Erno Becomes Newest Commander of DLA Distribution Sigonella DLA Distribution Public Affairs
Cmdr. Vincent V. Erno relieved Capt. Pamela Dozier as commander of Defense Logistics Agency Distribution (DLA) Sigonella during a change of command ceremony May 23. The ceremony was officiated by DLA Europe and Africa commander Army Col. Theodore B. Shinkle. Dozier, who took command in September 2015, led the distribution center during a critical time of exponential growth in the scope and velocity of DLA Distribution Sigonella’s operations. DLA Distribution Sigonella operates the highest turnover of the Material Processing Centers (MPC) and during Dozier’s tenure over half of a million material movement transactions were either transshipped or processed through the MPC. Erno is a native of San Diego, California. He graduated from Southern Illinois University at Carbondale in 1999 with a Bachelor’s degree in Aviation Management. He also obtained a Master’s degree in Business Administration and Supply Chain Management in 2009 from the Naval Post Graduate School, Monterey, California as well as a Master’s degree in National Security and Strategic Studies from the U.S. Naval War College, Newport, Rhode Island. He entered the U.S. Navy through Officer Candidate School in Pensacola FL, where he was commissioned an Ensign in November 1999. Officially activated April 1, 2004, DLA Distribution Sigonella was established to provide forward stock positioning support and enhanced physical distribution services in conjunction with an expanding regional customer base. NATO Forces Fuel Coupons: Explaining Your Tax-Free Benefit By Bartolomeo Di Muccio Foreign Tax Relief Program Director, Navy Region Europe, Africa, Southwest Asia
Automotive fuel (gasoline and diesel) and motor oil are made available to Department of Defense (DoD) personnel in Italy on a taxfree basis at a substantial discount over local market prices. The purchase of fuel & oil using tax-free coupons helps make fuel prices here comparable to those in the United States. The NATO Forces petroleum product (POL) coupons, valid from Oct 1, 2017 through Sept 30, 2018, are currently on sale at Navy Exchange (NEX), Army and Air Force Exchange Service (AAFES), and NATO Morale & Welfare Activity (MWA) outlets throughout Italy. The new liquefied petroleum gas (LPG) coupons valid from Oct 1, 2017 can also be purchased through NEX, AAFES, and NATO MWA outlets. NATO Forces tax-free fuel coupons must be utilized at authorized AGIP/ENI gas stations and LPG coupons must be used at AGIPGAS/ENIGAS dealers. A list of all
authorized gas stations and LPG dealers has been provided to retail sales outlets. It is recommended that eligible personnel ask the gas station if they accept fuel coupons prior to fueling their vehicle. Authorized gas stations are required to accept fuel coupons, but there are occasions where AGIP/ENI gas station attendants have refused to accept NATO Forces coupons. In the event that authorized AGIP/ENI dealers refuse to accept valid NATO Forces coupons, personnel should contact the CNREURAFSWA Foreign Tax Relief Program Office. If fuel has already been pumped, a valid receipt along with the name and address of the gas station and the fuel coupons that were not accepted must be provided to the CNREURAFSWA Foreign Tax Relief Program Office as they will request reimbursement from ENI on behalf of the customer. When requested, customers are required to show AGIP/ENI gas station attendants appropriate NATO identification. Also, if a gas station attendant asks you to sell or trade your fuel coupons, please report it as soon as possible to the CNREURAFSWA
Foreign Tax Relief Program Office. Customers are reminded of the following tax-free petroleum product regulations: - The ration amount and fuel type depend on the primary registered vehicle’s engine size, engine base horsepower and fuel requirement. Your monthly tax-free fuel authorization ranges from 100 liters to 400 liters maximum for automobiles while rations for motorcycles may not exceed 200 liters. For most customers, your tax-free fuel ration will accommodate your transportation needs. - The fuel coupons are required to be filled out by the eligible member for them to be valid. Coupons must include signature, plate number and date. Failure to complete a fuel coupon with all the details is considered misuse of the tax-free coupons, and the eligible member will be requested to provide a justification as to why the coupon was not completely filled in. It is important that the coupons are filled out at the gas station once the vehicle has been fueled, as the coupons must reflect the date they were utilized.
- The exact quantity in fuel coupons must correspond to the exact number of liters issued at the gas station. To facilitate this process, 1-liter and 2-liter coupons have been printed and are included in both 100-liter and 200-liter booklets. Also make sure that if you request a specific amount of liters, the gas station attendant fuels your vehicle for that amount of liters and not euros. Once you leave the gas station and you realize that the gas gauge doesn’t reflect the quantity you requested, it is usually too late to resolve. - Selling, bartering, lending or giving coupons or the product itself to any person, or buying or borrowing from any person, is prohibited. The illegal use of tax-free fuel coupons is a violation of the Uniform Code of Military Justice (UCMJ) and Italian law and may result in both the loss of an offender’s privilege to purchase tax-free fuel & oil and face legal penalties.
