H

ow do you get a home loan or a building approval? What exactly is market value, or an auction clearance rate? How useful are median house prices, equity and gross rental yields when you’re deciding to invest in property? MWP goes back to basics and asks industry experts to explain these common property terms in the first of a two-part series.

BUILDING APPROVAL AND ZONES According to the Queensland Department of Local Government and Planning, a building development approval is required before starting construction on most types of domestic building work. These approvals are also known as building permits and can be obtained from either the local council or a private building certifier. For more information visit dlgp.qld.gov.au and click on ‘Building’ then ‘Approvals’. Each of the Sunshine Coast Council’s current planning schemes outlines what types of developments or land uses are permitted in different areas. These areas, known as zones or precincts, comprise categories such as residential, commercial or industrial. Whether you want to do a big home renovation or build anything ranging from a granny flat to an office block, you must first check what zone your land is in. to lodge a development application to go through the correct process to gain approval. Paul Lucy, the council’s manager development business services, says the majority of development applications received by the council are consistent with the permitted land use for a zone. Types of development applications assessed by the council include: reconfiguring of a lot (for example, to realign boundaries), material change of use (for example, expanding a factory), operational works (for example, excavating or filling land, roads and drainage), plumbing and building. Following development approval for your residential, commercial or industrial development, you need to lodge an application for building approval for the construction of the building. These applications are assessed by private building certifiers according to the rules of the Queensland Building Act 1975. When approval is received, you’re ready to start work. number of auctions. For example, if six homes sold from 10 auctions held, the clearance rate would be 60 per cent. RP Data is a leading national property information service provider that collects about 85 per cent of all capital city auction results and reports the outcome of each auction. A spokesperson says an auction is considered successful if a property is sold before, during or immediately after the auction. An unsuccessful auction is one where the property simply hasn’t sold. It may have been passed in, had a vendor bid only or was withdrawn from sale. “A high auction clearance rate generally indicates a sellers’ market while a low rate of clearance suggests buyers are more empowered,� she says. Auctioneer Jason Andrew’s company Jason Andrew Auctioneers conducts auctions from Wide Bay to northern NSW. He says clearance rates help indicate levels of buyer confidence and are in part determined by the number of properties for sale on the market. Jason recommends sellers look at clearance rates to decide whether to go to auction, and examine the figures carefully because they can differ according to the relevant researcher’s criteria. “For example, we track average marketing campaigns of 35 days from vendor signature to auction and our clearance rate was 48.9 per cent for the first quarter this year – a healthy outcome,� he says. “These results are particularly strong in comparison to private treaty clearance within the same period, which is closer to 10 per cent.�

a reasonable time to find a purchaser� and “assuming a willing buyer and a willing seller�, according to a Real Estate Institute of Australia glossary. So how do you determine the market value of a particular house at a particular time? A Real Estate Institute of Queensland (REIQ) spokesperson says you can look at comparable sales. “Depending on the volume of sales available, [look at] properties sold within the last three to six months, with the most recent the better, and within close proximity to the property being considered,� she says. Examine properties that were similar in nature, for example the same number of bedrooms, living areas, bathrooms, car spaces, other improvements and overall quality (renovated or brand new?). Be wary of unusual factors such as a mortgagee sale or ‘fire sale’ that may have resulted in a below-market sale price. She says sales information can be obtained from data companies such as PriceFinder.com.au, RP Data or auction results from homepriceguide.com.au. “Getting a real estate agent to appraise a property is essentially employing them to carry out this type of sales analysis,� the REIQ spokesperson says. “Given they do not charge fees for appraisals, agents typically only carry out appraisals for people looking to sell.� Looking at the prices for houses currently on the market can also be a guide to how realistic a listing price may be. When it comes to capital improvements such as renovations, the amount of dollars spent does not necessarily equal value added to a property. For example, installing a tennis court in a house may not add much value if there’s no buyer demand for a tennis court in that suburb. However, adding a third bedroom to a two-bedroom cottage in a suburb of three-bedroom homes is likely to boost its market value.

The Reserve Bank of Australia (RBA) has cut the official interest rate by half a percentage point to 3.75 per cent after its May board meeting, its lowest level in over two years. It is the largest cut to the official rate since a 100 basis point reduction in February 2009, and the first time the central bank has lowered the cash rate since it cut it by 25 basis points at its December board meeting. Few commentators expected such a large cut. RBA governor Glenn Stevens said on Tuesday that a lower inflation outlook provided the scope to cut the cash rate and to help stimulate the economy. “This decision is based on information received over the past few months that suggests that economic conditions have been somewhat weaker than expected, while inflation has moderated,” he said in a statement accompanying the decision. “In Australia, output growth was somewhat below trend over the past year, notwithstanding that growth in domestic demand ran at its fastest pace for four years.” AAP

ast week marked a new era for Brothers Sunshine Coast Junior Rugby with the first sod turned to mark the commencement of construction of the club’s new amenities at Stockland Park. Steve Dickson, Minister for National Parks, Recreation, Sport and Racing, was given the honour of turning the first sod where new change rooms, toilets and first aid rooms will be built. Brothers Sunshine Coast Junior Rugby Club spokesperson Clayton Williams says the project will ensure the long-term future of the club on the Sunshine Coast. “We are thrilled that the State Government has committed nearly $300,000 to this project as well as Quad Park Corporation, who contributed the balance to guarantee the project will go ahead in such a timely manner,” Williams says. Stockland Park acting general manager Simon Ball says while the new facility will provide a home base for Brothers Rugby on the Sunshine Coast, it will also be a much-needed asset to the broader user groups at Stockland Park, including other local sporting teams, visiting
