Pass Rights of Nature bill, Congress urged

AN ENVIROMENTAL GROUP has lobbied Congress for the immediate passage of the Rights of Nature (RON) bill that will ensure the right of the ecosystems and natural communities to exist and flourish and the people, communities and governments will also have the authority to defend those rights on behalf of those ecosystems and communities. “If corporations were given rights by our legal system, why not give rights to the ecosystem? Corporations did not exist naturally; they were created by humans. Unlike corporations, environment and human persons are of the same stature, both human and nature came from the same source. They exist and coexist to fulfill their roles in the whole web of life. It is just but fitting to accord rights to nature too, just like humans,” said Yolanda R. Esguerra, national coordinator of the Philippine Misereor Partnership Inc. (PMPI). At the same time, the PPMPI has asked President Duterte to uphold the constitutional mandate to protect natural patrimony and stop destructive development, foremost of which is the multibillionpeso Kaliwa Dam project and various land-reclamation projects in coastal areas. The PMPI revealed that the China-funded Kaliwa Dam to be built in Infanta, Quezon, would displace and further uproot the indigenous Dumagats from their ancestral land in the Sierra Madre mountains.

PRESIDENT Rodrigo Duterte on his 4th State of the Nation Address praised the Bureau of Customs (BOC) for collecting P585 billion in 2018 despite the continuing corruption in the agency. On Monday, July 22 during his 4th SONA delivered before the Joint Session of Congress , the President reiterated his zero tolerance for corruption. “I have fired or caused the resignation of more than a hundred officials and appointees of gov-

ernment,” Duterte said. “Without regard to relationship and friendship and alliance, there is no sacred cow as the same goes in my administration.” Dutertehad earlier placed 64 personnel of Bureau of Customs (BOC) under floating status because of their supposed link to corruption. However, only 52 were “invited for audience” with Duterte last July 18 in Malacañan Palace. The President also directed the filing of administrative charges against the allegedly corrupt BOC

officials before the Office of the Ombudsman. It was gathered that in April this year the BOC exceeded its collection target by 3.3 percent or a surplus of PHP1.7 billion. The BOC–Financial Service, last month’s collection exceeded its target of PHP51.604 billion when they collected some PHP53.33 billion. “The Bureau was expected to collect PHP51.604 billion in April, but because of our stringent monitoring and continuing efforts to enhance our revenue collection capabilities, we were able

to collect PHP53.33 billion which is higher than the target revenue,” Customs Commissioner Rey Leonardo Guerrero said. Based on the preliminary report, 12 of the 17 collection districts were able to hit their respective targets -- the Manila International Container Port (MICP), Port of Limay, Ninoy Aquino International Airport (NAIA), Port of Cagayan de Oro, Port of Subic, Port of Cebu, Port of Davao, Port of San Fernando La Union, Port of Iloilo, Port of Tacloban, Port of Zamboanga and Port of Legaspi.

VICO SOTTO VOWS TRANSPARENCY AS HE PROMISED to be transparent, Pasig City Mayor Vico Sotto has ordered a physical count of the local government’s supplies after the Commission on Audit (COA) discovered that it cannot account for P1.464 billion in 2018. Beware of 23 food products! AT LEAST 23 food products and supplements are being sold in the market without certificates of registration. The Food and Drug Administration (FDA) has warned the public that the consumption of unregistered food products and supplements may pose health risks to consumers. “Since these food supplements have not gone through evaluation process, the agency cannot guarantee their quality and safety,” the FDA noted. Among the unregistered supplements are Rapidcell Therapy Vitamin E, Rapidcell Calcium and Vitamin D strawberry flavor, Rapidcell Therapy multi vitamins for kids, Thyronol Dietary Supplement and Rapidcell Therapy Magnesium orange flavor. FOR YEARS, the Philippines has adopted the presidential form of government badly copied from the former colonial master, the United States of America. And for so many years, the Philippines has remained underdeveloped and corruption has been mastered by political dynasties. It is now high time to bite the proverbial bullet to speed up modernization and uplift the quality of lives of our people through the establishment of a federal-parliamentary system of government. For me, for a federalparliamentary system to be successful in achieving unity, peace and progress for our archipelagic country and multicultural people, the political dynasties MUST be dismantled. This should be non-negotiable. Federalism would mean that the local government units (LGUs) will now have a bigger share in their Internal Revenue Allotment like receiving 80 percent while the 20

Junex Doronio percent goes to the federal government. I think it is more practical to have only five states, namely Luzon, Metro Manila, Visayas, Mindanao, and Bangsamoro. On the other hand, under a parliamentary system there is no more need for two houses of legislature that only cause gridlocks in passing important bills into laws. The Members of the Parliament (MPs) will be voted upon based on their platform and program of action (not on sheer popularity) in their respective districts just like our present congressmen or representatives.

This means that even an MP from a smaller political party can be elected as PM by his peers based on his or her leadership qualities and not on popularity. Throughout the world, the most effective way of electing MPs is through a party-list proportional representational system. Voters select from a list of political parties and whichever party gets the most votes, gets the most number of MPs after the election. This system is designed to give all parties, including small parties, a proportional share of seats in the Parliament. In turn, the MPs will vote from among themselves the Prime Minister (PM) who will be the one running the government and the bureaucracy. The PM is the “primus inter pares” or the first among equals and he or she will be accountable to the people, through the Parliament which may – in case of corruption or betrayal of people’s trust -- vote him or her out through a motion of no-confidence.

The price of modernization MORE THAN 18 million Filipino workers will lose their jobs in the next five to six years due to factories and establishments resorting to robotics, automation and artificial intelligence (AI) in selling products. That’s the price of modernization. Only the capitalists will gain, while millions of hard working Pinoys will starve to death. This is according to labor group Trade Union Congress of the Philippines. But this corner still doubts that this would happen in the Philippines in the next five years as we are behind ten years from being an industrialized and modern country. ALU-TUCP National

Aldaba said workers, particularly in the agriculture, retail and manufacturing are now being impacted with only 1 employee left operating a machine in a production line that used to be manned by 5-10 workers. Alam nyo ba na ang balat ng croc skink ay halos kaparehas ng malalaking crocodile pero ang croc skink ay maliit lamang. Ang size ng female croc skink ay nasa 8 - 11 inches ang haba at ang male croc skink naman ay nasa 5 – 9 inches lamang. Sila ay maliksi at mahirap hulihin. Mailap sila sa tao. Sa mga balak magalaga ng croc skink, ang pinakamurang legal na mabibili n’yo ay 3k pesos bawat isa at meron nang DENR papers. May mga nagsasabi na meron din daw sa halagang P1.200 ang isang pares. Ang croc skink ay madalas nakatago sa mga bato o sa ilalim ng tubig. Alam nyo ba na may katangian silang mag- play dead pag na-threaten sila. Ang kinakain naman nila ay mga insekto katulad ng mealworm, crickets, dubia (cockroach) at maliit na isda. Katulad ng ibang lizard, kapag naputol ang

MANDAUE CITY -- While the City of Cebu is still looking for additional funds for its Senior Citizens(SCs), Mandaue City Mayor Jonas Cortes has assured that the financial aid for the city’smore than 18,000 SCs will have its increase by Php2,000 which will be released within this year. “I have promised our Senior Citizens in Mandaue that they will have an increase from Php 8,000 yearly to Php 10,000 and this Php2,000 will be released by December this yearin time for the Christmas season,”

For Philippine Coast Guard, small fisherfolk on Tañon Strait

CEBU GOVERNOR Gwendolyn Garcia has managed to come up with a “win-win” solution on the Tañon Strait controversy involving more than 30,000 fisherfolk who had complained of being arrested and their catch seized by the Philippine Coast Guard. The fisherfolk of Toledo City and 23 municipalities in Cebu province were relieved after the PCG agreed on a moratorium on arrest and seizure operation along the Tañon Strait after a dialogue called by Garcia. “I requested all the agencies involved especially those enforcement groups arresting and seizing motorboats of our small fisherfolk to this dialogue as complaints of this marginalized sector have reached my office and we

have to resolve this as this serves as livelihood for our small fisherfolk and their families,” Garcia said in her opening statement in a four-hour dialogue last week. The Tañon Strait is a body of water separating the islands of Cebu and Negros. Dario Ricaplaza, president of the Cebu Fishermen Federation, relayed the concerns of the local fishermen to Garcia. During the dialogue, Garcia raised the allegation about the proliferation of illegal fishing in some parts of northern Cebu, particularly in San Remigio town. San Remigio Mayor Mariano Martinez vehemently denied the allegation and assured that his administration will not tolerate such illegal activity. Commodore Ronnie Gil Gavan, PCG-Central

Visayas chief and concurrent director of the National Coast Watch Center, also stressed that the PCG is relentless in going after illegal fishing activities in the area. Apparently moved bythe governor’s plea, Gavan has declared a moratorium on arrest and seizure operation. “There will be moratorium on arrests and seizures among small and medium scale commercial fishing along the Tañon Strait,” Gavan vowed in front of the fisherfolk and local government executives. “But please, we just wanted to make sure that these small and medium scale commercial fishers have their licenses from Maritime Industry Authority, Bureau of Fisheries and Aquatic Resources and the local government units,” he stressed.
