Welcome to Cityzen! Cityzen is a game that puts the masterplanning of a city in the hands of the citizen. It is a methodology for participatory planning zero-carbon future cities.
In the game you will assume a role as a topdown stakeholder in the Northern Gateway development. Balancing your own objectives and a shared goal, the aim of the game is to collaboratively design a socially equitable and environmentally sustainable masterplan.

Cityzen is an online multiplayer urban planning game based in the Northern Gateway. The aim of the game is to achieve the highest possible Doughnut score. This is achieved by completing your individual missions and making sure the ‘doughnut’ is balanced. The Doughnut is a game metric derived from Doughnut Economics, a contemporary development theory authored by Kate Raworth which provides a theoretical framework for balaning environmentallyfriendly development with social equity.

Using Doughnut Economics Doughnut Economics is a contemporary economic theory which challenges Gross Domestic Product (GDP) as a measure of societal success, but how well a society is able to support its own internal social foundations whilst remaining with the ecological boundaries (Raworth, 2017). This game has used Doughnut Economics as the scoring system where each action has an effect on various social and environmental metrics.

Upcoming Live Discussion Having recently released our first expansion pack for Cityzen we are excited to announce a live webinar with the Northern Gateway happening on the 21st of June 2021 1700 - 1900 BST. For these two hours we will discuss the latest developments in the Northern Gateway, how the games played in Cityzen have been analysed for implementation in the Northern Gateway, the ongoing commitment to the public to collaboratively design a more inclusive and greener future together. The first DLC (Downloadable Content) expansion pack for Cityzen is now live! We’ve expanded the size of game lobbies for New Cross so up to 9 people can play together! All new roles to embody with all new buildings to place! Note that all these added features are only available on the New Cross map at the moment as the Collyhurst map requires expanding to suit this new maximum number of players (and this will be done in an planned update).

New Cross DLC: A New Neighbourhood
As shown, the New Cross neighbourhood is far denser than the Collyhurst map so the Doughnut Effects are heavily exaggerated for some categories or suppressed for others. The Collyhurst map focused upon balancing the Doughnut just using the static built environment. However, the New Cross expansion is designed to test your ability to create a living city, where emissions and transport need to be considered! We look forward to seeing your designs!

The Making of Cityzen What informed the graphics choice? The graphics were conceived of quite early on (they emerge in the Studio Two design development document). We are throwing back to the early isometric games (Rollercoaster Tycoon, Simcity etc.). If you’ve played any of these classics, then you will know that the graphics still hold up well in comparison to the ‘cutting-edge’ 3D games of the time (EA, 2021; RCT, 2021; O’Caimh, 2020). There were also time and performance constraints. As a webbased game it had to be playable on any computer. A city builder requires lots to be rendered at once so keeping it simple was always important (O’Caimh, 2020). The ‘Low-Poly’ (Low Polygon Count) graphics style means less detailed models, which makes development a LOT faster than having to render ultra-realistic 3D models (O’Caimh, 2020). 175

The Making of Cityzen How does building placement work?
This bit is a bit technical (i.e. boring) so we’ll break it up into the steps that we conducted. Step 1: As part of our research we identified so-called ‘urban morphologies’ (how buildings are placed), which we then coded within our game. The building placement is based upon the roads around it.

Step 2: From the research, we identfied 4 types of plot which the buildings pop-up around: (1) Single Plot, (2) Series (a row) (3) Perimeter (3x2 plot), (4) Cul de Sac (for all irregularly shaped plots). These underlying rules enabled the construction of a varied board, despite there being only 4 types of ‘types’, so-to speak.

The Making of Cityzen How did you playtest the game? (User Experience) Playtesting was done in 3 rounds for the design development and the 4th round is done synchronously as the game is played. Round 1 was internal testing and we found that the main issues were: connecting to games, the game’s level of detail, building placement, and lack of context around the gameboard. Round 2 focused upon increasing the level of detail within the game and fixing the connection issues. This iteration introduced the first (non-protoype) User Interface but was simplistic. Round 3 testing implemented the context of the site, further refining the level of detail, and refining the user experience through curating the User Interface elements.

The Making of Cityzen How did you playtest the game? (UI Development) As previously mentioned, round 2 was where the User Interface (UI) began to take form. In round two the focus was upon deciding what the most important UI elements were, and making them work in the game. Round three saw the biggest change to UI - this is the current version, where the menus and scores are customisable according to player preferences and enables full real-time analysis in-game.

The Making of Cityzen How does this contribute to zero-carbon future cities? From our research we found that the Northern Gateway’s singular focus on zero-carbon development (rather than keeping inclusion in mind) had led to anxieties within those communties. The main issue was the lack of community involvement in planning a zero-carbon future Collyhurst. Whilst residents were supportive of building zero-carbon homes concerns arose from the affordability of living in the Northern Gateway development. With Cityzen, we have aimed to expand the participatory design process by translating formal architectural knowledge into a game which places community at the heart of the design process using Doughnut Economics to balance Environmental Impact and Social Equity. The game itself is a signifcant contribution due to the dissemination of expert knowledge but it is the connection to Cityzen Hub (this website) that cements this as a viable community design process. 193

The Making of Cityzen What are the current limitations? The current limitations are in the scope of the current game version. We created the base game to address the key Doughnut categories for developing equitable zero-carbon future cities. We hope to keep adding content which addresses other segments of the Doughnut to further expand of usefulness of Cityzen as a community led zero-carbon future city masterplanning tool. With the New Cross DLC we hope to put transport at the heart of development so there is a better focus on the movement of people within our game, not just the built environment.

The Making of Cityzen How was Cityzen conceived for the Northern Gateway? Cityzen arose from the initial brief given to us by the developers of the Northern Gateway. Issues were identified by them and we were handed a list of the key focus areas. From this list, we chose to tackle the design of zero-carbon future cities. However, it was only through fully analysing the divergent effects of zero-carbon development that we were able to identify how issues of inclusivity and participation were central to in the debate. This led us to generate greater questions about the nature of zero-carbon design itself, such as: What kind of zero-carbon future are we designing? Who is designing them and for whom? This game & website integrated participatory planning process has sought to understand how we can inclusively design a greener future for everyone. 197

The Making of Cityzen How will Cityzen make a difference? Our aim is that the community input provided by the community in the game will be fed back to the Northern Gateway developers who can then make decision based on the interests and opinions of the local community. This has already been realised, with the Northern Gateway project having already vowed to incorporate more greenery near schools, crediting the 45% of users choosing to do this within the game as a key factor in their decision making. Similarly, they have confirmed to protect the currently unused buildings on the junction of Oldham Road and Cornell Street following feedback from 324 users that this is something they would like to see.

The Making of Cityzen How will Cityzen make a difference? As mentioned, the use of Cityzen in developing the Northern Gateway was proposed for greater community impact on the result. This was conceived after researching the consultation process of the Northern Gateway’s strategic regeneration framework. We identified three key issues which we have sought to resolve: (1) The use of questionnaires in the Northern Gateway development moderated and regulated the potential answers of the consultees through a prescribed set of questions. Our approach has enabled complete freedom of expression, where the Doughnut score is an impartial judge of meaningfulness. (2) The physical consultation had very low turn out and this game is a posited method for greater community engagement. (3) For the community, the reasons for the developer choices were not transparent so the creation of a public data platform enables citizens to understand why a particular design had been implemented. 201

The Making of Cityzen What are your reflections on Cityzen’s design process? Overall, I’d say that this process has been busy. The ambition of this project was just about matched by the work put in. The statutory processes of a design science approach left little room for error and the culmination of all the research put into the first two design development processes have been realised in a tool which seeks to find novel methods of expanding participatory design for zero-carbon future cities, for the betterment of all. On the technical side of things, I’d never touched the Unity game engine before and had minimal experience with the peripheral software (e.g. sophisticated web development frameworks, 3D modelling software Blender) and so experience with new tools has pushed my technical skills far beyond originally expected. - Reiji Nagaoka 203
