To ensure safe and active participation in the 2020 general election during the ongoing COVID-19 pandemic, Governor JB Pritzker signed SB 1863 and HB 2238 into law to provide vote by mail (VBM) applications to all recent voters in Illinois. The legislation also expands early voting hours at permanent polling places, improves the signature verification process, and makes election day a state holiday. “In the face of a pandemic, massive economic upheaval, and renewed calls for racial justice, it’s more important than ever that Illinoisans can hold accountable a truly representative and transparent government—and that means ensuring all eligible residents can wield their right to vote in a way that doesn’t risk their personal health,” said Pritzker. “Sending vote by mail applications to residents who have participated in recent elections will allow more people to exercise that right from the safety of their own homes and help reduce the spread of COVID-19 in our communities.” In anticipation of the continued need for social distancing measures to mitigate the spread of COVID-19, vote by mail may be the safest method to cast a ballot in November. Under the new law, local election offices must mail or email vote by mail ballot applications and the VBM timeline to voters who cast a ballot in the 2018 general election, the 2019 consolidated election, or the 2020 general primary election, including voters who registered or changed addresses after the primary election. Voters who submit their application for a VBM ballot by October 1 will receive their VBM ballot by October 6. The legislation requires the Illinois State Board of Elections (ISBE) to: • Post an application for a vote by mail ballot on its website; • Modify the online voter registration system to allow a new registrant to apply for a VBM ballot when completing the online registration; • Provide notice to each election authority about what it must do to comply with the new law and; • Adopt emergency rules to provide reimbursement for expenses related to the 2020 general election incurred as a result of COVID-19 and the new requirements. To improve the signature verification process, the legislation raises the standard for rejecting a VBM ballot. The election authority will be required to appoint a bipartisan panel of three election judges to verify voters’ signature and the validity of the ballot. Currently, only a single election judge makes this determination. In an effort to prevent overcrowding at the polls on election day, expanding early voting hours will help ensure election authorities are able to comply with the Illinois Department of Health (IDPH) safety and health guidance. Permanent branch polling places are required to be open from 8:30am to 7:00pm on weekdays and from 9:00am to 5:00pm on weekends and holidays. The legislation permits the use of curb-side voting, in which voters can fill out the ballot outside of the polling place. The bill also authorizes election authorities to establish additional early voting hours for voters whom COVID-19 presents increased health risks. To further promote safety on election day, the legislation requires local election authorities to establish a central voting site where anyone who lives in the jurisdiction can vote, regardless of their precinct. Additionally, the bill makes election day a holiday for all government offices, except election authorities, K-12 schools, and post-secondary institutions governed by the State Universities Civil Service Act. The state has already established election day as a holiday for state employees. The trailer bill, HB 2238, would require collection boxes to be locked and opened only by election authorities. It also requires ISBE to establish additional guidelines for the security of these sites. The new laws take effect immediately.

Nature Conservancy Assists MWRD in Battling Flooding This May, Cook County was pummeled with relentless rain, causing severe flooding, basement backups, inundated streets and sewer overflows. Thanks to the Metropolitan Water Reclamation District’s (MWRD) recently updated Watershed Management Ordinance and, to battle flooding’s harmful effects on both nature and people, The Nature Conservancy in Illinois (TNC) and the Metropolitan Planning Council (MPC) unveiled a new program, coined StormStore, which aims to expand the use of natural flooding solutions, like rain gardens, green roofs and bioswales. New developments in Cook County, such as apartment buildings or retail spaces, are required by ordinance to manage stormwater runoff on their sites. However, these onsite control options are often problematic or come with a large price tag. StormStore is a credit trading system, meaning site developers with limited stormwater options can buy credits from landowners, such as community centers, churches, businesses or schools, that have the ability and space to support more stormwater via their natural infrastructure. The local community sites holding extra stormwater can sell this capacity to developers, both financially benefitting from their existing stormwater management and further supporting the local environment. As such, StormStore aims to stimulate economic growth in watershed communities while helping them improve stormwater management and increase green infrastructure projects to store water. “This program benefits both parties,” said Jen Jenkins, Natural Infrastructure Project Manager with TNC. “Developers can continue new site plans without adding pricey control systems, and local landowners can continue creating green infrastructure to reduce flooding in their neighborhoods and get reimbursed for their expenses.” Currently, StormStore is in a pilot phase in two areas heavily impacted by stormwater challenges and with sufficient supply and demand to support this market-based program: the Lower Des Plaines and Little Calumet watershed areas. “StormStore is a great way for developers to get involved with the local community,” said

Ryan Wilson, Manager of Water Resources with MPC. “We’re hoping as many eligible projects in these pilot areas as possible participate and purchase credits, and in turn aid these neighborhoods in mitigating floods and supporting the local environment.” Learn more about how to get involved in the program by visiting MPC’s StormStore website. First Merchants Bank Grants $ to Habitat for Humanity of NWI Habitat for Humanity of Northwest Indiana announced today that it received a $5,000 matching grant from First Merchant Bank’s Covid19 Response Fund. Franciscan Health Fitness Centers Open to Members In alignment with the Governors’ orders, Franciscan Health Fitness Centers has reopened with phases for safety. The phased strategy implements specific measures to ensure the safety and well-being of members and staff. All three Clubs have now re-opened, with the Chicago Heights location being the latest on June 15th. The Chesterton and Schererville Clubs, following the Indiana Governor’s guidance, are in Phase Two and are offering limited land and aquatic Group Exercise classes. The Locker Rooms and the walking/running tracks are now available for Member’s use. In the Chicago Heights Club, currently in Phase One or their re-opening strategy, Members and staff are required to wear face masks while in the facility unless they are working out. Group Exercise classes are open with proper social distancing. Pools, Locker Rooms, KIDZONE and Café are not available for use during this Phase. Things look very different in the Clubs. Upon entering the facilities, Staff and members have temperatures taken with temperatures of 100.0 or higher not being allowed access to the gym. SCOIL Rules Police Misconduct Records Cannot Be Destroyed against Chicago for failing to comply with terms of the contract. While those grievances were pending, both the Chicago Tribune and Chicago Sun-Times filed requests under the state’s Freedom of Information Act for records in the city’s possession dating back to 1967. After city officials notified the union that it intended to comply with the requests, a Cook County Circuit Court judge issued a series of preliminary inunctions effectively preventing the city from releasing any records that were more than four years old or that were the subject of a U.S. Department of Justice investigation. In January 2016, an arbitrator in the FOP’s grievances sided with the union and ordered the two sides to reach an agreement on how to proceed with the destruction of the records. In response, the U.S. Attorney’s office sent a letter to the city ordering it to preserve documents relevant to its investigation. In 2017, both the Justice Department and a task force appointed by the city issued reports specifically citing the contract language as an impediment to oversight and reform of the Police Department. Finally, in October of that year, a circuit court judge issued an order overturning the arbitrator’s decision to enforce the contract, finding that the language “violated a well-defined and dominant public policy to preserve government records.” At issue was Illinois’ Local Records Act, which requires local governments and school districts to preserve public records without first seeking permission from a Local Records Commission and demonstrating that the records “do not have sufficient administrative, legal or fiscal value to warrant their further preservation.” Violation of that act is a Level 4 felony. The union argued in court that another statute, the Public Labor Relations Act. It states that whenever there is a conflict

CAPITOL NEWS ILLINOIS The Illinois Supreme Court ruled this week that the city of Chicago may not destroy records of police misconduct that are more than five years old, despite a contract with city’s police union that requires city officials to do so. In a 6-1 ruling Wednesday, the high court said that a state law requiring public records to be maintained supersedes a provision in the city’s contract with the union. The decision comes at a time when police departments throughout the country, including the Chicago Police Department, have been the target of protests and civil unrest in the wake of the May 25 killing of George Floyd, an unarmed black man who died when a white Minneapolis police officer knelt on his neck for nearly nine minutes. The provision in the contract with the Fraternal Order of Police Lodge No. 7 requiring the city to destroy records of investigations and discipline arising from police misconduct has been the subject of litigation and arbitration for nearly thirty years. The provision dates back to 1981 and has remained largely unchanged since. The current language states that, “All disciplinary investigation files, disciplinary history card entries, Independent Police Review Authority and Internal Affairs Division disciplinary records, and any other disciplinary record or summary of such record other than records related to Police Board cases, will be destroyed five (5) years after the date of the incident or the date upon which the violation is discovered, whichever is longer.” Beginning in 1991, however, federal courts began intervening to block the destruction of those documents, especially those that were the subject of federal investigations into a “pattern or practice” of police misconduct. Markham, IL Emissions Test Center Has Reopened The Illinois Secretary of State has extended vehicle registration expiration dates by at least 90 days, but to ensure all motorists can renew their vehicle registrations before this deadline, State Senator Napoleon Harris (D-Harvey) announced the reopening of the vehicle emissions testing center in Markham. “With the Illinois Secretary of State resuming services, people have to get emissions tests on their vehicles,” Harris said. “I want the South Suburbs to be able to do their part in protecting the environment, and that will only happen if they can access a testing site near them.” The Markham location was previously used as a COVID-19 drive-thru testing site to help expand testing availability across the state.

between that act, or any collective bargaining agreement negotiated under it, and any other state law, the labor law prevails. In its ruling Wednesday, however, the court said there is a longstanding exception to that principle whenever the contract provision “is repugnant to established norms of public policy.” In the case of the police contract, the court found that laws requiring retention of public records are a clear statement of public policy. Or, stated more specifically in the State Records Act, “that government records are a form of property whose ownership lies with the citizens and with the State of Illinois.” “While parties are generally free to make their own contracts, this court has long held that when a conflict exists between a contract provision and state law, as it clearly does in this case, state law prevails,” Justice Lloyd Karmeier wrote for the majority. In a dissenting opinion, Justice Thomas Kilbride argued that the original arbitration award did not order the destruction of documents. Last week SB 685 was passed, which automatically renews three homestead exemptions for the next property tax year, among other changes. “The COVID-19 pandemic has put tremendous pressure on Cook County homeowners. We’re pleased to work with the legislature, President Toni Preckwinkle, and the County Board to help at-risk homeowners when they need it most,” said Cook County Assessor Fritz Kaegi. “We will continue to work with our partners to make our property tax system fairer for everyone.” SB 685 says that homeowners who get the Persons with Disabilities Exemption, the Veterans with Disabilities Exemption, and the Senior Freeze Exemption will not need to reapply for them in 2021. Prior to the passage of this bill, homeowners needed to re-apply every year to receive the exemption. “This bill will benefit tens of thousands of homeowners in Cook County,” said Kaegi. “If the homeowner received any of these three exemptions this year, they will automatically get them again next year.” Cook County Board President Toni Preckwinkle added, “This legislation will be of huge convenience to our seniors, veterans, and individuals with disabilities by easing the administrative process of homeowner exemptions. This is especially important

during the COVID-19 pandemic, as many of these individuals may be at high-risk for the virus.” The legislature passed a series of COVIDrelated bills this spring. While there is still work to be done, these bills mark real progress, say the sponsors. Under the bill, homeowners who received the Persons with Disabilities Exemption, the Veterans with Disabilities Exemption, or the Senior Freeze Exemption on property tax bills due in 2020 will not have to re-apply to receive the exemption on bills due in 2021. If homeowners believe they would get a larger exemption due to a worsening disability, they can re-apply with this additional information. Homeowners who are newly qualified to receive any of these exemptions but did not receive it in 2020 will need to apply in 2021. SB 685, signed into law by Gov. Pritzker, also allows smaller counties to delay penalties for late tax payments and to defer tax sales, both of which are steps taken by the Cook County Board before SB 685 passed. In 2019, the legislature, at Assessor Kaegi’s urging, passed HB 961, which automatically renews the Senior Citizen Homestead Exemption in Cook County. While the Senior Freeze exemption requires proof of income, the Senior Citizen exemption is for any homeowner who is 65 or older.

New Rules for Illinois Firearms Gov. Pritzker Signs Illinois Dealers Approved Vote-By-Mail Expansion CAPITOL NEWS ILLINOIS New permanent regulations that govern licensed firearms dealers in Illinois have finally been approved 18 months after Gov. JB Pritzker signed the bill into law. The General Assembly’s Joint Committee on Administrative Rules, or JCAR, gave its okay to the rules at a meeting Tuesday in Springfield. The Firearms Dealers License Certification Act passed the General Assembly in May 2018, when Republican Bruce Rauner was governor. But knowing he was likely to veto it, lawmakers used a procedural maneuver to hold the bill until Democrat JB Pritzker took office in January. He signed it on Jan. 17, four days after being inaugurated. The new law requires anyone with a federal firearms license who operates a retail gun store, which does not include gun shows, to also obtain a state certificate and to comply with regulations adopted by the Illinois State Police. Those were to include, among other things, rules on maintaining alarm systems, video surveillance systems and ways to secure the store’s inventory after business hours. The Illinois State Rifle Association and several Illinois gun dealers filed suit challenging the law’s constitutionality in Sangamon County Circuit Court. That case is still pending. During the JCAR meeting Tuesday, Sen. Paul Schimpf (R-Waterloo) and Rep. Steven Reick (R-Woodstock) praised ISP for working with lawmakers to find compromises on the new rules that were agreeable to all parties. “We were able to just clarify language that talked about what security systems were necessary,” Schimpf said in an interview after the meeting. “The original proposal was that you would have to be securing all the weapons in a safe, separate location overnight. They’re now going to allow, as long as they are secure, that they have security systems or a bar or a cable system going through (the trigger assembly).” One area of the new regulations which remains in dispute concerns the type of video surveillance systems and the number of cameras that gun stores must maintain. But the law does not require compliance with

those rules until Jan. 2, 2021, and ISP officials said they would continue working on that section of the rules in hopes of coming to an agreement before that date. Schimpf said the process of reaching the agreement was complicated by the fact that ISP does not typically operate as a regulatory agency and so the process was new to many of its officials. That contributed to the long delay in passing the new rules, some of which were supposed to be in effect by Jan. 2. ISP initially proposed rules in August, but gun dealers in the state mounted fierce opposition during a public hearing, arguing that many of the proposed rules — including those governing video surveillance systems and after-hours storage of inventory — would be so costly they would drive many dealers out of business. ISP then agreed to revise the proposed rules. In December, just before rules governing alarm systems needed to be in place, the agency published a set of emergency rules only allowed to remain in force for 150 days. That gave the agency additional time to negotiate with gun dealers and other stakeholders and draft permanent rules. At a meeting in February, Schimpf and Reick offered a motion to block those emergency rules, arguing that the “emergency” was created by ISP’s own slowness in drafting them. But that motion failed to get the twothirds majority needed. JCAR considered another set of proposed permanent rules during the General Assembly’s special session in May, but amid continuing opposition by some members, including Schimpf and Reick, it postponed taking action until June. There were no recorded objections to the rules approved Tuesday. A spokesman for the Illinois State Rifle Association was unavailable for comment Tuesday. CAPITOL NEWS ILLINOIS Anyone who cast a ballot in the last three years or who registered to vote or changed addresses after the March primary will be sent an application to vote by mail after Gov. JB Pritzker signed a bill expanding the program Tuesday. In a news release, Pritzker’s office said the program is aimed at ensuring “safe and active participation in the 2020 general election during the ongoing COVID-19 pandemic.” Pritzker signed Senate Bill 1863 and House Bill 2238, which also expands early voting hours at permanent polling places and makes election day a state holiday. Local election authorities must mail or email the applications to voters who cast a ballot in the 2018 general election, the 2019 consolidated election or the 2020 general primary election, as well as voters who registered or changed addresses after the March primary. Any eligible voter who submits an application by October 1 will receive their ballot by October 6. “Sending vote-by-mail applications to residents who have participated in recent elections will allow more people to exercise that right from the safety of their own homes and help reduce the spread of COVID-19 in our communities,” Pritzker said in a news release. The changes were backed by the House Democratic Women’s Caucus and sponsored by Rep. Kelly Burke, D-Evergreen Park, in the House and Sen. Julie Morrison, D-Lake Forest, in the Senate. “The COVID 19 pandemic has created many challenges, but participation in the November election should not be one of them,” Burke, an assistant majority leader in the House, said in a statement. “Just as we have taken precautions to make shopping, traveling, and other everyday tasks safer, we must also take precautions and make adjustments to ensure everyone can safely exercise their right to vote.” Republicans, however, have argued that the program is susceptible to fraud. In Illinois Senate floor debate last month, Republicans raised questions on costs, input from county clerks, the security of collection sites and automatic sending of ballot applications. Sen. Paul Schimpf, R-Waterloo, argued

the bill creates a system with “significant” costs that are unnecessary given that Illinois already allows any citizen to vote by mail. He added it would also place a “significant burden” on local election authorities, whom he also argued have not been able to offer enough input. The Illinois State Board of Elections filed a fiscal note saying that if the bill’s provisions are fully implemented by every local election authority, it would eat up every dollar of the more than $16.7 million the state will receive from the federal CARES Act for elections. The legislation also requires the Illinois State Board of Elections to: post an application for a vote by mail ballot on its website; allow a new registrant to apply for a vote-by-mail ballot when completing the online registration; provide notice to election authorities about compliance with the new law; and adopt emergency rules to provide reimbursement for expenses related to the 2020 general election incurred as a result of COVID-19 and the new requirements. The legislation also raises the standard for rejecting a vote-by-mail ballot by requiring local election authorities to appoint a bipartisan panel of three election judges to verify voters’ signatures and the validity of the ballot. Previously, only one election judge made this determination. Also per the new laws, permanent branch polling places are required to be open from 8:30 a.m. to 7 p.m. on weekdays and from 9 a.m. to 5 p.m. on the weekends and holidays for early voting. Curb-side voting, allowing voters to fill out the ballot outside of the polling place, will also be permitted. Completed vote-by-mail ballots can be returned at new collection sites, which HB 2238 requires to be locked and opened only by election authorities. The legislation also requires local election authorities to establish a central voting site where anyone who lives in the jurisdiction can vote, regardless of precinct. The new laws take effect immediately and only apply to the 2020 general election. Preheat grill to medium-high heat. Build skewers by alternating zucchinis, bell peppers, onions, tomatoes and shrimp, pushing ingredients closely together on each skewer. Brush each with olive oil and sprinkle with sea salt, to taste. Cook skewers about 9 minutes, rotating every 3 minutes until veggies and shrimp are seared but not overcooked. Your House Stinks MIKE BUDER Sorry if I offended you…but your house stinks. Houses smell. Yep, every single one. Oh, they don’t all smell bad… but they all carry their own fragrance. A fragrance called the death of a sale if it stinks. Unfortunately, in the grand scheme of preparing a home for sale, house smells are the last think that sellers seem to think about. Probably because I have yet to meet a seller who smells their own stinky home. Not once has a seller said to me “I know my house smells bad”. No matter how diplomatic an agent tries to be when listing a stinky house, telling a seller their home smells bad seems to offend them more than telling them that their home is worth less money than they thought. Maybe it’s because when you live in your home you become immune to all the smells that “outsiders” definitely notice. This is why I feel that is it part of my job to be upfront and honest with sellers about the odors that will be an obstacle to successfully marketing their home. Please Mr. and Mrs. Seller, don’t shoot the messenger! Your Realtor is just trying to help you to get your house sold and a “house a’la stinky” is going to be a problem. Some of the most deadly (yes, they could kill the sale of your home) smells are the obvious. The granddaddy of stink is cigarette or cigar smoke. The next would be the pet smells, especially the cat liter boxes or mothballs. Then there are the subtle smells that can also be a buyer turn off such as dirty sheets and laundry, moldy smelling bathrooms, dirty diapers. Then there are the weird cooked food smells (by the way-never cook fish or cabbage while trying to sell your home), garbage cans (empty them every day). Overcompensating with to many air fresheners or candles can offend a sensitive nose and make your buyer wonder what you’re covering up. Ensure You’re Properly Insured SUBMITTED BY BOB KRYGSHELD There’s certainly been plenty of volatility and uncertainty the past few months, but one aspect of your financial picture has probably remained stable: your need for insurance. And since National Insurance Awareness Day is observed on June 28, now is a good time to review your overall insurance coverage to determine if you and your loved ones are well-protected. You might be surprised at the lack of protection among your fellow citizens. Less than 60 percent of Americans have life insurance, and just about half of those with insurance are underinsured, according to LIMRA, a research organization. Of course, you might think the reason so many people don’t have insurance is because they don’t need it. But just about every age group can benefit from life insurance. •If you have a house and a family … Your insurance needs are obvious: If something happened to you, could your mortgage payments still be met? How about your car payments? Doctor’s bills? College for your children? Even if you have a spouse or partner who earns a decent income, your family could still have big trouble paying its bills if you weren’t around. •If you’re young and single with no family responsibilities … If you’re in this group, why would you need life insurance? For one thing, perhaps you owe money together with someone else – you might, for example, be a joint debtor on a mortgage. If you passed away, your co-debtor would be responsible for the entire debt. And just because you don’t have family responsibilities now, it doesn’t mean you never will. If you have a family history of serious health issues, which may eventually affect you, you could have trouble getting life insurance later, or at least getting it without paying a lot. Now, when you’re young and healthy, the coverage is available and may be more affordable. •Your children are grown and you’re retired … If you retire with debt or have a spouse dependent on you, keeping your life insurance is a good idea, especially if you haven’t paid off your mortgage. Plus, life insurance can be used in various ways in your estate plans. Even if you recognize the need for life insurance, though, you may be uncertain about how much you require. Your employer may offer insurance, but it might not be sufficient for your needs. And, perhaps just as important, if you leave your job, voluntarily or not, you’ll likely lose this coverage. If you purchase a private policy, what’s the right amount? You might have heard you need a death benefit that’s worth seven or eight times your annual salary, but that’s just a rough estimate. To determine the appropriate level of coverage, you’ll need to consider a variety of factors: your age, income, marital status, number of children, and so on. Still, even after you’ve got the right amount in place, it doesn’t mean it’s set in stone. You should review your coverage regularly, and especially when you change jobs, get married or remarried, have children or experience any other major life event. Life insurance should be a key part of your overall financial strategy, along with your retirement accounts and other investments. Make sure you’re properly covered – for today and tomorrow. Seafood for Summer Meals, cont’d Continued from pg 8 Seared Salmon with Mediterranean Salsa Recipe courtesy of Annessa Chumbley, RDN, on behalf of the Seafood Nutrition Partnership Prep time: 5 minutes Cook time: 10 minutes Servings: 4-6 2 tablespoons olive oil 4-6 salmon filets (each about 1-inch thick) sea salt, to taste 1 can chickpeas, drained and rinsed 1 can quartered or chopped artichoke hearts, drained 1 cup diced cucumber 1 cup diced cherry tomatoes 1/3 cup diced red onion 1/2 cup crumbled feta cheese 1 handful fresh spinach, chopped balsamic glaze In skillet over medium-high heat, heat olive oil. Sear salmon filets 4 minutes. Sprinkle tops of each salmon filet with sea salt, to taste. Flip and cook 4 minutes until barely done. Remove to serving platter. In medium bowl, make salsa by gently folding together chickpeas, artichoke hearts, cucumber, tomatoes, red onion, feta and spinach. Sprinkle with sea salt, to taste. Drizzle with

balsamic glaze and spoon salsa over each salmon filet. Refrigerate leftover salsa. With great recipes like these, you can enjoy fresh, healthy and delicious meals that provide variety to your daily routine. Have a tasty summer!

Question: We paid off our $150,000 mortgage balance recently. The houses in our area are on the market for between $320,000 and $390,000. We were told by one of our neighbors that a few other neighbors are upset with us for doing this, because it dropped the value of the homes in our area. Is this true? Answer: No. If a home sells for $500,000 it means the seller gets $500,000 in cash at closing, whether the home was bought outright (debt free) or the buyer is in debt up to their eyebrows. The $500,000 is then reduced by closing costs, lien pay-offs, etc. Home values are determined by supply and demand. Easy financing and low rates create additional demand by expanding the pool of potential buyers. That a home is free and clear of all debt does not mean it is less or more valuable in the marketplace. Question: I’m interested in purchasing a home that’s priced 9% above others in the neighborhood. The seller feels the price is justified since they installed a lot of upgrades.

I submitted an offer that’s almost 2% higher than the neighborhood average price, and it was rejected. The home has been on the market for 122 days, is well kept and very nice, but I cannot see how it justifies nearly a 10 percent margin in price over the average. I want to offer the sellers a fair price for the home, but not overpay. What can I do? Answer: You are overthinking this. Real estate sale prices are established by informed buyers and sellers. If you don’t want to pay the seller’s price and the owner will not accept your offer, logic and reason are irrelevant—the house won’t sell and you must look elsewhere. Don’t be mislead by statistics. First Merchants $1.4Billion Community Investment Plan First Merchants announced today a $1.4 billion community investment plan with the National Community Reinvestment Coalition (NCRC) and its community-based members and partners. The collaborative initiative began with a needs assessment in September 2019 and was finalized earlier this month. The commitment, which extends through 2025, includes mortgage, small business and community development investments and lending. Philanthropic funding is a primary focus as well and will be funneled to low- and moderate-income communities across First Merchants’ regional market areas in Indiana, Ohio, Illinois and Michigan. “The $1.4 billion Community Benefits Agreement accelerates First Merchants’ leadership in helping our communities and customers thrive,” said Mike Rechin, First Merchants CEO. “At a time when lowand moderate-income neighborhoods are most vulnerable, we will provide hundreds of millions of dollars to help communities throughout Indiana, Ohio, Illinois and Michigan. The impact of these resources will last well into the future.” The collaboration with NCRC involves 19 locally based community organizations that provided critical input to develop the plan. “This agreement is a product of all of our efforts. LARC, a not-for-profit organization serving individuals with intellectual and developmental disabilities, will host its Annual Golf Outing on Friday, August 14, at Youche Country Club in Crown Point. Registration begins at 11 AM and a shotgun start is at 12:30 PM. The event, titled “LARC on the Links,” features 18 holes of golf, lunch, games, contests, and complimentary select refreshments on the course. A recognition banquet following the scramble is also included. This year’s event features over $30,000 in hole-in-one prizes. Golf-dinner packages are $150 per person. Dinner-only guests are $50 per person. Given concerns over COVID-19, there will be plenty of room for social-distancing. The dining room is being set up to accommodate 15 tables of six. Individuals may also find seating outdoor on the patio, or in the bar area. Sponsorship opportunities range in price from $150 to $3,500. Smaller sponsorship packages include hole signage, and larger packages include complimentary foursomes and additional dinner guests. In-kind donations, such as gift cards and gift certificates from area restaurants and businesses, will help to provide additional raffle revenue at the event. All proceeds will support more than 100 individuals with intellectual and developmental disabilities in programs that provide job training and employment, daily life skills enrichment, senior programming, 24-hour residential services, and special recreation.

“The pandemic and social unrest have pushed our country and other parts of the world into unprecedented times. Hosting an event on such a beautiful course may add a little slice of sunlight,” said Executive Director Ernie Gonzalez. Grants, Resources Available For Indiana Small Businesses As Indiana continues to get back on track, State Rep. Michael Aylesworth (R-Hebron) said the state is dedicating nearly $44 million in federal funds to help small businesses and manufacturers impacted by COVID-19. “Small businesses are a critical component of our local and state economies, and provide the jobs, services and products throughout Indiana,” Aylesworth said. “This pandemic has impacted them in many ways, and these funds will alleviate some of the challenges they are facing and keep them open.” Through the federal CARES Act, $30 million has been dedicated to the Small Business Restart Fund. Hoosier small businesses with fewer than 50 employees and $5 million in annual revenue that experienced at least a 40% drop in revenue can apply for grants to cover expenses related to the public health crisis. Aylesworth said these expenses may include rent or mortgage payments, lease payments for real or personal property, utilities and safety investments like personal protective equipment and infrastructure improvements to keep employees and customers safe. According to Aylesworth, at least $5 million will be reserved for certified minority- and women-owned businesses. The deadline to apply for a grant is Sept. 30. The Indiana Small Business Development Center will utilize nearly $3.7 million over the next 18 months to offer increased resources for Hoosier entrepreneurs and small businesses. Aylesworth said this funding will help provide no-cost services like counseling and training

Through this program, local manufacturers will be able to apply for support through the Smart & Advanced Manufacturing Focus Fund to invest in new developments. Manufacturing Readiness Grants will be available in July to companies committed to modernizing their operations or those investing in health care manufacturing technology. Additionally, a Smart Manufacturing Studio is being developed to provide lab space and access to state-of-the-art equipment to businesses so they can train employees, validate technologies and conduct third-party pilot manufacturing. The Tippecanoe Campgrounds are about an hour-and-a-half drive from Calumet City. Loren met his friends there and as you can see in the photo of him snoozing in the Kayak, got a good rest. Years ago between 1932 and 1934 five little girls were born to live on the same block, Garfield Avenue in Calumet City. They were a part of Class of 1952 at TF North HS. Fast forward to 2019—all are still Facebook friends, all five octogenarian widows still living independently in their own homes. Carol talked about the Victory Gardens and games kids played in the days way before video, of walking everywhere with no rides available and of the richness and diversity of each ethnic group they came from: Irish, Polish, Italian, Swiss, German. Carol also spoke of the boys in t he neig hborhood —Ph i l Kosa nov ich, Eugene Kirshiper, Carmen Gambino, Bob Hansen, all Class 1952 of TF North—but this ‘treatise’, as Carol puts it, is about the five girls, all of whom still use old fashioned land lines. Pritzker Announces IL Rent Support, Business Relief Program

CAPITOL NEWS ILLINOIS On June 17 Gov. JB Pritzker announced $900 million in rent support, business relief, and other programs to assist Illinoisans impacted by the COVID-19 pandemic, highlighted in a Chicago news conference by Pritzker and legislative leaders. He will also extend a moratorium on evictions in the state until July 31. The new state grant program, which begins in August, included $150 million in assistance for those who are behind on rent or mortgages. “Today we take another step forward in delivering Illinois much needed support in an effort to get through this crisis and rebound with a stronger, more inclusive economy on the other side of this pandemic,” Pritzker said. “With assistance from the federal CARES Act and in partnership with the General Assembly, including from the Black Caucus, Latino Caucus and Asian Caucus, my administration has put together a support package of over $900 million to lift up small

businesses, working families and black and brown communities who have been hit the hardest by COVID-19 financial impacts.” The rental program will be run by the Illinois Housing Development Authority and applies to those who have been unable to pay rent due to COVID-19. The program allows for grants of $5,000 to provide emergency rental assistance. Pritzker said it is expected to be running by August, lasting through the end of the year. To be eligible, a tenant must carry an unpaid rent balance from March through present day and be able to certify that COVID-19 related income loss is the reason they cannot afford rent. The governor’s office anticipates the program can help approximately 30,000 renters. Assistance will be paid directly to a property owner or landlord on behalf of the tenant, and landlords accepting assistance must agree not to evict the tenant for the duration of the agreement. A similar emergency mortgage program creates grants of up to $15,000 to homeowners who need support with mortgage payments. That program also is expected to launch in August, and the governor’s office anticipates it will serve approximately 10,000 people. Eligible homeowners’ must have had an income not exceeding 120 percent of the area median income prior to the pandemic, and must be able to certify that the reason they could not pay their mortgage in full was due to a COVID-19-related loss of income. Grants from both programs will be allotted on a first-applied, first-approved basis. The extension of the residential eviction ban through July 31 is an effort to “give people a smooth transition into these new assistance programs,” Pritzker said.

The governor also announced that, in early July, the state Department of Commerce and Economic Opportunity will begin distributing the first $60 million installment of Business Interruption Grants (BIG), which are funded by the federal Coronavirus Aid, Relief and Economic Security, or CARES, Act. The BIG program can help up to 3,500 businesses that faced disruptions due to COVID-19 related closures. In all, that program will receive $540 million in funding, half of which the state has dedicated to child care providers. Small businesses that have been “heavily restricted or completely shut down” in areas disproportionately impacted by COVID-19 will be prioritized in the first funding wave, according to the governor’s office. One-third of the first $60 million installment will go to 1,000 businesses in grants of $20,000 in areas impacted by property damage resulting from recent civil unrest. The same amount will be dedicated to 1,000 bars and restaurants unable to offer outside service. There will be $10 million dedicated to 1,000 grants of up to $10,000 for barbershops and salons, and $20 million dedicated to 500 grants of $20,000 each for gyms and fitness centers. Applications will be available on Monday, June 22, through DCEO. Existing Illinois Department of Human Services funding totaling $32.5 million will go toward other poverty alleviation strategies. The program will begin in June, go through the summer, and support more than 73,000 people across the state by “building upon contracts and services to target communities disproportionately affected by the pandemic,” according to the governor’s office. Those programs include expansion of food

banks and mental health services, grants for community-based organizations, a onetime payment of $500 to persons receiving Temporary Assistance for Needy Families benefits and more. Another DCEO economic recovery program will provide $25 million to support businesses that sustained property damage during the recent protests and demonstrations in response to the video-recorded killing of George Floyd on May 25 in Minneapolis. The funding will come from the Rebuild Illinois capital infrastructure program. “It is the fact that minority business owners are more likely to employ people of color and give opportunities to those in need of a second chance,” Illinois Senate Majority Leader Kimberly Lightford, D-Maywood, said at the event. “Black communities are the hardest hit by COVID-19. Another symptom of the disease that is racism in our country. … This is the work that we fought for, for black and Latino communities, who deserve nothing less than reassurance that we are going to make them whole, and then we are going to make them grow.” That program will reimburse the costs to repair damages and will prioritize small businesses, women and minority-owned businesses, underinsured or uninsured businesses, and businesses in communities that have experienced historic disinvestment. Businesses that have a high community impact, such as grocery stores, will also be prioritized. COVID-19 Re-opening: What Phase Is Illinois In?

Illinois is currently in phase three of the Gov. Pritzker’s fivephase reopening plan. The plan divides the state into four regions, all of which moved into phase three on May 29. Phase 1 – Rapid Spread: The rate of infection among those tested and the number of patients admitted to the hospital is high or rapidly increasing. Strict stay at home and social distancing guidelines are put in place and only essential businesses remain open. Every region has experienced this phase once already, and could return to it if mitigation efforts are unsuccessful. Phase 2 – Flattening: The rate of infection among those tested and the number of patients admitted to the hospital beds and ICU beds increases at an ever slower rate, moving toward a flat and even a downward trajectory. Nonessential retail stores reopen for curb-side pickup and delivery. Illinoisans are directed to wear a face covering when outside the home and can begin

enjoying additional outdoor activities like golf, boating and fishing while practicing social distancing. To varying degrees, every region is experiencing flattening as of early May. Phase 3 – Recovery: The rate of infection among those surveillance tested, the number of patients admitted to the hospital, and the number of patients needing ICU beds is stable or declining. Manufacturing, offices, retail, barbershops and salons can reopen to the public with capacity and other limits and safety precautions. Gatherings limited to 10 people or fewer are allowed. Face coverings and social distancing are the norm. Phase 4 – Revitalization: The rate of infection among those surveillance tested and the number of patients admitted to the hospital continues to decline. Gatherings of 50 people or fewer are allowed, restaurants and bars reopen, travel resumes, child care and schools reopen under guidance from the Illinois Department of Public Health. Face coverings and social

distancing are the norm. Phase 5 – Illinois Restored: With a vaccine or highly effective treatment widely available or the elimination of any new cases over a sustained period, the economy fully reopens with safety precautions continuing. Conventions, festivals and large events are permitted, and all businesses, schools and places of recreation can open with new safety guidance and procedures in place reflecting the lessons learned during the COVID-19 pandemic. Until COVID-19 is defeated, this plan also recognizes that just as health metrics will tell us it is safe to move forward, health metrics may also tell us to return to a prior phase. With a vaccine or highly effective treatment not yet available, IDPH will be closely monitoring key metrics to immediately identify trends in cases and hospitalizations to determine whether a return to a prior phase may become necessary.

Cal City Public Library Opens for Curbside Pick-Up GEORGE GRENCHIK The Calumet City Public Library began a partial opening of its services for its patrons on June 15. Contactless, curbside pickup is now available. Patrons can place up to five items on hold and then pick those items up outside of the library. Curbside pickup hours are Monday–Friday from 9:30–11:30am and 1:30–3:30pm. Jane Rowland, library director, said at the last library board Zoom meeting that the program has been going “gangbusters” so far. She said that the reduced staff—mainly department heads—have been working hard to prepare the library for the various phases of reopening as outlined in Governor Pritzker’s plan for opening the state. Rowland also said she hopes that circumstances would allow for the next library board meeting in July to be held in the library so the board could see all the preparation

that’s been done by the staff to date to be ready for the next stages of reopening. If Illinois’ metrics regarding COVID-19 keep trending in the right direction, the library will be able to accept patrons in the building by July 15 on a very limited basis. And if Illinois continues trending in the right direction in this area, the Calumet City Public Library hopes to open its facility and restore the majority of services, with all the necessary precautions, as early as September of this year. This would be phase four of the state’s plan. Phase five would see a return to closeto-normal (pre-pandemic) service from the library. That could happen by mid to late fall, depending on the COVID-19 numbers in this area of the state. The Calumet City Public Library is located at 660 S Manistee Avenue in Calumet City, Illinois.
