On the morning of Wednesday, January 2nd at the Polk County Courthouse upwards of 100 people gathered for the ceremony to come. Many of those in attendance were there to be sworn in by Judge Danny Thrailkill. Soon after Judge Thrailkill took his seat in front of the packed courtroom and before ceremonies began, he made a short statement regarding the people who took the oath to serve and his pride in them for doing so. made to official documents the newly sworn in officials made themselves available to those there to watch this small slice in the annals of Polk County history being made. The ceremony was well attended by family members and friends of officials as well as the public. Congratulations, along with hugs and handshakes were exchanged by many in the room. Mayor Smith had appointed Tommy Stueart as the new Mena Police
Chief and the two were officially sworn in at 12:00am on January 1st. A veteran of the United State Air Force and a retired Arkansas State Trooper. Chief Stueart has most recently served as Polk County’s Office of Emergency Management Director. Kris Lyle will be the interim Office of Emergency Management. Mayor Smith also signed first proclamation while in office. Story can be read on page 5.
Yesterday in the Polk County Circuit Court, Brian Travis, age 39, plead guilty to four counts of Capital Murder. Travis admitted his guilt in the April 2017 deaths of Bethany Wester, age 43, Acelynn Wester, age 2, Reilly Scarbrough, age 9, and Steven Payne, age 66. Travis was sentenced to four life sentences without the possibility of parole. Sheriff Sawyer, in his social media post said “He will spend the rest of his life in prison and after today I will never mention his name again. Though this case was initially pursued as a death penalty case, ultimately Prosecutor Andy Riner allowed Travis to plead guilty to 4 Life w/o sentences. There are many reasons why Mr. Riner made this decision, which by the way I support 100%, but ultimately this is the sentence that the family of the victims requested.” Travis was transported to the ADC Varner Supermax after sentencing.
Pretrial hearing set A Pretrial Hearing has been scheduled for January 14th at the Polk County Courthouse for Michelle Golkhajeh, 33, of Mena. Golkhajeh has been charged with murder in the 1st degree of a person

Area Agency on Aging Lays Off Around 200 Employees The Area Agency on Aging of Western Arkansas has laid off around 200 employees at the first of the year after losing a Medicaid contract to two out of state companies. For over 20 years, Ar-ea Agency on Aging of Western Arkansas has provided non-emergency medical transportation for 30 counties in the region. Area Agency on Aging has offices in Polk County and Scott County. Services are also provid-ed to the Mount Ida area
in Montgomery County through its Visiting Nurses Agency. The agency put in a bid for the federally funded contract but lost to another provider. Area Agency learned about the failed attempt back in November, but the approval process finalized in December. Around 200 people lost their jobs on January 1st. Most of the workers losing their jobs are drivers, and many work parttime. About 30% of the drivers work full-
time for the agency. Upon announcing the lay-offs, Area Agency on Aging of Western Arkansas says that clients should not see a disruption in service. Clients should only notice possibly a different driver and a different vehicle picking them up. Clients will be informed about the changes in the mail. Grocery Shoppers, Low Earners Get Tax Relief in ‘19 e h T w o l l o F Hogs!
The new year brings tax cuts to Arkansans, one for grocery shoppers and the other for lower income people. On the first day of 2019, the state sales tax on groceries will drop from 1.5 percent to 0.125 percent and the individual income-tax rates for people who make less than $21,000 a year in taxable income will be cut. The grocery tax cut is the final step of former Governor Mike Beebe’s bid to make

good on a 2006 campaign pledge. He had proposed to incrementally trim the grocery tax from 6 percent to 0.125 percent. Beebe served as governor from 2007-2015. The cut for low-income Arkansans will be the second in individual income-tax rates to take effect in recent years. They were proposed by Governor Asa Hutchinson and enacted by the Legislature. In 2015, the Legislature enacted Hutchinson’s plan to trim individual income-tax rates for people who make between $21,000 and $75,000 a year in taxable income. Then in 2017, the Legislature approved his second cut proposal, for people with less than $21,000 a year in taxable income. Governor Hutchinson hopes to continue his tax cutting in the regular session that starts January 14th. The governor is asking for the Legislature’s approval of his plan to gradually cut the top individual tax rate from 6.9 percent to 5.9 percent.

President Signs Boozman-Schatz Bill into Law Ensuring Veterans Receive Full Housing Benefits President Donald Trump signed into law the Forever GI Bill Housing Payment Fulfillment Act to ensure the Department of Veterans Affairs (VA) reimburses veterans for missed or underpaid Forever GI Bill housing benefits. The legislation was introduced by U.S. Senators John Boozman (R-AR) and Brian Schatz (D-HI), Chairman and Ranking Member of the Senate Appropriations Subcommittee on Military Construction and Veterans Affairs and Related Agencies, to hold VA accountable for its failure to fully comply with reimbursement rates set by the Forever GI Bill. The legislation moved swiftly through both chambers of Congress. The Senate approved the bill on December 18 and the House passed it on December 20. “I’m pleased that President Trump signed this bill into law to protect veterans who rely on this benefit. There’s simply no excuse for failing to fully deliver the housing benefits that GI bill recipients are owed. I will continue to use congressional
oversight to make certain VA’s errors do not go uncorrected,� Boozman said. “I encourage any Arkansan who has been affected by this problem to reach out to my office so that we can ensure they get their full benefits.� “Now that this bill is law, student veterans no longer have to worry about being shortchanged,� Schatz said. “Congress will also have more tools to make sure the VA does right by our veterans. I’m glad we were able to get this done.� The VA should have used the Department of Defense’s 2018 Basic Allowance for Housing rates which should have been calculated based on the zip code where the student takes the majority of classes, rather than on the zip code in which the school’s main campus is located. Instead, some GI Bill recipients have been receiving housing stipends at the 2017 rate and based on the school’s zip code. In all cases, the 2018 rate is higher than the 2017 rate. The legislation is cosponsored by Sens. Jon Tester (D-MT), Richard Blumenthal (D-

Price of First-Class Mail Forever Stamp Increasing to 55-cents The United States Postal Service has announced price changes to take effect on January 27, 2019 that will include a five-cent increase in the price of a First-Class Mail Forever stamp to 55 cents. The price of a stamp for a one ounce letter will increase from 50 cents to 55 cents on January 27th. Across the board, mailing services product prices will increase an average of about 2.5

Although mailing services price increases are based on the Consumer Price Index, shipping services prices are primarily adjusted according to market conditions. The United States Postal Service believes these new rates will keep the Postal Service competitive while providing the agency with needed revenue. The Postal Service receives no tax dollars for operating expenses and relies on the sale of postage, products, and services to fund its operations. The offender agreed to cease his activity. No arrests were made. Sarah Mitchell, 25, of Mena was charged with theft of property after a call from a local retail store. A Mena woman reported that an unknown man had been prowling on the carport of her residence. Case is pending. Matthew Hackworth, 34, of Mena was arrested on an outstanding warrant from the Polk County Sheriff’s office. Brenda Gebhardt, 45, of Mena was served an outstanding warrant for failure to pay fines and court costs, January 5, 2018 Charles Daniel Miner, 45, of Mena was charged with battery III, terroristic threatening, obstructing governmental operations, third degree assault, disorderly conduct, and resisting arrest. The arrest followed a call to a local residence. A Mena woman reported that an acquaintance had changed a tire for her. She later discovered some tools missing from her vehicle and asked him about them. He denied taking the tools, threw a hammer at her, and caused a gash in her hand. She reported that an 82-piece tool kit was missing. Case has been sent to the prosecuting attorney for possible issuance of a warrant. Thomas Lee Tidwell, 39, of Mena was charged with disorderly conduct and obstructing governmental operations after officers responded to a call at a local fast food restaurant.

Dear Polk County Constituents, **Please remember, the Polk County Assessor’s Office completed a countywide reappraisal in 2018, which will be reflective on the 2019 Tax Statements** County-wide Reappraisal - Arkansas Code 26-26-1902 mandates that each county in the State of Arkansas shall be required to appraise all market value real estate normally assessed by the county assessor at its full and fair market value at a minimum of one (1) time every five (5) years. It’s important to remember that although every parcel will be reappraised, not all property values will automatically change. The appraised value is market derived and properties located in appreciating market areas and/or neighborhoods may go up in appraised value, while other properties may stay at the same appraised value and some may even decline in appraised value, depending on what the market data indicates for the specific neighborhood. Beginning January 2019 the Polk County Assessor's Office will have appraisers visiting properties that have new construction. We will be adding the new construction to the Assessments Rolls for 2019. This is year one (1) of our next five (5) year reappraisal cycle. Polk County Assessor's Office will be conducting an on-site reappraisal as mandated by Arkansas Code 26-26-1307. We will have appraisers visiting every real estate property in the County during this five (5) year period. Our appraisers will be driving a county vehicle identified with door decals and the appraisers will be wearing a County ID badge and will identify themselves at the door and will also be checking outside measurements of the house and any other buildings on the property. Reminder The Assessor's Office also wants to remind property owners that Amendment 79 provides a homestead tax credit for properties that are the primary residence of the owner. It is the responsibility of the homeowner to apply for the credit and to update the application when you turn 65 or if you become disabled.

Weekly Publication MICHAEL WILLIAM PROCH Michael William Proch, age 55, of Mena passed away December 30th, 2018 in Plano, Texas. He was born July 23rd, 1963 to his mother Helen Proch and late father John Proch. His parents were born in Michigan and later raised their family in the Dallas, Texas area. Mike was born and raised in Dallas later moving to Arkansas with his wife to raise his family. He was preceded in death by his father and wife, Rose Proch. Mike was a comedic soul who cared greatly for his family and friends. He was a hard worker who provided for his family. He loved the outdoors and spent a lot of time fishing and hunting. He loved classic vehicles and motorcycle and enjoyed riding. He enjoyed the fall and watching the trees change colors, his favorite time of the year. Mike is survived by his children Michael and Rachel Proch, and stepchildren Matthew Anderson and Gwyn Gayler. Grandchildren Heidi Wells, Ross Wells, Kristen Trulock, Patrick Trulock, Bradley Trulock, and Cole Davis. Great grandchildren Maci Smith and Atticus Davis. Siblings John David Proch, Tom Proch, Robert Proch, Katie Burnett, Susan Corbett, and Mary Ruhala, all from the Texas area. Mike had countless other relatives and friends who care for him greatly. Family will hold a celebration of life and memorial to be announced at a later date.
DOTTIE DIMPLE MOORE PUTMAN Dottie Dimple Moore Putman, age 93, of Mena, Arkansas, passed away Tuesday, January 1, 2019 in Mena. She was born May 29, 1925 in Jackson, Tennessee to the late Hubert O. Moore and the late Gertie Livingston Moore. She was married to the late Tuly Putman and was a homemaker. Dottie loved to cook and was a lover of animals. She was a wonderful neighbor and friend to all she met. She was a loving mother, grandmother, sister and will be missed by many. She is survived by his sons Tillman Putman of Mena, Arkansas; Carroll Putman of Houston, Texas. Daughter Janet Hill of Camden, Arkansas. Sister Mikki Moore of Houston, Texas. Grandchildren Lillee Hill and David Hill. She was preceded in death by her husband, Tuly Putman, her parents, Hubert and Gertie Moore, her son, Truman Putman, and two brothers, Marty and Van Moore. Mrs. Putman was sent for cremation under the direction of the Beasley Wood Funeral Home. A private family service will be held at a later time. BENJAMIN GLENN KAIL Benjamin Glenn Kail, age 75, of Mena, Arkansas died Tuesday, December 25, 2018 in Mena. He was born on Tuesday, July 20, 1943 to Theo and Opalene Murphey Kail in Little Rock, Arkansas. Ben was a Godly man who lived by his Christian values. 1st Corinthians Chapter 13 played a large part in guiding his life, and he believed that love is the greatest commandment. He was a lifelong member of the Church of Christ where he served as an elder for ten years. Ben also served as President of the Victoria Christian School Board. Joe Dell Smalley, age 91, of Cove, Arkansas died Tuesday, January 1, 2019 at his home. He was born on Monday, October 10, 1927 to Franklin Doctor and Vera Gober Smalley in Celeste, Texas. Joe was a founding member of the Whole Council of God Church in 1975 and attended faithfully for the rest of his life. He proudly served in the United States Army during World War II. Joe went on to be a truck driver for over 30 years before retiring from Yellow Freight. Joe was proud of the Safe Driver Pens he accrued while truck driving and was a longtime member of the Teamsters. God and family were always his main priorities and gave him the most joy in life. He liked to listen to Gospel music and work in the garden and yard. He also volunteered for the Cove Volunteer Fire Department. Joe was a loving husband, father, brother, grandfather, uncle and a great friend and will be missed by all who knew him. He is preceded in death by his parents; five brothers, Dewey Smalley, J.D. Smalley, Frank Smalley, G.W. Smalley, and Philip Smalley; three sisters, Ruthie Adamson, Maxine Smalley, and Vera Smalley. Mena Senior Teams Split at De Queen The Mena Bearcats remained unbeaten in conference play with an impressive 74-43 victory over the Leopards in De Queen on Friday night, while the LadyCats dropped a 51-38 decision to the Lady Leopards in action heard live on KQOR. The senior-laden Bearcats raced to a 22-5 lead in the opening quarter, and Coach Thomas Powell substituted freely the rest of the way as the Mena boys posted the easy 31 point win. Daniel Davis led all scorers with 22 points. Davis, a 5’9” senior guard, also collected six rebounds and dished out two assists on the night. Connor Harvey, a 6’2” senior guard, chipped in with 17 points. Nick Myers was also in double figures with 12. Zane Stephens added seven. Davin Burgess and Weston Harp led De Queen with 18 each. Coach Wright says the Lady Leopards, now 12-2 on the season, are the favorites to win the conference. “Our young team got a little rattled in that first half”, Coach Wright said. “But I’m pleased with how we settled down, and actually outscored a good De Queen team 22-18 in the second half.” Sophomore Gracie Lyle led Mena with 14 points. Junior Paige Evans added 10. Hannah Stockton contributed six, while Emily Wagner added four. Kennedy Winship led De Queen with 19.

Mena Takes Two Out of Three during the Kameron Hale Invitational
The Mena Bearcats and LadyCats took two out of three contests over the holidays at the Kameron Hale Invitational Tournament at Lake Hamilton High School in Hot Springs. The Bearcats turned back the Star City Bulldogs on Dec. 27th 68-59. The Mena senior boys dropped a tough 73-65 decision to the Kirby Trojans on the following Friday, before bouncing back to smack the Arkadelphia Badgers on Saturday afternoon 76-50. In the Mena victory over Arkadelphia to claim third place in the tournament, Connor Harvey led the Bearcats with 29 points, including four 3-pointers. Zeb Wilson also knocked down four treys and ended with 14 points. Nick Meyers added ten points. The Bearcats improved to 11-4 on the season. The LadyCats dropped their tour-

The Acorn Lady Tigers split a pair of contests, while the Tigers dropped two games over the weekend at the Larry Ray Memorial Tournament at Jessieville High School. The Lady Tigers dropped a 60-52 decision on Dec. 27th to the Bigelow Lady Panthers. On Friday, the Acorn senior girls bounced back and pounded Prescott 65-39. The Lady Tigers
are 10-10 on the season. The Tigers lost to the Bigelow Panthers 76-53 on Thursday, and fell to the Caddo Hills Indians 61-43 on Friday. The Acorn Boys fell to 6-13 on the year. The Acorn senior teams return to action as they compete in the Cossatot River Senior Tournament January 7th – 12th.

Summer Food Program Provider Application to Open January 14 Applications for the 2019 Arkansas Summer Food Service Program (ASFSP) will be processed in two phases, beginning in January, according to officials with the Arkansas Department of Human Services (DHS). The first period, only for schools and government sponsors, will open on January 14. All other provider applications will be accepted beginning February 15, and the deadline for all applications is April 30, 2019. The ASFSP operates through DHS to provide healthy snacks and meals to children who receive free or reduced lunches during the school year. It is 100 percent funded by the United States Department of Agriculture (USDA). “The program ensures that these children have a nutritious weekday meal when school is out,” said DHS Health and Nutrition Program Administrator Tracey Shine. “Unfortunately, USDA estimated that over 40 million people, including 12 million children,
in the United States were food insecure in 2017. That means 1 in 6 children lived without consistent access to adequate food. Less than 15 percent of kids who qualify for free or reduced lunches during the school year are getting the same high-quality meals in the summer,” according to Shine. In 2018, the daily summer program provided more than 1.5 meals and snacks at 700 sites at a cost of $1.4 million. Youth ages 18 and younger or persons over 18 who are deemed either mentally or physically handicapped and who participate in a public school established for mentally or physically handicapped are eligible. Typically, schools and daycares are summer food program providers, but any public or non-profit summer camps, community centers, churches, government agencies or similar groups can apply. Providers will be asked to supervise the production, distribution, and administrative tasks of their sites.
All meals and snacks must meet USDA nutritional guidelines. USDA is an equal opportunity provider and employer. All applicants must complete an eligibility process that includes free training and approval by DHS, USDA, and the Internal Revenue Service (IRS). Organizations that qualify will be reimbursed for costs of all meals and snacks served. The deadline for all applications is

The MRHS Billing Office was recently named the iCARE Star Department of the Quarter. This department has taken on additional assignments as MRHS has focused on making their revenue cycle as efficient and effective as possible.
