USNS Spearhead makes a stop in Key WEST

aval Supply Systems Command Global Logistics Support (NAVSUP GLS) Household Goods (HHG) announced that Navy permanent change of station (PCS) letters of instruction (LOIs) will be issued during the “peak of the peak” moving season Peak moving season runs from the beginning of May until Aug. 15. “Peak of the peak” moving season lands during late June to early July. “Budget challenges and PCS funding shortfalls have resulted in significantly compressed orders lead time. Our senior leadership fully understands the impact that this compressed lead time has had on our Sailors and their families as the uncertainty associated with waiting for official orders impacts all aspects of an impending move,” said Paul Brown, director of NAVSUP GLS warfighter family support. Sundowners command master chief Retires From NAS Key West Public Affairs

F

ighter Squadron Composite 111 (VFC 111) Command Master Chief Bill Kruppa retired today in a ceremony on Naval Air Station Key West’s Boca Chica Field after 30 years of service. Krupa, a native of Edison, New Jersey enlisted in the U.S. Navy Sept. 21, 1987. He attended recruit training at RTC Great Lakes followed by Aviation Structural Mechanic (Hydraulics) “A” School in Millington, Tennessee. Upon graduation, he reported to his first command HSL-94 on board NAS Willow

Grove. In September 1991, he attended Naval Aircrew Candidate and Aviation Rescue Swimmer School enroute to Helicopter Combat Support Special Squadron 5. Over the next four years he accumulated nearly 1000 flight hours as a HH-60H N A T O P S Instructor, Rescue Swimmer evaluator, and H60 Crewchief/ Aerial Gunner. After 4 years with HCS 5, Krupa then AMH1

Kruppa transferred to Commander Helicopter Wing Reserve (CHWR) in January 1996. While attached to CHWR, he was assigned as the H-60 NATOPS Evaluator and Commander Naval Air Reserve Force Search and Rescue Evaluator. Promoted to AMHC in September 1999, he transferred to Helicopter Combat Support Special Squadron 4 based at NAS Norfolk in January 2000. During his tour at HCS-4 he served as the Operations, Quality Assurance, and Maintenance Control LCPO. His next assignment was with see CMC page 5

Team Navy kicks off annual 2017 Warrior Games By MC2 Andy Brame

T

eam Navy kicked off the annual Department of Defense Warrior Games June 30 in Chicago, Illinois, with competition in shooting, wheelchair basketball and sitting volleyball. Thirty-nine wounded warrior athletes are competing on behalf of Team Navy this year. They join approximately 225 service members from the other branches of the U.S. military, as well as the United Kingdom and Australia. The Warrior Games is an event that introduces wounded, ill, and injured

service members and veterans to Paralympic-style sports. The Navy, in partnership with the city of Chicago, is hosting this year’s event. This year marks the first time the DoD Warrior Games have been held off a military installation. The Games demonstrate the incredible potential of wounded warriors through competitive sports and provides a tremendous healing power for athletes. The competition provides a means to inspire recovery, support rehabilitation, and generate a wider understanding and respect of those who serve their country. Retired Aviation Electrician’s

Mate Airman Steve Davis, an athlete competing for Team Navy, said that he loves being a part of the Games. “I’m looking forward to representing my branch of service again and help give back to the program by sharing my story of recovery through sports,” said Davis. “Hopefully, I can help another brother or sister in their road to recovery as well.” The Navy honors the sacrifices of wounded warriors from the Navy and Coast Guard by providing them non-medical support through Navy Wounded Warrior (NWW) - Safe Harbor program. All enrollees in NWW are encouraged to make athlet-

ics a key component of their recovery efforts. By promoting participation in competitions like the DoD Warrior Games, NWW helps enrollees heal through adaptive sports. “It doesn’t matter if you are combat wounded, ill, injured - it doesn’t matter. We’re all in it the same and that’s what I love about this group,” said Davis. “It’s just been a great eye-opening experience falling back in love with the military, with my brothers and sisters. Even if it’s just for a week, feeling a part of the military again - it’s amazing.” see Warrior page 5

release of orders, the Navy is expanding the issuance of LOIs in order to enable greater flexibility and to provide greater certainty to an already stressful situation associated with a PCS move. Currently, Sailors receiving orders to an Overseas or Remote Continental U.S. (CONUS) location are issued LOIs to complete the required overseas screening for the member and their family, to initiate the passport application process, and start any required security clearance investigations. These LOIs are released via message traffic. Starting in July 2017, Naval Personnel Command (NPC) will begin issuing separate LOIs for most PCS orders not covered by the existing LOIs associated with overseas and remote CONUS assignment. Sailors will be able to complete operational sea duty screening,

update security clearances, take permissive temporary duty (TDY) for residence hunting, begin the entitlement counseling and application processes for the movement of HHG and make reservations for travel with the LOI. Upon receipt of the LOI, service members should access the Defense Personal Property System (DPS) and use “NAVYLOI” as the PCS order number when inputting their HHG requirements into the system. The LOI and supporting documents such as a signed DD 1299 (application for shipment and/or storage of personal property) and DD 1797 (personal property counseling checklist) must be digitally scanned and uploaded into DPS. The LOI shall not be used for actual movement of personnel, dependents, HHG or POVs. It is incumbent on commands to establish successful message traffic receipt and delivery to ensure receipt of LOIs for incoming members. Early application submission of

Service members’ HHG requirements into DPS will provide better communication and planning information to industry in order to best serve Navy personnel. NAVSUP GLS will collaborate with other services to support Navy members who utilize non-Navy Personal Property offices. The following orders will not receive LOIs: temporary limited duty (TLD), home port changes, precommission units, Expeditionary Combat Readiness Center (ECRC), Afghanistan-Pakistan (AFPAK) Hands, pregnancies, accessions, retirements and separations. Members who move their HHG or POV without funded PCS orders in hand will not be reimbursed for expenses incurred prior to receipt of orders. The athletes will test their abilities in seven adaptive sports: archery, cycling, track and field, shooting, sitting volleyball, swimming and wheelchair basketball. Blake Shelton and Kelly Clarkson will perform at the opening ceremony for the games at Soldier Field in Chicago, July 1. They will be dedicating their per-

formances to honor those who have made life-altering sacrifices for their country. Comedian Jon Stewart will be the master of ceremonies for the event. Navy Wounded Warrior-Safe Harbor is the Navy’s sole organization for coordinating the non-medical care of seriously wounded, ill and injured Sailors, and Coast Guardsmen and providing resources and support to their families. Through proactive leadership, the program provides individually-tailored assistance designed to optimize the success of the wounded warriors’ recovery, rehabilitation and reintegration activities.

VR-56 in Norfolk VA. Assigned as a C-9 Loadmaster, he promoted to AMCS in March 2005 and assumed the Maintenance Senior Chief position. In September 2006 he returned to NAS JRB Willow Grove reporting to the VR-64 Condors. Over the next two years he led his department during multiple world wide deployments as the Maintenance Senior Chief. Promoted to AFCM in April 2008, he transferred to the Joint Warfighting Center, United States Joint Forces Command, in Suffolk, Virginia as the Joint Warfighting Center’s Logistics Coordinator and Navy Element Senior Enlisted Leader. He returned to NASJRB Willow Grove as the Base Command Master Chief in 2009. After successfully leading the transition of

assets during the BRAC mandated closure of the installation, he reported back to Norfolk to assume the Maintenance Master Chief position at HSC84. Prior to reporting to VFC 111 as the Command Master Chief, AFCM Kruppa served as the FTS Lead detailer and Rating Assignment officer from 2012 to 2015 in Millington. He has earned a Bachelor’s of Science Degree in Technical Management from Embry Riddle Aeronautical University and is a graduate of the U.S. Navy Senior Enlisted Academy. His awards include the Meritorious Service medal, Air Medal (Strike Flight), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal(six awards), Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal (four awards) and various other unit and campaign awards.
