While COVID-19 remains in the front of everyone’s mind, the coming of mosquito season means that both people and animals are vulnerable to other serious illnesses stagnant water is available. Mosquitoes can transmit a number of diseases, including dengue, malaria, yellow fever, Zika and West Nile virus. Water provide a breeding ground for mosquitoes in numerous places, but measures can be taken to protect the landscape, water, and structures from mass mosquito gathering and the disease they bring, says David Anderson (www.horsedrinker.com), president and CEO of Bar-Bar-A, which produces mosquitoand algae-free automatic livestock drinkers. “Mosquitoes are a real threat everywhere,” Anderson says. “They carry disease that can affect humans as well as animals. “Mosquitoes multiply quickly; females lay about 100 eggs at a time. Without knowing the preventative tactics you can use in the many places where they’re attracted, it can be a constant battle keeping their population down.” Anderson offers the following tips to eliminate mosquito breeding grounds: Use nature. Mosquitoes are annoying to people but a meal to other creatures. Thus, nature is one of the best options for mosquito control, and creating a welcome environment for mosquito-eating species means reducing mosquitoes on the property. “Dragonflies love to eat mosquitoes and will attack them as both nymphs and adults,” Anderson says. “If you have a pond or other body of water, you can release dragonfly nymphs into the water and let them feast on the mosquitoes. Fish are also an effective weapon against mosquitoes; goldfish, minnows, and guppies eat mosquito larvae in ponds.” Disrupt stagnant ponds and swampy areas. Mosquitoes need stagnant water to spawn, and ponds or swamps are breeding grounds for them. “An answer for this is installing an aeration pump or a fountain,” Anderson says. “Those can disrupt the water and make it difficult for mosquitoes to reproduce. You can also reduce the amount of vegetation, such as lily pads, piles of leaves, and cattails that are either in
the water or around it. That will reduce the places that protect mosquitoes from their predators.” Eliminate standing water. If left, the water in drinking bowls, buckets, pots, troughs, ruts etc. can become stagnant and, therefore, a magnet for mosquitoes. Draining/refilling frequently with fresh water is one answer. Anderson says there’s a remarkable number of places to watch out for standing water —thus, more mosquito havens. “Empty or remove containers that hold water: tires, birdbaths, clogged gutters, water troughs, and feed pans, among others,” Anderson says. “Clean the birdbaths and troughs to prevent mosquito-friendly vegetation. Ruts or potholes that fill with water and should be fixed promptly.” Maintain the air flow. “It’s vital to keep the air moving in out building such as barns and stables,” Anderson says. “Stagnant air, like stagnant water, is inviting to mosquitoes. It traps moisture and scents that attract them. Use fans in barns and stables to discourage mosquitoes from sticking around.” Set traps. Traps have an attractant to lure and either capture or kill female mosquitoes. “If you purchase traps, check the label to ensure you’re setting enough traps for the size of your property,” Anderson says. “You can also create your own DIY mosquito traps. A Google search will turn up methods for making them. Just never place traps where people or animals gather.” “You can greatly reduce the amount of mosquitoes on your property, it just takes extra effort,” Anderson says. “But with the health of your people and animals at risk, it’s well worth it.” D. George Anderson (www.horsedrinker.com) is an animal advocate, entrepreneur and President/CEO of Bar-Bar-A Horse & Livestock Drinkers. A proponent for the safe keeping of horses and livestock, his company has pushed to eliminate the potential for shock and electrocution of livestock which stems from the use of water and electricity, and the proper management of standing water that can contribute to viruses and unhealthy drinking water for animals.

“No Wipes Down the Pipes” Video The Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) has released a new educational video named “No Wipes Down the Pipes!” As the Coronavirus (COVID-19) pandemic has increased the demand for—and decreased the availability of—household cleaning items, including disinfecting wipes, paper towels and toilet paper, people have turned to alternatives such as socalled “flushable” wipes and other paper products. This has lead to clogged pipes at homes and in some sewer systems. In the video, MWRDGC President Kari K. Steele demonstrates how various products (even facial tissue) do not dissolve or break down sufficiently in water, and as a result, can clog pipes in homes and cause sewer backups. To watch, go to YouTube and type the video’s name: “No Wipes Down the Pipes!”

The “New Normal” Hasn’t Dampened Teens’ Interest in Becoming Entrepreneurs JUNIOR ACHIEVEMENT A new survey for Junior Achievement (JA) by research firm ENGINE Insights shows that teens remain open to becoming an entrepreneur and starting a business despite the impact of COVID-19 on U.S. small businesses. Two-thirds (66%) of teens between the ages of 13 and 17 said they were “likely” to consider starting a business or becoming an entrepreneur as an adult. The 2020 survey of 1,000 teens was conducted from May 14 to 20, 2020. “Small business is the backbone of the American economy and the driver of job growth,” said Tom Staab, Executive Vice President of Development and Operations at Junior Achievement of Chicago. “Despite the effects of the COVID-19 shutdown on the business community, it is encouraging to see the next generation still interested in considering entrepreneurship as a career path. We must encourage that interest going forward.” Other findings of the survey include: • Nearly a third of teens (29%) said their greatest concern about starting a business is that it’s risky, while a quarter (24%) are concerned there’s not enough money in it. Only 18% said it didn’t “fit my personality/skills.” • Most teens (52%) said they need “someone to invest” in their business to consider being an entrepreneur. Nearly as many (51%) said they would need “more information on what it would take to be successful” and most of those (47%) said they would need “support from parents and family.” Around a third of teens (38%) would need “friends with a similar interest” to team with them, and a similar amount (34%) would need “a role model who is a business owner.” Junior Achievement responded with an extension of its digital and experiential learning resources, “Why Entrepreneurship
Now: A Virtual Event for America’s Teens.” Junior Achievement partnered with the Brian Hamilton Foundation, the Mark Cuban Foundation, and Microsoft to host the event, which took place live on May 27 and is now available as a recording afterward. Hosted by Harris Faulkner, anchor of Fox News Channel’s “Outnumbered Overtime” and co-host of “Outnumbered,” this unique interactive event gave teens across America the opportunity to ask questions of some of the country’s most experienced entrepreneurs. The panelists offered simple, straightforward strategies to empower participants to start the entrepreneurial journey in their youth and lay the foundation for a successful future. Panelists include Brian Hamilton, National Entrepreneur Educator, Co-founder of Sageworks, Philanthropist, Founder of the Brian Hamilton Foundation and Inmates to Entrepreneurs; and Mark Cuban, Co-star, ABC’s “Shark Tank,” owner of the NBA’s Dallas Mavericks, and Author of How to Win at the Sport of Business and Kid Startup. Watch the event at: https://www.juniorachievement.org/web/ja-usa/virtualsummit Junior Achievement is the world’s largest organization dedicated to giving young people the knowledge and skills they need to own their economic success, plan for their future, and make smart academic and economic choices. JA programs are delivered by corporate and community volunteers and provide relevant, hands-on experiences that give students of kindergarten through high school knowledge and skills in financial literacy, work readiness, and entrepreneurship. This year, JA will reach 620,000 students in 12 counties. Visit www. jachicago.org for more information.

The move is an effort to provide economic relief to the horse racing industry, as other states have done. “These conditions necessitate changes to keep horse racing going in Illinois” said Domenic DiCera, Illinois Racing Board, Executive Director. “The return of live horse racing in Illinois is welcomed by many hardworking men and woman that work and are committed to this industry.” “We have been working almost since the start of the pandemic to find a way to get horses back on the tracks in Illinois,” said Jerry Costello II, IDOA, acting Director. “We think the safety guidelines that have been laid out for social
distancing of personnel while at the track, as well as the other precautions being taken to protect the horseman will allow for a safe racing environment, while maintaining the integrity of the sport.” “It is great to see racing return to Illinois,” said Jockeys’ Guild Regional Manager, Jeff Johnston. “On behalf of the jockeys that reside in Illinois and others that regularly plan their summer around Illinois racing we are thankful we can get back to work. We appreciate the state of Illinois working with the Jockeys’ Guild to ensure protocols are in place to protect jockeys, valets, and other racetrack workers, and we look forward to the day when we can hear fans cheering in the stands.” Only licensed essential personnel for the care of racehorses and those necessary to conduct live racing will be allowed on the grounds. Wagering will take place online since no spectators are allowed in the venues.
Five Tips To Keep Mosquitoes Away Summer is on its way, which means so are mosquitoes. The flying pests invade neighborhoods like an army, but they aren’t just a backyard nuisance with bites that itch. They also can carry dangerous diseases, including West Nile virus and Zika. Most regions of the U.S. have issues with mosquitoes, but knowing prevention and mitigation measures can stop them from mushrooming into a big problem, says Dr. Craig Stoops (www.mosquito-authority.com), a retired U.S. Navy medical entomologist and chief science officer at Mosquito® Authority, a mosquito control company. “People are unfortunately attractive to mosquitoes,” Dr. Stoops says, “but there are numerous ways we can avoid the irritation and the potential danger of a bite. do with preparing your property and knowing how mosquitoes thrive. “Some people are more susceptible to bites than others. Mosquitoes can be attracted to different chemicals found in human skin. But just because mosquitoes are an inevitable part of summer doesn’t mean you’re defenseless.” Dr. Stoops offers five tips on reducing the appearance of mosquitoes and their bites: Consider a professional service. Sometimes people prefer to do it themselves when it comes to fixing home issues, but they later find that a persistent problem is often better left to trained professionals. “Companies that specialize in mosquito Continued on page 6

Financial Advice Column
Know Risk Tolerance at Different Stages of Life SUBMITTED BY BOB KRYGSHELD As an investor, you’ll always need to deal with risk of some kind. But how can you manage the risk that’s been made clear by the recent volatility in the financial markets? The answer to this question may depend on where you are in life. Let’s look at some different life stages and how you might deal with risk at each of them: When you’re first starting out… If you’re early in your career, with perhaps four or even five decades to go until you retire, you can likely afford to invest primarily for growth, which also means you’ll be taking on a higher level of risk—as risk and reward are positively correlated. Given your age, you have time to overcome the market downturns that are both inevitable and a normal part of investing. Consequently, your risk tolerance may be relatively high. Still, even at this stage, being overaggressive can be costly. When you’re in the middle stages… At this time of your life, you’re well along in your career, and you’re probably working on at least a couple of financial goals, such as saving for retirement and possibly for your children’s college education. So, you still need to be investing for growth, which means you’ll likely need to maintain a relatively high risk tolerance. Nonetheless, it’s a good idea to have some balance in your portfolio, so you’ll want to consider a mix of investments that align with each of your goals. When you’re a few years from retirement… Now, you might have already achieved some key goals—perhaps your kids have finished college and you’ve paid off your mortgage. This may mean you have more money available to put away for retirement, but you’ll still have to think carefully about how much risk you’re willing to take. Since you’re going to retire soon, you might consider rebalancing your portfolio to include some more conservative investments, whose value is less susceptible to financial market fluctuations. The reason? In just a few years, when you’re retired, you will need to start taking withdrawals from your investment portfolio—essentially, you’ll be selling investments, so, as much as possible, you’ll want to avoid selling them when their price is down. Nonetheless, having a balanced and diversified portfolio doesn’t fully protect against a loss. However, you can further reduce the future risk of being overly dependent on selling variable investments by devoting a certain percentage of your portfolio to cash and cash equivalents, and designating this portion to be used for your daily expenses during the years immediately preceding, and possibly spilling into, your retirement. When you’re retired… Once you’re retired, you might think you should take no risks at all. But you could spend two or three decades in retirement, so you may need some growth potential in your portfolio to stay ahead of inflation. Establishing a withdrawal rate—the amount you take out each year from your investments—that’s appropriate for your lifestyle and projected longevity can reduce the risk of outliving your money. Of course, if there’s an extended market downturn during any time of your retirement, you may want to lower your withdrawal rate temporarily. As you can see, your tolerance for risk, and your methods of dealing with it, can change over time. By being aware of this progression, you can make better-informed investment decisions. Turn of Phrase Hair of the dog refers to treating an illness with more of
what caused it; specifically a hangover cure in which one drinks a mild alcoholic beverage the day after a drinking binge. The term originated in the 16th century, when doctors commonly treated people bitten by a rabid dog by dressing the wound with burned hair from the same dog.

Tips To Keep Mosquitoes Away, cont’d. Continued from page 4 control can effectively address the problem by implementing an entire program over a period of time, including follow-ups,” Dr. Stoops says. “There is a science and strategy to a program, and it requires considerable knowledge of how to treat different types of yards in different regions of the country. A good company in this industry continually educates its people as well as the consumers on how to effectively stay ahead of the problem.” Get rid of standing water. Still water is a perfect breeding ground for mosquitoes. Common places of standing water include: clogged drain gutters, corrugated drain pipes, bird baths, pet bowls, planters, trash and recycling bins, children’s toys, and kiddie pools. “It is important to remain vigilant and remove any containers and debris from your yard to lower the habitats available to mosquitoes,” Dr. Stoops says. “A mosquito needs only about a tablespoon of water to lay eggs.” Use safe repellents. Repellents registered by the Environmental Protection Agency have been reviewed and approved to pose minimal risk when used properly. “Some of the most effective ingredients commonly referred to in a repellent are DEET, Picaridan, and oil of lemon eucalyptus,” Dr. Stoops says. EPAapproved repellents provide up to two hours of protection. Dress appropriately. “Studies have shown that some mosquitoes are more attracted to
dark clothing,” Dr. Stoops says. “Avoid wearing lightweight, thin materials, which mosquitoes can bite right through. Instead, opt for tightly woven materials, like cotton, denim, nylon, or windbreaker-type materials, which are more difficult for the bugs to penetrate. Clothing that provides UV protection is typically tightly woven and often protects against insect bites, too.” Keep your landscape clean. “Trimmed trees and shrubs improve a property’s air circulation,” Dr. Stoops says. “The increased air flow will physically push mosquitoes out of that area and remove the environment they thrive in. Also, there are some gardening choices that can deter mosquitoes: basil, lavender, and catnip are all plants that mosquitoes don’t like.” “Many people just think of bug spray during mosquito season,” Dr. Stoops says. “The main idea should be to keep them out of your yard as much as possible. From there, considering summer is the time to get away, always prepare for your environment, especially if hiking or camping.” Dr. Craig Stoops (www.mosquito-authority. com), LCDR (ret.) MSC USN, is a retired U.S. Navy Medical Entomologist and chief science officer at Mosquito® Authority, a mosquito control company. He has a B.S. in biology from Shippensburg University and an M.S. and Ph.D. in Entomology from Clemson University. Dr. Stoops is board certified by the Entomological Society of America in Medical and Veterinary Entomology.
Heart Smart JOSH BOOTSMA On February 23, Ahmaud Arbery was murdered while jogging in a Georgia neighborhood. In the early hours of March 13, Breonna Taylor was shot to death in her Louisville apartment. On May 25, George Floyd was slowly murdered as a police officer who was detaining him knelt on his neck. All three were African Americans. All three should still be alive today. All three killings were evil and unjust. The Lord hates the killings of Ahmaud, Breonna, and George because he is a perfect and holy God. He cannot tolerate evil and injustice, and he calls us to hate these sins as He does. We are right to be angry right now. We’re also right to lament—to mourn, grieve, and pray together in our local and church communities. When we do so, we join with millennia of God’s people who have hated injustice, and when we are grieved beyond words, we can use their words as our own. Below are just a few verses of lament from the Psalms. “My soul is in deep anguish. How long,
Lord, how long?” (Psalm 6:3) “Save me, O God, for the waters have come up to my neck...I am worn out calling for help; my throat is parched.” (69:1,3) “Why, Lord, do you stand far off? Why do you hide yourself in times of trouble?” (10:1) “How long must I wrestle with my thoughts and day after day have sorrow in my heart?” (13:2) “How long, Lord God Almighty, will your anger smolder against the prayers of your people? You have fed them with the bread of tears; you have made them drink tears by the bowlful.” (80:4-5) “How long, Lord, will the wicked, how long will the wicked be jubilant?” (94:3) “My God, my God, why have you forsaken me? Why are you so far from saving me, so far from my cries of anguish? My God, I cry out by day, but you do not answer, by night, but I find no rest.” (22:1-2) Lord, have mercy as we lament. As you look at it, you realize they’ve never even been inside your home. So how serious can they possibly be? Today, you will find many “Cable TV Investors,” and even some real estate agents resorting to writing letters to people whose homes are not listed for sale. Agents may write that they have some buyers for your home and ask if you would be willing to open up negotiations to sell. Sometimes the investors will write letters about how they’ve been unlucky in house hunting, and they love the way your house looks on the outside and “they want it.” On the surface, this could be an interesting proposition, at least if you’ve had moving on your mind as more than a remote possibility. Could this be your home selling “easy button”? Maybe, if the letter is from an agent, she or he might have buyers who may want to be in your neighborhood, but their main purpose might be to get a foot in the door as a possible listing agent if you are indeed interested in making a move. If the letter is from an investor/buyer, you might want to ask why they haven’t been able to find something that’s listed. They could be making low ball offers. They might be overly picky. They may have deals fall apart over unreasonable home inspection demands, financial funkiness, or some other issue that could complicate their purchase of your home. Whatever your first reaction to the solicitation, you need some good advice, and not from whoever slipped that note in your mailbox. The big question is what’s your home really worth? The market will normally get you a higher price! So if you are interested enough in selling to respond to the inquiry in your mailbox, you should start by finding your own agent. If there’s already an agent you like and trust, start there. If you don’t have a favorite, get some recommendations from friends or colleagues. Have the Realtor run a market analysis and give you some professional advice on the best way to market your home. Sure, when you hear someone offering to make your house selling easy, it’s tempting. But it’s not really that easy—if it were, Realtors wouldn’t be getting paid to do it! Driver Services Facilities Updates: Expanded Hours Begin June 1 • New drivers (most will be 16-year-old driver applicants) • Customers with expired driver’s licenses and ID cards • Vehicle transactions June 2 – Tuesday through Saturday facilities (all Driver Services facilities statewide outside Chicago metro area) will open Tuesday, June 2. Hours of operation are Tuesday 8 a.m. to 5:30 p.m., Wednesday through Friday 8 a.m. to 5 p.m. and Saturday 7:30 a.m. to noon. For the first two months through July 31, these facilities will ONLY serve: • New drivers (most will be 16-year-old driver applicants) • Customers with expired driver’s licenses and ID cards • Vehicle transactions For all other services, please refer to the various departments listed on HYPERLINK “http://www. cyberdriveillinois.com” www.cyberdriveillinois.com. “Throughout this pandemic, my commitment has been to do everything we can to help protect the health and safety of our residents and my employees, while providing services to the people of Illinois,” said White. “This reopening plan adheres to this commitment.” Protective Safety Measures Customers and Secretary of State employees will be required to wear face masks unless a medical condition prohibits the safe use of a mask. Plexiglass dividers have been installed at all work stations and tape has been applied to the floor in 6-foot intervals to follow social distancing guidelines, limiting the number of customers inside a facility at one time. For drive tests, employees will wear a face mask and a face shield due to the close proximity with the customer inside the vehicle. Customers will be required to wear face masks unless medically unable. Disposable plastic will be used to cover the vehicle seats during the drive test and then discarded immediately after the conclusion of the drive test.
Illinois Secretary of State Jesse White announced his office’s reopening plan, which began June 1, with the first two months focused on serving ONLY new drivers, customers with expired driver’s licenses/ID cards, and vehicle transactions. Currently there are more than 700,000 expired driver’s licenses/ID cards and 1.9 million expired vehicle registrations. Following Governor JB Pritzker’s Stay-at-Home order, White closed Driver Services facilities to the public on March 17. His office has continued to serve the public as much as possible through online services, which increased by more than 50 percent during the office closures. All Secretary of State departments and offices were open for business on June 1. The reopening dates and locations for Driver Services facilities statewide are as follows: June 1 – Monday through Saturday facilities (Chicago North, Chicago South and Chicago West) will open Monday, June 1. Expanded hours of operations are Monday 7:30 to 2 p.m., Tuesday through Friday 7:30 a.m. to 6 p.m. and Saturday 7:30 a.m. to 2 p.m. Springfield-Dirksen facility hours of operation are Monday through Friday 8 a.m. to 5 p.m. For the first two months through July 31, these facilities will ONLY serve: • New drivers (most will be 16-year-old driver applicants) • Customers with expired driver’s licenses and ID cards • Vehicle transactions June 2 – Tuesday through Saturday facilities (Chicagoland suburban area) opened Tuesday, June 2. Expanded hours of operation for Chicagoland area facilities are Tuesday through Friday 7:30 a.m. to 6 p.m. and Saturday 7:30 a.m. to 2 p.m. For the first two months through July 31, these facilities will ONLY serve:
Online Services Still Encouraged White continues to encourage residents to go to HYPERLINK “http://www.cyberdriveillinois.com” www.cyberdriveillinois. com to take advantage of many online services, such as renewing vehicle registration sticker, from the comfort of their own home. People who conduct online transactions will avoid waiting in line at a facility. Some of these online services include: • renewing a vehicle registration; • obtaining a duplicate driver’s license or ID card; • obtaining a driving record abstract; • renewing a driver’s license through the Safe Driver Renewal program. Since March 17, through online services, the office has issued more than 775,000 vehicle registration stickers, 350,000 titles and 200,000 driver’s licenses/IDs. 90-Day Extensions for Driver’s License/ID and Vehicle Registration White is reminding customers that his office extended expiration dates by at least 90 days after the governor’s June 1 disaster proclamation executive order ends. This extension will ensure driver’s licenses, ID cards and vehicle registrations remain valid and will help alleviate the initial rush of customers visiting the reopened facilities. REAL ID Federal Extension White also reminded the public that the federal government extended the REAL ID deadline by one year until October 1, 2021. White had petitioned the federal government for this extension due to the COVID-19 pandemic. People with valid U.S. passports are encouraged to consider delaying their visit to a facility to apply for a REAL ID until their driver’s license is near its expiration date.

IL Worship Services Restarted Capitol News Illinois People in Illinois were allowed to attend worship services starting this past weekend without fear of prosecution as the state enters Phase 3 of Gov. JB Pritzker’s “Restore Illinois” reopening plan. Pritzker made the announcement during his daily COVID-19 briefing on May 28 in Chicago, the same day a new lawsuit was filed in Lake County Circuit Court challenging the ban on public gatherings of more than 10 people as it applied to worship services. It also came on the same day the U.S. Supreme Court was preparing to decide whether it would hear the appeal of another case involving two churches in Chicago that were challenging the ban. “Having received many plans and ideas from responsible faith leaders, IDPH (Illinois Department of Public Health) has reviewed many detailed proposals and has provided guidance—not mandatory restrictions—for all faith leaders to use in their efforts to ensure the health and safety of their congregants,” Pritzker said. “This includes suggestions on capacity limits, new cleaning protocols, indoor gatherings of 10 persons or less, a reduction of activities like sharing food, and the safe conduct of outdoor congregating.” “The safest options remain remote and drive-in services,” he added. “But for those that want to conduct in-person activities, IDPH is offering best practices.” Earlier that day, the Thomas More Society, a conservative public-interest law firm based in Chicago, filed suit in Lake County on behalf of five local churches and their pastors who said they intended to hold worship services anyway on Sunday, which is the Christian holy day of Pentecost. “This is a total and complete victory for people of faith,” Peter Breen, vice president and senior counsel of the Thomas More Society, said in a statement. “By issuing guidelines only and not the previously announced mandatory restrictions, [Gov. Pritzker] has handed a complete victory to the churches in Illinois.” The Thomas More Society also represented the Beloved Church, in Lena, when it challenged Pritzker’s order in federal court in late April, and it represented the Jesus House Restoration Ministries in Urbana, which caters mainly to people struggling with homelessness and substance abuse, in another federal lawsuit filed May 12. Another legal advocacy group, the Floridabased Liberty Counsel, filed suit on behalf of two Chicago churches. That request for a temporary restraining order was rejected in U.S. District Court as well as the 7th U.S. Circuit Court of Appeals. But attorneys in that case appealed to the nation’s highest court and on Wednesday, Justice Brett Kavanaugh, who oversees the 7th Circuit, gave the Illinois attorney general’s office one day to file a reply brief so the court could decide whether to hear the case. All of those cases argued, in one form or another, that Pritzker’s stay-at-home order as it applied to churches interfered with individuals’ freedom of religion. The federal cases were based on the U.S. Constitution’s guarantee of the free exercise of religion, while the Lake County case focused on the Illinois Constitution and the state Religious Freedom Restoration Act. Governments can and do put restrictions on churches on a regular basis. Churches are, for example, subject to local building codes
and fire safety regulations, and those codes place limits on the number of people who can be in the building at one time. During an interview Thursday, however, Breen argued those laws apply uniformly to religious and secular facilities alike. He argued Pritzker’s executive orders singled out churches while other businesses such as supermarkets, manufacturing facilities and meat processing plants were allowed to operate without capacity restrictions. “There’s no constitutional right to run a meat packing plant; there is an express constitutional right to have a church,” he said. “So, this is the problem that we’re pointing out, which is you’ve singled out churches for different treatment. And there are plenty of other places in society today that are fully open, that are more dangerous than a church.” In a ruling May 19 denying Liberty Counsel’s request for a temporary restraining order, a three-judge panel of the 7th Circuit disagreed with that argument. “The Executive Order’s temporary numerical restrictions on public gatherings apply not only to worship services,” the panel wrote, “but also to the most comparable types of secular gatherings, such as concerts, lectures, theatrical performances, or choir practices, in which groups of people gather together for extended periods, especially where speech and singing feature prominently and raise risks of transmitting the COVID-19 virus. Worship services do not seem comparable to secular activities permitted under the executive order, such as shopping, in which people do not congregate or remain for extended periods.” Before Pritzker’s Thursday announcement, a number of churches around the state had been targeted for enforcement action, including the Jesus House Restoration Ministries which received a cease-and-desist notice from the Champaign-Urbana Public Health District in April. Although churches now will be able to operate without fear of prosecution, IDPH said it still does not encourage them to hold indoor services with large congregations. “Indeed, it is strongly recommended that places of worship continue to facilitate remote services, particularly for those who are vulnerable to COVID-19 including older adults and those with co-morbidities,” the agency stated in the new guidelines. “Even with adherence to physical distancing, multiple different households convening in a congregational setting to worship carries a higher risk for widespread transmission of the virus that causes COVID-19, and may result in increased rates of infection, hospitalization, and death, especially among more vulnerable populations.” The new IDPH guidelines for in-person services are substantially similar to those issued recently by the U.S. Centers for Disease Control and Prevention. They still encourage limiting attendance and offering multiple small services instead of one large one. They also encourage churches to thoroughly clean and disinfect their facilities, to practice physical distancing, avoid singing and group recitations and to discontinue serving food and beverages. Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. It is funded primarily by the Illinois Press Foundation and the Robert R. McCormick Foundation.

Real Estate Questions & Answers CATHY & JIM HIGGINS Question: We recently put a bid on a home. Our Real estate agent told us that we had to sign a multiple offer form and that we should increase our offer if we have any chance of getting this home. We did not increase our offer and we did not get the home. I am still confused about this. Could you explain? Answer: It is normal practice for a Realtor to inform all buyers in writing, that this is a multiple offer situation. It notifies the buyers that they are up against other offers. This notice usually has a final date and time, by which any buyer may change their offer and let the seller know their intentions. In other words, a buyer who really wants this home may increase their initial offer in hopes that this higher offer will be chosen by the seller. Keep in mind that sellers look at more than just the price. Financing terms, possession, etc, may also be important to them. For example, a seller may want to take a cash offer that is lower in price, rather than take a higher offer from a buyer who must obtain financing. The Realtor goes over with the seller the positives and negatives of each offer. The
seller then chooses to accept or negotiate with one of these offers. A buyer does NOT have to change an offer just because of a multiple offer situation. They may let the seller know that the original offer stands. That being said, experience has shown us that in most cases, buyers will increase the initial offer for that home if the increase is still acceptable to their budget and loan qualification status. This increases the chances of their offer being accepted by the seller. Multiple offers are a big benefit to sellers for obvious reasons. Your Realtor felt that if you wanted this home, you needed to increase your offer. The Realtor was your consultant. The final decision was yours to make. Witter’s Oldest Chicago Book Back in Print As an author, journalist, teacher, lecturer, and historian, David Anthony Witter has been documenting Chicago’s history and neighborhoods for over thirty years. Reedy Press is pleased to announce the release of the second edition of his bestselling book, Oldest Chicago. Learn the personal stories of the faces behind the places that continue to give the “City of Big Shoulders” its historical, ethnic, and entrepreneurial identity. The book, which had been out of print for a while, is back by popular demand and has been updated with over 50% new material. Included are some of the businesses and buildings from the city’s inception through
the turn of the twentieth century that are examples of Chicago’s living history like The First United Methodist Church (1831); The Old Water Tower (1859); and Wrigley Field (1916). A few highlights from the book include: A coffin supply company that advertised services “Twenty-four hours a day, seven days a week” The Oak Cliff residence that was once home to America’s greatest female athlete The hotel that was only built once the city gave in to the demands of a beer baron Oldest Chicago, 2nd Edition is available wherever books are sold.
New Funding For Small Business Development Centers As many small businesses across the state worry about the financial hardships created by the COVID-10 pandemic, State Senator Napoleon Harris, III (D-Harvey) announced new funding for small business development centers to help businesses get through this difficult time. “Small businesses across Illinois are dealing with a financial crisis from coronavirus restrictions,” Harris said. “Many of these owners have built their business from the ground up and have become the backbone of their community. Providing them with additional help will help them continue to stay afloat.” A $7.3 million investment announced by the Illinois Department of Commerce and Economic Opportunity Wednesday will flow
from the U.S. Small Business Administration to the Illinois Small Business Developmental Center program. The statewide program focuses on supporting Illinois businesses and entrepreneurs in starting, growing and maintaining their businesses. The money will go toward additional resources for education, training and professional business advising to small businesses that have experienced supply chain disruptions, staffing challenges, a decrease in gross receipts or customers, or a closure as a result of COVID-19. Since the start of the COVID-19 pandemic, the program has played an important role in connecting businesses with support resources and assistance programs designed to help keep them from shutting their doors permanently.

Special Olympics Xbox Virtual Gaming Event Held May 30 35 athletes, in 11 Special Olympics Programs, represented Special Olympics Illinois in the Xbox Virtual Gaming Event on May 30. Participants included EJ Davis, Jack Klawitter, Leukiy Fawbush, and Stephanie Lopez. Back in 2018, Xbox hosted the first video gaming tournament at a Special Olympics event during Special Olympics USA Games held in Seattle, Washington. Special Olympics athletes from four states competed head-tohead at the University of Washington and showed us the passion that existed for such an event. We were inspired. That inspiration kept Special Olympics connected to the Microsoft organization, so when we were looking to adapt and find innovative ways to support our athletes during these stay-at-home orders, we realized there was an opportunity for us to partner and create something amazing...again! This year, Microsoft and Special Olympics are teaming up for the 2020 Special Olympics Xbox Virtual Gaming Event featuring Turn 10 Studios’ Forza Motorsport 7. With athletic training and competitions currently postponed due to COVID-19, Special Olympics was looking for new ways to connect, compete, and just have fun. Enveloping this event will be stories of the athletes themselves – allowing a broad fanbase to know who they are, what they care about, how they are feeling – and cheer them on as they discover new community and excitement in playing Forza Motorsport 7. Eleven states will be represented in this year’s event with 35 athletes participating, including EJ Davis (14, of Streamwood), Jack Klawitter (14, of Frankfort), Leukiy Fawbush (16, of Homewood), and Stephanie Lopez (15, of Oaklawn).
In this spirited, livestreamed event, fans, families, and friends are all invited to celebrate Special Olympics athletes and help combat isolation. Join the experience by watching livestreamed Forza Motorsport 7 racing on Mixer, Xbox YouTube, or Twitch. Also, join us for a first-ever, global Special Olympics award ceremony in Minecraft. The tournament is scheduled for May 30th, 2020 and will begin at 3:00pm ET / 12:00pm PT. Learn more about the event at www.microsoft.com/inculture. Interested in supporting Special Olympics? You can learn more about volunteering with Special Olympics Illinois, or you can donate your Microsoft Rewards points. Special Olympics will be available for Rewards points redemption on web and console via the Microsoft Rewards app. Microsoft will match all point donations through June 30, 2020. We’re also encouraging everyone to visit our Flipgrid board to leave Special Olympics athletes messages of encouragement and to cheer them on to victory! Special Olympics Illinois is a not-for-profit sports organization offering year-round training and competition in 18 sports for more than 23,000 athletes with intellectual disabilities and over 17,000 Young Athletes ages 2-7 with and without intellectual disabilities. It strives to be a global leader in shaping a culture where people with and without intellectual disabilities are fully integrated into the community by providing year-round opportunities in competitive sports, health education, leadership, and personal development. If you are interested in being a part of Special Olympics Illinois and its vision, contact your local region, call 800-394-0562 or visit our website at www. soill.org. BBB Warns of Risky Company A business based in Sandy, Utah, called Smilelove is causing concern for Better Business Bureau (BBB). Smilelove, providers of clear plastic aligners to consumers across the country, recently told customers that their aligners not only wouldn’t be shipped, but that they wouldn’t be issuing refunds. Despite this, Smilelove is still actively recruiting new clients on their website without a clear warning that the company is experiencing problems with service and delivery. In a recent message posted to Smilelove’s blog earlier this month, the company informed consumers that prices were increasing, employees were being let go and that both marketing and customer service efforts would increase to better address the lack of sales Smilelove is experiencing due to COVID-19. “Smilelove is claiming they aren’t servicing current customers who have paid because they do not have the money,” said Marjorie Stephens, President and CEO of BBB Serving Northern Indiana. “That’s a problem.” A Spencerville woman ordered from Smilelove, but she still has never received her product—after paying the company more than $1,300. “They keep making excuses as to why they cannot provide the product. It is due to being behind,” the woman said. “They have told me several times they would refund my account
but never did it. I have correspondence through email but never, ever get a call back when I call and leave a message.” BBB reports that while once responsive, Smilelove has since stopped answering complaints sent in by consumers to BBB. In addition, BBB reports that Smilelove’s number of complaints has increased from an average of less than 50 per month to 113 in the past week from customers in 49 states. In one of the automated replies sent to BBB in response to a complaint, Smilelove says they are using the government’s Payroll Protection Plan, but it’s not enough to keep production going or offer refunds. “Financially, we’re not in a position to process them,” Smilelove’s email said, before directing consumers to the blog post on their website. “We’re pushing forward to get new orders. The more orders we get under this new plan, the faster and better we’ll be able to service existing orders like yours.” Currently, going from Smilelove’s homepage to the checkout page has no mention of product delays due to COVID-19 or other concerns. “There is no guarantee that the business will actually be able to service new – or existing – customers with the products they ordered. Purchasing anything from Smilelove right now is very risky for consumers.” Stephens said.

Following his wife’s death in 2003, Rev. Spilotro joined the pinochle clubs at T hor nton Tow n sh ip S en ior Center in Calumet City, Wicker Park in Munster, and at the St. John Senior Center in Schererville. Rev. Spilotro was a very kind and generous man. He was also very handy and could build and fix just about anything. He was a great husband, father and minister. He will be missed by his family and friends and those who were a part of his church congregation for many years. May Rev. Joe Spilotro Rest in Peace! *** WHAT HAVE WE BECOME? Thoughts on the weekend’s crime spree in Chicago, NW Indiana and south suburbs... In the midst of the health pandemic, looters took to robbing and trashing our businesses. The legitimate protestors upset over a recent deat h in Minneapolis were joined by professional interlopers hell-bent on doing damage and looting businesses. This took place all over the country, but it was so distressing to see what the damage did to our towns. We have no answers now. All we have are prayers for all concerned and hope that we find a way to bring unity to the country.
