Communications Mission: The Communications Committee supports information sharing among all stakeholders by developing policies and procedures, tools and strategies to enhance internal and external communication and thereby support the mission of National VOAD.

Communications Goals •
Continue to implement the newly adopted National VOAD branding policies through webinars, workshops, review of the National VOAD website, documents and logo merchandise for opportunities for implementation of the branding policies in consultation with the National VOAD staff.

Explore new Communications Technologies to support National Members and State VOADs with further development of their web and social media presence (ie: social media, Web 2.0, blogs, and podcasts avenues, channels, and delivery methods). This will affect how information is delivered and received and how stakeholders are reached and engaged.

Design and implement a Public Service Announcement (PSA) as part of a multimedia public awareness campaign about the work of VOAD to reach target audiences. Coordinate with the PSA being produced about donations by National VOAD, UPS and the Ad Council.
Communications Goals •
Develop an e-Newsletter to spotlight the work of the National VOAD Partner Members and the State VOADs and the best and promising practices. This will also allow for regular and effective communication with Partner members, Committees and State VOADs which is essential to obtaining the greatest participation in the work of the National VOAD.

Create a roster of writers for the National VOAD e-Newsletter and other bulletins from the ranks of communication staff at the various member agencies. Writers will be available to the National VOAD staff when they advise that assistance is needed for writing press releases.

Develop and maintain an outcome based Communications Committee strategic plan that is used to guide decision-making on new projects and ideas.
Disaster Case Management Purpose Statement The Purpose of the Case Management Committee is to: provide a national forum for the sharing of information regarding emerging issues and ongoing trends in disaster recovery case management; work collaboratively to identify and overcome systemic barriers that prevent individuals and families from accessing disaster recovery case management services and resources; and to advocate for best practices and processes in disaster recovery case management in support of NVOAD’s over-all mission and values.

Housing Mission Statement: To assist local, state, tribal, and national disaster response groups in educating, facilitating, and coordinating for disaster related housing activities The focus of the National VOAD Housing Committee is to review issues related to: The clean up process after a disaster Repair and rebuilding after a disaster Temporary and permanent housing (Including affordable housing options)
Housing
Goals: To revise the current Repair and Rebuild Points of Consensus to include cleanup after a disaster.
Develop a guidance or best practices document for cleanup after a disaster
The Housing Committee has identified issues related to current housing activities
Who and how to address rental properties
Reviewing some fast track models for repair and rebuilding of homes
Increasing the quantities of affordable housing repairs and rebuilds while keeping quality workmanship.
We are committed to address these issues using the 4C’s with all the National VOAD Committees and our partners, recognizing the real possibilities that exist for the future. The Housing Committee members possess a variety of expertise that will make every effort to create relationships to develop avenues that lead to solutions.

Mass Care Mission: The Mass Care Committee is a group comprised of America's leading voluntary agencies in the provision of mass care during disasters. Its purpose is to pursue avenues for joint action and planning among these and other willing partners to communicate, coordinate, cooperate and collaborate. It is the intention of the committee to speed the provision of critical services to those affected by disaster, reduce the duplication of efforts so that the greatest use can be made of limited resources during crisis, and establish a united voice for advocacy in working with our public institutions, including emergency management at the local, state and federal levels, to prepare our communities for the disasters they will face in the future.

State Advisory Council The State Advisory Council is made up of a VOAD representative from each of the 10 FEMA regions as well as the three state representatives on the BOD. Our mission:
To represent the State and Territorial VOAD's interests, to improve the relationship and address issues between National VOAD and the State and Territorial VOADs and to foster growth, capacity and communication between State and Territorial VOADs.
This year we have prepared a definition State VOAD and the relationships between:
a) National VOAD and state/territorial VOADs
b) State/Territorial, Tribal VOADs and regional and/or local VOADs
We have reviewed, updated/or developed states' core documents
a) State Membership Agreement
b) Templates for by-laws, membership applications, disaster response protocols
State Advisory Council Tools to be created:
update and expansion of Design for Success, to include a library of best practices and technical support Toolkit of templates, outlines and proven practices to support the development of new VOADs survey tool for state VOADs to use to access their organizational and strategic planning needs Strategic planning template for state, regional and local VOADs Quick guide for state/regional VOADs to self determine if 501(c)3 status is appropriate for their organization
In addition, prepared an all day Orientation for VOAD leaders at the AVC Formulated 3 workshops for AVC and selected appropriate presenters
Technology The Committee began formation in November 2011. We are actively seeking additional members to join the committee. The committee's initial focus is to explore how: 1. Technology tools may be able to increase the voluntary disaster response community's situational awareness of assets and needs. 2. We would define the National VOAD 4 C's of Coordination, Communication, Cooperation, and Collaboration from a technological standpoint. Can we leverage technology to enhance each “C?�
Technology Other discussion items thus far: A. Are there applications or other technology tools that currently exist that could be adopted or used in support of disaster that are not widely used at this point in time. B. Are there useful and sustainable ways we may be able to engage with remote or virtual volunteers to support the VOAD community during all phases of disasters. How can we engaged with other voluntary communities (ie volunteer coding/programmers) to modify or build new technology solutions for the VOAD community. C. If we determine technology could be used to enhance our community’s situational awareness of assets and needs: 1. How do we include the VOAD community in a productive way during solution development and training. 2.
Issues of sharing data and information among VOAD members and other organizations.
3.
Issues of capacity and capability to use existing and potential technology tools and in the VOAD community.
Committee Mission: To have more affiliated volunteers and better manage unaffiliated volunteers in disaster. 2012 Focus: Establish a resource library for “best practices� and solutions models; created subcommittee to review and assess Volunteer Village models for volunteer housing 2013: Identify and review appropriate materials for resource library; Build working partnership with NASEVODOC, the new association of state donations and volunteer specialists; broaden scope of subcommittee to look at wide range of housing solutions for volunteers; and review emerging volunteer management technologies to determine a collaborative approach to integrating and interfacing systems.
