Bill Guthrie Vice Commodore

With snow on the ground it is hard to think about the summer cruising months. Vice Commodore Bill and Monica Guthrie are heading north this coming summer on the Commodore's Summer Cruise, way north, to a cruising area called the Broughtons, one of the most picturesque secluded cruising areas on the west coast. If you have ever considered cruising to this area, now would be the time. You will have an experienced guide with the company of the members. The Commodore's Ball was exceptional and over the top in preparation and relevance. Jan and I were more than surprised and we were touched in a way that will leave a memory forever... "Experiencing Montamara, Where the mountains meet the sea.” Thanks to the many members that participated in decorating and made this a very special event. Spring is around the corner and there are some very exciting events to get prepared for, Poulsbo Cruise, Daffodil Marine Festival and Parade, Opening Day in Seattle and the Memorial Day Cruise. Sign up early so you can get a spot on the dock. Coming up is the Poulsbo Spring Cruise, hosted by Lydia Cameron, our youngest boating member. Friday night, as you arrive, there will be some hot soup from the TYC kitchen to warm you up. Saturday night will be at the Poulsbo Yacht Club with a special catered dinner. Spend Saturday day with your friends and enjoy the day in Poulsbo. Stop at Sluys Bakery and take in some fresh baked goods. We are bringing back Pub Night, Friday the 23rd at 6pm, with a very special twist. The first 30 minutes you will be entertained by Irish dancers with kids ranging from the age of 8 on up to 20. I have seen this program before and trust me you will be amazed with their skill and execution of the Irish Dance. The young kids are very cute and the older kids will display a competitive level that the younger ones will graduate towards. Get your “game on” with the basketball toss, darts, cribbage, giant Jenga and more. Thanks to the TYC staff for bringing this event back. That same weekend is the spring cleanup, which is placed on the schedule to coincide with the Open House on Sunday, the 25th, thanks to our Membership Chair for putting on this event. I encourage all the members to sign up and share in showing off the Tacoma Yacht Club and its surrounding landscape. Next we hop onto the Bunny Brunch with “Snoopy” leading the way. Bring your children and grandchildren to search for the Easter eggs. This is put on by the Shipmates and is sure to bring a smile to everyone. Enjoy the spring! Commodore Jim Martinek “Aquaholic”

is snow on the ground as I write this). Hopefully many of you have had a chance to review the Reserve Plan that was posted on the website last month. If you have any questions regarding any of the information contained in the report, please feel free to reach out. We will do our best to provide informative responses to all questions we receive. A brief update on the collapse of our bulkhead at our Wollochet Outstation was given at the last general meeting. It is the concrete/wood bulkhead that was adjacent to the Junior Sailing docks. For those of you not present at the meeting, it was reported that steps were taken to secure the area, lift the gangway into a safe position on the dock and remove a couple of trees that were at risk due to the failed bulkhead. We are currently receiving bids to repair/replace the bulkhead. This failure does not have any impact on the usage of the balance of the outstation. We ask that you not allow your curiosity to get the best of you and stay clear of the affected area. You should treat it as an unstable edge that could erode further without any notice. Thanks in advance and take care, Brad Baker Chairman, Board of Trustees

Have you gotten your CBP Decal for 2018? Customs and Border Protection require a CBP Decal if you operate a private vessel that is 30 feet or more in length that enters the United Don Kelley States. A Private Vessel Decal (30 feet or Chairman more in length) is $27.50 per calendar year. Encouraging update on National Electrical Code (NEC) Standard applying to ground protection standards for marinas: Activities at RBAW have been in a bit of a lull over the last few months so there is not a lot to report. There has been a great deal of interest in the NEC 30 milli-amp (mA) ground fault protection standard and it is of concern to us as boaters both in our own basin and when we visit other marinas. So I was able to get an update: The state Department of Labor & Industries decided to extend its Dec. 22 deadline for a ruling on a proposal by RBAW and the National Marine Trade Association proposal relating to the NEC Article 555.3 – and further indicated that such an extension was in our interest because it would mean L&I staff was conferring with its Director before issuing a ruling. As background, updated NEC standards were adopted at the federal level and the state Department of Labor & Industries was poised to adopt them last July 1. NMTA and RBAW intervened, however, and won a 1-year reprieve, leading to the process we are in now. Article 555.3 in Document 70 of the NEC included a 30 milli-amp (mA) ground protection standard that would have been unachievable for many marinas and would have made electrical upgrades of marinas virtually impossible to undertake. RBAW and NMTA are proposing a 100 milli-amp (mA) overall standard with a 30-mA threshold at individual electric pedestals. Stay tuned.

Junior Sailing Margaret Paterson Chair

We are gearing up for another great summer of sailing on Wollochet Bay. At this time the staff has been hired and we are pleased that each of them brings experience to our program. Our senior staff are all back for another summer, and our newest instructors were all unpaid Junior Instructors last summer. All have been members of our Race Team , and are currently active at some level of racing. Their leadership and knowledge are an asset to the program. We are so excited for a great summer. Yachts Needed March 17-18 for High School Regatta: a regional championship of high school racing will be held out of Dockton and Quartermaster Harbor midMarch. We are looking for boats willing to provide “ferry” service from TYC to Dockton on those days. High school teams and their parents from the entire northwest will be here to help and watch the race. Schedule: leave TYC around 0830 each day, take people to Dockton, then return to TYC around 5:00. Some boats may elect to anchor off on the northwest side of the harbor with spectators, and watch the races. Others might return to TYC until the afternoon. If you are interested in providing your boat for this exciting event, please contact Margaret Paterson. We need about 8 boats each day. Boat Maintenance: looking ahead we plan to completely refurbish all four of our FJ’s in May and June. We will be looking for volunteers to help sand, fiberglass, resin and gelcoat our racing fleet. A schedule and information will be on our bulletin board, and in the Lubberline. If you can give a day or two to any of these tasks we appreciate your skills and time. Many hands make light work. Stay tuned. Registration Schedule to Open March 1st: we are working with a new company to provide data and tuition management for Junior Sailing. Our opening of registration is a bit delayed as we get things right. This new company is designed to work with sailing programs only, and was developed by sailors. It meets our administrative needs much better and will allow us to grow as well. Please monitor the Junior Sailing website (www.tacomajrsail.org) for our calendar of classes, and notice when registration is actually open.

Historian Monica Guthrie Chair

This past month, I have been busy taking inventory of the club’s trophies, wall plaques and Half Hulls. We will be taking picture of them next week, so that they can be documented/cataloged for our historical records at Tacoma Yacht Club. The other project, I have been researching is the background information about the large 5 masted bark that has been displayed in the lobby for a number of years. We learned this month that it was made by N.C. Garrison and donated to TYC in 1936. Garrison was a noted Architect in the Tacoma Area. His son was a member of TYC during the 30’s. We will be looking for someone to repair some of the rigging on the ship and reattach the white stripping on the sides. We are also researching a new case to put it in, so it can be better displayed for all to enjoy. If you would like to help with this project, please contact me at: meguthrie43@ gmail.com. The bark is safely stored in our manager’s office until we have a new case to display it in. Stay tuned.

Chaplain’s Report Rick Hansen Chaplain

Wow, we are getting some cold and windy weather. Be safe, bundle up and stay warm. The colds and flu are becoming small epidemics. Many of our members have had bad colds, sore throats and the flu or worse. Your health comes first so recognize the weather and dress accordingly. As your Chaplain I feel I am called to be available when you are hurting, scared, or sad, and to bring you comfort. I am willing to be a listener. Albert Schweitzer, in talking about the power of listening was reported to have made the statement that one of the most important needs a human being has is to be accepted and really listened to by at least one other person. As chaplains, this is one of most important tools in practicing the Ministry of Presence. When we do so we invite others to be in community, to experience hope, and the healing presence of God. Two people that can use your prayers as they go through some procedures for healing are Ted Reyhner, and Mike Hoffman. I encourage you to share information with me regarding those in our Club who are hurting or suffering so that we can pray that God’s ever-present grace may help us. Please contact me by email at rick@ hansencomm.com or call me direct at 253380-2663.

Foreshore Committee Richard Jamison Port Captain

The replacement of all the sacrificial anodes on the metal pilings in the basin has now been completed. The checking for stray current is still in process. As each new boat comes into the basin we are checking it for stray current. We had one new boat on F-Dock this month and it checked out just fine. We had one boat house sold in Feb. on B-Dock. It was 50X16.5. A 27 ft. Sea Ray in the Dry Moorage had the

out drive and down riggers stolen recently. About the same time the Atkinson Const. work boat that was moored below F-Dock ramp disappeared. Hopefully, when the construction is finally over, we will have better security. We still have some motion lights to install on the water way. I have asked maintenance to pressure wash D-Dock, as it is slippery. It has a tilt and 3 people have fallen. Steward Construction will level it out. Name tags have been installed on all the trailers in Dry Moorage. The unknown owner of the trailer that I published last month in the Lubberline came forward and he has now removed it. Before a Dry Moorage space can be occupied, an application must be presented to the Port Captain for approval. Insurance and registrations documents are required. Also, one Dry Moorage space will be allowed per active member, space available. We now have 4 members on the waiting list. The trailers have been measured and overall length recorded. New moorage charges will reflect these measurements. A site plan has been devised for the area and I will present it to the Board at the next meeting for approval. We now have several members that have had training on the new hoist and passed the test. They will be issued cards good for three years. No one can operate the hoist without certification.

House & Grounds Heather Larsen & Bonnie Shaffer Co-Chairs

Our members are truly amazing! On Feb. 17, we had 30 members turnout to help remove the weed inhibiting ground cover in preparation for our new landscape planting. THANK YOU!! Also, joining the mulch removal team was TYC’s manager, Sean and his son Jordan, along with TYC staff members Josh and Cameron. House & Grounds truly appreciates the participation level on a less than ideal day. The weather could not have been more challenging… much rain and plenty of wind. The mulch, after being removed from the clubhouse planting area, was hauled to our Wollochet outstation where it will have a new home. The new landscape planting is scheduled for the first part of March. Prior to the plant installation, there will be the addition of large placement boulders along with river

rock beds in the planting areas. We have contracted with Signature Landscape to do the planting. It seems like we have waited a long time for this phase of the landscaping plan for the club…but we know it will be worth the wait! Mark your calendar for our SPRING CLEANUP – March 24, 9am. Bring your favorite gardening tools and gloves. And also be prepared for some painting. Lunch will be provided. House & Grounds meets the first Wednesday of each month at 6 PM in the Crow’s Nest. This is prior to the TYC General meeting. We are always looking for new members to join our committee.

Education Committee Lowell Anderson Chairman

January’s "Weather for Boaters" by Jeff Renner, and February’s "Sail Trim for Sailors" were two capacity sell outs. Thank you TYC for your support in these busy months. The Tacoma Sail and Power Squadron continues its multi week Weather Class in the Burgee Room and we have another excellent speaker lined up for the third Thursday in March in the Crow’s Nest. Still lots of room for this program by a 29 year veteran biologist from Washington Fish and Game department, speaking on the Puget Sound Crab Harvest. There is still lots of room for this one night presentation on March 15 at 7:00 pm. Enjoy a fine dinner in the dining room and adjourn with us to the presentation for an informative evening on state regulation and maintenance of the Dungeness crab population. Check our TYC website for more details and be sure to register on line so we can arrange the seating for best viewing. Remember that these free programs are a benefit of your membership, but guests are always welcome. Please register them if you are hosting them. No education program is scheduled for April due to the all hands on deck support needed for our Daffodil Festival – the equivalent of Opening Day for South Sound. If you have not found a job to support this event please consider volunteering. It is the biggest event of our TYC year. We enjoyed a good crowd for the unveiling of the new Puyallup Indian exhibit at the Foss Waterway Seaport Museum on February 17. It is located next to our TYC

history display. This historic venue at 705 Dock Street continues to grow and if you have not been there recently, stop by to take a look. It is open from 10:00 am to 4:00 pm Wednesday through Sunday with free admission on Thursday evenings. Check their website for occasional changes in this schedule due to group rentals and unusual circumstances such as weather. If you have a topic you would like to hear addressed, please contact Lowell Anderson with the idea or a specific speaker. Some of our best programs have come from member input. Thank you.

PUB NIGHT Friday, March 23rd 6:00 pm

The contractor finally got a break in the weather, sufficient to allow paving along reach B to the new traffic island located V/C Bill Guthrie just outside the Chair new gate house. However, parking along reach B will not be completely restored until the planter/dividers are irrigated, filled, and planted and striping is done; another few weeks. As all who have visited the club recently can see, the new gate house is shaping up. The walls and roof framing are complete. The gate house is expected to be complete and ready for occupancy by the end of March. Preparation for the gangway landing areas on the docks is commencing and the first gangway, F dock, now looks like it should be installed around March 7nd. The gangways to dock D north and south, will be installed a few days later. You will see the first gangway arrive around the 27th of February and be positioned for prepping near F dock. Once installed, the new gates will be placed and installed at the head of each gangway. The temporary gangways will be removed once the new gangways are in place. It is exciting to see lot A reaching final grade. Only a few more pieces to be installed and the MSE wall will be declared complete. This has been a very tedious assembly process but will look great when complete. The ‘moment slab’ discussed last month will be formed and poured shortly after the MSE wall completion. Backfill of lot A will, again, be dependent upon rain (the lack of, that is). If you look closely you can see (from dock A) the abutment being installed for the dock A-B gangway. It is angled toward the midpoint between docks A and B. Don’t expect to be able to use lot A until some time this coming summer; there is a lot more to be done. Meanwhile, our House and Grounds committee put together a large work party that braved heavy rain and winds to remove the top layer of the MPT installed mulch around the clubhouse. This was hauled away to the Wollochet outstation where it will be repurposed for use on a trail from the parking lot to the Jr Sailing area. The next step in the club landscaping plan is to select and install large rocks and boulders (1, 2, and 3-man rock) in the area being landscaped. This will be accented by dry river beds and a rock paved pathway from the memorial plaza to the northeast lawn. ATK has agreed to help place the large boulders. The plants are to be delivered by March 1st and a landscape contractor, Signature Landscaping, has been retained to install all the new plants (about 1400) and the pavers. When all the plants are in the ground, ATK has arranged for 40 yards of a fine, dark mulch to be blown in. It will look amazing. The sliding gate that will enclose our main parking area is nearing installation. The ground prep work is almost done. The gate is currently in fabrication. Expect this to be done before Daffodil. And lastly, this month, the camel dock bracket engineering has been completed and fabrication is to begin. Expect about 3 to 4 weeks before installation is complete. Marine Floats has been contracted by TYC to do this job. Installation of the brackets will have to be done at very low tides. As always, thank you for your understanding and patience. Regards, VC Bill Guthrie, RC Joe Guizzetti, BOT Chairman Brad Baker
