Store your bin within your property on non-collection days
Collection day Your collection day should stay the same, but check this on the sticker on your wheelie bin. It contains your property’s address, including the rubbish pickup day. Your wheelie bin needs to be kerbside by 7am for collection. Bins must be kept within your property on non-collection days. Note: If your sticker falls off you can mark the bin with your address. If you move house the bin must stay at the property.
RFID tag Your bin has a radio frequency identification tag (RFID). This gathers data on how often the bin is collected. For those who produce less waste, we are offering a fortnightly service that residents must opt in to.
For those that opt in NCC will check how often the bin is emptied using the RFID tag. A reduction will be applied to next year’s rates for households who only place their bin on the kerb every second week.
Bin size Your new wheelie bin is 120 litres, the same as the previous volume of two 60 litre rubbish bags. Along with three 45 litre recycling crates - this should be enough for most households. In the interests of reducing waste going to landfill, this is the maximum and not a target. If you have excess rubbish, you can take it to the Redclyffe Transfer Station on Springfield Road or use an alternative rubbish collector at your expense.
Where to place your bin kerbside Placement of your wheelie bin is really important on collection day. Our contractor Waste Management will be using a rubbish truck with an automated side robotic arm. Please see instructions below:

Organic waste home options Composting is a form of waste disposal where organic
waste decomposes naturally under oxygen-rich conditions. Compost is full of good nutrients and is used to fertilise plants and gardens. It also improves soil condition and helps with holding water in your garden beds and lawns.
Worm Farming involves feeding organic waste to special breeds of worm that thrive in food waste. The worm castings (worm poo) and organic liquid (worm tea), are extracted from the farm and used as a rich garden fertiliser.
The Bokashi Bin is a Japanese system that pickles your waste (bokashi means fermentation) and is perfectly suited to small indoor spaces (it won’t smell).
Food waste is added to the bin(s) then a sprinkling of a specialised bran that contains good bacteria is added. After several weeks, contents can be dug into your garden for further disposal. The NCC Waste Team aims to support residents on their organic waste journey. Omarunui Landfill All contents of Napier and Hastings kerbside collections are disposed of at Omarunui Landfill where it could stay for hundreds of years! Shockingly our region’s landfill is filling up much faster than expected. This is due to our communities growing consumption, and recyclable and compostable materials still being thrown out. As organic waste decays it creates toxic gases, mainly methane (which is a greenhouse gas 20 times stronger than CO2) and a toxic soup of nasty liquid chemicals. Both are costly to deal with and a danger for our environment. Let’s fix this together.
In 2019 over 93,000 tonnes of waste was received at Omarunui Landfill. There has been a 25% increase over the last four years. We estimate this will be closer to 100,000 tonnes in 2020.

What happens if I put prohibited items in my bin?
There are several reasons behind this change. It was confirmed by Council in September 2018 through the Hastings District Council and Napier City Council Joint Waste Management and Minimisation Plan process, which included a public consultation.
Bin contents will be checked at random and after three breaches your service will be removed.
There is a health and safety issue to consider for the staff with the repetitive lifting and throwing of rubbish bags into a rubbish truck. Bins will remove the sight and smell of waste from bags ripped open by neighbourhood pets, vermin and seagulls. This also prevents thousands of single use rubbish bags from being disposed of in our landfill.
How is this being paid for and can I opt out? The kerbside rubbish collection service will continue to be funded as it is now, through a rates payment charged to all addresses in the kerbside collection service zones. No, you can’t opt out if you’re in this zone.

What if I need help to put out my bin on collection day? We will be offering an assisted collection service for those residents with physical limitations and don’t have anyone such as a neighbour to help with their rubbish on collection day.
