BONG GO VOWS TO BE INDEPENDENT FORMER presidential special assistant Christopher Lawrence “Bong” Go has vowed to be independent from Malacañang even as he disclosed that he would support the legislative agenda of President Rodrigo Roa Duterte. Yes, uunahin ko ang Pilipino. Serbisyo, serbisyo, serbisyo,” Go said when asked if he would be independent from Malacañang. He said that he will support the proposed reimpo-
sition of the death penalty on heinous crimes and high-level drug trafficking. Go added that -- if given a chance -- he would like to head the Senate committee on education and health. He said he will also work on the passage of the proposed shift to federalism, and expressed willingness to be a conduit to promote stronger ties between the Senate and the Executive branch. “Kung papaano po natin mapapaganda at

maisasaayos ang koordinasyon between the Senate and the Malacañang ay handa po akong maging tulay,” Go assured. Meanwhile, Davao City
Mayor Sara Duterte-Carpio told Go and Senatorelect Ronald “Bato” dela Rosa to fulfill their campaign promises to the public.
LACSON opposition standard bearer in 2022? “GIVE ME a clear chance of winning.” This was the only condition laid down by Senator Panfilo Lacson on the possibility of running for the presidency in 2022. In 2004, Lacson ran for presidency but he lost to then President and now Pampanga Representative Gloria MacapagalArroyo.
The senator disclosed that he again “attempted” to try his luck in 2016 but did not push through because his numbers were low in surveys. “So when people talk to me about the possibility of running in 2022, ang balik ko na lang sa kanila, I have only one requirement, I’m not closing the door but I have only one
requirement, give me a clear chance of winning,” Lacson said in a recent ABS-CBN News Channel interview. However, political analyst Vic Endriga believes that only Lacson is the strongest presidential candidate that the moribund Liberal Party can put up in 2022. “Actually, Lacson is the best option for 2022 of the opposition. All others like Kiko (Pangilinan), Risa (Hontiveros) and (Franklin) Drilon are weaklings. VP Robredo can seek reelection as runningmate of Lacson,” said Endriga who once served as deputy secretary general of the United Nationalist Alliance (UNA) when Vice President Jejomar Binay ran for president in 2016. Endriga said a Lac-
son-Robredo tandem will have Regions 4 and 5 as bailiwicks and the opposition may also tap incoming Cebu Vice Governor Hilario “Junjun” Davide III to run for senator in 2022 to get the votes of Cebu that has increased to more than three million.
IN LINE with the aggressive anti-graft drive of President Duterte, the Bureau of Immigration has launched its own anti-corruption program to rid the BI of scalawags and to professionalize its ranks and boost its reputation as one of government’s frontline service agencies. BI Commissioner Jaime Morente said that an integrated management committee composed of top BI officials has been formed to formulate and implement anti-corruption measures in all of the bureau’s offices, including the different ports and sub-ports nationwide. “We fully support the anti-corruption advocacy of President Duterte, and we have already made a commitment to Malacañang and the Office of the Ombudsman that we will intensify our anti-corruption campaign,” Morente said. For his part, BI Port Operations chief Grifton Medina, the concurrent chairman of the Bureau’s Committee on Good Gov-
ernance, said that the program is dubbed as the Integrity Management Program of the agency. He said the BI will assess and review what and where the problems lie so as “to determine corruption vulnerabilities and institute integrity safeguards.” “Once ascertained, the IMP will institute changes to eliminate the possibility of corruption and red tape,” Morente said. “We want to ensure that corruption remains a high risk and low reward activity. IMP’s thrust is to institute preventive measures designed to eliminate corruption and improve public trust and confidence in the bureau. We want to identify where the risk of corruption is high so that these can be properly addressed and cured,” he stressed.

CEBU CUSTOMS EXCEEDS COLLECTION TARGET By FIDEL P. ORATE
BOC Port of Cebu District Collector Elvira Cruz
CEBU CITY -- The Bureau of Customs-Port of Cebu (BOC-Cebu) has consistently exceeded its collection targets under the able leadership of its district collector Atty. Elvira Cruz. Ms. Janice Figuracion, of the Office of the District Collector, Port of Cebu, disclosed that as of 4pm last Friday, May 31, 2019, the Port of Cebu has a total collection of Php 3,062,683,982.69 versus the monthly target of Php 2,939,270,000.00. The port has accumulated a surplus/deviation of Php 123,413,982.69 or 4.20%. Last April, the Port of Cebu had a surplus of more than P11 million. They were able to collect P2,742,283,521.98 against the assigned target collection P2,730,500.00. Cruz acknowledged the team efforts by the Sub-Port of Mactan under Port Collector Beth Mangsal and Assessment Section chief Nelly Wilwayco and Sub-Port of Dumaguete Customs Port Collector Fe Toring. It can be recalled that last January, Cruz said they were able to collect PHP2.73 billion, which
Ahong Chan eyes public hospital, market renovation By JUNEX DORONIO LAPU-LAPU CITY – Mayor-elect Junard “Ahong” Chan has promised to give priority to the immediate renovation of the city’s district hospital and public market once he assumes office on July 1. Chan said that with the improvement of the city’s district hospital, the patients don’t need to be transferred to other hospitals across the channel. On the other hand, he is planning to relocate the public market in Barangay Poblacion since it causes traffic. “Gipili man ta sa katawhan; nisalig ang katawhan nga kita makaserbisyo sa tinarong. Tinarong man ang atoa pagabuhaton. Manghi-
naot ko nga mosuporta sila (I was chosen by the people; the people placed their trust in me to serve them honestly. I will be doing what is good for the city. I hope they will support me),” he said. However, he acknowledged that it’s really the Department of Health which runs the district hospital and the DOH would have to choose the contractor for the renovation.
Chan added that he will check why the renovation has been delayed during the term of his predecessor Mayor Paz Radaza who is now congresswoman-elect. The former Barangay Pajo chairman also promised to hire three ambulance drivers who will work in shifts so a driver will be available around the clock to respond to emergencies. On the planned renovation of the public market, Chan said the vendors can return in a few days and stay until the City finds a new place for the market. Another project that Chan has in mind is to put up lampposts in the barangays as a deterrent to crime.
is 8.74 percent higher than the PHP2.51-billion target. No less than Customs Commissioner Rey Leonardo Rey Guerrero that the collection in April is also 14 percent higher compared to the same period last year. “In April 2018, we only collected P46.794 billion, but this year we exceeded our collection performance and even generated more than P1.726 billion surplus,” Guerrero said. Based on BOC’s preliminary report, 12 of the 17 collection districts were able to hit their respective targets. These are: • Manila International Container Port (MICP) • Port of Limay • Ninoy Aquino International Airport (NAIA) • Port of Cagayan de Oro, Port of Subic • Port of Cebu • Port of Davao, Port of San Fernando La Union • Port of Iloilo • Port of Tacloban • Port of Zamboanga • Port of Legaspi.

Our Life’s Songs THAT’S LIFE
ONE MORNING while I was navigating Facebook, I saw an entry posted by a close friend of mine, Joey S – it was a music photo album by Frank Sinatra, entitled Cycles, with a little note that says “ikaw nagpakilala sa akin sa Cycles”. I really could not remember the time when I introduced him to Sinatra’s songs, possibly, it could be during our good old days at the press corps in the late 80s when we were having the time of our lives, frequenting various Cafes and watering holes and the memorable Remembrances to de-stress ourselves after a day’s hard work of gathering news.
Willie Jose Being a music connoisseur himself, Joey is still busily spending his life these days writing and he’s been going around some music stores, rummaging shelves to get hold of some must-have albums.
Anyway, let’s go back to my story, when I saw his Facebook post, I simply responded, “I’d like to share with you these 2 songs –That’s Life and That’s All – by Sinatra and every time I hear these songs, lots of memories come to mind.” Well, I don’t get tired listening to these Sinatra’s songs because it’s my way of reflecting my own life; these songs always remind me on how I’ve lived through life despite its numerous ups and downs. Also, I’ve been inspired to move on with some hope, as the song Cycles goes, “after winter comes the Continued on page 7

Ban cell phones in schools? WITH SUMMER winding down, all public and private schools around the country will be holding “open house,” “meet the teacher,” and other events to help ease students and parents into a new school year, which begins this week. And expect many students what to bring with them on the first school day. Their cellphones to class. Thousands of Filipino are heading back to school, some later this month, raising the questions of what age is too young to have a phone and how owning one helps or harms kids. Some parents say bringing cellphones to school could bring with it other problems.
In fact some schools will consider banning cellphones. Aside from cellphones, other problems may crop up. Other parents maintain that cell phones should be banned in schools because they distract students, allow cheating in schools, and they can be dangerous. They pointed out that cell phones distract students in school. Whenever people text in class it gets other people’s attention, which makes it hard for students to learn. Also if it goes off in class it can cause the teacher to stop teaching and have everyone’s attention on that cellphones It also brings danger to students and prone to

device or whatever you call it. They have some points there. Only if we are to harness the power of these devices to create more engaging and effective learning experiences, we need to better understand the behaviors and motivations of young people today. In classrooms, technology needs to better facilitate the human experience rather than being seen as a problem. Anyway, it’s up to the school administrations whether they would ban, limit or use phones in their classrooms. It’s their call. But first, look at the risk it may bring.

APO ni Lapu-lapu Anyway, it was only sometime in 2006 when a second-degree cousin disclosed to me that our clan really descended from Lapu-Lapu. This was affirmed by my 92-year-old Auntie Sayong, youngest sister of my late father, who told me that our clan really came from Opon, old name of Lapu-Lapu City, and she replied with a mysterious smile when I asked if we are “kaliwat diay ta ni Lapu-Lapu?” (Are we bloodkin of LapuLapu?). I can still vividly remember how my grandmom, Mama Bebeng (Nieves Mundo-Doronio), would nervously recall how she saw her “tatang” (father) came home with a bloodied bolo after attacking the well-armed Spanish soldiers during the Spanish colonization. My second-degree cousin also said his late father’s “lolo” (grandfather) had also bloody

skirmishes with the Spanish soldiers who had long abused our countrymen. No wonder that when I decided to settle down in Cebu with my children following a failed marriage and after 30 years of “struggles” in Manila where I obtained a Political Science degree despite being a working student and a “hardline” anti-Marcos activist (ironically, my uncle was a Marcos loyalist but he never interfered with my political leaning), I really felt something within strongly prodded me to live in Opon where I later found my roots really are. With this discovery, I have vowed to continue the legacy of Lapu-Lapu that serves no foreign or local master but only the interests of the people. The struggle continues until genuine change, peace and progress reign in our land.

that’s life spring” So, life is like the seasons, it keeps changing, so we have to remain positive and hopeful, knowing that by not giving up, we can always look forward to a bright future. Listening to Sinatra’s songs in some quiet place is one good way to reflect our life. Away from the humdrum of the city life and the deepening and sickening noises of politics and gossips, Sinatra’s songs would surely calm our nerves. Once these songs become part of our lives, we usually find ourselves instinctively and silently singing or humming these songs wherever we may be whether we are on the bus, train, jeepney, malls or even while waiting for our wife in the parlor while she’s having some haircut, hair coloring and manicure etc, etc. I remember a story many years ago when in one brainstorming session, some friends and I were planning to put up a community paper and they asked me what could possibly be my column’s title. Well, without hesitation I simply said, “That’s Life” I was waiting for them to ask me the whys and

Had they asked me, I could have told them “well that’s Frank Sinatra song and since I like his songs, that’s why”. Actually, my favorite is Sinatra’s “Cycles” because it best describes my whole life particularly the line that goes ” life is like the season after winter comes the spring… So I keep my head up high and see what tomorrow brings….” I’d normally say “ that’s life “ when I’m at loss for words to explain and rationalize some going-on in this world -- things I can’t control and change; myriad problems I can’t solve and understand or some mysteries I can’t unravel. And I don’t even have to rack my brain to solve these life’s puzzles simply because, I know, they will always be here in our midst to tickle our existence. So at my wits’ end trying to find answers to these problems, I’d just say, “I think that’s life.” With my “That’s Life column, for years, I have been writing about the less serious stuff – things that will surely buoy the readers’ spirit, make them laugh, and give them some re-

Sa habig ni Mayor Labella, well, naa gyud nay mga changes kay lisod man pud ibutang kining mga loyal sa past admin, pero let’s wait and see.. everything remains to be seen… spite from your daily backbreaking chores. Tackling these mundane things is my way of conversing with them and like any kind of conversation; it should always be a two-way process – writing my pieces and then, reading on their feedback. Oh, before I forget, another song that comes to mind is That’s All, it’s another Sinatra’s piece about love. And I would rather not expound it because it would only drain me emotionally as I reminisce those unforgettable moments that I’d experienced in a real game of hearts. I’d rather quote Benito F. Reyes’ poem: “Read! read the answer in my eyes And in the quiverless muteness of my lips. For there are things that are voiceless And would be told only in the silence. And now, let me just drop into my favorite Tim Horton coffee shop to sip my favorite double-creamdouble sugar large coffee. It’s my way of letting go life’s cares and enjoy life’s little pleasures. cash transfer program of the Philippine government under the Department of Social Welfare and Development. “The taxes that you paid ato-a g’yud nang gibalik sa katawhan in the form of projects ang programs as well as purchase of heavy equipments, ambulances and motorcycles,” Diamante said. He added that under the Diamante administration, several projects have been accomplished like the school buildings, electrification program, anti-drug campaigm and the maintenance of peace and order and deliverance of health services. Diamante said the municipality has also established a One-Stop-Shop Negosyo Center for the easy processing of business permits. With their new mandate, the Diamante brothers promised to build a multi-million two-storey public market and more new roads to facilitate the easy transport of farm goods from the mountain barangays to the town center.

GUERRERO BLINDED BY HIS ‘TRUSTED MEN?’ WAS Customs Commissioner Rey Leonardo “Jagger” Guerrero only blinded by his trusted men when the bureau auctioned off in April 114 bags of tapioca starch that was later found out to be containing P1.8 billion worth of shabu? The customs bureau had insisted that what it put up for auction in April was a shipment of tapioca starch and not shabu. “As far as the BOC is concerned, what was auctioned [off] in April was tapioca starch, which is highly perishable in nature,” the BOC said in a statement. Customs and PDEA agents seized the ship-
ment from the warehouse of Goldwin Commercial in Malabon, the auction’s winning bidder. The BOC statement further claimed that the bureau and the PDEA discovered the drugs hidden in aluminum pallets only on May 23, more than a month after
the containers of tapioca starch were auctioned off allegedly as part of a sting operation. But Erastus Sandino Austria, district collector of the Manila International Container Terminal, said before the confiscation that they had received inContinued on page 7

I KNOW MANY eyebrows would be raised upon reading my claim that I am a descendant of LapuLapu, the first Asian warrior to resist foreign invasion in the 16th century. Datu (chieftain) LapuLapu, also believed to be a Muslim Imam (Islamic religious leader) from the Tausog tribe, led a bloody dawn battle on April 27, 1521 against the advancing Spanish colonizers subsequently killing their leader, Ferdinand Magellan, a Portuguese navigator in service of Spain whose fleet was the first to circumnavigate the world. A Tausog friend had also told me that the warriors who served as reinforcement forces of LapuLapu during the historic Battle of Mactan actually came from Sulu. A lumad (native) from Camotes Island had also revealed to me that LapuLapu died of old age in their island. Just recently, before the mid-term polls, I met

Junex Doronio a woman community organizer and she was surprised to see my pocket calendar (my sort of campaign material when I ran for congressman for the lone district of Lapu-Lapu City last elections) that I claim to be an “Apo Ni Lapu-Lapu.” She said that she is also a descendant of Lapu-Lapu but her great grandfather had to change their surname to Hera. They eventually settled down in Talisay, Cebu to prevent possible annihilation of their clan when
another wave of Spanish forces arrived in the country after the humiliating defeat of Magellan. Perhaps some families of Lapu-Lapu had no choice then as they merely heeded the natural instict of self-preservation and by adopting a less suspecting surname or even converting to Catholicism could be their way to preserve their clan. In the case of my clan, our forefathers sailed from Mactan island toward the northeastern tip of Cebu island and settled down in a fishing village of Borbon. So my great grandfather and his brothers must have opted to adopt “Mundo” as their surname. This would serve as a subliminal reminder that their forefather, Datu Lapu-Lapu, vanquished Magellan whose fleet was the first to have circumnavigated the globe. Mundo is the Spanish word for globe.
