For me the term ‘coal miner’ conjures up images of dusty-faced workers from 19th-century Britain. This was a time when children as young as five were ‘sent down the mines’ to support their families. Mining was a dirty, dangerous and poorly paid job but essential to feed the world’s hunger for energy during the Industrial Revolution. Children were particularly cheap labour for the coal industry, but conditions were no better for adults and many workers died as a result of accidents, collapsed or flooded tunnels or lung disease caused by exposure to coal dust. Fast forward 150 years or so and half a world away, and Australian workers are scrambling to be sent down the mines. In this week’s cover story I take a brief tour of the Bowen Basin, a coal reserve not far from the Coast where more and more locals are gaining employment. A lot of economic hope has been pinned on the nation’s mines, but it’s not just newly cashed-up miners and tradies building the infrastructure who will benefit – the cafe owner in Mooloolaba, the small business manager in Caloundra and the property vendor in Buderim are all set to reap the economic rewards of this new mining ‘boom’. Mining is taking off in the state, so what does it mean for the Coast economy? MPP unearths some answers.

I

t seems you can’t tune into a TV news programme or open a paper these days without being hit with some story about the Queensland mining boom. But the thing is, this latest flurry of activity to harvest our natural resources isn’t a boom at all, and despite the fact that the Sunshine Coast isn’t a coal- or gas-rich region, we are also set to benefit from the change to the state’s economy. So why isn’t it a boom? Because this word implies a short, sharp burst of productivity, which is inevitably followed by a sharp economic downturn. But according to many commentators, this new ‘boom’ is actually the beginning of a period of economic growth, which is projected to last much longer than previous ones. Recently there has been plenty of focus on Australia’s two-speed economy, in which miningrelated industries thrive, while manufacturing and domestic-focused sectors suffer as a result. The huge growth in mining is keeping our dollar strong, but local manufacturing is less competitive on global markets when the dollar is doing well. A change in consumer behaviour is also putting the squeeze on retailers. So manufacturers and those whose job it is to sell us stuff have been doing it tough while miners are reaping the reward.

It just doesn’t seem fair, but on February 16 the deputy governor of the Reserve Bank of Australia, Philip Lowe reminded all Australians that mining benefits the entire economy, despite the structural change caused by a strong dollar. The deputy governor expects the latest round

of mining investment, along with strong commodities prices and a thriving Australian dollar, will help the economy in 2012, even in non-mining industries. “In effect, there is a chain that links the investment boom in the Pilbara and in Queensland to the increase in spending at cafes and restaurants in Melbourne and Sydney,” he said in a speech in Sydney. The ‘boom’ also comes at a time when the world economy is changing – China’s rise as an economic powerhouse is undisputed, but other emerging economies are also changing the global landscape. The economies of India, Indonesia, Brazil and South Korea are set to become important players on the world stage. And these growing economies will be hungry for resources. Companies are investing heavily in Australian mining infrastructure and setting up contracts to supply these nations. But we are still in the early stages and the effect on our economy is yet to be seen with significant job growth yet to come.

Where is it?

So, where is all this activity occurring? In Queensland it is right on our doorstep. Inland from Mackay, Rockahmpton and Gladstone, and stretching over about 60,000 square kilometres, is the Bowen Basin. The area takes in a huge coal reserve

and the 15 mining-related communities that stretch from Theodore in the south to Collinsville in the north. Mining towns that Sunshine Coast residents might have heard of include Moranbah, Dysart, Emerald and Clermont – some of the communities that also receive MPP every week. According to the summer 2011 edition of Property Investing, a quarterly magazine published by Investor Property’s Mal Cayley, Moranbah is a “shining example of infrastructure spotting… where billions of dollars in coal-mining projects have been approved near the town”. Mal says that in the past 10 years median price values in the town have risen by an average 22 per cent each year. One year the increase was

a staggering 58 per cent. “Before the commodities boom the town eked out a relatively paltry 7.3 per cent annual average over the 1991-2001 decade,” the magazine states.

What the FIFO?

If you’ve never heard the acronym FIFO, you’re about to hear a lot more of it. The Sunshine Coast economy will benefit from the Bowen Basin mining activity, and much of the reason why has to do with this term. FIFO stands for ‘fly in, fly out’, and is used to describe those miners who do their two, three of four weeks’ work in the mines before flying home for a week or so. According to Mal, the FIFO base from the Sunshine Coast is growing and for this reason our property market will be affected in a positive way. Private carriers have announced new flights to the mines from our airport to cater for the demand from FIFO workers. And Mal tells MPP that Moranbah is expanding its airport to take on a whopping 327,000 FIFO passengers per annum. There are also plenty of FIFO miners based in Brisbane who will be pondering our property market as they cruise over the Sunshine Coast on their way to work further north. An hour closer

to the mines and with a lifestyle unmatched in the capital, our region must surely be attracting a new type of Brisbane investor. So what does it all mean for the Sunshine Coast property market? “Families of miners and the miners themselves spend the majority of their income in the community where they live, so we are seeing a direct impact here,” Mal tells MPP. Those miners earn their money in the Bowen Basin then return home, to spend their wages on groceries,

entertainment, cars and consumer goods. “They earn more, spend more and save more,” adds Mal. “There is an increase in income for many of these people and they will eventually spend that money on property here.” Some have already started, with agents reporting to MPP an increase in interest from

those who work in the mines – some are FIFO workers, some have spare cash and want to invest in a region that will return capital growth, others are planning to move here after their stint in the mines is over and are securing properties now. Grant Cheatham from Mooloolaba Real Estate recently sold a property to a couple who work in the mines. Unusually, though, they bought the property sight unseen. “They were looking for a good investment and wanted an area with future capital growth,” Grant explains. “They had been looking at other parts of the state and wanted good value for money. They saw this property in Sunshine Cove advertised in My Property Preview and contacted us.” The buyers made a phone bid at auction and offered an unconditional cash contract – something most agents only dream about. “What appealed to them was the property was right in the heart of everything that is happening [in Maroochydore],” Grant says. “It is a good little hub.” While they live permanently in their mining community they plan to “move here eventually”. Debbie Shellshear from RE/MAX Property Services in Caloundra has also had some interest from miners. “I just sold a home in Little Mountain to a man working in the mines in Moranbah – his dad lives locally and he is a FIFO worker,” Debbie says. “I know there are a couple

of others who have bought here. I just seem to be meeting more people looking for somewhere secure. Pelican Waters has had a bit of interest because they see it as a safe area. Some of these people don’t live locally but they want to move somewhere safe where they can leave their families [while they are off working].” Those clients who come to Mal seeking to invest in the Sunshine Coast fall, he says, into two categories – “serious investors who have done their research and those who just want to come and hang out here”. Other clients are diversifying into high-yielding property in mining areas as well as property on the Sunshine Coast where they believe they can achieve capital growth. While this increase in economic activity is still in its infancy property prices on the Coast will remain subdued, but the future of local property looks brighter. Earlier this year propertyoz.com.au published the findings of some research from the Property Council of Australia and ANZ. For the survey, 2800 professionals from the property industry across all Australian states and territories were polled. In short, the research found that in resources-driven state such as our own, confidence in property markets was increasing while states such as NSW and Victoria were suffering from declining confidence. The consistent message from the experts is this. “We are through the bottom and we are in the upswing – now is the greatest opportunity to buy,” says Mal. He continues, “There is the new port of Bowen – a couple of billion is being spent on it and it will generate 1000 to 2000 jobs during construction, 400 operational jobs once built and say 500 or 600 jobs through the community. Compare this to our new Kawana precinct, which will create more than 3000 jobs during construction and a massive 15,000 jobs once completed. This is a significant change for the Coast. And don’t forget we also have the largest land estate in the country in Caloundra South. “For the Sunshine Coast, 2012 is the turning point.”

his week the Housing Industry Association reported a lift in housing affordability in the December 2011 quarter, which marked four straight quarters of improvement. For those trying to enter the market this is a great sign, showing that conditions are steadily getting better for first-time buyers. The HIA-Commonwealth Bank Housing Affordability Index improved by 2.2 per cent in the December 2011 quarter, an outcome which took the affordability index to a level that is 8.3 per cent above the level registered in the December 2010 quarter. “A decrease in mortgage lending

rates and continued earnings growth more than offset a modest increase in the median dwelling price to further improve housing affordability in the December 2011 quarter,” says HIA’s senior economist Andrew Harvey. “As expected, the interest rate cuts in November and December of last year saw housing affordability continue to trend in the right direction,” he adds. “When the recent improvements in affordability are considered alongside the easier access to skilled trades as home building activity has eased, it increasingly looks like a good time to buy a new home for those financially able to do so.”

Thinking of buying a property that doesn’t yet exist? MPP’s new columnist offers this advice.

W

ithout the ability to sell off the plan, the property development industry as we know it would not exist. Most would-be developers need finance to proceed. Banks aren’t going to lend money for development unless the borrower can show that a number of the future blocks are pre-sold and the bank therefore has a fair chance of being paid back. If you are buying a block of land off-the-plan (OTP), whether as a house and land package or to build on yourself later, you should first understand the nature of the beast. There is no standard OTP contract. Each developer will produce its own contract, so you should have your solicitor run through it before you sign.

The Land Sales Act governs OTP sales. You need to carefully read through the disclosure statement that the Act requires to be given to you along with the contract. An OTP contract will always be subject to registration of the subdivision plan, which creates the block that you are buying. The Act requires that registration take place within 18 months after the contract date, otherwise the contract automatically ceases to exist and your deposit would be refunded. Don’t forget to: • get your buyer entity right before you sign the contract, • consider having the contract allow you to on-sell the land before settlement, • check that the building covenants

are okay for your house plans and budget, • check the basis for rates and land tax adjustments at settlement, • check with insurances to determine when the risk passes from the developer to you, and • look into the investment of interest on the deposit. Finally, be aware that your ‘finance approval’ will not be unconditional finance approval until after the plan has registered and the financier is happy with its valuation. This could be regarded as the risk that you take in return for what you may regard as a cheaper price for buying off the plan.

ir New Zealand will begin scheduled passenger flights to and from Sunshine Coast Airport this winter, marking the first international scheduled passenger flights in and out of the airport. As part of its alliance with Virgin Australia, Air New Zealand will operate two flights a week to and from Auckland on a seasonal trial. Sunshine Coast Deputy Mayor Tim Dwyer says the news is “fantastic”. “With this announcement, the Sunshine Coast is, in one fell swoop, elevated from a regional economy to a serious player on the national and

uilding advisory service Archicentre is set to release a plan book of designs as part of its strategy to target housing renewal and address flooding, affordability and smarter design issues faced by Queensland home owners. The book, to be launched at the Brisbane Home Show tomorrow will feature 12 design concepts. It will enable home owners to choose a plan they like and have a home design concept developed for their block of land, and then have full working drawings developed by the architect of the original design. Archicentre Queensland state manager Ian Agnew says, “The flooding of 10,000 homes in Brisbane last year, the continued threat of floods in regional and rural areas across Australia, and the problems of housing supply and affordability mean a major game changer for future housing design in flood-prone areas is required.” He adds, “One of the main aims of flood-resistant design is to provide for an easy clean up after the flood with a flexible multipurpose use of the ground level for vehicles or storage, allowing for a flood clearance level of 4.5 metres to the first floor. “Materials and finishes which can be hosed down without damage should be included on lower levels and designs need to allow for water to flow through the lower level of the building without placing pressure on the structure.”
