● Tutorial To play through the Tutorial, select “Tutorial” from the Main Menu (P.2). This is recommended for first-time players of Romance of the Three Kingdoms XI, as it teaches you about the game format and how to play. Domestics and the techniques of war can be remembered by through practice and play. ● Glossary If you click on a command that is labelled with a “?” mark during play, an explanation of the term will appear. Force Selection

After selecting a Force (1-8) from the map, clicking “Confirm” in the lower-left of the screen will display the Options screen (P.5). Selecting multiple Forces will lead to a multiplayer game.

After setting your Options (P.5), click “Confirm” and the Confirmation screen will be displayed. Select “Confirm” once more and the game will begin.

Registering an Officer Select “Create Officer” from the Settings Menu (P.2) to register and create an Officer.

Scenario Selection

Create Officer After clicking “Confirm” at the Create Officer screen, changes will be saved. Please be sure to click “Confirm” once you have finished.

When you select “New Game” from the Main Menu, the Scenario Selection screen will appear. Select a scenario to begin. 2

Officer Assignment Screen

This is displayed when a Created Officer is available. If you do not want to use a Created Officer, just select “Confirm”. Dispatch Officer

First, dispatch officers that will appear in your scenario. Then, create a new force and assign locations to the officers. * If you do not select "Dispatch Officer," your created officers will not appear in the game.

Form a new force led by one of your original officers for the selected scenario. 1. Select a Force (from “New Force 1” to “New Force 8”). 2. Select “Create”, choose a Sovereign from the list, then select a Main Base on the map. 3. If you wish to control cities outside of your Main Base, select “City”, then choose the cities you wish to control from among the empty City spaces. 4. Select Force Colours, Titles, and Countries. (It is not essential to select these).

Assign your officers to cities. If you do not specify a city, they will be automatically assigned a city. If the city is under your control, you must decide whether to employ them. If you choose not to employ them, they become Free Officers.

Selecting “Switch View” will enable you to choose a Force from the list.

Create up to 150 officers. When you select “Auto”, only the following Officer features can be determined: sex, face, name, character model, and ability type (there are four ability types to choose from). Change the data for an already created officer. Erase an already created officer. All selected officers will be adjusted to have the same birth year. Created Officers are output as Shared Officer files. (The file name will be ‘Officer Name.S11’) Load the data of a Shared Officer. Delete Shared Officer files. Once deleted, these files cannot be retrieved

The output/load folder for Shared Officers is located at My Documents/Koei/RTKXI/TPrsn

Restores all force and officer settings to default.

Edit Officer Data Basic Settings

Birth Select the year the character was born. Characters appear in the game once they turn 15 years old.

Options You can adjust the game settings in the menu when starting a new game or from the "Menu" icon in the top left of the screen during the game.

Lifespan Lifespan settings determine at what age characters are likely to die.

Father, Mother Officers that are at least 14 years older than you can be selected to be your parents. A mother can be selected only when there is a female officer within the proper age range.

Spouse A historical or created officer of the opposite sex, existing during the current era, can be selected as a spouse.

Surname, Forename Input surnames and forenames. A maximum of 12 characters can be input here.

Model Select the character model that is used in places such as duels (P.28) and debates (P.34).

Ability Settings

Sworn Siblings, Liked Officers, Disliked Officers Sworn Siblings and Liked Officers will cooperate in various scenes, while Disliked Officers will not work well together. *Officers who are already Sworn Siblings, such as Guan Yu and Zhang Fei, cannot become Sworn Siblings again.

Base Abilities The officer's abilities (P.31).

Growth Period Select the development type of the officer.

Ability Persistence Selecting "Long" will allow the character to maintain a level of base abilities longer once they are met.

APT (Aptitude)

Face Change

Adjust the frequency with which officers can die in battle or in duels. If turned on, the officer's abilities will be affected by age. The abilities for each Officer can grow until they reach their Base Ability level; when Base Abilities are reached, these will gradually diminish as the Officer’s age increases. If turned off, officer abilities will stay the same throughout the entire game. If turned on, the face portraits for certain characters will age over time.

Sorcery / Lightning If turned on, you will be able to use "Sorcery" and "Lightning" tactics. Female Officers Events

By selecting "Historical," female officers such as Diao Chan and Da Qiao will appear. If you select "Event," then characters such as Diao Chan and Da Qiao will appear only in event scenes. Select “Show All”, to watch all historical events and general events. *Events such as Dong Zhou's Rise and the Battle of Chi Bi are based on historical fact. *General events are connected to your Subordinates and are features of Romance of the Three Kingdoms XI.

Fictional Settings

These settings can only be set at the beginning of the game.

These settings can only be set at the beginning of the game. The officer's life span, familial relations, personal relationships (sworn siblings, liked officers, disliked officers), their close friends, personality (obligation, ambition, loyalty to the Later Han, etc.), and the city where the officer was recruited can be adjusted. "Historical" will be based on the Three Kingdoms Adaptation and the Three Kingdoms History, while "Fictional" will have random settings.

Change Face Select the officer's portrait.

Choose an Officer to be your Close Friend. Friendship with other Officers will depend on your choice of Close Friend. For example, if you are a friend of Cao Cao, in the Three Kingdoms Adaptation your affinity with Cao Cao’s own Officers will also improve.

These settings can only be set at the beginning of the game.

If you select “Advanced”, the initial resources of the computer Forces will increase, while your diplomacy success rate will be lower than it would be at “Beginner”. Additionally, the computer has an advantage during duels.

Scroll Speed

Settings can be changed during play. You can choose whether or not to display duels and debates. If you select “Auto”, the screen will scroll when you move the cursor to the screen’s edge. Alternatively, if you select “Manual”, you can drag the cursor to scroll the screen. Set the Scroll Speed. The camera can be set to rotate in tandem with the map displayed at the bottom-right of the

Rotate Radar Map screen. Character, Voice, Tone These factors affect how characters fight in battle, as well as their Fury during Debates (P.35).

Court, Aspiration Decide whether to set the Later Han Court as being important. Aspirations affect Officers’ obligation and ambition.

Log Help Balloons Message Pause

Change the information displayed about the various Forces. By selecting "Simple," only crucial information will be shown. If turned on, a ”?” mark will appear when selecting commands, explaining their function. This sets the display speed of messages, with a larger number indicating a slower display speed. If you select 100, messages will not advance until you click on them.

Bio Write a mini-biography for your Officer (optional).

The Course of a Year One year in the game is made up of 12 months and 4 seasons. One turn covers 10 days and 3 turns equals a month. At the beginning of each month you will collect gold and pay your officers. You must also be on the lookout for bandit attacks. The following are seasonal events.

Each month, you will be given three turns to execute your orders (1 turn = 10 days). On your turn, select a base where you wish to give orders and improve Domestics, send instructions to units, and so on. If you control more than one city, you will give orders to each city separately. Press the Advance button once you’ve finished issuing commands. The turn will end and other Forces will execute their commands.

You lose all Cities that were under your control.

Forces The Sovereign controls the bases (cities, harbors and bulwarks) as well as the officers within his force. If you only have one district, then your force will be your district. If you have more than one district, you can delegate control of the others to a Viceroy.

Prisoner

Officers that have lost duels, had their unit eliminated, or lost the base in which they were stationed.

Officers that are not committed to any particular force. You can employ them through “Employ Officer” (P.30).

How to Play a Game

For the benefit of newcomers to Romance of the Three Kingdoms, below are some key points and explanations of the game system. Please refer to these as you play.

Order Enhancement & Development of Facilities

On beginning the game, first aim to increase Order to 90 or above by conducting City Inspections (P.38). Be careful because when Order is low, Bandits will appear and attack Facilities that have been built. When Order is high on the other hand, gold income and food income will rise. Without Facilities, it will be impossible to stock gold/food, employ soldiers, or arrange equipment (such as pikes, spears etc.). If you lose track of what you should be developing, simply follow the order listed below. Market / Farm

Cities receive gold from Markets and food from Farms.

Placing a Unit within 2 squares of a Base

Bases will surrender or fall when soldiers or HP reaches 0. When soldier numbers are low, use Towers and Catapults; when HP is low, use Rams and Juggernauts.

If you place a Unit within 2 squares of a Base, the Will of the Base will not recover, and the number of soldiers will decrease with each turn.

Develop a Smith to produce equipment.

10 Development Plots could comprise 3 Markets, 3 Farms, a Mint, a Granary, a Barracks, and a Smith.

Strengthening Military & Attacking Other Forces

After completing the development of Domestic Facilities, soldiers will increase, equipment will be produced, and the Military as a whole will be strengthened. In order to increase Will, which is required when using strategies, don’t forget to conduct Drills. In addition, when you “Build” (P.41) Military Facilities, your Force will benefit greatly. Such facilities can buy you time when under enemy invasion. Make certain to build with the goal of strengthening your borders and protecting your government facilities in the face of enemy attack.

When Gold is low, limit the varieties of equipment being produced!

Initial Military Facility Recommendations

Camp First, be sure to allocate equipment among all soldiers. Using such equipment makes a big difference.

Enter battle once you have fortified and protected your Cities. When Units march into battle (P.20), make certain to provide them with equipment. It will be impossible for mere Swordsmen with no equipment to gain victory in battle. In addition, no matter how much you fortify your Cities, they will be in danger if multiple enemies unite to attack. If you are worried, use Diplomacy (P.33) with your enemy before war begins.

Technique Points

TP is necessary for raising the technological abilities of a Force. It increases when you develop Government Facilities and execute commands. If you conduct Research (P.18) after building up TP, various advancements will become possible, including stronger soldiers and the possibility of building new Military Facilities.

CITY COMMANDS By developing government facilities, you can manufacture weapons and learn new techniques for your force. This is the key to building a strong nation and powerful military.

Select a Facility and Officers to be in charge of development. The cost and time necessary for development will be displayed. You can choose up to 3 officers. Officers executing the command will be unavailable for other commands. With sufficient AP, officers, and funds, multiple facilities can be developed at once.

Equipment Production −Strengthen your units− To succeed in battle, you must produce equipment for your troops. Units without equipment will be Swordsmen and will use "Boats" in naval battles. With equipment, it becomes possible to modify units and increase their Attack Power and Defense Power (P.21). In addition, they will be able to use powerful strategies (P.23). Before units march into battle, make certain to carry out preparations and produce equipment.

Equipment Production Methods In the "City" menu (P.14), under "Develop," select to build a smith, stable, workshop or shipyard.

After development, you will be able to select “Outfit” in Cities and choose which equipment to produce. Juggernauts, catapults, and warships will be available for production once you have researched the necessary techniques (P.18). With multiple officers and facilities, and sufficient AP and gold, you will be able to produce more equipment at the same time.

THE ART OF WAR “Defeat a large army with only a few soldiers”. In Romance of the Three Kingdoms XI, you will be able to experience this kind of warfare as soon as you begin playing. The following is an explanation of battles, which make up the core of the game.

PERSONNEL Officers are the backbone of a force. Recruit as many talented officers as possible or steal them from other forces. It is also essential that you know and understand the officers under your command.

Search − Find new officers to join your forces. 1

Use the “Search” within “Personnel”. Search any base (city, bulwark) where you have an officer stationed.

Choose an officer to carry out the search. The Strategist will recommend officers ideally suited for a job. The POL rating of the officer will determine your chance of success.

Shows the extent of an Officer’s Loyalty to the Sovereign (max. 100). Loyalty can be increased through Rewards (P.39). There are Good, Weakened, Struggling and Critical levels of Health. Health can decline through battle or disease. If an Officer loses his Health, his abilities will also temporarily decrease, although this will be automatically restored with time. This refers to strength in Duels. After a Duel, Energy may decrease, although this will be automatically restored with time.

Aptitude (APT) This value has an effect on the Attack and Defense power of units, and is ranked from S to C (S, A, B, C). If either the Leader or Deputy has high Aptitude, the unit will become strong. With high APT, the number of Tactics available to the unit will increase, as will the success rate of Strategies.

Skills Some Officers have Skills. A Skill refers to an Officer’s ability in various fields, such as Domestics, Diplomacy, and Battle. Normally, an Officer has just one Skill, but there are also Officers who have no Skills. To check an Officer’s skill, right-click on a City under your control; choose an Officer from the “Own Officers” menu; then click the “Individual” tab and check the “Skills” section. You can also look terms up in the Glossary.

Liked Officers & Disliked Officers This displays officers’ friendships and attitude to your Force. In the Three Kingdoms Adaptation, for example, Liu Bei’ s subordinates, such as Zhuge Liang and Wei Yan, were friendly with Liu Bei’s Force. Romance of the Three Kingdoms XI also highlights the relationships of Liked Officers and Disliked Officers. There may even be quarrels between brothers, and there are some Officers within the same force who are unable to get along with each other. Such relations are also based on the Three Kingdoms Adaptation, so Wei Yan and Zhuge Liang are on bad terms, as are Cao Pi and Cao Zhi, and so on.

Debates − Words can be as powerful as any weapon During diplomacy and recruiting officers, you may be challenged to a debate. Officers with the “Negotiator” Skill will make it easy to begin Debates during Diplomacy (except when using “Annul Alliance” or “Goodwill”).

Furious Status When the Anger Meter is full, you can perform a special attack. The type of attack depends on the personality of the officer.

Current Topic

Decreases when attacked. If it reaches zero, you lose.

Displays the current topic. When both parties present different topics, those with the great number will win and the debate will turn to the topic of the winning side.

Platform The platform corresponds to the Psyche Meter and will crack when it falls below a certain level. You lose if the entire platform breaks.

Guile Cards

The loser's Psyche Meter decreases and the debate proceeds to the next turn. The winner puts down the next card.

If the Psyche Meter reaches zero, the platform will break and the one left standing wins.

Bold

Reckless Your anger will explode, causing heavy damage to your opponent. This attack can kill.

Officers possess different debate cards. If an officer has the item, Writings, then they will be able to use all of the debate cards.

Choose a card from Logic, Fact, or Time. You can also set a Guile card. The card that matches the topic wins. When two cards of the same topic are played, the one with the highest number wins.

A strong trait. As one would expect, keeping cool is necessary during a debate.

If the topic is Logic, Logic (1) will defeat Fact (3) or Time (3). If each party plays a card which is different to the current topic, the higher number will win (if the numbers are equal, the outcome will be a draw).

Card Strength

The order of strength of the cards goes from Ignore > Bellow > Topic Card > Settle > Frenzy. Strong cards will disable the effects of weak cards, but Settle and Frenzy will show their effects after the opponent's attack.

Tactics Duel Strategy Build

Halts a unit until further orders are given.

Attack neighboring units. Use bows to attack enemies that are further away. Surround an enemy and carry out a combined attack. Units participating in combined attacks cannot move until the next turn. Utilize tactics enabled by the use of equipment (P.23). Requires Will. Issue a challenge for a duel (P.30) to an adjacent unit. You may be turned down. Winning the duel will increase your Deeds and TP and your WAR rating may go up, as well. The loser may be taken prisoner or even killed. Engage a strategy (P.27). Requires Will. Build a military facility or trap (P.25). Requires gold. Some buildings may take several turns to complete. Each structure requires gold to build. The unit will wait for further orders after completing construction.

Repair

Repairs damaged facilities. Only applicable to facilities adjacent to you. When military facilities return to full strength, their function will be restored. The Build rating of the unit determines the quality of their job. No gold required.

Supply

Supply soldiers, gold, equipment and food to units. Only Transport Units can perform this operation.

Retreat

Return the unit to its home base.

Long-Term Automatic Orders Units can be given long-term orders (Auto). When you click on empty Bases, and enemy Bases and Facilities that are beyond the movement limit of the current turn, the unit will head off to the desired point, arriving there over the course of several turns .When you click on your own force’s Bases that are beyond the current movement limit, units will return there over the course of several turns. When you click on allied units, those units will be followed. In addition, if you click on allied facilities, Defense and Repair will be undertaken (only for Military Facilities with diminished HP). When you right-click the map and select “Auto Unit Action”, Auto Units will be mobilized (only in No.1 District) before you Advance a turn. Units will wait in position after their Auto Action.
