Superintendent Discusses School District 205 Updates, Covid-19 Measures Dr. Nathaniel Cunningham, Jr with Patricia Muhammad Dear Thornton Township Community: In this letter, I would like to provide an update on District 205 COVID-19 preventive measures, the District’s e-learning program, and the 2020 graduation ceremony, among other pertinent district information. As you know, our number one goal is to ensure that no student, teacher, or staff in our district are negatively impacted by COVID-19. On the district’s website, www.district205.net, under the “Public Information” tab, the District has created a web page dedicated to the coronavirus and all necessary safety measures during the pandemic. In April, we sent letters to staff, students, and the community regarding the governor’s remote learning announcement. School closures are extended to the end of the 2019-2020 school year, and we do not have any updates regarding the reopening of schools in our district. The District e-learning program The District chose Google Classroom application for our students and teachers, as a means of remote learning until further notice. Google Classroom allows both teacher and student the ability to share files, connect through emails, post grades, implement quizzes, and provide a paperless network. On a first-come, first-serve basis, the District offered 1,300 computers to our students and teachers, who required Chromebooks. The Chromebooks have also been made available to staff and administrative assistants for virtual monthly meetings. The governor has not released information about the reopening of district schools. In an April school board meeting, we agreed to purchase 4,500 Chromebooks for our students and teachers. The purpose of the Chromebook is for quizzes and grading. The Teachers Faculty Association is designing an online curriculum that will last between three to six months if we do not return to school in the fall. The Graduating Ceremony Due to COVID-19, the District will not host a traditional graduation ceremony. Instead, there will be a virtual graduation viewed by the public whereby, we will announce each graduating senior’s name. For graduation updates, please find the announcement on Twitter and Facebook. Food Distribution Network Since COVID-19, More than 43,580 meals were issued to students through District 205 Food Distribution Network. We want to thank all our partners including Supervisor, Frank Zuccarelli, Mayor Riley Rogers of Dolton, Mayor Don De Graff of South Holland, and Mayor Chris Clark of Harvey. We want to thank State Representative Will Davis, State Senator Thaddeus Jones and State Senator Napoleon Harris, who helped strategized our food network program.

We will work hard to provide academic support to those students who have issues and concerns about their grades. The District will not host the eight-grade Wolcott Roar program. South Holland COVID-19 Updates BY PATRICIA MUHAMMAD The Village of South Holland is taking measures to ensure that residents in and around the village are updated and informed about the latest coronavirus information through the use of website and email. “Early on, we created a page on our website dedicated especially for the coronavirus. If you go to our web page at villageofsouthholland.org. from the very top, you will see the latest updates and news reports about the coronavirus. Since it appears that the virus has slowed down quite a bit, we do not have any new information,” said Julia Huisman, Public Relations Director for the Village of South Holland. Mrs. Huisman explained that email subscribers on the list receive up-to-date COVID-19 news and information every three weeks, which comes directly from Mayor De Graff. The mayor provides updates including the latest number of cases in the village, new testing sites, and any additional guidelines that villagers need to know related to COVID-19. These updates also provide both coronavirus and village news. For South Holland residents who wish to start receiving the Mayor De Graff’s weekly email, they can sign up by texting in all caps SOUTHHOLLAND 22828 and it will prompt them right away to give their email. The May 1st Face Mask Mandate required Illinois residents to wear a protective face mask when they are out in the public. Huisman shared that finding an ample supply of masks for residents and first responders have been daunting. She stated that a limited supply of masks is now available to anyone who simply cannot find a mask. “Residents who find it difficult to get masks, they can pick them up at the fire department in South Holland on Wausau Avenue, Mon.-Friday from 9 am-4 pm. We aren’t necessarily calling it a mask give away, because we found it rather difficult to find the masks for even issue our first responders. The masks

are set aside for residents in desperate need.” To help curb the chance of catching the virus, the social distance rule is in full effect for the village. For the Memorial Day celebration, the village will not have an outdoor celebration, instead, it will use the internet to live-stream Memorial Day activities. “We are filming a live stream video for Memorial Day, so our veterans will comply with the social distance rule. We are doing whatever we can with technology to stay connected to residents,” she said. In a May 15th NBC 5 Chicago news report, Governor Pritzker stated that the state’s positivity rate is on the decrease and the number of people getting sick from the virus is dropping. Huisman spoke about the importance of villagers sticking to the social distance rule. She said, “The village is adhering to the state’s social distance mandate until the case numbers and death rate starts to come down, then we can start getting out and about again. We want to continue to follow the guidelines until that happens.” Testing sites for South Holland include Christian Community Health Center, located at 901 E. Sibley Blvd., and Markham, 3824 W. 159th Street, from 7:30 am-3:30 pm. Testing will also take place at Ingalls Memorial Hospital 1 Ingalls Drive, Harvey, IL, by appointment only. According to Ms. Huisman, more than 305 residents were tested positive for the virus and the village reported 20 fatalities due to coronavirus infection.

May is Foster Parent Appreciation Month in Illinois, a time to thank the thousands of foster families across the state who have opened their homes to provide a temporary safe haven to abused and neglected children who have been placed in the care of the Illinois Department of Children and Family Services by local courts. Each year, an average of 4,000 children from across the state, of all ages, backgrounds, and abilities, are taken into temporary state care when their home life is unsafe. DCFS works with the family to make the positive changes necessary to reunite with their children, while foster families step up and provide homes where the children are protected, nurtured, and loved. “I have deep admiration for foster parents who make the selfless decision to care for children whose lives have been turned upside-down through no fault of their own,” said Illinois DCFS Acting Director Marc D. Illinois Secretary of State Jesse White announced today that beginning Tuesday, May 19, seven facilities will be offering drive-through services for vehicle registration sticker transactions ONLY. This is the first step in a comprehensive reopening plan that will be announced shortly and will include the proper protections for customers and employees, such as PPE and social distancing. The seven drive-through facilities are Chicago North, Chicago South, Chicago West, Rockford-Central, Macomb, Springfield-Dirksen and Tilton. These facilities were selected due to the configuration of the buildings which allowed for drive-through transactions. All employees will wear face masks and customers are encouraged to do the same. “My commitment is to do everything we can to help protect the health and safety of our residents, while providing services to the people of Illinois,” said White. “This first step in a reopening plan adheres to this commitment.” Hours of operation at Chicago North, Chicago South and Chicago West will be Monday 7:30 a.m. to 2 p.m., Tuesday through Friday 7:30 a.m. to 6 p.m. and Saturday 7:30 a.m. to 2 p.m. Cash will not be accepted. White also reminded the public that the federal government extended the REAL ID deadline by one year. White had petitioned the federal government for this extension due to the COVID-19 pandemic. Senator Harris Pleased Illinois Virtual Info Sessions for SSC Summer/Fall Classes Dentists to Reopen Again State Senator Napoleon Harris, III (D-Harvey) is pleased to learn the Illinois Department of Public Health has updated its guidance on allowing dental providers to resume routine oral and dental care beginning this week. “Being on a Stay At Home Order for nearly two months may have resulted in many people needing oral care,” Harris said. “IDPH allowing dentist’s office to reopen for routine care is a step forward and shows understanding that oral treatment is an essential service.” IDPH says to yield good procedural outcomes, oral health providers should consider their patient’s health care needs, assess the risks and benefits of any procedures, and appropriately screen patients for COVID-19. Patients will need to be symptom free and have their temperature taken. Dentists will need to address their use

of masks, face guards, and suction devices. “Dental offices will have to follow health guidelines by providing their employees with PPE,” Harris said. “It’s important necessary precautions are taken into account for the patient and employee before dental offices reopen their doors.” Dentists gave up their PPE in the early days of the pandemic for hospitals, first responders and nursing homes. Now they have difficulty getting what they need to resume dental care. “Patients have been waiting to get back to their dentists and, even though now we have the green light from the IDPH, we are in need of PPE to meet their guidelines,” said Dave Marsh, Director of Governmental Affairs with the Illinois State Dental Society. “Of course, we recognize the highest priorities for PPE in health care settings, but we will be seeking a higher priority for masks and face shields for our profession.”

While federal stimulus checks could provide needed financial help, some abusers might block access to these funds. This reality, combined with the fact that nonprofits are struggling to fundraise, creates an urgent need for help. That’s why The Allstate Foundation is giving $500,000 to the National Network to End Domestic Violence. The donation will establish a COVID-19 immediate response fund, making over 100 emergency grants available to domestic violence programs across the U.S. demonstrating the greatest need. “Programs are facing similar challenges as they do after a natural disaster, but COVID-19 is severely stressing the entire country at once,” said Deborah J. Vagins, NNEDV president and CEO. “Front-line local domestic violence workers are keeping their programs open with lower donations and reduced staffing, but they critically need funding. This grant program will provide assistance to small programs when it is needed the most.” This funding is part of The Allstate Foundation’s $5 million contribution to accelerate COVID-19 relief and recovery for domestic violence survivors, youth in need, first responders and communities at large. “Many small, local domestic violence programs are working tirelessly to provide survivors access to emergency housing or funds, but they are running out of money and fundraising options are limited,” said Ellen Lisak, senior program officer of The Allstate Foundation. “Despite the enormous challenges, these programs are needed more than ever as experts predict an increase in domestic violence incidents as victims have few places to escape.” Recognizing the warning signs of domestic violence is the first step in ending the abuse. WOODROW WILCOX On May 12, 2020, a client visited our Merrillville office and brought a medical bill for me to research. The client already sent a payment for the bill before she let me check it. She should have checked with me first. With some editing to protect the privacy of our client, the following is the letter that I sent to the medical billing firm. Dear Representative, Our client brought to our office a bill from your firm for our review. But she brought it to us after she already sent a payment to your firm. She should not have done that because your bill to our client was false! I checked with the client’s Medicare supplement insurance firm. Your bill to our client is dated 04/21/2020 and seeks a balance of $63.49 on Account Number XXXXXX for dates of service 10/25/19 and 10/26/19. The insurance company reported that it paid the entire balance of $63.49 to your firm on 11/30/19 and that your firm cashed the payment on 12/04/19. The EFT transaction confirmation number for that payment is XXXXXXXXXXX. Why did your firm send a false bill to our client in April 2020 when your firm was already paid in December of the previous year? That is evidence of sloppy, unprofessional, and unethical business practices in the Medicare claims system. You need to find that money and credit the account of our client. Then, you need to refund to her the $63.49 payment that she sent to your firm. If this is not done, I will help our client to file a complaint against your firm with one or more appropriate government offices. All the help that I gave this client was FREE OF CHARGE. This insurance agency gives this high level of customer service to our senior citizen clients on a regular basis. If your insurance agent or agency does not give such a high level of customer service, why don’t you switch to our insurance agency? Census Outreach ‘Stymied’ by Covid-19 Capitol News Illinois Like everyone else, Illinois’ census outreach coordinators have had to adapt to a new reality during the COVID-19 pandemic. “As drastic as this change has been for everyone, it’s the same thing for us,” said Marishonta Wilkerson, who was named codirector of newly-created state census office last September. Wilkerson and fellow co-director Oswaldo Alvarez are leading Illinois’ $29 million outreach effort through their office within the Illinois Department of Human Services. Their positions were created by Gov. JB Pritzker’s June executive order aimed at maximizing participation in the decennial head count. The pair oversees a “hub and spoke” model in which funding passes through IDHS to 31 intermediary organizations that lead outreach efforts in 12 regions of the state. Those organizations partner with other community groups to target outreach at a hyperlocal level. Thus far, Illinois has hovered in the top 10 for state selfresponse rate since the census portal opened on April 1. While Wilkerson and Alvarez are pleased with the high ranking, they said there is room to grow the response rate – which was 64.2 percent as of May 13, putting Illinois in 8th place of all states. While good against the national average of 59.1 percent, the numbers were well below the state’s 2010 final self-reporting tally of 70.5 percent. In 2000, the self-response rate in Illinois was 69 percent. Illinois outpaced the national average of 66.5 percent in 2010 and 67.4 percent in 2000. There is still plenty of time to push this year’s numbers upward, as the self-response period deadline has been extended to Oct. 31. But for organizers, one difficulty is maintaining momentum as the pandemic puts door-knocking efforts on hold and strict social distancing requirements cancel the planned pizza parties, booths at fairs and local library events while driving outreach online. Anita Banerji, director of the Democracy Initiative of the nonprofit organization Forefront, agreed that 2020 is presenting challenges both foreseen and unforeseen. Forefront is partnered with the city of Chicago for community-based census outreach as part of the program, and Banerji said they are noticing lagging numbers in minority communities that

have not had points of contact with census organizers. She said one continued challenge is fear of a citizenship question appearing on the official questionnaire. While President Donald Trump advocated for such a question and received widespread media attention, it does not appear on the final form. “And then everyone also thought that with us going online, that was going to be an issue, but now coupled with the pandemic, there are so many challenges to the 2020 census,” she said. While respondents can still fill out their census by phone at 844-330-2020 or by mailing back the questionnaires that are delivered to one’s household, the majority of responses this year – nearly 53 percent in Illinois – have been completed online at my2020census.gov. The process generally takes about 10 minutes and can also be completed on mobile devices. Hard-to-count communities Organizers agree that challenges are compounded in “hard to count” communities. Populations and geographies deemed “Hard to Count” by the U.S. Census Bureau are areas where the self-response rate in the 2010 census was 73 percent or less. Populations that have been historically undercounted include young children, immigrants, low-income households, people of color and rural residents. Alvarez said the Illinois model puts nonprofit and other community organizations at the center of outreach in these communities. “It’s important to have them become the trusted messengers,” he said, noting that nonprofits are often already making day-to-day contact with some of the hardest-to-count communities. Education is key in the effort, organizers said, as residents need to know what they stand to lose in an undercount, what questions will or will not be on the form, and that their privacy is protected. But strict social distancing guidelines have made that process more difficult for many local organizers. Lynden Schuyler, director of southern Illinois census outreach through the Illinois Public Health Association, works

in Illinois’ southernmost 20 counties. She said the pandemic has made hard-to-count communities “even harder” in her territory, where four counties have between 28 and 51 percent of households that lack internet access. “There are pockets where thousands and thousands and thousands of people don’t have access to internet services,” she said, later adding, “There’s a lot of migrant population down there. I think every single one of the hard-to-count communities is there in an abundance.” She said many people are waiting for hand-delivered census forms, especially in rural areas that have only PO boxes which do not receive the forms. The hand delivery effort has been postponed, however, and is tentatively scheduled to start again on June 13 in the region. “You have a good majority that are still waiting on that folder,” Schuyler said. “And in Hardin County, for example, you’re talking 98 percent of those people don’t even have their census invitation yet. So they’re going to explode when that finally gets to them.” Hand delivery entails only slipping the census forms into one’s mailbox or onto a door handle, meaning it is different than door-knocking efforts which require in-person contact and won’t begin again until at least August, depending on the region. Banerji said the lack of “touchpoints,” or in-person contact, in minority communities in the Chicago area is creating problems as well. “Our outreach efforts have been incredibly stymied by the pandemic,” she said. “And we need to make sure that people’s priorities are health and safety first.” Adapting outreach Unsurprisingly, social media has been important to getting the word out as organizations creatively adapt to new realities. Banerji said one organization she worked with had not used Twitter much, but realized its power when participating in a coordinated regional outreach “thunderclap” event where several organizations posted to several social media platform at a coordinated date and time to promote the census. “So we’ve never utilized social media like this before,” she Continued on page 11

What Can Investors Learn from Cyclists? SUBMITTED BY BOB KRYGSHELD May is National Bike Month. Of course, millions of Americans enjoy biking, so there’s reason to celebrate. But even if you’re not much of a rider, you can apply some of the guidelines and lessons of bicycling to other areas of your life – such as investing. Consider taking some of these ideas for a spin: Tune up your portfolio. When bicyclists tune up their bikes, they adjust their brakes, clean and lubricate the chain, tighten nuts and bolts, and check the tire pressure, among other tasks. Such a tune-up keeps their bikes running smoothly and reduces the chances for breakdowns. And by “tuning up” your investment portfolio, you can help it stay in line with your goals and risk tolerance, while also preparing it for a “breakdown” in the financial markets, in the form of sharp downturns. To tune up your portfolio, look for ways to increase diversification, which can help reduce the effects of volatility, and watch for investments that may have chronically under-performed or are no longer suitable for your risk tolerance. I first heard the phrase “put on your bifocals” a couple years ago from Jonathan Brooks, a pastor, teacher, author, and community leader in Englewood. When touring Chicago neighborhoods with him as part of a class I was taking, “Pastah J” told me that bifocals help people see things they otherwise wouldn’t. By asking me to put on my bifocals, he was telling me to see the communities we were visiting through both a “good” and “bad” lens. In all communities, there is both good and evil at work—but so often we only see one or the other. Have you driven through a community and made a snap judgement about it in just seconds? I sure have. Well-manicured lawns? This place is good. A broken window? That place is bad. I wasn’t wearing my bifocals. Did you know that the Englewood neighborhood in Chicago has one of the

highest violent crime rates in the city? Did you also know that there’s a place there called the Kusanya Café that sells good food, hosts community events, and provides job training and apprenticeship opportunities for the community? You’d miss it without your bifocals. When we fail to see both the good and bad in our communities and in our lives, we fail to see the world like God wants us to. Jesus always wore bifocals. He looked at Zacchaeus the tax collector—a hated man—and saw his repentant heart. When Pharisees were scoffing at a sinful woman anointing Jesus’s feet, he rebuked them, seeing the woman’s sincere penitence. Let’s wear our bifocals like Jesus, who sees you and me not only as sinners, but as his beautiful creation. He died to account for the bad in our lives, that we might experience the ultimate good. In Schuyler’s territory, efforts also include billboards, distributing signage in yards and at grocery stores and other creative efforts. One of her sub-groups launched a “boredom busters” drive-thru where organizers handed bags of coloring books, other activities and census literature to parents while maintaining social distancing. Groups also promoted social media “dance parties” and other shared virtual activities. “We’re encouraging parents to do videos about how they and the kids are doing the census and just post them on Facebook somewhere – encouraging people to try to do things together without being together,” she said. Alvarez said the census office is also partnering with the Illinois Department of Commerce and Economic Opportunity to “engage the business community to promote the 2020 census.” That includes marketing and media campaigns as well as working with essential businesses that are open during the pandemic, such as grocery stores in hard-tocount neighborhoods, to distribute posters and canvas tote bags and potentially launch advertising campaigns. DCEO is also looking at ways target materials to gig workers and work with chambers of commerce to designate a day for workers to take 10 minutes off to complete the census once pandemic restrictions are loosened. “I would say this is where creativity is really taking flight amongst certain organizations, and encouraging other organizations to think about doing their work differently,” Banerji said. “And because we do have more months added to self-response, it’s an opportunity to think about more of these concerted outreach

efforts, but I will tell you that it’s an incredible challenge.” Undercount While the pandemic has changed nearly everything about census outreach efforts, one thing remains the same – the consequences of an undercount. Those include a potential loss of local health resources, up to two seats in Congress and other federal funding. Wilkerson said about $1,500 per year in federal funding is lost for each person not counted in the census, and the numbers shape federal funding for the next 10 years. Alvarez characterized the census as “the one way we really have to twist the government’s arm to represent you and invest in you.” “We all win when we’re all counted,” he said. Some of the hardest-to-count communities Schuyler’s organization serves have the most to lose in an undercount. Those communities are often reliant on local health departments, and a complete count is essential to ensuring they receive adequate funding. “The census numbers are utilized by the US government to determine the government pass-through funds that go to health and well-being programs like health departments, Medicare, Medicaid, the Head Start programs, all kinds of education programs, Pell Grants, school lunches, senior programs like Meals on Wheels, and the various senior transportation systems,” she said. An undercount could affect schools, roads, bridges and other public improvements that are at least partially funded by government pass-through funds, she added. The organizers also agreed the pandemic that has so drastically altered this year’s plans is further evidence that an accurate count is needed. “Never before has it become more apparent to me that this kind of data is necessary to be collected for emergency crises,” Banerji said. “We need to know where people reside so that resources can be deployed. And without that accurate data, we’re not going to be able to plan for our future, we’re not going to be able to ensure that when our next pandemic hits that we’ve got the necessary information we need.”

Secretary of State and State Archivist Jesse White announced that the Illinois State Archives has been awarded a $60,178 federal grant to preserve, digitize and provide online access to 21,000 photographs taken by longtime state photographer Eddie Winfred “Doc” Helm. “Doc Helm served as the official state photographer for half a century, from the 1940s to 1992,” said White. “During this time, he took pictures of presidents, governors, celebrities, citizens, notable events and the ordinary day-to-day operations of state government. He left behind a vast historical record, and this grant will allow the public to view and enjoy his work.” According to White, Helm’s photographs were stored only as negatives, so they are not well known to researchers. Despite this, they have received use in some books, newspapers and magazine articles and, most recently, in the Hulu television program “Mrs. America.” Helm photographed at least three presidents, several presidential candidates and politicians, and celebrities including Nat King Cole, Bob Hope and Sammy Davis Jr. The collection includes diverse images such as the governor addressing a joint session of the state legislature during World War II, the first group photo of the newly created Black Legislative Caucus in 1967, and photos of capitol tour guides in the 1970s, dressed in uniforms like those worn by airline attendants at the time.

Along with serving as the state photographer, Doc Helm was also considered a leading photographer in central Illinois and arguably the most important African American photographer in the state during the mid-20th century. His private sector work focused largely on Springfield’s African American community and has been featured in exhibits at the Springfield and Central Illinois African American History Museum, Illinois State Museum and Bicentennial Plaza in Springfield, as well as in the pages of Illinois Heritage magazine. The grant to the Illinois State Archives was part of almost $2.9 million in grants that Archivist of the United States David Ferriero recently awarded to projects in 17 states. The grants are carried out with the advice and recommendations of the National Historical Publications and Records Commission (NHPRC). The grant for the Doc Helm collection will be used to purchase a scanner to professionally scan, index and place online the photographic negatives. The funds will also be used to purchase archival quality envelopes to better preserve the negatives and to hire two University of Illinois at Springfield history students to assist in scanning and cataloguing the negatives. The projected completion of the project is set for October 1, 2021.

they, too, will become anxious and fearful. “If your employees see that you are worried, they will begin to think it is all over,” Witty says. That doesn’t mean to fake it or to pretend the situation isn’t bad. “We can’t control the situation we find ourselves in,” he says. “But we can control how we react to the situation, and how we react will dictate our results.” Consider introducing new products or services. Now is a good time to get innovative, Witty says, so brainstorm with your team about alternative ways to bring in revenue if your usual sources have been disrupted. For example, some restaurants that were strictly sit-down establishments pivoted to offer takeout and delivery. Witty’s own company created new publishing and marketing products aimed at potential clients who may be more cost conscious during these tough economic times. Finally, Witty says, have a plan. “Hopefully, you already have a strategic plan for your business that you are executing week in and week out,” he says. “As we continue to move along through this crisis, that plan will need to be adjusted as COVID-19 makes some pieces of your plan obsolete.” He suggests meeting weekly, if not more often, to keep updating the plan to reflect the new realities.
