John Kasich on June 16. HB 487 is designed to do exactly that. The bill creates the College Credit Plus (CCP) program which goes into effect the 2015-16 school year. CCP is mandatory for all local public school districts and Ohio public institutions of higher education. According to a summary by Ohio Higher Education, it requires two things: A student must actually be enrolled in both college and high school; and upon successful completion of the course the student will earn transcripted credit for both college and high school. The law replaces the current Post Secondary Education Option (PSEOP) and Dual Enrollment programs. PSEOP courses are taught on the college campus; Dual Enrollment courses are typically taught on the high school campus. Both are designed to give high school students a jump on their college expenses by completing basic college coursework at no cost while they are still in high school. CCP establishes a ceiling of $160 per credit hour for courses on the college campus and a oor of $40 per credit hour for courses taught by college-accredited school district staff. It offers a third option at $80 per credit hour if a

college instructor teaches the class on the high school campus. The law allows the school district and college to negotiate within that range. Nonpublic school districts and colleges may also participate if they wish. While reaction is generally positive among Darke County school districts, there are questions and concerns from many. The primary one is if students not on a college track can participate in a designated CCP class. For some smaller districts, like Ansonia and Mississinawa Valley, that option – currently not allowed – is crucial to being able to offer a CCP course. According to Jim Atchley, Superintendent of the two districts, it’s about the numbers. “The only way we can do that is with mixed classes,â€? he said. “No mixed classes? For small districts it’s not realistic.â€? Greenville has staff qualiďŹ ed to teach 14 college-level classes and a student population large enough to populate many

of them. Mixed classes would be beneďŹ cial but aren’t necessary. A third reaction to CCP is it isn’t likely to impact the district one way or another. Arcanum-Butler and Franklin Monroe have been using Dual Enrollment with Urbana University and PSEOP with Edison Community College. New CCP agreements with Urbana and Edison simply increases student options. Edison Darke County campus currently has 196 Darke County students in its PSEOP program, plus PSEOP students from eight out-ofcounty school districts. Rhonda Rich, Coordinator of Darke County Campus and Success Advisor, said Edison will work hard with local school districts to make CCP successful for those able to do it. While she acknowledged it would be a “big hitâ€? on them ďŹ nancially, it gives them an opportunity to market in other areas not likely to be found on a high school campus, such as business management,

According to an obituary notice, Ralph served in the US Army from 1950 to 1953 in the Korean War and the Army Reserves until 1960. He was a retired truck driver and loved spending his time with his family and friends, playing bingo and talking trucks. Hileman’s funeral services were held at

humanities, religion and more. They also plan to be more diverse in what they offer. A second concern raised by several high school administrators is the ďŹ nal pieces of the law they will be implementing in nine months. Will they be able to offer the same class to collegetrack and non-college track students? Will there be other changes made over the next few months? High school counselors will be meeting with their students in January and February to plan for the fall term. Having all of the information at hand will help them guide their students. NOTE: The Early Bird plans to provide more detail over the next few weeks regarding specifics of the law, along with individual campuses and their approach in implementing CCP.

The suspect continued walking and walked into the door of the vehicle, then – reportedly seeming not to notice – tried to walk around it. The suspect, Jeffrey Puterbaugh, had a strong odor of alcoholic beverage on him, slurred speech, glassy bloodshot eyes and swayed back and forth while standing still. The ofďŹ cer later found out Puterbaugh lived at 609 Walnut St., Apt. 16, which was to the south; not east as he said he was heading. Greenville rescue was called to check him out; when he was released to the ofďŹ cer he was transported home and cited for Disorderly Conduct. He was voluntarily intoxicated in public and his actions created a risk of physical harm to himself. The crime was committed within 1000 feet of East School which enhanced the penalty.

Hoskins while the staff got ice. Hoskins went to Walmart to get pain medication and eventually went to the police department to ďŹ le a report. The victim had a goose egg with an abrasion by his left eye. He had abrasions above his left temple, under his hair on the upper left side of his head and on the crown of his head. His nose and lips were bruised and swollen. Greenville Rescue was called to check the victim, who refused transfer to the hospital. The suspect was identiďŹ ed by his description and clothing; police are awaiting video from the owner.

The victim, Charles Hoskins, was at Sportzters Bar on December 29 with an African American friend. They were in the pool room. A white male (identiďŹ ed in the report but not yet charged) passed by and started calling Hoskins’ friend a racially charged name. Hoskins told him not to do that; it was disrespectful. The suspect said he wasn’t afraid of Hoskins then punched him in the face and head repeatedly until he fell to the oor. The suspect continued punching him until he was pulled off, after which he left the bar. Other patrons helped clean up

On December 27 police made contact with Jessica Proctor at her residence, 703 Washington Ave. for an active warrant through Montgomery County for failure to appear for a trial regarding a trafďŹ c offense, bond $3500. She was placed under arrest and delivered to Clay

Township Police. On December 27 ofďŹ cers went to 215 Wayne Ave. Apt. B regarding an anonymous tip that Moranda Smith was there. She had an active felony warrant for a probation violation. It stemmed from a possession of heroin charge. Smith was placed under arrest and transported to Darke County jail.

Drunk driver crashes into police cruiser GREENVILLE – A man was arrested for suspected of driving while intoxicated after colliding into a police cruiser Sunday, Dec. 28 in Greenville. According to the Darke County Sheriff’s OfďŹ ce, just after 8 p.m. the suspected intoxicated driver of a Ford F-150 was northbound on the 1200 block of Sweitzer when he reportedly went left of center striking a southbound Greenville Police Department cruiser operated by OfďŹ cer Jennifer Freeman. BURNS – Doyle L. Burns, 81, of Greenville, passed away on Sunday, Dec. 28, 2014 at 11:47 a.m. at Reid Hospital, Richmond, Ind. He was born February 28, 1933 in New Madison, the son of the late George E. and Leola Mae (Lawrence) Burns. He worked at Neff Lettering for 40 years and was a member of the Greenville Moose Lodge. EDITOR www.bluebagmedia.com GREENVILLE – Thirty-five parents and children picked up their wooden toys Dec. 22 and began painting in Gateway’s third annual Santa’s Workshop at the Greenville Public Library. Two time slots were offered – 6 p.m. and 7 p.m. – there were no registrations for the later hour but everything was ready to handle the influx at six. Approximately 200 wooden toys, big and small, simple and complex, were donated by Richard Delk for the event. According to Gateway Prevention Specialist Robb Fulker, Delk has been making the toys for years. Fulker, Gateway’s Ruth Barga and the library’s Young Adult Specialist Reuben Kennett were busy preparing for the event by filling paint ‘pallets’ with the primary colors blue, green, yellow, black, red and white. Parents were assured the paints were washable. The cost to participate

was a $5 donation per vehicle. The receipts this year will go to the library for its youth group while the participants take their wooden toys with them or donate them to others. According to Fulker the receipts were donated to EUM Church the first year and Operation Christmas Cheer last year. “Last year we also accepted gifts and gift cards in addition to the money,” he added. Fulker noted the first year was a joint endeavor with Gateway’s Kathy Kenworthy and Main Street Greenville’s Amber Garrett. The event was held at the Coffee Pot. This year it was supposed to be held at the A&B Coffee Shop but they were unable to do it. “We were scrambling trying to find a place at the last minute,” Fulker said, noting the late date of the event. “We’re really grateful to the library for helping us out.” Fulker added it’s a good time. “It helps bring families together – put

away their iPods for some family time – they get to come out and work together.” He noted many of those participating included Gateway clientele. No children were alone; very few worked on their own. Mom and dad, Nathan and Erin Miley of Greenville, actively helped their three daughters – Nevan, Nola and Nalayna – work on their projects. Kaden Harrison, son of Rocky and Kelly Harrison, was actively talking and entertaining himself as he and dad were painting their projects… “See this?” he said, pointing to the initials dad was painting on one of the toys. “That’s KH. That’s me. What are you doing?” In response to the answer, taking pictures and notes, he asked “Do you report the news?” The 4-year-old EUM preschooler tried his hand at whistling while he worked, then finally said, “That’s hard work. I’m going to take a break.” And he did.

– Joseph (Joe) Ryan Mills, 38, of Arcanum, passed away on Sunday, Dec. 28, 2014 at Good Samaritan Hospital, Dayton. Joe was born Dec. 20, 1976 in Greenville, to Mark and Sue (Myers) Mills. He was diagnosed with Spinal Muscular Atrophy- a form of Muscular Dystrophy- at nine months old. In spite of a shortened life expectancy, Joe flourished and proved the doctors wrong thanks

to 38 years of exceptional caregiving by his biggest supporter-his Mom. Joe attended Gorman School in Dayton through fifth grade before moving to Arcanum Public School to complete High School, graduating in the top 10% of his class. He went on to complete a Bachelor’s degree in Management Information Systems at Wright State University in 2000. He was a software engineer for LexusNexus for eight years. Joe loved sports, especially Reds baseball, and Bengals and Ohio State football. His last big outing was planning a trip for many family members to watch the

A. Hensley Sr., 64, of New Paris, died Thursday, Jan. 1, 2015, at Wayne Hospital. Jerry was born on July 22, 1950, in Hamilton, to Elsie Pauline Hensley. He moved to the Darke County area in 1972. Over the years, he had been a mechanic, police officer, and truck driver. Jerry was reliable and loyal. He loved working on and driving cars, was an amateur radio operator, and was a member of the Darke County Fish and Game Club. He loved America and was as patriotic as they come. Eliminating Trash Bags

I would like to inform the public that Rumpke Waste Management is considering eliminating the white trash bags. If the bags are no longer available, the individuals who use these bags will be required to put their household trash in a wheelie bin. The cost to the homeowner has not yet been established but the amount could be from 8.00 up to 15.50 per month. Greenville City Council is awaiting Rumpke’s bid. The white bags cur-

rently sell for around 2.80 per bag. Depending on how often the homeowner places trash on the curb, this could be a significant cost increase to the citizen if forced to take the containers. If you would like to voice your opinion on this possible new requirement please attend the next city council meeting on January 6th at 7:30 or call your local ward representative. Commissioners Corner January is finally here. Families have gathered together for the Holiday’s, schools have taken a much needed break, and decorations are everywhere to celebrate this most wonderful season. With the last month of the calendar year behind us, it is always a good time to reflect on our many blessings the good Lord has given us this past year. If I were to list all the good things happening to Darke County this year, it would take a whole page of the paper. So in favor of expediency, let’s just say we have been blessed in so many areas. Economically, we have had one of the best years ever! People are buying locally, new businesses have sprung up, more business has expanded, unemployment is way down, and there is a new more positive attitude around. We feel like we are improving, and getting better. We are receiving national attention (the Holiday Horse parade made the Chicago Tribune!) The Wall Street Journal, Dayton Business Journal, and all news outlets have done stories on our success. New schools are being built, and old ones are getting a face lift, another sign that the attitude is changing here

after so many attempts before. The attitude that “we don’t need each other” between local Governments is long gone. The County, and all the villages and Greenville are all rowing the boat in the same direction, all in an effort to make our little corner of the world better. People are happier, and complaints about the County are almost non –existent anymore, and the ones we get are usually fixed very quickly. (We are very happy about that!!) As with most places, crime and drugs are a problem. However, through the work of law enforcement and citizen involvement, we are seeing a marked increase in apprehension of criminals. Cases are up almost 20%, so our Law enforcement is doing the job. As long as our citizens continue to help, we will eventually hope to get a handle on this problem. I guess, all in all, we have been truly blessed. We, the Commissioners are very proud of where we have come from, and where we are going. We will continue to do our best to make Darke County better. Several years ago my cohort here at The Early Bird wrote a weekly column that would pass along praise where due and would gripe about things he didn’t like. There were generally more praises than gripes, at least in the one column I read. Now that he is on the Grumpy Side of 60 I’m sure there would be more gripes. (Side note: Saying he is on the Grumpy Side of 60 is a gross understatement. He has been on that side of 60 for so long his dues have been waived and he has an honorary lifetime membership.) I can’t recall the exact name of his column, but it was something like Butter and Margarine...Bombshells and Bees...Blondes and Brunettes. Nope, the real name isn’t coming to me. I guess I should have read it more than once. Since we have come to the end of another year (and my wife and kids haven’t done anything ridiculous lately) I have decided to give my end of the year awards. I still can’t remember what he called his column...Buoffants and Pigtails (that’s not it either)... I guess I’ll have to come up with my own name. I’m going to go with the 2014 Woohoo and Uuugh Awards. The first Woohoo Award goes to Jafe, Whirlpool, Koenig, Buf-

falo Wild Wings, Rural King, Dominos, Village Green and any other business that is expanding its workforce, has built a new building or has decided to open up in Darke County. Obviously the Uuugh Award goes to Kmart, Big Lots, Staples, Sonic and any other business that closed this year. Woohoo to the Fair Board for building a beautiful new beef and dairy barn after their devastating fire. They were able to work around weather delays and still have the building ready for the fair. I get an Uuugh Award. Although I spent a lot of time in the Dog Barn during the fair, which is spitting distance from the new barn, I still haven’t been inside. I definitely need to give the Darke County Sheriff’s Dept., Greenville Police Dept. and other local law enforcement agencies a big Woohoo Award. They have worked tirelessly to get drugs and crime off the streets. They keep catching the bad guys and sending them to court, which leads to my Uuugh Award.

I have talked to the judge and heard his explanation as to why most of the criminals get minimal jail time rather than prison time and I understand the reasoning. However, it would probably make more sense to me and the public if we could see proof that local control is working over sending them away for longer periods of time. Unfortunately, we continue to see the same names in the headlines and police beat over and over. Ohio’s legislature gets to claim some of this blame. While law enforcement got my Woohoo Award – the court system and legislature gets my Uuugh Award. I could not end an awards presentation without recognizing my family. They definitely deserve my top Woohoo Award. This award is given for overall excellence as a family. I guess I should also give a couple of individual Woohoo and Uuugh Awards to my wife and daughters. Woohoo Awards go to my oldest daughter for setting a school record in shot put as a

freshman and passing the test to get her driver’s license. A Woohoo Award goes to my youngest daughter for being part of a championship cheer team and earning the Good Citizenship Award at her school. An Uuugh Award goes to my youngest daughter for being the best dishwasher. In our house being the best dishwasher is not a good thing. The person with the worst grade card the previous nine weeks gets assigned the dishwashing chore. If they were both to get straight A’s I would be more than happy to do dishes for the next nine weeks. My oldest daughter gets two Uuugh Awards. The first is for her soccer season. I don’t need to explain – she knows why. The second is for passing her driver’s license test. She didn’t anything wrong by getting it, but it makes me go Uuugh every time I think about it. The top individual Woohoo Award goes to my wife. I have no other reason than she’s married (and stays married) to me.

Auto Tech ready to hold auction GREENVILLE – The Greenville Career Tech Auto Technology program is ready to auction off another great car. The students have evaluated this car extensively and everything is in working order. This is a 2000 Honda Accord Special Edition 2.3 Liter 4 cylinder VTEC has 217,166 miles. This Honda has an automatic transmis-

sion, four doors, power windows, and power locks. A new transmission was just installed in the car along with a new battery and a complete oil change. This car is ready for a new owner. Greenville FFA student wins district GREENVILLE – Dalton Walls, a sophomore at Greenville High School, recently competed in the FFA Job Interview Contest at the District level. Prior to attending the contest he had to compose and send a resume and cover letter concerning his interest in the job of Farm Worker. At the contest, the student fills in an application by hand and turns it in for grading purposes. The applicant then goes into a room with either one or two judges and has a job interview to convince the judge they are the one for the job. After the interview the student will go into another room and type a follow-up letter thanking the person for seeing them and asking for further action from their potential future employer. All components are scored. Dalton was outstanding at the contest and earned the

privilege of going to the state competition.

GREENVILLE – On Dec. 6, the Supply Chain Management Team from Greenville High School Career Technical School were excited to once again assist at Breakfast with Santa held at the VFW in Greenville. Terin Ellis, Junior SCM President said, “It was an amazing experience to get to do something for our community and put smiles on all the little ones faces!” The annual event is hosted by the Greenville Business Professional Woman’s Club to raise funds for its annual College scholarships provided to Darke County Young Women. This year the students from Supply Chain joined once again with the women of BPW to provide a festive event serving nearly 100 guests along with Santa Claus. The students of Sup-

ply Chain Management set-up the tables, cooked breakfast, served the guests and assisted with the presentation of gifts from Santa. Santa is certainly the highlight of the event. He enjoyed visiting with the children and their families over breakfast and then participated in his own photo shoot with every child....some adults too! After the fun was complete, the students cleaned up. “I just love seeing the little children so excited! Emrick elected to state leadership GREENVILLE – Logan Emrick, a junior Supply Chain Management student at Greenville Career Technical Center High School, was elected Secretary for Business Professionals of America, Ohio Association at its annual Fall Leadership Conference on Nov. 19, at the Greater Columbus Convention Center. As a member of the 2014-2015 Ohio Association State Officer Team, Ms. Emrick will travel to Columbus for monthly leadership training sessions to enhance and extend her leadership skills that resulted in her election to the six-member leadership team. With the assistance of State Advisor Barbara Trent, the officer team will plan and conduct ceremonies at the State Leadership Conference March 1113, and at the 2015 Fall Leadership Conference. GREENVILLE – “Showtime,” said one of the teachers at East Intermediate School. Within seconds dozens of kids came charging out the gym where they’d been waiting for the “go” signal. The East School Carnival had begun. It was the last day of school before the Christmas break (Dec. 19) and the students who earned it got to take an hour out of their work schedule for fun and games. They went through the first floor hallways and library (or back to the gym for the dance contest) checking out various games, from the “hit the pins” game to shuffleboard and the numbers walk. According to Shawna Wise, Greenville Schools Paraprofessional, her 36 student council members planned the games and were running them. “They laid the games out, created them; there were no arguments… it was very organized. And they did this over a two-hour period.” Wise grinned. “This is the best group I’ve ever had,” she

said. This is the eighth year they’ve held the carnival. “We used to do it in the evening,” Wise added. “Now we do it on the last day… that way we don’t have to worry about transportation or kids missing out because they can’t get here.” All games had prizes. They ranged from pencils and trinkets to some interesting and colorful options, such as annoying orange markers, smencils, cherry twists and chocolate calculators. Some were games of chance, others games of skill. The hoops game required getting the basketball into a trash can from a considerable distance. They tested it prior to the start of the carnival and the first two to try it made it. Later the kids were lined up trying to make the basket… only a couple had succeeded. The ‘numbers walk’ meant a student had to be standing on a specific number when the music stopped. After a half hour the game had to be put on hold while the ‘numbers’ were being repaired. “We should have laminated them,” said the student doing the repair work.

Yes, it is that time of year when family and friends gather around for holiday cheer and gift giving. Many of us spend the time searching for the perfect gift in hope the receiver will be joyful and we can witness or be a part in their joy. However, with all the sharing and loving going on during the holidays we as a population will no doubt be sharing a few “unwanted” gifts. That gift being the spread of many viral infectious diseases such as cold and viruses. The gift of viral infections can be one your family and friends never forget which isn’t what you want to be remembered for. But alas…there is hope this holiday season and with some awareness and precautions you can minimize your chances of getting these viruses by avoiding sick people and participating in frequent hand washing, not touching your face with your hands, and always cover your mouth in your inner elbow when coughing and sneezing.

Elks host breakfast GREENVILLE – The Greenville Elks, 214 W. Third St., Greenville, will hold its monthly breakfast on Jan. 11, 9 a.m. to 12:30 p.m. They will have eggs and omelets to order, sausage, bacon, biscuits and sausage gravy, waffle bar and more. The cost is $9 for adults and $5 for children under 12. The breakfast is open to the public.

However, if you do get the flu – please don’t re-gift it! Stay home, sleep, and drink plenty of liquids. Please know there is NO CURE for colds and viruses – they must run their course. You may take over the counter medications (if approved by your provider) for your symptoms such as Tylenol and Robitussin DM. If you are seen in the office during the first 2448 hours of the onset of symptoms your provider may suggest an antiviral therapy which MIGHT reduce the severity and length of illness by 1-2 days– but remember this is NOT a cure. The average person will get better in 1- 2 weeks and you can expect to have yellow-green sputum around day five (this does not mean antibiotics are necessary). The most common cold, viral infection, or flu symptoms are nasal congestion, body aches, fever and a cough. Always call your doctor if you have trouble breathing, chest pain, confusion, or severe vomiting. The best step toward staying healthy is by getting the flu vaccine and living a healthy lifestyle involving exercise and eating a diet high in fruits, vegetables, and whole grains. It has been

proven that people who have had the flu vaccine have a lower chance of illness and death compared to non-vaccinated individuals. The elderly, infants and people who are chronically ill should highly consider the flu vaccine. The vaccine usually protects people from getting the flu by about 50-80% and IF you DO get the flu it is usually less severe and takes less time to recover. It is important to know that because the flu vaccine mutates (changes) every

year it is necessary that you get re-vaccinated on a yearly basis. For prevention get your flu shot and avoid sick people and if you are sick please stay home and take care of yourself! On a Mission for Mitch fundraisers NEW MADISON – Sometimes in life you get the rare opportunity to get to know someone who changes your life. They challenge you to be a better you, simply because they are so incredible themselves. Mitch McCabe, a 24 year old New Madison resident, is that type of person. Mitch and his family moved to New Madison in 2007 and he graduated from Tri-Village High School in 2008, attended Wright State University majoring in biomedical engineering, and graduated with

his bachelor’s degree in 2012. At the age of 23, he was engaged, working as a teacher’s assistant, had an internship and well on his way to a successful adult life. Within a week of graduating from WSU, Mitch went to the hospital with chest pain. His CAT scans showed a mass of nodes around his heart. Mitch had cancer. He was eventually diagnosed with Synovial Sarcoma, a very rare malignant cancer that typically forms in the soft tissue around joints, but not for Mitch. His cancer

formed around his heart. Because of where the tumor was located, surgery was far too risky. Throughout the next several months, he continued chemotherapy and targeted radiation. In early February 2014 his x-rays showed his tumor has shrunk! He was given a break from his treatment, but by June the scans showed the tumor on his heart was aggressively growing again. He moved his treatment to the Cancer Treatment Center of America, Chicago. The side effects
