ZAMBO CUSTOMS DESTROYS P25-M SMUGGLED CIGARETTES

ZAMBOANGA CITY — With the team efforts of the Philippine Navy, Coast Guard and schools, the customs district office in Zamboanga City has destroyed some P25 million smuggled cigarettes.

It was gathered that the efficient coordination between the Bureau of Customs (BOC) Port of Zamboanga under the leadership of Collector Segundo Sigmundfreud Z. Barte Jr and the Philippine Navy has resulted in the seizure of P25 million worth of smuggled cigarettes on board MJ Farnaliza, off the vicinity of Baliwasan, Zamboanga City.

“We were ordered by Commissioner Guerrero that once there is an apprehension of smuggled cigarettes, [the contraband] should be immediately subjected to destruction and coordinated with

The BOC Zamboanga together with the local Enforcement Security Service (ESS) and the Customs Intelligence and Investiga-

tion Service (CIIS) immediately coordinated with the Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP), Drug Enforcement Administration (DEA), the

Philippine Coast Guard, Philippine Navy, Joint Task Force and other law enforcement agencies to comply with the order of the Customs Commissioner.

It can be recalled that last May, the BOC Zamboanga, with the assistance of the Philippine Navy, has confiscated more than P35 Million worth of smuggled cigarettes, which is considered the biggest haul in the history of the Port of Zamboanga.

Barte said he believes that the strategy of collaboration has encouraged the civilians to help and has boosted the morale of the law enforcement agencies to intensify anti-smuggling operations.

He sternly warned the smugglers, known locally as ‘loaders’, thatthe operations against them will continue.

DISCOVERED to be working without proper documents in a call center or a Business Processing Outsourcing (BPO) office in Biñan, Laguna agents of the Bureau of Immigration (BI) arrested 97 Chinese nationals and eight other foreigners, including a 17-year-old girl.

BI Spokesperson Dana Sandoval said in a statement that aside from the 97 Chinese nationals, also arrested during the raid last June 27 were four Indonesians, three Malaysians, one Vietnamese and a Laotian.

“They were arrested for violating the conditions of their stay,” Sandoval said.

“Foreigners are not allowed to work here without the proper visas or permits.”

For his part, BI Commissioner Jaime Morente said the arrest should serve as a warning to aliens “with depraved motives.”

“We are serious in our drive against illegal aliens.

Foreigners who are undocumented should go out now and legalize their stay, lest face sanctions,” Morente stressed.

As the BOC chief installs new District Collector

CEBU CUSTOMS UNDER SIEGE?

This after stakeholders, officers and personnel and guests were surprised and even felt threatened asCustoms Commissioner Rey Leonardo Guerrero reportedly ordered to augment the security in the port with uniformed soldiers from the Philippine Navy (PN), Philippine Coast Guard(PCG) and the Manila-based members of the Customs Police Division (CPD).

On Monday, July 1, Guerrero installed Lawyer Charlito Martin Mendoza as District Collector of BOC Port of Cebu.

When interviewed by mediamen, Mendoza admitted getting a Customs plantilla position as “Customs Attorney V” but was unable to present a copy of his Customs Personnel Order (CPO).

“I don’t have copy of my CPO but it’s with the administrative division,” he said.

But when media went to the administrative division, the officers and personnel there denied having a copy of the CPO. Mendoza assured though that his appointment and designation has gone through the legal processes with the BOC and Civil Service Commission (CSC).

However,Laywer Zeus Librojo, counsel for District Collector Elvira Cruz,

said there were no documents like the CPO and other pertinent proofs that Mendoza was legally appointed and designated.

This prompted on Wednesday them to file a case on before the Court of Appeals (CA) seeking to stop the “illegal orders” being made by Guerrero.

For her part, Cruz stressed that her removal from office was in violation of civil service rules.

On July 1, 2019 the Office of the Customs Commissioner (OCOM) enforced its earlier order to re-assign Cruz from being the District Collector of Port of Cebu to the Customs Monitoring Unit (CMU).

The enforcing team came in full force with several armed Coast Guard men in fatigue and did not show any CPO or any document.

Cruz questioned Mendoza’s appointment and designation as Customs Attorney V as it was for promotion from the ranks and not for hiring.

Secondly, she said a district collector post should have years of service in BOC of which Mendoza never had.

It can be recalled that last January 10,2019 the OCOM issued CPO for Cruz’s reassignment order but Cruz appealed the CPO before the CSC. Last June 7, Lawyer

Priscon S. Rivera Jr., Officer-In-Charge(OIC) Director IV of CSC issued a directive suspending the reassignment order stating that “Pending appeal of such reassignment order,the reassignment shall not be executory.”

Cruz wondered aloud: “Is the Department of Finance aware of this? Does Secretary Dominquez know of this Civil Service directive?.

Customs insiders said the directive from CSC is quite clear. The OCOM should not have prematurely implemented the reassignment of Cruz because of the pending appeal.

They said her reassignment is therefore premature and violates the right of Cruz to due process and fair play.

They also noted that “arbitrarily enforcing the OCOM order, with a military-like fashion, does not sit-well with a government department which must adhere to the rules and policies of the Civil Service.”

Cruz maintained that she is a long time civil servant and has been respectable and with a professional track record in service of the country.

All she asked is to be given the proper due process and to be heard by the Civil Service Commission, and be accorded a decent and fair chance to defend her honor.

Are we truly independent?

HISTORY BOOKS tell us that the Americans granted the Philippines independence on July 4, 1946.

But since many cannot forget and forgive the reported massacre of about a million Filipinos by the Americans, some historians have resolved to suggest that we better celebrate Philippine independence on every June 12.

It was in 1962 when Gloria’s father President Diosdado Macapagal issued Proclamation No. 28 moving the Independence Day celebration from July 4 to June 12.

This is because June 12, 1898 is the day when the first Philippine Republic, led by President Emilio Aguinaldo, ratified

But despite Aguinaldo’s proclamation at his balcony in Kawit, Cavite, many historians contend that Philippines did not remain free of a colonizing power long after that

declaration.

They pointed out that Spain, whose hold over the Philippines was already severely weakened at the time, chose to cede us (and its other colonies) to another power, the United States of America, via the Treaty of Paris which was signed in December 1898.

And for a measly Twenty Million Dollars, the Philippines was sold by Spain to the emerging imperialist power America.

The Chinese ‘Invasion’ THE DUTERTE administration’s continuing good relations with China, driven by instant economic assistance, has led to a huge influx of undocumented Chinese workers over the past two years.

While South Korea remained the country’s top tourism market with 22.3% share to the total Philippine tourist arrivals in 2018, with 1,587,959 visitors, China was second with 1,255,258 visitors in the country. However, Most of the Chinese who arrived in the Philippines with tourist visas never left the country. Many of them worked illegally.

Unlike Koreans, they leave while for many of them who fell in love with the Philippines, they le-

gally applied for permanent residence visa.

We are fully aware that China is a very rich nation and many of them are millionaires. But more than half of their populations are poor, and like Filipinos, would take a risk of going abroad to find lucrative jobs. In China, it seems that they have to work 12 hours, unlike here in the Philippines, workers only work for eight hours.

Now that thousands of Chinese are here, they have been accused of not only elbowing Filipinos out of lucrative jobs but also jacking up property prices.

ERAP ‘FORGETS’ TO TURN OVER DOCUMENTS TO ISKO MANILA – Was it due to his old age that outgoing Manila Mayor Joseph “Erap” Estrada has forgotten or was it somebody’s fault that he failed to turnover official city government documents and records to incoming city mayor Francisco “Isko Moreno” Domagoso?

The turnover ceremony was scheduled last Friday, June 28, at 10:30 a.m. at the VIP Lounge of the Quirino Grandstand in Manila but was canceled after Estrada and members of transition team did not appear.
