Mena Fire Department prepares for Fire Prevention Week Heather Grabin News Director

Mena Mayor George McKee joined with the Mena Fire Department and signed a proclamation Monday morning designating the week of October 7-13 as Fire Prevention Week throughout the city. The theme of this year’s Fire Prevention Week is, “Look. Listen. Learn. Be aware-fire can happen anywhere.” Fire is a serious public safety concern locally and nationally, and people are at the greatest risk of fire in homes, in fact 4 out of 5 fire

deaths occur at home annually. The proclamation urges residents to educate themselves and make plans of action in case of an emergency. Most importantly: identify places where fires could start in the home and eliminate those hazards; check the smoke alarms and listen for the sound of the alarm, working smoke alarms reduce the risk of dying in a house fire in half; and have a planned and practiced fire escape plan with a designated meeting place outside of the home. Each officer participating is individually placed facing a projection screen (or area) where a series of digital video scenarios shown. The officer is not simply watching the scenarios, but must be actively involved because the on-screen scenario changes due to the actions taken by the officer. The officer is armed with several force options at the beginning of each scenario. These include: voice-authoritative, negotiable or informative; impact weapon-asp or night stick; chemical agent-OC, Pepper Spray; T.A.S.E.R. and firearm-duty pistol. Officers with the Mena Police Department and the Polk County Sheriff’s Department recently received training for active shooter situations. The departments received the training under the leadership of Jami Cook, Director of the Arkansas Commission on Law Enforcement Standards and Training (CLEST) and the instruction of the Arkansas Law Enforcement Training Academy (ALETA) instructors Senior Agent Robert Reeder and Senior Agent Tony Madlock. MILO is the official title of the program, the letters are not an acronym simply a name that was suggested and stuck. The program has been in effect for over 12-years and is constantly updated due to new technology and new scenarios. The program does not cost taxpayers any money and it is essential to help law enforcement in making split-second decisions for various scenarios. It is an hour of intense one-on-one, real-time, real-life experience in facing, handling, and reacting to a series of high risk incidents.

‘Look. Listen. Learn.’-What does that mean? As Fire Prevention Week approaches, the Mena Fire Department encourages residents to “Look. Listen. Learn.” What does that mean? Today’s home fires burn faster than ever. In a typical home fire, you may have as little as one to two minutes to escape safely from the time the smoke alarm sounds. Knowing how to use that time wisely takes planning and practice. The Mena Fire Department is teaming up with the National Fire Protection Association (NFPA) to promote this year’s Fire Prevention Week Campaign, “Look. Listen. Learn. Be aware. Fire can happen anywhere.” October 7-13 will be observed as Fire Prevention Week in the city of Mena. The purpose of Fire Prevention Week is to educate the public about basic but essential ways to quickly and safely escape a home fire. Statistics show that the number of U.S. home fires has been declining over the past few decades, However, the death rate per 1,000 home fires that are reported to fire departments was 10% higher in 2016 than in 1980. “These numbers show that while we’ve made significant progress in teaching people how to prevent fires from happening, there’s still much more work to do in terms of educating the public about how to protect themselves in the event of one,” said Lorraine Carli, NFPA’s vice president of Outreach and Advocacy. “This is particularly critical given the increased speed

at which today’s home fires grow and spread.” Carli also notes that although people feel safest in their home, it is also the place people are at greatest risk to fire, with four out of five U.S. fire deaths occurring at home. That overconfidence contributes to a complacency toward home escape planning and practice. “Working in the fire service for many years, we know that people often make choices in fire situations that jeopardize their safety or even cost them their lives,” said Steve Egger, Fire Chief of the Mena Fire Department. “We need to do a better job of teaching people about the potentially life-saving difference escape planning and practice can make and motivating them to action.” Chief Egger says this year’s campaign highlights three steps people can take to help quickly and safely escape a fire: 1) Look for places fire could start; 2) Listen for the sound of the smoke alarm; 3) Learn two ways out of every room. While the Mena Fire Department and NFPA are focusing on home fires, these fire safety messages apply to virtually anywhere. “Situational awareness is a skill people need to use wherever they go,” said Chief Egger. “No matter where you are, look for a v a i l a b l e -See Learn, page 15 exits. Mena Water Utilities to begin bi-annual water main flushing Mena Water Utilities will again be conducting their bi-annual water main flushing program during the week of October 8- October 12, 2018. Mena Water has scheduled the lines on the south side of Highway 71 including the Nunley and Board Camp areas for flushing on Monday and Tuesday. On Wednesday and Thursday the lines on the north side of Highway 71 are scheduled to be flushed. Flushing is done as a part of a scheduled preventative maintenance program to help maintain good water quality and to improve the water flow in the water distribution system.

As Mena Water flushes your area, you may experience a temporary reduction in water pressure. You may also see some color and/or sand in your water, or you may notice a slight change in the taste and odor of your water. These conditions are normal during flushing activities, and only temporary. If you should experience any of these changes, or if you see some cloudiness or rust color in your water, Mena Water recommends that you refrain from washing light colored laundry; likewise, we recommend that you flush the pipes of your home or business. Reflections from Faith and History “A Legacy of Faith, Courage and Service”

One such American is the subject of this writing. Born the third of eleven children in a two-room log cabin on December 13, 1887, Alvin Cullum York grew up a hard-working young man farming land which grew rocks much better than it did corn, but he was also rambunctious with quite a wild streak. After one of his best friends was killed in a bar fight, and through the love, prayers and patience of his mother and pastor and

most of all by the grace of God, York accepted Jesus Christ as Lord and Savior in January 1915. His life was forever changed, and soon after he was very active in his local church, serving as song leader, teacher and elder. After America entered World War I, the military draft arrived in York›s home town of Pall Mall, but he initially refused to register because of his religious convictions. A coward he was not, but a hypocrite he was also not. As he later stated, «I was worried clean through. I didn›t want to go and kill. I believed in my Bible.» Encouraged by his pastor, Rosier Pile, York applied for exemption as a conscientious objec-

tor, but his request was denied as was his appeal. With some reservations and reluctance, York registered for the draft on June 5, 1917 and reported to Camp Gordon, Georgia. However, unanswered questions remained. During a time of soul-searching back home on furlough and upon receiving insightful guidance (rooted in the Bible and American history) from two of his commanding officers, York came to understand the justification and necessity of war in protecting his home, family and way of life and in preserving the freedom to worship and serve God according to his conscience and beliefs. York›s early life in rural northern Tennes-

see gave him reason for and experience in becoming an excellent marksman. This skill proved very useful when the 82nd Infantry Division was sent to France to defeat the German army. One hundred years ago, October 8, 1918, York›s faith, courage, marksmanship and resolve were put to the ultimate test in the Argonne Forest on Hill 223. To silence a machine gun nest, he shot 28 enemy soldiers and then almost single-handedly captured another 132, including 4 officers. The Commander of the American Expeditionary Forces, General John J. Pershing, called York, «The greatest civilian soldier of the war.» Pershing presented him with America’s highest award for valor; The Congressional Medal of Honor and promoted him to Sergeant. Marshal Foch, Supreme Allied Commander said, “What York did was the greatest thing accomplished by any soldier of all the armies of Europe.” France awarded him theCroix de Guerre and Legion of Honor. He also received the Croce de Guera and War Medal from Italy. When York returned to the United States, he received a hero’s welcome and a ticker-tape parade in New York City. In York›s words, «In the war the hand of God was with us. It is impossible for anyone to go through with what we did and come out without the hand of God. We didn›t want money; we didn›t want land; we didn›t want to lose our boys over there. But we had to go into it to give our boys and young ladies a chance for peace in the days to come.» As one of the most decorated soldiers of World War I, Sergeant York was soon famous and therefore highly sought after by American businessmen, mostly in entertainment, advertising, and publishing. All the offers he received totaled more than one hundred thousand dollars (1.7 million in 2018 dollars), but York refused them convinced that «Uncle Sam›s uniform ain’t for sale.” Instead, he returned home where he married his sweetheart Gracie in June 1919 and resumed farming and -See Reflections, pg. 5 serving his

Alvin York wore the mantle of «war hero» with integrity, dignity and humility, and dedicated the remainder of his life to raising a family and championing rural education, economic development, and charitable and civic causes in his native Fentress County and the State of Tennessee. The school he founded in 1926, The York Institute, is still in operation in Jamestown. In 1941 a motion picture about his life,Sergeant York, was released, not only exposing new generations to Alvin York, but it also served as a strong patriotic and morale boost to Americans facing World War II. The Sergeant suffered a stroke in 1954, which left him bedridden for the remainder of his life. Not long before his death, York said that he preferred to be remembered for what he did after the war, «for helping improve education in Tennessee, bringing in better roads, and just helping my fellow man.» In the fifty-four years since his death, on September 2, 1964, Alvin York’s example and legacy continue to endure and inspire through generations of Tennesseans and many other Americans, including me.

The key to remember is make the fire safety practices a habit. The proclamation urges the citizens of Mena to be aware of their surroundings at all times; to look for available ways out of a structure in case of a fire or another emergency; to respond when a smoke alarm sounds and to support the public safety activities and efforts of Mena’s Fire Department and all emergency personnel year round, but especially during Fire Prevention Week.

There is no substitute for blood, and the donation process takes about an hour. Blood can be donated every 56 days. Platelets can be given as often as every seven days, up to 24 times a year. If donors opt not to take the t-shirt, funds will be given to Global Blood Fund, a 501(c)(3) charity organization helping to procure much-needed blood center supplies in developing countries. The ALETA instructor critiques the officers performance, offers suggestions, questions and in some cases challenges the actions, motives and explanations of the officer. The instructors then question the officer on their knowledge of the law, procedure, tactics and departmental policy. Mena Police Chief Brandon Martin said that each officer in his department completed their MILO training on September 12. “I would like to thank the instructors for coming out and doing this for us. The training is good. Training sessions keep you on your toes. They keep you refreshed and give you the ability to look for things that you don’t normally look for,” said Chief Martin. Chief Martin also called the program “good training for everyone, from the most senior officer to the newest officers.” Polk County Sheriff Scott Sawyer said, “Training is a priority for us. The Commission on Law Enforcement Standards and Training mandates that every law enforcement officer must have 40-hours of continuing education every year. The MILO machine is a great training tool. It allows the officer to make instant decisions in simulated life or death scenarios. It then allows us to go back and critique the officer’s decisions.” Sheriff Sawyer said that his department has enjoyed having the training program available and that he believed “it was a great week of training.”
