B I Z B E AT Commissioners Approve Overman As New County Manager On a motion made by Commissioner Robin Comer and seconded by Bill Smith, the Carteret County Board of Commissioners voted 5-2 to approve hiring Russell Overman as the new county manager during their monthly board meeting held May 16. Overman, who is the current county manager for Martin County, is expected to begin employment with Carteret County in June.

Overman will replace Wayne Deal, who took over the office as interim manager following the resignation of Duncan Ballantyne in February, to become the county’s third manager in two years following the retirement of John Langdon in 2010.

The terms of Overman’s employment with Carteret County are as follows: annual salary of $130,000, credit for 6.5 years of experience as county manager in Martin County, accept unused sick leave to go into the county’s system for sick leave use or to be transferred towards his retirement, three month’s severance, $500 per month travel allowance and moving expenses up to, but not to exceed $5,000.

Commissioners Holt Faircloth and Jonathan Robinson opposed the decision.

World’s First 32-Foot Hybrid Catamaran Built Down East Innovation among Carteret County’s robust marine trades industry has a new jewel in its crown with the latest creation from Blue Planet Catamarans of Williston.

Thought to be the world’s first 32-foot hybrid catamaran, Blue Planet Catamarans debuted its latest accomplishment on the Morehead City waterfront during the Crystal Coast Boat Show, held May 21.

Gene Carletta, owner of Blue Planet Catamarans, has been building catamarans for several years but this is his first electric hybrid.

“We’ve been working on this prototype for about three years and we’re thrilled that we’re showing it off for the first time here at home on the Crystal Coast. I live in Williston, Down East, and I love the natural beauty, the water and boating. My appreciation for the environment and boat building led me to found Blue Planet.”

The hybrid is amazingly quiet as it is powered by both electric propulsion and small, state of the art, ultra-efficient gasoline outboards. The twin 24-volt, electric engines are manufactured by Torqeedo, a German company that excels at emission free, highly engineered outboard motors. They run on cutting edge lithium batteries at a comfortable speed of 7 mph and can go non-stop for 6 hours or more without recharging, depending on how many batteries are desired. The gasoline engines are twin 30hp 4-stroke outboard motors that have a 15-20 mph cruising speed.

CCC Board of Trustees Taps Steepy for Barwick Civic Award When it comes to community volunteering, Dr. Tom Steepy has done his share. He has built houses with Habitat for Humanity, raised funds as an active Rotarian, served as mayor and county commissioner, and has helped steer important infrastructure committees affecting the lives of Carteret County citizens and other Crystal Coast visitors. In honor of his achievements, the Carteret Community College Board of Trustees recently selected Dr. Steepy for the 2011 Dr. Joseph T. Barwick Civic Award.

“Dr. Steepy represents the best in community involvement and social responsibility,” said James H. Walker Jr., chairman of the board of trustees for the college. “His efforts have created positive and significant life changes for Carteret County residents through his work, not only as a community leader, but also as a volunteer working with the Carteret County Public Water Access Committee, the Highway 70 Corridor Commission, and for his work with many other civic and volunteer organizations throughout the county.”

1990, when they opened the Del a Mar Inn in Beaufort.

They ran the inn for 14 years, during which time both Dr. and Mrs. Steepy demonstrated their support for the Beaufort community by opening their home for a variety of homes and garden tours, and participating in numerous community fundraisers.

In 1999, Dr. Steepy was elected mayor of Beaufort and served two terms. As mayor, he was a strong representative for Beaufort and increased the town’s visibility throughout the county and region. Dr. Steepy supported the creation of Beaufort Sister Cities (BSC), and the enhancement of international cultural exchange through the organization. In 2009, he helped organize an international reunion of the Beauforts around the world, which was held in Beaufort, NC. The event coincided with the 300th anniversary of Beaufort, and included hosting 110 visitors from other Beauforts around the world.

From 2004 to 2008, Dr. Steepy served as a commissioner for Carteret County and supported passing the $50 million bond referendum for major upgrades and improvements in the county’s public schools. During his terms as county commissioner, Dr. Steepy served on or chaired seven different committees, including chairman of the transportation committee.

In addition to working as a commissioner, Dr. Steepy has continued to serve the county through his appointments by the Carteret County Board of Commissioners to positions on three committees, including the county’s Public Water Access Committee, the Six-County Highway 70 Corridor Commission and the Three-County Outer Banks Scenic Byway Committee. As a result of the Public Water Access Committee’s work, six access sites have been created for the public to use.

“Dr. Steepy came here and loved this place we call home,” said Bill Kaeser, president of Beaufort Ole Towne Rotary. “He has tried his best to make Carteret County the very best it can be.”

Upon receiving word of his selection, Dr. Steepy was modest about his achievements and gave credit to his wife and others.

“Although this is an individual award, much of what I have accomplished could not have happened without the loving support of my wife Mabel and the many committee members that I work with,” Dr. Steepy said. “It’s an honor to be recognized by the college board of trustees, and to have my name associated with such high standards set by Dr. Barwick. My selection would not have been possible if our Beaufort Ole Towne Rotary president, Bill Kaeser, had not made the nomination.”

The Carteret Community College Board of Trustees established the Dr. Joseph T. Barwick Civic Award in honor of the college’s third president, Joe Barwick, who retired in 2009 after 10 years of service with the college and nearly 40 years with the state of North Carolina. I

Don’t Touch a Thing

Ecotourism Looks to Trump Entertainment As Crystal Coast’s Biggest Draw

ith some 80 miles of coastline, untouched islands, creeks, natural habitats, forests and rivers, the state offers a vast amount of wilderness just waiting to be explored. And Carteret County, which offers all of the above, is in a prime spot to take advantage of those travelers who would rather get their feet dirty in a marsh than visit a trendy amusement park. Can the squish of mud between the toes be more relaxing than a visit to the day spa? Can the sound of birds chirping be more musical than the corner bar’s nightly offering?

Absolutely.

More and more people are approaching vacation time as an opportunity to get back to nature, a growing trend and industry known as ecotourism.

As with any natural environment, visitors are asked to leave no trace behind when they visit. However, that’s not necessarily the case when it comes to ecotourism. Even though area visitors are mindful of their trash and not disturbing their surroundings, by spending time here they are leaving behind an economic impact that ripples through many other industries. Whether it’s direct business, such as tour guides and cabin rentals, or more indirect avenues like dining and shopping, there seems little doubt that ecotourism is rooted and growing as an industry on the Crystal Coast.

Emerald Isle is one area that has seen direct growth from this industry, including, a cluster of seven guide and ferry businesses that thrive thanks to visitors ready to get off the beaten path.

“We have a short season but do stay busy with people who are looking to get off the island,” explained Mike Crew, owner of Hot Wax Surf Shop in Emerald Isle.

“It’s a totally different experience to being in an automobile,” he said. “You get a really close encounter with the flora and fauna. And like they say, ‘enlightenment begins where the sidewalk ends.’”

Cape Lookout National Seashore

Three miles offshore, Cape Lookout National Seashore and its accompanying lighthouse of the same name have remained relatively untouched by the hand of man. Under the auspices of the National Park Service, the site is protected from building of any kind.

For visitors who are accustomed to the crowded beaches of vacation towns like Myrtle Beach, it’s hard to imagine that there is still a piece of coastline where a person can find a private beach all their own. But that’s exactly what Cape Lookout provides. Stripped along the marsh, maritime forest and tidal flats is a 56-mile stretch of some of the most pristine beach found in the US today. Unlike the more developed Northern Outer Banks, the southern portion of this natural treasure has been left untouched, creating the ideal environment for ecotourism seekers.

While it can be challenging to keep an accurate count of visitors, Wouter Ketel, education and program coordinator for the park, said the estimated visitation over the last five years is more than 650,000 guests annually.

“I often break visitation down into three categories,” Ketel said. “Historical or cultural visitors like to visit the lighthouse and the historic villages such as Portsmouth and learn the history of the Banks. Then we have the day user, which is often concentrated around the west end of Shackleford Banks. Another component are those visitors that come to fish. It’s a world class surf fishing experience and it’s a major draw. We have families and individuals that come year after year.”

Ketel said he is fond of saying it divides equally in thirds, but in reality, fishing could draw up to 40 percent of the park’s visitors.

The National Park Service headquarters are located on Harkers Island, as are several ferries and eco tour outfits ready to help make the excursion to the island. Two separate cabin rental sites operate along the barren stretch with private companies licensed by the NPS providing management.

Kayaking, boating, fishing, hiking, sunning, bird watching, lighthouse tours, shelling, windsurfing and a love of history bring visitors to the Cape in droves. But it’s the family-friendly laid back atmosphere that brings them back for more and annually makes it one of the region’s most popular attractions.

Rachel Carson Reserve

A North Carolina Coastal Reserve protected by the state and sitting directly across from Beaufort, Rachel Carson is one of

10 similar sites throughout the state preserved for long-term research and education.

Untouched, except for an earth-friendly boardwalk completed a few years ago, the Rachel Carson Reserve has long been a favorite of kayakers, bird watchers and shell enthusiasts. Some 200 species of birds have been spotted on the 2,315 acres, including 23 species considered rare or decreasing in population.

In addition to the feral horses that roam freely, guests hope to get a glimpse of river otters, foxes, raccoons and marsh rabbits that call the reserve home. Plus, more than 50 fish can be found in the waters around the islands.

Only accessible by boat, the education component of the reserve makes it easy to get up close with nature each summer by offering free boat and walking tours from mid-June through the end of August. The programs are traditionally offered in the morning in order to avoid the afternoon heat. On the nature hike, be prepared to get your shoes wet and muddy. Closed-toed shoes are required because of the abundance of oysters on the island. On the nature hike and boardwalk trip, sunglasses, hats, binoculars, water and sunscreen are encouraged.

While limited in how many visitors can attend each summer, the program saw a more than 25 percent increase from 2009 to 2010. Daily visitation by boaters and kayakers cannot be easily measured, but education specialist Lori Davis said that, too, seems to be on the rise.

“I do think that people are eager to get out in the environment more and take advance of what’s around them more and more,” Davis said.

Shackleford Ponies

Recently named the official state horse, the Spanish mustangs that freely roam Shackleford Banks are a routine backdrop for locals and long-time residents and a delight to those who accidently wander upon them. Their history is spotted with mystery with at least three stories circulating for how they actually got to their island home. But regardless of which one is true and which is urban legend, the fact that the horses remain in this unfettered natural environment is a wonder to everyone.

While counts are unavailable due to private boat traffic, a National Park Service spokesman said it continues to see a high level of interest in the horses and that they continue to be a draw when people visit the area.

Only accessible by boat, Shackleford Banks does see a good deal of human traffic, especially during the summer months.

But a mutual respect between man and horse allows the two to cohabitate without altercation. While it may seem to visitors that the horses have been abandoned and forgotten by locals, that couldn’t be further from the truth. Protected by the Shackleford (cont. on page 24)

CONNECTING POINT How Civic Groups Hold the Key to Local Value On the cover of the May issue of The Rotarian, the civic organization’s official magazine, a young, animated John Capps is shown reading a program from the 1959 National Rotary Convention. It was the first of many for Capps, who wrote an article for the magazine about the impact they have had on his life. This year’s convention, held last month in New Orleans, was his 34th.

Many will remember Capps as the founder of the Baldheaded Men of America, a group that held a small local convention of its own. More will remember him as the owner of Capps Printing. But the bulk of his contacts, we’re most sure he would say, have come by the way of his involvement in Rotary, a lifelong pursuit for he and his wife.

There are many benefits derived from participation in a civic group. The feeling that you’ve made a difference – that you’ve helped humanity in some way – is always in the forefront. But the secondary benefit, and sometimes the most important, is the networking opportunity it provides. From the chamber of commerce to the Lion’s Club, just rubbing shoulders with peers is sometimes the best advertising money can buy.

“I think one of the things that the chamber does very well as a point of emphasis is to provide different opportunity for networking where business leaders, and just people who are part of businesses, can interact with prospective customers and build relationships with people who may potentially need their service at some point,” said Mike Wagoner, president of the Carteret County Chamber of Commerce.

“Survey after survey says that people prefer to do business with people they know and in this type of smaller market that’s a low cost way to get your name and your business out to a variety of people. And certainly civic clubs and groups, which can range from social to spiritual, can provide a different circle of people with whom you can build friendships and have fellowship,” Wagoner said.

It’s also the ideal way to settle into a community as a newcomer – a way to let people know you’ve opened shop and what services your business can provide to them.

“When I came into the community I really didn’t know anybody, but I arrived with the goal of helping my son who owns ACS Computer Services,” said Steve Hellersperk.

“The first place I thought of was the chamber, so I went down there and started getting involved and I found very, very quickly that it’s a tremendous networking tool.”

Hellersperk didn’t end with the chamber, however. He also reached out to Toastmasters, a civic organization with a focus on public speaking. He introduced his two civic groups to each other, signing Toastmasters up for a chamber membership, gaining several new members.

The club, he said, did a ribbon cutting at the chamber to introduce itself.

“We did a little presentation of dual speeches, one

speaking poorly and one speaking well, and we picked up a bunch of members – enough to actually charter the club.”

From that club a second was formed in Cape Carteret and another group started meeting aboard Cherry Point.

“And what that is really is a testament to how important networking can be,” Hellersperk said. “It’s such a necessary part of business. If you want to do business here and you want to get out in the community, you really must network with those people who may need your services.

I wish I would have done it while I was working because I definitely would have done better,” he added with a laugh.

The most important thing, he noted, is that it’s a lot of fun. The networking is definitely a primary goal, but once you’re at an event or participating with a club, most people are having so much fun that they don’t even notice that they’re promoting a business.

“Steve is a good example of someone who came into a community, got involved in the chamber and became an ambassador and used the chamber as a resource to form connections,” Wagoner added. “That sort of thing happens just about every day. We’ll make a connection with someone who is new to the area and we’ll try to help them get introduced and attend functions and before you know it they’re bringing someone to meet us.”

And Still Growing

Celebrating Four Decades of Support from the Carteret County Economic Development Council

By Craig Ramey Carrying his own Crown typewriter and an adding machine from home, Roy Stevens settled into his new office – a mobile home in downtown Morehead City. The year was 1971 and this was Stevens’ second day on the job as executive director for the newly formed Carteret County Economic Development Council.

“The first day I didn’t have a typewriter,” said Stevens, 86.

“I went in not knowing what they had. The next day I brought my own from home and that’s the way we started out.”

There’s no doubt that the EDC has undergone a bit of change since 1971. Noisy carriage returns on typewriters have been replaced by the hum of emails coming through on smart phones. Spreadsheets have surpassed adding machines and that mobile home is long gone. But the Carteret County Economic Development Council’s mission is still the same as when it was formed 40 years ago on June 1, 1971.

Created with backing from the county commissioners and local contributors, the EDC was formed to attract potential businesses and grow current business though the availability of information. From demographics and feasibility studies to the growth of utilities like sewer and water, to weather averages, the EDC’s mission, then and now, is to be Carteret County’s ambassador for business.

To put it another way ….

“Jobs,” said Stevens. “And whatever it took to get them.”

During the past 40 years there have been six people to hold the position of executive director and each of them has seen Carteret County go through its share of economic growth, however, none have held the position longer than Stevens’ 15-year tenure from 1971 to 1986.

“There were so many (projects) that I can look back at with a great deal of pride,” added Stevens, who still calls Morehead City home. “They were all favorites. There was a lot of work put in and I thought it was a very successful 15 years.”

That’s putting it mildly. Today, with a binder filled with more

than 1,700 business cards and a summary of his accomplishments filed away in a hefty scrapbook, it should come as no surprise that many of the amenities around Carteret County that we take for granted can be chalked up to efforts made by Stevens and his team during the EDC’s infancy. Whether it’s the Crystal Coast Civic Center or the Atlantic Beach bridge, if it meant economic growth for Carteret County, Stevens was behind it.

“In trying to sell the right location for that bridge, I checked on the number of cars delayed with the turn bridge,” said Stevens. “I got out my calculator and did the math. If they had all been stopped on the same day, the line would have been from here to Los Angeles, five miles to the other side of Los Angeles, in fact.”

Stevens also went on to spearhead other projects that were vital, yet easily taken for granted today as a given, such as acquiring land for the state highway patrol office, before the county saw its next big push under the guidance of Don Kirkman. A practicing attorney in New York City, Kirkman decided to bring his skills to the Crystal Coast from 19902000 in a move that eventually led to getting CMAST and the Jarrett Bay Marine Industrial Park off the ground.

“One of the roles of the EDC then, and probably now, is to try to help diversify the economy of the county while supporting a strong tourism and seafood industry,” said Kirkman.

“We wanted to support a diversification strategy that would promote a year round, higher pay environment.”

Part of achieving that goal was a focus on economic development through the clustering of similar businesses.

UNC and the NOAA labs for many years. I don’t think many people had focused on that as an economic driver for the region.

It was a unique opportunity to leverage research and development. During my tenure was when NC State began looking for a location for their coastal marine sciences library. We were successful in recruiting CMAST – Wilmington was also interested but we were ultimately successful.”

Kirkman’s cluster theory continued with the Jarrett Bay Marine Industrial Park, a 175-acre facility north of Beaufort that is home to dozens of marine industries ranging from engine and electrical repair to a deep water basin for yacht restoration. Of course, the most well known facility inside the park is Jarrett Bay Boatworks, makers of some the most luxurious sportfishing boats on the East Coast.

“A lot of the success of Jarrett Bay was the willingness of the town of Beaufort to extend their water and sewer to that site,” said Kirkman. “It took tremendous leadership from the town to recognize that the county and town would benefit from that park.

Kirkman, who now works for a 16-county economic development organization in Destin, Fla., known as Florida’s Great Northwest, could easily see his theory of clusters continue today. Before departing he helped begin the Crystal Coast Business Park and enticed Bally Refrigeration into locating its factory in Morehead City, two industries that saw continued growth under the leadership of Dave Inscoe, who held the role of EDC executive director from 2001-2010.

“As I came to realize, the boating industry is a major mainstay of Carteret County’s industrial economy,” said Inscoe.

“Don Kirkman had developed Jarrett Bay Industrial Park, which of course is a major asset. I set about learning as much as I could about the boating industry. We brought that industry to the forefront, however, it’s a discretionary income industry.

When the bad time came, it took a hit. “ To ensure that Carteret County remained in position for growth, Inscoe later shifted his focus toward environmental regulations that were poised to slow down development, particularly around the proposed business park. (cont. on page 26)

Young Business Leaders Carve a Niche A “few” decades ago, while working 9 to 5 in corporate America, age 35 was the magic number. That’s when the executives began to take you seriously and listen to your ideas.

That didn’t sit too well with a 30-year-old manager who was eager to help build a better corporation.

Today’s young business professionals shouldn’t have to encounter or endure this kind of “probationary period” … and in Carteret County, the 20- and 30-something crowd is forming a group to ensure their voices are heard within the community.

As you read in the last issue of NCCOAST Business Journal, a youth movement is gaining momentum. Several meetings of a steering committee of young business professionals have been held, and a group (yet to be named) is about to launch.

Leaders have reached consensus on a mission statement and some overarching objectives to make Carteret County a place where they can achieve the same social, academic, financial and cultural goals of larger communities, while maintaining quality of life advantages that are inherent to a coastal environment.

“We want to make things happen and make Carteret County a more attractive destination for employers who provide good jobs,” said the steering committee co-chairs Bridget Curran of the Quality Inn and Andrew Wheeler of Wachovia – A Wells Fargo Company.

“Both of our organizations want to see a young business professionals group succeed here and be a platform whereby young leaders build trust and establish new relationships, both professionally and personally, become active in civic affairs and support philanthropic endeavors that contribute to the county’s overall quality of life.

“The chamber and the EDC have identified more than 100 young business leaders who have expressed an interest … and we know there are hundreds more out there who are potential participants.”

From the EDC The Power of Partnership … for 40 Years Yes, it has been that long – since 1971 the Carteret County Economic Development Council has worked to create jobs, investment and opportunity.

The council has been driven, over this time, by the labor of many individuals who have served on the board, as a member of committees and as part of our professional staff. Carteret County is very fortunate to have had so many dedicated individuals for so long.

The last four years have certainly been the most difficult of our first 40 years. The economy has forced many state and local agencies to cut budgets, reduce services and eliminate waste. However, as this process occurs, we should not cut opportunity or limit our ability to generate future revenue. North Carolina’s business success, as well as Carteret County’s, is derived from a highly desirable lifestyle and a leading edge public education system that attracts talent and, in turn, drives business investment.

Another key component also fuels this investment … the world class training programs offered by our community college to ensure that our workers keep pace with the business environment and the introduction of new processes and changing technology.

Finally, the economy is beginning to come around. North Carolina, our region and Carteret County must now be “front and center” as companies look to emerge from the downturn, seek new locations and expand. There is no doubt that the “Power of Partnership” will continue to be the key element to our success as we prepare for the next 40 years. Continuing public sector financial support and increasing the number and support level of our private sector investors will allow Carteret County and the EDC to compete for each new job and each new investment dollar. Each of the animals is numbered and named and annually, they are corralled and immunized as needed before being freed once again to roam the only home they have known.

NC Aquarium at Pine Knoll Shores

Carteret County may be small in stature, but that doesn’t mean it can’t be home to first-class museums like the NC Aquarium at Pine Knoll Shores. The site, which attempts to reduce its own footprint with solar energy and on-site animal propagation, is home to a variety of ecological programs that promote stewardship and conservation for the young and the young at heart.

Aimed at promoting “awareness, understanding, appreciation and conservation of the diverse natural and cultural resources associated with North Carolina’s ocean, estuaries, rivers, streams and other aquatic environments,” the aquarium has a full schedule of programming for the entire family.

According to staff member Julie Powers, the site averages about 400,000 visitors annually and outdoor programs continue to grow in popularity.

“Those programs just fill up fast,” she said. “They’re really popular and generally speaking it does seem that people are really trying to establish some kind of a connection with nature.”

Core Sound Waterfowl Museum & Heritage Center

Located adjacent to the National Park Service headquarters on Harkers Island Road, what is fondly referred to locally as simply the Waterfowl Museum, is a virtual clearinghouse for the history, culture and traditions that encapsulate the small villages in the county’s Down East region. An ideal stop for those unfamiliar with the region, the museum provides a clear image of the communities that were shaped by Core Sound – from fishermen and boat builders to hunting and decoy carving.

The formation of the museum has been an 18-year journey for local artisans and tradition keepers headed by the site’s director, Karen Amspacher. What started in a small renovated doctor’s office is now housed in a 20,000 sq. ft. two-story facility. The final piece of the $3.4 million puzzle, the completion of the museum’s gallery, was added in the fall of 2009, marking a milestone not only for the dedicated donors, volunteers and staff, but for the Down East region itself. Since the early days, Amspacher said, visitation has continued to climb annually, reaching 32,000 in 2010.

The site’s Willow Pond project, located behind the museum, provides a safe harbor for migrating birds and helps illustrate the Down East lifestyle with real ducks, decoys and natural habitat. Trails around the freshwater pond help enforce the importance of stewardship, the need to provide a safe environment for wildlife and an overall appreciation for the natural landscape of the region.

NC Scenic Byway

There is only one way to get to the Waterfowl Museum by land so it’s inevitable that visitors to the site will experience part of the new Outer Banks National Scenic Byway along their journey. Running from North River in Carteret County to Whalebone Junction in Dare County, the route includes 134 miles and two ferry rides as it meanders up (or down) the coast, traversing marsh, rivers, wildlife refuges, historic villages and the miles of natural beauty along the Outer Banks.

On the Dare County end, a visitor’s center denotes the beginning of the pathway and offers educational and tourist material. Fundraising, with little support thus far from the county or municipalities, is ongoing for a similar site on the Carteret County end of the byway. East Carteret corner, where Hwy 70 turns right to head Down East, has

land available, and a group has formed in hopes of raising money and seeing the project through. For now, however, a website, outerbanksscenicbyway.org provides a plethora of information, including points of interest, accommodations and links to stops along the way.

Cedar Island National Wildlife Refuge

Covering nearly 15,000 acres northeast of Beaufort, this popular spot includes 3,480 acres of woodland habitat and about 11,000 acres of marsh. As a wintering habitat for thousands of water birds and ducks, the refuge is a favorite among bird watchers.

Saltwater fishing, waterfowl hunting and wildlife observation are popular activities, but are only allowed in restricted areas. The site has two boat ramps, making it easy for kayakers or hunters alike. It’s the relatively undisturbed marsh, however, that many come to observe. Photographers and wildlife enthusiasts are regular visitors to the site, which sees about 20,000-30,000 visitors each year.

Croatan National Forest

Hugging the coast between Morehead City and New Bern, the Croatan National Forest provides a true “back to nature” experience. From pine forests to elevated swampland, the protected site provides an ideal backdrop for hiking, camping, picnicking, fishing, canoeing, kayaking and bird watching, to name a few.

Covering about 160,000 acres, the forest is on the path of the Atlantic Flyway for migratory geese and ducks and is home to several rare species, including the bald eagle and woodpecker. If bird hunting isn’t up your alley, finding unique foliage, like the often misunderstood Venus flytrap, can be equally as exciting.

Deer, black bear, turkey, alligator, shore birds and more are abundant in this natural habitat.

Picnic facilities are available at select locations and marked hiking trails, like the 21-mile Neusiok Trail that runs from Oyster Point in Newport to the Pine Cliffs Recreation Area on the Neuse River, provide easy hiking options without fear of getting lost in the woods. Several websites, including trails.com and the US Dept. of Agriculture’s site, fs.usda. gov, offer maps and information about amenities. I

Q:

The challenge of not knowing what’s going to happen with the economy is making me crazy. One day I hear that things are getting “better” and the next day the news isn’t so good. How can I get a handle on what’s coming up and be a little better prepared?

A:

Good question! The business of owning and running a business is just as you’ve described. It’s predicting the future, it’s guessing what will happen … or won’t happen, and it’s always changing. The key to successfully running the business is to assess risk and manage it. The better you get at this set of skills, the better chance you have of success.

But, this is no easy task. It’s hard to find the right book to guide you through this jungle and there aren’t many classes you can take that easily address the issue of assessing and managing risk.

So, what is the small business owner to do? You’ve taken the first step and that is to recognize that there are many things about which we cannot be certain.

The learning here comes from the realization that what we thought would happen, didn’t. We’re looking backwards here, back in time.

Can you think of instances where you found yourself pleasantly surprised or severely disappointed in an outcome?

It might help to make a list of a few of these occasions, just to help get some focus on the kinds of issues, the decision making process and the results.

As you review the list, or just think about past experiences, consider some

attributes about yourself: Do you have an appetite for risk? And, what is your tolerance for risk? If you know these two things about yourself, you can begin to get a better handle on issues you are facing and how to manage what is sometimes much like chaos.

There are several types of risk. The first one we usually think of is financial, but that, too, has many faces. What happens if we lose our good credit rating?

What will we do if the cost of our products rises? If the price of fuel rises more, what impact will it have on my business? What if sales drop off unexpectedly? From a performance perspective, what if the quality of my product or service falls? What will I do if a safety issue arises from something I’ve sold? Am I legally protected for the most common risks? And then there’s the aspect of things over which I have no control – what happens if governmental regulations make it impossible for me to make a profit? What if the city in which my business is based imposes new ordinances and I just don’t know about it until it’s too late?

Then there’s the strategic type – what if there’s a change in technology that turns my market upside down? And what if, through an inadvertent error, my reputation is put at risk? There are a thousand more questions we could ask, but that might make us wary of even venturing out of doors.

The tools that can be useful in managing risk include making a plan, considering the risks to which we might be exposed, and ask the question, “What could go wrong?” It is helpful to have a third-party review the plan – someone that can listen to us and ask some good questions, and the important tool of planning “what-ifs” can generally get us through many of the problems. The idea here is not to avoid all risks, but to assess and manage and always consider the value of lessons learned.

“It became very evident after 2006 that environmental regulations were going to come to the forefront as a major detriment to the development of our community,” said Inscoe. “So, for a year or two while the stormwater was being discussed, we spent a large percentage of our time working with the county, the development community and the development community across the state that would get some rules that would not shut down development along the coast. We felt the environmental community had gone way beyond their mandate of what was needed. We went to Raleigh dozens of times to come up with reasonable rules. I think that’s a big role the EDC was able to be for the county and we got a lot further than we would have if we had rolled over.”

Also instrumental in forming the Marine Sciences Education Partnership known as MSEP, as well as the NCCOAST Business Journal (through a collaboration with NCCOAST Communications, the Carteret County Chamber of Commerce and the Carteret Community College), Inscoe is now enjoying retirement aboard his sailboat and taking frequent camping trips in his RV. In fact, he conducted this interview with “no land in sight” while sailing back from Florida in mid-May. “It is safe to say I am living the dream,” said Inscoe. Each EDC director has built upon their predecessor’s efforts – including those of directors with shorter terms like Robert McNeill (1986-1990) and Adrianne Cole (2000-2001) – as they looked to sharpen the focus of Carteret County’s economic future. That’s especially true for current director Myles Stempin, who took a long look at the organization’s accomplishments before taking over for Inscoe in 2010.

“When you first approach a position like this, you look back at the history of the organization,” said Stempin. “I think the EDC has a good track record for what we’ve been able to accomplish.”

Looking forward, one of main plans Stempin has for continuing that trend involves attracting young professionals through an enhancement of place.

“Companies are targeting talent and that begins with the enhancement of place,” said Stempin. “Identifying where young professionals are and are going to is the location strategy of most corporations Young professionals are very mobile, they want to go to a place that meets their needs and interests. Many communities have recognized how valuable place is and we have a fantastic place with a great deal to

offer. The more we can enhance that, the more we’ll be able to attract talent, and by that rationale attract business investment. We know young talent is a critical resource and fuels the needs of relocating companies, however they are also at the forefront of creating new businesses.”

Stempin noted that “We must take care of our existing business and industry, that remains job one.” However, the EDC’s most recent success story is Geodynamics, a marine mapping research firm specializing in high-resolution seafloor mapping and coastal topographic surveying, which just held its ribbon cutting in the Crystal Coast Business Park in May. He sees this as “just the start of the continuing evolution of our marine science cluster.”

“We have a great manufacturing base and we certainly want to retain and expand what we have,” said Stempin.

“Protect what you have is the name of the game … expand. That, now more than ever, has to be the focal point of any successful economic development program.”
