POLICIES, PROGRAMS AND STRATEGIES TO ADDRESS ANTI-INDIGENOUS RACISM: A Canadian Perspective Prepared by Charlotte Reading, PhD

This fact sheet is the third in a series focused on anti-Indigenous racism in Canada. The first fact sheet explored the concept of race and the various forms it takes. The second fact sheet examined how Indigenous 1 people in Canada experience racism and how it affects their lives and wellbeing. This fact sheet critically explores how policies, programs and strategies attempt to address racism at interpersonal and institutional levels. In particular,

the topics of anti-racist media, anti-oppressive education, cultural safety within health care, and systemic policies will be discussed.

Addressing racism Many people are unsure about how to address racism. In fact, members of the dominant racialized group often struggle with their role in a race-based society and are reluctant to talk about racism for fear they will be

contributing to its perpetuation. Yet, unless all racialized groups engage in an open, honest dialogue about racism and the ways we can combat it together, Indigenous peoples, as well as other subordinated racialized groups, will continue to encounter discrimination and oppression. In 1998, Devine and Vasquez found that when diverse racialized groups have an opportunity to engage in candid discussions about racism, the potential for miscommunication and racial tensions is reduced.

Definition of terms Racialization refers to a social process in “which people are divided into ‘races,’ with power unevenly distributed (or produced) based on these racial classifications. Racialization is [expressed] through attitudes, beliefs, behaviors, laws, norms, and practices that either reinforce or counteract power” imbalances (Paradies, 2005, p.3). Anti-oppressive practice focuses on reducing oppression and unequal power relations within society (Sakamotob & Pitner, 2005). Anti-racism “is any approach that reduces power [differences by benefitting minority] racial[ized] groups and/or disadvantaging dominant racial[ized] groups” (Paradies, 2005, p. 3).

The terms ‘Indigenous’ and ‘Indigenous peoples’ are used throughout this fact sheet to refer to First Nations, Inuit and Métis peoples inclusively; however, the terms ‘Aboriginal’ and ‘Aboriginal peoples’ will be used as substitutes when reflected in the literature under discussion. Whenever possible, culturally specific names are used.
