- Beth Mohle QNU secretary There are reports Queensland nursing students are swapping courses amid fears they won’t be able to secure employment when they graduate as the state’s job woes continue to bite, according to the Queensland Nurses’ Union. The news comes amid revelations just 270, or less than 10 per cent, of the 2765 applications Queensland Health received through its graduate nurse online recruitment system have received job offers in the latest round. NCAH understands graduate offers are still in progress, however a spokesperson from Queensland Health was unavailable for comment. QNU secretary Beth Mohle said the figures are a “disgrace”. “It’s an absolute disgrace what’s happening,” she said. “There are offers in progress but at this stage offers have been made to only 10 per cent. “Last year offers were made to 37 per cent of graduates and the year before it was about 44 per cent. This is just a shocker.” Ms Mohle said she feared for the future of the state’s nursing and midwifery workforce amid forecasts an extra 6000 nurses will be needed in 2015 due to the increasing demand for aged care services along with staff needed for the new Gold Coast University Hospital, due to open next September, and the new Queensland Children’s Hospital, due to open in late 2014. “We have already heard anecdotally that students are swapping courses because they are worried they are not going to get a job,” she said. “We have heard some of the private sector are taking bigger numbers this year but it’s nowhere near enough to fill the slack for the public sector – that’s the biggest employer. “My biggest fear is that these students will be totally disillusioned and go somewhere else so they will be lost to the nursing and midwifery workforce. “I can understand why they would be concerned about this and saying - we will go and look somewhere else. “We know the population is ageing and we know there’s going to be an increase in demand for nursing services.” Ms Mohle called for both the state and federal governments to find a solution. “Just right now we are living in parallel universes where there’s bad public policy,” she said. “They just aren’t doing the right thing. They are looking at nursing as being a cost rather than being an investment. “It’s a crisis when you are looking at less than 10 per cent. I think that would satisfy the definition of a crisis. “The community expect services for the community and I have got to say if we don’t do something about it in a few years’ time we will be importing nurses from overseas. “We are saying to both ministers (State Health Minister Lawrence Springborg and Federal Health Minister Tanya Plibersek) – stop playing politics about this. It’s too important. We have got to find a new model; we have got to find a solution. “It’s an investment in our future.” Ms Mohle encouraged people to support the union’s email campaign, which targets Mr Springborg and Ms Plibersek, calling on them to “stop passing the buck!”.

CQUniversity’s new allied health training centre in Rockhampton (QLD) looks set to widen the offer of courses available to students while also promising to grow and retain skilled allied health professionals in the local area. CQUniversity Health Clinic Manager Jude Wills confirmed Stage One of the centre, which teaches students a variety of health skills and also provides care to the public, was opened by Federal Health Minister Tanya Plibersek on October 19. The centre had been well received by clients, students doing clinical placements, health professionals from Central Queensland Hospital and Health Service and academics based at CQUniversity, Wills confirmed. “Stage One is focused on Allied Health, in particular areas such as Oral Health, Occupational Therapy, Podiatry, Physiotherapy and Speech Pathology. Nursing students are involved as well as Medical Science, Social Work and Exercise Science students.” Minister Plibersek had summed up the centre’s importance by saying that health students who learned “to love life in Rockhampton” will be more likely to seek professional placements in rural and regional communities, helping to alleviate workforce shortages, Wills said. The centre would also play an important role in attracting healthcare expertise to the local area. “The partnership between CQUniversity and Central Queensland Hospital and Health Service in the Health Clinic is part of a broader agenda to train and employ local staff in local communities. Longer-term there will be a growing flow of graduates coming through with an affinity for the local area, who will be more likely to seek roles in the Central Queensland region.” CQUniversity Deputy Vice-Chancellor Professor Graham Pegg added the clinic had a strong focus on rehabilitation and chronic disease and represented “a great partnership between the University and Central Queensland Hospital and Health Service.” “The interdisciplinary nature of the model operating within the clinic means students can learn from, about and with each other, becoming more holistic and well-rounded professionals. The opening of CQUniversity’s Allied Health Centre also coincided with the University of Queensland Rural Clinical School’s official opening of a new learning and discovery centre at Rockhampton, providing third and fourth year medical students with access to state of the art teaching facilities.

Scholarships and Funding Available for Eligible Students Demand for capable and experienced registered nursing staff is forecast to continue growing beyond 2025 influenced by an ageing population, increased demand for health services and an increasing expectation for service delivery in the home and in registered facilities. Workforce planning authorities’ estimate that by 2025 Australia will have a shortfall of 100,000 nurses. A number of these nurses may be drawn from the community of registered nurses who have already completed their training and are currently working in non-health roles. However for many nurses it is simply not possible to undertake full-time study while balancing the demands of family and other work. Online education has been embraced by the healthcare sector and now nurses seeking to re-enter the nursing workforce can complete their re-entry training through a blended online learning program. The Institute of Health and Nursing Australia now offers a reentry program for nurses allowing them to complete online up to 120 hours of required 160-hours of practical training, with a further one-day per week of practical training at one of the Institute’s local Education Centres around Australia. The availability online of the Return to Nursing program will

enable trained nurses living in regional and rural areas to complete the theoretical component of their training online while undertaking practical training and their Clinical Placement at a local hospital. Bijo Kunnumpurath, CEO at the Institute of Health and Nursing Australia noted that feedback from nurses around Australia showed they are not always able to leave their current nonhealth jobs and support full-time study, and that classroom based study required attendance at classes and draws heavily on extensive childcare and alternative family arrangements during the hours of study. “Our aim is to realise lifelong careers in healthcare,” says Mr Kunnumpurath. “The investment in training and education throughout a nursing career is considerable, and this education must be accessible and engaging if we are to retain our valuable nursing resources in the healthcare system.” The Return to Nursing online program costs $8,250 (incl GST) which includes all materials and access to IHNA’s online library and student support services. Nurses educating our nurses by Karen Keast Robin Tchernomoroff and Kaye Knight were working in nurse education when they realised rural and remote areas faced an uphill battle to access education. Together the two launched their venture LearnPRN in 2003, providing e-learning programs for enrolled nurses and registered nurses. Today the duo also has a growing business that educates hundreds of nurses, doctors and allied health professionals online across Australia and overseas. In 2009, Robin and Kaye launched Nurse CPD Online, which provides continuing professional development training programs to nurses and other health professionals. With registered nurses and midwives now required to complete a minimum of 20 hours of CPD relevant to their context of practice each year, the business has gone from strength to strength. The online CPD venture offers 16 programs, ranging from administration of blood products to infection control, advanced life support, and sexuality and the older person, and another three programs are in the wings. The programs are designed by nurses for nurses and the business is endorsed by the Royal College of Nursing Australia as an APEC provider. Robin, a nurse with 30 years’ experience, has worked in education, critical care, paediatrics and emergency nursing while Kaye is passionate about education and is completely her PhD in nursing. “When we first started, LearnPRN offered education but it was largely to institutions,” Robin said. “We had lots of people say; can you just buy one program? So we moved into direct nurse Page 20 | www.ncah.com.au

access and it’s just taken off.” Robin said each CPD online program was designed by educators and provided more than a power-point presentation, instead offering video and animation, while the programs also lock health professionals out after a series of unsuccessful attempts. “They are all competency based. You can’t pass them if you don’t understand them. If you don’t get it right you find out why,” Robin said. “We get sent an automatic email and will contact the individual and follow through with them as nurse to nurse, which a pretty good service. “We also don’t just teach nurses, we have a lot of doctors use our programs and we have a lot of allied health professionals as well, such as chiropractors, osteopaths, radiographers and emergency physicians.” Based in Bendigo, the family-owned business is popular with nurses taking time off work to raise a family while maintaining their registration and skills, busy nurses wanting access to programs at any time of the day or night, rural and remote nurses, and also nurses from overseas who want to work in Australia. “We have had a fabulous response from nurses not just here but internationally – because they are wanting to come here and work and it gives them an idea of what it’s like in Australia, because it’s generic concepts not specific to each hospital,” Robin said. Robin said she was proud to say she “absolutely loves” her job. “We are big believers in knowledge should be shared and learning should be fun and nonthreatening,” she said.

A helping hand for remote nurses providing them with ongoing 24/7 support throughout their placement. “When we arrive in the community, I sit in on consultations in the clinic with the nurses and provide feedback to help them settle in to their new work environment. “We find this useful as quite often nurses who are new to remote nursing haven’t had to oversee the entire consultation and treatment of a patient - generally they would hand over to another practitioner at some point.”

The first placement in a remote Indigenous community can be daunting for even the most experienced nurse. Having someone on hand to help alleviate concerns and ease nurses into their new environment can make all the difference. Sharon Weymouth is doing just that, and brings thirty years’ experience and extensive knowledge as a rural and remote nurse to help first-time remote placement nurses. Working for Remote Area Health Corps (RAHC) as a Clinical Educator, Sharon supports ‘new to remote’ nurses to ensure their experience is a positive one. “I work with the individual nurse as he or she arrives in the Northern Territory to make sure they feel confident and ready for their placement,” Sharon said. “We cover the basic things that every remote nurse needs to know. “We also have discussions and role play about the type of situations they’re likely to see in remote nursing, and we talk through remotespecific procedures, like how to put the equipment in the ambulance and how to get the stretcher out.” Sharon accompanies first timers to the community they will be working in, as well as Page 22 | www.ncah.com.au

Sharon believes that the role of a Clinical Educator is extremely important in helping nurses during their first-time placements, and that the rewards are plentiful. “By investing in the health workforce organisations get paid back many times over. Dietitians call for action at new alarming obesity figures by Karen Keast New statistics showing Australians are continuing to lose the battle of the bulge has prompted the nation’s peak body representing nutrition professionals to call for more action to help curb the obesity crisis. The Dietitians Association of Australia, which has made tackling obesity one of its top priorities, is calling for a raft of measures in its obesity strategy, such as tighter regulation of food marketing, especially to children, and healthier food choices at places such as child care centres, workplaces and fast food outlets. The call comes as results from the first Australian Bureau of Statistics (ABS) Australian Health Survey shows Australians are continuing to lose the battle of the bulge, with almost two thirds of the population now classified as overweight or obese, including a quarter of the nation’s children. The results, from the largest ever check-up of the nation’s health, found 70 per cent of men are more likely to be overweight or obese and 56 per cent of women are now overweight or obese. DAA CEO Claire Hewat labelled the results “alarming”. “These are alarming figures which need to be addressed at a local and national level,” she said. “However, the one glimmer of hope is that childhood obesity rates are not rising and that is a very important trend. “The reality is that obesity and overweight are very hard to totally reverse. “Prevention is the only real long term answer. It is likely to take a generation to start seeing downward trends in adults.” Ms Hewat said Accredited Practising Dietitians (APDs) were the experts in food and nutrition and more needs to be done on a national level to improve access to the nation’s 3700 APDs. “One of the key things APDs can do is help people who are overweight or obese to understand that even small reductions in body weight can be of enormous benefit in preventing development of other disease and helping them to achieve this,” she said. “This won’t see the statistic change on obesity but may see big changes in chronic disease figures.” Ms Hewat said obesity needs to be recognised as a chronic disease while there should be dietary management of obesity through Medicare, funding to help struggling families feed their children properly, along with regulated and more responsible food marketing. “But the key is prevention and it is not helpful that apart from social marketing campaigns there seems to be little political will to fund and support prevention,” she said. “For example, the Queensland Government just sacked almost its entire public health nutrition work force in a big exercise in false economy.” The DAA’s obesity strategy also calls for consistent nutrition information on food labels, measures to boost food literacy, more emphasis on early intervention in young adults, and the introduction of a National Food Plan that puts the health of Australians in the spotlight.

New data shows complaints filed against nurses and allied health workers by Karen Keast There were 1,238 public complaints filed about Australian nurses and 62 against midwives in the past year, according to the second annual release of comprehensive data on the nation’s health practitioners. More than 100 nursing and midwifery practitioners, in all states except New South Wales, were referred to investigation - including five on sexual misconduct and seven relating to alcohol or drugs, 18 on impairment and 79 relating to standards. As a result, one registration was surrendered, six nurses and midwives received cautions, seven accepted undertakings, three received imposed conditions on their registration and no further action was taken in 45 cases. The Australian Health Practitioner Regulation Agency (AHPRA) and the National Boards annual report 2011-12 shows there were 7,594 public complaints made against health practitioners, including medical practitioners who received the highest number of complaints with 4,122 notifications, while there were 419 complaints made about pharmacists, 390 about psychologists, 111 about physiotherapists and 55 complaints made about optometrists. The report reveals immediate action was taken against 120 nurses and six midwives, 15 pharmacists, 10 psychologists and five physiotherapists. More than 770 mandatory notifications those made by registered health practitioners, employers and education providers - were also received, including 14 about students, while 54 per cent of total mandatory notifications related to nurses, 28 per cent to medical practitioners and six per cent related to psychologists. Overall, 311 mandatory notification cases were closed, in all states except NSW, including Page 28 | www.ncah.com.au

127 cases received in 2010-11 and 184 cases received in 2011-12. In the area of nursing, six nurses had their registration suspended and one nurse had her registration cancelled. No further action was taken in 96 cases against nurses, while three cases were referred to another body, 27 accepted an undertaking, 10 were cautioned and 28 had conditions imposed on their registration. Three midwives were cautioned, one received imposed conditions and in five cases no further action was taken. AHPRA data shows 68,627 criminal history checks were conducted throughout the professions with 404 assessed as having the potential to affect their registration. As a result, the registration of nine practitioners was restricted or refused, including one nursing and midwifery registration refused and three nursing and midwifery registrations with conditions imposed or undertakings accepted on their registration. First study into the overall health of Australian nurses by Karen Keast Ms Ross said the overall increasing age of nurses, with most nurses now aged over 50, puts the workforce at greater risk of developing chronic illness. “We are an ageing population; the older we get the more likely we are to get chronic diseases,” she said. The latest registration statistics from the Nursing and Midwifery Board of Australia show the nation has 337,807 nurses and midwives, with most - 51,055 - aged 51 to 55, while there are 44,782 nurses aged 46 to 50, 42,783 aged 41 to 45, and 39,947 aged 56 to 60. Ms Ross said about 100 nurses had already completed the survey and so far the feedback has been positive. Two Southern Cross University lecturers and nurses are conducting a check-up of the health and well-being of Australian nurses. Kay Ross and Dr Jennieffer Barr, from the university’s School of Health and Human Sciences, are hoping about 70,000 nurses will participate in the quick online survey – the first investigating the overall health of the nation’s nurses. “I have been a nurse for many years and one of the things I have noticed with nurses is that nurses on the whole are really good at looking after everybody else but not so good at looking after themselves, especially when we take into account the stresses of work,” Ms Ross said. Thanks to a Department of Health and Ageing grant, researchers will assess the health and well-being of both enrolled and registered nurses while also examining the extent of chronic illness among nurses. The anonymous My Nurse Survey takes about 15 minutes to complete and asks questions about health, diet and work. Page 30 | www.ncah.com.au

“There was one who said – ‘I have been a nurse for 50 years and this is the first time anybody has asked me about my own health’,” she said. “Nurses are part of the community and so what’s happening in the community impacts on us as people as well. “We need to be in the best possible health, physical and mental health, to be able to provide care to our patients, and to be able to do that we need to be able to look after ourselves.” The survey will remain open until early next year and researchers will then analyse the results, with a report expected to be complete about mid-2013. Ms Ross said, depending upon the findings of the survey, the results could be used to develop strategies and programs to improve nurses’ health. Australian Nursing Federation federal secretary Lee Thomas said nurses often saw the devastating results of smoking, with smokingrelated diseases killing about 15,000 Australians every year – the equivalent of about 40 preventable deaths a day.

The anti-smoking advertising blitz, which launched on November 4 and will be featured across TV, radio, print and social media until early next year, comes as the government prepares to introduce its anti-tobacco plain packaging legislation on December 1.

“The ANF’s members, nurses, midwives and assistants in nursing witness the tragic consequences of smoking on victims and their families across Australia’s hospital and aged care systems,” Ms Thomas said in a statement.

The National Tobacco Campaign specifically targets high-risks groups including pregnant women and women and men who are planning on having children, who are from socially disadvantaged, Aboriginal and Torres Strait Islander and from culturally and linguistically diverse communities.

As part of a strategy to save money at Bass Coast Regional Health (BCRH), a major public healthcare provider within the Bass Coast Shire in South Gippsland, Victoria, district nurses are being required to spend less time with non-palliative care patients.

Pope added that BCRH would continue to focus on ensuring it met its delivery demands.

Nurses have been told they need to reduce the amount of time they spend with each patient by nine minutes. The move is believed to result in a projected saving to the service of $100,000 annually. General practice nurses are satisfied with their work by Karen Keast Australia’s general practice nurses are highly satisfied with their hours of work, job variety, job security and their colleagues but are less fond of their rate of pay and chance of promotion, according to the results of a new study. The 2012 General Practice Nurse National Survey Report, released by the Australian Medicare Local Alliance, also found the number of general practice nurses is continuing to rise – from 7728 in 2007 and 8914 in 2009 to 10,693 this year. And the number of jobs for practice nurses could continue to grow, with 16 per cent of practices participating in the survey indicating they intend to employ more practice nurses as a result of the Practice Nurse Incentive Program (PNIP), now in its first year. The trend comes as the Australian Government continues its focus on shifting health services from hospitals to primary care as part of the nation’s health reform. The survey found the average age of the workforce has remained steady, with 81.3 per cent of the workforce aged 40 years or older, while 75 per cent of nurses reported working 34 hours or less and 60.8 per cent have worked in general practice between two and 10 years. The report estimates more than 60 per cent of practices employed a general practice nurse this year and there were 2.88 general practice nurses per practice. Nurses wanted to volunteer in Bhutan’s ancient Buddhist culture by Karen Keast For the first time, the Australian Red Cross is recruiting volunteer clinical nurses to the tiny land-locked country of Bhutan, located at the eastern end of the Himalayas in South Asia. The iconic humanitarian organisation is recruiting intensive care nurses, operation theatre nurses, dialysis and paediatric nurses for mostly year-long assignments in Bhutan under the Australian Volunteers for International Development (AVID) program, an Australian Government and AusAID initiative. The Australian Red Cross will initially offer up to 10 positions, including five volunteer nursingrelated positions and four volunteer special education positions, with successful applicants expected to start in May next year. Australian Red Cross regional coordinator Christine Hansen said Bhutan is world famous for happiness. “In this isolated kingdom, squeezed between India and China, they measure progress by Gross National Happiness, which ranks preserving culture, protecting the environment and good governance above the likes of the country’s GDP,” she said. “Bhutan is working hard to strike a balance between development and the preservation of its ancient Buddhist culture. “The country has achieved a lot but still needs support to address issues such as education quality, teacher shortages, large class sizes, as well (as) a lack of doctors, nurses and skilled health workers. “Volunteers will work closely with Bhutanese development organisations helping them to achieve their goals.” Australian Red Cross international volunteers program spokesperson Aarathi Krishnan said Page 34 | www.ncah.com.au
