Duterte orders sacked BOC employees

The Philippines can file this unilaterally with the UN Commission on the Limits of the Continental Shelf. China cannot invoke historic rights under its nine-

dash line claim which has already been ruled without legal effect by the arbitral tribunal. China’s own extended continental shelf does not overlap with the extended continental shelf of the Philippines in this maritime area. • The Philippines can send on patrol its 10 new 44-meter multi-role response vessels that were donated by Japan for the use by the Philippine Coast Guard. These vessels are ideal to patrol our Exclusive Economic Zone in the West Philippine Sea to drive away foreign poachers. This will assert our sovereign rights over this resource-rich maritime area in accordance with UNCLOS, and bridge the gap between the rule of law and the rule of justice. • The Philippines can welcome and en-

courage the Freedom of Navigation and Overflight Operations of the U.S., U.K., France, Australia, Japan, India and Canada in the South China Sea, including the West Philippine Sea. The naval and aerial operations of these naval powers, which are in conformity with UNCLOS and customary international law, have increased in frequency since the 2016 arbitral Award, and are the most robust enforcement of the arbitral Award, bridging the gap between the rule of law and the rule of justice. • The Philippines can send its own Navy to join the Freedom of Navigation and Overflight Operations of these foreign naval powers to assert, on behalf of the Philippines, that there is an Exclusive Economic Zone in the West

Angara wants fixed salaries for barangay officials

SAYING it is high time that the barangays should be given more attention by the national government . Senator Juan Edgardo “Sonny” Angarahas re-filed Senate Bill No. 136 or the proposed Magna Carta for Barangays that seeks to ensure barangay officials and employees would be receiving a salary and additional benefits that are commensurate to the roles that they play. “Tuwing may problema, ang barangay ang unang tinatakbuhan ng tao para humingi ng tulong. Sila ang unang rumeresponde sa mga krisis pero sila ang huli lagi pagdating sa mga benepisyo,” Angara noted. Under the Angara bill, barangay officials would be treated as regular government employees. Aside from receiving fixed salaries, they will also be entitled to allowances, insurance, medical and dental coverage, retirement, and other fringe benefits. The barangay chairman would be entitled to the salary being received by a councilor in his or her city or municipality. An amount equivalent to 80 percent of the salary of a Sanggguniang Bayan member would be received by the six sangguniang barangay members. Also under the bill, the Sangguniang Kabataan (SK) chairman, barangay secretary and barangay treasurer, will get an amount equivalent to 75 percent of the salary of a Sangguniang Bayan member. “Mahalaga ang trabahong ginagampanan ng ating mga barangay kaya dapat lang na makatanggap sila ng angkop na benepisyo,” Angara said. THE Bureau of Customs [BOC] under the stewardship of Customs Commissioner Rey ‘Jagger’ Leonardo B. Guerrero and the Manila International Container Port (MICP) District Collector Guillermo Pedro ‘Jay’ A. Francia recently seized four shipments from China containing misdeclared agricultural products worth P 15.5 million. According to Coll. Francia, the misdeclared shipments which arrived at MICP on separate dates last month were issued corresponding alert orders after examinations conducted by BOC officers revealed that there are discrepancies in the weight and declared value of the shipments. “Huli po lahat ng CIIS MICP yan, sir. Tayopo

nag-request na ma-alert ang mga yan, sir,” bared Alvin Enciso, Customs Intelligence and Investigation Service chief at the MICP, in his text message to ACTion. Based on x-ray and physical inspection, one of the four shipments was declared as 3,300 boxes fresh apples but the containers were actually found to contain red onions. Two of the ship-

ments were declared as red beans but were found to contain 5,300 sacks of refined sugar. Another shipment was declared as 1,058 packages of t-shirts but actually contained 200 sacks of rice, 1,300 packages of other food products, 30 packages of medicine and 425 packages of other nonperishable items. The seized sacks of onions were estimated

to be worth 1.8 million at market price, while the seized sacks of refined sugar is estimated to be worth P9.6 million. The sacks of rice and other merchandise were valued at P4.1 million. BOC heightened its efforts against the smuggling of agricultural products in a bid to improve revenue collection and protect our local farmers.

BOC imposes provisional safeguard duty IN LINE WITH the Bureau of Customs’ commitment to protect domestic industries and producers, the BOC on June 17, 2019 issued Customs Memorandum Order (CMO) No. 28-2019 which imposes a provisional safeguard

duty on imported ceramic floor and wall tiles. The said duty shall come in the form of cash bonds and shall be imposed in the amount of P3.00/kg of imported ceramic tiles. In a statement, the BOC

said the CMO is pursuant to Department Order No. 19-06, series of 2019 which was issued by the Department of Trade and Industry (DTI) as it implements Section 8 of R.A. 8800 also known as “The Safeguard Measures Act”

Hope no ningas cogon for Mayor Isko WE ARE hoping that the new Manila Mayor Isko Moreno Domagoso would not be ningas cogon or a mere flash in the pan when he cleared Manila’s streets with illegal vendors and other obstructions in just two days. He even claimed that he was offered P5 million a day just to abandon the campaign. Clearing Manila streets of illegal vendors is one of the campaign promises of Moreno, and this was immediately accomplished and many netizens were delighted that streets are clean. During the time of former Manila Mayor Joseph Estrada, majority of Manilenos deplored the vendor menace and lack of order in the Capital city, saying Manila should be

the smartest city in the country as the capital. Moreno said vendors operating in and around the capital should be moved to designated points to allow for the free flow of human and vehicular traffic in the city. It can be observed that the busy streets in Divisoria have been cleared of sidewalk vendors, two days after Manila Mayor Isko Moreno took his oath of office. Divisoria is one of the many streets in Manila that were occupied by illegal vendors and making it impossible for vehicles to pass through that main road. Now, Moreno boasts that in just 48 hours, the Manila streets, including Blumentritt, Sta Cruz, Carriedo, Quiapo and

Jerry Barcelo even infront of the Manila City Hall were cleared of illegal vendors. Some vendors, however, bargained to get some parts of the streets back. The mayor said he will allow the vendors to make a living while following legal processes. Moreno admitted that he was alarmed when

He said vendors occupied almost all the entire streets and sold their wares openly and leave tons of trash ad in the process blocked traffic. Duterte eyes BRT, MRT completion in Cebu before term ends By RICO M. OSMEÑA PRESIDENT DUTERTE wants the Cebuanos to enjoy the comfort of the Integrated Inter-Modal Transport System (IIMTS) like the the Bus Rapid Transit System (BRT), Monorail Transit System (MRT) and cable system before his term ends in 2022. This was revealed by Department of Transportation (DOTr) Secretary Arthur Tugade who recently conducted site inspections on Cebu City roads for the construction of the BRT, MRT and cable system. He was with the officials from the World Bank (WB) and Kunwa Corporation. “The BRT, MRT and the cable system will partially be operational by the 4th quarter of 2021 as everything are on the drawing board like the detailed engineering, phasing out and the costings,” Tugade said. In a separate interview, DOTr Undersecretary Mark Richmund de Leon said the BRT will continue and the narrow streets in Cebu City where the BRT will be passing through will have no dedicated lanes for buses. Earlier reports disclosed that Udenna Infrastructure Corporation and its foreign partner were granted by the DOTr the original proponent status (OPS) for the proposed Cebu Railway Project under an unsolicited proposal submitted to the DOTr last year. The awarding of OPS to Udenna has temporarily closed the doors for other proponents to the MRT project in Metro Cebu.

This will ply the routes from Cebu City to Lapu-Lapu City with 20 buses, Cebu City to Danao City with designated special stops in the towns of Consolacion, Liloan and Compostela with 45 busess and Cebu City to the town of Sibonga with designated special stops in the cities of Talisay, Naga and Carcar and towns of Minglanilla and San Fernando.
