DARKE COUNTY – Darke County Commissioners have written three checks to cover costs for the Darke County Fairgrounds’ swine barn project. The barn was totally destroyed by fire last October. According to Commissioner Matt Aultman, the following checks have been written: * Clean-up/fence - $6,025 * Demoilition/Materials for repair - $60,710 * Down payment to order new building - $219,853 Also, $12,200 has been allocated to complete repairs on the cattle/dairy barn, which was damaged by the swine barn fire. This amount is for materials only, no labor, Aultman said. On Wednesday, commissioners met with members of the fair board as well as representatives from County Risk Sharing Authority or CORSA – the county’s insurance provider. The fair board has approved H.A. Dorsten in Minster as the contractor for the new structure – which is hoped to be completed by fair time this summer. According to CORSA claims supervisor Jeff Knoop, the insurance company “will pay the balance when the building is closer to being done.” Fair board member Jerry Marker directed a question
to Knoop: “We will not be receiving any (more) money till the new building is up? Knoop verified that was the case. “Yes,” he said. Due to mandated upgrades that will have to be made to the new structure, final costs have yet to be determined. “We’ve been through this before when the cow building was burned,” Aultman said, noting how safety upgrades, for example, sprinkler systems, had to be included in the fairground’s cattle/dairy barn, which also was replaced due to a fire a few years ago. Another point of discussion Wednesday was the work being completed to repair the damage sustained by the cattle barn – notably the roof. “That’s our pride and joy out there,” said Commissioner Mike Rhoades, questioning the work by Bruns Construction. Rhoades said he “was not happy” to “just patch it and go on. One side was damaged by the fire I’m not happy we’re not fixing the whole roof on that side.” Knoop said he would be taking a look at the cow/ dairy barn roof repair issue. Aultman also brought up some communication issues he believed to be taking place between fair board, commissioners and CORSA, with all present agreeing to be more diligent with communication.

From there, she hopes to go straight to an emergency room and work with trauma patients. GREENVILLE – Three well-deserving 2019 graduates from the Miami Valley got a little help with the next level of education from Whirlpool Corporation and One Energy. Whirlpool’s dedication to renewable energy and One Energy’s three wind turbines that went into operation earlier this year in Greenville is helping to provide a $5,000 Megawatt Scholarship to each student. This year’s scholarship award winners are Lorean Napper of Xenia, Gregory Goubeaux of Russia, and Zachary Niswonger of Troy. The award winners visited the Greenville Whirlpool Plant on Thursday where they were honored. Napper plans to attend The Ohio State University next school year and major in aerospace engineering. The Xenia High School graduate said, “This scholarship means everything to me. It helps me achieve my dream of being an aerospace engineer. It helps me to focus on my studies and it means my dream is coming closer to me.” Goubeaux will attend the University of Toledo

to study mechanical engineering technology. The 2019 Russia graduate said, “It’s a great opportunity and this is an amazing company.” Just like the company that is providing the scholarship, Goubeaux hopes to eventually develop better and cleaner energy. Niswonger will study chemical engineering at The Ohio State University. The soon-to-be Troy High School graduate was thankful for the scholarship, “It means a lot. It shows my hard work has paid off. It takes away the burden of having to pay for college.” Jenni Hanna, plant lead for Greenville Whirlpool, said, “This day is about you (scholar-
ship winners). We can’t say enough about your accomplishments and the journey ahead of you. We wish you the best and the privilege to be part of your journey.” Kelly Hovest, head of culture at One Energy, said, “This is one of the best things we get to do.” She explained their partnership with Whirlpool has allowed them to give $115,000 in scholarships since 2015. She added, “This scholarship represents a partnership with us. If you are going into engineering and want to meet up with an engineer, we will find you one.” In addition to the scholarship award, each student will also have their name on a plaque at the
base of one of the three wind turbines in Greenville. Each wind turbine One Energy builds represents a $5,000 scholarship every year and is presented to senior pursuing two-year or four-year degree in science, technology, engineering, or math (STEM). The student lashed out, trying to kick and punch the officer. She grabbed the principal by the shirt collar and ID badge lanyard, causing red marks on the principal’s neck. The principal later described being injured and showed the officer a small bruise on her elbow from being punched by the student. The principal also had several scratch marks on her arms. According to the report, the school has been dealing with similar behaviors from the student throughout last school year and this year. The principal said she wished to pursue charges for assault. The student’s father came to the school to pick her up and was given a copy of the citation for assault. The student also was suspended for multiple days.

On April 26, an officer observed Jesse Railsback walking westbound on Bellevernon Avenue near Fairview Avenue. The officer ran the defendant’s name and found he had an active felony warrant through the Darke County Sherriff’s Office for aggravated possession of drugs. As the officer pulled up, they found Railsback standing in the intersection. The officer asked Railsback to
walk over to him, where the officer grabbed the defendant’s left wrist in attempt to place him in handcuffs and advised him he had a warrant. Railsback pulled away from the officer and began to flee on foot. The officer pursued Railsback running south on Fairview. The officer commanded Railsback to stop multiple times before he threw a yellow duffle bag he had been carrying. The defendant began running through several yards, alleys and streets before stopping and putting his hands up once he reached the 100 block of Bellevernon Avenue. The officer ordered Railsback to get on the ground and put his arms out. Other officers arrived on the scene to assist. Railsback was placed in handcuffs and searched. Officers asked if he had anything on him and he admitted he had a syringe in one of his pockets. The syringe was located in the left pocket of the jacket he was wearing. Officers confirmed Railsback had a felony warrant through the Darke County Sherriff’s Office. An officer at the scene was told about the bag Railsback threw on the ground prior to fleeing. The officer located the duffle bag and while searching found two unopened packages of
syringes. No other illicit items were located. Railsback was transported to the Darke County Jail, where he was incarcerated for the warrant. Officers transported the syringes to the GPD, where they were placed into a sharps container. On April 27, officers served Railsback with a citation for obstructing official business for attempting to avoid apprehension by fleeing on foot. On April 25, an officer was dispatched to the 100 block of Morrow Street on the report of a possible breaking and entering of an abandoned house. The officer made contact with the complainant/witness, who showed the officer a back door that was opened at 110 Morrow St. The complainant said a male walked up to the back door of the residence and removed the board that was blocking the doorway. He also said there was no one living in the residence. Three officers approached the back door of the residence and noticed a juvenile walking around inside. Officers identified themselves and called for everyone inside the residence to come out. The juvenile and an adult male identified as Robert Wentz II exited the residence. Wentz told officers he and his stepson were cleaning up
the residence for its owner. Dispatch confirmed Wentz had a warrant through the GPD in reference to a theft by deception charge and had 29 days to serve. Wentz told the officer he did not know he had a warrant. Wentz was placed in handcuffs and GPD dispatch made contact with the home’s owner via telephone who said Wentz did have permission to be there and that he was doing some work for him. A family member was contacted to pick up the juvenile and the defendant’s tools. Wentz was transported to the Darke County Jail where he was incarcerated for his warrant.

Darke County Auditor Carol Ginn announced homeowners and residential and agricultural real estate properties who did not receive OwnerOccupancy Credit on their 2018 tax statements have until the last day in December to file an application for the reduction. To determine if you received the credit, check
your tax statement. If an amount appears on the Owner-Occupancy Credit line, the reduction has been granted. No yearly renewal is required unless you moved or sold the property. To qualify for the reduction, you must own and live in the home as of Jan. 1, 2019. The reduction will be allowed on the home, garage and one acre or less, regardless of acres owned. Manufactured homes (not taxed as real estate), rental
properties and bare land are not eligible. However, owners of manufactured homes taxed like real estate and owned by the occupants are eligible to apply. Also, homeowners who have constructed new homes last year would be able to apply if they moved into their before Jan. 1, 2019. Homeowners who did not receive the OwnerOccupancy Credit but are

DeWine unveils executive budget COLUMBUS – Ohio Governor Mike DeWine unveiled his proposed executive budget for fiscal years 2020-2021, which is structurally balanced and does not include an increase in taxes. “The budget we are sending to the Legislature today is a budget for Ohio’s future, and it reflects our need to invest in Ohio and Ohioans,” said Governor DeWine. “Our budget plants seeds of hope and opportunity for tomorrow through smart, strategic investments in Ohio today.” Governor DeWine’s executive budget focuses on investing in Ohio’s children, families, workforce, infrastructure, mental health and addiction recovery, and natural resources. The executive budget submitted by Governor DeWine supports children and families by: * Investing new, targeted funding to support student wellness and success in schools. * Investing $22 million to make more of Ohio’s homes lead-safe for children and families. * Investing an additional $50 million in evidence-based home visiting programs to give children the best possible start in life. * Nearly doubling the state’s investment in children services agencies. The executive budget supports mental health and addiction recovery in Ohio by: * Increasing treatment capacity in Ohio through an investment of more than $56 million to respond to local needs. * Investing $20 million to provide Ohio’s schools with free, evidence-based prevention curricula and professional development for school personnel. * Investing an additional $5 million to create at least 30 more specialized courts during the biennium. * Investing $12 million
to expand the Ohio START (Sobriety, Treatment and Reducing Trauma) program to provide support to children and parents impacted by substance use disorder. The executive budget supports Ohio’s local communities by: * Increasing the state’s child protective allocation by $30 million per year for a total of $90 million annually. * Increasing funding to the Local Government Fund to fund local crisis services related to substance use disorder with money from the General Revenue Fund instead of diverting funds from the Local Government Fund. * Increasing state support for indigent defense by $60 million per year to assist local partners in providing counsel for defendants who cannot afford an attorney. The executive budget supports workforce and innovation by: * Creating a culture of innovation in state government by launching the new InnovateOhio, led by Lt. Governor Jon Husted. * Investing in businesses in Ohio by establishing Opportunity Zones for economically-distressed communities. * Fast tracking Ohioans seeking new workforce skills by providing micro-degrees, primarily for those in the incumbent workforce. The executive budget includes efforts to invest in Ohio’s natural resources by: * Creating the H2Ohio Fund to ensure safe and clean water across Ohio by providing the resources necessary to plan, develop, and implement targeted, long-term water solutions. The executive budget “blue book,” including Governor DeWine’s full budget recommendations, tax expenditure report, and budget highlights can also be found on the Ohio Office of Budget Management’s website.
DCRWC will host Husted’s liaison GREENVILLE – The Darke County Republican Women’s Club (DCRWC) is hosting featured speaker Joshua Tovey at 6 p.m. on May 13 at the Chestnut Village Center, Brethren Home Retirement Community, 750 Chestnut St., Greenville. Tovey is a member of the team representing Ohio’s Lt. Governor Jon Husted. He serves the counties in southwestern Ohio. “It will be wonderful to hear from our longtime friend Jon Husted’s representative as Joshua tells us about Jon’s new office, serving Ohio as Lt. Governor. We are so pleased to provide this chance for the residents of Darke County to have
a real inside look at one of Ohio’s state offices,” said Betty Hill, DCRWC President. Tovey graduated from the University of Dayton in 2016 with a Bachelor of Arts in Political Science and Philosophy. After interning in college with Secretary of State Jon Husted, he was offered a position as Regional Liaison in the office. He then continued to work to successfully elect Ohio’s current Governor Mike DeWine and Lt. Governor Jon Husted. In addition to working for the Lt. Governor, Joshua is the Vice Chair for the Republican Party of Montgomery County. The program is free and does not require res-

WASHINGTON, D.C. – U.S. Senators Sherrod Brown (D-Ohio), Jon Tester (D-Mont.) and John Boozman (R-Ark.) introduced legislation to prevent the VA from charging veterans for its own accounting mistakes. The VA annually sends as many as 200,000 overpayment notices totaling thousands of dollars to veterans and their families, sending them into crippling debt and withholding future benefits payments until the debt is paid. These overpayments are often a result of the VA’s own accounting errors, but the VA puts veterans and their families on the hook for repaying the debt. Brown, Tester, and Boozman introduced the Veterans Debt Fairness Act to reduce these overpayment errors and require the VA to hold itself, and not veterans, accountable for its mistakes. Their bill requires the VA to shoulder the debt burden
of overpayments if the VA was responsible for the debt. “Our veterans sacrifice so much already to serve our country. They shouldn’t be paying for the mistakes of the agency that’s supposed to serve them,” said Brown. “It’s wrong to put the debt from the VA’s accounting mistakes on the shoulders of men and women who have served their country,” said Tester, Ranking Member of the Senate Veterans’ Affairs Committee. “For some veterans, these benefits make the difference between paying monthly rent or missing payments, and we’ve got to stop the VA from pulling the rug out from under veterans and their families.” “Veterans rely on their VA benefits to make ends meet and shouldn’t be penalized for the department’s accounting mistakes,” Boozman said. “Supporting veterans and
their families by eliminating the potential for hardships caused by the VA’s errors is important to honoring our commitment to their service and sacrifice.” VA benefit overpayment notices have been steadily increasing, sometimes for a payment period dating back as far as five years. Many of these debt overpayments are at no fault of the veteran or their dependents, but rather VA accounting errors and record mismanagement. Currently, the VA can send out debt repayment notices to veterans requesting the full amount due within 30 days while freezing all benefit payments until the debt is repaid. The Veterans Debt Fairness Act requires the VA to update its computer systems so veterans can update their own information regarding their beneficiaries, eliminating a key cause of overpayments. Under their bill, the VA

Debt collection would have to adhere to a 5-year backlog time limit and no more than 25% withholding of benefit payments. The Senators introduced similar legislation last year. Provisions of that bill were signed into law as a part of Tester’s Veterans Benefits and Transition Act, forcing the VA to allow veterans to make changes to their personal information themselves. The backlog of these information requests were a main contributor to VA overpayments. ARCANUM – Miami East Boys won the Arcanum Athletic Booster Invitational track title Friday night. Arcanum finished fourth, Tri-Village sixth
and Ansonia seventh out of 12 teams competing. It was a banner night for Tri-Village sprinter Austin Bruner. The speedster claimed three first place finishes in the 100, 200 and 400 meter sprints setting new records in each
event. Bruner recorded the fastest time this year in the state in the 100 with a time of 10:57. He ran a 22.76 in the 200 and 51.80 in the 400 all records as well. Arcanum’s Tanner Delk
swept the long distance races winning the 1600 meter run 4:44.1 and the 3200 meter run with a new meet record of 9:50.5. Highlights of individuals and local teams competing. GARWOOD – Donald “Don” D. Garwood, Sr., 78, of Greenville, passed away on Monday, April 29, 2019 at the Versailles Health Center in Versailles. He was born on December 2, 1940 in Dayton, Ohio to the late Deloyd and Jessie (Smith) Garwood. In addition to his parents, Don was preceded in death by his daughter, Mary Feitshans. Don was a true family man. He loved his wife and family above all things. He married his sweetheart, Peggy, whom he referred to as “his angel”. When not with his family, you could find him tinkering with anything that he could get his hands on. He enjoyed camping, boating, his limo, and riding motorcycles. Don spent several years working for the City of Greenville’s street department, until he retired in 1981. He loved watching western movies and shows, such as Gun Smoke, MASH, and “wraslin”. GREENVILLE-Because of their love for the late Aleene Tyo Cromwell, one local family decided to buy her business and keep her memory alive. Rachel Meier and her mother, Brenda Long, along with Meier’s husband, Rob, purchased the business, which is located across from the city building at the southwest corner of the Traffic Circle at 101 W. Main, and are keeping the name, Moc Shoppe, formerly owned by Cromwell and her husband, Tom. “When Aleene first got sick, the thought crossed my mind,” Rachel said. “I thought, ‘ What would happen to the shop?’ We are family and helped Aleene at the (Darke County) fair for several years. I said something randomly to Tom. I asked him his plans and he said all of the children said they didn’t have time or resources to take it over. After talking it over with all the family, she said they agreed that Aleene would be happy to see that transaction transpire. Rachel, explaining that the Moc Shoppe and Act I Realty were in the same building and owned by the Cromwells, went on, “This was Aleene’s hobby, and we’re making it a reality.” However, she pointed out the Moc Shoppe was only in business during fair week each year. Now, it will be open for business, with no realty involved.
“It’s all shop now,” she said. “This is all the inventory Aleene had.” The store features all the same wares that Cromwell had…boots, moccasins, sandals, belts, belt buckles, dream catchers, novelty and wroughtiron signs, jewelry and hats. “Aleene was like a second mother to me,” Rachel said. “I knew her my entire life. We went to church with her. Her son, Caleb, and I grew up like brother and sister.” What she called a “soft opening” of the store took place May 1 while the grand opening was May 3. Meier said she is getting much support from her husband, who is an electrical engineer at Precision Strip in Minster. There are three children, Isabell, 11, Sophia, 4, and Evelyn, 15 months. Her mother and coowner Brenda Long said husband Kurtis is their maintenance man at the shop. Why did she decide to go in on the business deal? “I loved Aleene,” said Long, who worked as an office manager for Midwest Auctioneers for 20 years and had worked in the accounting office at Walmart for 11 years. “We all wanted to have a piece of Aleene to remember,” Rachel said. “Everybody knows the Moc Shoppe from the fair, but we wanted it all the time.” “We’re ready,” said Long. “We’re excited,” Rachel added.

According to Furlong, the tree will turn an orangish-red in the fall. Furlong turned his attention to Wayne HealthCare and added, “I just want to thank Wayne Healthcare. I’ve owned the business for 22 years and you have been a customer for 20 years.”
He explained 20 years ago he had six employees and today he has 106 employees. Furlong and his crew will also be part of the hospital’s expansion scheduled to start later this year. They will be providing much the landscaping around the addition. A plaque recognizing Fitzwater Tree & Lawn Care’s donation will be installed at the base of the tree. Librarian Deb Cameron stated, “We are one of two libraries in the state of Ohio to have this honor. We are committed to leave no child inside and to provide connections to nature for our community.” The Leave No Child Inside Collaborative is open to schools and sites devoted to encouraging outdoor involvement and promoting

On Saturday, March 30, librarians Deb Cameron, Rachel Brock, and Amanda Olson received recognition at Brukner Nature Center in Troy. Book sale and more ARCANUM – The annual book sale at the APL will be held May 16-25. There will be plenty of books for patrons to look through to add to a collection. There will be an adult coloring session on Tuesday, May 21 at 4 p.m. Patrons are invited to drop in for a relaxing afternoon of coloring and visiting. The book club will also be meeting on Tuesday, May 21 at 5:30 p.m. Participants will discuss last month’s selection and pick up the book for the next meeting.

TSC searching for a Great Neighbor
GREENVILLE – Tractor Supply Company is calling for 4-H and FFA youth to demonstrate what it means to be a great neighbor during the retailer’s Mobile Fair Tour, a 10-stop journey across the United States.
The “Great Neighbor” Contest is an experiential component of the Mobile Fair Tour where local youth are encouraged to submit a photo with a 200-word description for participation.
Beginning Monday, April 29, 4-H and FFA youth residing near a stop on the fair’s tour can enter the contest by submitting a photo and caption that showcases a 4-H or FFA project making a difference in their community. The Mobile Fair Tour will begin its route July 15 at the Fayette County Fair in Washington Court House, and will come to a stop in Tyler, Texas, at the East Texas State Fair on Sept. 22. “The ‘Great Neighbor’ Photo Contest is an interactive way for 4-H and FFA youth to share their experiences in serving their community,” says Diane Bollig, store marketing manager at Tractor Supply Company. “We are proud to give youth of all ages the opportunity and platform to be recognized for their hard work and passion. Tractor Supply will choose winners at random and will recognize the local winners at each of the 10 fair stops with a special

ceremony. Winners will be presented with a commemorative plaque and Tractor Supply gift pack in appreciation of their hard work. The “Great Neighbor” Photo Contest closes on June 16. Jay County Truck, Tractor & Farm Pull to be held June 29
PORTLAND, Ind. – The action-packed Jay County Truck, Tractor & Farm Tractor Pull is set to occur on Saturday, June 29 at the Jay County Fairgrounds, 806 E. Votaw St., Portland, Ind. Grandstands and parking admission are available for free for spectators to come and marvel at the competition offered at the Jay County Truck, Tractor & Farm Tractor Pull. Beginning at 3 p.m., pit and grandstands gates will open for spectators and participants to enter the event. BBQ truck concession vendors will be on-site beginning at 3 p.m., selling their tasty BBQ food menu items. Hoosier Que Daddy Too of East-Central Indiana will be one of the featured BBQ vendors. Continuing in to Saturday evening, over six pulling classes will begin entertaining the crowd at 6 p.m. The Jay County Truck, Tractor & Farm Tractor Pull features both stock and altered diesel & gas trucks, along
with stock and altered farm tractors and American big block rail tractors. This event is primarily geared towards novice and semicompetitive truck, tractor & farm tractor entrees. There is a $10 adult admission fee for those who wish to access the pit area to get a closer view of the truck, tractor and farm tractor competitors. Truck, tractor & tractor pull drivers with a paid entry will be admitted free. For those children aged 5-12, there will be a $5 admission pit pass available and children aged under 5 are free to enter the pits. In the circumstance that the event is forced to reschedule due to inclement weather, event organizers have set a rain date of Sunday, June 30 at 2 p.m. Major event sponsors include Beck’s Seeds, Barnett’s Auto Parts & Wrecker Service, Lutes and Sons Septic Services and Vore’s Welding & Steele, Inc. Cemetery preservation workshop ARCANUM – The Twin Township Trustees and Arcanum Wayne Trail Historical Society (AWTHS) will present an all-day Hands-on Workshop to learn correct and safe methods to clean stones and fix head stones as well as information on preserving cemeteries. MVCTC’s Career Camp ENGLEWOOD – The Miami Valley Career Technology Center (MVCTC) is offering Career Camp this summer. A three-day career exploration program designed to give students hands-on experience in various MVCTC career technical programs. The goal of the camp is to help students begin to make career decisions for their future! Students will have the opportunity to work with highly qualified MVCTC Career Technical Instructors to explore careers in Biotechnology, Carpentry, Computer Repair, Criminal Justice, Culinary Arts, Dental Assisting, Graphic Arts, Heavy Equipment Operation, Natural Resource Management, Nursing, Sports Medicine, or Veterinary Science. Career Camp is for students entering grades 8th-10th and is scheduled for June 3-5, 8:30 a.m.-3 p.m. Registration is $50 if your child attends one of MVCTC’s partner

2019 Poultry Days Grand Parade. The parade will begin at 11 a.m. Saturday June 15 as part of the three-day festival to be held June 14-16. Jim was raised in Versailles and aside from his years in college, has been a lifelong Versailles resident. Julie was born in Piqua and spent the majority of her childhood growing up in Russia, where she attended and graduated high school. The two were married Aug. 22, 1981, in Russia, and established residence in Versailles. Jim graduated from Versailles High school and went on to receive his bachelor’s degree in civil engineering from the University of Cincinnati. Through the years he has dedicated time to many boards and committees in the Versailles community. Those organizations include director and president of the Versailles Development Association, Rotary Club Member, Friends of Hole Field Reconstruction Volunteer,
President of the Darke County YMCA, board member at the Darke County Airport, and 2007 Versailles Area Citizen of the Year. Additionally, Jim was a member of the Versailles Poultry Days committee for many years serving as chairman for the 1989 festival. He served on the Ohio Aggregates and Industrial Minerals Association Board and was chairman in 1996, along with serving as a board member and chairman for the Ohio Ready Mix Concrete Association. Currently, he is a board member at the Versailles Savings and Loan and a director on the Darke County Community Improvement Corporation board. Jim is the co-owner of C.F. Poeppelman Inc. and PEPCON Concrete, where he has served as president since 1988. He claims retirement is in the near future, but in the meantime enjoys the transfer of

Poultry and Pints Homebrew Competition VERSAILLES – If you’re a garage brewer or weekend hops warrior now is your opportunity to enter your favorite beverage into the areas first BJCP homebrew competition. The Midwestern Ohio Brewing Society (MOBS) in collaboration with Poultry Days is hosting a Beer
Judge Certification Program (BJCP) sanctioned homebrew competition on Sunday, June 16 in Versailles. The “Poultry and Pints” competition is limited to 30 entries with each person limited to two entries, each in a separate subcategory. The deadline to
ARCANUM – The Arcanum High School Cheerleaders are sponsoring the Arcanum High School 5K Victory Run on Monday, May 27, 9 a.m. This is a fundraiser for the cheerleaders and will help to defray expenses for the 2019-2020 school year. This year, the cheerleaders are donating a portion of the proceeds to a local family whose preschooler is battling leukemia. The shirts will feature a cartoon version of their favorite superhero, Zane. Runners, walkers, and furry friends are welcome. They encourage everyone to come out for a funfilled day, and dress up like your favorite superhero in honor of Zane. Entry fees are $20 with a t-shirt or $15 without a t-shirt. Awards will be given for the top three finishers in each age category for both males and females. Overall awards will also be
