How to Play a Game
3
For the benefit of newcomers to Romance of the Three Kingdoms, below are some key points and explanations of the game system. Please refer to these as you play.
Order Enhancement & Development of Facilities
1
Details: P.14
On beginning the game, first aim to increase Order to 90 or above by conducting City Inspections (P.38). Be careful because when Order is low, Bandits will appear and attack Facilities that have been built. When Order is high on the other hand, gold income and food income will rise. Without Facilities, it will be impossible to stock gold/food, employ soldiers, or arrange equipment (such as pikes, spears etc.). If you lose track of what you should be developing, simply follow the order listed below. Market / Farm
Cities receive gold from Markets and food from Farms.
2
Mint / Granary
3
Barracks
Developing Barracks enables you to employ soldiers.
4
Smith / Stable Workshop / Shipyard
Diplomacy
The Importance of Equipment Strategies can be used Attack Power will increase Attack Power of Swordsmen
Mints increase the effectiveness of adjoining Markets by 50%, and Granaries increase the effectiveness of adjoining Farms by 50%.
Developing these Facilities enables you to produce equipment.
Strategies can sway the outcome of battle
Attack Power of Spears
There may be situations where Debates will occur, so be prudent in your selection of Envoy.

If you place a Unit within 2 squares of a Base, the Will of the Base will not recover, and the number of soldiers will decrease with each turn.
Develop a Smith to produce equipment.
10 Development Plots could comprise 3 Markets, 3 Farms, a Mint, a Granary, a Barracks, and a Smith.
Strengthening Military & Attacking Other Forces
Equipment details: P.16, Military Facility details: P.25
After completing the development of Domestic Facilities, soldiers will increase, equipment will be produced, and the Military as a whole will be strengthened. In order to increase Will, which is required when using strategies, don’t forget to conduct Drills. In addition, when you “Build” (P.41) Military Facilities, your Force will benefit greatly. Such facilities can buy you time when under enemy invasion. Make certain to build with the goal of strengthening your borders and protecting your government facilities in the face of enemy attack.
When Gold is low, limit the varieties of equipment being produced!
Initial Military Facility Recommendations
Camp First, be sure to allocate equipment among all soldiers. Using such equipment makes a big difference.
12
Enter battle once you have fortified and protected your Cities. When Units march into battle (P.20), make certain to provide them with equipment. It will be impossible for mere Swordsmen with no equipment to gain victory in battle. In addition, no matter how much you fortify your Cities, they will be in danger if multiple enemies unite to attack. If you are worried, use Diplomacy (P.33) with your enemy before war begins.
Romance of the Three Kingdoms XI
Archer Turret
When HP is high, incoming attacks When the enemy approaches it will be met with counter-attacks. will be attacked by Archers.

Technique Points
TP is necessary for raising the technological abilities of a Force. It increases when you develop Government Facilities and execute commands. If you conduct Research (P.18) after building up TP, various advancements will become possible, including stronger soldiers and the possibility of building new Military Facilities.

Conclusion While you are still becoming familiar with the game, repeat steps 1 through 4. Once you’ ve become accustomed to the game, try developing other Facilities and progress through steps 1 and 2 simultaneously. Even if you choose not to play in this manner, you should still be able to expand your territory with the correct resources and strong personnel. It is difficult to be ready for attacks by ships, so it is better not to place facilities near the coast.
Send out a unit and try to lure the enemy away from the facility. If a Prefect is present and there are no enemies around, the facility will recover its strength with each turn. But, if it is attacked and its HP drops to 0, the facility will be destroyed and you will lose valuable TP and funds to rebuild it. Romance of the Three Kingdoms XI

Equipment Production −Strengthen your units− To succeed in battle, you must produce equipment for your troops. Units without equipment will be Swordsmen and will use "Boats" in naval battles. With equipment, it becomes possible to modify units and increase their Attack Power and Defense Power (P.21). In addition, they will be able to use powerful strategies (P.23). Before units march into battle, make certain to carry out preparations and produce equipment.

THE ART OF WAR “Defeat a large army with only a few soldiers”. In Romance of the Three Kingdoms XI, you will be able to experience this kind of warfare as soon as you begin playing. The following is an explanation of battles, which make up the core of the game.
Sortie Preparation
Don’t worry…
Unit Abilities Comprises the Will, Tactics and Abilities of units. Abilities vary depending on the unit’s APT (P.31), Leader, and Deputies. Additionally, the presence of sworn siblings, spouses and Liked officers will increase abilities (P.32).
ATK
The force's level of attack. Determined by the Leader’s and Deputies’ WAR and APT, and the unit’s Attack Power.
DEF
The force's level of defense. Determined by the Leader’s and Deputies’ WAR and APT, and the unit’s Defense Power.
INT
Higher INT levels will lead to higher strategy success rates.
BLD
The force's speed of construction.
MOV
The force's speed of movement.
Selecting a Destination for a March What shall we do, Zhuge Liang? Meng Huo’s army has reached our City of Cheng Dou!
We’re certain to be victorious.
Happily, Meng Huo’s army doesn’t have enough weapons, so his soldiers are only fighting with swords.
*What is “ZOC”? “ZOC”, or “zone of control”, will temporarily halt your units when they are adjacent to enemy forces or Military Facilities (even if movement ability remains). Officers with the ability “Ignore ZOC” can pass through the zone of control without problems.
Unit Type Wh…what happened to the horses?
Well, Ma Chao, let’s destroy the Barbarians with our Cavalry!
Units without equipment are little more than mobs.
It was all too easy…
WAAAH !
Ma Chao is a General with excellent LDR and WAR…
If we make him Leader, the unit’s Attack Power and Defense Power will increase dramatically.
And so, Cheng Dou was saved!
When an enhanced unit becomes available by means of Technique Research (P.18), the previous unit will become unavailable. Firing range may also increase. *Unit commands such as “Attack”, “Surround”, “Build” and “Repair” cannot be executed with weaponry such as Rams, Towers, etc. If an enemy force attacks, it will be impossible for Rams and Towers to counterattack.
This was all thanks to Zhuge Liang!

Health
Energy
Shows the extent of an Officer’s Loyalty to the Sovereign (max. 100). Loyalty can be increased through Rewards (P.39). There are Good, Weakened, Struggling and Critical levels of Health. Health can decline through battle or disease. If an Officer loses his Health, his abilities will also temporarily decrease, although this will be automatically restored with time. This refers to strength in Duels. After a Duel, Energy may decrease, although this will be automatically restored with time.
Aptitude (APT) This value has an effect on the Attack and Defense power of units, and is ranked from S to C (S, A, B, C). If either the Leader or Deputy has high Aptitude, the unit will become strong. With high APT, the number of Tactics available to the unit will increase, as will the success rate of Strategies.
Note this figure:
For Guan Yu’s S-ranked Spears, Strategy success rate will be high.
If you perform a Rush, the other Force will likely become confused.

Liked Officers & Disliked Officers This displays officers’ friendships and attitude to your Force. In the Three Kingdoms Adaptation, for example, Liu Bei’ s subordinates, such as Zhuge Liang and Wei Yan, were friendly with Liu Bei’s Force. Romance of the Three Kingdoms XI also highlights the relationships of Liked Officers and Disliked Officers. There may even be quarrels between brothers, and there are some Officers within the same force who are unable to get along with each other. Such relations are also based on the Three Kingdoms Adaptation, so Wei Yan and Zhuge Liang are on bad terms, as are Cao Pi and Cao Zhi, and so on.
