Delayed COVID-19 Test Results The Illinois Department of Public Health (IDPH) is responding to a test processing delay involving tests conducted at certain state-run sites and sent to Reditus Labs. Processing of up to 3,800 tests conducted at state community-based or mobile testing sites for COVID-19 testing between July 12-24, 2020, has been delayed beyond the appropriate laboratory testing and reporting window. Community-based and mobile testing that may have been impacted include sites in Aurora, Bloomington, East St. Louis, Peoria, Rockford, Rolling Meadows, and South Holland. More than 450,000 tests were done at these sites and sites across Illinois during the July 12–24 time period, and the majority

of results have already been received. IDPH recommends individuals who have not yet received their results visit a free state-run testing location to have another specimen collected. IDPH is working closely with Reditus Labs to improve their interface with specimen collection at state-run sites and ensure the processing of specimens moves forward in a timely manner. Specimens collected after July 24, 2020, are being processed, and individuals will be promptly notified of their results. IDPH is committed to increasing COVID-19 testing across Illinois and is continuously working to improve and streamline the process at community-based and mobile testing sites.

Create Strategies to Help Achieve Your Financial Goals SUBMITTED BY BOB KRYGSHELD Like most people, you probably have many financial goals: a comfortable retirement, long vacations, college for your children or grandchildren, the ability to leave something behind for the next generation, and so on. To achieve these various goals, you may have to follow different investment strategies—and you might have to make some tradeoffs along the way. To pursue this multi-goal/multistrategy approach, try to follow a clear course of action, including these steps: Define your goals—and invest appropriately. You will need to identify each goal and ask some questions: How much time will you have to achieve this goal? How much return will you need from your investments and how much risk are you willing to take? With a longer-term goal, such as retirement, you may be able to invest more heavily in growth-oriented vehicles with higher expected returns. Keep in mind, though, that the value of these investments will fluctuate, and they carry more risk than more conservative investments. However, your long-term horizon allows time to recover from short-term dips. But for a shorter-term goal, such as an upcoming vacation, your investments don’t have the same time to bounce back from large drops in value, so you might follow a more conservative strategy by investing in instruments that preserve principal, even though growth may be minimal. Know what you’ve invested for each goal . Once you know what type of strategy you should follow to achieve each of your goals, you’ll need to enact that strategy. How? By matching specific investment accounts with the appropriate goals. You should know why you own all your investments. Ask yourself these questions: What goal will this investment help me achieve? How much do I have allocated toward a specific goal? If I have

an IRA, a 401(k) and another account devoted to achieving the same goal, are they all working together effectively? The connections between your different investment accounts and your goals should be consistently clear to you. Understand trade-offs. Your various investment goals may be distinct, but they don’t exist in isolation. In fact, your strategy for achieving one goal may affect your ability to work toward another. For example, would significant investments in your child’s education change your funding for retirement? If you decide to buy a vacation home when you retire, will that alter the legacy you’ll be able to leave to your family? Given limited financial resources, you may have to prioritize some goals and make some trade-offs in your investment moves. Track your progress. Each of your strategies is designed to achieve a particular goal, so you need to monitor the performance of the investments within that strategy to help ensure you’re making progress. If it seems that you’re lagging, you may need to explore ways to get back on track. To manage these tasks successfully, you may want to work with a financial professional—someone who can look at your situation objectively, help you identify and quantify your goals, and suggest strategies designed to help you achieve them. Trying to achieve multiple financial goals can seem like a daunting task, but by saving and investing consistently through your working years, following a clear strategy, being willing to prioritize and accept trade-offs and getting the help you need, you can help yourself move forward. MIKE BUDER The other day I received a call from a potential buyer and spent a considerable amount of time answering his questions about short sales, foreclosures and the process of buying a home in the South Suburbs. As we wrapped up our conversation I re-iterated that his next step, since he would be financing his home purchase, would be to get pre-approved by a qualified lender. That’s when the conversation changed direction. Mr. Buyer didn’t feel that this pre-approval was necessary. I mean the last time he checked his credit score was in the mid 600’s. The fact of the matter is Mr. Buyer, what you think your credit score WAS means nothing to me. There are a lot of factors that go into the pre-approval process and it’s important that you, as the buyer, know exactly where you stand with the terms of the mortgage. How much will you be putting down? What type of financing will you be getting…FHA, VA or conventional? And, what is the loan amount you will be approved to receive…today that is. It doesn’t do any good to show you homes you may not be approved to buy. In order for a seller to

take you seriously, a loan status report (LSR) from a lender must accompany any offer you make. This pre-approval form will ensure that you, your lender and I are all on the same page. Think of your LSR as your “License to Buy”. This is my business practice, Mr. Buyer. I do not show homes to buyers who are not willing to go through the painless process of speaking with a lender to be pre-approved. This can often be done over the phone and this is where all serious buyers who are financing their purchase in today’s market must start. Mr. Buyer was not happy with my business policy. He told me there are a lot of agents out there who will show him homes without being pre-approved first. Yep Mr. Buyer, there are. And “you are free to work with any one of them”. If you are a senior citizen on Medicare, you should always buy the Medicare related insurance through a local insurance agent. The Medicare system is not perfect and does not work perfectly. As I flip through the index cards, I laugh at some and cringe at others. Each has my signature on the bottom, proving the experience to be authentically mine. This fact sobers me as I glance at a card from the “Lustful thoughts I’ve had” file. It’s stark in its detail and I feel sick. I feel even worse when I pull open the file “People I’ve shared the Gospel with” and can count the cards in the file on one hand. My initial wonder has quickly turned to anger and determination. He begins to sign his own name over mine. “No!” I shout and take the card from Him. There’s His name, written in deep red over mine--it’s written with His blood. He does this for all of the cards. He then smiles sadly at me and says, “It is finished.” As tears of grief and gratitude stream down my face, we leave the room unlocked. There are still cards to be written. We didn’t get a home inspection and after being in the home two weeks, noticed that the ceiling sagged in the living room & were poorly patched. After having heavy fall for two days we noticed two leaky areas in the roof. Are the sellers liable for not disclosing the faulty roof when it is evident that they knew? Also, our basement flooded. Answer: Supermarkets sell eggs in plastic holders. If you look at & inspect the cartons you can see if the eggs are okay. If you don’t look, you can’t blame the supermarket. If the ceilings were badly patched, you could plainly see that there had been problems. The repairs were not hidden. In effect, you were on notice that questions should be asked. As a buyer you should have obtained a professional

home inspection to find problems, including those that you might not see. As to the responsibility of the sellers, it depends on the jurisdiction where the home was sold, what disclosures were made, and whether or not the property was sold in “as is” condition. Also, in the past couple of seasons, some areas have experienced levels of rain not seen in decades -- and thus leaks and flooding not seen in years.
