few years ago when my sister’s kids were nippers at Alex Surf Club, I headed down to the beach one weekend to watch them in action. I almost didn’t make it to the sand. For a start the car spaces were filled and when I did find a park and trekked past the skate bowl, so thick was the throng of parents and kids in togs, I had trouble locating my family. I couldn’t believe my eyes – I knew the whole nipper thing was a popular activity, but I didn’t expect to encounter half the Coast on that narrow strip of sand. In this week’s cover story, Jarna Baudinette explores the popularity of surf clubs, and not just for the nippers. The parents are getting in on the action, and why shouldn’t they? Our surf clubs are sociable community hubs that provide invaluable support to the members that join and the beachgoers that get into
] trouble. When my little man is old enough, you can be sure I’ll sign him up and become one of the thousands of Coast parents at the beach every summer weekend calling encouragement or even helping out with the club. Maybe I should start training for my bronze? Find out more on that story on page 6. Over in agenda, we take a look at the economic wreck that is Greece. PREVIEW Surf life saving clubs serve many roles in our community – and keeping people safe at the beach is just one of them.

very Sunday morning from September to May, thousands of Sunshine Coast families get up early and take their kids to the beach. The ocean has always been the lifeblood of the Coast, and as we’re lucky enough to live alongside some of Australia’s most beautiful beaches, many locals can’t think of a better way to spend the day than watching their kids splash around between the red and yellow flags. But for the parents of the Coast’s roughly 3450 junior lifesavers, or ‘nippers’, a Sunday morning at the beach is about more than just fun and relaxation. Part of a wriggling mass of little bodies that appears on the sand, decked out in miniature club togs and colour-coded fluoro caps, their children takes part in games and activities designed to develop skills and confidence in the surf – vital for kids growing up in a coastal region like ours.
And as well as improving their own safety, these nippers – who made up almost a third of Surf Life Saving Queensland’s (SLSQ) overall membership across the 2011-12 season – will hopefully one day join the ranks of adult lifesavers volunteering to keep our beaches safe. Along with fulfilling the movement’s 100-year commitment to public beach safety, nipper programs are acknowledged as an important recruitment tool for Surf Life Saving Australia. Many volunteer lifesavers started out as nippers and will then go on to sign up their own kids in later years, often at the very same beach. “It’s actually a very strong grassroots family organisation, and generations of families go through the movement,” says Jason O’Pray, who is Sunshine Coast Council’s division eight councillor and a life member of Maroochydore Surf Life Saving Club (SLSC). 13 years of coaching some of the Coast’s finest surf athletes under his belt, O’Pray started his career as a nipper and says his two daughters have now become nippers. “My kids are going through Maroochydore nippers at the moment, and on the Coast there are families that have had three and four generations go through,” he says. Alongside the parents who were nippers themselves, the Coast’s surf clubs are also packed with members who joined as adults. Greg McLaughlin is the education manager at Noosa Heads SLSC and is responsible for training new lifesavers. He says many parents get involved when their kids start nippers. “We get a lot of parents who do their water safety award – we can’t put nippers in the water without water safety people, so parents will go through and then do their bronze [medallion],” he says. Parents often progress through their awards, join a patrol team and sometimes end up helping to run the club – which is exactly what McLaughlin did when his son became a nipper. “I think surf life saving really is just a family organisation,” he says. “I’m not saying it’s all families, but if you look at the management of clubs, there are a lot of parents there, who started off doing water safety and then end up with major roles.” Regardless of how they came to join the movement, most members say they were drawn to the sense of community surf life saving provides. The Etchells family joined Alexandra Headland SLSC in 2002, not long after moving from Newcastle. Mark Etchells says his wife Kristi lived on the Coast in the 1990s and gained her bronze medallion through the club under Theo Hipwell, who still volunteers his time to assist with training members. “Not knowing anyone at all, Kristi mentioned how comfortable she felt at the club and the great people that built a strong culture during that time, which was good enough for me,” Mark says. “We joined and within a short period of time, knew we had made the right decision. It allowed our entire family to meet like-minded people, gain important skills, get fit and make a contribution. Our children joined the Sunday nippers program and haven’t looked back.” Mark says when the life saving season gets underway again in September, his family will be involved most days. Kristi is the club’s uniform manager and Mark is on the junior activities committee, alongside his roles as a volunteer lifesaver and nipper age manager – which involves turning up on those famous Sunday mornings, as well as helping out at nipper training sessions on Monday, Wednesday and Saturday.
Now 14, Jadee-Lee has completed eight years of nippers and is moving into SLSQ’s cadet program, as well as volunteering for patrols and serving on the Alex youth committee. Kye, still a nipper at 11, is showing strong athletic potential and can be found “training or goofing around the beach most days”. “There is something for everyone,” Mark says. “Our family is a great example of each having a different level of involvement – from coaching, to organising swimwear and uniforms, to competing and building fitness, and working on activities for our youth. It’s just a case of finding out what you enjoy and getting involved.” For a family that had recently relocated and didn’t know many people, surf life saving also provided a strong friendship and support network. “The friendships made through surf life saving are definitely some of the most loyal friends you could ever come across,” Mark says. “Like most volunteers they are often putting others first. We don’t think of it as a network – it’s more like being part of a huge family. “Then to be part of a patrol team keeping the beach safe for the public tops it off. Just ask any of our members that have been part of a successful rescue what that feels like.” Like most huge families, surf life saving is vibrant and diverse. O’Pray describes the movement as a “real leveller”, connecting people of all ages – and from all backgrounds – with a common sense of community spirit. “It’s the single biggest volunteer organisation in Australia, and inside you have all different levels of people – you do have blue collar workers and tradies working and volunteering right alongside some of Australia’s richest men and women,” he says. “And everyone has the same commitment and motivation for being there.” But there’s another big incentive behind those Sunday morning trips to the beach. These days a hectic family lifestyle is the norm, and busy parents often struggle to balance work, school commitments and kids’ sport, let alone find time for their own fitness or hours of community service. O’Pray says surf life saving allows people to combine all these elements, and best of all it’s something a family can do together. Throughout his career he’s been a volunteer lifesaver, an athlete, a coach, an administrator and a retailer, but O’Pray says one of his favourite roles is being a nipper parent on the beach. “I absolutely hang out for Sunday mornings, taking the kids to nippers,” he says. “It’s one of the greatest things you can do for your community – and also for your family.”

Earlier this year, it was announced the Sunshine Coast will host the 2016 Australian Surf Life Saving Championships. Sunshine Coast Council’s tourism, sport and major events portfolio holder, Jason O’Pray, says the council is proud to be a partner in bringing the event to the Coast for the f rst time in more than 20 years. “The Sunshine Coast has held the championships on two occasions, once on Mooloolaba beach in the early 1950s and again on Maroochydore beach in 1980, which was the year Grant Kenny won the open and junior ironman double and really put ironman on the world map,” O’Pray says. While the event is still a few years away, it is set to have a big impact on tourism and the local economy. “Not only do you have the athletes on the beach, but you also have the mums and dads and grandmas and grandpas who come to watch, and they spend money at our accommodation houses, cafes and restaurants, retailers and the like,” O’Pray says. “By drawing this one major championship to our shore in 2016 we have the opportunity to generate another 10 or 12 smaller carnivals – for example senior state championships, IRB [inf atable rescue boat] championships and nipper carnivals – as preparation in the lead-up to our big event, which means more visitors to the Coast every time.” MY W EEKLYPREVIE W. “Y
ou have to be tough.” That’s the secret, says Lillian McMartin, to life on the land. With strawberry season now in full swing, Lillian and her husband Graham are hard at work at their Bli Bli farm – McMartin’s Strawberry Farm. May to October is strawberry season and the couple must make the most of these months to carry their farm – started in 1945 by Graham’s father, a returning serviceman – through the rest of the year. In a time when the tough economy, pressure from supermarket giants and minimal government support is forcing many off the land, the McMartins remain. “It’s a case of survival and we don’t get handouts,” says Lillian. “If we do not make money, we don’t eat. Years ago I had a bookkeeper, but I do all of that myself now. I hold 17 different positions.” The farm of more than 25 acres
was originally a dairy farm, and over the years the family has moved on to crops such as sugar cane and watermelons, before turning to strawberries in the 1980s. Diversification also has proven a success for the McMartins. Their homemade raspberry ice cream, which they make at their farm, beat entries from around the state to be crowned Queensland champion at the RNA Royal Queensland Food and Wine Show. They’ve also won awards for their lychee ice cream, while their fig and ginger ice cream and passionfruit ice cream won gold and silver medals respectively at the Sydney Royal Easter Show. The strawberry farm has been providing families, backpackers and day trippers the opportunity to pick their own strawberries since 1986. The couple has seen some changes over the years. “There was no bridge over

You have to bounce back up again from the things that get you down. You can’t say ‘woe is me’.”

unshine Coast Detectives are seeking new leads into the disappearance of two women and murder of another in 1998 and 1999. Detectives have made new enquiries into the disappearance of then 28-year-old English backpacker Celena Bridge in 1998 and then 46-year-old Sabrina Ann Glassop, known as Ann Glassop, the following year. Bridge was last seen in the vicinity of Kenilworth’s Booloumba Creek Road on Thursday July 16, 1998, but was never heard from again. Local education worker Ann Glassop was last seen at her home on the corner of Booloumba Creek Road and Maleny Kenilworth Road on Friday May 28, 1999.
Police believe there may be links between the disappearance of the two women and the murder of 15-year-old Nambour schoolgirl Jessica Gaudie, last seen on Saturday August 28, 1999. A man was charged on September 28, 1999, with the murder of Gaudie and later convicted, however, the girl’s remains were never found. Police say Gaudie’s family has stayed in contact with officers, asking that the search for her remains continue, with the aim of allowing the family the chance for a proper burial. Police have asked anyone with information to contact them through Crime Stoppers, Policelink, or the Sunshine Coast District Criminal Investigation Branch on 5475 2429.

QUniversity Noosa nursing lecturer Nicholas Ralph has won an Australian Nurse of the Year award for his work on a mobile health care unit. The unit takes education out of the classroom and into the community. Still in its development phase, Ralph’s multi-function Mobile Clinical Learning Unit (M-CLU) concept is made up of a split-level trailer – containing a simulation deck and a realistic ward environment – that can be transported to parks, schools and events in regional areas to give locals a practical insight into the role of a health-care worker. The concept won the Noosa campus-based nursing lecturer the innovation category over four other finalists at last month’s HESTA Australian Nursing Awards, along with a $10,000 grant for an evaluation project. Ralph says a key feature of the unit is the ‘SimMan’ – a lifelike
The Sunshine Coast Council has given the green light for a new Bunnings development in the Maroochydore CBD. Division 4 councillor Chris Thompson says the development approval is a good outcome for a sustainable economy on the Coast. “The development will create numerous jobs during construction and long-term employment in the retail sector,” Thompson says. “A new Bunnings Warehouse and a fourtenancy shopping complex will be established.” Thompson says the development Bunnings has proposed is a good fit for the site, which is located on the southern and western side of Dalton Drive, just east of the Maroochy Boulevard and about 200 metres north of the Sunshine Motorway. “Council has placed conditions on the development to ensure it is visually appealing and activates the look and feel of the area,” he says.

RAIN SET TO LASH COAST WORDS Nathan Evans HEAVY rain is expected to lash the Coast on Friday and the early part of Saturday in a very wet start to the weekend, the Bureau of Meteorology (BOM) has warned. Senior forecaster Michelle Berry says the Coast can expect localised falls of up to 100 millimetres in some parts, with falls of at least 25 to 50 millimetres across the region. The BOM was monitoring the situation this week, and was considering issuing a warning if conditions intensified. “There will be a surface trough moving easterly over the state and that will increase in stability and the moisture in the upper level. “That system will intensify and lead to a thickening of the cloud and rain developing over the southern interior out west and moving on to the Coast during Friday,” Berry says. “Essentially, much of the rainfall
occurring at the end of the week will start to clear on Saturday, due to the drier south-westerly change that will push through on Saturday and clear that rain out to the sea.” Berry says Sunday should clear to sunny day. “On Sunday we’ll have southwesterly winds so it will be a mostly dry and sunny end to the weekend, so not all is lost. “But, it will be quite damp on Friday and the start of Saturday.”

he retreat of Exit Glacier, near Seward, Alaska, has been recorded for almost 200 years. But Nathan Shafer, an ‘expanded media’ artist from Anchorage, has an idea for restoring some of that lost ice – at least on your iPad. The popular tourist site is the only part of Kenai Fjords National Park you can drive to. It’s also one of few glaciers in the world within relatively easy walking distance from a car park. Signs along the trail document where the glacier terminated in years past. “I want to digitally reconstruct the former termini of Exit Glacier and turn them into an augmented-reality, public-art project,” Shafer says at his fundraising site on Kickstarter. Augmented reality – or AR – is like a still photograph that’s been enhanced or altered by photo-editing software. Shafer defined the art form as “when one adds a virtual element to the real world”. He compares it to the digitally created lines superimposed on televised football.
Shafer says he has been doing this work since 2009. His Institute for Speculative Media, which teaches new media to young people, was created in collaboration with Anchorage’s Out North Contemporary Art House and the Anchorage School District. The group’ss first project was an afterschool program in AR programming called the Augmented Inuksuit Project ct at Romig Middle School. Out North hosted an international ‘guerrilla festival’ of AR and mixed reality art called ‘Wintermoot’ in March and there are plans for a second event. Shafer has received a research permit from the National Park Service to create the project. He expects it will be used by rangers who give regular tours of the site. hat a difficult time it has been on the stockmarket. I thought competing in my first triathlon earlier in the year was hard going, but I think trying to navigate the current market beats that. It appears the Australian investor is very fearful of another GFC type event. This would explain the record levels of savings that are being tucked away or paying down debt. Investors have been reluctant to part with cash for investment purposes. A recent report showed the Spanish were more optimistic about their financial future than the average

Australian investor. Spain’s unemployment level is running at more than 23 per cent compared with Australia at five per cent. Australia is the envy of the economic world with solid economic growth, low inflation, low levels of government debt and a very stable and profitable financial system. Out of the nine banks in the world with a AA rating or better, Australia has four of them. So we have Spain in the middle of the European debt crisis and yet Spanish citizens are more hopeful than the poor Aussie investor. One area where there may be a pick-up in our spirits is the long-awaited turnaround in the US property market. Financial commentators regularly extrapolate that a turnaround in US housing would signal the commencement of healing for the US economy and in turn radiate confidence to other countries (maybe even Australia). The first phase is where the decision to buy instead of renting becomes so
attractive that a group of buyers that have been sitting on the sidelines finally take the plunge. The second phase is where the initial lift in prices reduces the negative equity for some existing home owners, allowing them to refinance at much lower borrowing rates. Refinancing leads to their enhanced spending capacity and ability to trade up. As house values stop falling, banks will ease lending conditions which will further fuel the turnaround. Last week we saw US credit card company Discover Financial enter into the mortgage market to capture this change in sentiment. unshine Coast foodies have a new one-stop shop that offers a huge range of local, Australian and international gourmet fare under the one roof. Mathew and Cindee Hartley recently opened the 750 squaremetre Cimani Fine Foods precinct, which includes a market and restaurant, in Buderim. The response, says Matt, has been phenomenal. “We knew what we wanted to create because we’ve seen it work in places like Melbourne, Sydney and even James Street in Brisbane,” he says. “There are lots of people who are passionate about food here on the Coast, particularly with the high number of people who move here from interstate, and Buderim is so

central, which means everyone can easily access Cimani regardless of where they live. “I also think the emergence of programs like MasterChef and the rise of the celebrity chef have inspired people to extend themselves and be creative in the kitchen. We have a fully stocked butcher, baker, smallgoods, seafood and fruit and vegetables departments, which are run by managers who have years of experience in the industry so they know the importance of sourcing the freshest produce whether it be local or across Australia,” Matt adds. Cimani’s butchers create gourmet sausages and source the fresh gourmet meat, including rabbit, quail, kangaroo and some of
Australia’s finest beef from King Island in Tasmania. The deli is managed by Neville Falkenberg, well-known among Sunshine Coast foodies. “Neville has sourced the finest cured meats, cheese, dips, olives and other epicurean delights,” Matt says. “There is an amazing selection available but he is also asked to bring in special orders, which he is more than happy to do for our customers.” The cafe restaurant is open seven days from 8am and is run by chef Adam Watkins. “It’s great to be able to use so much of the stock from Cimani because it’s fresh and a lot of it is hard to source so we know our customers are getting something very special,” Adam says. “We get our
soft shell crabs from the Gold Coast and they are one of our signature dishes, along with the pan fried gnocchi and crispy duck breast.” Cindee’s son Nick is also part of the team as assistant fruit and vegetable manager. The name Cimani comes from the first two letters of their Cindee, Matt and Nick’s names. “We have conducted a huge amount of research into Australian and international gourmet lines and our range is growing daily in order to fulfil customers’ requests,” Matt says. “The feedback from customers has been excellent. Cimani Fine Foods is on King Street, Buderim and is open from 7am to 7pm daily.

SIX-FIGURE WINE UNVEILED
A
ustralian winemaker Penfolds recently unveiled a red wine valued at $168,000. Described as rare and significant, truly extraordinary and the ultimate in winemaking heritage, the 2004 Kalimna Block 42 cabernet sauvignon is presented in a limited-release, hand-blown glass ampoule that is suspended in a wooden Jarrah cabinet. Each ampoule holds the equivalent of one 750ml bottle, and there are only 12 of them, each individually numbered. Ildi Ireland from Penfolds says the wine is among the most highly priced Australian wines ever, and only some rare 17th-century AAP collectable wines would probably command more money. “Our understanding is this is one of the most expensive Australian wines,” she says. The wine was unveiled at a special dinner in Moscow earlier this week for 20 guests from around the world. One of the 12 ampoules has been placed in Penfolds’ museum and another has been assigned to a customer in Singapore.

Ireland says some 2004 Kalimna Block 42 cabernet sauvignon had been released in bottles some years ago but was only able to be purchased prior to release. Asked if someone would drink the specially presented wine, Ireland says, “We hope so. There might be someone out there who buys two: one to keep and one to drink.” If a buyer does decide to drink their purchase, Penfolds will send its chief winemaker or a senior member of their winemaking team anywhere in the world to open the ampoule and help make the event a memorable one. Penfolds managing director Gary Burnand says the $168,000 price tag was due to the quality and rarity of the wine, the prominence of the artists who crafted the ampoule and its case, and the fact that the owner could have their own ‘master class’ with a senior Penfolds winemaker should they choose to have the ampoule opened in a special ceremony. He believes no other winemaker had promoted one of their luxury wines in this way. AAP

ACTIVELY AVOIDING DIABETES Exercise is essential in the fight against this growing disease.
I
t is estimated more than one in 10 Australians have pre-diabetes or diabetes, the sixth leading cause of death across the nation. Knowledge of how the disease can be identified and avoided has been under the spotlight since July 8, to mark National Diabetes Awareness Week. Around 275 Australian adults are diagnosed with Type 2 diabetes every day, and it is estimated approximately 3.3 million Australians will have the condition by 2031. Type 2 affects up to 90 per cent of those diagnosed with diabetes and while the condition is usually seen in older adults, more and more young people are being diagnosed, including children. Exercise and Sports Science Australia (ESSA) executive officer, Anita Hobson-Powell, says despite these statistics there is good news that up to 60 per cent of Type 2 cases can be prevented by changes in lifestyle, and being aware of how poor diet and lack of exercise can increase the risk. “There is compelling evidence that Type 2 diabetes is more likely to

develop in individuals who are insufficiently active, so by maintaining an active lifestyle and exercising regularly, you can significantly reduce your risk,” Hobson-Powell says. For those diagnosed Type 2 patients and the close to one million Australians who are believed to be undiagnosed, exercise can also form an important part of their treatment. ESSA recommends patients with Type 2 diabetes or pre-diabetes accumulate a minimum of 210 minutes of moderate-intensity exercise or 125 minutes of vigorousintensity exercise per week, with at least two resistance training sessions per week. Diabetes Australia also recommends sufferers stay active with at least 30 minutes of moderate exercise per day, as regular exercise helps with insulin efficiency, weight control and lowers the risk of heart disease and stress. Those with diabetes are encouraged to monitor their blood glucose levels before, during and after exercise.

This infection has been shown to release a neuronal toxin, affecting the nervous system physically and mentally. It has not often been associated with mental health conditions even though studies are available showing its impact on the brain.
It can be passed on from person to person very easily, and so more than one person in a household may be suffering from similar symptoms and both may be affected. Often, sufferers are able to correlate the f rst sign of symptoms, coinciding with a trip overseas where they experienced a tummy bug causing diarrhoea or vomiting. Australia is so close to the Indonesian countries it can be transmitted from, and Australians travel there often for their holidays, so imagine the amount of people coming back who could be infected and how it can be passed on quite easily through schools, day care centres, or places of work. Fortunately it is quite easy to address, and most symptoms are relieved as soon as the infection has been eradicated. I have seen patients who have suffered depression for four decades, and after treatment for one month have improved out of sight. Other patients have shown improvement after just one week of treatment. Bacterial infections are just one part of a 7 step process for permanently treating depression, anxiety or ADHD. WE TAKE THE TOYOTA 86 FOR A SPIN NATHAN: The 86 has been developed jointly between Toyota and Subaru. So I guess you could call it a Toybaru? It has a boxer engine, like Subaru vehicles, and Toyota says it also draws on its sporty heritage with such cars as the Supra, MR2 and Celica GT-Four. JEMMA: What about crossing a Ford and Holden. Is that a Folden? N: No, that’s what happens to some companies during the GFC. C’mon let’s check out this car. J: Oh look, what are these called (noting the frameless windows)? N: That’s called the door. J: (Ignoring her colleague) Anyway, the boot isn’t that big. Not good if you have children. N: Do you usually put the children in the boot? J: Shut up Nathan. It’s low, isn’t it? N: I have a feeling I might get gravel rash on my rear end. But the low centre of gravity helps with the power to weight ratio, and makes the car hug the road.

Special guests include Stone Brother’s Racing’s Shane van Gisbergen and Lee Holdsworth. The final report from the EuroFOT research project confirms that Volvo Car Corporation’s systems to help drivers avoid incidents and collisions deliver significant benefits. A car with adaptive cruise control and collision warning cuts the risk of colliding with the vehicle in front on a motorway by up to 42 per cent. The large scale European Field Operational Test on Active Safety Systems (EuroFOT) is supported by European funds involving 28 organisations. One hundred Volvo V70 and XC70 models, with a total of 263 drivers, participated in EuroFOT. All cars were fitted with cameras and sensors that registered every second of every journey for 18 months. The cars supplied Volvo Car Corporation’s safety experts with 30 terra bytes of data from three million kilometres of driving.

CRAVAT AND PIPE NO LONGER REQUIRED WORDS Peter Atkinson Don’t you hate those people who win a fortune in the Lotto and then insist that they won’t let it change their lives? You know the ones: “Well, we might buy a new clothes dryer, I suppose,” they say. “Maybe even upgrade the caravan. It’s a lot of money but we won’t let it change us.” Me, on the other hand? I’m spending it. And I might just buy one of these. The latest and greatest Jaguar to hit the market – the flagship XJ luxury sedan – with all the trimmings. We’ve driven the reincarnated XJ once before, not long after its release last year – in ‘standard’ form. But this one is the real Lotto-winner’s version – with a supercharged V8 and every one of the optional extras you’d expect on the most expensive car produced by the grand British brand. This is one of the most impressive vehicles on the road today, and the
top-spec XJ model we’ve tested here is pretty close to the best machine I’ve driven. The XJ completes an incredible turnaround for the grand old British brand – which, as it happens, isn’t strictly British any more. While the cars are still built in the shadows of Buck Palace, the company is owned by Tata – a giant corporation from India, of all places – which has a certain perverse irony to it.

PREVIEW The ATO has strict rules for investment property owners planning to claim tax deductions on repairs, improvements and maintenance costs. It can get confusing, so we’ve put it in plain English. WORDS Jemma Pearson

t’s tax time, and it’s around this time of year that many people realise they haven’t been keeping good records over the past 12 months to make claims on their tax returns. It’s essential that property owners get organised and stay that way by keeping track of the work done on their investments. There are many repairs and maintenance expenses you can claim, but what are they? MPP has the answers.
WHAT YOU CAN CLAIM According to the Australian Tax Office, a claimable repair is work done to “make good or remedy defects in, damage to or deterioration of the property”. Things like replacing part of the rotted guttering, getting a new window that was damaged in a storm, fixing the fence that was knocked down by a tree, or sealing the leaky hoses on an old dishwasher, are considered repairs. Maintenance on a property is work done to keep the property from deteriorating, such as painting a wall or oiling a deck. Work done on plumbing is also included. Keep all your receipts, as you can claim these
costs in the financial year that you paid for them. Other costs that are not related to wear and tear or damage to the property cannot be claimed in the year that you paid for them. So, extensions and renovations to the kitchen or bathroom, a new carport or deck are considered capital works and are covered by different deduction rules.
FOR THE RECORD Whether you use an accountant, tax agent or you DIY your tax return, you must keep records of all your repairs and maintenance expenses. The ATO says property owners must keep records of rental income and deductible expenses related to that rental for five years from October 31 in the year the return was lodged.
WHAT YOU CAN’T CLAIM The ATO has clear rules for property owners on how to claim. If you buy an investment property and have to make repairs to it in order to get it ready to rent, just beware that the ATO will not allow you to claim those M Y W EEK LY PREVIEW.C OM .A U

OTHER EXPENSES If you have just bought a rental property you can also claim some items related to the borrowing expenses of that purchase. So keep records of loan establishment fees, title search and solicitor’s fees, mortgage broker fees and mortgage insurance as you may be able to claim some of these expenses at tax time.
The ATO says it’s a good idea, if you hire the same builder to do both the repair and the improvement, to have that builder itemise your bill
expenses. “You cannot claim the cost of repairing defects, damage or deterioration that existed when you obtained the property, even if you carried out these repairs to make the property suitable for renting,” the ATO advises. The property must be producing an income before you can start claiming repairs. Any repairs carried out to get the property ready to rent are considered capital expenses.
CAPITAL WHAT? Replacing an entire item (such as an entire fence, the garden shed or the stove) is also not considered a repair. These types of expenses may be able to be claimed as a capital works deduction. Here’s an example the ATO gives: “Janet has owned and rented out a residential property since January 12, 1983. Recently she replaced the old kitchen fixtures, including the cupboards and appliances. The old cupboards had deteriorated through water damage and wear and tear. The kitchen cupboards are separately identifiable capital items with their own function. This means the cost of completely replacing them is a capital cost.” As a result Janet can’t claim these as maintenance or repairs.
CONFUSED? The ATO offers another example that explains the difference between an improvement and a repair:
“Tim replaced a fibre cement sheeting wall inside his property with a brick feature wall because it was damaged by tenants. The new wall is an improvement because Tim did more than just restore the efficient function of the wall. This means Tim cannot claim the cost of the new wall as a repair. However, had Tim replaced the fibro with a current equivalent, such as plasterboard, he could have claimed his costs as a repair. This is because it would have merely restored the efficient function of the wall without changing its character, even though a different material was used.” An improvement provides something new, changing the character of the item it replaced and moving beyond merely restoring the item to efficient functioning order.
IMPROVING WHILE YOU REPAIR There will be instances where you undertake a project that both repairs and improves your rental property. So what can you claim in these instances? You can still claim the cost of a repair even if you are undertaking improvements to the property, but that will require you to separate the cost of repairs from the cost of improvements. The ATO says it’s a good idea, if you hire the same builder to do both the repair and the improvement, to have that builder itemise your bill.
Say you want to modernise your rental property to make it more attractive to tenants. You hire some tradespeople to render the ugly brick walls on the exterior of the home, and while the painters are there, you decide to get them to paint some interior walls that have deteriorated in the past few years. You get the painters to itemise the bill into interior and exterior jobs, so that you can claim the interior paintwork as a rental repair.
BOTTOM LINE No one wants to pay more tax than he or she needs to, but keeping track of the rules can be difficult.
