Tri-Village grad joins Team USA in 2016 Summer Olympics CLINTON RANDALL

STAFF WRITER crandall@earlybirdpaper.com

NEW MADISON – As his hometown celebrated the Fourth of July on Monday with it’s annual fireworks display, 2013 Tri-Village graduate Clayton Murphy celebrated a U.S. Olympic Trials victory to secure his spot on Team USA at the August summer Olympics in Rio de Janeiro, Brazil. Hoping for at least a top three finish in Monday’s 800-meter race, Murphy started in 7th position – holding back for most of the race until making his move in the final turn to cross the finish line first with a personal best time of 1:44.76. “Making the team is an indescribable feeling of joy and accomplishment,” Murphy told The Early Bird. “Achieving this is the ultimate goal of athletics and I am super excited about the opportunity to compete for the U.S. Olympic Team.” Since winning a state title in the 1600m his senior year at Tri-Village, Murphy’s ‘Road to Rio’

has been filled with numerous accomplishments. In 2015, he won the gold medal in the 800m at the Pan American Games in Toronto, Canada; he was an 800m silver medalist at the NACAC Championships in San Jose, Costa Rica; and finished as the top American runner in the 800m at the IAAF World Championships in Beijing, China. This year (2016), Clayton won the NCAA Indoor Track & Field Championship in the 800m and most recently became the 1500m NCAA Outdoor Track & Field Champion before deciding to turn pro under a prestigious Nike sponsorship. Visit Murphy’s bio page at www.gozips. com to see a complete list of his collegiate career achievements and honors. “He is a determined young man and always has had each race strategy planned out,” said Murphy’s high school cross country and track coach Scott Warren. “Clayton is a unique athlete, always putting the team ahead of himself. Anyone around him

should be amazed by his work ethic and all he puts into staying healthy and being a top competitor. I certainly wouldn’t bet against him winning the gold medal.” Clayton was born Feb. 26, 1995 and is the son of Mark and Melinda Murphy of New Paris. Murphy says he doesn’t plan on returning home prior to the Olympics – as he will continue to train under the University of Akron cross country head coach Lee LeBadie in preparation for the trip to Rio. “I would like the thank first Coach LaBadie for being there since day one with the confidence and commitment to me in achieving the goals. I also want to thank my parents, my girlfriend Tara and my family for all their support through my ups and downs,” concluded Murphy. “I am super excited to be able to bring some Olympic excitement to New Madison and Darke County. I truly appreciate all the support from the community back home.” Murphy says the goal in Rio is to first make the

finals and then being in a position during the race to finish in the top three (preferably first) and bring home an Olympic medal. “Clayton’s accomplishments are amazing (some think phenomenal). He always believed in himself and listened to the road map I laid out for him. He strove to make corrections in

every aspect of his training and schoolwork, finding the right balance between the two,” said Coach LaBadie. “He learns from every opportunity how to be better and makes adjustments as needed – studying and refining details. These are all qualities of a true champion and that is why I’m proud to say – He is a Champion.” The 2016 summer

Olympics in Rio will take place a month from now on Aug. 5-21. Murphy will compete in the men’s 800m preliminary round on Aug. 12, the semifinals on the 13th and if he qualifies…go for gold in the finals on Aug. 15. Arcanum Fire Dept. thankful for new equipment donation CLINTON RANDALL

STAFF WRITER crandall@earlybirdpaper.com

ARCANUM – The Arcanum Fire Department is thankful for a recent donation of a new vehicle extrication tool made by the Arcanum Lions Club, Troutwine Auto Sales and the Family of God Ministries. According to Fire Chief Kurt Troutwine, the new Genesis-brand hydraulic

ram tool completes the department’s extrication set. In addition to their cutter and spreader tools, purchased nearly two years prior from special donations and grant money, the ram is used to cleanly push and pull portions of the vehicle to enable a faster and safer extrication method. “Along with Arcanum Rescue, we now have two extrication tool sets on any crash scene. This

gives us the ability of extricating two patients at once or we at least have a backup in case one goes down for some reason,” Chief Troutwine told The Early Bird. “It is a big benefit for the community.” To learn more about the line of Genesis Rescue Systems and to watch video of what each of the extrication tools are used for, visit www.genesisrescue.com.

GREENVILLE – Greenville Fire Chief Mark Wolf has announced he will be retiring at the end of the month. “My last day on the job will be July 29,” Wolf said Tuesday. Wolf has served with the city’s fire department for 28 years. “It has been a privilege and honor serving with all of the personnel in the city of Greenville FD since 1988,” Wolf said in a written statement. “They are an awesome group and I would put them up against any firefighters in the world.” Wolf gave credit to his fellow firefighters for the work they have completed under his supervision. “They have a very high skill level and are dedicated to serving the citizens of the city of Greenville,” he said. Wolf began his career as a volunteer firefighter/ EMT with the Withamsville, Ohio Volunteer Fire Department in 1976. He also served as a full-time firefighter/EMT for the department and held the positions of lieutenant and captain. He also was a part-time firefighter/EMT for the Montgomery Community

Wolf came to Greenville in 1988, holding several positions, including firefighter/EMT/Inspector from 1988-91; captain/ shift commander from 1991-2001; assistant fire chief from 2001-2002 and was named fire chief in 2002. A 1976 graduate of Amelia High School, Wolf earned an associate’s degree in fire science technology from the University of Cincinnati in 1992 and completed the Ohio Fire Executive program in 2004. He also earned several technical certifications and belongs to several pro-

fessional organizations. Wolf won’t be leaving the work force upon retiring from Greenville FD. He has accepted a position as an emergency reporting trainer. “Emergency reporting provides a web-based records management system for the fire and emergency medical services,” Wolf said. “I am very excited about this opportunity and will start full time with them Aug. 1” Wolf’s retirement announcement comes less than a week after the retirement of Assistant Chief David McDermitt, whose last day with the department was June 30.

GREENVILLE POLICE BEAT

Police charge two with DUI; traffic offenses DUI On July 1 an officer observed a vehicle traveling west bound on East Main Street with the front license plate hanging by one screw and nearly touching the ground. There appeared to be no rear plate on the vehicle. The officer conducted a traffic stop and made contact with the driver, Herman Linder. The officer noticed Linder had slurred speech and glossy eyes. The officer also detected an odor of alcohol coming from inside the vehicle. Linder first stated he had consumed one beer, but later admitted be consumed several, drinking his last one approximately 15 minutes prior to the traffic stop. Linder was asked to exit the vehicle to perform field sobriety tests, which he did poorly on, according to the report. He was placed under arrest for OVI and transported to the Greenville Police Department, where he agreed to a breath test. He was placed under an administrative license suspension and given a

citation for OVI and for no rear license plate on the vehicle and released to the custody of Connie Barga. Linder had been given a warning by the same officer for the same registration violation two days prior to the traffic stop on July 1. On July 2 an officer observed Craig Wooten operating a vehicle northbound on Wagner Avenue, swerving from side to side within the marked lane of travel. The vehicle then went about one foot out of its marked lane into the other north bound lane of travel and came back into its own lane. The officer conducted a traffic stop and approached the vehicle, noticing that Wooten did not put the vehicle into park. He was told to do so and complied. Wooten was then asked for his registration and proof of insurance. Wooten handed the officer the insurance information, fumbled through papers looking for the registration, then handed the officer a receipt. When the officer told Wooten that he had given him a receipt,

Wooten then handed the officer paperwork for a passport. While speaking with Wooten, the officer observed he had bloodshot eyes, slurred speech and there was an odor of alcohol coming from inside the vehicle. Wooten was asked to exit the vehicle to perform field sobriety tests, which he did poorly on. He was placed under arrest and transported to the Greenville Police Department. He took a breath test and was placed under administrative license suspension and was charged with OVI and marked lanes. Dead Body On June 30 an office was dispatched to the 100 block of Hickory Drive at a request from Greenville Township Rescue on the report of a stillborn child. According to medics at the scene the child had been born in the main floor bathroom of the residence at approximately 12:05 p.m. Rescue transported the mother to Wayne HealthCare. Darke County Coroner Investigator Joe VanVickle was called to the scene. The child was removed and transported to the Montgomery County Coroner’s Office. On July 4 an officer was called to the 600 block of East Main Street in reference to an unresponsive person. A resident, Jack Sanders told the officer he arrived home from work and could not get in the house due to the door being locked. The lights were on in the residence. Sanders said he looked through a west side window and saw his roommate, James Kuna, slumped over on the floor next to the dining room table. Mr. Kuna would not respond to Sanders’ attempts to get his attention. Greenville Fire and Rescue was dispatched to the scene and made entry into the home. Mr. Kuna was pronounced dead at the scene. According to the report, a spoon with a small amount of wadding was found on the dining room table. Next to the spoon was an empty clear cap. Sanders told police he was not aware Mr.

Kuna had any medical problems but said he was aware when Mr. Kuna was residing at another Greenville residence he had been drugged by an unknown female and had been revived with Narcan. Upon investigation, detectives found a purple cloth bag with five syringes in and around it lying on Mr. Kuna’s bed. His wallet was on a night stand with cash in it. His cell phone was next to the wallet. They were taken as property. When Mr. Kuna’s body was rolled over, officers found a syringe, a small Bacardi bottle and cell phone charging cord in his hand. Mr. Kuna’s body was transported for an autopsy. Vandalism On June 27 an officer was dispatched to Tecumseh Trail/North Broadway in reference to possible vandalism. A complainant advised they had observed two older juvenile males get out of a white Grand Prix and walk down the trail holding cans of spray paint. Upon arrival, the officer observed the white Grand Prix in the parking lot. He started to walk down the trail with park director Roger VanFrank. VanFrank stopped at the outlook area, while the officer continued on the dirt trail, observing two males ahead on the trail. When they noticed the officer the two males ran behind a tree and it appeared they were putting something in their pockets. The officer caught up with the subjects and identified them both. One was a juvenile; the other was Tyler Netzley. The two told the officer they had the white and blue spray paint because they had just come from one of their homes where they had been doing some painting for a parent. The officer escorted both boys back to VanFrank, who told the officer he had just noticed blue and white initials had been painted on rocks near the outlook area. VanFrank said the rocks had not been painted the last time he’d been there, on June 23, and that the paint appeared to

be fresh. The boys finally admitted they had painted their initials on the rocks. Both subjects were cited for criminal mischief. The juvenile was released to his mother, who had been called to the scene. The cans of spray paint were transported to the police department and placed into property as evidence. Traffic Offense On July 6, an officer was operating a laser near the 1700 block of Wagner Avenue. He observed a maroon Ford Taurus driving north on Wagner Avenue and recognized the driver, Jordan L. Bailey was under suspension. The officer conducted a traffic stop in the 7000 block of Greenville-Celina Road, made contact with Bailey, who told the officer he knew he should have had his brother, Dustin Bailey drive the car. The officer told Bailey to stay in the car while he ran the registration. The car is owned by Madison Fletcher, Jordan Bailey’s girlfriend. Jordan Bailey informed police Fletcher believed his brother Dustin would be driving the car. The car was towed for wrongful entrustment and Fletcher was issued a citation for the same. Jordan Bailey was issued a citation for a child support suspension, which is one of six open suspensions. The vehicle was inventoried and nothing of value was left inside. A backpack belonging to Dustin Bailey was released to him along with cash found in the passenger door pocket where he had been sitting. Wanted Person On June 30 an officer was dispatched to the Darke County Municipal Court to pick up Todd

NORTH STAR – The Village of North Star would like to recognize and thank North Star American Legion Post 174 and the Friends of North Star for contributing funds that were used to upgrade the facilities at the North Star Community Center. The floor and the lighting in the gym were very outdated, so upgrades were definitely needed. They now have the sealed concrete with color chip flooring, done by Minster Concrete Coatings, and the lighting and ceiling tiles were installed by Scott’s Electric (Versailles). The walls were also painted by Garber Painting (Greenville).

Darke Co. investigating inmate death GREENVILLE – The Darke County Coroner’s Office and the Darke County Sheriff’s Office are investigating the death of an inmate while incarcerated in the Darke County Jail. On Wednesday July 6, 2016 at approximately 7:10 a.m. corrections officers discovered 50-yearold Thomas Rochow, of Greenville, lying on his bed pulseless and not breathing. Corrections officers and deputies performed CPR including the application of an AED in an attempt to revive Rochow. Greenville Township Rescue Paramedics also responded and provided advanced life support care. Rochow was not resuscitated and was pronounced dead in the jail. Darke County Coroner, Dr. Timothy Kathman and Chief Coroner’s Investigator Joe VanVickle responded to the scene to investigate. Detectives from the Darke County Sheriff’s Office were also assigned to investigate this case. Thomas Rochow was

arrested by the Greenville Police Department on the afternoon of July 4, 2016 for an outstanding warrant out of Darke County Common Pleas Court on felony theft charges. Rochow was booked into the Darke County Jail on that date at approximately 2:42 p.m. Rochow was placed in general population at the Darke County Jail. The Darke County Jail utilizes single occupancy cells therefore Rochow has no other inmates in his cell. On the morning of July 6 he was awakened at 6:30 a.m. along with all other inmates in his ward. Rochow exited his cell and spoke with a corrections officer requesting that he remain in his cell in lieu of doing morning cleaning duties because he was not feeling well. Rochow’s

request was granted and he immediately returned to his cell and the door was secured at approximately 6:32 a.m. At 7:10 a.m. corrections officers opened Rochow’s cell door and he was called out for breakfast and he did not respond. The corrections officer checked Rochow and discovered him lying on his bed as if he was sleeping. The corrections officer tried to get Rochow to respond and discovered he was in cardiac arrest. The preliminary investigation finds that Rochow did not appear to have any traumatic injury. There is no evidence or information that he was involved in any assault. He was cooperative while in the jail and no physical use of force was utilized while in the jail. The body of Rochow was taken to the Montgomery County Coroner’s Office for a forensic examination. According to Darke County Coroner Dr. Kathman, cause of death is pending lab results and toxicology that could take several weeks.

Sink to be published in law journal

ARCANUM – Jessica Sink, of Arcanum, will have an article published in the University of Virginia School of Law Sports and Entertain-

ment Journal. The article, “Framed: Misattribution of Great Works of Art and the Liability of Auction Houses that Sell Them,” addresses liability issues associated with the authentication process for works of art sold at auction. The authentication process for works of art, especially high value art sold by auction houses like Sotheby’s and Christie’s, is complicated and fraught with legal issues. In a 2014 case, “The Cardsharps,” a painting by the Baroque artist Michelangelo Merisi da Caravaggio was sold at a Sotheby’s auction for £42,000. Described by the auction house as the work of a “follower of Caravaggio,” it was later determined to be by Caravaggio himself and valued at over £50 million. The subsequent legal claim brought against Sotheby’s by the previous owner raised issues of negligence and due diligence. The article examines those issues and demonstrates the current level of responsibility of auction houses is inadequate and inconsistent with available valuation methods. Jessica Sink is a 2016 graduate of the Ohio Northern University School of Law, Ada.

ON YOUR MIND

READERS WRITE You Make Camp a Success I want to thank each and every one of you for your generous support again this year of the 2016 Matt Light Football Camp. I doubt I can properly express my appreciation for your financial support each year of this unique football camp. This is the only camp of its kind in the immediate or surrounding area that is offered at no cost to the athletes. I am very proud to be able to offer this camp to the youth of Greenville, Darke County, and the surrounding counties. It is unusual to provide young kids a free twoday camp that includes structure, excellent coaching, and positive direction. As usual, Matt Light was present for both days of the camp. Matt had some inspiring and motivating words for the campers, and the kids responded positively to his presence and advice. Let me not fail to mention, we have 18 area football coaches (most are varsity assistants or head coaches) who take time from their busy summer schedules to eagerly work this camp. Let me remind you that this is the only camp many of these kids will get to attend, simply because it is free. This concept is only possible through the generosity of the business people of Greenville and Darke County. The true meaning of “giving back” is demonstrated by the good businesses, businessmen, and businesswomen of Greenville and Darke County supporting the unique concept of a free football camp. This year, the 23rd year, we had another great turnout for the camp – 185 campers! I hope to continue the camp again in 2017 for the 24nd Annual Matt Light Football Camp. It is my hope that I can count on your support next year. Respectfully, Larry E. Masters, Camp Director ~~~~~~~~~~~ Showing Pride & Respect People have commented about me tearing up when I hear certain religious songs and patriotic songs. A sense of respect and pride overcomes me at memorial services while watching our flag being raised. Why? Because I was taught respect for our flag, our freedoms, and our veterans. I feel as though I can sense what Francis Scott Key felt when he saw the flag raised after a battle of the War of 1812 and he wrote a poem that later became the Star Spangled Banner. What disturbs me a lot are those people who do not show respect for our flag. I stand when the national anthem is played and for the pledge of allegiance to the U.S. flag. While subbing at one school, it upset me to see students who do not have to be quiet or stand for the pledge of allegiance. I was told that these students have the right to do as they please. Really? Why are they free? Why do they have this right? They have forgotten or maybe never knew who gave them this freedom. Who made this freedom possible? Our God and our veterans. For without God and our veterans, we would not have our freedom that is taken so lightly by some. So when you see a veteran, thank that veteran and God for what we have - - Freedom. I am a daughter of a proud veteran. So when you disrespect our flag and the pledge of allegiance by your sitting and talking, you are disrespecting my father and all veterans who fought for your freedom. Sue A. Hahn Greenville

Growing our Shrinking Middle Class Today, Americans are working longer hours for less pay. Protections SHERROD and benefits BROWN that were U.S. SENATOR once guaranteed by the government or bargained for by unions have eroded. Workers are holding up their end of the bargain, but seeing little in return. And new numbers illustrate the reality Ohio workers face. Oxfam and the Economic Policy Institute released a new report last week revealing the staggering number of workers in Ohio and across the country that are trying to support their families on low wages that don’t reflect the value of work they are putting in. Nearly a third of the Ohio workforce — above the national average — earns less than $12 an hour. And nearly half of

Ohio workers earn less than $15 an hour. These aren’t teenagers working summer jobs for pizza money — the vast majority of these Ohio workers are over 25 and many are supporting families. There are 4.6 million Ohioans living in households that are supported by a worker making $15 an hour or less. This isn’t how you build a strong middle class. We used to have a social compact in this country that promised if you worked hard, played by the rules, and put in the hours, you could get ahead. You could make enough to put dinner on the table, take the kids to the movies, send your daughters to college, and save for retirement. But over the past several decades, as you can see from these numbers, the value of work has eroded. Ohio workers aren’t looking for a handout — they’re just looking to be paid

what they’re worth. We need to do more to ensure that their hard work is rewarded. That means raising the national minimum wage to $15. It means guaranteeing paid sick leave and paid family leave. It means ensuring equal pay for equal work. It means ending workplace abuses that steal from workers’ paychecks by misclassifying them as “independent contractors,” or by forcing them to work off the clock. And it means rewarding work through the tax code. One of the best things we did in Congress last year was to pass my bill to permanently expand the Earned Income Tax Credit, or EITC — and we got it done as part of a bipartisan deal. The EITC is one of the most important tools we have. President Reagan called it “the best anti-poverty measure to come out of Congress.” We need to build on our success with EITC, and

expand it to cover all lowincome workers. We also took an important step last month. Vice President Biden, Labor Secretary Perez, and I flew to Columbus to announce a new overtime rule that will give millions of American workers a raise. Right now, before the rule change takes effect, millions of American workers are classified as managers. But they are making just $30,000 or $40,000, and working 50 and 60 hour weeks, without getting paid a cent — let alone time-and-a-half — for their extra hours. As the Vice President said in the announcement, “when the middle class does well, the rich do very, very well, and the poor have hope.” A healthy economy invests in its workforce, and when hard work pays off, we get more productive workers, more successful businesses, and stronger families.

I have a l w a y s been proud to call the 84th House District my home, especially JIM BUCHY this time of OHIO REPRESENTATIVE year when the weather is heating up and our local fairs and festivals get underway. There is nowhere else in Ohio quite like it, and when our festivals and fairs are in full swing no one can compare. This year is no different with 13 festivals and parades

planned throughout the summer months. We have had great turn out so far at the Jackson Center Community Days festival, Botkins Carousel and the 64th Annual Poultry Days festival. I take great pride in these festivities and I was proud to get out and see these traditions continue to unite our community. Upcoming events this June include the Rockford Community Days Parade and the Anna Homecoming Parade on June 20, both of which provide a tremendous opportunity to celebrate Ohio’s small town heritage. Also in June is the Fort Recovery 225th Anniversary celebration. This festival is always a favorite of mine,

serving as a reminder of the village’s rich history that continues to endure 225 years later. Events in July include the Ansonia 4th of July Parade, Cridersville Fireman’s Jamboree and the Celina Lake Festival at the end of the month, which always provides free, funfilled entertainment for all ages. Additionally, the August festivals finishing up the summer are the Union City Heritage Days, the Coldwater Community Picnic and the Bremenfest in New Breman. There is so much to look forward to this summer, so be sure to get out and experience everything western Ohio has to offer and to celebrate our local communities that are

second to none. I look forward to attending all of the events I can this summer and speaking with my constituents about our great state of Ohio. This summer, I hope you find time to relax and enjoy all of the festivals and parades that are occurring. I plan on spending time with my family and constituents, getting to know how we can make our home an even better place. Whether you’re participating in barbeques, pool days or heading out of town for a vacation, I wish a safe and happy summer. As always, if you have any questions or concerns on issues surrounding Ohio do not hesitate to contact my office at 614466-6344.

Enjoying the summer in District 84

Living Essential Oils, Nature Sunshine, Enzymatic Therapy, NOW, Nutra, Solaray, and Melalecu. Mitchell is well educated and trained in all these areas. Mitchell explains that we must all take responsibility for ourselves and have healthy habits rather than rely on too many medications. Often we don’t know how to process our emotions so they can become negative and detrimental to health. She says an emotion is energy in motion and responsibility is the ability to respond. This point of view empowers us to take positive, practical actions on our own behalf.

The use of essential oils can be part of that action. Mitchell describes how an oil works in that its molecules piggy-back onto the cells of the body and go deeply into the body’s tissues where they affect healing by re-aligning the molecules of a troubled area. Many medicines use the same molecules but in an unnatural form which cannot reach as deeply. An essential oil not only smells good but has a chemistry that heals! Mitchell asks that you bring your questions and concerns to discuss after her talk. Don’t miss this educational and inspiring program. Light refreshments will be served.

Fundraising for summer tutoring GREENVILLE – As many families begin to prepare for their summer vacations and other activities, the Chalmers family, once again, is preparing to “empower” local youth through summer tutoring. Kendra Chalmers, her two children Kayden and Nevaeh, and her mom Tanya McConnell, spent their Saturday at Rural King holding their second bake sale in the last three months. The two efforts generated over $1,100 for the Empowering Darke County Youth program. The Chalmers and McConnell families understand a child’s need to be able to read, spell and do math at his or her grade level… both Kayden, who is going into the fourth grade in the fall, and Nevaeh, who will be in second grade, needed a boost… They got it and their

parents and grandparents wanted the same opportunity for other children. The skills challenge consisted of nine stations where the competitors were faced with various “issues” they had to work through on a time limit. The stations included

PMI, Brakes, HVAC, Live Engine, Tire/Wheel, Engine Diagnostic, Fasteners, Electrical, and Fifth Wheel. After all of the points were scored, Burke took home the top prize as the 2016 Ohio SuperTech Champion. He was also a station winner for the Live Engines. Taylor Staton

Staton earns ROTC scholarship GREENVILLE - Taylor

Hannah Staton was selected to receive a 2016 Air Force ROTC scholarship starting in the fall of 2016. The competition is tough with approximately 8,200 high school seniors from across the United States applying for the limited scholarship slots available. The Air Force is extremely selective in awarding scholarships with only 15 percent of applicants receiving scholarship offers. The Air Force ROTC scholarship covers full college tuition, provides a textbook allowance, and pays most laboratory or incidental fees with the estimated value of a scholarship of $100,000. The end result of an Air Force ROTC scholarship is an officer’s commission in the United States Air Force as a 2nd lieutenant. Taylor will be attending Miami University this fall majoring in mechanical engineering. She also received a $9,500 annual Miami merit scholarship and a $350 Miami Alumni Scholarship.

GREENVILLE – Second National Bank has once again contributed to Darke County’s public-private economic development effort, Partnering for Progress. SNB has been a great supporter of the initiative since its inception in 2008. To date, no other financial institution has contributed as much to P4P as Second National Bank has overall, or in any given year. This support goes above and beyond just the financial aspect as officers of SNB have been a part of the Darke County CIC Board and advisory committees, as well as being a consistent participant in P4P events. “Partnering for Progress supports the entire Darke County community and beyond. The jobs created through its business partnerships and the training provided through its workforce development programs have the potential to impact everyone in the community,” stated President and CEO of Second National Bank, John Swallow. This is the kind of widespread initiative that we plan to continue to support.” According to the Economic Development Office, the P4P initiative has worked with local businesses to help create or retain al-

most 2,000 jobs (mostly in the manufacturing sector) since 2010. It has also assisted with recent major business expansions such as Whirlpool, Midmark, FRAM, PolyOne, and Jafe Decorating. P4P also works to lay the infrastructure

for future growth through its workforce development efforts, land and building development, and regional partnerships. For more information on Partnering for Progress, please call the Economic Development Office at 548-3250.

NEW MADISON – President of the New Madison Kiwanis Club, Sharon Lapp, is shown presenting a check to Steve Litchfield, financial director for Darke County Special Olympics. With year-round programming in basketball, softball, cheerleading, bowling and the annual track and field event, the program has added more opportunities for special needs athletes with summer camps in softball, swimming and participation with the Wavaire Camp. Darke County Special Olympics is funded through local donations and coached and directed by volunteers.

AAA receives grant to address drugged driving problem COLUMBUS The Ohio Department of Public Safety’s (ODPS) Ohio Traffic Safety Office (OTSO) has awarded $20,000 in federal traffic safety funding to AAA for federal fiscal year 2016. The traffic safety advocacy motor club will be utilizing the funds to hold a tri-state regional summit on drug-impaired driving June 14 in Blue Ash, Ohio, for law enforcement, traffic safety advocates, and other stakeholders including attorneys and judges from throughout Ohio, Kentucky, and Indiana. The purpose of the summit is to bring together subject matter experts including law enforcement, prosecutors, judges, legislators, educators, physicians, and traffic safety professionals to highlight issues and challenges surrounding the “Drugged Driving” problem in the region and discuss collaborative solutions (to make the roadways safer for motorists.) Funding for the summit is passed through OTSO from the National

Highway Traffic Safety Administration to support the efforts of safety partners statewide and focus on traffic safety priority areas such as restraint use, impaired driving, motorcycle safety and youthful drivers. “Partnerships are critical to the success of any safety effort and we are grateful for the support of the Ohio Traffic Safety Office,” said AAA Spokesperson, Cheryl Parker. “This grant will help us to bring together law enforcement, safety advocates, and other relevant stakeholders to address challenges and discuss solutions to an important safety issue on our roadways.” Opioid drug use is growing at epidemic levels in many states across the country including Ohio, with Dayton ranking first among U.S. for drug overdoses, Cincinnati in sixth place, and Toledo in tenth place, according to cause of death data from the Centers for Disease Control (CDC) and compiled by ArrestRecords.com.

While recent trends indicate that alcoholimpaired driving is declining, a growing body of evidence suggests driving under the influence of other drugs is becoming an increasing threat to motorists on the road. Reported illicit drug use by drivers during the 20132014 timeframe has increased by 25 percent from

2007, according to the National Highway Traffic Safety (NHTSA) National Roadside Survey of Alcohol and Drug Use by Drivers. Competitive grant proposals are accepted and reviewed by OTSO. The FFY 2015 competitive grant process solicited grant proposals from state agencies, non-profit organizations, colleges, universities,

hospitals, political subdivisions and other interested groups within selected Ohio counties and jurisdictions (based upon the number of fatal crashes). For more information about OTSO and statewide efforts to improve safety on Ohio’s roadways, visit http://ohiohighwaysafetyoffice.ohio.gov/in- GREENVILLE – The Greenville High School Career Tech Program, Supply Chain Management, recently donated a check for $6,033 to Darke County Special dex.stm Olympics raised at an event showcasing the special athletes’ vocal and artistic

AUTOMOTIVE MARKET

Feathered friend at Darke County Parks

GREENVILLE – Darke County Parks would like to recognize one of its most dedicated volunteers, Pam Siegel. Siegel works for a few hours each day, Monday through Saturday, feeding Greta, the Great Horned Owl, cleaning her enclosure, and spending time reading or talking to her. Pam has been helping with Greta for three years and says she does it because she loves owls, and Greta connects her with everything she loves in nature. With Pam’s continued help socializing Greta, the owl is becoming more and more comfort-

able around people. In the future Pam would like to handle Greta on a glove at least once a week, to continue to build their mutual trust. Greta began life in the wild and entered into captivity after being stuck by a truck. She spent some time in a wildlife rehab center before becoming an educational wildlife ambassador. Because she has significant vision issues and is missing a critical talon, she cannot be released back into the wild. It is only through state and federal permits that the park can keep her in cap-

tivity. The Darke County Park District obtained Greta in 2012 from Butler County MetroParks, and she is now thought to be 12 years old. In the wild the Great Horned Owls’ life span is about 13 years, but they live to be 20 on average in captivity. The oldest recorded wild owl lived to be 28, and the oldest captive Great Horned Owl lived to 35. Great Horned Owls have fantastic eye sight and hearing, which help them catch their prey. They can even hear a mouse in the grass from a football field away. Their eyes are also fixed in their heads. This means that they have to turn their heads in order to see in different directions, but they have 270

degrees of rotation and can move through that rotation at extreme speed. If human eyes were proportioned like a Great Horned Owl’s, they would be the size of softballs. This size makes them highly adept at nocturnal hunting and gives them great binocular vision. Right now Greta works as a wildlife ambassador teaching children and adults alike about birds of prey, also known as raptors. She has spent time traveling to schools and other facilities, but the park staff hopes to soon have a new enclosure built that will have her much more open to the public. The new enclosure will let the public view Greta anytime the park office is

open. In the meantime, park staff is hoping to host some open house visits to her current enclosure this fall. The Darke County Park District would like to thank Siegel for all the time and effort she devotes to help Greta become the

best animal ambassador she can be. For any questions about Great Horned Owls or any programs offered by the Darke County Park District, call the park office at 548-0165 or email info@ darkecountyparks.org.
