NAS Sigonella Public Affairs The Naval Air Station (NAS) Sigonella Swordfish hosted a special 9/11 remembrance swim meet which included the Naples Tiger Sharks and Rota Tiburones swim teams at the Midtown swimming pool Sept. 11, officially kicking off the 2011 swim season. “Being overseas and away from America, I think this was a good way to pay tribute for the fallen men and women who lost their lives on 9/11,” Swordfish Booster President Jim Burke said. “I think it causes those that remember to reflect and those who weren’t born yet and out swimming today to think about the events that unfolded that day in history.” Swordfish coaches all agreed the meet went terrific and they were very pleased with the efforts given by their swimmers, but hope they (the swimmers) can use this swim meet as motivation SWIM, continued on page 12

This year, DoDEA is implementing a systemwide attendance policy for students in DoDEA schools throughout the world. This new policy is consistent with those found in many public schools throughout the United States. School attendance issues have been identified as a serious issue for children throughout the country and military children are no exception. DoDEA's new attendance policy provides specific guidance on attendance, absences and identifies support services for students at-risk for not fulfilling the grade or course requirements. It's not surprising that regular school attendance correlates directly with success in academic work, improves social interaction with adults and peers and provides opportunities for important

communication between teachers and students. Regular attendance also has a cumulative effect of establishing lifelong positive traits — responsibility, determination, respect for rules of society -- that are critical for developing career readiness skills, success in college and in life. Here are a few of the highlights of the policy: • All students are required to attend school for 180 instructional days per school year. • Academic penalties will not be imposed for excused absences. • Whenever a student needs to be out for more than five days, the teacher will provide a Student Educational Monitoring Plan to lessen the impact of a student missing instruction in class. • Excused absences can include: ATTENDANCE, continued on page 12

SIGONELLA, Sicily – Sailors working at NAVSUP Fleet Logistics Center (FLC) Sigonella attended an Enterprise Resource Planning (ERP) Expo here, Sept. 13. NAVSUP FLC Sigonella is implementing Navy ERP, a state-of-theart design, to standardize business processes across the Navy’s many commands. “Enterprise Resource Planning is the ability to standardize and really consolidate all your functions that you do in a corporation under one system,” said Harry Ornelas, ERP coordinator for NAVSUP Global Logistics Support (GLS). “It’s imperative for us to get the Navy under one process so we have a consistency in supporting the war fighter.” This single supply solution is to increase efficiency, more effectively respond to war fighter readiness requirements and provide the platform for future change. “For ERP, this represents a huge transformation for Navy supply systems,” EXPO, continued on page 12

The dedication that our Sailors and civilian counterparts have in the community atmosphere of Sigonella never ceases to amaze me and has not gone unnoticed by anyone. My goal is to ensure that we stay focused providing exceptional, timely support to our operational commitments along ensuring the ultimate safety, welfare and growth of not only our Sailors but also their families.

As stated earlier, safety is of the upmost importance. It is everyone’s responsibility to govern themselves accordingly. With these ever-changing times and the right sizing of the Force, we cannot afford missteps. What is Asset Management? By Gary Dion-Bernier NAVFAC EURAFSWA Facilities  Management Director Asset Management (a.k.a. Planning and Real Estate) is part of NAS Sigonella’s Public Work’s Department, Facilities Management Division. They are responsible for managing all Class I (Land) and Class II (Facilities) property. They develop short to long range plans for the installation, project documentation, and integrated priority lists for many programs such as; military construction, special projects, demolition, installation appearance, etc. They do this based on enterprise input and condition, capacity, and configuration analyses of assets. The main functions of the Asset Management Branch are: Space management – They manage physical space on the installation, and work with Supported Commands when their space requirements change. Serve as Community and host nation liaison when dealing with Facility issues. Site approvals – Ensure all planned work is in compliance with regulations, instructions, and safety requirements in accordance with master planning. Real estate coordination – Analyzes and recommends approval or rejection

of requests for use of government property. Works with private parties and community agencies to prepare draft agreements for disposing, licensing, and leasing of Class I and Class II property. Initiate DD Form 1391s and project documentation – Develop project documentation for Supported Commands. Internally generate requirements and submit completed

documentation to meet annual planning cycle dates. Prepare Installation Integrated Priority List (IPL) – Ensures approved IPLs are submitted to meet annual planning cycle dates. This is done by preparing IPL’s for military construction, special projects, demolition programs, and other programs for Commanding Officer review. Basic Facilities Requirements (BFR) support and coordination – This is accomplished by Developing and maintaining data to justify new construction, consolidation, and demolition. These functions are worked for both day to day Base concerns and to sup-

port the primary resource management process used by the Department of Defense (DoD) called the Planning, Programming, and Budgeting Execution Systems (PPBES). The PPBES is a cyclic process containing three distinct phases: planning, programming, and budgeting. The PWD’s role in the PPBES is to adhere to the policies and procedures, ensuring proper planning, programming and budgeting projects for the Navy, Marine Corps, federal agencies, and other DoD clients. The PWD’s input into the PPBES is prim a r i l y through several annual data calls (example is the annual MILCON submissions). Installation Plans Navy Facilities Excellence Plan serves as a set of overarching standards and principles that express the CNI vision for improving and maintaining Navy installations and facilities. There are a variety of plans that are specific to each installation. PWD Sigonella has successfully programmed in the last two years the following plans. LDO/CWO Package Deadline Approaches By MC3 Andrea Perez Navy Personnel Command  Public Affairs MILLINGTON, Tenn. (NNS) -- The application deadline for E6-E9 Sailors for the Fiscal Year 2013 Limited Duty Officer (LDO) and Chief Warrant Officer (CWO) programs is fast approaching, officials said Sept. 12. LDO/CWO applications must be postmarked no later than Oct. 1 for activeduty Sailors and Nov. 1 for reservists. Both programs provide the Navy with officers who are technical-based leaders and technical experts in key positions throughout the service, said Chief Warrant Officer Mitchell Allen, CWO community manager, Bureau of Naval Personnel (BUPERS). "Limited duty officers and chief warrant officers are technical experts selected from the enlisted ranks," said Allen. "LDO's become technical leaders, like commanding officers of schoolhouses or shipyard repair facilities, while chief warrant officers stay technical experts in their field often in repetitive assignments." It’s that time of week again! The game of the week is Steelers vs Colts. Who will the panelists go with this week... Dembinski: These teams are tied 2-2 in the series since 2001. This year, the tiebreaker will go to the Pittsburgh Steelers. Their defense has decided to play, evidenced by the shutting out a lifeless Seattle last Sunday. Roethlisberger threw for 0 interceptions (a turn around from 3 inWeek 1); Wallace and Ward both average 13.4 yac; and Redman and Mendenhall are around 4 ypc each. This offense matched with the Colts' defense, who allows an average 30 ppg, is going to mean serious scoring for the Steelers. On the flip side, the Colts' offense is weak. Manning's stand-in may as well be a cardboard cut-out with the way Collins is playing. The potential is there for big plays, with WRs Wayne and Clark. Yet, they just can't seem to make those 3rd down conversions when it counts, a success rate of only 11%. They're gonna choke and, with the help of Steelers Timmons and Polamalu, put the ball back in Big Ben's hands. So, make sure your terrible towels are in hand, because you will waving them with pride. I know my dad will be. This should be a good NFC South match-up. Tampa is ready to win one at home and Atlanta needs an on-the-road victory.

Both teams seem to be evenly matched, and I'm going to pick the Bucs for the W thanks to home-field advantage. McHenry: Apparently, GM2 Silveri found someone else to write down his thoughts in this week's Signature since his previous writer bailed on him last week as evidenced by his lack of a write-up. You went on leave? Right... Anyway, on to the picks. Until the Colts get a quarterback who can remember more than two plays and can hit someone farther than 5 yards, this is going to be a very ugly season for them. As for the other games, Atlanta will continue with illegal hitting, but it won't be enough to beat the Bucs: Tampa wins. And although I can't stand the Aints, oops, I mean Saints, I'm going to have to go with them at home over the Texans. As for college, my picks are Texas A&M, Alabama, and West Virginia. The defense is playing poorly, special teams are sad, and obviously Kerry Collins is way to old to attempt to step into the Colts complex offensive scheme. This pick is dedicated to Petty Officers Piccirilli and Darr, the most die hard Steelers fans I've ever met. Steelers win with ease, 38-17. Matt Ryan and the Falcons are too much for the Bucs, and they will win in Tampa Bay. I don't like any teams from Texas, so I'm going to pick against them every time no matter what. Saints win. Squall: The steel curtain is back and ready to ball after that embarassing loss to baltimore they have bounced back and are ready. They are 5th in pass defense and 12 in run defense. The colts without manning will have a horrible game no surprises. Terrible towels get the swinging because the steelers are back. Page: First of all....GO TITANS!! assuming that LTJG McHenry is sitting on pins and needles now that the Eagles lost and may have a rough road ahead without the $100 million man. Now he doesn't mean as much to the Eagles as Manning does to the Colts but didn't we just talk about that last week Chris? Let me know how Vince Young works out for you....Oh wait he's hurt too. Get use to that! This is a no brainer. The Colts have been handled easily without Manning at the helm. As a Titan's fan, I seen this coming as we've dealt with that over the last few years with Collins at QB. It's going to be a long hard road for the Colts this season and I will be surprised if they win 4 games this year if Manning is forced to miss the entire season. The Colts have always depended on outscoring their opponents and not as much on building a strong defense. Now without Manning and the same below par defense, they have lost that ability and it isn't going to be any easier against the Steelers. Mike Wallace will have a big day and the Steelers will win 38-10. This will be a shootout with two high powered offenses. The Texans may be missing a valuable part of their offense come Sunday with Arian Foster still struggling with a hamstring injury. At home the Saints just have something special and I think that will be too much for the Texans "without" Foster to overcome.

Just recently, we wrote an article about the new mandatory program, SIGONELLA SAFE. The program is the product of a community partnership between several entities, including FFSC, NAVHOSP, Security, NCIS, Chaplains, Legal, and CSADD. The goal of the program is to increase safety throughout our population by addressing high-risk behaviors that can lead to alcohol/substance abuse, simple assaults, DUIs and DWIs, motor vehicle accidents, sexual assaults, and suicidal and homicidal ideations. On September 14, 2011, the FFSC held a Sigonella Safe Leadership Training. The purpose of the training was to engage local and tenant command leader-

ship in providing feedback on each module. The presenters viewed the day as a final quality assurance check on the total program. The leadership training was a huge success. Input from local and tenant command leaders set the stage for in-depth discussions that provided sound suggestions for strengthening each module. These suggestions included generational themes, interactive techniques, subject matter content, and the possibility of creating wallet size “Sig Safe” cards printed with important phone information to keep people safe. All of these suggestions increase the validity of our information and ultimately, the power of the program. The actual launch of the program is scheduled for September 22, 2011. Final changes to the

modules are underway. All leadership suggestions are being incorporated into the final presentation product. On behalf of the FFSC and all of our partners, I would like to personally thank Capt. Feller and NAVHOSP SARP/NAVHOP Medical; NASSIG Security; NASSIG Chaplains; SAPR Coordinator; FFSC Counselors; NCIS; RLSO/Legal; CSADD; Capt. Butler; Cmdr. Italian Court says parents 'too old' to raise child Story by rte.ie A court in Italy has ruled that the 70 and 57-year-old parents of a toddler are too old to raise her and have recommended she be put up for adoption. The 18-month-old girl, known as Viola, was conceived with the help of artificial insemination after the couple's repeated applications to adopt a child were turned down on the basis that they were too old. Four judges in Turin in northern Italy ruled that "they (the parents) never thought about the fact that their daughter would be orphaned at a very young age, and before that would be forced to care for her elderly parents," the report in

La Repubblica newspaper said. The child is "the fruit of a distorted application of the enormous possibilities offered by genetic progress," they added. The court also heard that the couple had had problems taking care of the little girl, including a report that "she was kept in the nursery for five days because the mother didn't feel up to having her in the room with her." The couple were reported to social services by neighbours after they left the infant alone in a car for a few minutes late one evening, and Viola was immediately taken into care. The judges ruled that librarian Gabriella De Ambrosis, 57, and her retired husband Luigi, 70,

were driven by "a narcissistic need to have a child" and showed "indifference with regard to the child's perspective." The couple, who married in 1990 when Gabrielle was 36 and spent years trying to conceive naturally, are planning to appeal the ruling, their lawyer said.

Pistachio Festival to be held in Bronte It’s that time of the year again! The annual “Sagra del pistacchio” (Pistachio festival) returns to Bronte from Thursday, Oct. 6 through Sunday, Oct. 9. The festival celebrates the town’s pistachio industry. Bronte, a town located on the Western slopes of Mt. Etna has been awarded the title of “Italian capital of pistachio.” Bronte boasts a yearly production of nearly 30,000 quintals of pistachios (one per cent of the total world production) that are harvested every two years between August and September. Bronte is therefore considered the spearhead of pistachio’s production in Europe. That is why, in Sicily, this precious seed fruit is also nicknamed “green gold.” Romans firstly introduced the

cultivation of pistachio in Sicily importing it from the Middle East. However, it was the Arabs who actively grew, processed, and exported pistachio during the high middle age. That’s why the Sicilian words for pistachio are “Frastuca” (the seed) and “Frastucara” (the plant), they respectively derive from the Arabic words “Fristach” and Festuch.” In the Catania province, pistachio has been cultivated in the high mountain fertile volcanic soils of Etna since the second half of the 19th century thanks to its resistance to extreme weather conditions. Over the centuries, local growers have been living in “symbiosis” with the volcano, fearing it but at the same time enjoying the fertility

Festival goers browsing through the stalls can sample a variety of pistachio based dishes such as desserts, cakes, ice cream, honey, “Nutella” (hazelnut spread with a chocolaty taste) patisserie and savory dishes such as “Tagghiarini” (tagliatelle) and “Maccarruni” (maccheroni) home made pasta with pesto sauce (made as the usual pesto but replacing the basil with pistachio), Ravioli, “Salsiccia” (pork sausage) and “Arancini” (breaded rice balls filled with ragù and cheese). to improve the rest of the season. “I think it went wonderful today and was not only a learning experience for the kids, but the adults as well,” Sigonella Swordfish Assistant Coach Tracey Bonvie said. “It goes to show that we’re one big military family and that we’re working together. I think our team did wonderful, considering we started the summer with a lot of new swimmers and they’ve come a long way in a very short period of time. It goes to show they’re listening, dedicated and they’re putting up the effort which is really appreciated.” The Swordfish finished with a total of 350 points in the final standings which was second to Naples who took the crown with 547 points, while Rota closed up the standings in third with 18 total points. While the Swordfish didn’t take the top prize, many coaches believe it was a good meet to build on what they accomplished and learn from mistakes the swimmers made. “I swam for ten years and did really good at it, so I’m proud to come back and give back what my coach gave to me,” Yeoman Seaman and Swordfish Volunteer Coach Garza said. “It’s really different, when I’m at the swim meets, I want to be in the pool but it’s nice to see other swimmers apply the skills that you’ve taught them in the pool.” Overall, everyone was satisfied with the success of the swim meet, the experience and fun gained from the competitors and the fact that we as people can take something as simple as a friendly competition, and use it to remember those lost and still loved on one of our country’s darkest days so many years later. “The coaches have done a great job preparing all the swimmers and I want to personally thank our Meet Directors, Kelly Sabel and Blaine Peete for doing a fantastic job organizing this event,” Burke said. “I also want to thank the community and MWR for allowing us to use their facilities, but the Swordfish are expecting a great season this year.” The Swordfish’s next swim meet will take place on Oct. 8 and 9 as part of a “double dip” which will take place at NAS Sigonella Midtown swimming pool.
