Guidelines for IL Schools Returning to In-Person Instruction On June 23rd Governor JB Pritzker announced guidelines that will allow K-12 schools, community colleges, and higher education institutions to safely resume in-person instruction for the upcoming academic year. To help schools meet these guidelines and prevent the spread of COVID-19, the Illinois Emergency Management Agency (IEMA) will provide public K-12 districts in Illinois with 2.5 million cloth face masks, allowing K-12 schools to provide a cloth face mask to all students and staff. This guidance follows the release of industry-specific guidelines for Phase 4 of the Restore Illinois Plan, announced yesterday. “Classroom learning provides necessary opportunities for our students to learn, socialize, and grow. The benefits of in-person instruction can’t be overstated,” said Governor Pritzker. “Today the Illinois State Board of Education, Illinois Board of Higher Education, and Illinois Community College Board are issuing guidance that will serve as baseline public health requirements and expectations for the return of inperson learning this fall in P-12 schools and higher education, including all public school districts, non-public schools, colleges and universities. In close consultation with the Illinois Department of Public Health, infectious disease experts at the University of Illinois at Chicago, and other public health professionals, the guidance focuses on keeping students, teachers, and families healthy and safe. It recognizes that Illinois is a diverse state, and school districts and institutions of higher education across Illinois will face unique challenges in how they’ll operate within their communities.” The Illinois State Board of Education (ISBE) received $569 million in federal funding from the CARES Act for K-12 education, approximately $512 million of which will go directly to school districts to address local needs in response to the COVID-19 pandemic. ISBE will use the remaining $54.1 million to provide additional funding to schools in six categories: laptops and tablets, internet connectivity, virtual coaching for teachers, professional development, and support for entities who cannot receive direct funds due to ineligibility for Title I. Local education agencies must apply to ISBE to receive funding from the CARES Act, and the amount received will be based on the number and percentage of low-income students they serve. ISBE has already received applications from 580 local education agencies for this funding, with the goal of purchasing a variety of tools and resources, including technology devices, WiFi hotspots, and health and safety equipment for schools in need. Local school districts also plan to use funding to hire mental health support staff to provide services for students, families, and staff. ISBE has approved 534 applications thus far and distributed nearly three million dollars in funds. GUIDANCE FOR K-12 SCHOOLS The guidance released by ISBE and IDPH today allows schools to bring students back to school buildings in the fall, while ensuring the health and safety of students and staff remains the top priority. The guidance was developed in collaboration with 56 educators, superintendents, social workers, nurses, and other stakeholders from across the state. “Nothing compares to face-to-face interactions between students and their teachers,” said State Superintendent of Education Dr. Carmen I. Ayala. “The dedication of Illinoisans to social distancing over the past several months has allowed us to plan to bring students back to classrooms this fall while keeping health and safety our number one priority. will look a bit differently than we are accustomed to, but our focus remains on ensuring each and every child receives a high quality education. As much as possible, we have tried to provide common and clear requirements, while preserving the flexibility of each school and district to develop a reopening plan that meets the needs of the community and the children that they serve.” Each school district will determine how to implement the guidance based on its unique student enrollment, school facilities, staffing, transportation, and technological capacity. ISBE strongly encourages schools and districts to provide inperson instruction for all students, especially those under age 13, to ensure children have rich instructional environments. The IDPH requirements for schools to reopen in Phase 4 are: • Require use of appropriate personal protective equipment (PPE), including face coverings • Prohibit more than 50 individuals from gathering in one space • Require social distancing whenever possible • Conduct symptom screenings and temperature checks, or require self-certification that individuals entering school buildings are symptom free • Increase school-wide cleaning and disinfection To ensure Illinois school districts are able to obtain the necessary supplies to resume in-person instruction safely, ISBE and the Chief Procurement Office Bureau of Strategic Sourcing have secured several joint purchase agreements that K-12 can utilize to obtain supplies at prices that may be more competitive than purchasing on their own. ISBE will continue to expand the number of purchasing agreements in the coming weeks. GUIDANCE FOR HIGHER EDUCATION INSTITUTIONS The Illinois Board of Higher Education (IBHE) established guidelines for higher education institutions to safely reopen their classrooms based on input from IDPH and higher education leaders throughout Illinois. When students return to campus this fall, they can expect new prevention measures from colleges and universities including social distancing, physical spacing, hand sanitizing stations, face covering requirements, and regular monitoring of students for symptoms of COVID-19. Schools are developing policies around traffic flow, cleaning of public spaces, and staggered schedules for the use of laboratories, auditoriums, and other group facilities. Smallgroup sessions and meetings with professors will also have to adhere to social distancing guidelines. Nevertheless, colleges expect dormitories, cafeterias, libraries, bookstores, and other amenities of college life to be available to students, subject to the approved guidelines. “The path to personal success runs right through our schools, classrooms, colleges and universities. A good education means a good future for you and your families. When the economy rebounds, we want our students to be prepared for those jobs and that means—stay the course and stay in school,” said Ginger Ostro, IBHE Executive Director. COMMUNITY COLLEGES As each region across the state prepares to enter Phase 4 of the Restore Illinois plan, Illinois community colleges are committed to welcoming students back to campus in the fall of 2020.

Guidance for Illinois’ community colleges takes into consideration where each institution is located and is separated into three main categories: General Health and Safety, Instructional Guidelines, and Student Services. Among the key recommendations are: • In-person education will require face coverings to be worn by faculty, staff, and students. • Community colleges should conduct health screenings on employees, students, and visitors before each campus visit. • Community colleges should take additional measures to ensure social distancing and safety as determined by the features of spaces, learning methods, and other factors. • Each community college should consider the needs of vulnerable staff or students when administering guidelines. The guidance was developed in partnership with the ICCB’s Return to Campus Committee and approved by IDPH. The full list of guidelines is available at the ICCB website. FINANCIAL AID ASSISTANCE AND COLLEGE PLANNING As students prepare to return to higher education institutions this fall, the administration is offering information and guidance regarding financial aid. The Illinois Student Assistance Commission (ISAC) offers assistance to students in completing the Free Application for Federal Student Aid (FAFSA) or the recently launched Alternative Application for Illinois Financial Aid, a path to financial aid for undocumented and transgender students made possible by Governor Pritzker. “The Illinois Student Assistance Commission is here to support students on their path to—or back to—college this fall,” said Eric Zarnikow, Executive Director of ISAC. “We continue to provide free resources to help students and families with college planning and financial aid through one-on-one assistance from the ISACorps members in their community, our call center, and the tools and resources on our website, at www.isac.org. If you need help completing your FAFSA or Alternative Application for Illinois Financial Aid or in seeking financial aid adjustments based on changed financial circumstances, or just aren’t sure how to find your educational path beyond high school, please contact us for assistance.” Thousands of Illinois families are facing new financial challenges as a result of the ongoing COVID-19 pandemic. If needed, students can seek an adjustment in their financial aid offers from colleges and universities for the fall based on a change in their financial circumstances. Students in need of additional financial assistance should contact the financial aid office at the colleges or universities where they are enrolled or have been admitted. ISAC is available to guide students and families through this process. ISAC also offers additional support services like “ISAC College Q&A,” a free text messaging service that helps students stay on track with their college plans. Through ISAC College Q&A, students and families can get answers to college planning and financial aid questions, as well as reminders for important deadlines, sent directly to their phones from ISAC experts. Heart Smart RICHARD ZEKVELD When you hit a violent patch of turbulence, it is reassuring to hear the captain’s calming voice from the controls. This is the book of Revelation in the Bible for God’s children. In Revelation 5, the King of the Universe holds in his right hand a scroll, covered in writing. That scroll contains his perfect plan for moving history forward, from that moment until the end of time. The scroll is sealed with seven seals – seven globs of wax imprinted with the King’s signature. Only authorized personnel can open a top-secret document sealed by the king. The King is looking for the right general to open the scroll and execute his perfect plan for world history. No one steps forward. John, the author of Revelation, is distraught. But an elder reassures him that the great Lion-King is worthy to take the scroll and execute the High King’s plan for history.

When John opens his eyes, he sees the most un-lionlike of creatures: a lamb who had been slaughtered. In fact, the Lion had come to earth as a lamb to absorb the sum-total of evil in himself and destroy its hold on us and our world once for all with his sacrificial death. He then rose again to take the reins of history and move God’s plan forward. As the Lion-Lamb grabs the scroll, the creation-chorus erupts, “Worthy are you to take the scroll and to open its seals, for you were slain, and by your blood you ransomed people for God from every tribe and language and people and nation, and you have made them a kingdom and priests to our God, and they shall reign on the earth” (Revelation 5:9b-10, ESV). Question: My Realtor placed my offer on a house with a pre-approval and 20 percent down. The selling agent called my loan officer to ask for my FICO score, how much money I have in the bank and other personal questions so she can run the info with her seller. My loan officer did not give any info except that I am a really good, serious buyer with A+ credit. Was the listing agent out of bounds with such questions? Answer: There’s a complexity within your question that needs to be addressed. The listing agent wants to assure that any would-be purchaser is financially qualified to buy the property. The reason is that the owner (and the agent) do not want the property tied up for weeks with a buyer who is ultimately unable to close. Such a delay might mean the loss of a qualified buyer. Also, there may be competing offers for the property, so the owner will want to consider the financial strength of the bidders since it does no good to accept a high offer from someone who cannot complete the sale. In the usual case, the buyer’s agent provides a financial qualification statement or a letter from a lender. Neither is an absolute guarantee of financing, but both are useful.

Even though this personal information is considered private, the seller of the transaction needs to know that their buyer has an excellent chance to close the deal. Sellers also have packing to do, movers to schedule, and a new home to buy. Remember, too many Real Estate deals fall apart due to a poor prequalification of the buyer, or information the buyer failed to disclose to their lender at the time of prequalification. What the lender told the listing Broker in your case, should be enough information for a seller to feel they have a well-qualified buyer. What the lender could also have said is that his judgment was based on your ability to put down 20 percent, plus his review of your A+ credit report. In other words, the lender cannot reveal the contents of the credit report, but he can at least say that his analysis is based on real facts and not fantasy. This service provides customers 24/7 access to renew their sticker online. As a result of email reminder notices, the office experienced a 103% increase in online license plate sticker renewals from June 1-21, with 338,602 customers renewing online over the three-week period. This service allows customers to renew online instead of waiting in line at Driver Services Facilities. “On June 16th, 38,735 license plate stickers were renewed online—a record high for renewals in one day, surpassing the previous high by 10,000,” said White. “This was after a mass renewal reminder notification was sent to customers who had signed up for the service.” To register, drivers will need their vehicle

registration card or past renewal notice containing their Registration ID and PIN numbers. On June 18, 2020, I received a letter with a medical bill. The letter was from one of our clients who is a 91-year-old woman from Whiting, Indiana. The bill claimed that our client owed a local medical firm $607.83 and that our client was about 90 days past due. The bill was false. Medical firms that accept Medicare patients know that they are supposed to file the claim with Medicare and obtain a Medicare ruling before they ever send a “balance owed” bill to the senior patient on Medicare. It was obvious from the bill that the medical firm NEVER FILED THE CLAIM WITH MEDICARE. Sending a “balance due” bill to a senior on Medicare before filing the claim with Medicare is a serious violation of Medicare rules. To help our client, I wrote a letter to the medical firm, reminded them of this rule, and told them not to send another bill to our client until the claim is filed with Medicare and Medicare renders its ruling.

If I had not checked the bill for our client, she would have been hounded to pay $607.83. If the medical firm does file the claim with Medicare, I believe that all the bill except the Medicare Part B annual deductible will go away for our client. She did buy a policy that makes her responsible for the Part B annual deductible. So, she will have to pay that. All the help that I gave this client was FREE OF CHARGE. Our agency is proud of our reputation for “going the extra mile” to help our senior citizen clients fight mistakes and fraud in the Medicare system. If your insurance agent or agency does not give this high level of customer service, why not switch to an agency that does? Our agency does. Lansing’s 2020 Good Neighbor Day Parade Officially Canceled MELANIE JONGSMA The Lansing Area Chamber of Commerce released an official statement on June 23 canceling this year’s Good Neighbor Day Parade. “Unfortunately, due to the uncertainty with regards to the opening of large gatherings here in Illinois, he Lansing Area

Chamber of Commerce Board of Directors has voted to cancel this year’s Good Neighbor Day Parade,” read the notice emailed by Chamber Director Amy Todd. “We were hoping to be able to postpone it until August, but our first priority is the health and safety of everyone involved. We are looking forward to having our next parade in May of 2021.”

The Chamber was planning to debut a new route for this year’s parade. The Good Neighbor Day Parade is unique to Lansing, Illinois, and has been organized under that name since 1970. (Parades held in earlier years were known as the Lansing Spring Parade.)

Humane Indiana Moves to Virtual Pet Adoption Process Based on recommendations by Indiana Governor Eric Holcomb, Humane Indiana’s entities temporarily closed in March including the Animal Shelter and Resale & Consignment Shoppe, to allow staff to shelter in place with their families. Shelter staff worked diligently to place all our homeless shelter pets with foster families. In May, many of those pets were adopted by their foster families, while others found homes through Humane Indiana’s new virtual adoption process. “At this time, the shelter is not open to the general public, but our new virtual adoption process supports our mission to continue to help the animals. They still need us,” said Brian Fitzpatrick, Humane Indiana CEO. The virtual adoptions include meet-and-greets by Zoom, and in-person meets and pick-ups of the animals are managed by appointment only. Throughout the quarantine, Humane Indiana continued to provide food and supplies for foster families and for community pet owners and animal organizations in need. But as the world changed, so did the

Still, as we prepare to observe Independence Day, it’s comforting to realize all the freedoms we still have in this country. And taking the right steps can also help you achieve your financial independence. Here are some moves to consider: Build an emergency fund. It’s a good idea to create an emergency fund consisting of three to six months’ worth of living expenses, with the money held in a liquid, low-risk account. With this fund in place, you can avoid dipping into your long-term investments to pay for shortterm, unexpected costs. Keep your debts under control. It’s not easy to do, but if you can consistently minimize your debt load, you can have more money to invest for the future and move closer toward achieving your financial liberty. One way to keep your debts down is to establish a budget and stick to it, so you can avoid unnecessary spending. Contribute as much as possible to your retirement plans. The more money you can save for retirement, the greater your feelings of financial independence. So it’s essential that you contribute as much as you can to your 401(k) or similar employersponsored retirement plan. At a minimum, put in enough to earn your employer’s match, if one is offered, and every time your salary goes up, boost your annual contributions. Even if you participate in a 401(k), you’re probably also still eligible to contribute to an IRA, which can help you build even more funds for retirement. And because you can fund an IRA with virtually any type of investment, you can broaden

your portfolio mix. Explore long-term care coverage. One day, your financial independence could be threatened by your need for some type of long-term care. It now costs, on average, over $100,000 for a private room in a nursing home and more than $50,000 for the services of a home health aide, according to Genworth, an insurance company. Most of these costs won’t be covered by Medicare, either, so, if you want to reduce the risk of seriously depleting all your financial resources – or burdening your adult children with these heavy expenses – you may want to consider some type of long-term care insurance. You could choose a traditional long-term care policy – which can cover a nursing home stay, home health care, or other services – or a hybrid policy, which provides long-term care coverage plus a death benefit. Manage withdrawals carefully. Once you retire, your financial freedom will depend a great deal on how skillful you are in managing the money in your retirement accounts. Specifically, you need to be careful about how much you withdraw from these accounts each year. If you set a withdrawal rate that’s too high in your early years of retirement, you might eventually risk outliving your resources. So, set a withdrawal rate that reflects your age, assets, retirement lifestyle and other factors. You may want to consult with a financial professional to establish an appropriate rate. Teach Your Children About Money Now to Avoid Mistakes in the Future Numerous surveys show that many Americans live paycheck to paycheck, have little saved for retirement, and lack fundamental financial knowledge. Part of the problem, experts say, is that financial literacy has not been emphasized in American education; only 21 states require high school students to take a personal finance-related class. If parents want their children to learn the value of money and how to avoid financial problems as adults, the education has to start at home, says Steve Kruman (www.brycewealth. com), a financial planner and investment advisor at Bryce Wealth Management. “When they understand their parents’ financial situation and gain an understanding of financial literacy,” Kruman says, “they are more likely to appreciate the gifts they are given, or aren’t to be given, and why.” Summer is the ideal time to teach financial literacy to children because they can get real hands-on experience. Teaching a child to be financially literate will help them understand that they have to take personal responsibility to be financially secure when mom and dad aren’t there to put the food on the table for them.” Kruman offers the following at-home teaching methods to help children learn financial literacy: • Gardening and investing. The parent purchases seeds and other starting materials at a garden supply store and has the children keep track of the spending by item on a notepad. “As you work together in the garden, keep a time log of each family member working,” Kruman says. “When it’s harvest time, teach them to count up the cost of production. Help them determine the value of their produce by comparing store prices of the same product, minus the cost of production. They will learn that you can start small as an investor, but putting in more effort along the way makes things grow.” • Working and budgeting. Kruman says parents can undercut their teaching of financial literacy by handing out spending money whenever their child wants something. “To learn good financial skills,” Kruman says, “work needs to be taught. They learn they are rewarded for effort, not just for showing up. With their finite amount of money, they can be taught what they’ll have to do as adults – divide it up for bills, spending money,

and savings – and that it doesn’t grow on trees every month.” • Saving and staying out of debt. “A good lesson for your children to learn about debt would be to show them how a loan would work by you being the lender,” Kruman says. “Have them think of something that they would like to buy (such as a new bicycle or laptop) but that they don’t have enough money saved already. You could offer to help them make the purchase much earlier than continuing to save for it, but only in exchange for a loan payment that would be made by reducing their chore money. That way, they would learn how debt eats up their earning power. You have to instill in them that savings isn’t an option, but rather a necessity, so people don’t become slaves to debt.” • Apple slices and taxes. “Chances are your kids have already heard you bemoaning taxes,” Kruman says. “Get one of those vertical apple slicers, and cut an apple up in sections to represent the approximate portion of your personal tax hit – federal, state, city/township, Social Security, etc. Put those slices next to the remaining part of the apple, and that difference will stick with them.” • Toys and depreciation. “Teach them to look at their toys and clothes,” Kruman says. “Toys wear out. Children’s toys and adults’ expensive items, such as cars, need to be purchased to replace old ones, and teaching an understanding of that principle of depreciation is essential to teaching your kids why people need savings. Help them understand depreciation by asking them to compare prices of toys being sold at a yard sale versus a similar toy being sold at a new price online or in a store.” “Children have a lot of years to grow up,” Kruman says, “and you can give them years of age-appropriate financial lessons in their own home that will last a lifetime. CAPITOL NEWS ILLINOIS The Illinois Department of Commerce and Economic Opportunity announced this week that it will soon start releasing funds from two grant programs aimed at helping small businesses that have suffered losses due to the COVID-19 pandemic and civil unrest that occurred during recent protests over racial injustice. The administration is releasing $85 million through the Business Interruption Grant program and the Rebuild Distressed Communities grant program. The money is part of $900 million that Gov. JB Pritzker recently announced will be released in response to economic impacts of the pandemic. Both programs are aimed at small businesses whose operations were either restricted or completely shut down during the pandemic. They are also targeted at businesses located in “disproportionately impacted areas” — low income communities that have experienced high rates of COVID-19 cases and communities damaged during recent civil unrest. According to a release from DCEO, the first round of Business Interruption Grants, or BIG, will make $60 million in federal COVID-19 relief funds available for 3,500 businesses such as bars, restaurants, barbershops and salons, health and fitness centers as well as businesses in areas where there have been reports of property damage from civil unrest. The money comes from the federal Coronavirus Aid, Relief and Economic Security, or CARES, Act. The grants will range from $10,000 to $20,000 and will be available to businesses that have suffered significant losses due to restricted operations, mandatory closures or property damage. To qualify, those businesses must have been in operation for at least three months before March 2020. Businesses can begin applying for the grants starting Friday, June 26. Bishop Noll Institute invites participants in the Golf Invitational in July to enjoy a day playing at a private course while helping student scholars attending the Catholic college preparatory high school in Hammond. “With the cancelation of other events this year due to the coronavirus, the golf outing is an especially important fundraiser for us,” said Juli Korem Sandoval, Bishop Noll Class of 1982 and a golf outing committee member. “We hope that many alumni and friends will join us for this beautiful day outdoors as we come together to continue to financially support Bishop Noll’s families when they need us most.” Pete Doherty, Bishop Noll class of 1971 and a golf outing committee member, said the event started in the 1990s as a fundraiser to support scholarships. “The whole event is first class,” he said. Alumni should gather old friends and make the event a mini reunion and even those without a foursome, should mark their calendars. The committee will put groups together. “A lot of friendships have been started that way,” Doherty said. “The golf outing rallies a lot of support for the school going forward. The day includes school updates from a Noll administrator and school administration and staff members volunteer and participate.” The venue is also a draw for golfers. “It’s a private course, so it’s a great opportunity to play a great course you can’t normally get on,” he said. Fellow committee member David Padilla, Noll class of 1991, said he has participated the past for more than 12 years and it is always

a great day, especially the reception before dinner. “It gives you an opportunity to catch up with fellow alums and friends,” he said. He encourages everyone to come out regardless of what level golfer he or she is. “It’s a fun event and great opportunity to support Noll.” The annual fundraiser will take place July 20 at Innsbrook Country Club in Merrillville and costs $200 per golfer and includes lunch, golf and cart, drinks on the course, dinners and prizes. Coronavirus testing is now offered to all Hoosiers at OptumServe sites throughout the state, regardless of whether they are at high risk or symptomatic, according to State Rep. Michael Aylesworth (R-Hebron). He said Hoosiers can visit coronavirus.in.gov and click on “COVID-19 Testing Information” to find a nearby state-sponsored testing site offering free services to anyone who lives or works in Indiana, including children. For Porter County, an OptumServe site is located at 1502 Linwood Ave., in Valparaiso. “Getting tested for COVID-19 is an option available to all Hoosiers,” Aylesworth said. “These testing sites can identify individuals who have the virus, so they know not to be around others until they recover and help slow

the spread of the virus.” All tests at OptumServe sites are performed by licensed clinical staff, and include a FDAauthored nasal swab for the active COVID-19 virus. Registration for testing is required, and can be completed by phone at 888-634-1116 or online at lhi.care/covidtesting. Hoosiers will not be charged for testing, and insurance is not required. Those with private health insurance are asked to bring their information with them. Other locations offer COVID-19 tests to Hoosiers, but requirements and costs may vary at these sites. Aylesworth said coronavirus.in.gov provides continuous updates on what Indiana is doing to address COVID-19.

That financial assistance expected to be released starting in mid-July. Eligible businesses will be selected on a lottery basis. The $60 million being made available is just the first round of grants that will eventually total at least $540 million, including $270 million earmarked for child care providers. In addition to the BIG program, another $25 million will be made available through the Rebuild Distressed Communities program to support businesses that have suffered damage from civil unrest that occurred on or after May 25. Those grants, which are funded through the state’s Rebuild Illinois capital improvements program, will reimburse the costs to repairs that have already been performed for structural damage, including storefronts, entrances, electrical systems and exterior work. For work yet to be performed, program administrators will partner with local contractors and pay them to perform the work. Projects that were denied coverage by an insurance company are eligible, but applicants must submit documentation proving denial or lack of coverage. The program will prioritize small businesses, those that are underinsured or uninsured, those that have a high community impact such as grocery stores and those located in communities that have experienced historic disinvestment. For repair work, the program will also prioritize contractors that are certified through the state’s Business Enterprise Program — those that are at least 51 percent owned or controlled by minorities, women or people with disabilities. DCEO is currently seeking one or more administrators to process the reimbursement applications. The agency said it expects businesses will be able to start applying for support in August.
