Your Navy Team in Hawaii Commander, Navy Region Hawaii oversees two installations: Joint Base Pearl Harbor-Hickam on Oahu and Pacific Missile Range Facility, Barking Sands, on Kauai. As Naval Surface Group Middle Pacific, we provide oversight for the ten surface ships homeported at JBPHH. Navy aircraft squadrons are also co-located at Marine Corps Base Hawaii, Kaneohe, Oahu, and training is sometimes also conducted on other islands, but most Navy assets are located at JBPHH and PMRF. These two installations serve fleet, fighter and family under the direction of Commander, Navy Installations Command. A guided-missile cruiser and destroyers of Commander, Naval Surface Force Pacific deploy independently or as part of a group for Commander, U.S. Third Fleet and in the Seventh Fleet and Fifth Fleet areas of responsibility. The Navy, including your Navy team in Hawaii, builds partnerships and strengthens interoperability in the Pacific. Each year, Navy ships, submarines and aircraft from Hawaii participate in various training exercises with allies and friends in the Pacific and Indian Oceans to strengthen interoperability. Navy service members and civilians conduct humanitarian assistance and disaster response missions in the South Pacific and in Asia. Working with the U.S. Coast Guard, the Navy in Hawaii provides drug interdiction and fisheries enforcement operations for Commander, U.S. Pacific Fleet. In even-numbered years Hawaii hosts the biennial summer Rim of the Pacific Exercise, the world’s largest military maritime exercise, featuring more than two dozen nations and 25,000 personnel.

The Navy family in Hawaii comprises around 50,000 people, most of whom are active duty service members and their families, and includes nearly 15,000 civilians and contractors as part of our workforce. JBPHH includes the Pearl Harbor waterfront, Hickam flight line, Wahiawa annex and several other areas in West Oahu and provides a major PHOTO logistics andCUTLINE other support hub for the military and military families. Supporting the nation’s ballistic missile defense initiative, the Pacific Missile Range Facility on the western coast of“The Garden Island,” is the world’s largest instrumented multidimensional testing and training missile range. We provide services to the U.S. Pacific Command, one of DOD’s six geographic combatant commands, with an area of responsibility covering half the globe. We directly support two component commands whose headquarters are on JBPHH: Commander, U.S. Pacific Fleet and Commander, U.S. Pacific Air Force. Close to our own Region/ MIDPAC headquarters command is Commander, Submarine Force, U.S. Pacific Fleet. With 18 forward-deployable combat-ready U.S. Navy submarines, Pearl Harbor is home to the largest submarine presence in the Pacific. The Pearl Harbor Naval Shipyard, on JBPHH, is the largest ship repair facility between the West Coast and the Far East. Within our region we support more than 100 tenant commands.

WHAT TO EXPECT d u r i n g HOME FLUSHING By MC2 Omar N. Rubi, U.S. Pacific Fleet Public Affairs
U
sing a zone-based approach, the Joint Base Pearl HarborHickam (JBPHH) Interagency Drinking Water System Team (IDWST) is conducting residential and non-residential flushing.
interior faucets, run dishwashers, flush refrigerators, and refill the hot water heater tanks. For refrigerators in military housing communities, teams will replace the refrigerator filters.
Home flushing, as the processes is commonly known, is performed after zone system flushing is complete, and the water has been sampled. The IDWST reviews the sample results from certified labs and determines whether home flushing can begin.
During the residential and nonresidential flushing process, trained personnel will use tablet devices that are loaded with the step-bystep checklist and procedural videos to ensure flushing personnel accurately perform and document each step in the process.
Upon approval from the IDWST, a trained, two-person team will visit each home to perform the home flushing process. Supervisors may also accompany the team to assist and answer questions.
All home flushing teams will adhere to current Centers for Disease Control and Prevention (CDC) and State of Hawaii, JBPHH and U.S. Army COVID-19 safety protocols. Prior to entering the home, the technicians will read a COVID-19 questionnaire to residents to ensure the home is safe to enter. If someone in the residence is COVID-19 positive, residents should contact the Army Task Force Ohana hotline at 808-620-7938/7951 or the Navy hotline at 808-449-1979.
Residents will receive homeflushing notification no less than 48 hours prior and should follow these steps: empty sinks, dishwashers, and washing machines; secure pets; and ensure minor children are supervised. Residents are not to perform their own home flushing. Trained personnel who conduct the flushing, will drain hot water heater tanks, open exterior hose bibs, open
NOTE: After the home flushing process is complete, water is not yet fit for human consumption. The Hawaii Department of Health will announce amendments to its health advisory when the water is ready to
be used for consumption. Until the advisory is amended, Navy water system users should avoid using the water for drinking, cooking, or oral hygiene. This includes consumption by pets. Navy water system users who detect a fuel-like odor from their water should also avoid using the water for bathing, dishwashing or laundry. The IDWST is a joint initiative between the U.S. Navy, Hawaii Department of Health, U.S. Environmental Protection Agency and the U.S. Army to restore safe drinking water to areas served by the Navy water distribution system on Ohau through sampling and flushing. Results will be shared with the public. • The survey will be available online until February 7, 2022.

T
he USO and Morale, Welfare and Recreation (MWR) have partnered to donate meals and crafts to affected service members and their families, as the Navy worked to restore safe drinking water at Joint Base Pearl HarborHickam (JBPHH). MWR and USO personnel served free meals and provided crafts for approximately three weeks. MWR served teriyaki meatballs with rice and vegetables in bento boxes, and other meals included chicken sandwiches, hamburger steak, pizza and prime rib. In addition to the meals, the team provided access to crafting supplies and games for the children of service members – board games, basketballs and movies. “I just like giving back to the community,” said Cody Dunham, an MWR staff programmer. “It feels good to help out, especially right now with everything going on.” A variety of other organizations have also joined the effort to support affected families. “We had the Navy’s Child and Youth Program helping us to provide staffing to assist,” said Eason Ichiyama, a manager for MWR Liberty Hawaii. “A lot of people are showing their support.”
On Dec. 24, the USO and MWR teamed with the Navy League, Defense Commissary Agency, Toys for Tots, and other local organizations to host a holiday event for families residing in Waikiki hotels. The event included food, arts and craft supplies, music from the U.S. Pacific Fleet Band, and pictures with Santa. “The organization is focused on helping residents affected by the water quality while the Navy is flushing contaminated water from the supply system,” said Ichiyama. “They got displaced from their homes, so we’re trying to make their lives easier for a part of their day.” About 4,000 service members and their families are residing in temporary lodging. Those who opted to stay in their homes are unable to use water for drinking or cooking until the distribution system is flushed and tested. The U.S. military is working closely with the State of Hawaii, Department of Health, Honolulu Board of Water Supply, U.S. government and independent organizations to restore a safe water delivery system to JBPHH military housing communities through testing, treatment, and repair.
