As we reach the halfway point of 2018, it is important to take a moment and reflect on how far we have come as an association this year and over the last three decades since our founding in 1987. We should be thankful for all the opportunities we have as Americans, and as trailer manufacturers and suppliers to the industry. These opportunities include the freedom of enterprise and the competitive, open market that allows us to do business.

Dealers across the country are handing out NATM’s Safely Towing a Trailer booklets, fleet managers are including “NATM Compliant” in their bid specifications, insurance groups are learning about the importance of verified compliance, and recently in June, NATM hosted its first national Trailer Safety week with the help of trailer manufacturers hosting events.

As citizens, we have civic responsibilities that include political participation and obeying the laws. As trailer manufacturers, those laws include compliance with Federal Motor Vehicle Safety Standards, state and federal regulations and labor laws. These are requirements and not optional.

Due to the higher volume of travelers and those making poor decisions and driving impaired, the 4th of July holiday is one of the deadliest days of the year to drive. Families will be taking advantage of the holiday and trailers will be hauling RVs to the campgrounds, boats to the lake, cars to the races, motorcycles for summer cruises, and horses to the trails. While we cannot guarantee that these trailer-users will make the smartest decisions, we can ensure the safety of our trailers by verifying their compliance and doing our part to inform end-users through our efforts such as the implementation of Trailer Safety Week and the distribution of easily digestible how-to information for endusers on our new website, www.TrailerSafetyWeek.com.

As the fall midterm elections are approaching, it is important to uphold our civic duty to educate ourselves as voters and participate in casting our ballot. It is extremely important to educate yourself and vote appropriately for local and state officials as these officials have the greatest impact on our dayto-day lives. The trailer industry employs more than 419,000 Americans and represents approximately $4.18 billion in sales every year. For every dollar we put into manufacturing, another $1.40 is added to the economy, making it the highest multiplier effect of any economic sector. It is manufacturing industries such as ours that are the backbone of this great nation, and it is important for our voices to be heard. While the President of the United States will take this 4th of July as an opportunity to reflect on America and its proud history and promising future, I too would like to reflect on the strength of our Association as president of NATM. We are officially half way through the year, and we are looking to wrap up the goals of the 2016-2018 NATM Strategic Plan in the coming months. Every member of NATM should take pride in the achievements of this Association over the last few years. Once a small group of trailer manufacturers, NATM has now grown to over 900 members and has successfully advocated for legislation that supports the needs of the industry. Like the forefathers of this great nation, the forefathers of NATM in 1987 should be proud to see how far we have come. Knowledge of NATM’s existence is not limited to only those in the industry; every day, NATM is gaining traction with regulatory 4

As an association dedicated to safety, I want you all to remember that safety starts with you, whether it is at home, on the road or in your manufacturing plants. I want you all to fully enjoy the summer season, but make sure you are taking the appropriate precautions on the roads, while lighting fireworks, training your staff to always wear appropriate PPEs and by following all laws and regulations this summer season and all year long. America and the light- and medium-duty trailer industry are doing well, and I am proud to be a part of this great nation, this great industry and this great association. Please take the time during this summer holiday season to remember those that have sacrificed for us to be where we are today and thank a veteran, volunteer in the community and spend quality time with your friends and family.

August marks the first anniversary of my role as the sole Executive Director of NATM. It’s been an incredible first year and I am so grateful for those who have supported me during this time. The Association’s membership has been so kind in their acceptance of me and generous with their praise of the good work achieved by our team. The NATM Board has time and time again instilled their confidence in my ability to successfully lead this great Association and continues to provide the guidance the Association needs to thrive. Committees have continued to work hard and help make important decisions in the trajectory of the Association, and the staff continues to put in the effort to ensure our membership dues remain low compared to the value derived. Like many of you, sometimes I get so focused on the minutia of the day-to-day and meeting our goals for the year, and I don’t always take enough the time to appreciate the team that makes it all happen. In the last six months, I have had the unique opportunity to take on a bigger role in some programs and benefits than I would not normally. I played a larger supporting role in the Compliance Verification Program as we hired and trained a much needed third compliance consultant that took NATM’s Technical Director Colin Holthaus away from the office and out on the road more. I was also much more involved in planning future conventions while events coordinator, Lane McNeil, was on maternity leave. During this same time, we also developed and launched the first ever national Trailer Safety Week, a new and exciting project for NATM. After spending the last year in a new role and time spent temporarily supporting other programs, I have an even greater appreciation for the people on my team. NATM’s Technical Director Colin Holthaus has spent considerably more time on the road conducting compliance consultations at NATM trailer manufacturing member facilities. His frequent travels out of the office left the staff without an onsite expert to address the questions that members call the NATM headquarters for on a regular basis. In order to help reduce the response time while Colin has been out of the office, I stepped in to help. In researching and answering member’s technical questions, helping members through some of the compliance program and providing reports and updates to the compliance staff, I am amazed at the vastness of the technical 6

July/August 2018

staff's knowledge and their ability to manage the competing demands of their roles. Technical director, Colin Holthaus, and compliance consultant, Matt Searcy, have been with NATM two years now and the amount that they have managed to learn and their ability to interact with members is astounding. NATM’s Technical Staff travel three to four weeks a month, and still find time to give our members the support they need and deserve, often going above and beyond for a member. Further, NATM’s Executive Assistant Christina Trimmer volunteered to take on additional administrative tasks for the Compliance Verification Program in order to help out the team. Christina’s attention to detail and willingness to lend a hand has helped the team truly come together and function more efficiently and effectively. NATM also recently hired Terry Jones as a second Compliance Consultant and his ability to learn so much about a niche industry so quickly and dive right into his responsibilities has shown he will be a great asset to our team. NATM Events Coordinator Lane McNeil’s maternity leave took place during the selection process of convention space for future NATM Convention & Trade Shows. This became a great opportunity for me to be further involved in the planning process than I ever would have otherwise. Lane did an excellent job of preparing for her leave and I filled in only to keep the ball rolling until she returned. Trying to provide top notch service to our trailer manufacturer attendee base, exhibiting suppliers, and the NATM Convention Committee is no small task. It’s a fast-moving process and I am so very thankful that I had NATM Quality Director Monica Johnson to help me with the process and a Convention Committee that was willing to meet fairly frequently to help make the best decision for NATM. Monica willingly took on job responsibilities and was endlessly helpful in helping share a full-time job in Lane’s absence. Her selflessness and commitment to NATM deserves much recognition. Conventions take years to plan and execute the tiny details that go into making it a smooth event and one that adds values to members’ businesses takes more hands than you could imagine. Lane’s passion for the job and her early successes from the highest attended convention since the economic recession to incredible attendee feedback, are a testament to what we can expect in the future. Savana joined the staff in late August 2017 and has already made an incredible impact. She created beautiful graphics and helped brand Trailer Safety Week as well as developed an entirely new website, www.TrailerSafetyWeek.com. Her willingness to do whatever it took to meet our deadlines was an important component of our success. Meghan was the backbone of the development of the new program, driving progress in the summer of 2017 when I was on maternity leave and pushing the campaign forward throughout the year. Although not a technical expert, Meghan surveyed dealers about their needs and contributed greatly to the development of the content on the website, researching and curating content as well as helping with the creation of NATM’s newest video, and overseeing one of the events. Bill helped provide great feedback to the team, helping with the marketing approach and the development of content as well as overseeing one of the events. Cindy Streeter has been a meticulous bookkeeper and her attention to detail and commitment to not only accurate, but clearly understandable, financials has helped make this transition an easy one for me and for the Association. She is an invaluable part of this team and an incredible supporter of all of us in our projects. She is the first to offer to help anyone and can be counted on in every situation. We are fortunate as a staff in that our members have always been so kind and quick to thank the staff for their hard work. Not everyone is so lucky to work with such a generous group of people and for that we are all so thankful. But it’s important to me that our members understand just how skillfully this team works together and how impressive they continue to make NATM look. I absolutely could not be successful without them. I am grateful to work for such great people and with such great people each and every day.

Trump Administration Tariffs, NAFTA Threats Bring About Global Trade Uncertainty

President Trump’s signing on March 8 of proclamations imposing tariffs on steel and aluminum imports has set off a hectic and unpredictable few months for industries reliant on global trade. Beyond the tariffs, President Trump has pushed for the North American Free Trade Agreement (NAFTA) and other trade agreements to be significantly updated, initiated a new investigation into the effects of automobile imports on the U.S. economy, and engaged in a back-and-forth with China over potential steps to dramatically reduce the American trade deficit with that nation. At the time of this writing, substantial uncertainty remained regarding how each would be resolved, and more broadly, how global markets would be impacted over the long term. Trailer manufacturers have reported significant price fluctuations on imported and domestic products, and NATM has undertaken significant efforts to raise concern with Congress and the Trump Administration. Tariffs on Steel and Aluminum Imports Announced in March; Country and Product Exclusions Being Negotiated In 2017, President Trump directed the Department of Commerce to investigate the national security effects of imports of steel and aluminum under a little-known, Cold War-era law, the Trade Expansion Act of 1962. Broadly, that law grants the President the authority to impose tariffs or quotas to negate the effects of certain imported products on national security. In February of 2018, the Department of Commerce delivered to the President the results of its investigation, finding that imports of both steel and aluminum had caused significant job losses in the United States, weakened the domestic production industries for both products, and in the process, “threaten[ed] to impair the national security.” In response and to the disappointment of many within his own party, President Trump announced tariffs of 25 percent and 10 percent on imports of steel and aluminum, respectively, to go into effect on March 23. Within days of the President’s announcement, numerous American allies and adversaries alike had announced plans to retaliate and to challenge the Trump Administration’s actions at the World Trade Organization, leading many commentators to warn that a global trade war was on the horizon. In response, NATM has in recent weeks submitted comments for the record for a congressional hearing focused 8

on the Administration’s trade policies and has participated in meetings with the Department of Commerce and industry allies. At first, White House officials held firm that no country would be exempted from the broad new tariffs. After weeks of outcry, however, the Trump Administration reversed course and granted a number of temporary and permanent country exemptions, and the Department of Commerce initiated a process under which firms could request that certain products be excluded from the tariffs. Regarding country exemptions, Argentina, Australia, Brazil, Canada, Mexico, South Korea and the entire European Union (EU) were temporarily exempted. Subsequently, deals to avoid the tariffs were reached with Argentina, Australia, Brazil and South Korea, granting the countries permanent exemptions. At the end of May, the Trump Administration announced that the temporary exemptions for Canada, Mexico, and the EU were ending and that the tariffs would take effect for them June 1. The EU, Canada, and Mexico responded immediately with announcements that retaliatory actions would soon follow. NAFTA Negotiations Continue, Now Linked to Section 232 Tariffs Prior to recent tariff developments, President Trump last year called for a rewrite and modernization of NAFTA. In the months since the Section 232 announcement, however, NAFTA negotiations became linked to the steel and aluminum tariffs since Canada and Mexico’s temporary exemption—now extinguished—from the tariffs was dependent on a successful renegotiation of NAFTA. In negotiating goals shared with Congress in July of 2017, the Trump Administration said it hoped to shrink trade deficits with Canada and Mexico and strengthen the American automotive industry through a renegotiation. But demands presented by U.S. Trade Representative Robert Lighthizer in October of 2017 took Canada and Mexico, as well as many U.S. officials and business leaders, by surprise. Particularly notable demands include significant increases in regional content thresholds for automobiles and a new requirement that the agreement be renegotiated every five years.

But as of late May, Trade Representative Lighthizer was warning that a final deal was “nowhere near close.” Mexico’s Economy Minister Ildefanso Guajardo said he remained hopeful a deal could still be reached by July 1, putting the odds at 40 percent. Reportedly, significant automotive, dairy, pharmaceutical, and dispute settlement terms remained to be agreed upon, in addition to the deal’s sunset provisions. Adding to the complexity of the negotiations were upcoming elections in all three member nations: Mexico’s presidential elections in July, Canada’s provincial elections in October and the American mid-term elections in November. Additionally, it was unclear what effect the Trump Administration’s May 31 announcement about the ending of the tariff exemption granted to Canada and Mexico would have. At the time of this writing, both nations had promised retaliatory actions. Finally, the escalation of tensions between Canadian Prime Minister Justin Trudeau and President Trump at the G-7 summit in June adds further complexity to NAFTA negotiations moving forward. Other Trump Administration Actions Add to Trade Uncertainty Recent Trump Administration trade actions in other areas have added to the current global trade policy uncertainty. In March, Trade Representative Lighthizer announced that after a lengthy investigation, he could conclude that China was engaging in unfair trade practice relating to technology and intellectual property. On May 29, President Trump then formally announced the imposition of the first series of tariffs—worth $50 billion—on various Chinese technology products. And the previous week, the Trump Administration announced that it was launching an additional Section 232 investigation, this one into the national security implications of vehicle and automotive part imports. The Annual Regulatory Roundup and Capitol Hill Visits will be in Washington, D.C., Tuesday, Oct. 2, 2018. Along with the Convention & Trade Show, this is one of NATM’s most important events of the year. The event brings in speakers from industry groups and agencies such as the National Association of Manufacturers and the National Highway Traffic Safety Administration to provide updates on current policy and regulatory happenings. Topics are geared toward current events and industry needs, with attendees being given the opportunity to engage with experts. Following morning speakers, attendees will be prepared for afternoon visits on Capitol Hill with their legislators. For those who might be unsure about this event, all attendees are paired into teams with more experienced attendees helping to navigate the Hill and lead meetings. The event is structured to be as easy as possible for attendees while providing the important function of raising awareness of the industry and the issues being faced with legislators. With the impact of tariffs and proposed tariffs on the industry, and the general volatility of the government affairs arena in recent months, messaging for the visits has not yet been confirmed. The NATM Government Affairs committee continues to monitor and adapt possible messaging to ensure NATM's visits on the Hill are relevant and reflect the needs of the industry in the moment.

NATM Political Action Committee By Meghan Ryan, NATM Assistant Director The National Association of Trailer Manufacturers' Political Action Committee – NATM PAC – was established in 2010 to support members of Congress who support the Association and its positions on matters of public policy. The PAC is an important investment in the future of the light- and medium-duty trailer industry and a critical component of achieving NATM’s public policy goals. The Association is continuing to pursue two main goals in Washington, D.C. NATM is seeking to enhance its visibility among members of Congress who legislate on policy issues of importance to its members and officials at the Department of Transportation, which regulates the industry. And, NATM is continuing to monitor and engage on public policy matters that impact the light- and medium-duty trailer industry. A critical next step is to broaden the PAC’s outreach to NATM members and to receive permission to send members information regarding its government affairs activities and PAC efforts. The PAC enables certain employees of NATM member companies to

The required inclusion of brake systems on trailers is dictated by its purpose and gross vehicle weight rating (GVWR). If the trailer is used for commercial purposes, by federal law, brakes are required on all axles for trailers of 3,000 lbs. GVWR or higher. For personal or recreational use, the GVWR for which trailer brakes are required varies state by state, and most often is based on the state in which the trailer is registered. State brake laws can be found in section B-1 of the NATM Guidelines for Recommended Minimum Manufacturing Practices for Light- and Medium-Duty Trailers (Guidelines) or at http://drivinglaws.aaa.com/tag/trailer-brakes. There are three main types of brakes used on trailers. Electric brakes, hydraulic brakes and electric/hydraulic brakes. An estimated 80 percent of NATM Members install electric brakes on their trailers. More information about electric brake systems can be found in the March/April 2018 issue of Tracks magazine. Although less frequently used, hydraulic brake systems are a viable option for many trailer uses particularly due to its ability to be towed by many different tow vehicles without needing to modify the vehicle to work with electronic braking systems. Hydraulic Surge Brake Systems Hydraulic surge brake systems are in the minority when it comes to overall braking applications for NATM member trailer manufacturers. Hydraulic brakes can be actuated by two mechanisms. By inertial hydraulic (surge) actuators or by electric over hydraulic actuation. Hydraulic surge brakes are an independent braking system operating automatically in proportion to the trailer weight and tow vehicle deceleration. Surge brakes provide a smooth automatic operation for a variety of trailer designs. Hydraulic

surge brakes use the trailer’s natural momentum to actuate the brakes. When the tow vehicle brakes are applied, the tow ball and coupler together push against the surge brake coupler’s internal master cylinder, forcing brake fluid through the brake lines to the wheel cylinders which forces the brake pads to come in contact with the drum or the rotor, if equipped with disc brakes. Convenience is a great advantage offered by utilizing hydraulic surge brakes. Companies specializing in construction equipment and trailer rentals depend on hydraulic surge brake-equipped trailers because of their diverse customer base. The rental company must be prepared to rent trailers to customers with many different tow vehicles. Hydraulic surge brakes help their customers avoid vehicle modifications for electronic brakes, time spent installing aftermarket systems, operator training on how to use the system, and can prevent adjusting the electronic trailer brake controller gain frequently to the specific towing combination and load. Customers towing trailers equipped with hydraulic surge brakes should experience proper stopping power without making modifications to their tow vehicle. Construction companies and fleet managers gravitate toward hydraulic surge brakes for the same reasons. Another popular application for hydraulic surge brakes is boat trailers. Water, especially salt water, takes its toll on trailers. The trailer’s electrical components can rapidly deteriorate when they come in contact with water on a regular basis. Installing hydraulic surge brakes prevents brake failures for boat trailer manufacturers by ensuring their trailers are equipped with robust brake systems not falling subject to the deterioration present in electric brake systems from water contact. This reduces warranty claims and the need to frequently replace brake system parts, all of which leads to increased customer satisfaction. One downside of hydraulic surge brakes is these trailer brakes cannot be separately actuated to straighten a swaying trailer as can be done with electric brakes. Properly adjusted surge brakes can also lock up when backing up on a level or inclined surface without the presence of a lock-out solenoid tool, or the use of free-backing brake clusters. Further, operators should use caution as these trailer brakes will not activate when backing on a downslope such as a boat launch ramp. www.NATM.com

Electric Over Hydraulic Brake Systems

Electric over hydraulic brake systems are activated whenever the tow vehicle brakes are applied and the trailer surges forward. Unlike surge brake systems, the actuator is electric, so the trailer’s brakes are applied instantly, with almost no lag time.

One of the most important components in a hydraulic surge brake system is the actuator. Actuators come in different sizes with different cylinder bore diameters and piston stroke lengths, which affect the volume of fluid and thus the pressure throughout the rest of a trailer’s hydraulic system. Some actuators with smaller bores and shorter strokes may not be able to generate adequate fluid volume therefore not creating enough pressure to apply the trailer brakes according to the wheel brake manufacturer’s specifications. This is especially true on longer trailers utilizing longer flex lines. Actuator master cylinders have springs that compress at different rates. Trailer manufacturers must decide what spring compression rates are appropriate for their actuator master cylinder taking in to account the specifics of each trailer build.

Electric over hydraulic brakes actuate like electric brakes, but the functioning of the wheel brakes themselves is the same as surge brakes. The way the brakes function does not change (they are both hydraulic brakes), only their actuation methods. Electric over hydraulic brakes have the same hydraulic brake line connection. However, instead of ending up on the forward end of the trailer with the familiar hydraulic surge actuator, electric over hydraulic systems have a motor on the actuator that is powered by electricity from the tow vehicle. The result produces the necessary hydraulic pressure to activate the brakes. Electric over hydraulic brakes will activate backing down a slope in reverse unlike the surge system. As previously mentioned, the majority of brake systems in the light- and-medium duty trailer industry are electric. However, hydraulic brakes, whether they be surge or electric over hydraulic, are functional, robust, and practical. As with all brake systems, maintenance is crucial. Owners must maintain the actuator, brake lines and fittings, and replace parts when necessary to ensure functionality. Hydraulic brakes should be serviced regularly, including checking and changing the brake fluid, checking the brake lines and fittings for corrosion or leaks and replacing worn brake pads, etc. As with automobile brake systems, when the hydraulic system has been disturbed, surge brakes must be bled and properly re-pressurized in order to perform according to the manufacturers specifications. Most surge brake actuators have between a 1 inch and 1.25 inch bore master cylinder. The maximum brake fluid displacement depends mostly on the master cylinder bore and piston stroke. In order to build pressure, all of the piston’s stroke is not used to displace the required brake fluid. A fair amount of stroke is required to build pressure throughout the system, and this stroke is determined by the spring on the push rod that activates the master cylinder. A general rule of thumb utilized by many actuator manufacturers is that only half of the stroke should be used for displacement purposes, and the other half for building the pressure itself. Some of the many factors that should be taken into consideration while choosing the size of the actuator are: the GVWR of the trailer, what the length and rating of the brake flex line is and whether the trailer application utilizes drum or disk brakes.

Tracks Trailer manufacturers should follow the actuator supplier’s instructions regarding what size of actuator is appropriate for their trailer. If that information cannot easily be found in the paperwork provided from the actuator supplier, trailer manufacturers should call the actuator company’s technical support staff and request those recommendations. Flex Line Hydraulic brake lines have changed over the years in the light- and medium-duty trailer industry. In the past, hydraulic brake systems utilized hard lines running from the actuator to the axles, then rubber flexible lines from the axles to the wheel brake assemblies. Today, some hydraulic brake trailers utilize flex lines from the actuator throughout the rest of the trailer, not utilizing any hard lines at all. This is especially prevalent in the boat trailer market, where swing tongues and torsion axles have increased in popularity. Hydraulic flex line is designed to flex under pressure when installed in a hydraulic system, allowing for built in expansion. For example, flex line for a 1,000 PSI system would most likely allow for less expansion than flex line rated for a 1,500 PSI system. Trailer manufacturers should take their complete brake hydraulic system into account when choosing which flex line to install, and always follow the suppliers recommended practices regarding which flex line is appropriate for their overall brake system. One of the advantages to flex line is that time can be saved during maintenance procedures, because the entire brake system can be bled from one bleed screw on the caliper. Factors such as the length of the flex line and the expansion rating of the flex line factor into the overall stopping ability of the trailer. Some flex lines with greater expansion rates may require a larger actuator to maintain the required pressure in the overall brake system.

Summary There are many advantages to installing hydraulic brakes on trailers. Hydraulic brake systems cannot be looked at as single components, but instead, as a larger system working together in order to achieve proper brake functioning. Hydraulic brake systems can help avoid the complexity of the tow vehicle modifications necessary with electronic brake systems, and extra time spent installing aftermarket components. Hydraulic brakes allow for towing by a larger variety of vehicles and drivers with varying levels of towing experience. As with all machinery, regular maintenance of the hydraulic system and brake hardware will increase the longevity and functionality of the entire brake system. Nominations Process In accordance with the NATM Bylaws, the Board of Directors calls for nominations from the Association membership. Election of Directors takes place by email ballot prior to the Annual Convention. Typically, the call for nominations goes out in September. Nominated candidates fill out a questionnaire, which will be reviewed by the nominations committee. The nominations committee, chaired by the current Vice President, selects a slate of candidates for approval by the Board of Directors. Ballots are sent to all Regular and Associate members in December. Regular members (trailer manufacturers) elect the Regular member directors and Associate members (suppliers) elect Associate member directors.

Attend and participate in the NATM Annual Convention & Trade Show. Board members are expected to attend and participate in as many convention meetings, luncheons and agenda events as possible.

As part of NATM's ongoing efforts to increase its government affairs outreach and education, NATM trailer manufacturing member Load Trail, LLC hosted U.S. Congressman John Ratcliffe (TX-4) at their trailer manufacturing facility in Sumner, Texas on April 23, 2018. The Texas 4th District has the highest concentration of light- and medium-duty trailer manufacturing businesses of any district in the United States. The Congressman was conducting his “Northeast Texas Tax Cut Roadshow” and visited with companies that were positively impacted by the Tax Cuts and Jobs Act. “I voted for the Tax Cuts and Jobs Act because I firmly believe that putting more money back into the hands of the American people is the right way to fuel robust economic growth on a local and national level. Since this bill was signed into law, we’ve already seen an enormous positive impact here in Northeast Texas,” Rep. Ratcliffe said.

“I’ve been grateful to hear from local employers across Texas’ 4th District about the huge investments they’ve been able to make – through employee bonuses, increased retirement savings matching, educational opportunities and facility upgrades – thanks to savings from our tax cut law. Ratcliffe’s visit to Load Trail, LLC consisted of a roundtable discussion with the Load Trail management team and was followed by a talk with a group of employees from across the company. During the roundtable discussion, attendees discussed tax reform and its positive impact on the company and employees. Load Trail told the congressman how the company was putting these tax savings to use by expanding manufacturing capacity and discussed what they are seeing with their customers and the confidence created in the larger economy.

Load Trail also took the opportunity to bring up concerns and challenges that many others are currently facing, such as the impact tariffs have had on steel prices. Load Trail shared examples in which they saw their raw material costs increase dramatically which actually makes them less competitive against Chinese manufacturers. Rep. Ratcliffe appeared interested and invited Load Trail to follow up in more detail, stressing that it was important for policy makers to understand the unintended side effects of this type of legislation.

NATM’s Government Affairs program actively works to reach out to legislators on the behalf of its membership. But, in order to successfully advocate on behalf of the industry, it is crucial for member companies to contact the association and alert them of potential challenges. With NATM member companies ranging from small shops to million-dollar companies, running a business is already a full-time job without the added responsibility of working with legislators. Allowing NATM to do this on behalf of its members is but one of countless membership benefits.

Another challenge facing Load Trail and the light- and mediumduty trailer industry is the shortage of labor and the struggle to find skilled fabrication and welding personnel. Rep. Ratcliffe shared some initiatives he is working on to push more focus on trades in the educational system, as well as the possibility of a needs-based guest worker program.

Rep. Ratcliffe’s visit to Load Trail was an important step in educating member’s congressional representatives and NATM will continue to be proactive in informing legislators and their staff about industry interests and concerns. The Association will continue to identify the possible impacts of legislation and work to strengthen the communication between the trailer industry and lawmakers through plant visits, legislative round tables, and its annual Regulatory Roundup and Capitol Hill visits in Washington, D.C. in October.

Congressman Ratcliffe closed by thanking the attendees for the opportunity to visit. He explained that to be a successful representative he needs and wants to hear from his constituents. He asked that they communicate with him or his staffers on current legislation or areas where it is believed legislation is needed.

NATM has had a number of successes in its Government Affairs program over the past several years due in large part to the relationships NATM members have built with their local members of Congress. Through NATM's plant tours, legislative roundtables and Capitol Hill visits, NATM has built an awareness of the trailer manufacturing industry and the impact it has on the various states and legislative districts. With the ever-changing composition and focus of Congress, it is important that the Association continues to build relationships with legislators. As a crucial midterm election year, NATM is encouraging both suppliers and trailer manufacturers to schedule legislative plant

Gross Vehicle Weight Ratings and Weigh Slips By the NATM Technical Committee NATM members that have recently completed a compliance consultation may have noticed their NATM compliance consultant recommended they have weigh slips on file for each trailer model they manufacture as part of the NATM Compliance Verification Program. The following list covers some important reasons for a trailer manufacturer to keep weigh slips from a certified scale on file for each of the trailer models they manufacture. 1. Keeping the weigh slips on file serves as justification for the accurate shipping weight on the Manufacturer’s Certificate of Origin (MCO), and as the basis for determining the Gross Vehicle Weight Rating (GVWR) assignments for all trailer models manufactured; and for trailers with GVWRs of 10,000 lbs. or less, as the basis for determining the cargo carrying capacity noted on the tire placard affixed next to the VIN certification label on the front roadside of the trailer. 2. Common options and accessories offered for all trailer models should also be taken into consideration, particularly if they individually or in the aggregate add significant weight to the base model. Accessories are commonly weighed individually and added to the trailer’s base shipping weight, or they can be weighed together once installed on the trailer. A number of software programs available from NATM members make tabulating the total weight for the trailer as the accessories are added on less cumbersome. The main objective is to be as accurate as possible when determining shipping weight. They affect cargo carrying capacity. Options and accessories are often overlooked and they can add a significant amount of weight in aggregate. Once obtained, NATM members should keep these weigh slips and records on file, preferably in hard copy and backed up electronically. This could potentially assist a trailer manufacturer in determining the GVWR of the trailer or their choice of supplier components such as couplers and safety chains. A similar process may be used to keep track of trailer shipping weights when a supplier changes componentry or materials used in parts incorporated into an existing, previously weighed model.

3. NATM also recommends that trailer manufacturers develop and adhere to a consistent system for assigning Gross Vehicle Weight Ratings and follow that system each time they assign a GVWR. Many factors come into play when a trailer manufacturer sets the GVWR of a trailer model. GVWR assignments are commonly set according to the weakest link principle as it relates to tire, rim, axle, coupler and frame capacities. Trailer manufacturers may find it less burdensome to justify a specific trailer’s GVWR assignment, and that justification more credible, when they follow the same procedure every time while assigning trailer GVWRs. To summarize 49 CFR 571.3, trailer manufacturers are responsible for assigning the Gross Vehicle Weight Rating (GVWR) of each model trailer based on tire, rim, axle, coupler and frame capacities. The actual shipping weight of the trailer (as listed on the MCO), when added to the trailer’s cargo capacity, should not exceed the GVWR of the trailer. In light of this information, trailer manufacturers may find it beneficial to review each of their models, and consider all of their components including tires, rims, axles, couplers and frame capacities, to make sure each has an adequate load index to support the trailer’s assigned GVWR. Many trailer manufacturers add to the GVWR, factoring in the tongue weight of the trailer when attached to the tow vehicle. The National Highway Traffic Safety Administration, in its letters of interpretation, has recognized that the tow vehicle’s rear axle supports some of the trailer’s loaded weight – how much, it has never indicated. It has been reported that some trailer manufacturers elect to add as much as 10 to 15 percent extra to the GVWR for bumper pull trailers and as much as 20 to 25 percent extra to the GVWR for gooseneck trailers. This methodology is not a requirement and has not been endorsed by NHTSA, but is a decision to be made by each specific trailer manufacturer based on the engineering analysis of each model. On May 17, 2018, MGS, Incorporated hosted the NATM Guidelines Committee at their facility in Denver, Pa. For the second year in a row, the committee met in person to review, edit and update the NATM’s Guidelines for Recommended Minimum Manufacturing Practices for Light- and Medium-Duty Trailers (Guidelines). The Guidelines are a compilation of applicable Federal Motor Vehicle Safety Standards (FMVSS), regulations and industry best practices that are edited annually. The purpose of the Guidelines is to create easy access to reference materials and federal regulations with which trailer manufacturers are required to comply. MGS Senior Engineer Paul Feight is serving as the committee chair for the 2018 Edition of the Guidelines. This is Feight’s second year as a contributing member of the committee and first year serving as chair. With Paul serving as chair, the MGS

Incorporated team felt it made perfect sense to host the committee this year. Last year, the team quickly discovered Paul had a knack for sifting through all of the FMVSSs and Society of Automotive Engineers’ (SAE) standards throughout the Guidelines. He had an ability to quickly and correctly identify the sections or passages that needed updating. The Committee was appreciative to have such a detail-oriented, helpful chairperson leading the annual revision process this year. Committee members who have served previously agreed the group was strengthened by the different backgrounds of all members including engineering, sales, production, administration and compliance. The more members that serve on the committee, the more expertise the committee has over a broad range of subject matter.

Timbren Industries is celebrating 50 years this year and to celebrate this milestone, it is important to reflect on how far the company has come since its inception decades ago. Like many great adventures, the Timbren story begins with one man who had a dream. As a young man, Arnold Heron loved to tinker with truck and trailer suspensions. Being an entrepreneur and “doit-yourselfer” he started his own paving company. Eventually, he handed it over to his brother Earl, and began a much larger enterprise manufacturing paving equipment. Years later, he sold this operation to pursue his true passion: designing and manufacturing suspensions. "I wanted to build a better, more efficient type of suspension – one that wasn’t dependent upon old technology. But to do it I had to develop a new technology," said Arnold Heron. It was this drive that switched Arnold’s focus to developing a new type of suspension. One that was stronger than steel, and more reliable than air. One that was going to deliver better ride quality, without costing an arm and a leg.

The welding operator shortage is being felt across all sectors — from fabrication and construction to manufacturing. That’s not surprising, given that the American Welding Society (AWS) estimates there will be a shortage of nearly 400,000 welding operators in the industry by 2024. The impact of this shortage can play out in many ways. A lack of skilled labor may mean missed deadlines, a reduced ability to compete for jobs, higher costs and lost productivity due to rework.

Fortunately, there are technologies and solutions designed by welding equipment manufacturers to help companies address these challenges and bridge the labor gap. NATM hosted their first Regional Educational Workshop of the year on June 7 in Lancaster, Pa. The event provided presentations about Early Warning Reporting requirements and best practices, effectively managing your business risks, and a government affairs update. Von Lindsey of Lindsey Research Services presented the first session on Early Warning Reporting (EWR). Von provided an overview of the National Highway Traffic Safety Administration (NHTSA) and their purpose, and he reminded the audience that NHTSA is trying to prevent injuries and deaths, reduce economic costs and save lives. He went over several parts of the Code of Federal Regulations (CFR) over recalls including: Part 573 that covers filing a recall report; Part 565 that covers vehicle identification numbers (VIN) and why they are important to a recall; Part 566 that covers manufacturers identification and registration; Part 577 that covers notifying owners in the case of a recall; Part 579 that covers EWR for trailer manufacturers; Part 579.5 that covers how to submit a report on a defect or safety related concern; Part 574 that covers tire information record

keeping requirements which is a challenging requirement for many manufacturers and suppliers because of the complexities that exist having multiple parties involved. Von reviewed a sample complaint and he discussed the differences between a warranty claim and a reportable safety incident citing severity and frequency as determining factors. He also reminded the audience that any notice or claim involving an injury or fatality should be reported, and he encouraged manufacturers to contact NHTSA when in doubt. He defined when a manufacturer is required to report, provided a template for submitting a report and went over the EWR reporting categories. He concluded his presentation with an in-depth look at tire tracking requirements including the duration for which a manufacturer must keep records, and the different requirements for a manufacturer when selling units to a dealer versus selling a trailer to a consumer. I was deployed to Afghanistan as the head of National Guard Affairs at a time when more than 30 percent of the U.S. Soldiers in the country were from National Guard units. I was able to watch our service members perform in all their diverse roles. To sustain operations, our military needs all the services normally found in an American city -- from clean water systems, power grids, communication systems, medical support, equipment maintenance and repair services, to housing, food preparation and police support. All these services and many more require military personnel who are highly trained and proficient in their occupational specialties. In a deployment, the tempo of daily events never lets down. Everyone is engaged with their tasks all the time. Everyone has a punch list of urgent tasks to be completed so the pressure to perform and “get it right” is always high. Everyone shares the commitment to do their best because lives can be at risk. I was often amazed to see how capable and determined our service members were to ensure they accomplished their responsibilities. The U.S. Army and the Army National Guard each provide training in 107 occupational specialties which closely track with civilian occupations. The Navy, Air Force, Marines and Coast Guard all have similar training programs. In all of the military branches, training, mentoring and continuous improvement are among the highest priorities. When I came back from Afghanistan, I served as the chief human resources officer for the Army National Guard, and then the Director of Personnel for the Army and Air National Guard at the National Guard Bureau in Washington, D.C. I had the chance to work with many trade associations and employers as part of my responsibility to oversee the efforts by the National Guard to help service members find civilian employment. Through this experience, I learned that while most employers are enthusiastic about hiring veterans and service members from the National Guard and Reserves, finding qualified candidates is the number one problem for many employers. After I retired from the military, I joined up with Center for America, which is a nonprofit focused on providing pro bono help to associations and employers to find and hire veterans and 56

July/August 2018

service members. Now, every day, my role is to share information and recruiting techniques that fill the knowledge gaps that stop employers from hiring proven performers with military experience. On Aug.14 NATM is hosting a free hour-long webinar which gives me the chance to share with you the insights I’ve gained about how you can find military candidates who match to your jobs. I’ll tell you about many organizations that will provide you with free candidate referrals and how you can get the most benefit from these organizations. Anticipation continues to grow for the 31st Annual Convention & Trade Show in Lake Buena NATM CONVENTION Vista, Fla. Feb. 19-21, 2019. NATM is excited to return to Disney’s & TRADE SHOW Coronado Springs which February 19-21, 2019 | Lake Buena Vista, Florida will not only serve as the host hotel, but as the site of educational sessions, meetings and the trade show. The resort features a pool with a waterslide, hammocks lining a lake, multiple onsite restaurants and free shuttles to nearby Disney World Parks. The discounted NATM rate for Disney’s Coronado Springs Resort is $165 per night. Plan on coming early, staying late and bringing your family! Based on hotel availability, the rate will be available for the two days prior to the convention, as well as the two days after the show in the event that attendees want to extend their stay. The 2019 schedule of events will be very similar to 2018 but with one major change. The entire show is moving up one day. NATM hopes with this change attendees will stay longer on the trade show floor and wrap up the convention by attending the Closing Celebration on Thursday night. The golf tournament will be held on Monday, Feb. 18 at a nearby course. The cost to play in the golf tournament is $150 and attendees will be able to sign up when registration opens in early September. Players will be transported to and from the golf course with lunch included. The NATM Convention Committee is hard at work putting the final touches on selecting the 2019 keynote and workshop speakers. As part of NATM's Strategic Plan 2016-2018, goal number four addresses the objective of increasing consumer awareness regarding trailer safety through focused education and outreach. One method of increasing awareness is to have NATM staff attend trade shows and conferences to promote the work of the Association and the importance of the Compliance Verification Program. Attending various trade shows and conferences has become a successful tool in reaching out to government agencies, dealerships, fleet managers and end-users and providing education of compliance with federal regulations and safety standards. Now, more than ever before, consumers understand that not all trailers are created equally, and often ask what they should look for in order to ensure a trailer meets federal regulations. Since the NATM Compliance Verification Program inspects trailer manufacturers to ensure they have the manufacturing processes in place to meet applicable FMVSS, a consumer can just look for the NATM decal. Fleet managers looking for the same assurance can include “must be NATM compliant” in their bid specifications when purchasing a fleet of trailers in order to accomplish the same goal. In an effort to reach out to educate these groups, NATM staff attended the 2018 Lifesavers National Conference and the Kansas Department of Transportation (KDOT) Safety Conference this spring. During these events, NATM staff educated consumers and law enforcement about the value of NATM compliant trailers and handed out information about safe trailering practices.

The trade show featured more than 100 companies, organizations and government agencies exhibiting their products, services, programs and publications. NATM staff members hosted a booth answering questions and distributing safety materials. The most popular items were the Safely Towing a Trailer booklets, and information regarding the 2018 Trailer Safety Week resources and events. The 2018 KDOT Transportation Safety Conference was held in Topeka, Kan., April 17-18. The conference is designed to share timely topics of interest and updated information from all facets of the transportation safety community. Attendees included law enforcement personnel, court professionals, state and local government officials, engineers, safety advocates, EMT and EMS workers, teen drivers, educators and counselors, and special interest group representatives. The theme for this conference was also “Drive to Zero” and aimed to eliminate highway traffic casualties. These safety conferences provide NATM the opportunity to increase awareness of the NATM Compliance Verification Program and its impact on improving trailer safety. The networking opportunities at these events provide valuable interaction with consumers to accomplish the ultimate goal of reducing accidents involving trailers. The Lifesavers National Conference on Highway Safety Priorities was held in San Antonio, Texas, April 22-24, 2018. The event brought together public health and safety professionals, researchers, advocates, practitioners and students that are committed to reducing deaths and injuries on U.S. highways. The theme of the conference was “The Road to Zero.” With trafficrelated deaths climbing, the conference focused on strategies for reversing the number to achieve a goal of zero traffic-related casualties.

Oct. 5, 2018 is Manufacturing Day (MFG DAY) and NATM is encouraging its members to participate! Manufacturing Day began in 2012 as a joint effort between the National Association of Manufacturers (NAM), Fabricators and Manufacturers Association (FMA), the Manufacturing Institute, and the Manufacturing Extension Partnership (MEP) to close the skills gap and help manufacturers to fill positions within their organizations. Like many NATM members have expressed, manufacturers are facing a shortage both of labor and specifically skilled, adequately prepared labor. Manufacturing Day provides a unique opportunity for manufacturers all over the country to get students and potential employees excited about manufacturing and encourage them to consider pathways to be better prepared for manufacturing jobs. It also allows manufacturers to connect with their communities and legislators about the importance of the manufacturing industry. NATM members can participate in a number of ways including plant tours, open houses, job fairs, and presentations to students at local schools or on-site at their facilities. NAM recommends first determining a current need your company faces to determine the appropriate audience you are hoping to reach with your Manufacturing Day activities. For those who need employees right away, potential employees would likely be the appropriate audience, which makes plant tours and job fairs great Manufacturing Day events. By opening your doors to those in the community and hosting an event, you will also open the eyes of employment opportunities for those in the region.

NAM has taken the lead on Manufacturing Day and has provided great resources to help manufacturers plan and execute a successful manufacturing day. Any NATM member who participates should submit photos and information about the event to NATM to be covered in Tracks and promoted on NATM social media. Last year, MFG DAY was celebrated with nearly 3,000 events across the country. A NAM survey found that participants felt these events to be engaging, educational and helped motivate more individuals to pursue a career in manufacturing. Although Oct. 5, 2018 is the official Manufacturing Day, companies that cannot make that date work are still encouraged to plan Manufacturing Day activities any day in October, preferably as close to Oct. 5 as possible. Or perhaps your organization would like to connect with your community, allowing those around you to understand what you do and your impact. Organizations may also integrate any number of these audiences in their plans for MFG DAY activities.

Del City Expands Green Initiative into the Solar Industry

When many people think of solar power, only residential areas come to mind. They see the solar panels attached to the top of a roof that can power a whole home. Although this is true, solar power can do so much more in the electrical world. According to “Seeking Alpha,” nonresidential PV (photovoltaic) is up 49 percent from 2015. Del City, your direct source for professional grade electrical and transportation supplies, is excited to see the solar power industry continue to grow into automotive, fleet, RV, and trailer industries. With everyone together, we can truly make a difference with green energy. From 2016, the solar market has more than doubled its capacity and is the number one source of generating new energy. Part of this growth stems from incentives in the form of profits as well as in net metering. Net metering is the process of converting energy from solar power, where excess power can be transferred to the grid. For example, if you only need to power one small home, the extra power can be “sold” to the grid to help offset the costs of power drawn. Community solar power has more than doubled since 2015, providing another incentive for non-residential solar applications. In the utility sector, 72 percent of solar growth in 2016 was seen in this category. With costs for solar installation dropping around 70 percent since 2010 (partly because of net metering and tax credits) more people than ever are joining this green initiative. In recent years, various fleets have utilized solar power for many applications. This has taken some testing to make sure the fleets and work trucks are operating at the highest efficiency, while still keeping costs down. This is where solar power flourishes. New, thinner solar panels are available that keep vehicles aerodynamic while extending battery life significantly. According to Royal Jones, CEO of Mesilla Valley Transportation, all 8 of their trailer batteries needed to be changed every year. With solar power, this has reduced to every four years. Not only is this environmentally friendly, but results in extreme cost savings. Although installing solar panels may seem pricey upfront, the costs are recouped over a couple years.

Solar power can help transport a trailer (literally and figuratively) to new upgrades at minimum cost. With solarcharged setups, work trucks are not as dependent on the grid and can help avoid complex upgrades that could be very costly to the company. This is made possible by the panels on the truck that soak up sun rays to convert into power that can be recharged. Once this solar upgrade is made, more complex and costly upgrades can be put off for many years. Del City’s way of joining the green initiative is by extending their line of solar products. Each solar application is slightly different when it comes to the construction, but Del City provides multiple options for different applications. LOOK Trailers to Open Additional Manufacturing Facility in Texas Middlebury, Ind. — LOOK Trailers recently announced plans to open an additional manufacturing facility in McGregor, Texas, with production scheduled to begin in June of 2018. The 80,000 sq. ft. manufacturing facility will be the sixth manufacturing location for LOOK Trailers, which also has plants in Indiana, Georgia, Utah, Arizona and Pennsylvania. LOOK Trailers will manufacture LOOK, Pace American and Cargo Express enclosed cargo trailers with two production lines at the Texas facility, which will employ 50-100 people by December of 2019. The Texas location will be convenient for many dealers in the South-Central region of the United States and will continue LOOK’s industry-leading growth. Matt Arnold, founder and president of LOOK Trailers said, “I am excited with the level of interest in the LOOK brands across the state of Texas. We have dealers committed to our product already; we are booking orders for this facility and we have begun taking job applications to start manufacturing in May. As a color retrieval device, it is classified in a category of tools called colorimeters.” According to Podlas, the MeasureColor Mobile tool offers several valuable features and benefits: The two features he believes will be used most often are Color Search and Color Compare. The tool’s search feature scans a customer’s color and immediately searches the library of Commercial Performance Coatings colors to see if an acceptable color already exists, thereby eliminating the need for a custom color match. The compare feature allows a customer to consider the difference between two colors — an original part and a recently painted component, for example, within a Delta E measurement of 0.50. Podlas added that the cloud-based tool also provides ordering information such as the brand code, color name and gloss range. In the case of powders, resin chemistry is provided and the tool advises customers if the selected color is a stock or make-to-order color. In addition, the search results give distributors access to the business unit website for easy retrieval of datasheets or SDS information. All search results are displayed in a clear, easy-to-read format and then stored for sharing or archival purposes.

It can be topcoated in as little as fifteen minutes, making it particularly appropriate for production-focused fleet refinishers. The advanced sealer also has an improved pot life of up to three hours and a recoat window extending to three days.
