rise above that.

Following the events in The Avengers, Stark returns to his Malibu home, but he can’t shake his memories of intergalactic combat. Even with steady girlfriend Pepper Potts (Gywneth Paltrow) by his side, Tony has trouble sleeping through the night.

A new villain known as the Mandarin (Ben Kingsley) appears on the scene, and his terrorist attacks force Stark to take action. But there is a bigger threat, one that Stark himself may be responsible for creating.

Clocking in at well over two hours, Iron Man 3 is an interesting piece, especially from a comic book fan’s perspective.

Black draws heavily upon the 1990’s stories in the comics, the time when the inventor controlled his armor remotely through a telepresence device.

Since creating the original armor, Stark constantly refines his battle suits. Iron Man 3 unleashes a plethora of suits, including a repainted model that James Rhodes (Don Cheadle) wears as the Iron Patriot. The story also introduces AIM (Advanced Idea Mechanics), a group of scientific geniuses bent on taking over the world.

Iron Man 3 has plenty of armor and adventure, but director Shane Black could have trimmed the story back quite a bit. There’s easily enough material here for two good movies instead of a top-heavy one.

Iron Man 3, rated PG-13 for sequences of intense scifi action and violence throughout and brief suggestive content, currently is playing in theaters.

Gary Baute Four Lions Earn Spot on All-MIAA Baseball Team Of the four, Mike Failoni was a unanimous first-team selection at first base. Mike Wilson, Nathan Prindle, and Wade Rothermich were honorable mention selections.

Failoni earned first-team honors after breaking the MIAA batting average record as a junior, hitting .500. He led the MIAA in four other batting categories including a .560 on-base percentage, 86 hits, 24 doubles, and 132 total bases. Failoni reached base in 45 of his 46 games played, had 27 multi-hit games, eight multi-RBI games, and had a 27-game hitting streak during the season. He added six home runs, 41 RBIs, and led the team with 290 putouts.

Prindle was a solid shortstop for Lindenwood, hitting .335 as a freshman. His 52 hits and two home runs were third best on the team. He also drove in 38 runs and had eight doubles. Prindle was a perfect 11-for-11 on stolen bases and had 121 assists which led the team. He had more than one hit in 16 different game.

Rothermich hit .349 as the leadoff hitter for the Lions. He led the team with 49 runs, five triples, and drew 28 walks. He added 14 doubles on 60 hits, stole 10 bases, and drove in 35 runs. Rothermich was the

most reliable fielder compiling 107 putouts and seven assists for a team high .991 fielding percentage.

Wilson hit .310 in his sophomore season, compiling 44 hits, six doubles, 25 RBI, and 31 runs scored.

He started 43 games behind the plate for the Lions with 197 putouts along with 25 assists. Wilson had 11 multi-hit games and held an 11-game hitting streak in the early part of the season.

MO State U Sign Another Tall Player To Basketball Squad Missouri State University men’s basketball coach Paul Lusk announced that the University has entered into a financial aid agreement with Emmanuel Addo (ah-DUE), a 6-foot-7, 220-pound forward/ center who will transfer from Northern Colorado.

Addo will complete his undergraduate work at UNC this semester and be eligible during the 201314 season for his senior year at Missouri State.

“We’re excited to have Emmanuel join our program,” said Lusk. “He provides an experienced post presence who can score inside and out. He’s a great student and will be make a great addition to our team.”

Is This A Great Country or What?

Finally! The news has hit the streets! Hark! The Missouri Legislature has finally come out of the woodwork...or is it closet? It finally revealed its greatest love if its favorite entity. Is it God? Country? Missouri? Voters? Dairy Queen Blizzards?

None of the above. Excluding three-martini lunches, here are a few hints If you own a gambling boat and want to put the profits above and beyond the call of obscene at the expense of creating more gambling disease among its patrons, you can count on the Missouri Legislature. Since billionaires can attend committee meetings in the state capitol to discuss how to pay even less income taxes than they already don’t pay, shouldn’t casinos be allowed in too? Of course they should. Critics of on-site credit who say casinos entice people to wager more than they can afford, leading to bankruptcies and other social problems are simply being selfish.

We mustn’t worry about our legislators being re-elected to carry on the tradition of looking out for billion-dollar interests. TV campaign ads are very effective. After all, politicians are all for the people. Can they help it if they’re favorite people are billionaire casino owners? Certainly not. It’s the American way, right? Moreover, all billionaires must be protected so they can invest in foreign manufacturing and other patriotic ventures. It’s pure coincidence that offshore banks are visited regularly by ka-zillion dollar ocean-going yachts.

What’s this? You don’t believe our glorious legislature kowtows to casinos? You don’t believe mobster types still slither about in the back rooms of the state capitol?

132 of their pets just passed a bill that allows what the voters wouldn’t allow when casinos opened. You can now get a short term casino loan in case you run out of grocery

money and want to continue gambling. Is this a great country or what? Casinos are exercising their right to buy state legislators just as our federal legislature experiences almost daily. It’s only fair.

Besides, Missouri legislators learn from those heroic federal lawmakers. They appreciate that were it not for billion-dollar interests, who would finance their campaigns? Who would give them high-paying consulting jobs after they retire? Their golden parachute retirement packages might not be enough to pay for domestic help in their mansions, yacht maintenance and Exotic Island estates to avoid subpoenas. It’s up to their wealthy friends to look out for them. I mean, who else will? Surely not working people with children. They can barely make their gas-hog payments. They don’t even have free healthcare! They have to take out second mortgages to pay for emergency room treatment when a family member gets shot by a carjacker.

They have no money for legislators’ maid service. Give them a break!

Who can blame Missouri legislators for wanting to emulate their heroes in Washington? Don’t baseball fans look up to millionaire homerun hitters? Don’t children look up to computer game heroes with automatic weapons?

I feel so much better knowing billionaires and casinos are looking out for us and keeping our lawmakers focused on what’s important. After all, I don’t need limo service and domestic help. I can drive my old Ford and clean my own house. Who needs health care anyway? My Grandma has cures for just about anything by using the ingredients from the swamp behind her house.

Just to prove my faith, I’m heading down to the local casino with a bag of rent money. It’ll be great knowing that if I run out, I can take out an instant loan. Is this a great country or what?
