Our Beginning

The National Silhouettes of Kappa Alpha Psi Fraternity, Inc.


National Silhouettes of Kappa Alpha Psi Fraternity, Inc. In the beginning, the organization formerly known as National Silhouettes came into existence because of a need. Many wives accompanied husbands to the Grand Conclave of Kappa Alpha Psi and found themselves stranded, forced to find activities to fill the time. Later the Fraternity Men asked wives to act as hostesses and to plan activities for visiting wives. Many such groups remained together, and organized permanent groups, calling themselves “Kappa Wives” or Kappa Alpha Psi Silhouettes”. Others disbanded. At the time of the 35th Conclave in 1945 in Columbus, Ohio, a need for a National Organization was considered. Choosing Mrs. Willa Ranson as Chairman, a small band of women strove to organize a group. Of course, time was always a factor, and before the organization was set up, it was time to start homeward. Mrs. Willa Ranson tried to carry on further by asking the New York Kappa Silhouettes to host a meeting, at which they would be hostesses (1946), where organizational plans could be discussed. The New York Kappa Silhouettes heeded the call made by Mrs. Ransom in the Autumn issue of the Kappa Alpha Psi Journal, and made arrangements for a business meeting at which time pros and cons for a National Kappa Silhouette group could be voiced. The Silhouette Banquet, held at the Pythian Temple, was a fitting place and time for this discussion. Following the welcome address by Mrs. John Perry, President of the New York Kappa Silhouettes, Mrs. Williams F. Martin, and Co-Chairman of the meeting gave the history of the New York Silhouettes, Mrs. Martin told why they were organized, who they were, and what they had accomplished as a group. Mrs. Isis H. Edgehill, of New York City discussed reasons for the meeting. She cited the interest of both local and national levels for a national organization. and requested to allot Mrs. Ranson time to organizing a national body. At the next official meeting, due to the absence of Mrs. Ranson, delegates who had attended the meeting in Columbus were asked to give any information regarding the previous business meeting. Excerpts from Mrs. Ranson’s article in the December issues of the Kappa Alpha Psi Journal asked that the delegates come prepared with suggestions for the purpose and type of organization and be ready to decide whether such an organization was desired. Subsequent to the 1946 organizational and planning activities, on Tuesday, December 1946, a group of volunteers met at the home of Mrs. Harold Edgehill for laying groundwork for the formation of the National Organization of Kappa Silhouettes. The formal organization became official at the 35th Grand Chapter Meeting in Los Angeles, California, August 1947. Here, the idea became a reality. Under the leadership of Dr. Oliver S. Gumbs, 23rd Grand Polemarch, the Silhouettes were granted a seat on the Board of Directors of Kappa Alpha Psi Foundation, Inc. On September 11, 1987, Policy Statement No. 87-12 was entered into the records of Kappa Alpha Psi Fraternity, Inc., recognizing the Silhouettes as an Auxiliary whose purpose is to provide support and assistance for the activities of the Fraternity at Grand Chapter, Province and Local levels. The organization known as the National Silhouettes of Kappa Alpha Psi Fraternity, Inc., includes in its membership composition wives and widows of the Men of Kappa Alpha Psi Fraternity, Inc. The first National President was Dr. Evelyn Payne Lewis from New York. Within the framework of the Kappa Silhouettes’ philosophy of self-realization through service, chapters work to implement national program goals in varied ways depending upon their local communities and the special resources of the particular chapter. Through these activities, chapters have made numerous significant contributions. Today, the Auxiliary of Kappa Silhouettes continues as a viable organization within Kappa Alpha Psi. The national body mandates policy and procedures. Organizational activities serve the needs of Kappa Alpha Psi Fraternity and the communities they serve. In July 2017, the National Silhouettes celebrate their 70th Anniversary of Recognition at the 83rd Grand Chapter meeting of Kappa Alpha Psi Fraternity, Inc. in Orlando, FL.

NATIONAL HEALTH & WELLNESS COORDINATORS FUNCTION: Communicate, engage and connect with Chapter Presidents in each Province to facilitate ongoing opportunities promoting advocacy, and awareness of the National Silhouettes – Kappa SafeSleep Partnership activities in the community. The Health and Wellness Coordinator maintains a summary record of outreach activities sponsored by Chapters, and prepares report of Chapter activities. The Coordinator makes recommendation to the Province Coordinator for recognition of Chapters and Silhouettes during the Silhouettes Business Meetings held during annual Province Council meetings. National Silhouettes of Kappa Alpha Psi Fraternity, Inc. RULES OF ORDER ORDER OF BUSINESS RULE 1. The first order of business shall be the adoption of the Standing Rules for the 47th National Silhouettes Meeting, Orlando, Florida, July18-22, 2017. RULE 2. The second order of business shall be the adoption of the National Meeting agenda’s presented by Silhouette Jacquelene Sharp Massey, National Silhouettes President. Silhouette Jacquelene Sharp Massey is the Presiding Officer of the National Silhouettes Meeting. RULE 3. Each business session and all program activities shall begin and end promptly with the official agenda’s. The National Silhouettes President, pending approval of the voting delegation may make exceptions. RULE 4. In all business matters not provided for in the National Silhouettes Bylaws, the current edition of Robert’s Rules of Order, Newly Revised, 11th Edition, shall govern the body. RULE 5. The National Financial Secretary will call the roll of chapters and announce the voting strength of the National Meeting at the first and second business sessions. RULE 6. All reports must be typewritten and copies given to the National Recording Secretary and National Silhouettes President immediately following presentation to the assembly. An electronic file must be made available to the National Recording Secretary within thirty (30) days of the close of the National Silhouettes Meeting. RULE 7. With the exception of designated personnel, all Silhouettes with an electronic communications device shall set the device (to include cell phones, pagers, tablets, etc.) to silent, vibrate or off. RULE 8. The identification badge shall be worn or displayed for admission to all business sessions, workshops and activities of the 47th National Silhouettes Meeting. Distinctive identification badges and/or ribbons shall be worn or displayed by National Silhouettes Board members, Former National Presidents, Former National Officers, the First Lady of Kappa Alpha Psi, Former First Ladies and delegates. RULE 9. Former National Presidents, Former National Officers, the First Lady of Kappa Alpha Psi, Former First Ladies, physically challenged Silhouettes and Special Guests not seated on the dais shall be provided special reserved seating at all business sessions and meal functions. RULE 10. All attendees shall refrain from walking during introductions of dais guests and program participants, the meditation or while the National Silhouettes President is giving her greetings/remarks to the delegation.

RULE 11. With the exception of National Silhouettes Board members, Former National Presidents, Former National Officers, the First Lady of Kappa Alpha Psi, Former First Ladies, physically challenged Silhouettes and Special Guests, Silhouettes who arrive following the signal to close the doors at the business sessions shall pay the Sergeant-at-Arms a fine of $2.00. RULE 12. Monies collected as fines shall be used to support the efforts of the National Day of Service Committee. A public announcement shall be made to disclose the amount collected. DELEGATES, MOTIONS AND VOTING RULE 13. Each Silhouette Chapter shall have one (1) seated delegate. The seated delegate shall vote the full voting strength for the Chapter. All Silhouettes certified as chapter delegates shall be seated in the designated area during all business meetings. Members-at-Large shall caucus and select one (1) delegate and one (1) alternate as their representatives. All delegates vote the delegate strength reported by the National Financial Secretary. RULE 14. Delegates arriving after the roll call at each business session shall pay the Sergeant-at-Arms a fine of $5.00 unless prior notice has been given to and reported by Together, We Connect, Engage, and R aise the Bar for Service and Support. Link-In. The Time Is Now! the National Financial Secretary. Monies collected as fines shall be used to support the efforts of the National Day of Service Committee. RULE 15. If a delegate must leave the designated seating area, the alternate delegate shall take the seat. RULE 16. All motions and seconds are to be made by voting delegates. DISCUSSION AND DEBATE RULE 17. Discussion and debate on a question shall be limited to one (1) minute per member. No member may speak more than once per issue and total debate time shall not exceed ten (10) minutes. The Presiding Officer, pending approval of the voting body may make exceptions. RULE 18. Silhouettes who wish to address the Presiding Officer must do so from a floor microphone. When recognized by the Presiding Officer, the Silhouette must state her name, chapter, chapter location and province and whether she is a voting or non-voting delegate. RULE 19. Non-voting delegates may speak if recognized by the Presiding Officer, but they may not make or second motions. ANNOUNCEMENTS RULE 20. Announcements shall (a) be in writing, (b) be signed by the person under whose authority the announcement is issued, and (c) be presented to the National Recording Secretary for presentation to the Presiding Officer. The Presiding Officer shall determine the appropriate time for making announcements.

Silhouettes are encouraged to wear attire appropriate for a business meeting: no jeans, shorts, etc. If a specific color or attire is recommended, please adhere to the request. 2. Wear or be ready to display your badge for all meetings and events. Only members with badges will be admitted to business sessions, meal functions and the vendor area. 3. Stand for the procession of the dais. Stand for the National Silhouettes President when she is introduced (Kappa Public Meeting, business sessions and program activities). 4. Stand for the Grand Polemarch of Kappa Alpha Psi Fraternity when he is introduced (Public Meeting) or enters the Silhouette meeting, luncheon or banquet. 5. Refrain from walking during the dais introductions, the meditation and when the National Silhouettes President is giving her welcome or remarks. 6. Respect the designated seating sections. Reserved seating has been made available for National Silhouettes Board members, Former National Presidents, Former National Officers, the First Lady of Kappa Alpha Psi, Former First Ladies, physically challenged Silhouettes and Special Guests. 7. Silence all electronic communication devices. 8. Avoid holding seats. 9 Use common courtesy at table during meal functions. Remain quiet during presentations, performances and when there is a speaker. Do not remove center pieces/decorations unless instructed to do so. 10. Speak after being recognized by the Presiding Officer. Address the presiding officer as “Madam President” or “Madam Presiding Officer”. 11. Refrain from using recording devices, audio devices or cameras during the Memorial Service.

SILHOUETTES INFANT SAFE SLEEP INITIATIVE  

Goals and Implementation Collaborate on efforts to educate Silhouettes membership to build alliances within communities to assist in education and awareness activities around SIDS and other sleep-related causes of infant death. Educate parents and other caregivers, child care providers, health care providers, and other community members about safe infant sleep practices through community outreach activities.

I would first like to thank you for all your support which includes Kappa Alpha Psi Fraternity, Inc. Grand Polemarch Thomas L. Battles, Silhouettes President Jacqueline Sharp Massey, Dr. Stacy Scott, National Community Liaison for the Eunice Kennedy Shriver National Institute of Child Health and Human Development, Province Coordinators and all of the Safe Sleep Province Chairs along with the First Lady of Kappa, Mrs. Geraldine Battles who agreed to be our spokesperson for our “Change a Tradition, Change a Position Campaign in conjunction with the Global Infant Safe Sleep Center (www.gisscenter.org). A number of community outreach events was held at selected Province Council Meetings and Pregnant Moms were provided cribs as a give-way to families in need. Silhouettes were involved with the activities in these areas. The first event coincided with the Southwestern Province in Jackson, MS. Others included Tulsa, Oklahoma, Columbus, Ohio and Jacksonville, Florida. Grand Polemarch Battles reached out to Kappa chapters requesting a $50.00 donation to support the major crib away at Grand Chapter for communities in need. National Widows Liaison Coordinator Laura Walker and Assistant Coordinator Erma Ward-Walker met with several Province Widows Liaisons at the 46th National Silhouette Conference to discuss the implementation of a Silhouette Widows Program within each Province. The following suggestions were made: 1. Identify a list of all financial widows in each Province by Oct. 31 each year. 2. Perform outreach activities which would include sending cards for illness, Bereavement and Birthdays. 3. Make phone calls to inform and support Silhouette widows. 4. Set a schedule for conference calls with the Province Liaison Coordinators. 5. Plan a special recognition program to show appreciation for widows at the local and Province levels. National Silhouettes of Kappa Alpha Psi Fraternity, Inc. Ways and Means Committee Report August 2017 The Ways and Means Committee left the 2015 National Meeting armed with feedback and commitments. As a result, we were motivated to continue to refine the initiatives given to us. Dues Increase: The committee presented a proposal to the General Body at the 46th National Meeting . Our presentation included an opportunity for each member in attendance at the National meeting to provide input into the decision to raise the current National dues ($20.00) to an appropriate level of increase. Several dues increase amounts was presented for the bodies consideration. The dues increase decided by members in attendance at the National Meeting was $10.00, increasing our National dues by 50%. The decision to increase our dues reflects a viable and strategic investment in the future of our organization. Recognition System: The focus of this committee’s work looked to develop a Recognition System that advocates the successes and accomplishments of small, medium and large Silhouettes chapters. A trial recognition was implemented during the 2015 National Meeting that focused on recognition of Small, Medium and Large Chapters. Following the meeting a survey was made available to all member to obtain input for the revised Recognition Program. The results in the category of Recognition were: 4  Recognition System Participation •  94.25 Agreed (68.31 Strongly Agreed) 4  Standardize Reporting Format •  93.43 Agreed (51.09 Strongly Agreed) 4  Award System Recognize Small, Medium and Large Chapters •  85.48 Agreed (79.03 Very Excited) Survey results indicated a mandate from the members that responded to move forward with an upgraded Recognition System. The Ways and Means Committee established a Community Service Project Awards Project Submission Packet that was user friendly, streamlined the submission process and provided a tutorial for Chapter Awardee consideration. National Silhouettes Signature Program/Project: Within the National Silhouettes of Kappa Alpha Psi Fraternity, Inc. a variety of impactful community service projects occur at the Province and/or Chapter level. To streamline reporting efforts, we will develop a programmatic plan and request of the Provinces and or Chapters align their service project(s) with one or more of the following disciplines: education; family affairs; financial empowerment; health; mentoring; and personal safety. These categories were included as part of the Community Service Project Awards submission. Chapters found that their projects, in most cases, fell within these categories. We will continue to refine these categories as necessary. Additionally, we presented a National Day of Service concept and trialed our collective ability to raise funds and make a monetary award to a local (NOLA) charity. As a result, the attendees of the National Meeting raised $2,500 for the St. Mary’s of Angels Early Head Start and Head Start School. Fund Development: Explore fund raising options which enable the National Silhouettes to increase financial support working in concert with the National Kappa Alpha Psi Foundation, and potentially fund National Silhouettes Projects by soliciting donations external to the National Silhouettes. The National President is a sitting member on the Kappa Foundation Executive Board which enhances the basis for a collaborative partnership. To date we have established a process for funds earmarked for the Silhouettes/ Foundation be submitted via the Kappa Foundation a 501, c3 organization. Chapter Charter History Information: In honor and recognition of the National Silhouettes 70th Anniversary Celebration during the Kappa Alpha Psi Fraternity, Inc. 83rd Grand Chapter Meeting (2017 Kappa Conclave), July 18-22, 2017 in Orlando, Florida and a part of the commemorative keepsake, all chapters submitting their chapter history information will be included in the Silhouettes National Archives and will receive a “Commemorative 70th Anniversary Charter Certificate”. Walk Down Memory Lane: Coordinate and organize the “The Walk Down Memory Lane Gallery” during the 70th Anniversary Celebration. National Silhouettes of Kappa Alpha Psi Fraternity, Inc. 47th National Conference National Journalist Report/ Recommendation Chantay Walker Dillard, PhD, National Journalist The Silhouettes of Kappa Alpha Psi Fraternity, Inc. will turn 70 years old in 2017. To commemorate this spectacular milestone, a souvenir journal highlighting the history of the Silhouettes from past to present will be published. This “Special Edition” of the Silhouettes Journal will be distributed during the National Silhouettes meeting to be held at the Rosen Shingle Creek Hotel in Orlando, Florida, July 18 – 23, 2017. The “Special Edition” will be in a story book format highlighting the Auxiliary’s beginning, past and current national officers, province officers, “First Ladies of Kappa Alpha Psi Fraternity, Inc.”, province highlights, and chapter memories. As requested by the National President of the Silhouettes of Kappa Alpha Psi Fraternity, Inc., a task of the National Journalist is to evaluate ways to minimize the increasing publishing cost of the National Journal. Listed below are some suggested recommendations: RECOMMENDATIONS: 1.  It is recommended that a National Silhouettes Journal Team be established to assist the National Journalist   with logistics required for the journal. 2.  It is recommended that the continued development and design of the National Silhouettes Journal be   published in an electronic format to defray costs. 3. It is recommended that following each National Silhouettes Conference, the National Journal be posted   online at the National Silhouettes website: www.kapsilhouettes.org 4.  It is recommended that journals (with the exception of special editions) be printed for only those Silhouettes   who make a special request for a printed copy due to their limited access to the internet. In previous years, information about the Silhouettes was limited to one page on the Kappa Alpha Psi Fraternity, Incorporated website. When the website was upgraded leading up to the Centennial Celebration, the outdated page was removed from the directory structure, but left as an orphan page only to be found through a search engine. During the 44th National Silhouettes Meeting in Indianapolis, IN, a question was asked during one of the business sessions about a website for the Silhouettes to bring us into the 21 st Century. A committee was formed on the spot for interested Silhouettes to sign up with Silhouette Sandra Harvey as chairperson. Through the work of the committee, the National Silhouettes website (www.kapsilhouettes.org) was created. The committee disbanded, while Silhouette Harvey maintained updates and member approvals. In 2013, the Technology Committee was reactivated to match the vision of National President Jacquelene Massey of how the Silhouettes should progress and embrace technology as a means of a communication. Because the website is being used as the primary distribution area for confidential information affecting the membership, Silhouettes should be encouraged to register for access. It is important that the email address field is completed when submitting membership forms to the National Financial Secretary. This email address is used to verify a Silhouette is financial before access is granted. It is also important for Silhouettes to use the same email address when registering for the site to prevent any delays.

Online registration for a National Silhouettes Meeting was implemented for the first time at the 46th National Silhouettes meeting. The online registration project for this meeting was led by Silhouette Tanya Wilson. Eventzilla was the product chosen to host our registration page once again. Two mobile communication apps were introduced during the 46th National Silhouettes meeting. Remind is used to communicate one-way information only. Messages have been created to be sent at specific times throughout the week. We also have the ability to send messages if there are any schedule changes or other pertinent information as it becomes available. Guidebook is a mobile app for events. The app created for this meeting contains the schedule, maps, workshop descriptions, restaurant guide, tour information, etc. At the writing of this report, these apps have not been announced for new subscribers. The 70th Anniversary Committee is pleased to provide the following report. During the 46th National Silhouettes Meeting in New Orleans, the Committee recommended that the Silhouettes commit to a “significant” contribution to support the Kappa Alpha Psi Foundation $1 million dollar endowment fundraising campaign. Silhouettes recommended that we set a goal of $70,000 as our contribution to the overall goal. The recommendation was not a mandate; however the voluntary contributions by Silhouettes, Chapters and Provinces were encouraged. Silhouettes (and others) who made a donation of $70 to the Kappa Foundation as of October 31, 2015 would be considered members of the President’s Circle, receive a custom souvenir as the anniversary gift and invited to participate in a special event to be held at the 47th National Silhouettes meeting. Our thanks are extended to the 107 Silhouettes, 46 chapters and 7 Provinces who answered the call to become members of the President’s Circle! ALL Silhouettes, Chapters and Provinces who made the donation will be listed in the souvenir journal as we celebrate 70 Years of Stellar Support to our men of Kappa Alpha Psi Fraternity, Inc. Member of the Presidents Circle contributing on the National, local, and individual levels to the Silhouette. Ongoing National Silhouette Safe Sleep Initiatives. 2016 Northern Province community service projects benefited Advent House and Eve Women’s shelter for domestic violence. The Lansing chapter coordinated the collection of over 1,000 toiletries, ordered wash cloths, and made blessing bags that were divided between the two charitable organizations along with making monetary donations of $250 to each organization. 2017 Northern Province community service project was chaired by Silhouette Juanita Bell and the Ann Arbor-Ypsilanti-Inkster Chapter. The Silhouettes showed up and showed out donating 3,125 disposable diapers and pull-ups, and 6,396 baby wipes to benefit Starfish Community Services. $250 was also donated to Starfish Community Services in Inks.

North Central Province: B. Denise Owens, Eleventh year as Province Coordinator. Financial chapters – 2, 42 financial members:  

Highlight activities during the reporting period initiated by the Province Coordinator. My primary focus during this period was in getting our province to complete its initial efforts to educate our communities through the Safe Sleep Initiative in conjunction with our Kappas. Through one of our Indy Chapter officers – Dolores Anderson, Allison Young was able to educate more than 100 young adults at two seminars at J. Everett Light Career Center. I was on hand to help distribute materials and offer words of encouragement. We were one of the first Provinces to complete our assignment.

South Central Province: Scedella Gregory, first year as Province Coordinator. Financial chapters – 10, 125 financial members; Chartered one chapter: Oxford, Mississippi Alumni Chapter 

Highlights include South Central Province Silhouettes Conference Choir, The Coordinator’s Cluster Program, South Central Province Facebook, and Safe Sleep Initiative.

SCP Historians and Province Coordinator work together to chronicle activities throughout the province by sharing them on their recently established Facebook account, South Central Province Silhouettes. A brief look through our page gives a quick overview of the social and service activities that Silhouettes in the province are engaged in by reading the headlines/stories, comments and photos. The page is also often used to communicate or advertise Silhouette-related events such as Province Council and social and civic awareness engagements.

Southwestern Province: Jancinda McCree Johnson, first year as Province Coordinator. Financial chapters – 13, 157 financial members; Chartered one chapter Canton-Madison, MS. Highlights from the province include the following. 

In 2016, the Southwestern Province Silhouettes solicited donations through a GoFundMe page to assist our Silhouettes whose lives were disrupted because of the flooding in the Baton Rouge area. In 2016 and 2017, the Southwestern Province Silhouettes donated $200 to the SW Province Kappa Foundation.

During each Province Council meeting, the host chapter chooses a local community service project for the Silhouettes to support. In 2016, we supported the Iris Domestic Violence Center of Baton Rouge. Donations included six boxes of clothes and baby items and over $500 in monetary donations. In 2017, we supported In His Steps Ministry of Canton. Donations from the Silhouettes were matched by the Province resulting in over $700 for the cause.

Southern Province: Brenda Beale, first year as Province Coordinator. Financial chapters – 12, 195 financial members; Chartered two Chapters Decatur/Athens Chapter (Alabama) and Anniston/Piedmont (Chapters). Highlights are: 

Congratulations to Silhouette Tonya Davis Wilson (Orlando Chapter) for having been appointed as a Circuit Court Judge by Governor Rick Scott. Best Wishes Honorable Judge Tonya Davis Wilson.

Once again, the Southern Province is happy to present $1,000.00 to the Kappa Alpha Psi Foundation. Also at the 2016 and 2017 Southern Province Council, Certificates of Appreciation were presented to each officer, for doing an outstanding job. 2. The 70th Northern Province meeting was a collaborative event hosted by all 8 Silhouette Chapters for an exceptional 2017 Northern Province meeting. This year’s luncheon chaired by Silhouette Reilene Eckert and the Detroit Silhouettes was themed “Spring into Good Health”. Our guest speakers were two of Silhouette Eckerts colleagues from Providence Hospital Dr. Sharon Miller and Dr. Lameitre Lockhart of Women’s Health. The banquet was chaired by Silhouette Rosemary Ruth and the Saginaw Silhouettes. The theme for the evening was “Pearls and Bow Ties”. The smooth jazz entertainment for the evening was provided by “Brother to Brother”. I would like to acknowledge every chapter for coming together and planning an outstanding weekend.

u  Highlight community service projects/activities sponsored by Chapters in the Province. Some of the many community outreach efforts in our province include: •

The ESL Chapter supports “Call For Help, Inc.”, an emergency shelter for men and women along with their continued support of “40 Days of Non-Violence” program with their Kappas; filling Spring & Thanksgiving baskets for needy families and providing other support for “Opal’s House” Shelter for abused women and children and hosting their biannual “Mental Health Awareness Luncheon” education and fundraiser.

The Indianapolis Chapter supports “Dayspring Center for Homeless Families; “Stop-Over” that assists youth with personal care items they need; “Future Promises” that provides holiday shopping help for parenting teens based on their grades and attendance; The Julian Center Shelter for victims of domestic abuse – hosting an annual “Mother’s Day Shopping Luncheon” on-sight shopping event so the children can choose donated gifts, and Silhouettes help wrap gifts for them to give their mothers; annual donations to “Dress For Success”. In addition, they raised money to provide assistance for college students and service men & women.

u  Share future goals, plans and activities for the Province. The North Central Province Silhouettes continue to strive to be active in improving our communities; being “useful’ with a watchful eye toward of helping the less fortunate, and a commitment to being important in the lives of children; while supporting our Kappas and having fun bonding with each other. It remains a commitment for us to have our charitable works matter.

As it pertains to province chapter growth, we continue to reach out to our Kappas through group and one-on-one conversations, to have them encourage their Silhouettes to become financial and participate with the existing chapters, as well as establish new ones where none exists. It is our hope that by witnessing our current membership’s enthusiastic examples of what belonging to a group of like-minded, support driven women does for them, more Kappa men will see how their wives being a financial Silhouette could positively impact their lives.

Highlight activities during the reporting period initiated by the Province Coordinator. South Central Province Silhouettes Conference Choir Desiring to incorporate more inspiration and jubilation into our conference settings, Silhouette Scedella Gregory urged SCP Music Director, Silhouette Anita Donaldson, as they sat near each other during the Grand Chapter meeting in New Orleans, to consider forming a conference choir. Without hesitation, Silhouette Donaldson responded, “Yes, that would be great.” With that, they went about inquiring of other SCP Silhouettes who would possibly be interested in getting involved. That original group of five later selected a simple garnet and gold stole as a signature accessory, held a phone conference, or two, and agreed upon a conference rehearsal time, and the SCP Conference Choir was born!! The Coordinator’s Cluster Program I have sectioned the province off into four sections or “clusters”: CLUSTER I (West Tennessee): Germantown, TN; Memphis, TN; Jackson, TN (at large), CLUSTER II (Middle Tennessee): Nashville, TN; Hendersonville, TN; Murfreesboro, TN; CLUSTER III (East Tennessee): Knoxville, TN; Chattanooga, TN; CLUSTER IV: (Kentucky): Paducah, KY; Louisville, KY; Lexington, KY (at large). The purpose of the COORDINATOR’S CLUSTER PROGRAM is to allow chapters that are geographically located near each other to strengthen their bond as they share ownership of hosting an activity around an existing signature event or creating one for themselves. Aside from becoming better acquainted and just having good ole fun, it increases the likelihood of best practices being shared among the chapters. Saturday, September 12th, 2015 marked the first Coordinator’s Cluster event. The day began early with me hosting the officers and immediate past officers of the West Tennessee Cluster to a pre-luncheon, “Coffee and Conversations,” meeting in the Medallion Restaurant’s wine cellar. Afterward, the officers of the Germantown, Jackson and Memphis, Tennessee chapters joined their members in the restaurant as they co-hosted the, now 4th annual, “SCP Kickoff before the Kickoff ” luncheon. It turned out to be a lively and enjoyable event which is, hopefully, only the first of plans for several future cluster events throughout the province! u  Highlight community service projects/activities sponsored by Chapters in the Province. Germantown, TN Chapter: • March 22, 2016 at Freedom’s Chapel church served food to homeless individuals temporarily housed at Room In the Inn who were being hosted for the night by Freedom’s Chapel Church. The Silhouettes collected toiletries to package and give to the recipients, and after joining in prayer with the host group, served hot meals to the attendees who were allowed to stay at the church overnight. Hendersonville, TN Chapter: • 2016 Hosted their first annual “Klassy At Heart” Day Party/Brunch at the Agenda Night Club on Saturday, April 23, 2016. The cost of the ticket included brunch, a souvenir photo and a great time. A portion of the proceeds assisted a 33 year-old, 7-month pregnant mother carrying twins with two older children whose husband suddenly died of an aneurysm during Thanksgiving in 2015. The family had no insurance. Funds also helped to provide for a family in Columbia, TN. •

Hendersonville Chapter Continues to provide support to students at the Western Christian School in Ghana (West Africa). This initiative was implemented in 2014 at the SCP Council under the leadership of Immediate Past South Central Province Coordinator, Silhouette Dr. Chantay Walker Dillard. The students send pictures on a quarterly basis of items purchased with the funds provided for them.

Memphis, TN Chapter: • Annual Mother/Daughter Luncheon for Kappa Debutantes and their mothers. This traditional spring event sponsored by Memphis Kappa Alumni Chapter is a greatly anticipated one that gives the young ladies who will soon be presented as debutantes within the coming weeks an opportunity to share accounts of the love and attention that is showered upon them by their mothers as they have grown into young ladies, now waiting, to be presented to society. It is often very heart warming and even emotional to hear their expressions of love and triumph. •

Memphis Silhouettes’ Annual Christmas party is always the one “not to miss”, and is usually hosted at a home of a Kappa and his Silhouette. A catered meal, a band or dee-jay sets the mood as old friends and new ones come together to enjoy the food, fun and fellowship of one another. One of this year’s party highlights was the “Mannequin Challenge” which got everyone involved in the new craze, and, needless to say, that was entertainment in itself.

• The Silhouette Shirley Bridges Scholarship award of $500.00 was awarded to a young man graduating high school who had also confirmed enrollment into college to assist him with the purchase of books and materials. u  Highlight community service projects/activities sponsored by Chapters in the Southern Province. • Jacksonville Chapter - Silhouettes stuffed over 100 backpacks for the Virtual Arts and Science School, visited and donated feminine products. Made donations to the homeless shelter. supported the Kappa’s Annual Golf Tournament, which helps to provide scholarships to deserving students. These Silhouettes also coordinate and filled Easter Baskets for the Kappa’s Annual Easter Egg Hunt. Silhouette Marit Forchian is the President of the Jacksonville, Fl. Chapter of Silhouettes. The Jacksonville Silhouettes hosted the Southern Province Silhouette meeting. •

Daytona Beach Chapter - Silhouettes presents Thanksgiving baskets to deserving families. The holiday time is special and the Kappas spend quality time with the Silhouettes during their Valentine Dinner activity. Home of the National Chaplain, Barbara Gamble. Silhouette Ruthie Corley is the President of this Chapter.

Orlando Chapter - Silhouettes have assisted the Kappas with programs and projects such as the Annual senior luncheon held in November; assisted with the 5K Walk—registration and provided an ad towards their scholarship fund. Night out is special and it is an evening to remember. The chapter promotes literacy by donating books to Title Schools in Orange and Seminole Counties. Congratulations to the newly elected chaplain, Silhouette Mattie Johnson and Silhouette Theresa Foster is the President of this chapter.

Huntsville Silhouettes on the move and support their Kappas in a variety of ways. Was the host chapter of the 66th Southern Province Silhouette Meeting. Silhouettes assist by supporting their scholarship fund and by enriching the lives of students and families. Donated $100.00 gift cards to needy families during the Thanksgiving season. Volunteers to gift wrapping at the local mall with all proceeds going to benefit the Crisis Center of North Alabama. Adopt a child in December to supply gifts and mentor. Assisted with Golf Tournaments, and sponsored dinner and dance in February for our Kappa men. Took Ballroom dancing lesson with our Kappa. This chapter is home of the past National Parliamentarian, Silhouette Brenda Beale, now the Southern Province Coordinator. Silhouette Ramona Chestang is the President of this chapter.

Montgomery Chapter - Silhouettes are active in the communities that they service with programs that enrich and with scholarships for deserving students. In Montgomery, the emphasis is on families and children and their projects are designed to enrich. During Thanksgiving, the Silhouettes feed families of the local Mental Health Facility and donate stuff animals to the child protection center. They decorate and host a Christmas party for the Kappas and the Kappas gives theme Valentine Party. Silhouette Janeen Bush is the President of this Chapter.

• Tallahassee Chapter - Silhouette Lane has been busy leading the Tallahassee Silhouettes. These Silhouettes decorate the fraternity house and assist with the Kappa’s’ Annual Golf Tournament. Whatever the programs and projects of the Kappas are, these Silhouettes stand ready to assist. • Mobile/Daphne Chapter President is Silhouette Cathy Clark. This chapter supports their Kappas through their programs and projects, which help children and families. This chapter will host the 68th Southern Province Meeting.

Tampa Chapter Home of the Immediate Past National President, Silhouette Gwen Miller. This Chapter is on the move and engaged in projects and programs that benefit the community and help children to become productive citizens. Some of their activities include assisting with the Golf Tournament Registration, mentoring youth, giving Thanksgiving baskets, presenting baskets to Kappa League Seniors for graduating high school. They have assisted with presenting books to the Gwen Miller Community Service Center. Their President is Silhouette Joyce Daniels.

Silhouette Shelia Smith leads Birmingham Chapter. Adopted the Jessie Place Shelter where they stock the food panty and will be donating school supplies. They have also made donations to the Angel Tree, assisted with the scholarship fund raising project, made donations to the Birmingham community food bank project. These Silhouettes take time to enjoy each other in special activities.

Miami Chapter has 7 members and is operating under the leadership of Silhouette Charlenia Rutland-Persons. These Silhouettes assist their Kappa men with programs and projects that help seniors, youth and families. Silhouette Charlenia and the Silhouettes of Miami provided beautiful gifts that were utilized as centerpieces on the tables at the 64th Provincial in Miami. The chapter members greeted us warmly and we enjoyed the Perez Museum, formerly known as the Contemporary Museum of Miami.

Due to rescheduling and a last-minute move to a new location, the Baton Rouge Silhouettes had about three months to plan the meeting. With the help of the Opelousas Silhouettes, an extremely successful meeting was enjoyed by all in attendance. Shout out to Silhouette Pamela Honore’ for rallying the troops and pulling it all together. Silhouette Barbara Frazier of the Alexandria (LA) chapter was awarded the Lena Lockhart award which is the Southwestern Province’s “Silhouette of the Year”.

Shout out to the Hattiesburg (MS) chapter for celebrating their 45th Anniversary in 2016. Congratulations to Silhouette Loretta Hulin, chapter President and SW Province Parliamentarian, and all of the wonderful ladies, especially the active charter members, in Hattiesburg on this achievement.

In 2017, Silhouette Tasha Lock led the Canton-Madison (MS) Silhouettes in hosting the 81st Province Council meeting. After a rough start and being a brand new chapter, they were very successful at keeping the Silhouettes engaged and entertained, including the First Lady Silhouette Geraldine Battles. The wonderful guest speakers and musical entertainment during the Luncheon and Banquet were clearly the highlights of the weekend. Silhouette Pat McElveen of the New Orleans (LA) chapter was the recipient of the Lena Lockhart award.

u  Highlight activities during the reporting period initiated by the Province Coordinator. In 2016, the Southwestern Province Silhouettes solicited donations through a GoFundMe page to assist our Silhouettes whose lives were disrupted because of the flooding in the Baton Rouge area. Two of our chapters had members who were affected. In 2016 and 2017, the Southwestern Province Silhouettes donated $200 to the SW Province Kappa Foundation. During each Province Council meeting, the host chapter chooses a local community service project for the Silhouettes to support. In 2016, we supported the Iris Domestic Violence Center of Baton Rouge. Donations included six boxes of clothes and baby items and over $500 in monetary donations. In 2017, we supported In His Steps Ministry of Canton. Donations from the Silhouettes were matched by the Province resulting in over $700 for the cause.

Assisted with their Kappas’ Black and White Ball.   11. Worked with the city Parks and Recreation department for park cleanup, special events volunteering, nature preservations, and community restoration.   12. Provided a SIDS informational booth at a local health fair.   13. Hosted family picnics with the Kappas.   14. We are focused on: Stabilizing Province membership: During the past 2 years, our membership has declined. Contributors to this decline has much to with the passing of Kappa men, in one instance. Many members are widowed and have lost interest in the organization, particularly when it comes to the expense of traveling to Province and National meetings. Developing a Succession Plan for Province Leadership: We would like to develop a deep bench to motivate and mentor members who would desire to hold office at the Province level. The task of identifying qualified candidates for vacated offices have become quite a challenge.

The Silhouettes were able to assist the Kappas with two of their community service projects. On Friday, March 30, the Kappas and Silhouettes visited the local Ronald McDonald house and provided blankets for children there. On Saturday, March 31, the Kappas and Silhouettes along with Dr. Stacey Scott visited a local church to train members on the Safe Sleep program. The church was also provided with 2 pack and play items. u  Share future goals, plans and activities for the Province. All of the Chapters/Presidents/Members and Members at Large of the Eastern Province Silhouettes (EPS) deserve a ‘shout out’. I am very proud of the EPS and our accomplishments since 2015, the beginning of my 3-year term. However, a special shout out to: 1. Norfolk (VA) Silhouettes, a reactivated chapter hosted the Eastern Province Silhouettes Meeting in 2016. Chapter President, Toshia Walters and the Norfolk Silhouettes did an outstanding job. The Meeting was very successful. 2. Portsmouth/Suffolk Silhouettes Chapter, Maryland Spicely, President. A Chapter that I can depend on to do everything that is asked of them in a timely manner. 3. Bowie/Mitchellville (MD) Silhouettes Chapter, Linda Peters, President. This is my Chapter and as expected, I receive tremendous support from the members. However, this year, the EPS has a Province Silhouettes Council Planning Committee (PSCPC) and of the 9 members, 6 are from the Bowie/Mitchellville Silhouettes Chapter. 4. Silhouette DeHaven Colston and Silhouette Wilma Elise Thomas serve as EPS Member-at Large (MAL). Silhouette Colston has served as Parliamentarian (4 years) and is the current EPS Nominations and Elections Committee (NEC) Chair where she has done a superb job! National Silhouettes of Kappa Alpha Psi Fraternity, Inc. 5. EPS Member at Large Leona Brown, Ft Lee (VA) Alumni Family is busy working with the Alumni Chapter to organize a Silhouettes Chapter. I have organized a “Meet & Greet” each month with Silhouettes. I hope to become an active chapter in September 2017 u  Highlight activities during the reporting period initiated by the Province Coordinator. 1. August 2015, I presented the 1st EPS Officers & Executive Board Workshop in Petersburg Va. The EPS Assistant Coordinator, Silhouette Evelyn Storrs hosted the Workshop with the assistance of the Petersburg (VA) Silhouettes Chapter. The Workshop was presented again in August2016 and will be presented in August 2017. 2. EPS 50th Anniversary Celebration, October 1, 2016 at the Fredericksburg Hospitality House Hotel & Conference Center, Fredericksburg Virginia. The event, presented by the EPS 50th Year Anniversary Committee was very well received, successful and enjoyed by all. For more information visit the Silhouettes website: www.kapsilhouettes.org. 3. The Eastern Province Silhouettes presented a check for $600 to the St Jude’s Sunday of Hope Initiative. Kappa Cornelius Huggins, National Chair for the Initiative is a strong supporter of the EPS and a proud member of the Eastern Province of Kappa Alpha Psi Fraternity, Inc. The EPS also made donations to support the Annual Memorial Golf Tournament hosted by the Bermuda Alumni Chapter of Kappa Alpha Psi Fraternity, Inc -The Eastern Province. 4. EPS Chapter Mentor Program. New Initiative where new Silhouettes Chapters are partnered with a ‘seasoned’ Silhouettes Chapter in the immediate locale of the New Chapter. The Mentor Chapter is available for support, advise, social events and any questions that the New Chapter may have. The Mentor Chapter will spend one year from date of Charter/Installation with the new Chapter; or longer if requested.

5. EPS Chapter Charters. Chapter Charters

u  Highlight community service projects/activities sponsored by Chapters in the Province. 1. Portsmouth/Suffolk Silhouettes host a very successful and enjoyable Prom for high school students with challenging disabilities. 2. Bowie/Mitchellville Silhouettes renders support to a Title I elementary school. The Chapter provides healthy snacks (in a back pack) for over 100 students over long weekends and/or holidays i.e. spring break, Christmas, Presidents Weekend, etc. 3. Baltimore (MD) Silhouettes assist in the Alumni Chapter Thanksgiving Dinner for all providing dinner for families the Sunday before Thanksgiving. This event feeds approximately 200 people. The Silhouettes provide desserts and serve the dinners.

National Silhouettes of Kappa Alpha Psi Fraternity, Inc. 4. The Columbia Maryland Silhouettes made group and individual monetary contributions to the Columbia Maryland KAPPAs St Jude’s Project. The Silhouettes made contributions in support the KAPPAs gifting Thanksgiving and Christmas gift card to deserving family. 5. The DC Silhouettes are committed to Educational and Charitable giving. Through our annual programs (May Fundraiser, Silhouette Tea and Holiday Soirée), we continue to raise funds, to help provide “Kappa Scholarships” to High School Students in Washington DC. To date, we have given over $31,000 to KSEF’s “DC Silhouettes” named Endowed Scholarship. 6. The Hampton Newport News (VA) Silhouettes start the year with our “Back to School” fundraiser collecting school supplies for a Middle School in Hampton, VA – an activity that is well appreciated by the staff and students. Our second project is our silent auction that is held every June in conjunction with the Hampton-Newport News VA Kappa’s Kasino Night with proceeds going to the Hampton-Newport News VA Kappa Foundation in support of the local Guide Right program. u  Share future goals, plans and activities for the Province. • To increase the number of Silhouettes Chapter from 11 to 15 by the end of my three year; 2015-2018. • To work with the Province Polemarch to establish guidelines for Alumni Chapter’s Silhouettes Liaison • Establish a Province Silhouettes Council Planning Committee (PSCPC) who will be responsible to host ALL future EPS Meetings with assistance from the Silhouettes (Chapter) of the Alumni Host Chapter. • Establish and implement a EPS Community Service Project that the EPS will support.

I also attended the Kappa C Roger Wilson meeting in November to distribute over a thousand brochures on the Eunice Kennedy Shriver Safe Sleep® Campaign initiative. u  Highlight community service projects/activities sponsored by Chapters in the Province. Durham Silhouettes - The Kappa Kentucky Derby Celebration was held on Saturday, May 7th at the Kappa’s of Durham Community Center. Greetings came from Renaldo Dorsey Polemarch of the Durham Alumni Chapter Kappa Alpha Psi Fraternity. Frank Meachem hosted the celebration. Harry Leak sang the Kentucky Derby opening song prior to race. Frank & Sandra Meachem narrated a surprise fashion show “Run for the Roses”. The participants in the fashion show were Mary McAdams, Ivan Owens, Fred & Sylvia Black, Sterling & Michelle Freeman, Maurice McLeod, Willie Boyd, Lady Carolyn and Iris Layne. Frank Meachem and J. C. Scarborough, III discussed the role of the Kentucky Derby’s forgotten black jockeys. Black jockey Oliver Lewis rode Aristides to a one-length victory in the fastest time ever recorded by a tree-year-old. 13 of the 15 riders in that first Kentucky Derby were blacks. Black jockey Isaac Murphy is considered by many to have been the greatest American jockey in history. He became the first jockey to win successive runnings of the Kentucky Derby, and the first rider to win three overall. Jimmy Winkfield

matched the back-to-back feat in the1902 Kentucky Derby. Segregation forced African-Americans to take their talents to Europe. The chef for the occasion was Edward Cook and the menu featured Shrimp & Grits, hors-d’oeuvres, cakes and pastries. The bar featured the traditional Mint Julips. The Durham Silhouettes of Kappa Alpha Psi Fraternity provided decorations. The attendees’ watched Nyquest reign over all contenders in the 2 minutes race. Lynn Smith was Chair of the celebration. A Breast Cancer Awareness program was held October 10, 2016 at the Kappa’s of Durham Community Center hosted by the Durham Silhouettes of Durham Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. Evelyn Slappy welcomed the participants displaying welcome signs with “W” - representing Wellness, E – Early Detection, C – Cancer Free, O – October Breast Cancer Month, M – Mammogram and E – Education. Lula Melton, President of the Silhouettes presented greetings. Kaye Sullivan made tribute to Julia Williams Davis. This was followed by a creative Dance performed by Bryana Dorsey and Bailee Dorsey. Carmen Dorsey introduced the facilitators Dr. Sharon Taylor, an Oncologist, gave a brief talk discussing “Current Breast Cancer Screening”. Dr. Taylor made recommendations, shared possible signs of breast cancer, and ways to reduce one’s risk by eating a plant based diet and getting regular exercise. Valarie Worthy, President of Sisters Network Triangle of NC with panelist Earnestine Goods, Tahisha Harrison, Carla Lewis, Brenda McCants and Helena Taylor discussed their personal experiences with breast cancer. Faye Watkins conducted the lighting of the Candle of Hope ceremony. This ceremony ignites the hope of breast cancer survivors. Earnestine Boyd, Carmen Dorsey, Debra Dorsey, Iris Layne, Lucy Lincoln, Kaye Sullivan, Sharon Taylor, Vernell Williams, Evelyn Slappy coordinated this program. During the National Conference in New Orleans several members of our Province received several awards. The Philadelphia Chapter received the President’s Award in recognition of their community service. They also received an award for the highest participants at the conference by a large chapter. Members Erma Ward-Walker and Laura Walker received the Beyond Award for their work with the Silhouette Widows. Norristown shining star was Cynthia Muse who received an award for Outstanding Leadership and Service. Jean Smith from the Wilmington Chapter received an award for Leadership and Service. Several community service projects that the Northeastern Silhouettes participated in were: Ronald McDonald House; Sickle Cell Association; American Diabetes Association; Reading to Learn; Alzheimer’s Foundation; Autism Speaks; Turning Point for Children; Praise is the Cure (Breast Cancer); Middletown Diaper Bank u Share future goals, plans and activities for the Province. Membership has reached to 14 Silhouettes from being inactive in the previous year. • Greenville-Silhouette Nikki Williams and the Greenville Alumni Silhouettes hosted Safe Sleep Initiative in which 19 different church congregations were in attendance. • Savannah- Silhouette Melissa Carter took leadership of the Savannah Chapter during the 2016 2017 year. She successfully recruited 5 new members. In fact, one Silhouette attended province meeting after one week of her husband becoming a member of Kappa Alpha Psi Fraternity Inc. u  Highlight activities during the reporting period initiated by the Province Coordinator. • During the 2015 Provincial meetings an initiative to grow Silhouette Chapter growth and participation was presented. This was spearheaded by Silhouette Velma Moultrie, who facilitated this initiative as the keynote speaker at the Red Dress Luncheon. Silhouettes were encouraged to share challenges in retaining membership and collaborated to develop strategies to implement in their local chapters. Strategies included: o Reaching out to younger Kappas and their wives to o  Using Kappa social events to recruit inactive Silhouettes o  Visiting and supporting fellow chapter events

In light of recent natural disasters of 2016 the Southeastern Province established a fund to offer support to local chapters who are affected by natural disasters. Each chapter in the province has been charged with establish a disaster relief protocol for their chapters. All were asked at minimum to have on hand resource information for their local area.

Albany - Celebrate the Widowers of the Kappa chapter Atlanta- Provided Easter Baskets to children who live in Odyssey Villas a facility that houses families who would otherwise be homeless. Augusta- KROC Angel Tree Donation Decatur-Distributed poinsettias to the widows and widowers of their chapter. Savannah- Participated with the local NAACP Chapter to educate citizens on election dates and Voter’s Registration Campaign

u Share future goals, plans and activities for the Province. Provide scholarship to the Province Student of Year Winner: The Southeastern Province Kappa Silhouettes awarded our first Betty Mims Scholarship in the amount of $500.00. The recipient was the collegiate winner from the Greenville Alumni Chapter Student of the Year winner. Continue to support Kappa Foundation: We have asked the chapters to continue to Support the Kappa Foundation. Continue to attend Province and National Meeting: Prepare for the National Meeting in Orlando Florida and support the community efforts. Royal Ruby Affair Fall 2017 This fall the SEP will host its inaugural gala for the entire province. It is our intention to alternate between the states of Georgia and South Carolina..Proceeds will be used to support SEP Scholarship and the SEP Disaster Relief Fund. Continue Workshops at Province Meetings: 1. Chapter President Training - All new and seasoned chapter presidents present attended Silhouette Chapter Management training as well as a basic Chapter Management Book. The book contained the National By- Laws, Province Bylaws, Policy and Procedures and basic guidelines of Chapter Management. This year content was expanded to include Financial duties and Conflict Resolution guidance. 2. Generations Workshop - With five generations currently in the workplace and with generation gap growing it is imperative that we know how to relate to one another and how to work together. This workshop was offered to all the presidents present. Soft copy was provided to each president to share with their local chapters.

I. NATIONAL MEETING The National Meeting of the National Silhouettes of Kappa Alpha Psi Fraternity, Inc. (National Silhouettes) is a convention by another name. Roberts’ Rules of Order Newly Revised 11th Edition defines “convention” as an assembly of delegates representing constituent units of a parent group and acting in the name of the entire group. The authority to convene is found in Article VI, National Meetings of the National Silhouettes bylaws.

II. PURPOSE The purpose of the National Meeting is: A. To hear officer and committee reports of achievement during the term. B. To receive recommendations on and initiate policies and procedures for the functioning of the organization, C. To transact business relating to the parent body and/or to its constituent units, and D. To elect officers and members of the Nominating Committee.

III. VOTING BODY The voting body of the National Meeting consists of members (delegates) chosen by constituent units (chapters) of the National Silhouettes to represent them at the conference. The chapters also choose alternate delegates to replace delegates who are unable to attend the conference, who have withdrawn as a delegate or who must leave the meeting room for any period of time. Any financial member of the National Silhouettes may attend the conference, and, if her chapter is in good standing, may participate in debate; however, only delegates (or alternate delegates) may make motions and vote.

A. Duties of Delegates 1. To attend the delegates’ briefing; 2. To attend the National Meeting and participate in all business meetings, voting as instructed by their chapters or in the best interest of their chapter and the National Silhouettes; 3. To attend as many of the educational, informational and/or social events of both the National Silhouettes and Kappa Alpha Psi Fraternity, Inc. as possible, and 4. To prepare an oral and written report to present to their chapter after the conference. B. Duties of Alternate Delegates 1. To attend the delegates’ briefing; 2. To be prepared to take the place of the delegate at any time; 3. When acting in place of the delegate, to assume the duties and privileges of the delegate; and 4. To attend as many of the educational, informational and/or social events of both the National Silhouettes and Kappa Alpha Psi Fraternity, Inc. as possible. IV. CONFERENCE ORGANIZING PROCEDURES The National Silhouettes Meeting is organized on the adoption of three (3) reports-A. The credentials report which 1. Is presented by the National Financial Secretary who calls the roll of chapters, announces the authorized delegates of each chapter and establishes that a quorum is present (See Section V below). 2. The National Registrar will report on the number of conference attendees (includes the number of delegates and special guests) 3. Must be adopted before any business is transacted; and 4. Requires a majority vote for adoption. Additional reports are given as additional delegates (and perhaps others) register. These additional reports do not affect the quorum. B. The conference standing rules, which 1. Contain parliamentary rules governing the conduct of business and non-parliamentary rules governing administrative matters; 2. Requires a 2/3 vote for adoption; 3. May be amended or rescinded by a 2/3 vote or by a majority vote of all registered delegates; and 4. May be suspended by a majority vote unless the rules themselves provide otherwise. When a conference rule is suspended, the applicable rule in the parliamentary authority automatically comes into force.

C. The conference program agenda(s), which 1. Establishes the order of business for the conference. It has been the practice of the National Silhouettes to present a daily program or “agenda” for adoption; 2. Requires a majority vote for adoption; and 3. Requires a 2/3 vote, majority vote of all registered delegates to be changed after it is adopted, OR has been delegated to the Presiding Officer in the conference standing rules.

V. QUORUM Delegates representing one quarter (1/4) of the national officers and chapters in good standing constitute the quorum. A delegate who has voted at the conference for any purpose shall be deemed present for quorum purposes for the remainder of the conference and for any adjournment thereof. VI. CONDUCT OF CONFERENCE BUSINESS A. Minutes 1. Any delegate may make a motion after being recognized by the chair. 2. The chair may require motions to be in writing. 3. The proper form for making a motion is: “I move that.....” or “I move to.....” 4. Any delegate may second a motion by simply calling out “Second”. Recognition by the chair is NOT required. B. Debate 1. All delegates--and non-delegates who are financial members may participate in debate on a motion. The number of times that one may speak to a question and the length of time for each speech are given in the conference standing rules. 2. All remarks must be addressed to or through the chair. 3. Motives of other members should not be attacked. 4. One may not speak against one’s own motion but may vote against it. 5. The delegate who seconds a motion may speak and vote against it. 6. The Parliamentarian does NOT rule on inquiries posed by the assembly. The chair may consult privately with the Parliamentarian for advice or direction; however the interpretation of the inquiry is made by the chair. C. Amendments to Motions 1. A proposed amendment to a motion is a proposal to alter the wording of a pending motion. 2. An amendment must be germane to the motion it proposes to amend. 3. A motion to amend is debatable except when applied to a motion that is not debatable. 4. Any main motion may be amended. A primary amendment (which applies to the main motion) and a secondary amendment (which applies to the primary amendment) may be pending at the same time. When both are pending, the secondary amendment is voted on first. Amendments to the third degree are out of order.

D. Reports 1. Officers’ Reports In general, officer’s reports are for information only and require no action. If it is desired to adopt recommendations contained in an officer’s report (such as adoption of a budget), any delegate--not the reporting officer--may make the motion to do so. 2. Committee Reports Reports of most committees are for information only. Notable exceptions are those that, on adoption, organize the conference and the report of the bylaws committee. If the reporting committee member is a delegate, she may move adoption of the committee’s recommendations and no second will be required. If she is not a delegate, any delegate may make the motion or the chair may assume the motion. A second will be required in either of the last two cases. 3. Nominating Committee Report a.   This report is presented by the Chairman of the Nominating Committee or her designee.    No action is taken on it--i.e., it is neither amended, adopted or rejected. b.   Following the report of the Nominating Committee, open nominations    (nominations from the floor) are called for by the chair. Anyone nominated from the floor    must meet the qualifications for the office specified in the Bylaws and present her credentials    as directed by the Nominating Committee. E. Elections. Instructions given by the President or her designee shall be followed in voting during elections. A majority vote is required for election: either by voice, ballot or electronic voting. F. Proposed Amendments to Bylaws 1. There are incidental main motions to amend something previously adopted. Previous notice of a proposed amendment to the bylaws must have been given.* 2. These motions are- a. Debatable; b. Amendable within the scope of the proposed amendment, and c. Require a 2/3 vote for adoption 3. A negative vote may be reconsidered, but an affirmative vote may not. 4. Adoption may be by voice, ballot, or electronic voting. *Changes to the proposed amendments at the 2017 National Meeting will NOT be considered as previous notice to chapters would not have occurred.

VII. ADJOURNMENT A. At the time specified in the adopted program, or when all scheduled events have been held, the President will declare the conference adjourned (sine de) (i.e. without delay or without appointed day for another meeting of the assembly). B. This dissolves the assembly and no motion for adjournment is required. Unless referred to a committee with instructions to report at the next conference, any business not completed at the time of adjournment “falls to the ground� and is not carried over to the next conference as unfinished business; however it may be reintroduced at the next conference as though it had not been introduced before.

VIII. AFTER THE CONFERENCE Delegates should prepare a written and oral report. Soon after the conference, the agenda of a chapter meeting should provide for a report by the delegate to the conference. A. Written Report. Copies of the written report should be given to the chapter President and Secretary. It should include at a minimum: (1) the number in attendance; (2) business transacted; (3) training/educational sessions and special programs offered; and (4) the site and date of the next conference if known. B. Oral Report. Select only the most important items for the oral report. A topical report would be more interesting and meaningful than a sequential report. Thus, one section might include all business transacted; another might cover training sessions, and another might cover special programs (lunches, banquet, excursions, etc.) In the conclusion, the delegate may give an overall impression of the conference and, if it was felt that you were enriched by your attendance and service as a delegate, you may want to convey that to the members of your chapter and recommend their attendance at the next conference whether or not they are delegates.

NATIONAL SILHOUETTES OF KAPPA ALPHA PSI FRATERNITY, INC. Life is not measured by the Breaths you take, but by the moments that take your Breath away. Anonymous The journey of the National Silhouettes President began in 2013 with a mission to connect, engage and raise the bar of service and support to the Men of Kappa Alpha Psi Fraternity, Inc. Together Silhouettes, we have planned, organized and implemented new ways and means for recognition of small, medium and large chapters; increased outreach to our membership through state of the art technology, and viable operation of an interactive website; and we applaud Province Coordinators for their efforts in membership increase. Eleven (11) new chapters chartered; four (4) re-activated. We have established a new protocol for sharing of news, resources and achievements of Silhouettes around the Provinces through the introduction of the first online digital newsletter. We have also worked diligently to embrace our widows; reaching out across the miles in an aggressive campaign of reclamation to our widows. I am pleased to report that our actions resulted in development of a National Silhouettes Widows Liaisons Committee. Our Network initiative is comprised of a "Widows Liaison" in each of the 12 Provinces; distinguished by, embracing and engaging our widows. In offering support to our Province Coordinators, we moved forward to establish a National Silhouettes Member-at-Large Committee to extend direct support to the Member-at-Large. At the 2015 National Meeting, we listened to the voices of the membership through Evaluation feedback from National Silhouettes Meetings, and initiated "Leadership Development Workshops� during the National Meetings. These workshops provide relevant training for Province Coordinators, Chapter Presidents, Chapter Officers and Members. Together, We Connect, Engage, and Raise the Bar for Service and Support. The National Silhouettes of Kappa Alpha Psi Fraternity, Inc.

Our collective efforts in 2015 energized the membership to support the First Kappa-Silhouettes Partnership for Sudden Infant Death Syndrome (SIDS) Awareness Campaign introduced by the 33rd Grand Polemarch, Thomas L. Battles, Jr. The advocacy role of the National Silhouettes is impressive. The impact of supportive activities conducted throughout the 12 Provinces of the Fraternity, made possible by our network of Province Health and Wellness Coordinators, touched the lives of over 8,000 community residents. Silhouettes, as wives and widows of Kappa men, your steadfast dedication and commitment to community service have enabled successful implementation of the Kappa-Silhouettes Safe Sleep Project for advocacy, and awareness of (SIDS). I would encourage the continued support of the new Global Infant Safe Sleep Center (GISS), and the continued focus on the initiative: “Changing a Tradition” - “Changing a Position”. Furthermore, we are pleased to have First Lady Geraldine Battles serving as the spokesperson for the GISS Center initiative. Under the leadership of the National President, Executive Board and the National Body, we implemented significant changes to the National Silhouettes Bylaws, and increased membership dues for the first time since 2008. The financial status of the organization is strong, and maintains an impressive accounting of reserved funds. “No Man is an Island” – as National President, it has been a privilege and honor to work together with phenomenal women invested in supporting this administration, Chapters, Provinces and the National Silhouettes Membership. We proudly salute the investment of time, talent, and commitment of dedicated Silhouettes. Thank you for your FANTASTIC support! Together, we realized success and achievement at every level of our Auxiliary. Highlighted at this 47th National Silhouettes Meeting is the culminating activity of this administration is our Recognition Celebration of "Seventy Years of Stellar Support: 1947-2017. Sister Silhouettes, it has been an honor, and an exciting opportunity to serve as the 11th National Silhouettes President. Thank you, Silhouettes, for your support to the Kappa Foundation. 70th Year of Recognition of Stellar Support

Highlighted Accomplishments Implemented new ways and means for recognition of small, medium and large chapters. Increased level of activity for chartering and re-activating Chapters of Kappa Silhouettes. Increased outreach to our membership through state of the art technology, and viable operation of an interactive website. First online digital newsletter publication. Initiated campaign of reclamation to our widows. Established National Silhouettes Widows Liaisons Committee comprised of a network of a "Widows Liaison" in each of the 12 Provinces. First Kappa-Silhouettes Partnership initiated for advocacy and awareness of Sudden Infant Death Syndrome (SIDS), introduced by the 33rd Grand Polemarch, Thomas L. Battles, Jr. Established Health and Wellness Coordinators in 12 Provinces whose combined efforts touched the lives of 8000+ community residents. Initiated Phase II of the Safe to Sleep® Campaign through support of the new Global Infant Safe Sleep Center (GISS), and its continued focus on the initiative of a safe sleep environment for babies: “Changing a Tradition” “Changing a Position”. Facilitated National Silhouettes Bylaws Amendments, and increased membership dues for the first time since 2008. Established 70th Anniversary Steering Committee for planning of National Silhouettes, Recognition Celebration of "Seventy Years of Stellar Support: 1947-2017.
