From the President Hello colleagues! I hope that you are enjoying your summer, and finding time to celebrate the wonderful freedoms we are blessed to have as we pursue the “American Dream” in this lovely industry we call staffing!

Please join me in congratulating Marc Cochran on his fine leadership of our association, and on the fantastic forward strides we have made with him at our helm. I have large shoes to fill in this new endeavor as President! A hearty thank you also goes out to everyone who helped make our conference possible, especially our superb Conference Co-chairs, Rita Bottoms and Michelle Coviello. The results are in: Conference 2014 was once again deemed an excellent opportunity to learn, connect, recharge, and have fun for our attendees and vendor partners alike!

I am humbled to have the opportunity to spend the next term sharing my passion for our wonderful industry with a very strong board of directors and a growing membership. For those of you who don’t know me, I began this journey into my career part time as a student/intern in 1989 and full time in 1996 when I graduated from UNC (go Tarheels). I worked in South Carolina following my graduation for three years before moving “home” to open a staffing company with my family in 1999. This career path has been captivating for me from the beginning, and through ever changing challenges, the opportunity for impact through relationships speaks to something deep inside of me. How fortunate are we all to work in a space where we can have such great effect on lives and businesses?

Speaking of impact, NCASP and many of our members and partners have lost a very dear friend, Scott Cox. I personally cannot imagine moving on through my career without him. He has been a part of it from the beginning and I have learned tremendously from him. His contributions to NCASP have been fundamental to our success and his absence from this past conference was palpable for so many of us who called him friend. Our collective thoughts and prayers are extended especially to his family, Pat, Tom, Bill and Scottie, to Cassie Watkins and the rest of his team at Wells Fargo Insurance Services, and also to other family and friends touched by the life of this very special gentleman. Scott will be profoundly missed.

As we look forward, I encourage you to look for meaning in what you do and to make the most of the opportunities presented to you. My goal as President of NCASP is to continue to build great value into our association for individuals and companies seeking greater professional success in our industry. Transitional Guidance – With the February release of the final regulations came transitional guidance for certain employers. Employers need to determine whether or not they qualify for transitional relief and to what extent to start planning their benefit offerings for future plan years.

Plan Documentation (PDs/SPDs/SBCs) – All employers sponsoring group health plans are required to have Plan Documents, Summary Plan Descriptions, and Summary of Benefit and Coverage for each health plan option, regardless of whether you are fully-insured or self-funded.

Establish Ongoing Employee Measurement Periods – Once an employee has been employed throughout a standard measurement period (typically 12 months), they’re an “ongoing employee,” and you must establish the ongoing employee measurement period to properly ensure you’re offering coverage to all full-time employees.

Determining Large Employer Status – The Employer Mandate final regulations provided a more concrete definition of who is a full-time employee and how to calculate whether or not employers are large or small employers for this purpose. Now is the time to determine the scope of your responsibilities.

Choose a Method to Determine Affordability for 2015 – There are three safe harbors to ensure your plans meet the affordability requirement under the Employer’s Shared Responsibility provisions in the ACA: the 9.5% Safe Harbor, the Rate of Pay Safe Harbor, and the Federal Poverty Level Safe Harbor.

90 Day Waiting Period – Modify waiting periods to meet ACA requirements, which are now capped at 90 calendar days. This can follow an orientation period of no more than 30 days.

ACA Marketplace Reform Requirements Compliance – Elimination of annual limits on essential health benefits, elimination of pre-existing condition exclusion parameters, non-discrimination in health care providers and more.

Prepare for Non-discrimination Testing – Benefit plans will likely be limited in ability to “sweeten” the benefits for managers and executives. Seek out alternative strategies now.

Grandfathered Plans – Expanded coverage needs to be available to children up to the end of the month in which they turn 26.

DOL Audits – With the implementation of health care reform, the DOL has been showing increased audit activity. Begin forming a step-by-step process to ensure you’re aware of the additional requirements placed on employee benefits.

Scott Cox: A dear friend, loyal vendor partner and true gentleman will be missed a great deal!

Scott Lee Cox CHARLOTTE Scott Lee Cox of Charlotte, N.C. passed away on June 28, 2014.

He was born Aug. 20, 1951 in Goldsboro, N.C. to the late Carl and Daphne “Scottie” Cox. His gregarious nature and love of people were evident in all areas of his work and personal life. Scott studied Industrial Engineering at North Carolina State University. After graduating in 1973, Scott entered the insurance industry with Aetna Life & Casualty. For more than a quarter century he worked for Wells Fargo and its predecessors as a commercial insurance agent. He was one of the nation’s foremost insurance experts on temporary staffing firms and was recognized by the North Carolina Association of Staffing Professionals on multiple occasions.

Scott was a devoted member of Christ Episcopal Church in Charlotte, where he was a Sunday school teacher and

acolyte advisor. Through the church he began volunteering with Habitat for Humanity, building houses with friends and clergy. In 1996, Gov. James Hunt appointed Scott to the North Carolina State Board of Certified Public Accountant (CPA) Examiners and Scott served for eight years with distinction. Scott is survived by his wife, Patricia; daughter, Elizabeth “Scottie”; sons, William and Thomas and his sister Carla Cox Davis of Greenville, N.C. The family will receive friends from 6 to 8 pm July 1, at 3700 Beresford Rd., Charlotte, NC 28211 and following the service at the church.

A memorial service will be held at 11 am on July 2, at Christ Episcopal Church, 1412 Providence Rd., Charlotte, N.C. 28207. In lieu of flowers, memorials may be made to Christ Episcopal Church or Habitat for Humanity of Charlotte, P.O. Box 220287, Charlotte, N.C. 28222. T.H. Jill White Perspective Jill White wrapped up our conference with a very informative Legal Matters breakfast in which she discussed the nuts and bolts of contracts. The contract is the only opportunity you have to protect your company’s interest. A few tips that Jill shared are:

examine them closely DO NOT remove the “Nuts and Bolts” of agreements Recitals (i.e. whereas) Choice of Law – what law will we follow Forum selection – where will we agree to hash this out Attorney’s fees – who should pay fees upon the outcome of a case Severability – in the event that one provision isn’t enforceable, the contract is still valid Merger Clause/Entire Agreement – encompasses all previous agreements Acknowledgement – shows that parties have read, understand and agree with no undue influence Put EVERYTHING in writing.

I serve as the lead recruiter for our Productivity Staffing division In which industries and functions do you specialize?

Productivity Staffing specializes in light industrial/safe industrial staffing including manufacturing, warehousing, management and engineering.

Which aspects of your job get you revved up?

Being able to help people fulfill their goals and dreams on a very fundamental level keeps me motivated and is the reason I love the work I do. Regardless of if I am placing a Mechanical Engineer that has been working toward this “perfect position” his/her whole life or if I am placing someone a short term assignment, we are helping to fill a need in that person’s life and the lives of their family. That is pretty awesome.

What’s one of your favorite recruiting/staffing stories? (something funny or poignant or just plain interesting) I had a candidate that was scheduled to interview with one of our clients for a Custodian role. The client called us a few minutes after the scheduled time to let us know that the candidate had not arrived. When I called the candidate he informed me that he hit a deer on route to the interview and he was unable to move his car. I could hear the traffic behind him so I inquired as to his health and told him we would re-schedule the interview.

He told me that he left the car and was WALKING to the interview along the busy highway and should arrive there shortly. He said, “Miss Janee, I can get a new car, but I need this job.”

We can get caught up in how busy we are and the things that our contractors didn’t do or did and shouldn’t have. This candidate brought back to the forefront how impactful a new position can be and what lengths some individuals are willing to go to for steady employment.

Which aspects of your job would you outsource if you could?

Tell me about your professional life before joining your current company.

Before joining Greene I was a sales rep for a national cable company and prior to that I worked as a technical support representative for a beverage company.

Why did you leave that industry for the recruiting/staffing business?

For the past 4 years I had been helping my mother with our family owned recruiting firm in addition to my full time jobs. Though I was very successful as a sales person, I realized that I didn’t finish my day feeling nearly as fulfilled as I did when I filled a job req. It hit me that recruiting allowed me to use my skillset to help people. I can’t think of a better career combination.

How did your pre-staffing/ recruiting life help prepare you for your current career?

Technical support and sales are both very results driven. That helped to hone my process development skills.

Each call was a little different but each one was supposed to end with the problem resolved or the sale closed. In staffing/recruiting, each customer and each candidate are a little different, but they all want the same end result: an employee for their position and steady employment respectively. A successful recruiter has to be able to identify the

approach and process that will help to get to the end goal of each unique circumstance.

Has your NCASP membership benefited you thus far? If so, how?

Yes, my NCASP membership has benefited me in various ways. If you want to be good at your job, education and knowledge are key. NCASP’s conference has provided me with a wealth of industry specific knowledge.

Additionally, the camaraderie with my peers across the state has been wonderful.

Why did you join the NCASP BOD? I joined the board to contribute to our industry. Martin Luther King Jr. said “Everybody can be great...because anybody can serve.” It is a pleasure to serve our industry.

NCASP Attendees Confirm: Contract Staffing is Encompassing ALL Level of Workers Recruiting and staffing firms that can position themselves as staffing consultants to their clients can expect to thrive in today’s changing workforce environment. That was the message behind staffing industry veteran Amy Bingham’s breakout presentation titled “The World of Work is Changing”.

Bingham, the Managing Partner of Bingham Consulting Professionals, LLC, has over twenty years of experience in the contract staffing industry. She specializes in contingent workforce strategies, sales effectiveness consulting, career transition/outplacement, and performance coaching.

From a vendor perspective, one of the advantages of attending industry meetings like the 2014 NCASP Annual Conference is to gauge what is going on in the market.

For the past 22 years, we have tracked what is happening in the contract staffing arena for technical, professional, and healthcare contract staffing. But in addition to actual placement data, it is always beneficial to talk with recruiters to hear about their experiences in a specific niche or industry. The conferences also provide the opportunity to learn from industry trainers and speakers.

Historically, contract staffing placements increased in a down economy and decreased when things improved.

This has not been the case during this economic upswing.

In fact, more and more companies are utilizing professional and technical contractors across all levels of workers… from data entry clerks to high-level executives. In addition to economic issues, many believe that Healthcare Reform is fueling this trend.

After talking with many recruiters at the NCASP conference, we learned that a number of their direct hire opportunities have instead become long-term contract assignments. It appears that companies are hesitant to make the commitment that goes along with hiring employees, and if the need is purely project oriented, a contractor is the perfect solution. Another trend involves the hesitancy of a client company to extend a direct hire offer because they are not sure the candidate is the right fit. Consequently, they bring the worker on as a contract candidate with the intention of converting him/her to a direct hire. At the professional level, the contract-to-direct hire model usually lasts 6-9 months.

During her presentation, Bingham shared that contingent labor has evolved from a necessary evil to a benefit.

From an employer perspective the continued economic uncertainty, coupled with the demands placed on U.S. businesses to operate with greater efficiency, is forcing them to take a more critical look at how jobs should be filled and whether they really want to add to their headcount. They are discovering the efficiencies and cost-savings that come from filling open positions with contractors and outsourcing their employment to a staffing firm or contract staffing back-office service. Many believe this shift in buyer thinking has become the “new normal.”

As an exhibitor at the conference, our company, Top Echelon Contracting, discussed with direct-hire recruiting firms how they can establish or grow their contract staffing services with no ramp-up time or upfront financial investment by outsourcing the employment of the contractors to our back-office service. This allows firms that do not currently have a contract staffing component to quickly get started. Those that already offer staffing services at a regional or state level can expand into new states and industries that would be time or cost prohibitive without the help of a back-office service.

Overall the NCASP was informative, fun and always a positive experience. THE NEW DO’S & DON’TS OF RECRUITMENT LESSONS FROM THE OPPORTUNITIES IN STAFFING STUDY It’s frustrating but true: 1 in 10 job candidates still falsely believe staffing firms charge candidates to place them. It’s unfortunate that such misconceptions still exist, but what’s a staffing firm to do? Actually, thanks to insight drawn from the recent 2013 Opportunities in Staffing Study, staffing firms can employ the following Do’s and Don’ts for changing client and candidate misconceptions – and providing the ultimate staffing firm experience.

DO ERR ON THE SIDE OF OVER-COMMUNICATING

Results from this year’s study indicate that many candidates still have misconceptions about staffing firms. Regularly communicating the benefits of working with your staffing firm, however, can help change the misconceptions. Even if you feel like a broken record, it’s a message that is worth repeating, especially if you want perceptions to change.

DO CHECK IN EARLY CHECK IN OFTEN

Slow response time – or a lack of responsiveness altogether – are among clients’ and candidates’ top complaints about staffing firms.

If you do not already have a quality control process in place, create one, and make sure you stick to it. A quality control process is only effective if you actually use it.

DO LET THE QUALITY OF YOUR WORK SPEAK FOR ITSELF

Personal referrals from people they know are what candidates and clients look to most when deciding whether or not to work with a staffing firm. You can’t control what others say about you, but, as Don Draper would say, if you don’t like what’s being said, change the conversation. In other words, if you want clients and candidates to speak well of you, give them an experience that will make them.

In-Flight Crew Connections, a niche aviation personnel staffing service, is a privately held; WBENC certified woman-owned staffing firm headquartered in Charlotte, NC. ICC clientele is primarily large FORTUNE corporations and wealthy individuals, owning and operating business class jets on a National and Global level.

Somewhere in a pile of resumes are 52 people that can manage the front desk. And one that could manage the whole company.

The company was formed in 2002 because there was a need, within the Southeast region, for a service to manage and train corporate flight attendants. Jennifer Guthrie, founding member and CEO, developed a process and “backward engineered” a training program to transition commercial flight attendants and industry newbies into private/corporate aviation. The goal was to insure that ICC employees seamlessly integrated into our various clients’ corporate culture and successfully met the challenges in that work environment.

Due to a successful first year, ICC client requests fueled the expansion and growth to full-service aviation staffing.

Rob Mosley - “The Coaching Connection: How High Performing Managers Influence Behavior and Increase Revenue” The session was very informative and reminded us how important regular coaching is to our team’s performance and development.

We focus on relationships, revenue, and results. We all feel the pain of competition, more complex processes, and a continuous changing environment. In the midst of all of this, we want to avoid traps of fear, frustration, and fatigue. The most successful offices have managers with four unique characteristics: staff development plans, frequent communication, balanced feedback, and regular reinforcement of the work to be done. Rob emphasized the key to higher results is on-going manager involvement.

I enjoyed the group exercise where we listed the specific characteristics

and behaviors of “the best boss I ever had”. Honest, direct, fair, integrity, make you feel part of the team, pushed me outside my comfort zones, follow through, provided the right tools, and let us have fun were just a few of the characteristics we identified.

Rob asked the attendees, “What would it do for your company if we could move 80% of our competent employees just a little bit?” This was a thought provoking question for me. Creating a coaching culture is time consuming, but well worth the effort! Everyone is busy and under tremendous pressure to perform. This amazing film, starring Jen Lambert, took us through the day of a real recruiter and the issues that face both her and her team. The film highlights the ever changing day recruiters face, whether it is meeting clients, working out a staffing issue or strategic planning this film highlighted the fast pace of this industry that we all love.

This is a Big Moment for Staffing!

Recently, ASA Chairman Dan Campbell, CSP had the opportunity to speak on the state of staffing in North Carolina and the US at the 2014 NCASP Spring Training Conference. There was a lot to be excited about but there was also a lot of work still to do to continue to advance our industry.

For North Carolina, in 2013 there were more than 316,000 people placed last year on assignments which represented an industry that totaled more than $3.8 billion. Staffing in NC, is clearly a growing business segment and an integral foundation for the state’s recovery. Compared with the US, 3.03 million people were placed through staffing agencies last year and revenue totaled $109 billion. The total cumulative growth since the Great Recession has been 35%, outpacing Total Employment, Goods produced, and other services. Dan’s message was “make no mistake, this is a big moment for staffing”.

The top reasons clients utilized staffing were flexibility, speed, and access to talent. Even though those were the main uses, clients’ experiences varied and overall satisfaction rates declined for a 4th straight year. Service levels remain an important component to any client and making sure you not only meet but exceed expectations was hugely important.

Most of the clients concerns with staffing partners centered around low quality candidates, poor service, lack of responsiveness, poor fit, and issues with the staffing firm’s staff. The most eye-opening stat for the audience was that now with social media a dissatisfied customer can now tell on average 31,000 people about their experience.

Lastly, Campbell also introduced ASA’s new Skills Gap Index, designed to track and monitor the national skills gap. This initiative allows the staffing industry to be a leader in helping companies prepare ways to address staffing strategies factoring in data on difficult to fill positions. These gaps cut across all sectors and the skills gap is only going to widen and increase with current geographic and education trends.

ASA feels that is a great opportunity to make a difference for staffing firms and their clients.

HOW TO KEEP YOUR EMPLOYEES PRODUCTIVE THIS SUMMER: 4 STEPS It seems the arrival of summer makes it much harder to get our work done, for more reasons than one. A recent study by the Captivate Network proved that as the temperatures outside increase, productivity levels at offices across North America are at their lowest; during the summer months, workplace productivity drops a whole 20 percent, attendance drops by 19 percent, projects take 13 percent more time to complete, and workers are 45 percent more distracted.

Our staffing software company Avionté is based in Minnesota, where we embrace summer enthusiastically when it finally arrives after long, cold winters. But our clients don’t use our software any less during the summer months. Our desire to continue adding the latest and greatest features and functions to our staffing software doesn’t go away, either, and the pace of the technology world isn’t slowing down. So we can’t afford to lose on productivity, no matter what time of the year it may be.

In the staffing industry, competition is fierce, and staffing firms can’t afford to waste time, or lose out on productivity,

at any time of the year. Here are a few tips to keep your employees moving and motivated, even on the warmest and sunniest of days:

1. Remind your employees of your company goals. Late last year, Avionté posted a blog with tips on

how to set obtainable company goals for the New Year.

Remind your employees that the goals your company set at the beginning of the year are still in play, and establish some smaller goals for your team to work through during the summer months. Then, check in with your team regularly to make sure they’re staying on track.

2. Then, provide some leniency. If your employees

are getting their work done and accomplishing projects in a timely manner as the summer continues on, be flexible.

If your employees request some time off, plan for the absence in advance so the rest of your staff can remain productive. Letting your employees take some time off in the summer to recharge before the next busy season hits will not only ensure that they won’t get burned out down the line, but will also show that you trust them to get their work done.

3. Plan outdoor events that will make coming to the office fun. Summer presents the opportunity to

bring your employees closer together through organized outdoor activities. Plan a barbeque event at the office, or set some days throughout the summer when you’ll provide catered lunches for your staff. Organize other after-work activities outdoors, like a group volunteer event or a company-sponsored baseball game to keep your company culture strong. Last year, Avionté employees participated in an adult softball league. The games offered not only a great way for our employees to bond, but also made coming to the office (where the players discussed the final score and highlights of each game) more enjoyable.

4. Encourage your employees to get outside.

We all know spending some time outdoors is good for us. We’re able to get our much needed Vitamin D and our concentration and mood improves. Set up a picnic table for employee lunch breaks, or hold more walking meetings outside. And encourage your employees to take breaks outside if they start to lose focus.
