Projects include safety improvements to Route N and 94, I-70 corridor study

By Colene McEntee, Public Affairs Coordinator, St. Charles County Government The East-West Gateway Council of Governments recently voted to approve the 2014-2017 Transportation Improvement Plan (TIP), which included a number of projects supported by East-West Gateway board member and St. Charles County Executive Steve Ehlmann to improve the commutes and safety of residents on roadways. These projects are also a part of the Missouri Department of Transportation (MoDOT)’s 2014-2018 Statewide Transportation Improvement Program, adopted on July 9.

“I would like to thank the members of the East-West Gateway board, MoDOT, as well as the Missouri Highways and Transportation Commission and outgoing chair Grace Nichols for their support,” said Ehlmann. “St. Charles County residents are going to be extremely pleased to see what these projects will do for our community.”

Projects in the plan include: • Missouri Route N This provides funding for solutions for safety issues along Route N, specifically from Route Z to Sommers Road and Route T to Route Z, to make it a more forgiving highway. Improvements include resurfacing pavement, adding shoulders, and edgeline and centerline

striping. Estimated cost is $7,542,000.

Crissy Holmes with Shoulders for Safety (SOS) - Phase II, a group of citizens advocating for shoulders along this stretch of road, is happy to see these projects come to fruition. Two years ago, she formed SOS - Phase II after her daughter came of driving age and Holmes learned about the high number of accidents on the highway. “This road is a two-lane country road, very well-travelled with five schools along it, and there’s one accident after another,” said Holmes.

“County Executive Ehlmann heard our case; this project was made a priority and MoDOT and the Missouri Highways and Transportation Commission really gave it the attention it deserves. We are beyond thrilled that it’s going to happen and that it’s going to happen so quickly. It was a community effort.”

• Missouri Route 94 This provides funding for safety improvements from Route 47 to Route D, including pavement resurfacing, adding shoulders, and work to make curves less sharp more forgiving. Estimated cost is $9,229,000. Funding of $1,555,000 was also approved for shoulder additions and grade improvements along Route 94 near Terry Road to prevent flooding.

• I-70/Mid Rivers Mall Drive Interchange Payback This project is a reimbursement of $3,334,000 to St. Charles County Government for funds advanced to MoDOT to accelerate construction of the diverging diamond interchange at I-70 and Mid Rivers Mall Drive. Economically, I-70 is a critical infrastructure for transportation throughout the region, but there has not been a set strategic plan or direction for improving the interstate. “Looking at the statistics, 50% of sales tax revenue is derived and 48% of jobs are within one mile of I-70 in St. Charles County, which is huge,” said John Greifzu, director of transportation for St. Charles County. “However, it was designed in the 1950’s and there have only been spot improvements. There has never been a comprehensive review or plan, so it’s time.”

“This study is a necessity for St. Charles County to get better utilization along the corridor,” said Ehlmann. “Looking at the land, 5% is vacant and 25% is undeveloped. These vacant, undeveloped and underutilized properties provide an opportunity for redevelopment and new development should the road infrastructure support the land use and mitigate congestion.”

Along with these new projects on the horizon, St. Charles County residents can look forward to other huge construction projects slated to open over the next few years: • The westbound I-70 Blanchette Bridge will be operational in August 2013.

• Phase 3 of the Page Extension/Route 364 is under construction and set to be complete in November 2014.

• The new Daniel Boone Bridge will be completed at the end of 2015.

“This is a perfect example of how voter support for the Transportation Sales Tax helped make progress happen,” said Ehlmann. “Commuters are sure to notice a tremendous difference in traffic in the area once this project is complete.”

• Environmental Impact Statement/I-70 Corridor Study This provides funding for a review of the traffic operations along I-70 from Wentzville to St. Louis to determine whether the interstate is meeting the needs of freight and commuter travel in the region. The study will also involve looking at regional level concepts to address any problems and shortfalls discovered during the review. Esti-

Free Bulk Waste Drop-Off for O’Fallon Residents Coming Up

Pets A-Lone Sanctuary (PALS) Has Animals Available For Adoption PALS is a no-kill animal shelter in its 24th year. PALS’ approximately 40 volunteers and two part-time employees work to keep the county’s lost, abused, and abandoned animals safe until adopted.

The animals are brought to PALS by citizens who find them on the streets or by people who surrender their animals for many different reasons. Also, animals are abandoned at the shelter during the night.

There are many different stories to tell as to how they received an animal. “Recently we received a call from a gas station about a pregnant stray cat. After 24 hours at the shelter, she had nine kittens,” said Jennifer Raeker Bickel, volunteer president of PALS. Jennifer said, “A stray dog was brought to us that could hardly even walk because she was so malnourished and dehydrated. It took us two months to nourish and love her back to good health before she was available for adoption.”

PALS is asking for the community’s help. Right now they have about 5060 kittens and cats with room for only 40. They have cats being fostered because of the lack of space in the cat room.

“We are in desperate need for cats to be adopted,” Jennifer appealed.

Every kitten that is adopted from the shelter is feline FeLV-FIV tested, then spayed or neutered, vaccinated and microchipped.

The process to adopt a kitten or a cat is relatively simple. First, families fill out a Pre-Adoption Questionnaire at the shelter or online at www.pals-pets.com. Once the questionnaire is approved, they need to read and sign the Adoption Agreement and pay the adoption fee. Then they are able to take home their new pet.

The Adoption Agreement is a contact that families sign to agree to be responsible pet owners by caring for the animal and keeping them current on vaccinations. The adoption fee for kittens 6 months and younger is $110 and for cats 7 months and older is $55. This fee helps to cover veterinary costs, food, utilities, and other costs to keep the shelter running. PALS is offering special adoption prices through the month of August only: cats will cost $48 and kittens are $68 to adopt. www.farmhousesandwich.com All of the shelter’s operating expenses that the fee does not cover come from donations and fundraising activities. PALS is a certified 501(c) (3) charity, so any donation is tax deductible to the extent allowed by law. Donations are needed and greatly appreciated.

If you are an O’Fallon resident who is enrolled in the City’s trash and recycling service, you’re invited to use the City’s free, bi-monthly drop-off for many items that are too large to fit into curbside trash containers. The next drop-off date will be August 17, from 7am – 3pm. Acceptable items can be brought to O’Fallon’s waste transfer station, 1572 Progress West Lane, O’Fallon.

O’Fallon residents must have a current photo ID with their O’Fallon address. Only one load per household will be accepted per day, and only cars, pickup trucks, and small trailers no more than 10 feet long will be allowed. Residents also must unload their own items.

Mark your calendar for additional drop-off dates, which are always held on Saturdays from 7am – 3pm: October 19, and December 21.

The appointment of Therrien concludes a national search that began in May of this year. Therrien comes to O’Fallon from Connecticut, where she served in numerous roles in city management, most recently as the Interim Town Manager for North Branford, Connecticut. She brings nearly 30 years of experience in city management to O’Fallon, having worked as a town manager and assistant town manager for cities ranging in population from 9,500 to more than 150,000. Therrien has a master’s of science in Public Administration, and a master’s of arts in Criminal Justice, both from American International College in Springfield, Massachusetts. Pirate Treasure Hunt in Fort Zumwalt Park Add a little fun and adventure to your life by signing up for the Pirate Treasure Hunt, and look for “treasure” hidden in Fort Zumwalt Park. The event, which is for ages 5 and up, will be held from 2-4pm on Saturday, September 14.

Starting with the first clue, participants will proceed to one of six stations and complete an activity such as “Bail the Boat,” “Walk the Plank” “Navigate the Ship,” and “Hook the Treasure” to receive a clue to the location of the next station, and a puzzle piece. When all the puzzle pieces are assembled they will provide the final clue showing where to dig for buried treasure.

2013 Artists Workshop Series Saint Charles Riverfront Arts (SCRA) announces that the not-for-profit organization is partnering with the St. Charles Parks and Recreation department to host the organization’s Fall 2013 edition of their popular “Artists Workshops” series.

The “Artists Workshop” classes will take place for six weeks, on Wednesdays evenings beginning September 11 through October 16 from 6:30 - 8:30pm at the St Charles Parks and Recreation’s Memorial Hall in Blanchette Park, located at 1900 West Randolph Street in St. Charles, Missouri.

SCRA welcomes and encourages all interested participants to take part in the “Artists Workshop” sessions, which will include a wide range of both young and adult students (13 years of age and older) with all levels of abilities and skill sets. Class size will be limited to the first 60 applicants.

Professional instruction in drawing and watercolor painting, along with all artists materials, will be provided free of charge courtesy of SCRA, a not-for-profit arts organization. Each of the “Artists Workshop” classes will feature occasional technique demonstrations by professional “working” artists.

These special six-week arts sessions are free to St. Charles County residents, but the notfor-profit Saint Charles Riverfront Arts organization will gladly accept tax-deductible donations from individuals, companies and other organizations to ensure the availability of future arts education programs for the St. Charles community.

O’Fallon Police Department’s Community-Oriented Public Safety Day (COPS Day) The whole family is invited to watch K-9 demonstrations, check out equipment used by law enforcement teams, tour the O’Fallon Police Department and learn more about safety at the O’Fallon PD’s Community-Oriented Public Safety (COPS) Day. The open house will be held from 10am – 3pm on Saturday, August 17, at the O’Fallon Municipal Centre, 100 North Main Street, O’Fallon. Admission and parking are free.

New this year, kids can visit a petting zoo and get a pony ride, free, from 11:30am – 1:30pm, and a bounce house will be available throughout the event. O’Fallon Police Explorer Post 2943 will have safety helmets for sale. Educational kids’ activities

Local Red Cross Honors Volunteers and Community Partners The American Red Cross St. Louis Area Chapter recently recognized volunteers at its annual Volunteer and Community Partner Recognition event at Grant’s Farm.

Hundreds of volunteers and their families and friends braved the heat to enjoy a meet and greet with a Clydesdale, carousel rides, deer park tram rides, baby goat feeding and a buffet dinner. During the evening’s program, the Red Cross recognized individuals and organizations in a variety of areas. Here is a partial list of this year’s winners: Disaster Response Volunteer Award: Jammie Fuller, Ferguson Jamie Fuller is a key disaster services volunteer who serves as a Disaster Team Leader and volunteer partner, accepting staff responsibilities in Client Services. She is also a national disaster volunteer who has deployed to Illinois, Kentucky, Florida, Mississippi, Louisiana and New York.

Good Neighbor Award: Sheila Harris Wheeler, Crider Health Center, Wentzville

Shelia Harris Wheeler has worked as the Crisis Response Coordinator at the Crider Health Center, a Red Cross community partner since 1993. With Red Cross response teams, Sheila helped displaced families after the ’93 floods and after Hurricane Katrina.

New and Outstanding Volunteer Award: Mara Lynne Badolato, St. Peters As a registered nurse and first year volunteer, Mara Lynne Badolato assists disaster clients with mental and behavioral health needs and has helped to build community partnerships with Crider Health Center and St. Charles County Ambulance District.

She served in Mississippi after tornadoes hit in February.

LCCOA Hosting Fish Fry and Country Store

On July 24, OATS, Inc. received a $50,000 contribution, which will aid transportation-disadvantaged Missourians gain access to employment. The grant, which was given to the non-profit organization through the Wal-Mart Foundation’s State Giving Program, will provide transportation to work for more than 200 Missouri residents.

The Wal-Mart Foundation funding will benefit primarily low-income and disabled persons in OATS’ service regions in Missouri. In past years, OATS has applied for and received federal funding allowing them to provide work transportation. As federal budget cuts loom, those funding streams are going away causing the organization to seeking alternative funds to aid individuals in getting to work.

On August 23, from 4-7pm, the Lincoln County Council On Aging will host a fish fry at their location, 1380 Boone Street in Troy.

The cost is $8.00 and there will be homemade desserts, crafts, baked goods, catfish, potato salad, slaw, baked beans and drinks.

The LCCOA is also accepting food donations, craft items etc. to sell at the country store. For example, jam, jelly, fresh produce, sewn or handmade items, pumpkins, fall decorations and more are welcome.

Troy Roundabout Run/Walk A 5K run will be held on August 31 at the new roundabouts crossing Highway 61 before MoDOT and the City of Troy open the roads for vehicular traffic. The 5k begins at 9am. Girl Scouts New CEO

SBA Offers Disaster Assistance to Residents and Businesses Affected by Severe Storms, Tornadoes and Flooding The U.S. Small Business Administration (SBA) will make available low-interest federal disaster loans to Missouri residents and business owners affected by the severe storms, tornado and flooding that occurred from May 29-June 10. Low interest federal disaster loans are available to homeowners, renters, businesses of all sizes and private, nonprofit organizations whose property was damaged or destroyed.

In conjunction with St. Charles County Government, SBA will open a SBA Disaster Loan Outreach Center in St. Charles. SBA representatives will be on hand to answer questions about SBA’s disaster loan program, explain the application process and help complete applications. A location for St. Louis County residents will also open on Tuesday at the St. Louis County Department of Health in Berkeley.

St. Charles County’s Disaster Loan Outreach Center will be located at 400 N. Second St. (on the northeast corner of N. Second St. and Adams St. to the north of the County Courthouse), St. Charles.

Parking is available on the north side of the building off Second St. Center hours are 9am - 6pm Monday through Friday. No appointment is necessary. The center will close on Thursday, Aug. 22 at 6pm.

Per a release from the SBA: • Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $40,000 to repair or replaced damaged or destroyed personal property.

• Businesses of any size and private, nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. SBA can also lend additional funds to homeowners and businesses to help with the cost of making improvements that protect, prevent or minimize the same type of disaster damage from occurring in the future.

• Interest rates can be as low as 1.875 percent for homeowners and renters, 2.875 percent for private, nonprofit organizations and 4 percent for businesses, with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

• Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at www.disasterloan.sba.gov/ela.

• Disaster loan information and application forms are also available from SBA’s Customer Service Center by calling 800.659.2955 or emailing disastercustomerservice@sba.gov. Individuals who are deaf or hard of hearing may call 800.877.8339.

The Board of Directors of Girl Scouts of Eastern Missouri announced today that Bonnie Barczykowski (BAR-cha-kowski) has been selected as Chief Executive Officer, effective August 1. Barczykowski, 47, has served as Chief Operating Officer at Girl Scouts of Eastern Missouri since March 2012 and has been at the helm of further deepening the Girl Scout Leadership Experience.

During her leadership at Girl Scouts of Eastern Missouri, Bonnie led the 2014-2016 Strategic Planning Process and restructured the Membership, Volunteer Training and Program departments to improve the leadership development experience for girls and adults. Girls play an integral role in the development of the program. Girl Scouting is girl-led—girls drive the experience they participate in by informing us about what they need.

Prior to joining Girl Scouts of Eastern Missouri, Barczykowski owned and operated five Curves fitness franchises in the St. Louis area. As an entrepreneur, she worked for Curves and was responsible for driving the performance of all five locations.

She grew her centers to be the largest in the world. Before that, she held sales leadership roles with US Airways.

Barczykowski has a bachelor’s degree in education and a master’s degree in business administration from Lindenwood University. She has served on numerous boards and committees for organizations throughout St. Louis.

Timberland Student Graduates from UMSL STARS Timberland High School senior Ellen Gruebbeling has graduated with 87 other St. Louis area high school students from the 2013 Students and Teachers as Research Scientists (STARS) program at the University of Missouri-St. Louis. The annual six-week summer program is for academically talented high school juniors and seniors, and pairs them with top research mentors from Saint Louis University, Washington University and UMSL. Ellen worked with Dr. Dmitri Nusinow from the Donald Danforth Plant Science Center, and her research paper was titled “Testing the conservation of circadian clock genes in Arabidopsis thaliana and Setaria viridis.” For many of the participants, working in labs with top scientists is the most important event in their decision to pursue a career in science.

Experts from the four institutions take on student apprentices in laboratories and direct them in research projects. Students also attended lectures by nationally known scientists from the St. Louis science community, learning information concerning the higher education admission process and enjoying social events such as bowling, an ice cream social, the St. Louis Symphony and a St. Louis Cardinals game.

Sea of Monsters, the latest film in the series, recently landed in theaters, but it is such a high-quality piece of work that it should have opened much earlier in the summer movie season. Logan Lerman returns as Percy Jackson, a young demigod and the son of Poseidon, god of the sea. Percy has several good friends, but Clarisse La Rue (Leven Rambin), daughter of Ares, thinks he is a waste of space.

Director Thor Freudenthal skillfully picked up the storylines from the books and the first movie to craft a sequel that is funny, exciting, and charming. In a summer filled with disappointing, big budget films, Percy Jackson: Sea of Monsters comes as a very welcome surprise.

Born and raised in South St. Louis, Steve Bryan is now based in Anaheim, California, and has been allowed access to movie and television sets to see actors and directors at work. Though his writing has taken him far from St. Louis, Steve is, at heart, still the same wide-eyed kid who spent countless hours watching classic movies at neighborhood theaters.

Peach-Infused Treats

For a limited time only, Piccione Pastry, St. Louis’ newest Italian pastry shop, will add a variety of peach-infused treats to the menu.

Executive Pastry Chef Martin Lopez will create peaches and cream cannoli using cream infused with peaches and toasted hazelnuts; peach and almond tarts (using a shortbread crust, the tart is filled with almond frangipane and topped with fresh, local peaches and toasted candied almonds); roasted peach and raspberry melbas (layers of raspberry coulis, vanilla bean gelato and roasted peaches garnished with almond biscotti), and the shop will also serve peach sorbet from Gusto Gourmet Creamery.

Piccione Pastry is the only late-night Italian pastry shop of its kind in St. Louis. Located in the Loop at the corner of Delmar Boulevard and Skinker, Piccione Pastry specializes in single-serve Italian desserts and rich Italian coffees. Roasted Peach and Raspberry Melbas You will need: Your favorite prepared Vanilla gelato or ice cream Your favorite prepared biscotti (the chef suggests almond-flavored) Raspberry coulis (recipe, below) Roasted peaches (recipe, below)

Raspberry Coulis Recipe Ingredients: 1 pound fresh raspberries 4 ounces granulated sugar 2 ounces raspberry jam 4 ounces water

Directions: Combine all ingredients in a pot. Heat on lowheat, bringing to a boil. Blend with an immersion blender. Strain sauce through a fine mesh sieve. Allow sauce to cool. Refrigerate. Layer

the sauce with vanilla bean gelato and roasted peaches. Garnish with an almond biscotti for the ultimate roasted peach and raspberry melba.

Roasted Peaches These peaches can be served in many different ways besides this melba. Try them alone, with pound cake, or ice cream.

Ingredients: 2 peaches 1/4 teaspoon vanilla extract 2 tablespoons granulated sugar 1/4 teaspoon lemon juice Directions: Preheat oven 350F degrees. Peel skin off of peaches. Lightly score an “x” in the bottom of the peaches. Submerge them in boiling water for 10 seconds. Re-

move from boiling water and submerge in a bowl filled with ice and water. Rub peaches with a dry paper towel or kitchen towel to remove skin.

Run knife around the seam and halve and pit the peach. Combine remaining ingredients in small bowl. Coat peaches in the mixture. Place peaches on a sheet pan sprayed with non-stick spray. Roast in the oven for 15-20 minutes.

By, For and Of the People: Our Threatened Miracle While considering the future of my grandchildren, I became more aware of the demise of the middle class. I hate gloom and doom predictions but this one was hard to ignore years ago when my father waxed prophetic and warned, “The rich will get richer, and the poor will get poorer.”

George Orwell’s book, 1984, portrayed the life of a dissenter of what was called “Big Brother,” a totalitarian government that put televisions in everyone’s home for watching government propaganda and for the government to watch them. Dissenters were subject to futuristic torture methods that used their victims’ worst fears to brainwash them.

Orwell’s book was published in 1949. This was before omnipotent mega-corporations and billionaires simply bought the government and proved there was no need for torture unless you included starvation or the threat of it as a type.

Our parents also told us, “Get your education, kids.

They can’t take that away from you.” Like most parents, they believed their children should have it easier than they did. The next generation actually did have

it easier and even the next. Many obtained college degrees and then advanced degrees as job markets became more competitive.

While it was true that education couldn’t be taken away from us, big business eventually rendered it almost pointless for today’s generation of youngsters.

Simply put, a few monster corporations became bigger monsters by sending American jobs to starving countries where people worked for pennies thus forcing competing corporations to follow suit. The resulting cheap goods were imported, and American jobs went the way of autonomous news media. Jobs for ordinary high school graduates that had already become obsolete were soon joined by those of college graduates. CEO’s who were paid millions in salaries and bonuses to make big business bigger either ignored concern for working Americans’ plight and invested in foreign enterprise, or they were replaced by executives who would.

The complaints from people about this gigantic ruse that threatened the American Dream fell on deaf ears in state and federal legislatures where candidates relied on millions in campaign donations to get elected, a feat that required playing ball with pernicious billion-dollar interests.

The Mom and Pop stores on Main Street in my hometown went broke and unemployment numbers soared. The baby boomers

retired along with many others and the costs of Medicare and Social Security skyrocketed. To make matters worse, the middle class taxpayers that supported the country suffered employer downsizing and decreasing wage scales.

What I find baffling are the numbers of people in that brainwashed category in Orwell’s book. They actually go on supporting the charlatans who are selling the taxpaying, constitution-protected working Americans down the river of broken dreams in favor of billiondollar interests supporting shameless elected puppets of political parties bearing little resemblance to those we once valued.

When big business pushed the “global economy” concept decades ago, our elected officials ignored prophetic warnings that it would bring wage levels of working Americans down to the level of starving countries instead of the reverse. The prophets should have also warned that our democracy would eventually be bought by soulless, irresponsible billion-dollar interests that starkly resemble the plutocrats that our forefathers booted out of the country in the 18th century.

I can now understand, better than ever, that our constitution was in itself a divine miracle composed by extremely brave, farsighted men...a document I once thought inviolate.

The future appears bleak for my grandchildren and our divided nation because we were listening to what we wanted to hear instead of finding and dealing with the truth.
