Investigation launched into woman’s death

Home helps hold family together

Hailey Jones can’t cry for help or press a button for assistance when she lies in a hospital bed at Victoria General Hospital’s pediatric intensive care, fighting pneumonia. Her parents, Darryl and Patty Jones, take turns monitoring her closely, worrying about their 10-year-old daughter’s health, dealing with stress and sitting in a hospital room for hours with little respite. It’s a situation the family has found itself in four times since 2008. Low muscle tone in Hailey’s throat, due to her cerebral palsy, makes it difficult for her body to protect her airways and allows saliva to reach her lungs, leading to infections. “It throws your whole life upside down because you don’t know when it is going to happen,” said Darryl. “It’s hard on the family because we both have jobs and we have to adjust our job situation and it really throws you for a loop.” Patty usually stays with Hailey while Darryl commutes between Nanaimo and Victoria and looks after their six-year-old son, Dawson. One of the major struggles is finding accommodation and being able to stay together as a family for support in emergency situations. “Trying to find housing is next to impossible,” said Darryl. Thanks to one girl’s dream, finding a place to stay will become easier. Victoria’s Jeneece Edroff, 17, dreamed of building a home for children and their

She approached the Queen Alexandra Foundation for Children and the goal of building Jeneece Place was established. “I just can’t wait for it to be open and to get families in here,” she said. The home is on the Victoria General Hospital’s grounds – a two-minute walk to the hospital. Edroff knows the stress finding accommodation can place on a family, having experienced it when she was in the hospital. Edroff was diagnosed with neurofibromatosis when she was three, which causes tumours to grow on nerve pathways. They were growing off almost every nerve root of her spine. This is not the first time Edroff has been involved in a campaign to help children. At seven years old, she set a goal of rais-

ing $1 million in pennies for the Variety Show of Heart’s Telethon and has raised more than $1.5 million since then. Edroff ’s mother, Angie, said her daughter sets her sights on a goal and sticks to it. She said Jeneece is a good example that people can accomplish anything if they put their mind to it. “We are very proud of Jeneece and what she has accomplished,” she said. Jeneece Place is currently under construction and slated to open on Edroff ’s 18th birthday on Jan. 20, 2012. Edroff said it’s going to have a huge impact on families and is amazed at how fast her dream has transformed into a reality. She said it’s overwhelming when she checks on the progress. POLICE CALLED to Wakesiah apartment Thursday afternoon.

Nanaimo RCMP are investigating the death of a 35-year-old woman. Police and paramedics were called to an apartment on Wakesiah Avenue shortly before 5:30 p.m. Thursday after a family member discovered the woman’s body in a bedroom of the apartment. The B.C. Coroners GARY O’BRIEN Service was called and is assisting Mounties with the investigation. “Given her relative young age and with no apparent cause of death, our Serious Crime Unit is handling the investigation,” said Const. Gary O’Brien, Nanaimo RCMP spokesman, in a press release Friday. “A forensic autopsy will be completed in the next couple of days, which will hopefully assist in determining the cause of death.” The woman’s name was not released before press time Tuesday, pending notification of family members.

NDP representatives call for more details on MLA expenses

BY TOBY GORMAN Nanaimo-Cowichan NDP MP Jean Crowder says her party remains strong and united despite health concerns for its leader Jack Layton. Layton announced earlier this week he was stepping aside from politics temporarily to fight a second bought with cancer, expecting, he said, to once again take the helm in September. Layton looked frail and sounded hoarse at his press conference, but remained energetic and optimistic throughout. The NDP caucus b a c k e d L ay t o n ’ s selection of Quebec MP Nycole Turmel as interim leader. “Our caucus met JEAN CROWDER this week and it was pretty emotional. Jack joined us by telephone from Toronto and was there for the whole meeting,” said Crowder. “It’s pretty clear we’re all onside with continuing with Jack’s work.” Crowder said she told Layton he inspires her with his “courage and his optimism.” She added her role as Opposition critic for human resources and skills development won’t change, but that NDP veterans and House of Common rookies will have to “step up that much more” to ensure the party maintains its forward progress. “This is a pretty incredible group of rookies,” she said. “Many of them come from leadership positions already in their own communities.”

Taxpayers can view the amount of travel and living expenses racked up by MLAs but not exactly how the money is spent. Nanaimo-area NDP MLAs say the information provided in the public accounts 2010-11 Consolidated Revenue Fund, available on the Ministry of Finance’s website, doesn’t go far enough to give people an accurate picture of how the money is spent – information that is important to engaging the public. Instead of just a dollar amount, the documents should detail what the money is spent on to give a clearer picture to the public, said Nanaimo MLA Leonard Krog. Doug Routley, MLA for Nanaimo-North Cowichan, agrees. He said if the information was broken down into travel locations and items, it would help people have a better understanding of what their MLAs are required to do and how much travel is actually a necessity of the job. During the fiscal year of 2010-11, ending March 31, Krog received a compensation of $101,859, a living allowance of $14,485 and travel expenses of $11,881.

His role as Opposition critic for the attorney general requires a fair amount of travelling, he said. “I try to keep my costs down, contrary to what some people believe, because I am conscious that the taxpayers are paying the bill,” said Krog. He said to save costs on trips to places such as Vancouver, he tries to schedule multiple meetings in a day. Routley received compensation of $101,859, a living allowance of $16,421 and travel expenses of $18,791. He said travel costs can vary. His former role as housing critic required a lot of travel, while his current role as citizen services critic hasn’t required the same amount. Krog and Routley also received $8,903 for their roles as deputy chairmen of legislative committees. Ron Cantelon, Liberal MLA for Parksville-Qualicum, received compensation of $101,859, a living allowance of $15,028 and travel expenses of $16,026. He could not be reached for comment by press time. Harry Lali, NDP MLA for Fraser-Nicola, had the highest travel expenses totalling $58,457, while Steve Thomson, Liberal MLA for KelownaMission, spent the least – $213 on travelling expenses. reporter3@nanaimobulletin.com

Jeneece Place and its operations once open. So far, $3.7 million has been raised for the project but the foundation estimates it needs $350,000 more to finish. The project is estimated to cost just over $4 million, which includes construction, landscaping and equipment purchases. Estimates for operating costs are still being assessed. Jeneece Place will be available to families for a nominal fee. The Jones family said the home will be an amazing asset. “It would be easier, it wouldn’t just be me all the time staying there,” said Patty. “He (Darryl) could come and give me a break and I could spend time with Dawson because it’s not just about Hailey – it’s about us as a family.” “For families on the North Island I find it amazing because one of the obstacles I think most families run into, and what we’ve run into, is finding adequate housing while our daughter is in hospital,” added Darryl. Jennifer Jasechko, vice-president of the Queen Alexandra Foundation for Children, said parents don’t want to be too far away from their sick child and this facility on the hospital grounds will be a great asset for them. “It’s just going to be such a blessing for families in the north and central Island area to have a place to stay,” said Jasechko. Tax exemption policy reviewed THE NEWS BULLETIN

Nanaimo city council is reviewing its permissive tax exemption policy, a move that will determine if financial need for not-for-profit organizations will remain as evaluation criteria. Eliminating the practice of providing cash grants for property taxes in the year before a PTE comes into effect, except in unusual circumstances, is also being considered. Coun. Diana Johnstone, chairwoman of the grants advisory committee, which made the recommendation to council, said the committee has undergone more than 30 hours of discussion to provide recommendations to city council, which has the final say in approving policy guidelines. “It’s a difficult subject and it incited a lot of conversation within council and I wanted it to,” said Johnstone. “We’re managing the taxpayers’ purse and we need to update who we give exemptions to and who we deny and how do we balance the quality of life and the goodwill of volunteers.” Johnstone said the financial need aspect of the policy needed to be addressed because it has been inconsistent in the past. “As our community grows, there is going to be more and more not-for-profits that are

Driver escapes serious injury

Virus outbreak declared over A Norovirus outbreak that infected 12 patients and 11 staff at its height at Nanaimo Regional General Hospital is over. With no new patients showing symptoms since last week, the outbreak, which restricted visitors from the fifth floor at the hospital, was declared over. Norovirus causes vomiting, diarrhea, abdominal pain and fever and lasts one to three days.

Wharf upgrade ensures access

A driver who failed to negotiate a righthand turn off the Island Highway took out two vehicles and a railway crossing light Wednesday evening. Const. Gary O’Brien, Nanaimo RCMP spokesman, said the female driver of a Ford Focus was headed southbound on the highway around 6 p.m., when she tried to turn right onto Jingle Pot Road near the pedestrian overpass. The car flipped and rolled, hitting a Jeep Cherokee stopped at the lights and knocking over one of the railway crossing signals. The light tumbled onto a third vehicle, a newermodel Mazda, which was also stopped. The female driver of the Ford complained of a head injury and was taken to Nanaimo Regional General Hospital as a precaution. No one else was injured. O’Brien said possible charges of making an improper right turn and driving too fast for road conditions are pending.

The Canadian Radio-television and Telecommunications Commission revealed Thursday that British Columbia will be receiving a new area code to accommodate a growing use in electronic devices that require a phone number. The area code, 236, will come into effect June 1, 2013. The CRTC manages numbers through the Canadian Numbering Administration, which has also set aside the area code 672 to accommodate future needs in B.C. Shawn Hall, Telus spokesman, said the additional numbers are needed because of exponential growth in use of devices that require phone numbers. “There has been an explosive use of wireless devices,” said Hall. “And the available supply of phone numbers is running out.”

Without the additional area codes, parts of B.C. would start running out of the 250, 778 and 604 area codes currently in use. “It used to be families had maybe one phone number for a land line and another possibly for an office,” said Hall. “Now it’s not uncommon for one family to have eight or 10 numbers associated with it.” Cellphones, tablets and Internet devices are all gobbling up telephone numbers in a hurry. “This is not uncommon,” said Hall. “It’s happening across Canada and in other jurisdictions.” Existing phone numbers won’t be affected once the new area code is introduced. In some cases where 250, 778 and 604 numbers are still available, customers may be given a choice between the current area code and the new option.

Gabriola’s Green’s Landing Wharf is slated for more than $110,000 in repairs – welcome news for Mudge Island residents who rely on it as a transportation link. Last year, Ottawa declared the wharf as surplus and announced intentions to divest itself of the responsibility. Jack Schick, chairman of the Green Wharf Preservation Society, said residents are pleased the federal public works department is repairing the wharf. Mudge Island residents were worried they would lose access to the wharf, which is crucial for daily commuting and in emergency situations. “We were quite worried last winter that the wharf was going to be left to deteriorate and sink into the sea,” said Schick. “Our main concern is the continuation of access to Gabriola … there are no other public wharfs we can use.” Repairs include overhauling the timber trestle with new piling and substructure timbers, as well as repairing the decking and replacing the gangway and float. The project is estimated to cost $110,700. Meanwhile, the Regional District of Nanaimo is exploring the possibility of taking over responsibility for the wharf. Dennis Trudeau, manager of transportation and waste ser-

vices, said the RDN applied to the B.C. Ministry of Environment under the B.C. Assets and Lands Corporation for the wharf ’s water lot last spring. That application was returned last month, because the province is still waiting for Ottawa to resolve some requirements before the water lot can be transferred. There has been no progress on divestment of the wharf; however, in an e-mail to the News Bulletin a public works spokesman said the organization “remains hopeful a divestiture is possible with the Regional District of Nanaimo”. Trudeau said the wharf provides a transportation node on the island and is an emergency backup location. It will also help with tourism and economic development, he added. The RDN estimates it would take $50,000 a year to keep the dock functioning and safe. “We are serious in our intent to investigate fully to see what the costs are,” said Trudeau. Currently, the RDN is waiting for the requirement between the provincial and federal governments to be resolved before it moves forward on other steps, which include consulting with First Nations, examining and amending the Descanso Bay Wharf Service bylaw and consulting with the landowner for road access.

Quality MLAs require costs It seems like a lot of money – $14 million. It’s certainly more than most of us will see in our lifetimes. But we’re not talking about an individual’s wealth. We’re talking about how much taxpayers in this province spent last year on our MLAs. There are 85 of them. That means we spent about $164,706 per representative, including salary, living allowance and travel costs. There are perks, but there are also ponderous reports, endless research, speeches, interviews, meetings – and that’s not even including time spent in the constituency to speak with voters about issues. And, of course, there’s dealing with the obligatory mudslinging from other politicians, issue groups and the media. It all goes with the territory, sure, and our MLAs know all this before they put their name on a ballot – but that doesn’t mean they shouldn’t be compensated for their work. We’ve all heard about the politicians who aren’t accessible, who are just in it for themselves, or who don’t spend enough time in the capital, or at home. To be sure, they exist. But let’s be honest, most MLAs work their butts off trying to satisfy an audience that will never be wholly satisfied. It’s a well-paying job that few really want. To fill it with people who are qualified, and to give them the tools to do it well, it stands to reason we’re going to have to pay.

Save yourself a whole load of grief – and not to mention sunburn – and make the most of what we have. After all, every day is what you make it, so make the most of it. Mind, you, I say all this with my summer holidays still three weeks away and long-term forecasts predicting better weather for August and September. Catch up with me after a week of biking the Sunshine Coast. If it has been windy, wet weather, see if I’m singing a different tune. I don’t think so. We’ve spent some rainy days camping at Cape Scott in July and still enjoyed ourselves. Besides, the Sunshine Coast is not Cape Scott. Wind energy is ideal power source To the Editor, I was pleased to discover, and quite recently, that B.C. now gets some of its electricity from B.C. wind farms. B.C. was the last province in the country to get wind farms, despite having some of the best locations for wind energy in the country. However, I was not nearly as pleased to find out how much electricity is flow-

ing into our homes from coal-fired generators in the United States and Alberta. I do understand that buying cheap coal power from outside B.C. at night, when demand is low and the supply is high, helps to keep our B.C. electricity rates low (coal-burning plants are apparently difficult to shut down once they are at operating temperature, so they

Brad Wiebe’s letter has much misinformation and shows his ignorance of socialism and capitalism. For example, he states: “In a capitalist economy, the wealthy own everything and dictate the price of goods....” As a capitalist, do I own Wiebe’s underwear, his body, his spouse, his children, or any of his chattels? The answer is a definite no. The wealthy pay most of the income taxes in British Columbia and throughout Canada. Income taxes and consumption taxes help pay for the social benefits including health care that Wiebe is entitled to. Moreover, the capitalist system provides efficient economic prosperity. This prosperity yields profits that are distributed as dividends to its investors, including the Canada Pension Plan. Without a profitable economic system, our standard of living will be poor. As to controlling the price of goods, competition among producers and suppliers ensure that consumers pay a fair price.

In a socialist economic system, the state controls the resources, the production facilities, pricing and distribution facilities. The individual incentive to produce better goods and more efficiently (e.g., lower cost, improved profits, more competitive prices) are missing in the socialist economy. The former Soviet Union is one of many examples to show the failures of a centrally controlled economy. Long lineups to buy a loaf of bread, endemic corruption, and if you qualify, having to wait at least several years before you are permitted to buy an automobile. We should be happy that we are not living in a socialist economy. The wealth and prosperity that we enjoy would not be sustainable under socialism. Anthonie den Boef Nanoose

Nanaimo includes the idea of such within their zoning bylaw it shows just how much so this is. Urban farming is a win-win for all and the District of Lantzville needs to get on with it instead of persecuting those who have. The latest stunt pulled by the mayor and council of Lantzville has me shaking my head in disbelief. For many years, Mr. Becker has had a booth, apparently the only one to do with farming, at Lantzville’s Minetown Day annual country fair. This year, he will not be allowed to participate, “given the current zoning infractions and potential legal action relating to your property.” The official notice from the district then goes on to state that, “... should your current zoning contravention issues be resolved, we would welcome your participation.” The only difference between Dirk and Nicole attending Minetown Day this year and those previous is that there is now, after many years of allowing their participation as well as a disregard by the district for any zoning issues prior to now, the potential of legal action. This is nothing but sheer pettiness and an abuse of power on the part of those on Lantzville’s council that support this. Gord Fuller Nanaimo

The sounds of summer will be echoing in the Port Theatre when the All-American Boys Choir performs Sunday (Aug. 7). The 28-voice ensemble, whose members range from nine to 14 years old, will present a perfectfor-summer repertoire featuring the California sounds of The Beach Boys, audience favorites from the 1960s to ’90s, as well as the concert’s signature tune In the Summertime. In addition to a tip-of-the-hat to summer jazz classics Route 66 and On the Sunny Side of the Street, the choir will also perform Broadway selections from West Side Story, The Lion King and The Music Man. “The chorus has been described as outstanding, pure energy and simply wonderful,” said Wesley Martin, music director. “We’ve also developed a strong reputation for ‘theatricality’ – for doing more than just standing there and singing.”

Born and educated in Montreal, employed initially by RCA Victor, then Spar Division, responsible for building the Canadian Space Arm. Ruth is survived by her long time friend Yae Suzuki, Nanaimo; her brothers Ross McWhinnie, Oakville; Alan McWhinnie, Nanaimo and her sister Marjorie Clark, Clarenceville, P.Q. nieces and nephews. Active since her retirement in 1989, Past President of the Woodgrove Senior Citizens Housing Society, Past President of Kiwanis Club Nanaimo â&#x20AC;&#x153;Sun Risersâ&#x20AC;?, fully involved with activities in her church, Trinity United, Nanaimo. Half the width of a softball. That’s pretty much all that separated the champions from the runners-up at last week’s fastball final. The Budget Red Sox defeated the Palladian Development team 1-0 on Thursday at May Richards Bennett Pioneer Park to win the Nanaimo Senior Men’s Fastball League championship series two games to one. The whole series was close, as Budget won 2-1 in Game 1 before Palladian took Game 2 by a 1-0 score. “Two-one, 1-0, 1-0. In the fastball world, that’s crazy,” said Blair Bourgeault, who scored the game-winning run Thursday. “To be a part of three games in a row like that for a championship was nerve-wracking to say the least, but those are the games you want to be a part of. That’s why you play the game, right there.” Game 3, fittingly, somehow managed to be the closest game of all. With two out in the bottom of the sixth inning, Palladian batter Mike Peters got a hold of a pitch. It hit the top of the chainlink fence in centre field, then bounced back into the field of play for a triple. It was one of few hard-hit balls against Budget pitcher Bobby Harlow, who threw a completegame shutout. “You live to play games like this,” Harlow said. “You wish every game was like this, but of course they can’t be.”

The Budget Red Sox are a mix of former Nanaimo Budget and Parksville Red Sox players, so for some of the players, it was their first league championship. “We’ve had our chances in the past and something always went wrong for us,” Bourgeault said. “This year was just our year. We finally put it together and got it done. It feels great.”

The Wheaties are winners this year in senior B fastball. Cedar’s Wheatsheaf Fastball Club won the Softball B.C. championship July 17 in Victoria, defeating the Sooke Loggers in the final. Derek Mayson was winning pitcher in the big game and Dan Whiteford’s two-run home run in the first inning was all the offence the team needed. Mayson and Gord Mainwaring each recorded two wins for Wheatsheaf. Whiteford had a pair of home runs in the tournament and other players who went yard include Dan Lee, Johnson Lucas and Blake Hunter. The provincial championship means that the Wheatsheaf club qualifies for the Western Canadian Championships in 2012. The Budget Red Sox earned bronze at provincials.

It was one of the busiest sports weekends of the year, but fans will have to wait for scores. Due to early deadlines necessitated by the B.C. Day long weekend, local sports results were not available at press time. The V.I. Raiders football team and the Nanaimo Timbermen senior A lacrosse team played big games and the Hub City Paving Pirates, the Palladian Pirates and the Nanaimo Coal Miners baseball teams all competed at provincials. Nanaimo’s Mark Valliere and Shirin Anjarwalla won their respective low-gross competitions at the David Court Memorial Junior Golf Tournament at Crown Isle Golf Course July 18-19. There’s always some breakdowns, but not as continuous.
