Pure Praxis: Empowering Sailors to Become Active Bystanders By nicole Ybarra NAS Sigonella Public Affairs

NAS SIGONELLA, Sicily – On March 23 - 24, Sailors aboard NAS Sigonella were treated to a performance at the NAS 1 theater by Pure Praxis, a social theater group that uses performance education workshops to empower service members and provides the skills necessary to become active bystanders. The team is comprised of skilled and diverse performance facilitators and actoradvocates who explore complex and relevant topics through live, improvisational theater to engage the audience. Pure Praxis aims to promote social change through live, improvisational theater to recreate difficult real world situations that enable audience members to rehearse and brainstorm proactive responses. “Praxis” is the act of applying, engaging and practicing ideas, which is what differentiates Pure Praxis from any other training program on the market. It explores topics that are both complex and sensitive in order to empower participants. As part of the performance, volunteers were called onto stage to demonstrate their concepts of “manly” behavior. Participants also reenacted scenarios which allowed audience members to question the preconceived stereotypes of what it means to “be a man.” “I felt the training was extremely beneficial," said Mass Communication Specialist 2nd Class Christopher Gordon. USS Porter (DDG 78), a nuclear powered attack submarine assigned to Commander, Task Force CTF 69, two P-8A Poseidons assigned to CTF 67 and one P-3 Orion from the U.S. Navy’s 6th Fleet Patrol and Reconnaissance Wing 11. Dynamic Manta is held annually to provide operational training in anti-surface and anti-submarine warfare in order to enhance interoperability and tactical proficiency of participating nations, including France, Norway, Canada, Turkey, Germany, Spain, Greece, Italy and the U.K. Quick Facts: • The U.S. routinely practices interoperability and high-end warfare with allies and partners. Multinational training enhances interoperability among NATO allies allowing us to maintain vigilance to the degree necessary to promote a secure and prosperous region. • Porter, forward-deployed to Rota, Spain, is conducting naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe. Direct Line

Commanding Officer, Capt. Brent Trickel Hello Sigonella, it seems like it has been awhile since I have written a Direct Line. March has been a great month although the weather has been somewhat unpredictable and reminds me of where I grew up in Missouri. The Active Duty Fund Drive in support of the Navy Marine Corps Relief Society has been a huge success and I want to thank Capt. Chris Parker for being the Chairman and Lt.j.g. Kaitlyn Franz and Chief Kasey Waldron for leading the fundraising effort. There have been scores of other volunteers as well so thank you for your efforts. Hopefully Sigonella can lead the entire Navy/ Marine Corps worldwide team in per capita contributions again this year. I would also like to recognize the lifesaving actions of several of our Sigonella citizens. On Saturday, March 18 an individual suffered a serious heat stroke during the Base to Base 7.6 mile run. The events following the heat stroke undoubtedly saved his life. MA2 William Wilson from NASSIG Security was the first responder to the scene. Due to his quick thinking and early recognition of the severity of the situation, he acted immediately and called for an ambulance. Lt. Eric Wright, an ED nurse, was with the ambulance at the last water station by the railroad tracks which allowed for a fast response so that rapid cooling could begin. The emergency department staff, led by

Dr. Derby, did a phenomenal job. Paul Sanchez and Lt. Mary Sivulich and others were professional and compassionate with the family during this serious situation. The staff did a great job keeping the family updated on the progress despite the urgency of the situation.Because of the individual’s condition, they were transferred to Ospedale Garibaldi. The family was met at the ED by Agata Lombardo, one of the Tri-Care translators who was not even on call that weekend. Nevertheless, she spent several hours of her Saturday afternoon with the family giving updates and translating for them. The family felt the care they received at the Ospedale Garibali was excellent. The doctors and nurses were very good and the care was no less than they would have received anywhere else. It seemed that anyone who spoke any English came by to help put the family at ease. Translators Anastasia Caruso, Aldo Bilinceri and James Conselmo also helped navigate the care and discharge. Throughout the hospitalization, Lt. Joshua Lange, the family case worker, was a phone call or text away. The key to survival and recovery with heat stroke is time. In this case, all of the things that needed to happen to keep this individual alive and ensure a full recovery were done perfectly, at the right time and in the right order, from beginning to end. Great job, Sigonella!

Interactive Customer Evaluation Comment regarding “DODEA Employees Parking in the Commissary Lot”:

Sir, it has been very difficult to find parking at the Commissary/NEX during the week due to the number of faculty members from the school who park in the Commissary customer parking spots. As a result, many customers have to walk from the NEX or even the MWR parking lot. By 0800, the parking lot is over half full of faculty members parking in the Commissary customer parking. Many times when brought to the attention of those on patrol or Security in general, the response has been less than impressive. Can those on patrol enforce the parking rules stated on the signage at the Commissary parking lot?

Thank you for your observation and feedback. Based on your comment I personally observed the Commissary parking lot today in the morning (March 14) and witnessed exactly what you described. I informed school leadership this

is not acceptable and that DODEA employees are not to park in the Commissary parking lot during the performance of their duties at the school. We all need to do a better job of obeying parking policies. The Commissary and NEX parking lots are to be used only by customers and employees of the Commissary and NEX – no exceptions unless approved by me. If there are times when there is a higher than average demand for parking on NAS I that would require overflow into the Commissary / NEX parking lot then a notice will be put out (e.g. Advancement Exams, special event, etc.). Additionally, I noticed that there are citizens abusing the spots in the Commissary parking lot reserved for those conducting business with DODEA (15 minute and one hour spots) and this also needs to stop. In the future violators of stated parking policies may be subject to a loss of base driving privileges for anywhere from one week to several months. I have taken a personal interest in this issue and will be paying more attention to parking violations in the future.

I wanted to recognize the outstanding customer service I recently received from Petty Officer Demopoulos at the Fleet Mail Center. He was courteous, professional and at the ready. During the process he identified an error in the mailing address on a piece of mail. This demonstrated attention to detail and showed that he cared. Comment regarding “Italian Landlord”:

Mr. Faulk and Mr. Marino were very helpful with my checkout and I greatly appreciated having them. My complaint is with my landlord Valeria Farina. My experience with her was horrible and I am requesting that she no longer be able to rent to Americans. Mrs. Farina was a non-responsive landlord and over the three years I rented from her, paying 1080.00 euro per month it is unacceptable that she would refuse to fix extensive mold issues until I withheld rent. I tried to involve my Chain of Command CDR John Broom, occupational health CDR Biascin, and preventative medicine officer LT Brenda White after Mr. Giovanni Castro from housing was unresponsive and unhelpful to my complaints. Mr. Castro kept telling me there was nothing he could do, that he expressed my concerns to the landlord and told me the only thing for me to do was

Name: BU2 Brian Monaco Dept: Public Works Department Hometown: Weatherford, Texas Managing the trouble calls, work orders and building projects for all tenant commands at NAS Sigonella is a little different than what Builder 2nd Class Brian Monaco is used to, after being at a battalion for the last five years, but he does it with an eagerness to learn. “I am an FMS (Facility Manager Specialist) and so far it’s been completely different from what I am used to,” said Monaco. “But I’m learning and this job has a lot of great opportunities.” Since checking aboard in October, Monaco has taken on the role of Active Duty Fund Drive coordinator for Public Works Department, and is enjoying his work so far. “My favorite part of the job is the interaction I have with different commands,” said Monaco. “I get to talk to other people around base who I normally wouldn’t meet or get to know and I enjoy that aspect of my job.”

Dear Ms. Foster, Thank you for submitting your comments. I apologize for your experience with your landlord; not all landlords are responsive as others. As you know there are no laws governing mold abatement in Italy. Preventative Medicine does not provide services outside of the base, and even if they were able to inspect, the inspection report would not have any bearing on the landlord or in court. In Italy it is the tenant’s responsibility for mold and moisture prevention. As you are probably aware, the building materials, age and layout of the structures are not very good for prevention of moisture and mold. As to the responsiveness of the Housing office there are many steps to they can take to ensure a timely response from the landlord. The Housing Office may send a certified letter which requires waiting for a response or confirmation that the notice has been received as part of the notification process. If a landlord is unresponsive, or the Housing Office has had numerous problems with the landlord, they will be removed from the list of available properties. In this case the landlord has decided not to continue to list their unit with us. After work, Monaco likes to spend time with his wife and two-and-ahalf-year-old son, along with a few hobbies. “I enjoy hanging out with my family. I do some projects around the house, build stuff, but what I really like to do is leatherworking,” said Monaco. “I like to make wallets, passport covers, bags and things.

My dad also enjoyed leatherworking because he really liked Native American culture and passed down the hobby to me.” While still fairly new to the island, Monaco and his family have enjoyed their stay so far. “Sicily is fantastic – the food is great, and it’s beautiful here,” said Monaco.

Sexual Assault Awareness & Prevention Month 2017

NAS SIGONELLA, Sicily – The Sexual Assault Awareness & Prevention Month (SAAPM) is an annual, worldwide event that occurs every April. The purpose of the month is to bring awareness to a serious problem within our ranks and also to reinforce prevention through a series of events throughout the month. This year, we will kick off the month with a proclamation signing attended by the installation leadership as well as the leadership from our tenant commands. We will follow the signing with a short awareness walk from the galley to the front of the HQ building. All are welcome to join us in the event. Every Tuesday throughout the month, all civilians on base are encouraged to wear the color teal in a show of solidarity on “Teal Tuesdays”! On Thursdays, ALL HANDS are requested to submit a SAPR-re-

lated tweet or Facebook post to further spread the message. This is affectionately called “Twitter Thursdays”. On the first three Wednesdays, there will be self-defense classes instructed by MAC Delilah Clymer and team at varying times. These classes are open to all hands and all ages. On Friday, April 14, there will be a clothesline project featuring handmade/designed t-shirts with SAPR messages which will be hung on the NAS I main gate fence line where they will remain for the duration of the month. On April 21, there will be the first annual SAAPM 5k beginning at the NAS 2 Fitness Center at 0700. The first 100 runners will receive a free SAAPM T Shirt designed by our tshirt design contest winner (who will receive their award after the race). Prizes will be awarded to the first place male and female runners. The race will be followed by a teal, human ribbon photo in front of the gym.

On April 24, the Galley will be providing teal-colored desserts during lunch. And on April 27, there will be a mannequin challenge with a SAPR Facts display outside of the Galley at 11:30. The month will wrap up on April 28 with the judging of the SAAPM Quarterdeck Decorating Contest and presentation of an award to the winning command at the Victim Advocate and SAPR POC Appreciation Luncheon held at the midtown bowling alley at 1100-1300. Throughout the month there will be AFN radio spots reminding everyone of our upcoming events. The commercials were created and produced by MA2 Justin Shoemaker and AM2 Josh Gilman. Special thanks to CE2 Patti Morris and CE2 Achilles Ison for designing event flyers and to BUC Travis Young for designing/crafting/donating our SAAPM Quarterdeck Contest plaque. Panico Breaking Barriers as First Female Coach of Male National Team Story by ESPN FC

Just two days after becoming the first woman to coach a male Italian national team, Patrizia Panico enjoyed her debut victory with the Under-16 side. The Azzurrini secured a 3-2 win over Germany during a friendly at the Stadio Bentegodi, successfully redeeming themselves following their 4-1 defeat in the same fixture on Wednesday. In what was an atmospheric encounter in Verona, the game also saw the first ever penalty cancelled in Italian football thanks to the use of VAR experimentation. “The lads have proven that they are the real deal,” said Panico. “They have done what I asked of them, playing with great intensity and showing the character and temperament that was slightly missing during the first game. This type of thing makes all the difference at the international level. With Paolo Nicolato we tried to focus on the team’s character and today you can see that we have succeeded in doing so.” Italy's all-time leading goal scorer becomes the first female coach to hold such a prestigious role, but she is optimistic it will not be a novelty to see women in such positions in future. "I think we still have to knock down plenty more walls and this is a decision which could help make them fall down," Panico, who was the Serie A top goal scorer a record 12 times, in addition to being Italy's most-capped player with 204 appearances and leading goal scorer with 110, said. "To be the first female on the bench of a men's national team is certainly a great achievement and I like to think that my first time could also represent the first time for any of my colleagues. This is just the beginning, not the point of arrival. I've never received so many calls, not even when I played the semifinal of the Champions League. The most gratifying part about it all is really the thought that this is just the beginning.” Panico, who scored over 700 career goals, was appointed as assistant coach to Daniele Zoratto last year, but he informed her that he will be absent next week as he instead assists with Italy's U19s in their European Championship elite round fixtures, placing her in sole command. "I didn't have any idea that he was not going to be here, but I think it's a good thing considering I'm his assistant," Panico said. "He told me the news in person and I cannot tell you what the first word I said was." Panico, 42, ended her playing career just a year ago, and begun her new career in charge of back-to-back fixtures with Germany last week. Navy Lays Wreath at Texas Capitol Vietnam Veteran Memorial during Navy Week Austin By Mc2 Zackary Alan Landers Navy Recruiting District San Antonio Public Affairs

AUSTIN, Texas (NNS) -- To honor Vietnam veterans during Navy Week Austin, Vice Adm. Raquel Bono, director, Defense Health Agency Medical Corps joined by Navy Vice Chief of Information Rear Adm. Robert Durand, the U.S. Navy Ceremonial Guard Drill Team, local area Sailors, Texas Association of Vietnam Veterans, and Texas state representatives, assembled at the Texas Capitol Vietnam Veterans Memorial Monument to lay wreaths. The monument honors the men and women of Texas who served with courage and dignity in the Armed Forces of the United States of America during the Vietnam War. Entombed within the monument are the names of 3,417 Texans who gave their lives so others might be free. "We are honored to have the Navy represented here today and appreciate the contributions that the Navy has given to the state and our country," said Robert Floyd, chairman of the Texas Vietnam Veterans Memorial Committee. According to Floyd, the idea of having a monument began in 2003 and it was dedicated March 29, 2014. "On the monument are representations of the five branches of service," said Floyd. "There are no insignias. This was done purposely to represent inclusiveness and diversity of Texas." One of the keynote speakers was Texas State Representative Rick Miller. "It's really an honor to be here today amongst my Navy and Marine Corps friends to include the other services," said Miller, who served as a naval aviator. "It took too long for the monument to be erected, and I thank the memorial committee for their work." Miller spoke about his time in service.

Navy Announces Launch of Task Force Ocean, Plans to Advance Ocean Science From Office of the Oceanographer of the Navy

WASHINGTON (NNS) -- The Office of the Oceanographer of the Navy, under direction from the Chief of Naval Operations, announced the establishment of Task Force Ocean, March 24. This new task force is part of an effort to further assess the state of ocean science in the Navy, which encompasses its oceanographic infrastructure, technologies, technical workforce and how they are applied to naval operations. "Cutting edge ocean science underpins the safety and effectiveness of the Navy's operating forces," said Oceanographer of the Navy Rear Adm. Tim Gallaudet. "One of the main drivers that launched Task Force Ocean is the need to advance ocean science that directly helps the U.S. Navy maintain its competitive advantage in the undersea domain. Our overall capabilities are second to none, but the gap is closing and we can't be complacent. It's time to up-our-game to stay ahead of our competitors." Gallaudet and Chief of Naval Research, Rear Adm. David Hahn will co-chair an executive steering committee for Task Force Ocean comprised of senior leadership representatives from U.S. Fleet Forces, U.S. Pacific Fleet, the U.S. Naval Academy, and Naval Post Graduate School. The executive steering committee will develop a five-year ocean science roadmap designed to advance ocean science that supports the Navy's mission.

The roadmap will focus on the Navy's capability to observe the ocean environment, process the collected data into products that can be used by operational commanders, and further strengthen the Navy's ocean science technical workforce. "Through the implementation of the roadmap, our priority is to reinvigorate and reconstitute our technical workforce,"

said Gallaudet. "We'll be looking at everything from oceanographic survey ships, unmanned vehicles, ocean and acoustic modelling, and how we apply our products to recruiting, educating, developing and retaining our workforce." Hahn further explained the importance of interagency, academic and private sector partnership.

"Since the 1840s, the U.S. Navy has consistently been a major force in the advancement of ocean science," Hahn said. "Task Force Ocean will ensure we maintain our historic edge in understanding and predicting the marine environment in support of naval operations in all the world's oceans." Gallaudet elaborated on the significance of ocean science to the Navy's mission. "It's hard to believe that in this globally interconnected information age, only five percent of volume of the world's oceans have been explored and only 20 percent of the world's sea floor has been mapped to modern standards. So there's a lot that we don't know. We need to better understand the oceans because that's where the Navy operates," said Gallaudet. The Office of the Oceanographer of the Navy is the Chief of Naval Operations' resource, requirements and policy adviser for the Navy's oceanography program. The oceanographer also serves as the Navy's senior policy adviser for issues related to national ocean policy, governance and interagency ocean activities. The Office of Naval Research reports to the Secretary of the Navy through the Assistant Secretary of the Navy for Research, Development and Acquisition. Led by the Chief of Naval Research, its senior leadership oversees a portfolio of investments ranging from immediate, quick turnaround technologies to long-term basic research.

The excursions will give visitors "a broader understanding about the influence of Cosa Nostra crime that continues to affect Sicilian society, and this has to be clear that it is very bad for Sicily and Sicilians," he said. "The Mafia kills, silence too," reads the site, quoting Italian journalist Peppino Impastato, who publicly denounced the Mafia and was murdered in 1978 at the age of 30. In Corleone as well as other towns, the influence of organized crime groups is still felt. In November 2016, the town's council was disbanded over suspected mafia infiltration, along with councils in three other Sicilian towns. It made headlines again in recent weeks when the son of a notorious mafia boss was asked to act as godfather in a church baptism, prompting calls from the local bishop to declare the ceremony void. Last year, EU officials ruled that a Spanish restaurant chain named La Mafia had to change its branding as it was "contrary to principles of morality." Consumer organization Coldiretti has campaigned for years against the use if the word 'mafia' in brand names, though complaints usually relate to chains and restaurants abroad, rather than businesses in Italy such as the travel agency. "The EU must now stop the commercial use of an infamous 'brand,' which exploits stereotypes of mafia organizations, oversimplifying and almost normalizing it. This phenomenon has brought pain and grief throughout Italy," Coldiretti's president said in October.
