A Word from the President I can’t believe that we are already headed into March and the first two months of 2015 are complete. Our NCASP Board has been extremely busy planning for more exciting events for us.

Here are some updates.

Thanks for all of those members and guests who were able to join us in Charlotte for our last Regional Event in January. The topic was NC Labor Laws: Hiring, Testing & Termination. Big thanks to Teague Campbell for hosting a great event for us. Our next Regional Event will be on March 5th from 4-6 PM at the Greensboro Country Club. The event will highlight our own Jill White. The topic will be The EEOCs Strategic Enforcement Plan. Please plan to join us for another informative session in Greensboro.

We are in full swing for the planning of our annual Spring Training Conference event at Wrightsville Beach in May. Cheryl Neely, our Conference Chair, and our Conference Committee have been busy putting together another outstanding event for our members. Our Friday keynote speaker, Danny Cahill, will be sure to deliver an outstanding presentation for you and your colleagues. Our Spring Training event will also include a full day for Certification on Thursday and we have already locked in our trainer to travel to Wrightsville Beach for us.

Certification is so important in our industry and we are pleased to be able to offer our members this opportunity. We are also planning an Owner Manager “Inside the Recruiters’ Studio” Thursday afternoon that you will surely not want to miss. If you have not purchased your tickets and made your reservations, please do so as soon as you can. The dates again are May 14, 15, and 16 so make your plans TODAY to join us.

We need to look ahead and plan for our future as well and our future is in our leadership. If you would like to impact our industry in a positive way, consider joining our Board of Directors. We are looking for several new leaders who want to make a difference by joining our Board. I would like to thank all of our current Board members who are stepping up into new roles. Building Opportunities Together The month of March is always big in the Carolina’s with ACC Basketball playing out all around us. It is also the time we are all ready for the winter season to be over and it lets us look forward to the upcoming time we will all be at the 2015 NCASP Conference in Wrightsville Beach. It allows us to look forward to sunny days, the smell of the ocean and the chance to add a few more tools into our recruiting box by getting the great training from industry experts.

This year our conference theme is “Creating Connections – Building Opportunities Together”. There is no better industry that I know of that relies on these terms then the executive recruiting and staffing industry. Our building of connections helps us meet & match candidates to companies, vendors to buyers and helps to build long term opportunities with everyone we touch. It’s a simple theme but holds so much potential in how we grow our desk, office, company and our relationships.

It’s such a great time in our industry and we are all busier than ever and I know it seems like there is no way you can take the time away from the business or office. What might you miss or what client needs might suffer if you’re away. Well the answer is none. This conference will give you the chance to learn real up-to-date information that can

help you find those hard to find candidates, help close that skill gap challenge you might be facing in your market and overall just rejuvenate you as to why this is such a great industry and remind you it can be fun & lucrative.

Our 2015 conference committee has created several days of education, networking and fun. We do all of this in a non-competitive environment while supporting our industry. Who better understands the challenges of what we do then each other. So I ask each of you to round up your recruiting & staffing peers and ask them to attend this event as well. Which aspects of your job get you revved up?

After 24 years in the industry I still get my adrenaline going with making the right placements with clients and connecting the right candidate to their future career.

What’s one of your favorite recruiting/staffing stories? (something funny or poignant or just plain interesting) If you spend enough time in this industry you will find something funny every day!

Which aspects of your job would you outsource if you could?

So much of what we do is relationship building with clients and candidates so there is very little room to outsource things. Great relationships go a long way…

Tell me about your professional life before joining your current company.

I have been in the industry for over 24 years and started my career with Man Power. Along the way I have also worked in the Health Care Industry.

Why did you leave that industry for the recruiting/ staffing business?

This industry allowed me to help those in need, earn a great living and expand my personal growth.

How did your pre-staffing/recruiting life help prepare you for your current career?

I have always been very customer service driven and love the human services side of life.

Has your NCASP membership benefited you thus far? If so, how?

Our membership and involvement in NCASP has helped us grow our business, created new friendships and provide great learning opportunities along the way.

Why did you join the NCASP BOD? My owner Cheryl wanted me to continue the volunteerism of our company to this industry and our State organization.

We firmly believe in what NCASP can do and provide for industry professionals like ourselves.

Anything else you’d like to add about your personal or professional life?

I may live in a big city now but I grew up in the Asheville area. We were a musical family growing up and I still till this day like to sing & hum a good tune. I have three sons, two dogs and two cats. I am blessed that my Mother is still here with me and I look forward to meeting & making new friendships along the rest of my journey.

You may recall that in December 2012 the Equal Employment Opportunity Commission (EEOC) issued its “Strategic Plan for Fiscal Years 2013-2016.”

The Plan establishes the EEOC’s priorities for advancing equal employment opportunity in the workplace and serves as a roadmap for 2013-2016. The EEOC rolled out this four-year plan in January 2013 with the promise it would be increasing its enforcement measures through education, investigations, and litigation. ABOUT THE USO OF NORTH CAROLINA The USO was established in 1941 to meet a United States presidential request for civilian support of the military. While the world’s first USO facility was opened that year in Fayetteville, North Carolina, the Jacksonville center opened in 1942 and has never shut its doors. It is the oldest continuously operating USO center in the world. It was from these roots that the USO of North Carolina was born. NAPS to Conduct Certification Immersion Class at NCASP 2015 Conference

The National Association of Personnel Services (NAPS) and the North Carolina Association of Staffing Professionals (NCASP) are pleased to announce that a Certification Immersion Class (CIC) will be held May 14, 2015 as a part of the annual NCASP conference at the Holiday Inn Resort in Wrightsville Beach, NC. The class is the training route that nearly 1,400 search and staffing professionals have taken to achieve their industry credential(s).

Participants should prepare for the CIC by conducting a thorough reading and study of the NAPS Certified Personnel Consultant (CPC) Legal Manual or the Certified Temporary Staffing-Specialist (CTS) Legal Manual in the time leading up to May 2015 class. The CIC will be taught by Dr. Frank Burtnett, NAPS Certification and Education Consultant, who is the author of the certification examinations. He will focus on “critical knowledge points” reflected in the manual and the key subjects included in the certification examination, including a review of the NAPS ethical standards and certification program rules. After the CIC, participants will take a paper/pencil version of the CPC or CTS certification examination.

U.S. Supreme Court Rules That Time Spent In Mandatory Security Screening at the End of a Workday Is Not Compensable The United States Supreme Court issued an interesting decision in December 2014 on whether employees who are required to undergo security screening after their work was done should be paid for that time. The Supreme Court found in favor of the employer, and concluded that workers did not have to be paid for that that time because the screening was a non-compensable “postliminary” activity under the Portal-to-Portal Act. In Integrity Staffing Solutions, Inc. v. Busk, the employer was a company that provided staff to work in warehouses for the online giant, Amazon. A group of workers filed a class action in 2010 against the staffing company seeking unpaid wages under the FLSA. According to their complaint, workers were required to pass a security screening at the end of the day in order to deter theft of product from the warehouse. The workers alleged that it could take workers up to 25 minutes to compete the screening process, for which they were not paid. Because the screening was allegedly necessary and for the employer’s benefit, the workers claimed they should have been compensated for the time.

Initially, the federal district court dismissed the workers’ case for failing to state a viable legal claim.

The district court ruled that the security screening was

a non-compensable “postliminary” activity under the Portal-to-Portal Act because it was not an “integral and indispensable part” of the warehouse duties the workers were hired to perform. The U.S. Court of Appeals for the Ninth Circuit disagreed and reversed, holding that the screening was a postliminary activity, but was compensable because it was necessary to the warehouse work and for the benefit of the employer. The employer successfully petitioned the U.S. Supreme Court to hear the case.

In a unanimous opinion written by Justice Thomas, the Supreme Court reversed. The Court started with the proposition that the Portal-to Portal Act makes noncompensable “activities which are preliminary to or postliminary to said principal activity or activities” of a worker’s job. Citing its long-standing interpretation of the Act, the Court stated that “the term ‘prin¬cipal activity or activities’ [embraces] all activities which are an ‘integral and indispensable part of the prin¬cipal activities.’”

The Court held that under the Portal-to-Portal Act, employers were not required to pay workers for postliminary activities that were not integral to the workers’ warehouse duties. In a succinct analysis, the Court concluded: [Continued on pge 20]

The security screenings at issue here are noncompensa¬ble, postliminary activities. To begin with, the screenings were not the “principal activity or activities which [the] employee is employed to perform.” 29 U. S. C. §254(a)(1). Integrity Staffing did not employ its workers to undergo security screenings, but to retrieve products from ware¬house shelves and package those products for shipment to Amazon customers.

The security screenings also were not “integral and indispensable” to the employees’ duties as warehouse workers. As explained above, an activity is not integral and indispensable to an employee’s principal activities unless it is an intrinsic element of those activities and one with which the employee cannot dispense if he is to per¬form those activities. The screenings were not an intrinsic element of retrieving products from warehouse shelves or packaging them for shipment. And Integrity Staffing could have eliminated the screenings altogether without impairing the employees’ ability to complete their work.

As savvy HR professionals and in-house counsel know, this case does not create a blanket rule that renders noncompensable every activity after a worker leaves his or her work station. Each situation is different and will generally require a detailed analysis of the particular facts. Indeed, in this case, it took about half a decade in the federal courts to come to a final answer.

The case is a relatively straightforward read, and contains a good history and discussion of the Portal-toPortal Act. For those who are interested, the Supreme Court’s decision can be found here.

Tips and Tricks for Marketing Contract Staffing It doesn’t take a marketing wizard to promote contract staffing services. In fact, as the popularity of contracting continues to grow, sometimes all it takes is letting existing clients know that you can place contractors. If you want to take your contract staffing services to the next level, though, you may want to try some of these proven marketing techniques that have helped recruiters establish and grow the contract staffing portion of their businesses: 1. Use existing marketing vehicles An easy way to get contract staffing job orders is to mention contracting in places where you are already promoting your direct hire services.

These include your email signature file, business cards, standard fee schedule, newsletters or brochures, and automated “on hold” phone message.

2. Your website Perhaps your most important marketing vehicle is your website. Be sure to include information about your contract staffing services on your website so companies and candidates searching the Internet for recruiters who place contractors will find you. Many recruiters have TWO contract staffing pages – one for clients/employers and

another for candidates.

3. Social Media Social media offers plenty of ways to spread your contract staffing message even further.

• LinkedIn – Mention contract

staffing on both your personal and company profiles. Join LinkedIn Groups in your niche or start your own and share useful (not selfpromotional) information.

• Twitter – Think beyond job

postings and post relevant, useful information. Make your posts easier to find by using hashtags.

Hashtagify.me can help you find hashtags for certain industries.

• Facebook –Facebook’s algorithm

keeps making it harder to get seen without paid advertising.

Your information will have to be super-useful and maybe even a little bit entertaining to get organic rankings. Even if you don’t have luck with your posts, though, you may be able to find candidates in Facebook’s vast database by using their “Open Graph” search.

• Google+ – We don’t recommend spending a ton of time on G+ unless you are courting

technology and marketing professionals because they are the main ones using the site.

However, it is good to have a presence there. Posting links to your blog may give you a boost in search engine results.

• Pinterest – While probably not be

the best way to reach clients, you may find it helpful to source and market to candidates, particularly creatives such as Graphic Artists and Web Designers who often share work on Pinterest. Find them by searching for terms such as “resume,” “cv,” and “portfolio.”

4. Blogging Search engines like blogs because their content is updated regularly. They also help you position yourself as an expert and give you something relevant to post on your social media networks.

Some of these marketing ideas may work better for some firms than others, but they have all been proven to be successful by recruiters who have added contract staffing to their direct hire business. Give them a try to see what works best for your recruiting or staffing firm.



��METRICS�EVERY�STAFFING�FIRM� SHOULD�TRACK� Of the many reasons people go into the staffing and recruiting industry, tracking metrics is rarely one of them. Despite knowing the importance of tracking metrics, however, the vast majority of staffing firms do not put this belief into practice. For example, according to CareerBuilder’s most recent Staffing & Recruiting Pulse Survey, a mere 14 percent of staffing firms track source of candidates and candidates hired. Furthermore, less than 10 percent track mobile traffic, percentage of candidates redeployed, and candidate and client satisfaction levels (or Net Promoter Scores®)*.

WHAT�SHOULD�I�TRACK? Tracking metrics is the most effective way to save time and money, helping you figure out which areas need improvement and where to allocate your resources for the best results. Below is a breakdown of some of the most important business metrics every staffing firm should track and why: Source of Candidates/Hired: Do you keep track of where the candidates you place who are hired come from? This information provides insight into the effectiveness of the tools and so�ware you are using and the productivity levels of your recruiters. You also gain a be�er understanding of where your candidates are coming from, which means you can stop wasting time on low-performing outlets and allocate your resources where they will be most effective.

Mobile Traffic To Your Staffing Firm’s Website: Do you know how much traffic your website generates from mobile phones and tablet devices? It may be higher than you realize: According to Inavero’s 2014 Opportunities in Staffing study, 71 percent of candidates have searched for a job using their mobile phones, and 89 percent have done the same from their tablets. If even 10 percent of your traffic is coming from a mobile device, you should make sure your site is mobile-optimized. If, when viewed on a smart phone or tablet, your website is difficult to read, slow to load, or contains broken links and images, your website is not mobile-optimized. As a result, candidates are likely to leave your site – and go to a competitor’s.

Percentage of Candidates Redeployed: Do you know how many candidates you are reassigning a�er the first placement? Knowing this information – along with the sources of these hires (see No. 1, above) – can help you identify the need to increase follow-up during a placement, as well as at the end of an assignment.

Candidate/Client Satisfaction or Net Promoter Score ® (NPS): Do you know your firm’s client satisfaction score? Are you aware of the satisfaction levels of placed candidates? These metrics are influential in helping prospective clients judge the quality of the staffing firm with which they are considering working. These scores can also help you identify opportunities to improve the quality of your service you provide both clients and candidates.

While it’s easy to ignore metrics and tell yourself they don’t ma�er, the fact remains: They are essential to measuring the success of your efforts.
